Abstract:

The purpose of this qualitative study with a modified Delphi research design was to understand the reasons human resource (HR) leaders are slow to implement Cloud-based technologies and potentially identify how Cloud-Based Computing influences human resource management (HRM) and HR effectiveness, and potentially the overall performance of the organization. Business executives and HR leaders acknowledge the effect of technology on business processes and strategies, and the leader's influence on technology implementation and adoption. Cloud-Based Computing is fast becoming the standard for conducting HR processes and HR leaders must be prepared to implement the change effectively. Study findings revealed characteristics demonstrated by HR leaders successfully implementing cloud technology, best practices for successful implementation, factors championing and challenging Cloud-Based Computing adoption, and effects on HRM and organizational performance as a result of using Cloud-Based Computing. The outcomes of this study may provide the foundation of a model for implementing Cloud-Based Computing, a leadership model including characteristics of technology early adopters in HR, and identify factors impeding adoption and may assist HR leaders in creating effective change management strategies for adopting and implementing Cloud-Based Computing. Findings and recommendation from this study will enable HR professionals and leaders to make informed decisions on the adoption of Cloud-Based Computing and improve the effectiveness, efficiency, and strategic capability of HR.

Abstract:

With the advent of cloud computing and the success of the cloud computing industry, organisations are beginning to adopt this service model and technology at an increasing rate. As the rate and level of use increases, organisations are faced with how best to govern these investments and obtain maximum benefit from the services offered by providers. This includes measuring the performance of these services, the corresponding organisational performance and the associated business value generated. In investigating these areas, this study compares cloud computing and IT outsourcing. It is found that while cloud measures relate, to a great extent, to the operational level of an organisation, IT outsourcing measures are concerned more with the strategic level. This highlights that cloud computing lacks strategic measures and that measures from IT outsourcing may be adopted to fill this gap.

Abstract:

The purpose of this qualitative single case study was to explore the available strategies IT leaders at ABC, a Managed IT Services company in the SME sector in Columbus, Ohio, may use to avoid data breaches in the cloud environment. The security framework established by the Cloud Security Alliance (CSA) provided the conceptual framework for this study. A purposeful sampling strategy was used to select 10 IT leaders to participate in the study. Data were gathered through open-ended, semi-structured individual face-to-face interviews, asynchronous discussions through e-mails, and reviews of company-provided documents. An inductive thematic analysis was used to analyze all the data collected in the study. The following six major themes emerged from the data relating to descriptions of the data security threats and vulnerabilities facing IT leaders in the cloud, and the strategies they may use to avoid a breach of their data: (1) managing the human factor, (2) managing the network environment, (3) types of data security threats, (4) people pose the most significant risk, (5) elements of an effective strategy, and (6) addressing password issues. The results indicated that IT leaders face multifaceted data security threats in the cloud and these could be addressed through a combination of strategies including user education, securing the network, limiting user access to IT resources, and addressing password issues.

Abstract:
Background: The intense growth of data that is continuously expanding has resulted in SMEs using cloud computing to store, process and analyze data. Thus, a critical element is for SMEs to understand the value of cloud computing and the factors influencing the adoption decision.  Problem: Due to the increased use of cloud computing, the importance of examining the factors that can affect and impact SMEs adoption has been highlighted. Cloud computing has been pointed out as a component for SMEs to stay competitive and sustainable in public crises and uncertain environments. Despite the importance among scholars, no research has studied cloud adoption factors among SMEs during 2020 - 2021 and the present of a public crisis. Purpose: The purpose of this research is to investigate and explore SMEs cloud computing adoption factors in the turbulent time of a public crisis. The result of this research is expected to add knowledge and theoretical insights to existing literature and fill the gap within the underexplored context of cloud computing adoption factors during public crisis. Method: In this research, a qualitative research design was applied where six semi-structured interviews with people experienced of the phenomenon under study were conducted and eight customer cases with cloud users were collected from cloud providers' websites. Conclusion: The findings of this research declared ten significantly important factors; complexity, compatibility, relative advantage, cost savings, security, top management support, technology readiness, organizational culture, competition and trading partner pressure and supplier computing support, to influence SMEs cloud computing adoption. Although this research was conducted during the time of a public crisis, no conclusion of the crisis' impact on which factors influencing SMEs cloud computing adoption could be recognized.

Business Administration/Interdisciplinary
D.B.A.
New capabilities required to succeed in the new Cloud environment represent a radical change for software companies, which have to transition from selling on-the-premises software products to providing subscription-based cloud services (aka Software-as-a-Service or SaaS). While emerging SaaS vendors have led the exponential growth of the market, the traditional software industry has been disrupted. The purpose of this dissertation is to analyze which capabilities are driving the performance of software firms in today’s cloud-computing environment by drawing upon the resource-based view (RBV) of the firm. What is the optimum spending across the primary firm capabilities (e.g., service delivery, R&D, marketing and sales) to maximize financial performance? This dissertation focuses on publicly-traded SaaS companies using publicly-available information from financial databases, corporate investor relations materials, and industry research. It is comprised of two essays. The first essay is a quantitative study based on secondary data. The second essay includes an extensive literature review, an analysis of in-depth interviews of practitioners, and mini case studies. Together, the essays contribute to RBV theory and provide useful insights to help assess the quality of execution of SaaS growth strategies and improve financial planning and performance in the software industry for the cloud computing environment. Although the results come from firms in the SaaS industry, the findings from this study could cautiously generalize to firms in other emerging technology industries. The dissertation concludes with a detailed agenda for future research.

Abstract:
The aim of our research paper is to depict and analyze the new trends and changes happening in the Information Technology industry during the recent years, that are most likely to have a long-lasting impact on how the usage of software technology is evolving. The overall trend that we are noticing in this market is about shifting more and more software applications from local computers to online networks generally known as The Cloud (the concept itself is named Cloud Computing). The reason for choosing this topic is that, overall, the Information Technology industry is deeply involved in our everyday lives. Therefore, it is important for us as individuals or businesses to be aware of the new trends happening in this field and learn how we can benefit from them. We will research these trends from the perspective of the providers of Cloud Computing services. We will analyze the challenges of establishing a new market for these services and debate the pros and cons of being the first mover or follower among big and small players. We will also investigate whether there is a dominant design under development. As means for our analysis, we will research the three main technologies used as a mean to implement the new concept of Cloud Computing, which are Infrastructure as a Service (IaaS), Platform as a Service (PaaS) and Software as a Service (SaaS). One result of our study is that the main players on the Cloud Computing market do not think in terms of national markets or geographical borders about their products. Since they are providing online services, we conclude that it is normal for all the players to see the market as one single entity rather than limiting themselves to geographical areas, which are obviously irrelevant for the Internet market. Another result is that there is confusion among the players when it comes to defining Cloud Computing, Software as a Service and Platform as a Service and the difference between these concepts. We consider as the main reasons for this confusion the fact that the Cloud Computing industry is not yet standardized, and every firm is having its own way of dealing with these new concepts. However, we believe that there is a complex market system under way. All the firms are apparently waiting for a technological standardization or a dominant design, before they will fully adopt and implement this technology. Moreover, most companies we analyzed believe that Cloud Computing will be, one way or another, the future in the Information Technology and Communication industry.

Abstract:
Industrial experts agree that cloud computing can significantly improve business and public access to low cost computing power and storage. Despite the benefits of cloud computing, recent research surveys indicated that its adoption in U.S. hospitals is slower than expected. The purpose of this study was to understand what factors influence cloud adoption in U.S. hospitals. The theoretical foundation of the research was the diffusion of innovations and technology-organization-environment framework. The research question was to examine the predictability of cloud computing adoption for U.S. hospitals as a function of 6 influential factors: relative advantage, compatibility, complexity, organizational size, structure, and culture. The research methodology included a cross-sectional survey with an existing validated questionnaire. A stratified random sample of 118 information technology managers from qualified U.S. hospitals completed the questionnaire. The categorical regression analysis rendered F statistics and R2 values to test the predictive models. The research results revealed that all 6 influential factors had significant correlations with the public cloud adoption intent (adjusted R2 = .583) while only the 3 technological factors had significant correlations with the private cloud adoption intent (adjusted R2 = .785). The recommendation is to include environmental factors and increase sample size in the similar future research. The developed predictive models provided a clearer understanding among hospital IT executives and cloud service providers of cloud adoption drivers. The potential implications for positive social change can be the increase of efficiency and effectiveness in U.S. hospital operation once their speed of cloud adoption has increased.

Abstract:
Although school districts provide collaborative cloud computing tools such as OneDrive and Google Drive for students and teachers, the use of these tools for grading and feedback purposes remains largely unexplored. Therefore, it is difficult for school districts to make informed decisions on the use of cloud applications for collaboration. This quantitative, nonexperimental study utilized Venkatesh et al.'s unified theory of acceptance and use of technology (UTAUT) to determine teachers' intent to use collaborative cloud computing tools. Online surveys with questions pertaining to UTAUT's predictor variables of performance expectancy (PE), effort expectancy (EE), social influence (SI), facilitating conditions (FC) and UTAUT's criterion variable of behavioral intent (BI) were administered to a convenience sample of 129 teachers who responded to an email solicitation. Pearson correlation results of r = 0.781, r = 0.646, r = 0.569, and r = 0.570 indicated strong, positive correlations between BI and PE, EE, SI, and FC respectively. Spearman rho correlations results of rs = 0.746, rs = 0.587, rs = 0.569, and rs = 0.613 indicated strong, positive correlations between BI and PE, EE, SI, and FC respectively. Simple linear regression results indicated that PE and EE are strong predictors of BI when moderated by age, gender, experience, and voluntariness of use (VU). SI is a strong predictor of BI when moderated by gender, but not by age, experience, and VU. This study's application of the UTAUT model to determine teachers' BI to use collaborative cloud computing tools could transform how administrators and educational technologists introduce these tools for grading and feedback purposes. This study contributes to the growing body of literature on technology integration among K-12 teachers.

Abstract:
As information systems leaders tap into the global market of cloud computing-based services, they struggle to maintain consistent application performance due to lack of a process framework for managing quality of service (QoS) in the cloud. Guided by the disruptive innovation theory, the purpose of this case study was to identify a process framework for meeting the QoS requirements of private cloud service users. Private cloud implementation was explored by selecting an organization in California through purposeful sampling. Information was gathered by interviewing 23 information technology (IT) professionals, a mix of frontline engineers, managers, and leaders involved in the implementation of private cloud. Another source of data was documents such as standard operating procedures, policies, and guidelines related to private cloud implementation. Interview transcripts and documents were coded and sequentially analyzed. Three prominent themes emerged from the analysis of data: (a) end user expectations, (b) application architecture, and (c) trending analysis. The findings of this study may help IT leaders in effectively managing QoS in cloud infrastructure and deliver reliable application performance that may help in increasing customer population and profitability of organizations. This study may contribute to positive social change as information systems managers and workers can learn and apply the process framework for delivering stable and reliable cloud-hosted computer applications.

Abstract:
Title: Internet of things and cloud computing adoption within manufacturing among small to medium sized enterprises in Sweden. Authors: Tim Kari and Wesley Kleinreesink Background & Problem discussion: Industries in Europe are facing economic challenges related to global societal and technological developments. The adoption of industry 4.0 technologies such as IoT and cloud computing within manufacturing can be used as a solution to these challenges. SMEs form the backbone of the Swedish economy, making up a large amount of the employment and added value within the country, making them important in this context. Little is known about the maturity levels of IoT and cloud computing and the challenges encountered during adoption of of these technologies by Swedish SMEs. Purpose: The purpose of this thesis is to investigate maturity levels of IoT and cloud computing adoptions and the associated adoption challenges by looking at Swedish SMEs in the manufacturing industry that are adopting or are interested in adopting IoT and cloud computing technologies within their manufacturing. By addressing the maturity levels and adoption challenges found among the cases and providing more insight into the context in which these are occurring. These insights can then be used for the purposes of addressing maturity levels as practitioner and contributing to current literature regarding maturity levels and adoption challenges found. Method: Following an exploratory research strategy, qualitative data has been gathered both in the form of a literature review as well as a multiple case study through semi-structured interviews. The data has then been analyzed by conducting a conceptual analysis, a cross-case synthesis and pattern matching Findings & Conclusion: The findings indicate that the levels of maturity vary highly between categories and cases, with only a few examples of reaching higher (integrated) levels of maturity. Adoption challenges found were mainly centered around organizational and human challenges as opposed to technical ones, indicating that further focus needs to be put on organizational change management. Furthermore, an apparent lack of knowledge among the case companies may explain both the narrow and simple implementations of IoT and cloud computing as well as the lack of drivers for further adoption. The implications of this means that managers need a larger focus on change management and more comprehensive implementation plans. There is also the need to consider the need for digitalization and to do it in an efficient and useful manner. Further research is needed on these topics, with possible avenues being a focus on smaller companies, a study with a larger sample size or a focus on industries with a higher volume of production as the ones presented in this study were all relatively low-volume.

Abstract:
Cloud Computing is currently frequently discussed concept. Access to IT via a web browser is increasingly desired means of providing information and communication technology across the whole society, public administration included. This thesis focuses on the possibilities of Cloud Computing employment in the Czech Republic's Public Administration, specifically on the example of Czech diplomatic missions and the Ministry of Foreign Affairs, to which they are directly subordinated. As a starting point the comparison with the United States, thw Great Britain, Australia, Switzerland, Japan and the European Union is taken. These examples demonstrate that Cloud Computing can work in public administration and that it will remain a trend prevalent in government offices on a global scale. Equally important is the comparison with the situation within the Ministry of Interior of the Czech Republic, which has already been using Cloud Computing services for couple of years. Based on the comparison with all above mentioned countries, with the Ministry of the Interior and given the international, European and national legal requirements, potential cloud services for email communication and document management system are identified to be envisaged for diplomatic missions and the Ministry of Foreign Affairs.

Abstract:
An understanding of opportunities and challenges in cloud computing is needed to better manage technology costs and create financial value. The purposes of this transcendental phenomenological study were to understand the lived experiences of minority business owners who operated business applications in the cloud and to explore how these experiences created financial value for businesses despite security challenges. Historically, minority business owners have experienced high rates of business failures and could benefit from information to help them manage business costs in order to position their businesses to grow and succeed. Modigliani-Miller's theorem on capital structure and Brealey and Young's concept of financial leverage were the conceptual frameworks that grounded this study. Data consisted of observational field notes and 15 individual semistructured interviews with open-ended questions. I used the in vivo and pattern coding approaches to analyze the data for emerging themes that addressed the research questions. The findings were that drivers of positive cloud-based experiences, such as easy access, ease of use, flexibility, and timesavings, created financial value for small business owners. In addition, the findings confirmed that opportunities in the cloud such as cost savings, efficiency, and ease of collaboration outweighed security challenges. Finally, the results indicated that cost-effective approaches such as the subscription model for acquiring technology created financial value for businesses. The findings of this study can be used by business owners, especially minority small business owners, to decide whether to move operations to the cloud to create financial value for their businesses.

Abstract:
Manufacturing companies are currently going through exciting times. Technological developments follow each other up in high pace and many opportunities occur for companies to be smarter than their competitors. The disruptive notion of these developments is so big that people talk about a new, fourth, industrial revolution. This industrial revolution, that is being characterized and driven by seven drivers is called industry 4.0. The popularity of this industrial revolution is seemingly apparent everywhere and is being described, by some, as “manufacturing its next act”. Even though this sounds promising and applicable to every company, the practical consequences and feasibility are, most of the times, being overlooked. Especially a theoretical foundation on differences in feasibility between small and medium - sized enterprises (SMEs) and large firms is missing. In this thesis, we are going to take the reader through a journey that will help readers understand the positioning and perspective of firms regarding industry 4.0 and eventually the practical effects of industry 4.0 on business models of manufacturing firms will be presented. This research provides enough clarity on the topic to answer the follow research questions. This thesis aims to fill the gap in available research in which business model change is being linked to industry 4.0. Due to the novelty of industry 4.0 few researches on the practical effects are not yet fully explored in the literature. Business models, a more traditional area of research, has not yet touched upon the effects industry 4.0 has on the business models of company. Our purpose is to combine these two topics and provide both SMEs and large firms an overview on what the effects of industry 4.0 are in practice. Furthermore, the perspectives and positioning of our sample firms can provide clarity for potential implementers, since wide range of participants provide different insights on the topic and therefore give clarity on the practical use of industry 4.0. During this, the researchers, by converting observations and findings into theory, follow an inductive approach. The study uses a qualitative design and semi-structured interviews has been conducted to collect the data. Our sample firms consist of both SMEs and large firms and are all located within Europe. The researchers found that there are some key differences in the positivity on industry 4.0 between the academic and business world. Companies might be highly automated and have implemented some of the drivers of industry 4.0, but the definition itself is not popular. Where some of our sample firms are convinced industry 4.0 is the new way of working, most of them are using the technologies simply because it is the best in the market and helps them to follow their strategy. Industry 4.0 can be seen as an interesting tool for firms to become smarter and achieve better results, but not at all costs. Especially for SMEs implementing industry 4.0 should not be the sole goal of the company, since it is decided by many factors whether or not industry 4.0 will succeed in the company. In terms of business models, industry 4.0 causes many changes. The role of industry 4.0 can be seen as an enabler for change, rather than the reason to build a business model around.

Abstract:
Background and research issue: Digitization has changed the conditions for how an effective audit can or should be carried out. Many researchers argue that the development and use of technologies affect the work of the auditor in the audit process. There are also studies that indicate that the application of technical solutions cuts to a greater extent in large agencies than in small agencies.  Purpose: The purpose of this study is to create an understanding of how digitalisation has changed the auditor's work during the audit process and to identify the differences between large and small audit firms when it comes to digitalisation in audit.  Method: This study is based on a qualitative method in the form of semi-structured interviews with authorized auditors.  Framework: The framework consists of theories and models found in the audit research, basic concepts and previous research.  Empiricism: The empirical data consist of material collected from eleven interviews.  Results: The use of data analysis has enabled the auditors to gain a better understanding of the audited company. Today, a deeper analysis can be performed on a large amount of data and it is also possible to review all material and a complete set of data will be the subject of the selection. The result of the study also indicates that larger firms are developing their own digital systems.

Currently, the Federal Public Administration (APF) goes through a constant modernization in order to provide public services to the population in general, and this modernization has been accompanied by an increasing demand for resources of Information Technology (TI). The Decree n° 8.539, of October 8, 2015, aims to promote the use of electronic means to the realization of administrative processes with security, transparency and economy, and also to facilitate the access of citizens to administrative instances. However, the deadline to the implantation of the System of National Electronic Process (PEN) is only two years from the date of the Decree, and not all organs of APF are prepared to provide the appropriate IT infrastructure to deploy the system in a timely manner. This dissertation presents a method based on the opinion of IT experts in order to identify the main difficulties faced by IT managers in relation to IT Infrastructure Management and the acquisition of new IT solutions to meet the PEN system. As a solution to this problem it is gonna be presented a proposal containing the Catalog of Best Practices to be followed for the adoption of Cloud Computing in APF. In the research it was found that the main difficulties of IT managers are related to the proccess of bureaucratic hiring required by Normative Instruction n° 4, 2014 and the Law n° 8.666/93, of bids and contracts. The Catalog of Best Practices contains the step-by-step with the orientations and recommendations to be followed by IT managers in hiring services of Cloud Computing in APF, covering from the part of Governance, Security and Ticketing until the form of monitoring and management of Cloud Computing Resources.

Abstract:

Abstract:

Abstract:
The State has approved strategies on the use of Information and Communication Technologies (ICT) within the Public Administration (PA), in particular to reduce costs of infrastructures, thus creating the conditions for enhanced efficiency, effectiveness, transparency, environmentally friendly and swift as regards data access, which has driven the Government to approve, for that purpose, the Portuguese Digital Agenda through the Resolution of the Council of Ministers no. 112/2012 of 31 December, focused on Innovation and Knowledge. Despite being regarded by some Information Technology managers as “unreliable”, Cloud Computing (CC) has been strategically advocated by the “European Cloud”, promoting its acceptance in all European countries and offering reliable clouds by means of the activities of the ETSI (European Telecommunications Standards Institute)2. The Ministry of Justice (MJ), in view of its special features, culture and targeted political measures, was considered interesting as an object of study, being enquires made within ten organizations under its direction for a case study using an adapted TOE (Technology, Organization and Environment) model, to identify and understand whether technological, organizational and environmental factors as well as direct and indirect benefits may influence the implementation of CC within the MJ. The research methodology is exploratory, integrating a mixed method approach, qualitative and quantitative in nature. Data collection tools shall include an exploratory interview to nine Managers and a survey in the form of an online questionnaire directed to forty-eight members of the ICT staff. At the end of the present research, according to the TOE test model, it is acknowledged that the MJ does not meet the conditions in terms of infrastructures needed to implement CC yet, the major constraint being its dependency on external contractors. There was a clear conviction, however, that the Public Administration will be centralised in a single model, cross-cutting all ministries, but not in the coming years.

The adoption of Information and Communication Technology (ICT) solutions offer several potentials for most organisations (private and public) such as enabling effectiveness, efficiency, competitive advantage among others. As a result, we have seen several IT solutions implemented not only by private sectors but also by the backbone of public entities in the drive for efficiencies in service delivery such as the South African (SA) government. The SA government adopted Open Source Software (OSS) with the aim to reduce IT services cost, less dependencies on imported technology, skills, and flexibility. The SA government was less successful in achieving this aim due to OSS implementation challenges. These challenges among other things include support, funding, training, awareness, and human factors. In the midst of the OSS challenges, a potential alternative to address the same objectives aimed by OSS is Cloud Computing adoption. Cloud Computing is the latest phenomena that promises better potentials especially IT cost reduction, effectiveness and efficiency of IT services. The purpose of this study is to explore the feasibility of Cloud Computing adoption in SA government as a cost effective approach for IT services.

Abstract:
Companies invest their resources into different products. That constellation of products, how they interact with each other, and how they are positioned defines the company's Product Portfolio. Moreover, that constellation of products is critical for the company's financial success. The Product Portfolio evaluation is essential to assess if the company's resources are invested in the most efficient way or if there could be some optimizations that would improve the results. A key outcome is that in order to optimize the Product Portfolio, a company must first evaluate and characterize that portfolio. This work aims to define a methodology for holistically evaluating a company's portfolio by analyzing different parameters. This new methodology will be used in an example market. In this work, we ran the evaluation in the cloud computing market, a new market that is still growing but with few remarkable players that account for more than 50% of the market's total revenues. In the analysis of the cloud computing market and the main suppliers in the market, we will apply the suggested methodology. That would enable to summarize the main characteristics of the leading players' portfolios and provide optimization recommendations that would improve the portfolios' quality and ultimately the results of those companies.

Abstract:
Many scholars lament of poor infrastructure to manage and preserve digital records within the public sector in South Africa to support electronic government (egovernment). For example, in South Africa, the national archives’ repository and its subsidiary provincial archives do not have infrastructure to ingest digital records into archival custody. As a result, digital records are left to the creating agencies to manage and preserve. The problem is compounded by the fact that very few public sector organisations in South Africa have procured systems to manage digital records. Therefore, a question is how are digital records managed and stored in these organisations to support e-government? Do public organisations entrust their records to the cloud as an alternative storage given the fact that both physical and virtual storages are a problem? If they do, how do they ensure accessibility, governance, security and long-term preservation of records in the cloud? Utilising the Digital Curation Centre (DCC) Lifecycle Model as a guiding framework, this qualitative study sought to explore digital curation of records in the cloud to support e-government services in South Africa with the view to propose a framework that would guide the public sector to migrate records to the cloud storage. Semi-structured interviews were employed to collect data from the purposively selected Chief Information Officers in the national government departments that have implemented some of the electronic services such as the Department of Arts and Culture, Department of Home Affairs, Department of Higher Education and Training and the Department of Basic Education. Furthermore, the National Archives and Records Services of South Africa was also chosen as it is charged with the statutory regulatory role of records management in governmental bodies. So is the State Information Technology Agency (SITA), a public sector ICT company established in 1999 to consolidate and coordinate the state’s information technology resources in order to achieve cost savings through scale, increase delivery capabilities and enhance interoperability. Interview data were augmented through document analysis of legislation and policies pertaining to data storage. Data were analysed thematically and interpreted in accordance with the objectives of the study. The key finding suggests that although public servants informally and unconsciously put some records in the clouds, government departments in South Africa are sceptical to entrust their records to the cloud due to a number of reasons, such as lack of policy and legislative framework, lack of trust to the cloud storage, jurisdiction, legal implications, privacy, ownership and security risks. This study recommends that given the evolution of technology, the government should regulate cloud storage through policy and legislative promulgation, as well as developing a government-owned cloud managed through SITA in order for all government departments to use it. This study suggests a framework to migrate paperbased records to cloud storage that is controlled by the government.

Cases of unpaid fee in any monetary amount with obligation of the provisions of the Act (e.g., labor premium, health insurance) need to be shifted to each specified Administrative Executive Branch after Administrative Organs cannot receive the fine of each case for the duration between the appointed dates. As the executive scope of Administrative Enforcement Agency was expanded, the amount of shifted cases should be greatly increased in a short time. Under an obligation to each professional requirement, if all branches of Administrative Enforcement Agency were integrated to allocate its human resources and expenses efficiently and effectively, it would be beneficial to enhance the executive power and increase the revenue of national finance. Besides decisions for planning human resources and budget allocation were involved in this study, a prototype system were developed by integrating various functions of group support systems (GSS), cloud computing, analytic hierarchy process (AHP), performance management, etc. on Internet. Based on literature review, survey, simulation and so on, the optimal solution for planning the allocation problem of the whole agency can be obtained, revised and identified through data of feedback and the cooperative protocol on Internet. Also, managerial analysis and implications are derived from various simulated experiments in this study.
