This paper argues that participatory governance initiatives like co-management can be made effective through agency rulemaking. Using the Mackenzie Valley Environmental Impact Review Board as a case study, this paper affirms that it is possible for marginalized stakeholders to participate in co-management and alter decision-making. AbstractIn this chapter, our aim is to broaden the understanding of the compartmentalisation of practices within and between different service providers in the prison setting and to emphasise the need to cross professional boundaries between these services treating the same inmates. For this, we will provide a multidimensional “mirror” into prison life by bringing forth the different voices of the professional groups involved in the provision of mental health and prison services. A key finding is that the tensions emerging during the activities between the service providers are historically accumulated and caused by the inflexible division of labour and the lack of interagency expertise. AbstractEnergy has long been perceived as a policy field where mutual strategic interests could lead to progressive policy convergence and enhanced cooperation between the EU and Turkey. This chapter evaluates the evolution of energy relations between the EU and Turkey, starting from early 2000s, paying specific attention to the key energy policies and the main bilateral dynamics in place in the energy domain. It analyzes the energy profiles and interests of Brussels and Ankara in order to evaluate whether or not the EU and Turkey have adopted mutually beneficial initiatives that foster convergence between the parties. Despite Ankara’s attempt to link energy cooperation primarily to the accession negotiations process, the EU has been able to keep the two tracks separated through the launch of parallel institutional initiatives which led to progressive policy alignment as long as the bilateral political conditions allowed it to maintain a structured dialogue. In recent years, the stalemate in accession negotiations and the rising tensions in the Eastern Mediterranean brought EU–Turkey energy dialogue to its historical low. Bottom-up technical and regulatory collaboration represents the most effective way to progress in bilateral energy cooperation, by decoupling energy dialogue from the formal accession negotiation process and underplaying the effects of high level political conflicts.

Abstract While the EHEA has achieved its goal to reduce structural barriers for student and staff mobility, the situation is different when it comes to the realization of the agreed upon promotion of basic values and principles. For example, in a number of EHEA countries the adherence of academic freedom has deteriorated since 2010. In addition, various studies have suggested a decreasing level of political commitment to Europeanisation of higher education in a growing number of countries. Achieving progress in the coming period in this key part of the EHEA’s objectives is difficult also as a result of the problems the overall process of European integration faces. For example, Brexit, the rise of anti-EU political parties and movements, and growing disagreements among EU member states on the key ideas and principles underlying European integration are posing serious challenges for Europe’s way forward in higher education collaboration. In this chapter, we will discuss a number of the challenges facing, directly or indirectly, the EHEA. We will start with a discussion of the importance of the rise of science diplomacy for the EHEA, being a consequence of the growing connection between foreign affairs and the higher education & science policy areas. Next, we will analyse the growing intra-European political tensions, with a number of EHEA countries not adhering to basic European values and principles concerning liberal democracy and open societies. Further, we will examine relevant trends in EU-funded higher education collaboration within the EHEA, with special attention for the European University Initiative. Finally, the discussions and analyses presented in the chapter lead to proposing two complementary EHEA trajectories for the coming period, the first implying a move away from the geographical focus on Europe, the second including only those countries that adhere to promoting academic freedom, institutional autonomy and other basic values and principles. Both trajectories take as a starting-point that the EHEA is in need of fundamental reforms.

Widespread use of the Once-Only Principle has the potential to simplify citizens’ life, make businesses more efficient, and reduce administrative burden in the European Union. The Once-Only Principle project (TOOP) is an initiative, financed by the EU Program Horizon 2020, to explore the possibility to enable the cross-border application of the Once-Only Principle by demonstrating it in practice, through the development of selected piloting applications for specific real-world use cases, enabling the connection of different registries and architectures in different countries for better exchange of information across public administrations. These piloting ICT systems are designed as a result of a pan-European collaboration and they adopt a federated model, to allow for a high degree of independence between the participating parties in the development of their own solutions. The main challenge in the implementation of an OOP solution is the diversity of organizations, procedures, data, and services on all four main levels of interoperability: legal, organizational, semantic, and technical. To address this challenge, TOOP is developing and testing the TOOP Reference Architecture (TOOPRA) to assist organizations in the cross-border implementation of the OOP. The paper outlines the TOOPRA users, principles, and requirements, presents an overview of the architecture development, describes the main views of TOOPRA, discusses architecture profiling, and analyses the TOOPRA sustainability issues.
