Abstract:
India and South Africa are democratic emerging powers that share a history of solidarity against colonialism, with India having played a leadership role and provided vital support to the anti-apartheid struggle. Since South Africa’s re-entry into international society, however, hard-headed economic and strategic imperatives have permeated relations between the two countries. Bilateral economic ties have grown rapidly, but rest on fragile foundations. Although security cooperation has been limited, it offers scope for deepening the India–South Africa ‘strategic partnership’, particularly in the Indian Ocean and in the field of peacekeeping. Both countries have sought closer engagement in multilateral forums across issues, including global governance reform, intervention, trade, and climate change, though differences persist. A key challenge relates to the place that Africa occupies in their respective perspectives. Although the depth India–South Africa relations can achieve remains in question, considerable potentiality exists.

Abstract:
Two problems have recently plagued South Africa: insufficient energy supply and water scarcity. Hydraulic fracturing for extracting shale gas forms the backdrop to the consideration of law making and governance patterns to meet challenges of integrating new technologies into the energy landscape. The chapter highlights the climate change imperative that necessitates law making for the integration of ‘new’ technologies into the sector, and the law’s role in their governance. It considers reasons for, and potential success of, hydraulic fracturing as a method of gas extraction, alongside the environmental concerns feeding off the water scarcity problem. Further cultural and contextual concerns with hydraulic fracturing in South Africa are also considered. Law and policy making has failed to address concerns that would speak against introducing this technology. The chapter critiques the Government’s choice of addressing weaknesses in the law by introducing secondary legislation rather than involving a parliamentary process for considering amendments.

Energy is essential to human survival. Supplying energy to all citizens is a requirement for social well-being and for a country’s economic development. The aim of this chapter is to discuss the differences in the availability of electricity around the world, mainly in Brazil, China, India, and South Africa, from a perspective of access as a human right. In this context, the concept of energy poverty and its nexus to climate changes will be discussed, considering the human dimension and equity. Moreover, this chapter presents metrics and new metrics (energy/climate changes), emphasizing the need to promote a program focused on access to electric power and to expand other basic services in developing countries.
