The state of civil–military relations in the world, especially in the Third World, is very well summed up by Mosca's statement that civilian control over the military ‘is a most fortunate exception in human history’.All over the globe, the armed forces have frequently preserved their autonomous power vis-à-vis civilians. They have also succeeded in maintaining their tutelage over some of the political regimes that have arisen from the process of transition from military to democratic governments, as in Argentina and Brazil. Spain is a remarkable exception. Today, Spain, despite its authoritari

Using simple regression, this paper examines the explanans to the degree of civilian control over the armed forces. This paper takes into consideration four of the most considered independent variables to explain the degree of civilian control over the armed forces, i.e. internal threat, economic condition, civil liberties, and military access to resources. It suggests that the degree of internal threat is negatively correlated with the degree of civilian control over the armed forces while economic condition, civil liberties, and defense spending, or access to resources, enhance the degree of

Abstract How does the passage of time contribute to the establishment of civilian control of the State? We argue that civilian dominance of politics is achieved once civilianized institutions are adopted and sufficient time has passed to permit: (1) the development of a shared norm of civilian control within the military and (2) learning among military elites that fosters a belief that civilian rule is robust to military challenges. As a result, civilian control is self-reinforcing. We evaluate these claims by developing and validating a latent variable model of self-reinforcing institutional

Institutionalizing civilian control over the military is a crucial challenge for newly democratized nations. This paper aims to answer the question under which conditions civilian control can be established after the transition to democracy, and under which conditions civilian control fails. To answer this question, we draw on original data on civil–military relations in 28 new democracies in Africa, Asia, Europe, and Latin America and run a fuzzy set qualitative comparative analysis. To analyze civil-military nexus accurately, it is necessary to assess how both civil and military leaders handle policy discrepancies between them. The entire concept of the overall civil-military nexus is broadly based on the fact of how to assure civil control over the military.
