Abstract:
This study examines the impact of the advent of e-books on collection development and acquisition in Irish university libraries. Semi-structured interviews with informants working as acquisition librarians, sub-librarians and collection management librarians were conducted to investigate their experiences and perceptions of e-book acquisition and collection management. This study provides a look at these issues from the perspective of diffusion of innovation and change management theories. The study found that librarians face challenges in setting new collection development policies, acquiring new skills and adjusting to new workflows and extra workloads. The study also revealed that the most fundamental problems librarians face in acquiring e-books are the low availability of e-textbooks, the heavy VAT on e-books as well as a lack of “one-stop-shop” opportunities. There were also worries expressed about the future of academic libraries in the e-book acquisition process. Despite the challenges, academic librarians were very positive towards the resulting changes and innovations.

Abstract:
The purpose of this research is to define grounded theoretical models about factors that influence collection development and collection management of business information resources in public libraries. The study is based on data collected from a multi-site case study of public libraries along the U.S.-Mexico border where there is a critical need for information on starting and expanding small businesses. A framework of structuration theory and cultural hegemony theory informs an analysis of the data. This paper relates to the relevant literature and sets forth implications for research, practice, and further discussion. The three main categories identified from coding the data are library location, modes of production and distribution of business information resources, and the degree of external stakeholder pressure on library business collections. Three model statements defined and supported by the data are: (1) the attributes of funding, librarian qualifications, access to information and communication technologies, size and qualities of the business community, and client expectations that influence business collection development are related to library location in metropolitan or rural areas; (2) new practices in the production of content, formats, and modes of distribution of business materials are more problematic for small libraries due to limited information and communication technology (ICT) devices and insufficient professional training; and (3) external influences and initiatives, such as federal, state, and foundation programs, have more of an impact on business collection development in small libraries than in large libraries. The various properties of these factors are discussed with a focus on how daily routine, tacit awareness, and expectations draw on structural rules and resources to produce and reproduce, or change, library systems and their business collections. The consequences of location in metropolitan or rural areas are identified, and mitigating strategies are suggested. External influences and new modes of production and distribution of business information are implicated in supporting the cultural hegemony of globalization by encouraging the introduction and use of ICTs in public libraries; however, use of ICTs to expand the business collection is dependent upon librarian interest and abilities as well as competing demands for scarce resources.

Electronic books (e-books) have become another option for reading and have gained in popularity in the last five years, especially for fiction. In the academic community, however, e-books have not seen the same success in terms of usage and acceptance. Further research is required to find out why this is the case among academic users. In addition to user-focused studies, e-book management strategies in libraries is another important point for investigation. These two aspects of e-books need to be examined in parallel because users and library staff are the main stakeholders in the academic community. There are few studies regarding e-book usage and acceptance, with all the studies carried out thus far having been conducted only in developed countries such as the US or UK. This research topic has rarely been considered in developing countries such as Thailand. This study aims to understand how Thai academic libraries manage their e-book collection and how these management approaches relate to attitudes and behaviours concerning e-books among library users. An exploratory sequential mixed methods approach was used to explore the relationship between academic libraries’ management of e-books and students’ reading attitudes and behaviours. The study is separated into three phases: the first phase is concerned with the management of e-books in Thai academic libraries and the second phase explores library users’ attitudes to e-books. In addition, the Unified Theory of Acceptance and Use of Technology (UTAUT) was adopted as a theoretical framework to identify the factors influencing the use and acceptance of e-books among Thai library users. The final phase concludes with an adaptation of Keller’s model to conduct an in-depth investigation into library users’ reading behaviours. In Phase 1, approaches to e-book collection management were examined through qualitative interviews with academic librarians from nine university libraries in Thailand. In Phase 2, a questionnaire was used to explore the attitudes of students to print and electronic books, together with the students’ views on e-book provision in their libraries. The elements in the UTUAT model were used to construct the survey items. In Phase 3, library users’ reading behaviours were explored using photo-diaries and interviews, allowing the researcher to gain a rich picture of users’ reading behaviours as part of their daily routines. Finding from the three phases revealed the key factors affecting the relationship between academic librarians and library users regarding e-books management and use. Library organisational structure, budget constraint, attitude of librarians and users toward each other, user reading habit, and educational system were found to have an effect between the two sets of stakeholder. This study makes a major contribution to knowledge on the area of e-book management in academic libraries. It is also a pioneer work in developing an understanding of the relationship between academic librarians and users with regards to the e-book management and use in the context of Thai academic libraries with a combination of the two theoretical frameworks (UTAUT and Keller’s model). The study’s goal is to provide a better understanding of e-books in the Thai academic context and to help academic librarians to understand user needs and behaviours, which will assist them in developing effective e-book collection management strategies and policies that are compatible with user requirements.

Collection development in academic libraries is going through technology-driven changes relating to the new information technologies ,e.g. -Electronic databases, the Internet and CD-ROM's, joint published materials and audio-visual resources. Libraries are also facing declining budgets and spiralling costs. This research project looked closely at what collection development is and the impact it has on service rendering to undergraduates at the University of the Western Cape. It is also aimed at establishing if the librarians that formulate these policies understand what they (Collection Development Policies) are, and what they should entail.

The study seeks to explore the use of electronic information resource in the University of Fort Hare (UFH) Library. The objectives of the study are to determine factors that influence acquisitions of electronic information resources at UFH library, to find out the user’s responses to electronic information resources in the library and identify the challenges faced by UFH library regarding the usage of electronic information resources. The literature review was conducted through an acquisition of electronic information resources in academic libraries, collection development policies of academic libraries in South Africa and application of electronic information resources within South Africa and globally. The study is based on Diffusion of innovation (DOI) theory. The study adopted qualitative and quantitative approaches, and the non-probability sampling-Quota sampling was used for students and purposive sampling technique for librarians and academics. The data was collected with self-administered questionnaires and document analysis. The study found that academics were not fully involved in the acquisition of the library electronic information resources; therefore, there is a lack of communication about the acquisition of electronic resources. The study further reveals that there is usage of electronic information resources; however, there are library users who prefers to use search engines such as google, yahoo etc. It was also identified that there are two important barriers that hinder the use of electronic information resources, i.e. physical and personal barriers. The study recommends that University of Fort Hare library should consider including e resources in the collection development policy. It is also recommended that the library online training/tutorials must be installed on the library website to increase the usage of e-resources. In order to stay relevant and visible, librarians should embrace new opportunities and go beyond the comfort zone of traditional librarian principles.

Abstract:
This study evaluates monograph acquisition decisions at an academic health sciences library using circulation and acquisitions data. The goal was to provide insight regarding how to allocate library funds to support research and education in disciplines of interest to the library user base. Data analysis revealed that allocations in 13 subject areas should be reviewed as the cost of circulation was greater than the average cost of circulation of the sample and the average cost of monographs was higher in these subject areas than the average cost of monographs in the sample. In contrast, 13 subjects returned cost of circulation rates lower than the average cost of circulation of the sample. These subjects merit stable budget allocation or increased allocation depending upon collection needs. Overall, this study found that this library is allocating a majority of resources to subjects with above average rates of use.

Abstract:
In the 1990s, the MLA sector – archives, libraries, museums – was defined as a comprehensive sector. One of the reasons for this was the belief that the digitizing of institutional collections and catalogues would provide a seamless access to the cultural heritage for the general public. No one would any longer need to know in which institution a certain object was kept; everything would be available on the Internet. The questions in this dissertation depart from the expectations in the late 1900s aimed at the available systems in the MLA sector for the management and storage of information and at knowledge maintained in such systems. My point of departure is the idea that access to collections in the MLA sector – real or digital – is made possible through the catalogues. It is in the catalogues that the sector orders data and preserves knowledge collected about the objects. My most important conclusions deal with the management and production of knowledge in the sector. The data systems generally used in the MLA sector lack the indulgence needed to accommodate inherent variability of information. Systems must be based on exact sorting, uniform terminology and classification without deviations in spelling or interpretation. Furthermore, international projects and systems presuppose distinct translations between national terminologies and international classification systems to work for information retrievals. This is not the case with the museum systems here investigated, in opposition to, primarily, the libraries. The museum systems are characterised as distinctive instead of following uniformity principles and national or international taxonomies. An important conclusion about knowledge processing and knowledge production in the MLA sector is that the value of compiling digitalised data from many museums is limited. It is not possible to realize the political goal other than at a superficial level. The conclusions in a comparison between the three professional groups are that in the beginning of the 21th century an extensive part of the antiquarians confirm a thought style, according to Ludwik Fleck, which has another direction than that of archivists and librarians. Throughout the 20th century or in the last decades of the 20th century the two latter groups professionalised their roles both through changes in education and through new professional requirements which led to positions and attitudes in their work other than what happened in the museum sector. Museums are mainly research institutions with members of staff who in many respects lack a focus on increased accessibility of collections. Challenges formulated for museums of cultural history by the cultural politics of the 1970s have not been answered with great flexibility. The investigation in this dissertation demonstrates that archives, libraries and museums in many respects continue to pursue activities according to a thought style which was formed during the first half of the 20th century. Their positions in society, their administrational practice and expectations from the general public constitute stabilising and preserving factors. The MLA sector is not as comprehensive as the policy makers want to believe.

Abstract:
This master's thesis focuses on the argumentation of library organisations and European national libraries in their contributions to the European Commission's public consultation on the review of the EU copyright rules. This study aims to explain how the debate around copyright limitations and exceptions is constructed in library stakeholders' contributions. The construction is explained through argumentation analysis and a theoretical framework of the relations between structural, instrumental, and discursive power. The main findings are that library stakeholders in general are strongly supportive of a EU copyright reform, arguing that democratic values as well as the EU Single Market would benefit. There are also library stakeholders who argue against legislative change, either suggesting extended collective licences, or arguing that the Member States' sovereignity is more important than a pan-European copyright legislation. Furthermore, many library stakeholders propose either a general ”fair use” exception in EU copyright law, or adding several specific exceptions, e.g. for text and data mining, e-lending, publicly funded research openly available, and that contracts and technical protection measures cannot override limitations and exceptions. National libraries and library organisations from the Central and Eastern European Member States' are more supportive of a copyright reform than their Western European counterparts. They do not mention licences as a possible solution. In general, the library stakeholders agree that the interoperability, exchange and cooperation in activities and projects involving several EU Member States suffers from the current copyright legislation.
I den här masteruppsatsen utreds argumentationen som används av biblioteksorganisationer och europeiska nationalbibliotek i deras svar på Europeiska kommissionens samråd rörande en granskning av EU:s upphovsrätt. Studien ämnar besvara frågan om hur debatten kring inskränkningar och undantag i upphovsrätten konstrueras i biblioteksintressenternas samrådssvar. För att besvara denna fråga används argumentationsanalys, samt ett teoretiskt ramverk bestående av relationerna mellan strukturell, instrumentell och diskursiv makt. Resultatet av analysen är att biblioteksintressenterna generellt sett stöttar en reform av EU:s upphovsrätt, med argumenten att både demokratiska värden och EU:s inre marknad gagnas av detta. Andra biblioteksintressenter argumenterar mot en upphovsrättsreform och föreslår i stället kollektiva avtalslicenslösningar, eller så argumenterar de att medlemsländernas suveränitet är viktigare än en sameuropeisk lagstiftning. Dessutom föreslår många biblioteksintressenter antingen ett allmänt ”fair use”-undantag i EU:s upphovsrätt, eller att flera specifika undantag ska läggas till, t.ex. för text- och data-mining, e-bokslån, offentligt finansierad forskning ska publiceras öppet, och att kontrakt och tekniska skyddsåtgärder inte kan upphäva inskränkningar och undantag. Nationalbibliotek och biblioteksorganisationer från central- och östeuropeiska medlemsländer stöttar en upphovsrättsreform i större utsträckning än sina västeuropeiska motsvarigheter. Abstract:
Digital collections are ubiquitous. However, not all digital collections are the same. While most digital collections have limited forms of change - primarily creation and deletion of additional resources - there exists a class of digital collections that undergo additional kinds of change. These collections are made up of resources that are distributed across the Internet and brought together into the collection via hyperlinking. This means the underlying collection members are not controlled by the curator of the collection. Resources can be expected to change as time goes on. To further complicate matters these collections can be hard to maintain when they are large, highly dynamic, or lacking active curation. Part of the difficulty in maintaining these collections is determining if a changed page is still a valid member of the collection. While others have tried to address this problem by measuring change and defining a maximum allowed threshold of change, these methods treat all change as a potential problems and treat web content as a static document despite its intrinsically dynamic nature. Instead, I approach the problem of determining significance of change on the web by embracing it as a normal part of a web document's lifecycle, Instead of using thresholds to identify abnormal changes, I determine the difference between what a maintainer expects a page to do and what it actually does. These models are created using a variety of feature extractors to find pertinent information in a page, a Kalman filter to model the history of a page and predict a next version and finally classification of results into either expected or unexpected change. I evaluate the different options for extractors and analyzers to determine the best options from my suite of possibilities. This work is informed by a series of studies on both web pages and potential collection maintainers, observations of the NSDL Pathways, and a ground-truth set of blog changes tagged by a human judgment of the kind of change. The results of this work showed a statistically significant improvement over a range of traditional threshold techniques when applied to the collection of tagged blog changes.

Through this method, higher education institutions are able to showcase their intellectual outputs and to contribute to sharing and building knowledge. This evolutionary process of scholarly communication is an important feature of knowledge societies.Furthermore, IRs allow scholars to make known the research they are involved in,which can result in their academic reputation improving, as well as the reputations of the institutions they represent.The purpose of this study is to examine the processes of establishing IRs in the four tertiary education institutions in the Western Cape, which form part of the Cape Higher Education Consortium (CHEC). Within this consortium is the collaborative library project, the Cape Library Consortium (CALICO), which represents the four academic library services. The researcher investigated whether the four Western Cape Higher Education Institutions have established IRs and their experiences in doing so. They are examined in the light of the guidelines for successful IRs already established in the international professional literature on IRs. Throughout the study,the partnerships that are needed for the success of IRs, with a specific emphasis on the crucial role that the librarian might play in this regard, are a central focus.The study is a qualitative case study, relying on interviews with key informants from the four HEIs and analysing policy and other supporting documents. O presente trabalho é, antes de mais, um diagnóstico sobre a censura, liberdade intelectual e selecção de documentos nas bibliotecas públicas municipais portuguesas. Para esta investigação foi lançado um inquérito em 2010 aos responsáveis das já mencionadas bibliotecas. Mediante inquérito e revisão da literatura a presente investigação foi estruturada em quatro grandes núcleos. O primeiro procede a uma definição dos vários papéis que as bibliotecas públicas assumem actualmente, já que a ênfase dada a determinados papéis pode influenciar o modo como cada biblioteca lida com a liberdade intelectual e, por conseguinte, com a censura. Num segundo momento, foram analisadas as questões relacionadas com a gestão e o desenvolvimento de colecções, nomeadamente os elementos que mais influenciam os bibliotecários no momento de seleccionar novos documentos. O terceiro núcleo incidiu sobre as colecções como instrumentos ideológicos e a questão do pluralismo das colecções. Interessou saber se existe abertura da parte dos bibliotecários em incorporar nas colecções materiais considerados controversos, ou se, pelo contrário, tais materiais são censurados pelos próprios bibliotecários. Por fim, a análise de um conjunto de questões relacionadas com a manutenção da liberdade intelectual e as diversas pressões que são exercidas sobre as colecções e os diversos serviços prestados pelas bibliotecas públicas. Pressões essas, em que, normalmente, intervêm políticos, utilizadores e bibliotecários. Constatou-se que existem múltiplas e diversas pressões exercidas, quer da parte dos utilizadores ou quer da parte dos executivos camarários. Merece, todavia, destaque a espantosa e pouco ortodoxa conclusão que actualmente são os bibliotecários os principais censores.
This work aims to present a diagnosis about censorship, intellectual freedom and book selection in the Portuguese public libraries. For this research it was launched a survey to the heads of the referred libraries during 2010.This research made use of a survey and a research literature and was structured in four main parts. The first one precedes the definition of the different roles assumed by public libraries nowadays, once that the emphasis given to certain roles might influence the way as each library deals with intellectual freedom and, therefore with censorship. In a second moment, questions related with management and collection development were analysed, namely those elements that have mainly influenced librarians in the selection of new documents. The third part coincides with the collections as ideological instruments and the question about pluralism regarding them. There was interest in knowing if the librarians are opened to integrate materials to be considerate controversial in their collections or, if by the contrary, those materials are censured by the librarians themselves. Finally, the analysis of a set of questions related with the maintenance of intellectual freedom and several forms of pressure exercised upon the collections and several services delivered by the public libraries. Those pressures are normally exercised by politicians, user and librarians. This research concludes that there are many and different pressures exercised, from either the users or the city council authorities. However, special attention should be paid to the amazing little orthodox conclusion witch stresses the role of librarians as the main censors.

This study examines the efficacy of collection development and management practices, policies, guidelines and standards in universities of technology to meet the information needs of academics and researchers at such institutions. In South Africa, as in Australasia, technikons or polytechnics have been upgraded first into degree granting institutions and then, at the beginning of the 21st century, into universities of technology. The researcher was concerned that library collections in South African universities of technology have not grown to meet the research and teaching needs of academics at the level of universities offering instruction up to a doctoral level. As research funding, government grants and the general prestige of the institutions depend on the research output of the institutions, it is essential that academics and researchers find the information resources they require in their institutional libraries. Case studies of universities of technology in New Zealand and South Africa reveal that, while Auckland University of Technology has been successful in extending its collection to meet the increasing demands placed on it, the collection development policies, standards and guidelines in a South African university of technology need to be upgraded in order to meet the information needs and information behaviour of their researchers and academics. Current levels of funding for the acquisition of information resources in South Africa lag behind those found at the New Zealand university of technology. The university of technology that was the object of the South African case study needs to bring its collection in line with that of similar institutions worldwide. This entails adapting goals and objectives stating how the collection is to develop, evaluating the collection and the needs of users, changing the Collection Development Policy to reflect the direction collection development will take and ensuring that the institution and the government back this project financially. To this end, a model Collection Development Policy has been drawn up that can be adapted to the local requirements of South African universities of technology to assist with the process of developing and managing library collections that will be worthy of such an institution.

Service quality has always been a tacit assumption within the delivery of academic library services, but since the 1990s demands for accountability from different stakeholders, including the clients, made service quality a highly debated and researched focus in academic libraries all over the world. The scope of the study covers a wide-ranging analysis of discourses underpinning service quality and its accompanying performance indicators in academic libraries. Using the academic library of the University of South Africa as an illustrative case study, this study examines the possible impact of inventory control on the service quality of the academic library in three areas, namely access to information resources, retrieval of information resources and positive implications for sound financial management. The study's findings all point to a positive enhancement of service quality in regard to the three areas mentioned.

A colecção de uma biblioteca (escolar), entendida como um conjunto de recursos documentais, de vários tipos e em diferentes suportes, de acesso local ou remoto, deve ser pensada e avaliada em função do público específico que vai servir e das respectivas necessidades, tanto a nível de conteúdos como de suportes, bem como das condições físicas e materiais disponíveis. Para garantir o princípio da adequabilidade da colecção, é necessário pois proceder a um estudo destes dois vectores orientadores – público e necessidades –, assumindo como certo que tal estudo terá de ser periodicamente revisto, em função das mudanças que possam entretanto ocorrer no respectivo universo de referência. No entanto, uma colecção que, sendo periodicamente avaliada, responda aos requisitos estabelecidos não garante, por si só, os níveis de utilização esperados. Determinar, no que concerne os docentes de Ciências Naturais, neste caso a nível das subclasses 502, 504, 549, 55, 56, 575 e 576/578 da tabela de classificação de assuntos decorrente da Classificação Decimal Universal (CDU) usada na Biblioteca Escolar Cândida Reis, quem está a usar o quê, com que fins e com que frequência é importante para compreender as tipologias de utilização em curso, mas não é suficiente na perspectiva da rendibilização dos recursos informativos. Reunidas essas informações, é crucial, acreditamos, passar à fase da animação do fundo em causa, a qual pode passar pelo estabelecimento de relações colaborativas entre professor bibliotecário (PB) e, no caso em análise, docentes de Ciências Naturais, explorando possíveis mecanismos, procedimentos e actividades de articulação dos curricula da área curricular disciplinar em questão com a colecção da biblioteca, com vista a um modelo de trabalho integrado. É, pois, nesta tripla perspectiva de avaliação e de animação destas subclasses, bem como de trabalho colaborativo que nos propomos realizar este trabalho.
A school library collection, thought as information resources of various types and different formats and allowing local or remote access, should be conceived and assessed focusing on the clientele it serves, as well as on its needs, in what refers to content and formats, and the physical and material conditions available. To ensure that a given collection is adequate it is thus necessary to analyse both the community it serves and the needs of that clientele, and periodically review such studies in order to up date the information. Nevertheless, a collection periodically assessed and developed accordingly may not in itself guarantee the expected level of use. To determine, as far as Science teachers are concerned, who is using what Cândida Reis School Library CDU sub classes 502, 504, 549, 55, 56, 575 and 576/578, for what purposes and with which frequency is important in order to understand the uses of such resources but it’s not enough to potentiate maximum usage. After gathering the information pertaining to use, we believe that it is crucial to enliven such resources, further activating their use, which can be accomplished, amongst other possibilities, by establishing collaborative working relations between teacher librarian and, in this case, Science teachers. By doing so, it is possible to explore potential mechanisms, procedures and activities that combine science curriculums with the school library collection in order to attain a more integrated working model, in what concerns curriculums implementation as well as collection management. Our work will be developed in reference to the sub classes previously indicated and will follow a triple perspective: collection assessment and enlivening and collaboration between teacher librarian and Science teachers.

Abstract:
The purpose of this study was to investigate the implementation of Enterprise Content Management (ECM) system at Western Cape Government (WCG), South Africa. The study evaluated the state of the implementation in order to establish whether the system met information and records management requirements and objectives. A probability sampling was used on a total population of 51 respondents and participants. The data were triangulated using multi-methods, whereby both qualitative and quantitative approaches were adopted in a sequential manner. A structured online survey questionnaire, online interviews, and document analysis were used to collect data, which were descriptively analysed. The study revealed that although the WCG has embarked on digitisation projects, which culminated in the department-wide implementation of ECM, the system was not evaluated regularly and consistently. This resulted in an inability to capture the lessons learnt – as well as a failure to realise the full benefits of implementing the system. The findings also showed that ECM implementation at WCG encountered some challenges – for example, inadequate training provided to staff, lack of adequate technology infrastructure, and poor technical support with regard to systems for managing digital records – that impacted on the system’s efficiency. Some of the recommendations of the study are that WCG should consider conducting regular ECM reviews to determine whether the system performs as required in terms of bringing about expected benefits, such as easy retrieval of digitally stored content. Departments should also ensure that there is an alignment among various digital applications for the purpose of creating a single enterprise platform that promotes collaboration and knowledge sharing. A study of ECM implementation in other provinces would enable a comparison of how the system performs elsewhere, including how it could be used as a viable option for organisations to promote digitisation.

Due to the popularity of computer-based technology and internet, users can access diversified information through different channels nowadays. The advances in computer-based technology also affect libraries that they have to make vast changes to meet users’ increasing needs. Although the convenience brought by electronic databases easily make users adapt to them, keeping two sets of collections obviously creates difficulty for an academic library without dramatically increasing its budget. The role of migrating to a learning center creates yet more complex challenges for these libraries. To efficiently manage an academic library undergoing a fundamentals change, it is imperative to develop a set of performance indicators that can be adapted as managers’ guideline. This thesis established a hybrid framework combining Cameron’s (1978) model and five SERQVUAL dimensions and set up a series of performance indicators for libraries. However, AAU predicts that printed materials are still the main resources of library in the coming years. However, unlike electronic materials that can be easily accessed with the help of powerful searching tools provided by the database, printed materials rely on accurate and efficient collection management so that a user can find the materials they want. Therefore, accurate collection is imperative though it’s time-consuming and labor intensive. Thus this study compared traditional manual approach with DLA (Digital Library Assistant) which is developed with RFID technology to improve performance of inventory of collection. The results show that the average performing time of DLA is 2.5 minutes less than traditional manual approach. But the unstable reliability of DLA due to the immaturity of technology and the lack of personnel training result in the slight difference of accuracy between DLA and traditional manual approach.

Subject and learning support librarianship first began in African university libraries in the 1960s, but became more prevalent in the 1980s. Subject librarians, who were known by different titles in various universities, were responsible for one or more subjects, departments, schools or faculties, in terms of providing a subject-based information service, and performing subject-based collection development, user education, and liaison functions. They were organised according to specific models or structures which determined whether or not they performed only subject duties in the library. They formed a core part of the university library, and with each major technological advance, they had to reassess their roles, titles, functions, duties, educational qualifications and skills, so as to adapt to the new information environment. Unfortunately, the inception, development, re-assessment and adaptation of subject librarianship on the African continent did not follow a standard path, and no standards guidelines were compiled that could be utilised by new subject services. The purpose of this study was to investigate the roles, responsibilities and skills of subject librarians in the Southern African Customs Union (SACU) region. The target population consisted of subject librarians in this region and a census method was used to determine participants. The quantitative research approach employing a survey design was used by the study. Data was collected using questionnaires, and results were clarified by interviews with a selection of library managers. Data was analysed using SPSS, MS-Excel and content analysis. The research found that the main models of subject librarianship in place were the dual and hybrid models. It determined the main titles that subject librarians were known by, and that their role, involved providing teaching, learning and research support to faculty members, staff, students and researchers. It also determined the main functions and related duties performed, and the main educational qualifications and skills held by, or required by subject librarians. Since the study found that no guidelines, specifically targeted at subject librarians in the region, were available, as one of its outcomes it provided guidelines, in the form of an appendix, for new subject services to adapt or adopt if they desired.

Abstract:
This research investigated the management of audiovisual materials (AV) in the East and Southern Africa Regional Branch of the International Council on Archives (ESARBICA). The study employed questionnaires, interviews and observation to gather data from a population of fourteen national archives. The response rate from the questionnaires was 64.28%. The observations and interviews were carried out from a sample of three national archives and four national media organisations, as explained in Chapter Three. The study confirmed previous studies that attributed continued dissipation of AV materials to various factors such as climatic and environmental conditions, shortage or lack of skilled AV archivists and lack of a standard legal framework in the ESARBICA region. Most national archives did not cover audiovisual archives in their legislation. The study discovered that most of the national archives did not apply the following policies to AV materials: appraisal, acquisition, access, preservation, retention, digitisation and disposal. The study revealed that most of the national archives had a collaborative relationship with national media organisations, where the latter were required to deposit copies of AV materials in the national archives. However, some national archives relegated the responsibility of managing AV materials to media organisations. Poor infrastructure hindered effective management of AV materials. Most of the national archives did not have equipment to monitor environmental conditions. This could have contributed to the vinegar syndrome in some of the national archives. Poor structural placement of some of the national archives resulted in inadequate allocation of funds to the national archives. This invariably impacted on the way national archives preserved AV materials. The researcher discovered that there were very few training opportunities in AV archiving in the region. The few trained staff had intermediate skills obtained from conferences, seminars and workshops. Most importantly, the study revealed that most of the national archival institutions in the region were not applying the records life-cycle model (or any other model) to the management of AV materials. The major recommendations were a change in the structural placement of the national archives, where the directors of the archives would report to an influential ministry in the government service. Such a position would accord the national archives more recognition and thus more financial resources may be availed to the national archives to enable them manage the nation's heritage more effectively. An Integrated Records Management (IRM) model was recommended. The application of the IRM model requires a paradigm shift from the traditional image of archivists as mere custodians of archives to active participants in the decisions that affect the management of all formats of records, from the creators' organisations or departments before such records (including AV materials) are transferred to the national archives for long-term preservation.

Abstract:
The United Nations Economic Commission for Africa Library (UNECA Library) has a collection of more than 90,000 electronic information resources and half a million-print collection. These resources are available freely to staff members of the UNECA, United Nations agencies, diplomats, researchers, students and others. The study investigated the utilisation of electronic information resources and the challenges faced by the different users of the Library. A quantitative research approach with a survey research method was applied. The population for the study was 600 users,, out of which 500 were internal users (UNECA and United Nations agencies staff members) and 100 were external users (researchers, students, or non-staff members). From the population, 20% from each category, that is, 120 users were taken as a sample. A webbased questionnaire built on SurveyMonkey was distributed through email to collect data from randomly selected users. The total response rate was 74%. The data were analysed using built in survey monkey analysis software and reported with simple frequency and percentages. The results shows that 92% of the respondents were aware of the availability of the electronic information resources in the UNECA Library. TInstitutional Repository (IR) and e-journals were frequently accessed and utilised. Highly accessed and utilised databases were the Economist, African Journal Online, JSTOR, Ebscohost, ScienceDirect, and Financial Times. 94% of the respondents reported that the electronic information resources were useful, with 84% agreeing that the resources were easy to use. High numbers of the respondents positively agreed that the quality of their output was improved by using the electronic information resources provided by the library. The respondents also indicated that using the electronic information resources have improved their research output, and overall, the resources have increased their performances. The challenges were information overload, access restriction with IP address, lack of training and remembering login credentials. 68% of the users reported that the library services met their expectations. The study recommends the development of strategies for enhancing accessibility and discoverability of the resources, providing information literacy trainings for all users, and finding alternative measures for IP restriction access.
