This article presents a new model for scoring alternatives from “contest” outcomes. The model is a generalization of the method of paired comparison to accommodate comparisons between arbitrarily sized sets of alternatives in which outcomes are any division of a fixed prize. Our approach is also applicable to contests between varying quantities of alternatives. We prove that under a reasonable condition on the comparability of alternatives, there exists a unique collection of scores that produces accurate estimates of the overall performance of each alternative and satisfies a well-known axiom

Since the 1950s, academic and researchers have examined artificial intelligence and the use of computers for assistance with, or automation of, data collection (Schatz &amp; Browndyke, 2002). In the ensuing 60+ years, considerable technological growth has occurred. Perhaps most influential in the field of clinical psychology was the introduction of the personal computer in the 1980s, which allowed individuals to have computing devices in the home and/ or office. Over the past 30 years, the percentage of U.S. households with a computer has dramatically increased, from 8.2% in 1984, to 42% in 1998, to 52% in 2000, to 84% in 2013 (File &amp; Ryan, 2014; Newburger, 2001). As of 2014, approximately 50% of households have a tablet device (such as an iPad) or an e-reader (such as a Kindle or Nook) and approximately 28% of adults age 18 and older have read an e-book in the past year (up from 17% in 2011) (Zickuhr &amp; Rainie, 2014). However, despite widespread ownership of computing devices, in clinical practice, use of technology is not as commonplace. While the vast majority of clinical psychologists have used e-mail or Internet searches in their clinical practice, in a 2009 survey, only 47% had used computerized test administration software, 60% had used a computerized test-scoring software, and 54% had used a computerized test interpretation software (McMinn, Bearse, Heyne, Smithberg, &amp; Erb, 2011), and only 20% (test administration), 29% (test scoring), and 22% (test interpretation) had used these technologies “fairly often” or “very often.” Even as recently as 2009, in a report of an American Psychological Association (APA) Presidential Task Force on Technology, discussion of the role of technology in the future of psychology practice was limited to the use of electronic health records (in the context of documenting service delivery and reimbursement), expanding ways for streamlining assessments and service delivery, and training psychologists to use and integrate technologies (APA, 2009).

This chapter examines how data-driven technologies are deployed as mass surveillance and social credit scoring in China and their threat to democracy. Over the last decade, China has put in place a state-sponsored system of mass automated surveillance. It has successfully managed to limit the Internet to state-approved websites, apps, and social media, corralling users into a monitored, non-anonymous environment and preventing access to overseas media and information. From December of 2019, all mobile phone users registering new SIM cards must agree to a facial recognition scan to prove their identity. The state has also facilitated the transition from anonymous cash to traceable digital transactions. Most significantly, the state has created a social credit scoring system that pulls together various forms of data into a historical archive and uses it to assign each citizen and company a set of scores that affects their lifestyles and ability to trade. On the one hand, this is about making the credit information publicly accessible, so that those who are deemed untrustworthy are publicly shamed and lose their reputation. On the other hand, it is about guilt-by-association and administering collective punishment. This sociality works to minimize protest and unrest and reinforce the logic of the system.

Whilst an object of scorn for Nietzsche in the death of God debate, Paul has re-emerged as a locus of inquiry within the religious turn in continental philosophy and the ‘death of the death of God discourse.’ This chapter, in examining some potential relationships between philosophy, theology and criminology, addresses the question of what Paul’s own experience of grace offers in addressing the aftermath of crime. Further, it is argued that an analysis of Pauline theology and its context challenges dominant and punitive narratives and is an essential resource for critical criminology to speak at a collective level.

In this paper we describe our submission to GramEval2020 competition on morphological tagging, lemmatization and dependency parsing. Our model uses biaffine attention over the BERT representations. The main feature of our work is the extensive usage of language model, tagger and parser fine-tuning on several distinct genres and the implementation of genre classifier. Tax amnesties have taken centre stage as a compliance tool in recent years. The OECD estimates that since 2009 tax amnesties in 40 jurisdictions have resulted in the collection of an additional €102 billion in tax revenue. A number of African countries have introduced tax amnesties in the last decade, including Nigeria, Namibia, South Africa and Tanzania. Despite their global popularity, the efficacy of tax amnesties as a tax compliance tool remains in doubt. The revenue is often below expectations, and it probably could have been raised through effective use of regular enforcement measures. I
