This chapter addresses the historian Edward Mead Earle, who is widely credited with sanctifying the concept of “grand strategy.” By making strategy “grand,” Earle broadened its scope from a Clausewitzian basis that had been exclusively military to one that incorporated all of statecraft, indeed, virtually all of politics. At precisely the same time he was codifying “grand strategy,” he was also deeply involved in the construction of another new foreign-policy term, one that would become more frequently used and politically effective than grand strategy, at least in the United States: “national security.” Earle was not the first to deploy the term national security, but he played an instrumental role in establishing its tenets and determining its uses. Not coincidentally, Earle's codification of “national security” involved the same expansionary impulse that gave rise to “grand strategy.” In an age of industrialized warfare, air power, and a truly global politics of security, Earle believed that existing notions of safety and strategy needed to be stretched and broadened. His new definitions did precisely that.

Chapter 6 examines the development of maritime strategic thought in Great Britain from 1872 to 1914, analysing the debates at the Royal United Service Institution, which provided one of the most important forums to discuss strategic matters. The early naval strategic thinkers John and Philip Colomb set the agenda, discussing maritime strategy in the context of home and imperial defence. Later strategists, such as Alfred T. Mahan and Julian S. Corbett, focused on command and control of the sea. The chapter examines not only how maritime strategic thought developed but also how the practice and codification of international maritime law shaped ideas about a future maritime conflict.

Intraorganizational units play a critical role in KM processes of acquiring, creating, exchanging, and utilizing knowledge assets. While much attention has been directed to effective knowledge strategies for supporting organizational KM processes, there is a lack of insightful research on knowledge strategy and its implementation at the work-unit level. This study examines two types of work unit knowledge processing styles (i.e., codification and personalization) and explores the relationship between critical determinants (i.e., task, organizational culture, and technology) and knowledge processing styles. The results showed that task variety and task analyzability were strongly associated with both knowledge processing styles. Interestingly, task interdependence and autonomy were significantly related only to personalization, whereas IT support was strongly associated with codification. The findings from this study suggest that the unit’s organizational variables should harmonize appropriately with its knowledge processing styles.

Distributed heterogeneous computing is being widely applied to a variety of large-size computational problems. These computational environments consist of multiple heterogeneous computing modules; these modules interact with each other to solve the problem. The load balancing problem in the Heterogeneous Distributed Computing System (HDCS) deals with allocation of tasks to computing nodes, so that computing nodes are evenly loaded. The complexity of dynamic load balancing increases with the size of HDCS and becomes difficult to solve effectively. Due to the complexity of the dynamic load balancing problem, the majority of researchers use a heuristic algorithm to obtain near optimal solutions. The authors use three different type of resource allocation heuristic techniques, namely greedy heuristic, simulated annealing, and genetic algorithm, for dynamic load balancing on HDCS. A new codification suitable to simulated annealing and the genetic algorithm has been introduced for dynamic load balancing on HDCS. This chapter demonstrates the use of the common coding scheme and iterative structure by simulated annealing and genetic algorithms for allocating the tasks among the computing nodes to minimize the makespan. The resource allocation algorithm uses sliding window techniques to select the tasks to be allocated to computing nodes in each iteration. A suitable codification for simulated annealing and genetic algorithm for dynamic load balancing strategy are explained along with implementation details. Consistent Expected Time to Compute (ETC) matrix is used to simulate the effect of the genetic algorithm-based dynamic load balancing scheme compared with first-fit, randomized heuristic, and simulated annealing.

Project-based organizations have characteristics that raise additional barriers to information management, knowledge sharing, and to organizational learning. The main causes of this are inadequate information architectures and governance, poor collaborative culture, and lack of organization-wide information management strategies. This chapter presents a comprehensive basis to understand the information and knowledge-sharing practices in PBO, as well as the methods and tools that information professionals and project managers should have in mind when performing their tasks. For that, literatures are reviewed focusing on the explanation of the processes of knowledge creation and sharing leading to organizational learning. The main conclusion is that a knowledge-sharing strategy in a PBO should include a set of mechanisms that address a customized mix of the codification and personalization dimensions and that strategies for collaborative information management should be used as enablers for embedding knowledge sharing within the organizational practices and culture.
