Abstract:
The perceptions of both students and teachers are vital to improve performance and to ensure a positive teaching and learning climate at a college. This study examines the perceptions of staff at three recently merged campuses and students regarding student performance. The research focuses specifically on the performance of students registered for the Small Business Management N3 and NSC (National Senior Certificate) curriculum. A combination of quantitative and qualitative research methods was employed to investigate the desired result. Staff teaching the subject (Small Business Management) were given semi-structured interviews, while students who are currently studying the subject were given questionnaires to complete. Data was collected and analysed. This study reveals amongst other findings that management in FET institutions needs to take cognisance of the perceptions of staff and students regarding the improvement of student performance. Opinions, attitudes, insights and recommendations expressed concerning student performance can help institutions improve their culture of teaching and learning.

Abstract:
This study investigated whether the PGCE adequately develops the WIL skills of student teachers. WIL skills have contributed extensively to the effectiveness of the facilitation of teaching and learning in schools. The definitions of WIL in this study refer to the skills required to succeed in practice. The four domains of Danielson provide the WIL skills, namely Preparation and Planning, the School Environment, Instruction and Professional Responsibilities. The study showed that there is a link between the four domains and the capacity of student teachers to integrate the theory they acquire at the HEIs and practice in the schools. The quantitative approach is referred to by Creswell (2005:39) as a type of educational research in which the researcher decides what to study, asks specific narrow questions, collects numeric data, which is numbered data from participants, analyzes these numbers using statistics, and conducts the inquiry in an unbiased, objective manner. As this study requires numeric data that ask specific questions, two questionnaires were distributed. One questionnaire was directed at school – based mentors and the other at PGCE student teachers. The mentors rated the students’ capacity in the four domains and the students rated themselves on the same items based on the four domains. The research instrument provides insight from school-based mentors with regard to whether there is a balance between the theoretical knowledge provided by HEIs and the WIL skills that student - teachers need. The questionnaires completed by PGCE student teachers provided perspectives from the students with regard to the relevance of their WIL skills for the schools at which they were placed. The hypothesis for this study is: The PGCE makes a significant contribution to the development of the WIL skills of ITE student teachers. Some of Some of the key findings in this study indicated that: • Constant curriculum changes in the schools create uncertainty for student teachers. • Student teachers need assistance to motivate learners to take pride in their work and achievements. • Managing learner behaviour is cause for concern for student teachers. • Language proficiency continues to be problematic in the teaching and learning environment, because it impacts on questioning, discussion techniques and the student teachers’ capacity to explain concepts. • Student teachers need assistance with the pacing of their lessons. • Adjusting their lessons, which requires spontaneity from student teachers is needed. • Opportunities need to be created for student teachers to gain access to the parents of their learners. • Student teachers need to devote more time to the development of reflective skills. • Excessive administrative tasks hamper delivery in the classroom and teacher and learner productivity. The findings strongly suggested that a significant relationship exists between the WIL skills of PGCE students and their effectiveness as facilitators of learning. The findings of the study indicated that the PGCE curriculum needs to incorporate the crucial WIL skills as identified in the four domains. The findings of this study supported the hypothesis that the PGCE makes a significant contribution to the development of the WIL skills of Initial Teacher Education student teachers (ITE).

Abstract:
This study explores pre-service student teachers’ experiences of lecturers’ approaches to dealing with diversity in university classrooms. It includes student insights into the strategies that lecturers employ as they manage the complexities of diversity in university classrooms. The research is located in the realm of diversity education and diversity pedagogy and is contextualized against the backdrop of the historical and socio-political climate in South Africa. The challenging consequences of the desegregation of educational institutions in a post-apartheid South Africa has resulted in the advent of diverse and heterogeneous student populations which both challenge and de-marginalise educational practices bringing into focus the need for a humanizing and culturally relevant pedagogy. This, to counter the hegemonic dangers of perpetuating the status quo by further entrenching deep-seated racism disguised as integration. Using qualitative data generated by pre-service student teachers, the results suggest that lecturers fail to embrace diversity to its fullest. The findings illuminate the disparity between policy and practice in a forward-thinking faculty and lecturers’ lack of pedagogical knowledge and skills, which inhibit them from embodying the principles of diversity education. The lecturers’ approaches to dealing with diversity in practice indicate that they are stuck in the quagmire of assimilationist, colour-blind, contributionist and business-as-usual strategies which militate against culturally responsive pedagogy thereby marginalizing learners.

A simplified cohort survival analysis was used to investigate the academic progression of first-time entering undergraduate students within four large bachelors' degree programmes at the University of Cape Town. The rates of graduation, academic exclusion and voluntary drop-out were quantified in relation to the matriculation authorities and prior matriculation performance of the students within each of the four cohorts. The results of the analyses served to identify specific areas of concern with regard to the internal efficiencies in student progression through each of the four degree programmes, and it is suggested that the availability of information of this type will be essential in the attainment of the institutional transformation goals set out in the 1997 White Paper on the transformation of higher education in South Africa. Significant relationships between the matriculation criteria and the final academic outcomes of students within each cohort were detected using log-near modelling. By means of multiple discriminant analysis, significant predictor variables of the final undergraduate academic outcomes within each cohort were identified. However, the relatively weak discriminatory powers of the multiple discriminant models and the poor predictive accuracy of the associated classification functions suggest the variables included in these analyses did not adequately explain the variability in the final undergraduate academic outcomes of students within the selected cohorts. The extent of the voluntary drop-out phenomenon within each of the cohorts was quantified in relation to matriculation criteria, and further analysis of the cohorts indicated that factors other than academic difficulty appeared to have prompted the greater proportion of the voluntary withdrawals. Those students who had dropped out voluntarily were therefore not included in either the log-linear models or the multiple discriminant analyses.

Abstract:
This dissertation is a narrative account of a self-study undertaken with the primary aim of positively influencing the morale of colleagues in my school department. It addresses an area of personal and professional concern where my values were being denied in my practice. As a Head of Department, I was worried that the low morale of my colleagues would negatively impact on the quality of teaching and learning at school, and on their own mental health. Situated within self-efficacy theory, my study reflects the values I attach to human dignity, respect, fairness, honesty perseverance and caring. These values were applied as the living standard by which I judged the quality of my leadership practice. I describe how I used an Action Research methodology as a living transformational process to reflect on my own leadership in terms of how I could influence the development of positive morale in the department. My findings offer new conceptualisations about how teachers can take action to improve the emotional climate of the school. I am claiming that the significance of my research is grounded in my ability to facilitate an improvement in the low morale of myself and my colleagues in order for us to ultimately contribute to self and school improvement.

ENGLISH ABSTRACT: The provision of housing in South Africa is a national priority. As many aspirant homeowners are first-time homeowners, they are not necessarily informed about the pitfalls of home ownership. Although the Government has attempted short-term solutions aimed at equipping these housing consumers with the necessary knowledge and skills to make informed and responsible housing-related decisions, research pointed to the need for a sustainable longterm solution in the form of education and training of the housing consumer. There must be a concentrated effort to provide housing education to consumers, since everyone has a constitutional right of access to adequate housing. Unless consumers are equipped with adequate knowledge and information to make informed choices, this right will not be realised and the housing market shall not function effectively. The main objective of the research study was to determine the basic housing knowledge of the senior student teachers of the Esikhawini College of Education in KwaZulu Natal. The second objective was to develop an illustrative Unit Standard for teacher qualification programmes on the fifth level of the National Oualificationa Framework (NOF). The sixteen housing education and training core concepts identified by Serfontein (2001 :120) namely Basic Housing Technology, Community, Cultural Aspects of Housing, Environment, Financial Aspects of Housing, Housing Consumerism, Housing Design and Decoration, Housing Market, Housing Needs, Housing Policy, Legal Aspects of Housing, Resource Management, Role-players in Housing, Sources of Housing Information, Tenure Options and Types of Housing were used to compile a questionnaire which was administered to the senior students of Esikhawini College of Education. The aim was to determine the basic knowledge that respondents possessed. The data collected formed the background for the illustrative Unit Standard for Housing Education that was developed in this research study. The development of Unit Standards for Housing Education is very necessary and timely as the Department of Housing, who seeks to develop a systematic housing consumer education framework for South Africa, have recommended that Housing Education should be included in the formal education curriculum. If the recommendations of the Department of Housing are implemented and housing education is included in the school curriculum, well-qualified and trained teachers would be needed to facilitate the learning of the content. Therefore housing education should be included in student teacher training programmes. The illustrative Unit Standard for Housing Education developed in this research study is ideally suited for this purpose.
AFRIKAANSE OPSOMMING: Die beskikbaarstelling van behuising in Suid-Afrika is 'n nasionale prioriteit. Aangesien baie aspirant huiseienaars nog nie vantevore huise besit het nie, is hulle nie noodwendig ingelig oor die struikelblokke van huiseienaarskap nie. Alhoewel die regering korttermyn pogings aangewend het om behuisingverbruikers toe te rus met die nodige kennis en vaardighede om ingeligte en verantwoordelike behuisingsbesluite te kan neem, toon navorsing dat daar 'n behoefte is aan 'n langtermyn, standhoudende oplossing in die vorm van opvoeding en die opleiding van behuisingsverbruikers. Daar moet 'n doelgerigte strewe wees om behuisingsopvoeding aan verbruikers te verskaf aangesien almal die konstitusionele reg tot gepaste behuising het. Tensy verbruikers toegerus word met gepaste kennis en inligting om ingeligte besluite te kan neem, sal hierdie reg nie gerealiseer kan word nie, en sal die behuisingsmark nie effektief kan funksioneer nie. Die hoofdoelwit van die navorsingstudie was om die basiese behuisingskennis van senior onderwysstudente aan die Esikhawini College of Education in KwaZulu Natal te bepaal. Die ontwikkeling van Eenheidstandaarde vir Behuisingsopvoeding en Opleiding is noodsaaklik en tydig vir die Departement van Behuising, aangesien hulle poog om 'n sistematiese behuisingsverbruikers-opvoedingsraamwerk vir Suid-Afrika daar te stel. Die Departement het aanbeveel dat behuisingsopvoeding ingesluit moet word in die formele onderwyskurrikulum. As die aanbevelings van die Departement van Behuising geïmplementeer word, en behuisingsopvoeding in die skoolkurrikulum ingesluit word, sal goedgekwalifiseerde, opgeleide onderwysers benodig word om hierdie inligting aan die leerders voor te hou. ENGLISH ABSTRACT: This study focuses on the perception of Creative Arts educators in the Intermediate Phase with regard to their own competency levels to teach Creative Arts effectively. Creative Arts consists of four art forms, namely Dance, Music, Drama and Visual Arts. The ideal is that all Creative Art educators are competent enough to teach the different art forms effectively. To answer the research question in order to achieve the goal of the study, the researcher made use of a qualitative research design from within an interpretive research paradigm. A case study strategy has also been applied by the researcher in order to obtain data pertaining to the specific aspect of the study, namely Creative Arts educators. Various sources were used to generate the data, namely semi-structured interviews, questionnaires and document analysis. Various precautionary measures were taken to ensure the validity and reliability of the data. During the course of the investigation, ethical issues were in question. However, the researcher followed the necessary guidelines to ensure that all endeavours were ethically acceptable. In the literature study the curriculum review process as well as the inclusion of Arts and Culture and Creative Arts in the curriculum is analysed. The training of Creative Arts educators and the challenges that this subject poses to schools and other mainstream educators are also considered. It was established that mainstream educators are often unable to teach this subject with the required confidence, knowledge and skills. Taking the results of this study into account, it appears that Creative Arts educators are not trained sufficiently in the four art forms, which influences the way in which the subject is taught. Educators who have received training in only one of the art forms tend to emphasise that particular art form only. The results of the study clearly indicate that the educators will only be able to do justice to Creative Arts as a subject if they are trained sufficiently to teach it with the necessary confidence and skill.
AFRIKAANSE OPSOMMING: Hierdie studie fokus op die persepsies van Skeppende Kunste-onderwysers in die Intermediêre Fase rakende hul eie bevoegdheidsvlak om Skeppende Kunste doeltreffend te onderrig. Skeppende Kunste bestaan uit vier kunsvorme, naamlik Dans, Drama, Musiek en Visuele Kunste. Die ideaal is dat elke Skeppende Kunste-onderwyser bevoeg genoeg is om elkeen van hierdie kunsvorme doeltreffend aan te bied. Om die navorsingsvraag te beantwoord om die doel van die studie te verwesenlik, het die navorser ʼn kwalitatiewe navorsingstudie vanuit die interpretatiewe navorsingsparadigma onderneem. Die navorser het ook gebruik gemaak van ʼn gevalle-studiestrategie om data oor die spesifieke geval, naamlik Skeppende Kunste-onderwysers, in te samel. Daar is gebruik gemaak van veelvuldige bronne, naamlik semi-gestruktureerde onderhoude, vraelyste en dokumentontleding, om data te genereer. Verskillende stappe is gedoen om die geldigheid en betroubaarheid van die data te verseker. Tydens die ondersoek het etiese kwessies na vore getree, en die navorser het die nodige riglyne gevolg om seker te maak alle handelinge is eties. In die literatuurstudie word die kurrikulumhersieningsproses asook die insluiting van Kuns en Kultuur en Skeppende Kunste in die kurrikulum van naderby beskou. Verder word daar gekyk na die opleiding van Skeppende Kunste-onderwysers en die uitdaging wat hierdie vak aan skole en algemene opgeleide onderwysers bied. Daar is bevind dat algemene opgeleide onderwysers dikwels nie bevoeg voel om hierdie vak met die nodige selfvertroue, kennis en vaardighede aan te bied nie. Uit die resultate van die studie blyk dit dat Skeppende Kunste-onderwysers nie voldoende opgelei is in al vier kunsvorme nie, en dat dit wel ʼn invloed het op die manier waarop die vak aangebied word. Die onderwysers is geneig om die kunsvorm waarin hul wel opleiding ontvang het, te beklemtoon. Uit die studie is dit duidelik dat die vak Skeppende Kunste slegs tot sy reg sal kom indien onderwysers wat dit aanbied voldoende opgelei is om die vak met die nodige selfvertroue en bekwaamheid te onderrig.

Abstract:
The aim of this study was to carry out an investigation of history as a correspondence subject for practising teachers and to make an assessment of work at the Graaff- Reinet College for Continued Training. The problems experienced by lecturers and students involved with the study of history at this institution receive particular attention. At intervals throughout the study attention is given to the need for further training for teachers who are in- service. Teacher qualifications in the Cape Province are also examined to see potential needs for further training in the future. Having determined a need, it is proposed that correspondence courses are best suited to cater for it. A study is made of the models, background and approaches used by other institutions in various parts of the world. Distance education started in England at the end of the eighteenth century. This idea has spread to various countries and today teaching and learning by correspondence takes place in most countries of the world. It is different to conventional classroom education and thus has certain unique characteristics. The definition, characteristics, background and methodology are important if the problems involved are to be understood. These aspects indicate how effective and popular this form of study has become. Particular attention is given to the teaching of in-service teachers who are upgrading their qualifications. The existing and proposed College history syllabi are examined in as far as their appropriateness and relevance are concerned. Emphasis is given to history at Graaff- Reinet College because the author is a history lecturer at this institution. An extended questionnaire was designed and used to collect the required data on the subjects who were from two groups of students studying history at the College, one in 1986 and one in 1987. A pilot study was done in 1986 and a more extended questionnaire was completed by the 1987 students. In chapter six the results of the questionnaire are analysed and particular attention is given to the students' background, motivation for studying and difficulties they encounter. Finally, recommendations are made about how this form of teacher upgrading can be improved and extended in the future

ENGLISH ABSTRACT: Change characterises life in the early twenty first century and higher education is no exception. Higher education in South Africa is currently in a considerable state of flux which ultimately is actualised at institutional level. It is academic staff who encounter these changes first hand. Technikon lecturers, in particular, are faced with additional challenges not faced by their university counterparts - they have been called upon to change from a primarily vocational to an academic alignment as a result of technikons being given the right to award degrees. This study conducts a cross sectional survey of academic staff at the Port Elizabeth Technikon to identify their academic workload, with particular reference to their research function. It also seeks to establish whether lecturers consider themselves to be adequately prepared for their research function. A review of the literature reveals that lecturers in higher education are involved in a wide variety of activities, the main ones being teaching, research, service, and scholarship. The literature review also shows that in overseas institutions with missions similar to the technikons, lecturers experienced changes to their workload as a result of the restructuring of higher education. The empirical study shows that academic staff at the Port Elizabeth Technikon have much in common with their international peers in terms of the changes and pressures that have been experienced. The work reality for lecturers at the named institution includes all the traditional elements associated with being academic: teaching, research, service and scholarship. Although research is a new function, this has been positively embraced by most staff and that in most cases lecturers consider themselves to be adequately prepared for this function. The empirical study also shows that more than one third of the respondents do not support the institutional vision of becoming "the first choice technological university of South Africa". Further, the study shows that, in common with other studies, staff were of the opinion that the institution undervalues teaching and that research attracts more recognition and rewards. Finally, it shows that significant numbers of staff work in excess of 50 hours per week and carry teaching loads that are greater than the institutional guidelines. Recommendations are made on the basis of these findings and a further avenue of research is suggested.
AFRIKAANSE OPSOMMING: Verandering is 'n kenmerk van die lewe in die vroee een-en-twintigste eeu en hoer onderwys is geen uitsondering nie. Hoer onderwys in Suid-Afrika ervaar tans 'n besonderse toe stand van veranderlikheid, maar dit is uiteindelik op onderwysinrigtingvlak wat did tot verwerkliking kom. Dit is akademiese personeel wat hierdie veranderings eerstehands ondervind. In die besonder word Technikonpersoneel gekonfronteer met uitdagings waaraan hulle universiteitsewekniee nie blootgestel word nie - daar word van hulle vereis om van 'n primere beroeps-orientering oor te skakel na 'n akademiese ingesteldheid as gevolg van die feit dat technikons die mandaat verkry het om grade toe te ken. Hierdie studie het 'n opname onder akademiese personeel aan die Port Elizabethse Technikon gedoen om vas te stel wat die personeel se akademiese werkslading is, met besondere verwysing na hulle navorsingsfunksie. Die ondersoek poog ook om vas te stel of lektore van mening is dat hulle genoegsaam voorberei is vir hulle navorsingsfunksie. 'n Literatuuroorsig toon dat lektore in hoer onderwys betrokke is by 'n bree verskeidenheid aktiwiteite, waarvan die belangrikste onderrig, navorsing, dienslewering en vakkundigheid (scholarship) is. Die literatuurstudie toon ook dat in ander lande aan inrigtings met soortgelyke doelstellings as die technikons, lektore veranderings in hulle werksladings ondervind het as gevolg van die herstrukturering van hoer onderwys wat teen die einde van die twintigste eeu plaasgevind het. Die empiriese studie toon dat akademiese personeel aan die Port Elizabethse Technikon met betrekking tot die veranderings en druk wat ondervind word veel in gemeen het met hulle intemasionale ewekniee, Die realiteit in die werkplek vir lektore by genoemde inrigting sluit al die tradisionele elemente in wat verband hou met die akademie: onderrig, navorsing, diens en vakkundigheid (scholarship). Alhoewel navorsing 'n nuwe funksie is, is dit deur die meerderheid personeel positief aanvaar en in die meeste gevalle is lektore van mening dat hulle vir hierdie funksie voldoende voorberei is. Die empiriese studie toon ook dat meer as een derde van die respondente nie die institusionele visie om "die eerste-keuse tegnologiese universiteit van Suid-Afrika te wees" ondersteun rue. Voorts toon die studie soos ook in ander studies, dat personeel van mening was dat die inrigting onderrig geringskat en dat meer erkenning en belonings aan navorsing gegee word. Laastens toon dit dat 'n beduidende aantal personeellede meer as 50 uur per week werk- en onderrigladings dra wat meer is as die riglyne van die inrigting. Op grond van hierdie bevindings word aanbevelings gemaak en 'n verdere navorsingsrigting voorgestel.

ENGLISH ABSTRACT: The South African public technical and vocational education and training (TVET) colleges have experienced considerable change in the past 20 years. Recently, these colleges have become the focal point of education and training, ever since the publication of the Green Paper on Post-School Education and Training in 2012, transferring the colleges to the higher education and training system. These colleges are expected to increase their enrolments from 650 000 to 2.5 million by 2030. Leaders in these institutions have been faced with constant challenges in a rapidly changing environment. It has been internationally acknowledged that in order for leaders at all levels of vocational education and training institutions to be capable of and effective in transforming their institutions, leadership development is essential. Even though a leadership development programme was advocated in the Green Paper on Further Education and Training in South Africa (RSA, 2012), this training was not mentioned specifically in the subsequent White Paper (RSA, 2014). This lack of leadership development prioritisation of leaders in this sector differs from governments in other countries where customised leadership development in this complex sector has not only been prioritised but has become a matter of urgency. The purpose of this study was thus to develop a leadership development curriculum framework specifically for leaders, present and future, of public TVET colleges in South Africa. These colleges have also been examined as activity systems with their cultural and historical influences, according to Engeström’s (1987) version of activity theory. Through interactive qualitative analysis (IQA), an interpretive methodology grounded in systems theory (Northcutt & McCoy, 2004) which uses an interpretive approach by means of focus group and individual interviews with different constituency populations, an attempt was made to gain an understanding of what challenges these college leaders face and what knowledge, skills, attributes and attitudes they may need to achieve the mandate of the White Paper (RSA, 2014).
AFRIKAANSE OPSOMMING: Die openbare tegniese en beroepsgerigte onderwys-en-opleidingskolleges in Suid-Afrika het die afgelope 20 jaar groot veranderings ervaar. Hierdie kolleges het onlangs die hoof-fokuspunt van onderwys en opleiding geword vandat die Groenskrif vir Na-skoolse Onderwys en Opleiding in 2012 gepubliseer is, wat die kolleges verskuif het na die hoër onderwys-en-opleidingstelsel met die verwagting om teen 2030 inskrywings van 650 000 tot 2.5 miljoen te vermeerder. Leiers in hierdie instellings ondervind voortdurende uitdagings in ’n vinnig-veranderende omgewing. Daar word internasionaal erken dat om leiers op alle vlakke by beroepsgerigte onderwys-en-opleidingsinstellings in staat te stel om hierdie instellings effektief te transformeer, leierskapontwikkeling essensieel is. Al word leierskapontwikkeling in die Groenskrif vir Na-skoolse Onderwys en Opleiding voorgestel, word daar nie vir hierdie opleiding in die daaropvolgende Witskrif (2014) voorsiening gemaak nie, wat verskil van die optrede van regerings in ander lande wat leierskapsontwikkeling in hierdie komplekse sektor prioritiseer. Gepaste leierskapskwalifikasies en -programme is oral ter wêreld vir leiers in dié sektor beskikbaar, maar nie in Suid-Afrika nie. Hierdie kolleges is ook as aktiwiteitstelsels ondersoek en daardeur is ’n analise van die kulturele en historiese invloede gemaak volgens Engeström (1987) se weergawe van Aktiwiteitsteorie. Die doel van hierdie studie was dus om ’n leierskapkurrikulumraamwerk vir huidige en toekomstige leiers van openbare tegniese en beroepsgerigte onderwys-en-opleidingskolleges in Suid-Afrika te ontwikkel. Deur interaktiewe kwalitatiewe analise, ’n interpretatiewe metodologie wat sy basis in stelselsteorie het (Northcutt & McCoy, 2004) en wat ’n interpretatiewe benadering toepas, is daar gepoog om deur middel van fokusgroep- en individuele onderhoude vas te stel wat leiers in die sektor glo in so ’n kurrikulumraamwerk ingesluit moet word, sodat die mandaat van die Witskrif (RSA, 2014) uitgeoefen kan word.

ENGLISH ABSTRACT: This study focuses on the lived experiences of primary school teachers within a culture of performativity. The French philosopher, Jean-Francois Lyotard (1984) more than anyone else gave credence to the notion of ‘performativity’ in education which he used to represent political and bureaucratic mechanisms of control. Embedded in regulatory mechanisms there are performance indicators such as ‘monitoring systems’ with associated ‘production of information’, that according to Ball (2003) engenders the ‘terrors of performativity’. To conform to the regulatory mechanisms the performativity culture in schools, pressure is increasingly placed on teachers to demonstrate their accountability to education authorities for the responsibilities delegated to them. The literature review does not only seeks to give meaning to key terms and concepts relevant to the study, but also aims to define the operational. Relevant terms included: accountability, professionalism, performance and performativity. In the discussion it is shown that there is a close underlying relationship between performativity and performance, between performativity and accountability, and between performativity and professionalism. In order to answer the main research question and to align logically to the purpose of the study, the researcher conducted a qualitative research study within the interpretative research paradigm. The study was guided by the phenomenological research approach – and more specifically by the hermeneutical-phenomenological research method of Max van Manen (1990). Two data collection methods were employed: protocol narratives (descriptions of lived experiences) and in-depth semi-structured phenomenological interviews. In this study a thematic analytical approach was followed whereby the researcher identified emerging themes from the collected data. Different steps were taken to increase the internal validity of the study and to give attention to the ethical aspects that emerged during the investigation. In this study it is evident that performativity, with its emphasis on effectiveness, efficiency and quality, is currently the most powerful and pervasive discourse in education. The description of the results shows that teachers tend to be swallowed up by the demands of performativity – so much so that teachers are overwhelmed by the ‘terrors of performativity’. Teachers’ ‘escape’ from the ‘imprisonment’ of performativity is not only associated with distorted side Stellenbosch University https://scholar.sun.ac.za viii effects, but there are also physiological and emotional processes that teachers are confronted with in their attempts conform to the regulatory systems. The study found that the undesirable side effects of performativity serve and a push factor for the early exit of teachers from the profession.
AFRIKAANSE OPSOMMING: Hierdie studie fokus op die geleefde ervarings van primêre skoolonderwysers binne ‘n kultuur van performatiwiteit. Die Franse filosoof, Jean-Francois Lyotard (1984) wat meer as enigeen die betekenis van performatiwiteit in die onderwys blootgelê het, gebruik die nosie van ‘performatiwiteit’ om politieke en burokratiese meganismes van beheer voor te stel. Ingebed in die regulerende meganismes is daar prestasie-aanduiders soos onder andere ‘moniteringsisteme’ met gepaardgaande ‘produksie van inligting’, wat volgens Stephen Ball (2003) aanleiding gee tot die ‘terreurs van performatiwiteit’. Ten einde te konformeer tot die regulerende meganismes is daar binne die performatiewe klimaat in die skool toenemende druk op onderwysers om te demonstreer dat hulle toerekenbaar is aan die onderwysowerhede vir die verantwoordelikhede wat aan hulle opgedra is. In die lieratuuroorsig is nie net ‘n oorsig gegee van die betekenisse van kernterme en – konsepte wat relevant tot hierdie studie is nie, maar ook is gepoog om dit operatief te definieer. Relevante begrippe is onder andere toerekenbaarheid, professionalisme, prestasie en performatiwiteit. In die bespreking is aangetoon dat daar ‘n noue onderlinge verband tussen performatiwiteit en prestasie, tussen performatiwiteit en toerekenbaarheid, en tussen performatiwiteit en professionalisme bestaan. Om die sentrale navorsingsvraag te beantwoord en logies met die doel van die studie in te skakel, het die navorser ‘n kwalitatiewe navorsingstudie uit die interpretiwistiese navorsingsparadigma onderneem. Die fenomenologiese navorsingsbenadering – en meer spesifiek, die hermeneuties-fenomenologiese navorsingsmetode van Max van Manen (1990) het hierdie studie gerig. Daar is gebruik gemaak van twee data-insamelingsmetodes, te wete protokol skryfwerk (geleefde ervarings-beskrywings) en semi-gestruktureerde in-diepte fenomenologiese onderhoude. In hierdie studie is ‘n tematiese analitiese benadering gevolg deurdat die navorser die ontluikende temas in die ingesamelde data geïdentifiseer het. Verskillende stappe is gedoen om veral die interne geldigheid van die studie te verhoog en aandag te gee aan etiese aspekte wat tydens die ondersoek na vore gekom het. Uit hierdie studie blyk dit dat performatiwiteit, met sy klem op effektiwiteit, doeltreffendheid en kwaliteit, huidiglik die mees magtigste en deurdringende diskoers in die onderwys is. Uit die Stellenbosch University https://scholar.sun.ac.za vi beskrywing van die resultate is dit duidelik dat onderwysers neig om deur die eise van performatiwiteit verswelg te raak – soveel so dat onderwyser oorweldig word deur die ‘terreurs van performatiwiteit’. Onderwysers se ‘ontsnapping’ uit die ‘gevangenskap’ van performatiwiteit gaan nie net gepaard met bepaalde verwronge opvoedkundige newe-effekte nie, maar ook is daar die fisiologiese en emosionele prosesse wat onderwysers moet verduur in hul pogings om tot die regulerende stelsels te konformeer. ENGLISH ABSTRACT: The aim of this study was to investigate .the need for a staff development programme for academics in the Faculty of Arts at the University of Durban-Westville. This thesis has five chapters. Chapter One is the introductory chapter and examines the nature of the study in relation to the aims of the study, sub-problems, various definitions of staff development and formulates a hypothesis. The hypothesis states that: "There is a definite need for an academic staff development programme in the Faculty of Arts at the University of Durban-Westville." This hypothesis is then followed by a motivation and rationale of the study followed by a discussion of background studies on staff development. The limitations, strengths and scope of the study are presented followed by some preliminary considerations. Chapter Two provides an in-depth examination of staff development. It begins with a critical discussion of the various philosophies that underpin staff development practices. These philosophies include positivism, hermeneutics and the political nature of staff development. This is followed by a discussion on the goals of higher education and its link to staff development. Special reference is made to the South African context, quality assurance in South African universities and staff development programmes at the Historically Black Universities. Thereafter, an in-depth discussion of the link between teaching and learning is presented. This is accomplished by referring to theories of teaching and learning in higher education. Once this is completed, the entire spectrum of staff development activities is presented. This discussion begins with a description of the various competencies of the lecturer followed by a presentation of two models on staff development. The following staff development practices are then discussed in detail: induction programmes, seminars and workshops, reflective teaching and self-directed practice, mentoring, consultation, personal growth contracts, the cascades method and micro-teaching. This discussion is consolidated by presenting the case of the University of Durban- Westvi11e and motivating for the need for academic staff development in the Faculty of Arts. Chapter Three presents the research design and methodology - it outlines the steps undertaken in the current study. Both qualitative and quantitative methods of research were utilized. The primary means of collecting data was the survey which included the dissemination of questionnaires to both third year students and lecturers in the Faculty of Arts. Students were selected from the population of third year students in the Faculty of Arts. A proportional stratified randomized sampling procedure was applied to both the population of staff and students. Chapter Four presents the analysis of the data in a systematic way. The student questionnaire is analyzed followed by an analysis of the staff questionnaire. These results are presented in table form, followed by a discussion. There are 38 tables in this chapter. Chapter Five is the final chapter that presents the conclusions drawn from the study and provides recommendations for the establishment of a staff development programme.

Hoofstuk Vier bied 'n sistematiese ontleding van die response op die vraelyste. Die studente se response op die vraelyste is ontleed en daarna is 'n ontleding van die personeel se vraelyste gedoen. Die uitslae hiervan word in tabelvorm voorgelê en word daarna bespreek.

The aim of establishing the Transkei Teachers’ In- Service College (Trinset) in 1986 by the former Transkei Department of Education, was to alleviate the problem of inappropriately qualified teachers. This problem was seen as impacting negatively on the performance of matriculation candidates in the final examinations. In the twelve years since the college’s inception there has been no formal evaluation, this despite the perception of the importance of evaluation as an integral part of planning and implementation for any educational endeavour (Mc Naught, Taylor & O’Donoghue, 1990). This study analyses the courses offered at Trinset with particular reference to the subject of Geography. The aim is to explore how best these courses can support educators in the light of the current changes in South African education. The analysis of the in-service courses used a multifaceted approach guided by the participatory principle underlying Fourth Generation Evaluation. The analysis of the in-service courses offered by Trinset, in particular by the Geography Department, has served to raise questions and to highlight issues that are seen as particularly valuable in the reconfiguration of Trinset that is part of the current educational transformation process in South Africa in terms of the provision of in-service education.

This study investigated the perceptions of female academics on their career development in South African and Zimbabwean universities. The study attempted to unravel the story of the female academics which must be heard but is seldom accorded the space within the academia. The interpretive paradigm was utilised in this study because it focuses on individual perceptions and experiences. In addition a qualititative approach was employed for the collection of data since it allowed for triangulation of data collection techniques so as to gain in-depth and rich information on the career trajectory of female academics in South African and Zimbabwean universities. Therefore, semi-structured interviews, focus group interviews and document analysis were employed. The participants were purposively selected for the sample of this study and comprised of 5 senior female academics from each university and 5 junior female academics also representing each university respectively. Thematic content analysis was used to analyse data and this was carried out in line with the research questions, aims and objectives of the study. Through the participants' answers from both universities under study, a transcript was formulated, coded and categorised in view of the career development of female academics in South African and Zimbabwean universities. It was discovered from the data that the female academics still encounter a number of challenges with regard to their career mobility both in and out of academia inter alia, (1) gender stereotyping and male domination (2) knowledge retention (3) lack of mentorship and organisational support especially through funding and professional staff development programmes (4) lack of female solidarity (5) under-representation of female academics (6) teaching workloads and research publications and (7) lack of family support, were illuminated by the participants as common fixtures that hinder their career development in academia. Moreover, there were variances in both universities under study especially with relations to funding, gender policies in place and male domination. Consequently, the above mentioned factors were more pronounced in Zimbabwean universities than in South African universities. As a result, emphasis was that both South African and Zimbabwean universities have to draw a line between theory and practice especially on the professional staff development programmes that are offered to the academics. A crucial observation was made by the researcher on how most of the participants from both universities under study had negotiated their roles as mothers, wifes, academic and sisters in a bid to realise career growth, such that striking a balance between work and family posed a continuous hindrance their career development. As a result, hard work, commitment, confidence, self-assertiveness and sacrifice cut across both universities as strategies used if the battle of career development of female academics had to be won. In sum, this study attempted to illuminate the perceptions and experiences of female academics and what it means to be a female academicin the 21st century universityn and why there is a need to create, cultivate and have a conducive and supportive working environment. Moreover, promotion of knowledge expansion and sharing, gender equity and equality needs to be employed by both universities under research. Additionally, the professtional staff development programmes offered need to be conducted by qualified and experienced personnel in a bid to avoid repetition of workshops and training programs. Furthermore, formalisation of mentoring and role modelling should also be employed by South African and Zimbabwean universities. Lastly, the study recommended that there is a need for universities source out resources for its academics if there are to produce well rounded scholars who will be able to experience career development.

The understanding of geographical concepts and the development of skills requires the use of appropriate teaching strategies. Modern school geography incorporates a wealth of techniques and embraces a wide range of strategies which are directly suited to achieve the aims which are central to current geographical education. Techniques which directly involve the learner are perceived to be the most valuable. Of the many participatory strategies suited to the teaching of geography, fieldwork is accepted as the most worthwhile. This study investigates student teachers' perceptions of fieldwork in their college studies and as a teaching strategy. Extensive literature on fieldwork in geographical education was analysed. A survey was conducted to assess the student teachers' fieldwork experiences. The results reveal that fieldwork is neglected in Transkeian schools and Colleges of Education, despite the fact that it is required by school syllabuses, and the fact that in many areas suitable sites are readily accessible. Conclusions are drawn and recommendations made for the inclusion of fieldwork in geography courses at Transkei Colleges of Education.

Globally, institutions of higher learning are characterised by continuous change, which has significant ramifications for the success and functioning of any institution of higher learning. In this context, the aim of this study was to examine the relationship between the perceptions of academics regarding the work environment in a transforming South African institution of higher learning and their job involvement and organisational commitment. The data were gathered by means of the Academic Work Environment Survey (AWES) measuring instrument. This measuring instrument obtained extraordinarily high reliability coefficients in the study. The results of the study indicate that academics in general have a positive perception of their job involvement and organisational commitment. These positive perceptions of job involvement and organisational commitment can largely be attributed to academics’ positive experience of a number of aspects of the academic work environment, namely low levels of role ambiguity and role conflict and high levels of autonomy, task identity, work challenge, feedback and supervisory consideration. However, attention should be paid to certain aspects such as role ambiguity, role conflict, feedback, work challenge and supervisory consideration where differences among academics’ perceptions occur as a result of personal and professional characteristics, which might pose a threat to these positive experiences in future.

Over the past years the FET Colleges sector has been plagued by high failure rates in mathematics and science as part of the National Curriculum (Vocational) course. This study sought to investigate the possible reasons for the high failure rates in NCV mathematics at Iqhayiya Campus of PE College. The purpose of the research was to elicit these possible reasons from students who currently are doing the NCV mathematics course at the Iqhayiya Campus. This study follows a mixed method design using both quantitative and qualitative results. Quantitative data were gathered by means of questionnaires submitted to students doing NCV mathematics at the Iqhayiya Campus. A Likert scale was used to evaluate the questionnaires. The qualitative data for this study was collected through researcher questions in focus group interviews. The study concludes with recommendations to the management of PE College, the Department of Higher Education and all relevant role players.

From Introduction: The intention of this thesis is not the legitimising of a language across the curriculum project, but will rather attempt to illustrate that a language experience project across the curriculum is essential at the Cape College of Education. The Cape College of Education is currently the only black teacher training college in the Cape Province. This young college, which opened in 1981, is situated on the outskirts of Fort Beaufort and fills the vacuum left by the closure of Lovedale College. Students are drawn from the black population of the Cape Province, which is almost exclusively Xhosa-speaking. There is an equal mixture of male and female students and a similar number of students from both rural and urban environments. The ages of 1st-year students range from 18 years to 44 years, with a predominance of 25 - 27 year olds. All students are in full residence. The College offers 3-year courses leading to diplomas in Primary and Secondary school teaching. In the ensuing sections an attempt will be made to show why a language across the curriculum (LAC) project is recommended for the Cape College of Education and what form it should take. However, as a 'cross curriculum' project has never been officially attempted amongst the Xhosa, very little 'proven' material and empirical evidence exists. Consequently, this discourse may at times appear to lean rather heavily on the support of 'what has happened in England'. To overcome this shortcoming, the opinions of the English Language Teaching Centre (ELTIC), which consists of a number of very active and involved black, English teachers, was consulted. The paper delivered by this group of teachers at the 1982 Conference of the Institute of English in Africa, in Grahamstown, provides much support for the arguments presented in this thesis. Extensive use has been made of it to reveal the nature of the situation against which the language department at the Cape College of Education (henceforth referred to as CCE) is attempting to successfully teach English to students who are aspiring to eventually teach through the medium of English themselves. Copious use of quotations has been made in this presentation in an attempt to support many of the 'unmeasurable' arguments presented. This has been necessary as very little substantiated data relating to the matters under discussion exist at this stage. For example, "The claim that exposure to literature enhances English language competence has not, to our knowledge, been tested, nor have the categories of a new linguistic knowledge been defined." This particular research -focus on the involvement of lecturers at a decentralised multi-campus university in curriculum development. The research design which were followed is of an explorative, descriptive and qualitative nature. In this research several examples of curriculum development which have been unsuccessful, were mentioned. These examples explain shortcomings or inadequacies such as curricula which are content centred, needs of students who have not been considered and several didactic practices which are merely intuitive in nature. One of the greatest problems which may be created by haphazard and incoherent curriculum development is the fact that it eventually may lead to the demoralisation of lecturers and their effective functioning. There are two broad approaches as far as the involvement of lecturers in decision making and curriculum development is concerned, namely , the "top-down" and the "bottom-up" approach. Despite successes, examples of inadequate curriculum development have their roots in one of these two approaches. Therefore it can be deducted that several models for curriculum development had their origin in either or both these approaches. Several curriculum researchers like Van Staden (1991), McAleese (1982) and Pratt (1994), warn however, that curriculum development which works well in one institution might not necessarily influence success in another. Variables such as context and student characteristics can differ from one instance to the next. For this very reason the researchers interest concentrated on the involvement of lecturers in curriculum development in a particular decentralised multi-campus university. THE AIM OF THE STUDY: The aim of this research was to explore the extent of the involvement of students and lecturers in curriculum development, as well as perceptions, feelings and opinions of lecturers with respect to their involvement. Two different ways of data-collection were used: Focus group interviews were conducted with the co-ordinators and individual semi-structured interviews with lecturers. To ensure reliability of the results certain rules were adhered to.

To achieve this aim an investigation was undertaken into (a) the strengths and weaknesses of the 2005 Awards process and (b) possible ways to improve it for the future. The literature study sought to place the rewarding of quality teaching in the broader framework of international excellence in tuition awards, current criteria (both locally and globally) used in evaluating teaching in higher education, and principles of business process management. The qualitative investigation attempted to provide a contextual understanding of Unisa's experience of awarding excellence in tuition, through an exploration of the experiences of those who were directly involved in the 2005 Excellence in Tuition Awards process at Unisa. The findings serve as basis for guidelines for future Awards processes.

The teaching model in Open Distance Learning is moving towards fully integrated information and communication technology applications, therefore, academic lecturers need to have a strong comfort level with the use of technology tools. The academic lecturers are qualified and experienced subject matter experts but this does not translate to having the necessary technical competencies to do online teaching. They consequently could experience feelings of incompetency to facilitate courseware on a technology platform. The study identified the factors that influence the user experience when using a Learning Management System (LMS) in an academic institution. The research design comprises a convergent, parallel design mixed-method case study. A literature review was conducted to abstract the factors that influence the user experience into a conceptual framework. An expert review was conducted to validate the conceptual framework and then a questionnaire-driven survey was performed. The quantitative analysis of the survey results revealed that eight of the nine factors proposed in the conceptual framework do have an influence on the perceived user experience of the academic when using the LMS. The qualitative analysis revealed that all nine of the identified factors do have an influence on the perceived user experience of the academic when using the LMS. The contribution of this study is to present a conceptual framework of the factors that influence the user experience of the academic when using an LMS to improve our understanding of the experience of the academic and the practical challenges involved for academics that have to facilitate learning in an online environment The findings should be of interest to developers of LMSs and to institutions in support and training of academics that have to use the LMS.

A teaching portfolio allows lecturers to track their own growth and development in teaching and learning, as it helps to document their career’s journey. This study gained insight into this experience from the lecturers’ perspectives. The research paradigm was qualitative and the study used a sample of lecturers from an independent tertiary institution in Johannesburg. Personal interviews provided rich data and themes were developed from the data to answer the research questions concerning the value of doing a teaching portfolio. Lecturers’ perceptions provided clear evidence of the value of doing a teaching portfolio, because it developed their personal competence, knowledge, skills and higher-order thinking. However, the findings showed that the success of a teaching portfolio remained dependent on individual motivation and how the process was implemented. Any challenges experienced tended to negatively affect motivation, thereby decreasing the perceived value of a teaching portfolio. This study recommended that a teaching portfolio might offer a solution to some of the current education issues within the South Africa context, especially with regard to the lack of content knowledge and the disempowerment of teachers.

Dosente se persepsies was ʼn duidelike bewys van die waarde van ʼn onderrigportefeulje, omdat dit hul persoonlike bevoegdheid, kennis, vaardighede en hoërorde-denke ontwikkel. Die bevindinge het egter getoon dat die sukses van ʼn onderrigportefeulje steeds onderhewig is aan individuele motivering en hoe die proses geïmplementeer is. Enige uitdagings was geneig om ʼn negatiewe invloed op motivering te hê en sodoende die vermeende waarde van ʼn onderrigportefeulje te verlaag. Hierdie studie beveel aan dat ʼn onderrigportefeulje ʼn oplossing kan bied vir sommige van die opvoedingskwessies in die Suid-Afrikaanse konteks, veral met betrekking tot die gebrek aan inhoudkennis en die ontneming van onderwysers se mag.

The purpose of performance appraisal can be seen as a means to improve the organization's performance through the enhanced performance of individuals. When people think about performance appraisal, they often refer to a number of more specific positive objectives such as, (Fisher, 1996:11): to review past performance; to assess training needs; to help develop individuals; to audit the skills within the organization; to set targets for future performance; and to identify potential for promotion. The problem, however, often stems from the negative perception of individuals that may believe that performance appraisal is simply used by an organization to apportion blame and to provide a basis for disciplinary action, or to demote or find fault with employees. Some people see it as a stick (Fisher, 1996:11) that management has introduced with which to beat people. And if that is their attitude — with or without cause, performance appraisal is doomed to failure. Improvement in performance (Redfern, 1984:1) is widely acclaimed as a most desirable goal of personal evaluation or appraisal, yet the types and kinds of evaluation procedures developed often make the attainment of this goal very difficult. A performance appraisal provides a periodic opportunity for communication between the person who assigns the work, and the person who performs it, to discuss what they expect from the others and how well those expectations are being met (Maddux, 1986:9). Performance appraisals are not hostile proceedings, nor for that matter are they social chitchat. They are an essential communication link between two people with a common purpose. Leading these discussions is not always easy, but the principles and techniques for effective sessions can be learned and applied by everyone. Too often appraisals are left until the last minute and then done in a hasty and unprofessional manner. When this occurs, the results are poor. The superior feels guilty and the employee unimportant and let down. The Government's educational reforms have created an unprecedented rate of change in schools (Healy, 1994: 9). They have also raised basic questions about the purpose of education and the nature of school management and leadership. In this context, there is an urgent need for all of us with an interest in education to step back and reflect on recent educational reforms, to reaffirm old truths and successful practice where appropriate. We need to sift out and implement the best of new ideas, modifying or abandoning those, which are a distraction from the central purpose of schools. This will ensure that an education of high quality is a guaranteed opportunity for all children and young people. Few in education would seriously question the principle of appraising the performance of educators. It is clear that leadership of high quality is a crucial ingredient of successful schools. We should therefore be seeking new insights into ideas, which contribute to effective leadership and making sure that we learn the lessons when things go wrong.

The democratic South Africa’s dual challenge in overcoming its own divisive history as well as addressing global economic imperatives, has led to transformations in education. Policy production thus takes place in an atmosphere infused by economic, political, social and cultural effects of globalization. Embedded within the wave of curriculum reform, are new forms of learner assessment which have shifted from being largely norm-based and summative to one which is formative, standards- based and continuous. The new discourse on assessment requires a ‘paradigm shift’ for most teachers implementing the new assessment policy. Although education policy reforms in schools challenge teachers’ existing practices and increases teachers’ work load, they seldom give due attention to teachers’ identities. My research raises questions about the political rationalities that have informed policies on a new conception of the ideal teacher as assessor and how these political rationalities have intersected with the individual lives and identities of teachers. This study investigates at a micro-level, the workings of how teachers govern themselves in their work and in general as human beings. The constitution of teacher identity through discourses and discursive practices of the assessment reform is central to the argument of this thesis which is guided by the following critical question: Within the historical context of the current wave of curriculum reform in South Africa, how is teacher identity constituted in the discourses and practices of assessment reform? Data was obtained from ten teacher participants through interviews, classroom observations and document evidence. Using the biographical / life history approach and teachers’ narratives of self, I explore patterns by which experiential and emotional contexts, feelings, images and memories are organized to form the teachers’ identity. My analytical strategy draws from the work of Foucault (1954-1984), Giddens (1991), Wenger (1998), Bourdieu (1977), Frankl (1984), Laclau and Mouffe (1985), Maslow (1943) as well as other scholars.

The Department of Education has invested huge sums of money in trying to improve the quality of education. In order to improve the quality of education, the department realised the need to develop educators. This was done through the introduction of the Integrated Quality Management System (IQMS). The Integrated Quality Manegement System came as results of the combination of the Whole School Evaluation (WSE) and Developmental Appraisal System (DAS). The Department of Education realised the importance of managing the performance of educators. This study was influenced by the need to investigate how the performance of educators is being managed at schools in Bahlaloga Circuit. This study focussed on the following research questions: How is the integrated quality management system being implemented at schools? What have been the major challenges and or successes with regard to the implementation of the integrated quality management system? Is it relevant or appropriate to link the performance of the school with the performance of educators? Is it necessary to link promotion of educators with performance? Is it necessary to link financial reward with the performance of educators? Study managed to find out that the implementation of the Integrated Quality Management System is not taking place as outlined in the policy. The support from the Developmental Support Group is very minimal and in some cases not taking place. Schools have all the necessary documents and stuctures in place to be able to implement the policy but they are unable to do so. At the same time there are number of reasons that were found to be the main reasons why schools are unable to implement the system as prescribed by the policy. Some of the challenges include the following: Shortage of Heads of Departments for some of the subjects who can help during and after the actual evaluation has taken place, movement of both principals and head of department from one school to the other is another challenge that affects the continuous implementation of IQMS; there is no prescribed good teaching practice for all the subjects and therefore what is good teaching practice to one educator may not be the case to the DSG, this situation normally causes confusion among xiv educators.Some educators are being evaluated by Head of Department who does not have the knowledge of the subject and as a results he does not get the necessary support from the DSG, the support from the Department of Education has been lacking, poor working conditions, line of reporting is too complex, that is the Head of Department has his own expectations from educators, principals expect something different, circuit managers have their own plan around the performance of educators while curriculum advisors advises educators to approach the subject differently. All these have an impact on the performance of educators. Lack of team work in schools is one other challenge in the sense that when teachers are not working together as a team, they are less likely to support one another. Some educators are offering more subjects and some of which they are not even qualified to teach. Other Heads of Departments do not have the necessary knowledge of other subjects and therefore they find it difficult to support educators. Some teachers find themselves teaching subject that they are not qualified to teach. The other findings from both the principals and educators are that the promotion and financial rewards must be linked with the performance of the educators. Educators must work for them. On the other hand, the performance of the schools must be linked with the performance of the individual educators. These findings also provide another challenge to the researcher to find out better ways the performance of educators could best be managed taking into account the complexity of the schools’ fuctioning and staffing.

The selection of student nurses is a major factor determining the standard of nursing education, of the nursing profession and the quality of health care provided to the community in which the nurse serves. Student nurses gain entry into the nursing profession through a selection system. These systems vary from country to country and even among universities and nursing colleges within the country. According to available research literature the most common criteria identified involve biographical, psychological and academic variables which most universities and nursing college utilise to select students. A survey was undertaken to identify these variables and subsequently criteria were drafted for the selection of students at a college in the Transvaal. From this survey certain biographical variables were identified that could not be utilised as selection criteria, since it could be seen as being biased and constituting a violation of the rights of the individual. The psychological variables identified could also not be utilised as this aspect was beyond the scope of this study. The only usable discriminant was the academic variable where certain subjects and grades were highlighted in selecting students. The Swedish rating scale was used to draft a formula as follows: • A candidate has to possess a matriculation/standard ten certificate with six subjects; • A mark is allocated to each subject and symbol; • These marks are added together. Extra weighting of the same mark would be added to the subject discriminants, namely English higher grade; Biology higher grade; Mathematics standard and higher grades; Physical Science standard and higher grades. These marks would be added together and a candidate would be selected if he/she had a mark of 35 or above.

The findings of the study revealed that there are Inadequate Performance Management Systems in place for educators In the North West Department of Education. This Is a challenge facing Human Resources Management Practitioners and relevant stakeholders in the Department, because the primary orientation of Performance Management is developmental through effective response to consistent inadequate performance as well as recognising outstanding performance. Failure to Implement and manage Performance Management Systems will result in low motivational levels, which In tum will lead to unsatisfactory performance and high turnover. Therefore the researcher suggests some recommendations based upon the results of the study to address the problems inherent in the current status-quo.

The aim of this study was to investigate educators' perceptions of quality assurance in education. During the quality assurance process educators are evaluated on the quality of their delivery inside and outside the classroom, in order to assess whether successful educational outcomes are achieved. Successful educational outcomes are dependent upon empowering, motivating and training educators. Quality assurance seeks to manage and support these processes. The evaluation process is essential to any ongoing effort to improve the teaching profession. Evaluation is part of the educational process, based on sound performance standards that are congruent to the delivery of quality education. The evaluation process is transparent, accountable, supportive, developmental and inclusive. There are three programmes, which together form the Quality Assurance. Each of these programmes has a distinct focus and purpose, and together they monitor the performance of the education system and develop the educator. These are: > Development Appraisal. > Performance Measurement. > Whole School Evaluation. The Developmental Appraisal process appraises individual educators in a transparent manner with the view to determining areas of strength and weaknesses. The Performance Measurement process uses scores achieved during the teacher evaluation exercise to evaluate individual educators for salary progression, grade progression and rewards and incentives. The Whole School Evaluation process, which is an external process, evaluated the overall effectiveness of the school. The empirical investigation commenced with a self-structured questionnaire which was distributed to educators. The data obtained from the completed questionnaires was processed and analyzed by means of descriptive and inferential statistics. The following are some of the recommendations made: > The educator evaluation instrument must focus on teaching time. > The quality assurance process must focus on developing the educator. > Further research should be conducted on the role of quality assurance in educator career paths.

Motivated teachers are essential for effe~~ive teaching to take place. As a result of trauma experienced by the black teacher, especially after 1976, when their authority was. undermined and the slogan "Liberation before education" was the theme of the day, teachers were unmotivated to teach. Furthermore the existing forms used to "inspect" the teachers were unacceptable for the ANC government and teachers. The researcher, out of his experience as subject advisor, identified and addressed the shortcomings in the existing evaluation practices by developing a motivation strategy where a motivation form is used. In this way a learning culture could again be established in the schools. As a grounding for above mentioned strategy a literature study was done on motivation, the motivation theories as well as ways in which adults are motivated. Goal setting, what it entials, existing theories as well as the errors made when setting goals, were also researched by means of literature studies. A motivation form is developed in this research, in which the purpose, development and structuring of the form is discussed. Finally research is undertaken to determine the didactic principles relevant to this study were researched to determine what the purpose and value of each principle were, and how these could simultaneously contribute towards the mastering of the work by the pupils.

This study was designed to investigate different perceptions held by respondents about the quality and impact of evaluation on teachers' work, behaviour and attitude to their work. The second aim was to examine different perceptions of respondents to factors of teacher evaluation that promote positive, meaningful and successful teacher evaluation. Lastly, the study aimed to determine whether personal variables such as gender, race, age, teaching experience and qualification have influence on perceptions of teacher evaluation. These perception are important in designing an evaluation system because they indicate teachers' willingness to participate and be evaluated. The data was gathered by means of a questionnaire from teachers, principals and inspectors of education in KwaZulu-Natal north coast. The researcher divided the sample into three groups, that is, teachers, principals and inspectors of education. The researcher used a cluster or multistage sampling design to select the sample of teachers, principals and inspectors of education. Three questionnaires were administered to the respondents. To achieve the above, the researcher used a causal-comparative research design. The One-Way Analysis of Variance (ANOVA) and the Scheffe Test of Multiple Comparison were utilised to determine statistical significant differences among the three groups The major findings of the study are the following: - teachers, principals and inspectors of education differ in their perception of the overall quality of teacher evaluation. - teachers viewed the evaluation process as having a positive impact towards teachers' attitude about their work, behaviour, teaching strategies, and their understanding of teaching and learning, while principals and inspectors of education saw the evaluation process as having little impact. - gender and age have no influence on perceptions of evaluation, while racial group, teaching experience and qualification have a significant influence in the way teachers, principals and inspectors of education perceive teacher evaluation factors. - the respondents not involved in the evaluation process differed significantly in their perception than those involved. However, there were no differences with regard to evaluator perception; information gathered; feedback from evaluation and context of evaluation in relation to the respondents' involvement. The recommendations of this study are: - it is necessary to consider the performance management system in order to achieve maximum results to improve teachers' performance: appropriate selection of teachers for specific tasks, their induction and probation, on the-job-training, supervision and management, performance evaluation, incentives and rewards, and management of under-performance. - that the role of teachers, principals and inspectors of education in the evaluation process needs to be restructured and clarified in such a way that teachers understand the purpose of evaluation and the criteria for evaluation. Teachers' views and concerns should be sought during the development of evaluation instruments. Finally, a training programme for evaluators should be developed so as to equip them with evaluation skills necessary to conduct effective evaluations. The programme has to involve teachers, heads of departments, deputy or vice principals, subject advisors and inspectors of education so that all concerned are aware of what is expected of them.

Die literatuurondersoek het aangedui dat daar ‘n groot dispariteit is in die toewysing van befondsingshulpbronne en steun wat aan skole toegeken word wat daartoe gelei het dat daar verskillende tipes en kwaliteit van onderwys aan leerders in Suid-Afrika aangebied is. Die evalueringsprosesse van die verlede, nie slegs in Suid-Afrika nie maar ook in Australië, die Verenigde Koninkryk en die Verenigde State van Amerika het hiërargiese verhoudings beklemtoon en die evaluering van opvoeders was na bewering ‘n werktuig van hiërargiese en sosiale beheer. Die meerderheid van opvoeders in Suid-Afrika was agterdogtig oor die inspeksiestelsel van die verlede en hulle het weerstand gebied deur die mobilisering van vakunie-ondersteuning, met die resultaat dat hulle die inspekteurs en die lede van die skoolbestuur verbied het om hulle klaskamers te betree. Die verwerping van die apartheidsonderwysstelsel het daartoe gelei dat swart skole aan die stryd vir demokrasie meegedoen het. Die klimaks was die 1976 Soweto-onluste, wat uiteindelik daartoe gelei het dat die onderrig- en leerkultuur in baie van die swart skole ‘n mislukking was (Smith & Ngoma-Maema, 2001:10). Met die geboorte van demokrasie in Suid-Afrika, het die land radikale veranderinge in alle aspekte, insluitend die onderwys ondergaan. Dit het dus noodsaaklik geword dat die demokratiese regering en die departement van onderwys die kwaliteit van die onderwys moes verbeter, veral na die swak matrikulasieresultate van 1995 tot 2000. ‘n Veldtog is geloods om skole aan te moedig om ‘n onderrig- en leerkultuur (OLK) te skep. Dit is in hierdie konteks dat Geheelskool Evaluering (GSE) tot stand gekom het om die nege voorafgedefinieerde areas van die skool te evalueer. Hierdie navorsing handel oor een van die areas van Geheelskool Evaluering, en spesifiek ‘kwaliteit onderwys’. Die Geheelskool Evalueringsbeleid skryf die opvoederbevoegdhede vir kwaliteit onderwys voor. ‘n Vraelys is opgestel om vas te stel wat die persepsies van opvoeders is in verband met die belangrikheid van die vaardighede vir kwaliteit onderwys. Die vraelys het bestaan uit 75 items in verband met essensiële opvoedervaardighede. ‘n Gestratifiseerde gerieflikheidsteekproef wat uit 600 deelnemers bestaan het is in hierdie studie gebruik. Die vraelyste is na opvoeders in Mpumalanga en KwaZulu-Natal versprei. Die voltooide vraelyste is versamel en na die Statistiese Konsultasiediens van die Randse Afrikaanse Universiteit gestuur sodat statistiese toetse gedoen kon word. Die statistiese toetse het een (1) tweede orde-faktor aangedui, naamlik ‘die belangrikheid van opvoedervaardigheid vir kwaliteit onderwys', met ‘n Alpha Cronbach betroubaarheidskoëffisiënt van 0,982 wat as baie betroubaar beskou word aangesien dit groter is as 0,7. Twee of meer onafhanklike groepe is vergelyk en dit is bevind dat al die onafhanklike groepe van mening was dat opvoedervaardigheid tot ‘n wisselende graad belangrik vir kwaliteit onderwys is. Die bevindinge dui aan dat die volgende onafhanklike groepe sterker as ander van mening was dat opvoedervaardigheid uiters belangrik vir kwaliteit onderwys is, naamlik: die Christene as Godsdiensgroep, die Afrikaanse moedertaalgroep, die uitstekende leerder-bywoningsgroep, die uitstekende opvoeder-bywoningsgroep en die uitstekende skoolbeeldgroep. Dit blyk dat uitstekende bywoning deur leerders en opvoeders en die positiewe beeld van die skool verband hou met ‘n gesonde skoolklimaat waar daar goeie dissipline is. Die bevindinge dui ook aan dat daar meriete is in die assessering van essensiële opvoedervaardighede en dit regverdig die titel Die volgende gevolgtrekkings is na aanleiding van hierdie navorsing gemaak: • Geheelskool Evaluering (GSE) is ‘n sistematiese benadering tot totale skoolverbetering wat elke aspek van ‘n skool inkorporeer om die kwaliteit van opvoeding te verbeter. Daar is bevind dat die nege (9) areas • wat deur die GSE bepaal is inderdaad relevant is vir die evaluering van skole in Suid-Afrika; • die beste manier om opvoedervaardigheid te konseptualiseer is deur ‘n integrasie van die kenmerke van individue (kennis, vaardighede, neigings en waardes) met die eise van die take en aktiwiteite (Gonczi, 2002:4); • die beste manier om opvoedervaardigheid te assesseer is deur die holistiese geïntegreerde metode te gebruik waardeur vaardigheid van die opvoeder se prestasie afgelei kan word. Hierdie metode bestaan uit die kombinering van kennis, begrip, vaardighede, houdings/waardes, etiek en probleemoplossing; en • opvoeders wat aan hierdie navorsing deelgeneem het was van mening dat die vaardighede wat deur die GSE geïdentifiseer is, inderdaad belangrik is vir kwaliteit onderwys. Die algemene en spesifieke doelwitte van hierdie navorsingsprojek is bereik en onderwerpe vir verdere navorsing is voorgestel.

With the dawning of the new democratic South Africa the 'dream' of a a unified education system was realised. Children who previously attended racially segregated schools are now all being educated in desegregated schools. This meteoric change has been eagerly embraced by most of the people of South Africa. Change at macro level often means change at micro level as well. For teachers within the education system this meant the challenge of providing equitable education for all. Schools in Lenasia, previously administered by the House of Delegates (concerned specifically with the education of Indian), began admitting black children from Soweto and the informal settlements around Lenasia since 1989. Soon after their admission teachers from some of the schools requested assistance from the school psychologist attached to the now defunct House of Delegates. They reported that they were experiencing difficulty teaching the children from the informal settlements. This request by the teachers provided the impetus for the research. The overriding aim was to determine what the concerns were and to develop strategies for addressing the concerns. A review of the research literature revealed that the concerns would be most appropriately identified within the naturalistic paradigm. The teachers were chosen as the unit of analysis. This was based on the finding that there was a dearth of research studies which focused on "teachers' voices". Listening to the teachers themselves is important. The aims of the research were a) to gather information on the teachers' experiences of teaching children from the informal settlements b) to describe the conditions which prevail, beliefs and attitudes which are held, processes which are going on and trends which are developing and c) to present strategies that may assist the teachers in their task. The research was conducted at primary schools in Lenasia. The participants were teachers teaching primary school children at these schools. A pilot study was conducted to eliminate potential unforeseen difficulties in the planned research. Data was gathered by means of a combination of methods, namely, four focussed group interviews, four phenomenological interviews, analysis of pupils' workbooks, analysis of pupils' school reports, analysis of the proceedings at a conference on Multilinguality and field notes. Interviews were audio-taped and transcribed verbatim. The proceedings at the conference were video-taped and also transcribed verbatim. The data was content and phenomenologically analysed by using Kerlinger's Method of Content Analysis (1986) and Giorgi's Method of Data Analysis (1985). Quality was built into the research by the application of strategies such as triangulation, persistent observation, referential adequacy materials, peer debriefing, member checks, purposive sampling, reflexive journals, dependability audits, confirmability audits and literature control. Several categories and themes emerged from the analysis of the data. The experiences of the teachers were categorised into the following divisions: pupil related experiences; parent related experiences; community related experiences; administration related experiences; didactic experience; personal experiences; strategies and suggestions. Teachers' attributed the difficulties that the children from the informal settlements were experiencing primarily to their lack of knowledge of English. The schools being English medium schools they expected the children to know English. They perceived the difficulties as arising from a number of factors such as a) pupils' emotional vulnerability, lack of motivation, classroom misbehaviour, ethnic groupings and cultural differences b) mother tongue instruction at their previous schools c) parents socio-economic status and illiteracy and d) social problems and lack of support from the community. It was generally felt that teachers did not have the necessary training and experience needed to teach children who spoke languages other than English. In addition, the children were of a different cultural group and they did not have the expertise to deal with this issue. Teachers perceived the administrators and subject advisors as not been sufficiently supportive and unable to guide them in their efforts to teach the children from the informal settlements. Further, practical problems such as the large number of children per class, wide range of ability groups in their classes, inappropriate placement of children, syllabus demands, and the policy of condoned passes was complicating their teaching. This often led to frustration, resentment, and 'burn-out'. In spite of these difficulties most teachers had attempted to address the difficulties in innovative ways. Understanding and empathising with the children's difficulties and being flexible in their teaching was one of the strategies used by the teachers. Other strategies included the provision of extra tuition in English. The analysis also revealed that some teachers had reflected deeply about their teaching instruction. From their reflections they concluded that they themselves had to change to meet the new demands in teaching. The literature review and control revealed many similarities between studies undertaken in South Africa and some differences and uniqueness. Drawing the threads of the various studies resulted in the development of the strategies suggested. In essence it involves a) the need for teachers to get in touch with their own beliefs, attitudes, strengths and weaknesses and address the needs b) teachers need to empower the children from the informal settlements to meet the demands of the school. This can be accomplished by a) improving their knowledge, skills, and expertise in addressing the concerns expressed b) enlisting the assistance of the parents and the community c) demanding that administrators and subject advisors provide the necessary guidance support and resources need to accomplish their task. Administrators and education advisors need to support, guide and enhance the teachers' expertise. Ways in which this can be accomplished is by providing appropriate, relevant, practical and challenging in-service training, presenting workshops and seminars, initiating staff development programmes and "just being there" for the teachers by valuing them and encouraging them.

Higher education institutions (HEIs) are now adopting the management styles that are being practised in profit-making organisations in the private sector. The top management in HEIs embark on monitoring performance of all categories of their employees, including academic staff. This has become necessary in order to encourage and enhance quality in teaching and also to achieve increased research productivity. This means that the same principles involved in managing the private sector, such as introducing performance management systems, are now applied in the public sector. Empirical evidence from previous studies suggests that the introduction and implementation of performance management systems in academic institutions often result in tension between academic employees and management, thereby heightening the age-long debate on the necessity for academic freedom in institutions of higher learning globally. The present study evaluated the perception of academic staff members regarding the implementation of a performance management system in an open distance learning institution in South Africa. The study adopted a survey research design, using a quantitative research approach. The total sample of the study comprised of 492 academic staff members of the institution. A structured self-administered web-based questionnaire that was tested for high reliability and validity content was used to collect primary data from the respondents. The data were analysed using both descriptive and inferential (one-way sample t-test) statistics. The research findings indicate that academic staff members at the institution are satisfied with the performance management system implemented by management. The study further found that academics do not consider the resultant performance bonus from the implementation of the performance management system sufficiently motivating and that it should therefore be reviewed by management. Overall, the outcome of the present study was to a large extent inconsistent with the empirical evidence presented by previous studies.

A number of studies have been conducted in relation to academic workload in higher education and many have noted a marked increase in workload over recent decades. However, fewer have specifically investigated the increase in the administrative component of an academic’s workload, and none have focussed on the current support given to academics by their secretaries in the context of a South African University of Technology. All academics require sufficient time to perform their teaching, research and community outreach duties satisfactorily, while Universities of Technology make additional demands on their academic staff in relation to such aspects as Work Integrated Learning, maintaining contacts with industry and new research requirements. The literature indicates that many feel that they are unable to cope or to cope adequately and that universities often do not understand the burden of the different tasks/activities they perform. The purpose of this case study was therefore to investigate the administrative workload experienced, and the support given, to academics at the Durban University of Technology. It specifically investigates whether the institution of a workload model for the university as a whole would be supported, and would be effective, in addressing equity and transparency issues in academic workload and thus in improving academic retention and research output for the university as a whole. This study used a mixed method approach involving three questionnaires administered to academics, their secretaries, and to senior management. In addition, semi-structured interviews were conducted with some senior academic staff. The results of the research indicate that the great majority of academic staff members experience a heavy administrative workload and that many believe they are doing more than they expected at the time of their appointment. While the secretaries were better informed as to the nature and extent of the administrative duties expected of them, many also felt that they are doing more than they expected and both groups indicated strongly that there is a lack of transparency and equity between different workloads performed by different individuals. Over ninety percent of both academic and secretarial staff believed that a workload model would assist in ensuring a fairer balance in the work performed, but significant individual comments indicated the difficulties and drawbacks which should also be taken into account and the consequent need for flexibility and ongoing consultation with staff, before the imposition of such a model. The results also revealed that there was considerable uncertainty amongst respondents as to the current existence of a workload model. It was, however, established that the university is planning to implement a workload model across all six faculties and that a member of the academic staff, Mr Greg Parrott, has been tasked to develop the relevant software. He is in the process of collecting the information needed. Contact was made with Mr Parrott and information exchanged with him. It is hoped that the data gathered in this study will serve to support this initiative. Following an in-depth analysis of the results, this study recommends wide consultation over the implementation of the model and the employment of a pilot phase to iron out any problems. Flexibility within the model and ongoing consultation are also recommended. The study further recommends that academic departments should consider making greater use of WIL students from the discipline of Office Management who, as part of their work experience, can work closely with secretaries in departments which require additional secretarial assistance. Additional part-time assistance, possibly from retired academics, for specifically academic administrative duties might also be considered.

Effective evaluation of teachers has as prime objective recognition of skills and professional development. This evaluation should take place as early as possible, as it is an important method of motivating and positively directing a teacher in his career. The principal and evaluating team should be the prime assessors of a teacher's input. Teacher motivation normally leads to acknowledgement as a professional teacher. There are numerous problems in educational evaluation, specifically seen in the light that this evaluation plays in improving education. Furthermore it must be stressed that the relationship between evaluator and teacher is of major importance. The teacher has to be led into realizing why he is performing his duty and must be motivated into using his full potential. A task which rests squarely on the shoulders of the principal. Productivity is determined by attitude and the role of the principal in nurturing a positive environment is vital. The demands of both present and future places a unique responsibility on a teacher. This calls for objective evaluation of the teacher where personnel development and job satisfaction can be progressive, without neglect of professional integrity. Communication and input from teachers, both as a group and individually, normally lead to commendable co-operation. Acknowledgement of the teacher's opinion leads to greater performance, in which case the pupil will certainly gain a great deal.

Academic staff development is seen as a vehicle of empowerment that focuses on assisting individual members of staff to acquire knowledge, understanding and skills needed to teaceffectively. A great number of South African Higher Education institutions have made inroads and advances with regard to academic staff development programmes. However many such programmes are usually general to all staff members including administrators and professionals and do not address the specific needs of academics. Managers often plan these programmes without consulting the envisaged participants or conducting any needs assessment despite the literature on academic staff development emphasising the importance of conducting a proper needs assessment. As a result academic staff members in these institutions still feel left behind when it comes to academic issues affecting them directly, such as an absence of continuous staff development and the development of their research and academic writing skills. Many academics feel that such programmes are irrelevant and boring and do not attend. Based on the above the aim of this study was to explore the needs of academics within the Education Department of Vista University Soweto Campus in order to arrive at an informed understanding of such needs for the purpose of informing future academic staff development programme planning. For the purposes of this study qualitative research was conducted using semi-structured interviews with a purposefully selected sample of eleven academics within the Education Department in order to ascertain their academic staff development needs. Data were analysed using the constant comparative method. The findings of the research reveal that the majority of the academics were dissatisfied about the manner in which academic staff development activities are planned and conducted. Among the factors mentioned, the following feature prominently: the need for continuous staff development; the necessity of conducting a proper needs assessment prior to planning academic staff developmental programmes, the needs of the academics in acquiring the skills for research and academic writing, and the availability of more funding for staff development activities. This report concludes with a number of recommendations for planning with regard to academic staff development programmes.
