Full textIn this study, I have endeavoured to show that there is a tendency to attribute to local government a certain unity in this notion, irrespective of the status it is granted by the attribute the qualities of coherence and permanence to this institution, and show that its composition appears to adhere to a clear and specific model. One can remark that local government is composed by means of a complex process, and engenders a legal status whose origins can be traced back to the community. Local government cannot be described as the result of a contract willingly signed by its members. Nor is it exclusively a product of the state's desires which, in other areas, have standardised local government structure and determined its capacities. Its make-up is more complex. Its development comprises, for the most part, the common recognition of the symbols and images which serve to construct the identity of each and every individual

Full textLocal taxes as all of the legal mechanisms for the collection of local taxes for the benefit in whole or in part of local communities appear in Cameroon with the formal creation of the cities in 1944. Before this reorientation of the taxation in the territory of Cameroon under trusteeship, it is actually a tool of colonial domination in the service of the interests of the colonial power. In the aftermath of the country's independence in 1960, the local tax system remains unchanged with the predominance of the ACC and a myriad of taxes and fees including productivity remain low. The timid reform of 1974 which has the real purpose of standardize the tax system after the reunification of the two Cameroon (Anglophone and Francophone) does in the end no major innovation. The same difficulties persist and worsen even with the economic crisis of the 1990s. Beyond the external factors, these difficulties are related to the bigotry of the administrative organization mode and on the other hand the weakness of legislation. A hope was born with 2009 reform, fruit of the ongoing decentralization process in Cameroon. This reform, despite its advances, rest however only below expectations and local communities in their vast majority are still in extreme poverty. New resources tax and nontax research processes are more experienced, strong partnerships of all kinds and the greater extension also taxable matter at the local level. These advances for efficiency strongly need a new form of administration of local tax and a strengthening of the legislative and regulatory system in striving to create better relations between the Administration and the taxpayers and also draw successful experiences elsewhere in other African countries at the same level of development. Reform is possible contrary to mediated by the afro-pessimists. For this, a clear diagnosis of the situation must be made and accepted by the central authority, but by local authorities and then all the implemented solutions highlight in this study should be sufficient to leave local taxation in Cameroon from its torpor

Full textThis thesis is about the study of the statue of Morrocan local administration. The preliminary part which was didacted to the historical evolution would show that the local administration does exist before the protectorate. Moreover, the "jemaa" institution reflected a local autonome. Reorganizaded by the protectorate authorities, these traditional local institutions lost some of their force after the independance adding the setting of local administrative structures based on the new technics of the local administration : the decentralization et the deconcentration. The structures of territorial deconcentration are better surrounded than in the past with the creation of new territorial administrative executives. However the foreign department who has a technical efficiancy did not tend to a better territorial division. The process of territorial decentralization was advanced by the "commune" according the reform of its own statue of 1976, it remains limited at the second local collectivity : the province in which the governer has double functions. The financial constraints, the problems of under-developpement of local arias made us wonder about the reality of territorial decentralization in other African countries. So with our analysis we end with the following conclusion : the morrocan experiment of decentralization is logic regarding the oder cases which were studied, and the principle is also moderated. Finally its effectivity is reduced to African countries under-developpment context

Full textThis dissertation focuses on relationships between local authorities and local associations as a means of dealing with precariousness. The theoretical exploration of these partnerships leads us firstly to point out the triple contribution of those inter-organizational relationships to the local management of precariousness (in the form of more complete support for precarious people, better identification of precariousness, and better knowledge and expertise concerning the precarious public). It then brings us to highlight the importance of interactions between the nature of the relationship of local authorities with local associations (through commitment-trust behaviors) and the inter-organizational forms of control used in those relationships. Those interactions’ influence on the contribution’s strength of the observed relationships to the local management of precariousness is then revealed. The empirical research concentrates on the relationships between a French municipality and its associations to overcome precariousness on their territory. A qualitative approach based on a content analysis of semi-directive interviews helps paint an accurate picture of their links. A hierarchical classification of the studied relationships allows to end in a typology in three families of French municipality-associations relationships in the local management of precariousness

Full textCentralization and decentralization are the two principles in the organisation of any society and, in particular, the state. This study is an analysis of territorial decentralization in Jordan. It proposes to shed ligth on the reality of this decentralization and the major differences in relation to french law. There can be no doubt that these two countries differ not only in their degree of development, but also in the socio-economic and political data found in the legal systems of both countries. This research begins with an analysis of the centralizing aspects of the administrative system. An account of the main stages of its evolution is followed by a study of the organisation of the state after independance (1946) and the present-day territorial structures. The analysis then turns to the decentralizing aspects of the system. It sheds ligth on the imbalance in communal structures, the re-eminence of the State vis-a-vis territorial communities and the ensuing consequences on local autonomy. The general conclusion is a critical appreciation of the jordanian administrative system and puts forward reforms necessary in the territorial structures of the country

Full textThis work is a study of the place of local authorities’ educational competence in view of their constitutionally recognised administrative freedom. The first part seeks to demonstrate that, in managing this competence, the local authorities’ administrative freedom is merely an illusion. They are now solely responsible for the administrative and technical management attached to that competence, and we find in particular that their objective in this area is increasingly being reinforced. So many responsibilities have been transferred to them that today we can speak of educational decentralisation. This first part also examines the ins and outs of financial management attached to this competence, particularly in the difficult context of declining State allocations to the local authorities. The second part of the analysis demonstrates that communities are stifled in their local management by, inter alia, activities associated with education, activities that are imposed upon them. This is the case with school transport or the school cafeteria, not to mention the new reforms sought by regulatory agencies, such as the minimum intake service and extracurricular activities, which are very restrictive measures for communities. Finally, we find that the school of the past is evolving. This evolution is characterised primarily by transfer of the community’s educational competence towards intercommunality

Full textThe PhD focuses on the sociological analysis of the role of emotions in the production and organization of work processes. Through a diachronic analysis of the place accorded to emotional experience in varied organizational theories, it points out the relevance of a sociopsychological approach. This perspective conducts to distinguish between emotional experience and emotional phenomenon, and to characterize the organisation as a "finite province of meaning" (A. Schütz) in the "Lebenswelt". A qualitative observation of a territorial administration's social work service shows that emotional experience constitutes a material for the co-construction of organizational rationality by the social workers. This study underlines the political dimension of the conflict opposing a work organization which affects the social workers and their organizational work in order to preserve the sense of their professional practices
