AbstractInstitutional collective action (ICA) dilemmas, or situations where authorities’ particularistic incentives are misaligned with collective interests, are ubiquitous where authority is fragmented among multiple or overlapping governments. Extant researchers have examined how policymakers overcome ICA dilemmas and promote collective action through institutions and relationships that lower collaboration uncertainty and risk. Yet, one factor conspicuously overlooked in this process is the role of collective learning or the degree to which institutions acquire, assimilate, and apply shared knowledge to achieve collaborative aims. In this chapter, we inquire how collective learning relates to governments’ ability to overcome ICA dilemmas and improve collaborative governance through three pathways, and put forward propositions as to how such learning can reduce ICA barriers and enhance future collaboration.

AbstractGovernance is both a contested concept and an increasingly empirical concern. On the one hand, it has become an almost universal and all-encompassing concept, which has attracted scholarly interest from many disciplines and over many decades to tackle the dilemmas of collective action and to facilitate effective coordination of interests and resources toward commonly accepted goals. On the other hand, conceptions of governance vary considerably, and their meanings depend on disciplinary perspectives, theoretical traditions, and empirical focus. Although it is easy to agree what governance is not, it is more challenging to create broad consensus on what it is and how it works effectively. Most capaciously, governance denotes the coordination of collective action. These actions take place in institutionally or physically organized spaces of interaction, where knowledge is needed to shape governance appropriately. Organized spaces and knowledge are both conditions as well as consequences of the governance process.

AbstractThree organizing agentic modalities consistently occur, namely, individuals, relational groups, and collectives of various kinds. Digital augmentation transforms these modalities. Particularly, the infusion of artificial agency compresses traditional hierarchies and layers. It also strengthens organizing capabilities, enabling new agentic forms and functions. Yet human agency is likely to remain layered and relatively uncompressed. Therefore, augmented agentic modality could be either more fluid and flattened, or internally conflicted. This chapter examines these developments and highlights the changing nature of procedural habit and routine, as key mediators of agentic modality, mindful that habit forms the scaffold for individual personality, and collective routine for collectivity. When these patterns of action are digitalized, they become more dynamic and generative. Although here, too, risks and dilemmas emerge, regarding the potential divergence and convergence of agentic modalities.
