This article focuses on chemical retailers Jack and Charles Colbert to, first, show the externalization processes linked to the greening of U.S. industry through stricter consumer and environmental protection regulations and, second, illustrate the limitations of nationally framed environmentalism targeting businesses in a global market. Throughout the 1970s and 1980s, the Colberts traded chemicals that the U.S. Environmental Protection Agency had banned for use in the United States. They exported them legally to countries where the material was still a permitted commodity—primarily in the global South. Rare interview material illustrates how the exporters justified their unequal business deals by misappropriating the meaning of recycling.

ABSTRACT Human cytomegalovirus (HCMV) gene expression is highly cell and tissue specific. Cell factor-mediated regulatory interactions are involved in regulating the restricted expression of the HCMV major immediate-early (IE) gene (J. F. Baskar, P. P. Smith, G. Nilaver, R. A. Jupp, S. Hoffmann, N. J. Peffer, D. J. Tenney, A. M. Colberg-Poley, P. Ghazal, and J. A. Nelson, 70:3207–3213, 1996). To gain an understanding of HCMV early gene activation, we studied the effect of each of the three major IE proteins, IE72, IE86, and IE55, on the HCMV DNA polymerase gene (pol; UL54) promoter. In transient-expression assays, the IE86 protein alone was able to transactivate the polpromoter, but IE72 and IE55 were not, in permissive U373MG cells. However, we were unable to detect IE86-mediated transactivation in nonpermissive HeLa or C33-A cells. Using electrophoretic mobility shift assays (EMSAs), we found that expression of the IE86 protein in U373MG cells resulted in specific binding of a DNA complex to an inverted-repeat element, IR1, of the pol promoter. Antibody supershifting and EMSA-Western blotting experiments further showed that IE86 and the cellular transcription factor Sp1 were components of the IR1 DNA-binding complex. Furthermore, we found that binding of DNA by Sp1 was dramatically increased in the presence of IE86. Interestingly, this IE86-induced DNA-binding activity of Sp1 was inhibited by a repressor activity presented in HeLa cells. In summary, our study suggests that a viral regulatory protein can modulate the DNA binding activity of a cellular transcription factor, resulting in cell-specific transactivation of viral genes.

Physiol. 81(4): 2027–2033, 1996.—To test the hypothesis that substrate utilization during mild-intensity exercise differs in non-insulin-dependent diabetes mellitus (NIDDM) compared with nondiabetic subjects, seven lean healthy subjects (L), seven obese healthy subjects (O), and seven individuals with NIDDM were studied during 40 min of mild-intensity cycling (40% of peak O2 uptake). Systemic utilization of plasma glucose (Glc Rd) was determined by using isotope dilution methods. Gas exchange was measured to determine rates of carbohydrate (CHO) and lipid oxidation. During exercise, when CHO oxidation was greater than Glc Rd, the net oxidation of glycogen was calculated as the difference: CHO oxidation − Glc Rd. During mild-intensity cycling, the respiratory exchange ratio was similar across groups (0.87 ± 0.02, 0.85 ± 0.02, and 0.86 ± 0.01 in L, O, and NIDDM subjects, respectively), and CHO oxidation accounted for one-half of total energy expenditure during exercise. Glc Rd increased during exercise and was greatest in subjects with NIDDM (3.0 ± 0.2, 2.9 ± 0.2, and 4.5 ± 0.4 ml ⋅ kg−1 ⋅ min−1in L, O, and NIDDM subjects, respectively, P < 0.05), yet Glc Rd was less than CHO oxidation during exercise, indicating net oxidation of glycogen. Glycogen oxidation was greater in L and O than in NIDDM subjects (3.4 ± 1.0, 2.5 ± 0.9, and 1.7 ± 0.8 ml ⋅ kg−1 ⋅ min−1; P < 0.05). In summary, during mild-intensity exercise, NIDDM subjects have an increased Glc Rd and a decreased oxidation of muscle glycogen.

Aplikasi pada Android dapat diperoleh tidak hanya di Play Store saja, namun juga dapat ditemukan secara bebas di <em>website-website</em> yang berada di internet. Oleh karena itu aplikasi Android rentan terhadap pembajakan.<em> Software watermarking</em> merupakan metode umum yang biasanya digunakan untuk mengantisipasi pembajakan perangkat lunak dengan menyisipkan informasi pengenal ke dalam suatu program. Tujuan dari <em>software watermarking</em> adalah untuk membuktikan kepemilikan dari sebuah program. Salah satu teknik watermarking adalah <em>dynamic watermarking. </em>Teknik ini akan men-<em>generate</em> <em>watermark</em> ketika program dieksekusi. <em>Dynamic Graph Watermarking</em> (DGW) merupakan salah satu metode dalam <em>software watermarking</em>. Dalam penyisipan <em>watermark, </em>metode ini menggunakan struktur graf yang dibuat berdasarkan enumerasi graf. Salah satu algoritma dalam DGW adalah Colberg-Thomborson (CT) <em>algorithm. </em>Algoritma tersebut menggunakan <em>code</em> yang dapat membentuk <em>watermark </em>saat <em>runtime program</em><em>.</em> Pemberian <em>watermark</em> terhadap sebuah aplikasi dilakukan dengan menggunakan CT <em>algorithm</em> dan enumerasi <em>Parent Pointer Graph (PPG).</em> Untuk menyisipkan watermark terhadap aplikasi Android, dibuat sebuah <em>library</em> Java dan sebuah simulator berbasis desktop untuk mengekstrak <em>watermark</em>. Dari hasil pengujian dapat disimpulkan bahwa PPG dapat digunakan sebagai enumerasi pada metode DGW dan memiliki tingkat ketahanan yang tinggi terhadap <em>distortive</em><em> attack </em>namun tidak pada <em>subtractive </em>dan<em> additive attack</em>. Dari penelitian juga diperoleh hasil bahwa pemberian <em>watermark</em> memberikan penambahan <em>size</em> pada apk Android namun tidak mempengaruhi peningkatan penggunaan <em>memory</em> dan <em>processor</em> aplikasi.</p><p class="15"> </p><p class="15"><em><strong>Abstract </strong></em></p><p class="15"><em>Smartphones are common tools in people’s daily life. The most common operating in smartphone is Android. Our android application can be obtained not only in the Play Store, but also free websites on the internet. Therefore, Android applications are vulnerable to piracy. Software watermarking is a common method used to anticipate software piracy by inserting identifying information into a program. The purpose of software watermarking is to prove ownership of a program. One of the watermarking techniques is dynamic watermarking that generates watermarks when the program is executed. Dynamic Graph Watermarking (DGW) is one of the software watermarking methods. This method uses a graph structure which created based on graph enumeration in inserting the watermark. One of the DGW algorithm is Colberg-Thomborson (CT) which use code that can form a watermark at program run time. For watermarking an application, we use CT algorithm and Parent Pointer Graph (PPG) enumeration. To embed watermark to the android application we create a Java library and a desktop-based simulator to extract watermark from android application. Our result shows that PPG can be used as an enumeration and has robustness in defending against distortive attack but not to subtractive and additive attacks. we also get that watermark gives an additional size to an android apk but it does not affect the increase in memory and processor usage.</em></p><p align="justify"> </p>

Gilbert Colbert de Saint-Pouange (1642-1706), Colbert par son père, et le Tellier par sa mère, succède en 1663 à son père comme premier commis du département de la Guerre. Il est surtout chargé de la logistique aux armées, mais il représente aussi son cousin Louvois et parfois le roi. Il leur rapporte systématiquement ce qu’il y voit et entend. Il tient cette fonction jusqu’en 1701. En même temps il devient secrétaire ordinaire de la chambre et du cabinet du roi. En 1701, Louis XIV le fait grand trésorier et commandeur des Ordres du roi. De 1670 à 1701, il entretient une correspondance quasi quotidienne avec Louvois, puis avec Barbezieux. De ces échanges épistolaires, il reste environ un milliers de lettres et notes diverses au Service Historique de la Défense. Leur étude donne un éclairage très intéressant sur les nombreuses procédures et pratiques du gouvernement de Louis XIV. L’examen porte d’abord sur la gestion des armées, avec la création d’une administration de la Guerre qui cherche à se rationaliser. Celle-ci va devenir le modèle de toutes les autres administrations du royaume. Dans ces courriers, la logistique apparaît comme une nécessité stratégique de premier ordre. Ces lettres permettent également de comprendre l’intérêt des frontières du Nord et de l’Est pour le roi, et d’observer l’émergence des idées de pré carré et de frontières naturelles, selon les critères de Vauban. Ces lettres montrent la prise en compte de l’administration, même celle de la Guerre, par des civils, issus de la petites noblesse récente. Enfin, les écrits de ces hommes qui travaillent avec le roi, font apparaître la naissance de la notion d’État
Gilbert Colbert de Saint-Pouange (1642-1706) who was a Colbert on his father’s and Le Tellier on his mother’s side, succeeded his father in 1663 as a head clerck of the War Department. He was essentially in charge of logistics to the army, but sometimes also represented his cousin Louvois and even the king. Up to 1701 he gave them a systematic account on everything he had noticed. At the same time he was appointed « secrétaire ordinaire » of the King’s Chamber and Cabinet. In 1701, Louis the XIV made him a « Grand Trésorier et Commandeur » in the King’s Orders. From 1670 to 1701, he had an almost daily mail exchange with Louvois, and later with Barbezieux. Aboiut 1000 mails and bills are preserved until now in the Historical Department of Defense. Their detailed studies give a very interesting information on the various rules and proceedings of Louis XIV’s government. The survey first concerns the proceedings of war management which involved the creation of défense administration tending to rationalise itself. It became the pattern of all other administrative services of the kingdom. This correspondence further reveals logistic as a primordial stratégic necessity. The mails allow to understand the king’s primordial interest in the Northern and Eastern borders and further to notice the upcoming idea of « pré carré » and « frontières naturelles » , according to Vauban’s theory, clearly appear into those mails. They also show in which way general administration and even war one could be in charge of recently enobled civilians. Finally, these mails exchanged between the king’s cooperators reveal the progressive birth of the notion of State (notion d’État)

Abstract:
Numerical investigation has been performed to study the heat transfer and pressure drop characteristics of plain-fin-tube and wavy-fin tube heat exchangers. Performance results are presented in terms of non-dimensional parameters, friction factor and Colburn factor. The flow rate is varied over the range of 2000 ≤ ReH ≤ 7000 in the turbulent regime. The analysis was performed using a finite volume method. Comparisons with experimental data are performed to validate the code. Parametric study is performed to investigate the effects of transverse pitch and wavy angle. It is observed that an increase in transverse pitch results in a decrease in thermal and hydraulic characteristics. On the other hand with the increase of wavy angle, resulting in the increase of the number of corrugations, both the friction factor and Colburn factor increased. The critical balance between high heat transfer and pressure drop is analyzed using the efficiency index. The tube layout in the staggered form is seen to have better heat transfer characteristics than the in-lined layout for both the configurations.

Uncertainty estimate, although an important subject, is not carried out in a consistent way by different researchers. In this paper, the authors performed a systematic analysis to enumerate the uncertainty calculation procedure for the brazed aluminum microchannel heat exchangers with louvered fins. Using the basic method suggested by Moffat (1988), the present study elaborates the uncertainty estimation of Reynolds number, Colburn j-factor, and friction f-factor for a liquid-air brazed aluminum heat exchanger system. The important factors and their calculation procedure associated with the uncertainty analysis are discussed. The procedure is verified and the uncertainties are estimated for a standard microchannel heat exchanger configuration available in the market. The effect of the measurement variables on the uncertainty factor is illustrated in figures. The range of uncertainties for Reynolds number, Colburn j-factor and friction f-factor are examined within the investigate parameter ranges. The study provides the calculation procedures and conditions as future reference for uncertainty analysis of louver fin brazed aluminum heat exchangers, in particular. The paper also discusses uncertainty estimation for heat exchanger systems, in general.

Abstract:
The flow field inside the heat exchangers is associated with maximum heat transfer and minimum pressure drop. Designing a compact heat exchanger and employing various techniques to enhance its overall performance has been widely investigated and still an active research field. However, few researches deal with thermal optimization. The application of elliptic tube is an effective alternative to circular tube which can reduce the pressure drop significantly. In this study, numerical simulation and optimization of variable tube ellipticity is studied at low Reynolds numbers. The three-dimensional numerical analysis and a multi-objective genetic algorithm (MOGA) with surrogate modelling is performed. Two row tubes in staggered arrangement in fin-and-tube heat exchanger is investigated for combination of various elliptic ratio (e = minor axis/major axis) and Reynolds number. Tube elliptic ratio ranges from 0.2 to 1 and Reynolds number ranges from 150 to 750. The tube perimeters are kept constant while changing the elliptic ratio. The numerical model is derived based on continuum flow approach and steady-state conservation equations of mass, momentum and energy. The flow is assumed as incompressible and laminar due to low inlet velocity. Results are presented in the form of Colburn factor, friction factor, temperature contours and streamline contours. Results show that increasing elliptic ratio increases the friction factor due increased flow blocking area, however, the effect on the Colburn factor is not significant. Moreover, tube with lower elliptic ratio followed by higher elliptic ratio tube has better thermal-hydraulic performance. To achieve maximum heat transfer enhancement and minimum pressure drop, the Pareto optimal strategy is adopted for which the CFD results, Artificial neural network (ANN) and MOGA are combined. The tubes elliptic ratio (0.2 ⩽ e ⩽ 1.0) and Reynolds number (150 ⩽ Re ⩽ 750) are the design variables. The objective functions include Colburn factor (j) and friction factor (f). The CFD results are input into ANN model. Once the ANN is computed and its accuracy is checked, it is then used to estimate the model responses as a function of inputs. The final trained ANN is then used to drive the MOGA to obtain the Pareto optimal solution. The optimal values of these parameters are finally presented.

The method for combustion turbine (CT) power augmentation denoted as CTHAI, (HAI is an acronym for Humidified Air Injection) allows production of additional megawatt-hours (MWH) at low cost during peak demand periods by injecting externally compressed, humidified, and heated air into a CT upstream of the combustors. Energy Storage and Power Consultants (ESPC) and Parsons Infrastructure Group (Parsons) conducted a study for Tennessee Valley Authority (TVA) on the power augmentation of the new PG7121EA combustion turbine by implementing the CTHAI concept. Results of the study demonstrated significant power augmentation and heat rate reduction over the whole range of ambient temperatures, and it was shown to be the most effective at high ambient temperature conditions when reduction in normal unit output is severe (References 1 and 2). Following these developments, TVA, after exhaustive evaluations and analyses of the CTHAI power augmentation technology and other competitive power augmentation options, decided to demonstrate this concept on one of their operating PG7661 gas turbines at the Colbert Power Plant.

In this Study, radiator performance for passenger car has been studied experimentally in wide range of operating conditions. Experimental prediction of Nusselt number and heat transfer coefficient for coolant in radiator tubes are also performed with ε–NTU method. The total effectiveness coefficient of radiator and heat transfer coefficient in air side is calculated via try and error method considering experimental data. The Colburn factor and pressure drop are also estimated for this heat exchanger. Examples of application demonstrate the practical usefulness of this method to provide empirical data which can be used during the design stage.

A numerical study of laminar flow and heat transfer over a two-row and three-dimensional slit fin and tube heat exchanger is presented. The effects of two different slit numbers Sn = 2 and 4 are investigated in detail for the Reynolds number ReH (based on the fin spacing and the frontal velocity) ranging from 160 to 900. The numerical results for the velocity field, fin surface Nusselt number, Colburn and fanning factor are shown. It is found that, both the average Nusselt number and pressure drop coefficient are increased as the slit number Sn is increased. A comparison of the numerical results with the available experimental data is also presented.

This paper describes pressure drop and heat transfer coefficient predictions for a typical coolant flow within the core of a pebble bed reactor (PBR) by examining a representative group of pebbles remote from the reflector region. The three-dimensional steady state flow and heat transfer predictions utilized in this work are obtained from a computational fluid dynamics (CFD) model created in the commercial software ANSYS FLUENT™. This work utilizes three RANS turbulence models and the Chilton-Colburn analogy for heat transfer. A methodology is included in this paper for creating a quality unstructured mesh with prismatic surface layers on a random arrangement of touching pebbles. The results of the model are validated by comparing them with the correlations of the German KTA rules for a PBR.
