Why did public sector unionization rise so dramatically and then plateau at the same time as private sector unionization underwent a precipitous decline? The exclusion of public sector employees from the centerpiece of private sector labor law—the 1935 Wagner Act—divided U.S. labor law and relegated public sector demand-making to the states. Consequently, public sector employees' collective bargaining rights were slow to develop and remain geographically concentrated, unequal and vulnerable. Further, divided labor law put the two movements out of alignment; private sector union density peaked

Abstract:
AbstractPeople often engage in collective actions undertaken by a group as a whole. This chapter introduces the toolkit of economics used to analyze government policies and programs, aiming to understand the political economy of collective actions at all scales from local to global. Governments are important actors in agriculture and food systems, providing public-sector goods and services through programs financed with tax revenue and by expanding the money supply. Governments also regulate private activity through public policies, legislation and law enforcement. Non-governmental organizations also take collective actions, but their membership is voluntary whereas governments have sovereignty over people within their borders. The first section of this chapter shows how the analytical diagrams developed for individual choices are adapted to understand collective actions, and then applied to real-world problems of governing agriculture and the food system. The second section explains how analysts obtain data on the social, environmental or health-related aspects of food as well as market production and consumption, to guide decisions that take account of how much people value those nonmarket aspects of life. Nonmarket values are a major driver of collective action, as people seek policies and programs that not only deliver higher economic surplus from production and consumption, but also use government policies and programs to address externalities and provide public goods.

Abstract:
AbstractThis chapter highlights in a first section the complex changes in China’s Welfare system, marked by historical legacies, reforms, and the ongoing tension between collectivist and individualized approaches. The chapter reveals that China’s transition to market economy triggered shifts in employment dynamics. The dismantling of State and collective sectors in 1992 led to a surge in job insecurity, with most jobs moving to the private sector by 2005. Efforts to formalize labor contracts began in 1986 but faced challenges. The 1994 Labor Law standardized contracts, but informal jobs persisted. The chapter uncovers that in this context of uncertainties, intergenerational solidarities tend to replace the collectivist provisions. Demographic shifts strain this new contract. Faced with the challenges of precarious employment, particularly in the informal sector, young adults exhibit varying vulnerabilities. Migrants face increased vulnerabilities, often lacking social security schemes. Many respondents, including those with degrees, experience frustration due to fixed-term contracts, impacting income and personal life. The risk of disaffiliation is exacerbated by long working hours, hindering social interactions. Despite attempts with the 2008 labor law to address job precariousness, poor law enforcement persists, especially after the 2008 economic crisis.

Abstract Southeast Asia is considered a regional hotspot for the emergence and spread of antimicrobial resistance (AMR). A commonality across countries in the region, particularly those with lower incomes such as Cambodia, Myanmar, Lao PDR and Vietnam, is the high utilisation of private healthcare providers, often unregulated, which may play a role in driving AMR. In this chapter we discuss challenges to the control of AMR in Southeast Asia, with a focus on the role of the private sector. After providing an overview of the problem and current policy responses, we consider ethical issues of equity and fairness that may arise from the implementation of established and proposed interventions.

Abstract:
AbstractThis chapter explores how different actors, who drive an urgently needed economic systems change, can become part of a more coherent transformation system by focusing on a unifying future narrative: creating economiesin service to life. The understanding of what gives life to systems is an overarching guiding force of the manifold transformative efforts that already exist. Based on an extensive literature review of new economic approaches, the chapter introduces a combination of guiding principles for new economies that would safeguard planetary and human integrity, while allowing for different interpretations and manifestations. It shows that for most principles, implementation strategies already exist. However, the so urgent systems transformations require combined efforts and an approach of collective stewardship by multiple actors, across societal sectors, cultures and institutions. The chapter elaborates how the adoption of a systems aliveness approach informs collective stewardship. The conscious choice of a constellation of strategic drivers, if applied together, increases the leverage of transformative efforts. The chapter concludes with deliberations on how to use the guiding principles and strategic drivers as an entry point for creating pathways towards regenerative civilizations, in which planetary life-support systems are as much valued as the dignity of people.

Abstract:
Effective landscape management could have an impact on the regional economy, but to do this, the framework for analyzing and assessing the impact of landscape on different economic sectors and regions in a country needs to be outlined. Opportunities should be sought to provide new tools through which the government and non-governmental sectors can develop effective strategies. On the other hand, the public sector could be modernized organizationally and at the same time collective actions with the private and NGO sectors could be planned and implemented to improve public policy and identify ef

Overview: This report looked across Covid Collective outputs and grouped findings into three sections. Section 2) Pandemic response; Section 3) Increased marginalisation; and Section 4) Emergent outcomes. Section 4 describes outcomes, both positive and negative, which evolved and were more unpredictable in nature. Pandemic response: Findings on national response highlight shortfalls in national government actions in Bangladesh, Malawi, the Philippines, Yemen, and Syria. Emergency law responses have, in some cases, led states to exert powers with no legal basis. In transitioning economies, stat

Abstract:
This document provides an overview of the current landscape of app-based collective transportation in Latin America and the Caribbean from the perspective of its contributions to social inclusion and environmental sustainability. The research builds on a review of the recent academic literature and a review of available secondary evidence from technical reports and policy documents. The analysis of secondary evidence is expanded upon through primary evidence from a stakeholder survey and semi-structured interviews with a select group of stakeholders in the transportation sector in the region.

Abstract:
This paper studies the impact of downward wage rigidity on wage and employment dynamics after the outbreak of major recessions in Spain. Downward wage rigidity stems from collective agreements, which set province-sector-skill-specific minimum wage floors for all workers. By exploiting variation in the renewal of collective agreements, we find that those signed before the onset of recessions settle on higher nominal negotiated wage growth than agreements signed afterwards. Leveraging social security data and the distribution of the worker-level bite of minimum wage floors, we document that the

Abstract:
This study examines the impact of unions on wages and employment using data from Uruguay in a period when unions were banned (1973-1984), then legalized with tripartite bargaining (1984-1991) followed by industry-wide or firm-specific bargaining (1992-1997). The paper begins with background on the economy, the labor market, and collective bargaining in Uruguay (Section II), followed by a brief theoretical overview on unions and labor demand (Section III) and a description of the data (Section IV). The labor demand results (Section V) indicate a structural shift in the labor demand function occ
