Abstract:

Drug addiction and abuse in the United States has reached epidemic levels, and marijuana is the most used and abused illegal drug. With the legalization of marijuana for recreational use in Colorado, marijuana use has increased even further. Even though the legalization of medical marijuana occurred in November, 2000, and legalization of recreational marijuana use has occurred even more recently, November 2012, the full effect of the implementation of recreational marijuana on police agencies in Colorado remains unknown. Although Colorado law enforcement organizations will soon face the challenge of hiring officers with a history of past marijuana use, many Colorado departments have not modified recruitment and hiring policies. Coleman and Goodman’s snowballing sampling technique resulted in a sample of 20 Colorado police officers who discussed department policies that allow for the hiring of officers with a history of prior marijuana use. This discussion included their attitudes toward coworkers hired under such policy and factors that may influence those feelings. Data were collected through direct interaction by in-depth, one-on-one, informal and unstructured interviews. Participant interviews were transcribed, uploaded to NVivo 11, and coded. Results of data analysis showed participants did not have adverse thoughts or feelings about the departmental policies that allowed for the hiring of an individual with a history of marijuana use, as long as those individuals met departmental standards and recreational marijuana policy. However, some factors may influence their perception of the police officer, such as how long the police officer used marijuana, how long the police officer had gone without using marijuana, and the nature in which the police officer used marijuana (experimental, recreational/social, or chronic). Knowledge of these perceptions may help departments create new hiring policies or modify those that already exist.

Abstract:
The overarching purpose of this study is to discover the ability of the heads of department to make decisions in universities in Libya. This was accomplished through the examination of three main aims: firstly, to examine the level of department heads' ability to make decisions; Secondly, to determine the level of department heads' ability to make decisions according to certain fields of study including the decision making concept, the stages of making the decision, objectivity, flexibility, quality, control, and communication; and thirdly, and finally, to examine if there are any differences in the level of department heads' ability to make decisions attributed to the variables of scientific qualification, experience, gender, age, and specialization. The data collection tools consisted of two main dimensions including one hour interviews with 11 heads of department in Libyan universities and a questionnaire distributed to heads of department in Libyan Universities. The semi-structured interviews included two phases with initial interviews carried out with 11 heads of department at Libyan Universities during the summer of 2008. The researcher then undertook further in-depth interviews that were carried out during the summer of 2009 with the same 11 heads of department at Libyan universities in order to gather rich data about the topic under scrutiny. Over the course of reading some of the interviews, the researcher analyzed the statements that reflected the respondents' actions and views. The questionnaire distributed to heads of department in Libyan universities included a total sample of 500 heads of department and questionnaires were handed out and collected in person by the researcher. The response rate was high with 448 completed questionnaires collected in addition to 2 forms that were returned without being completed. All statistical analyses of the data were accomplished using the statistical package for the social sciences (SPSS) software (version 16). As will be revealed in the presentation of findings provided later in this study, the level of the ability of the heads of department to make decisions overall was considered to be high and the most important factor which helped the heads of department to make good decisions in Libyan universities was perceived to be the length of experience as a head of department. All heads of department felt that theydemonstrated a high level of ability to make decisions according to the fields of the study, which included the decision-making concept, the stages of making the decision, objectivity, flexibility, quality, control, and communication. However, all heads believed that there were differences in decision-making ability according to such factors as gender, age group, and whether a scientific or humanities based departments. It is suggested that the results of the study may help in developing education administration and management at universities in Libya and internationally. Recommendations for practice are provided including the suggestions that better selection and training of heads of department are crucial if the ability of heads of department to make decisions is to be improved. It should be noted that the study relied on the perceptions of the heads of department and although respondents noted comparatively few differences in the quality of decision-making ability based on the level of qualification or training there was a strong consensus that good decision making was contingent upon level of experience. Findings suggest that more rigorous pre-service and in-service training will enable heads of department to act with confidence in their decision making from an earlier point in their career. Moreover, the researcher proposes that best practice in other developed systems of higher education suggests that heads of department in Libyan universities require more systematic training in the softer leadership and management skills relating to human resource management.

Abstract:
There has been acceptance for some time of the importance of the role of the academic Head of Department (HoD) to the successful delivery of a Higher Education Institution’s (HEI) vision and strategy. It has been argued that due to the increased pace of change in English Higher Education in the last few years, with a trebling of fees and regulatory change, a recent Higher Education and Research Act (2017), and the introduction of the Teaching Excellence Framework, that there is even more need for effective HoDs. There has also been acceptance for some time that the training and support provided for those taking on the HoD role has been limited. The focus of this research study is how academic HoDs in post-1992 English HEIs are supported to undertake their role, taking into account both how decisions are made and their academic identity. This study adopted an interpretive approach – in line with social constructivism – exploring the perceptions, feeling, and beliefs of HoDs. 14 semi-structured interviews were undertaken with HoDs in two post-1992 English HEIs to obtain their views on how decisions are taken either in a managerial or collegial manner, how their identity forms part of the support they draw upon, and the informal and formal networks and support mechanisms they utilise. A further seven semi-structured interviews were undertaken with senior managers to triangulate the data from HoDs. The data was analysed using template analysis and the key themes were identified. The findings suggest firstly that HoDs prefer a decision-making environment that utlises a ‘soft’ form of managerialism or collaborative and collegial culture in which decisions are made. This form of ‘soft’ managerialism, it is argued, allows for the development of informal support mechanisms. Secondly, the study found that HoDs were unable to maintain their research whilst being in the role (and this was a frustration to them), but they found their disciplinary networks and identity important in undertaking the role of HoD. Finally, the study established that the informal forms of support accessed by HoDs, either within or outside their institution, were of most value in allowing them to successfully undertake their role. The time and space to network and reflect with others on the common challenges they all faced provided the support that was of greatest value to HoDs. Although the findings from this study cannot be generalised they could be of value to HEIs and human resources managers, as well as designers of HoD leadership programmes in taking into account how best to support the development of informal support networks for HoDs.

Abstract:
This study systematically examined and described the self-initiated learning projects of 20 inmates from the Central Facility of the District of Columbia Department of Corrections. The research questions which guided this study were: (a) what are the characteristics of the learning projects; (b) as perceived by the inmates, what is the impact of the prison environment on self-initiated learning; and (c) what meaning does the experience of self-initiated learning have for the inmates both while incarcerated as well as after release? The study design was naturalistic. The sample for this study was randomly selected from the target population by a random selection technique. The respondents in the sample were interviewed by the investigator who designed and used a 29 item semi-structured interview schedule. Other data collection methods included fieldnotes of the investigator's observations before, during, and after the interviews. The data were analyzed using Spradley’s (l980) ethnographic analysis technique consisting of domains, taxonomies, components, and themes. The study yielded the following major findings or themes relevant to the three research questions. The vast majority of the self-initiated learning projects were growth and development with regard to employment, religion, academic education, and personal development. The main reason for beginning the learning projects was to improve the respondents' attitudes concerning their morals, beliefs, and values. The learning format used in the majority of the learning projects was oral communication. The learning projects were facilitated by the policies, practices, and procedures of the prison. The major problems encountered were the insensitivity of the inmates, inadequate study facilities, and limited resources. Finally, the major institutional and expected community benefits were the job skills acquired and the attitudinal changes concerning the respondents' past criminal involvement. The study concluded the following: Self-initiated learning projects abound in prison as meaningful learning activities for the inmates which tend to supplement the institutionally sponsored programs. Se1f-initiated learning projects have benefit and value for inmates while they are incarcerated and an expected benefit and T value for inmates after they are released. Finally, self-initiated learning projects in the prison setting are not generally conducted in a positive and supportive environment. Implications for future research are also noted.

ENGLISH ABSTRACT: The objective of this study is the evaluation of financial management practices in the Department of Correctional Services (DCS). For the purpose of the study, "financial management practices‟ are defined and demarcated as the practices performed by the accounting officer, chief financial officer and other managers in the areas of budgeting, supply chain management, movable asset management and control. Recurrence of similar internal audit and inspection findings, as well as the continuous poor audit reports that the department had been receiving annually, led the office of the National Commissioner to request all branches and Regional Commissioners to compile action plans aimed at addressing non-compliance. In order to fulfil the study objective, the normative requirements for the identified financial management practices are first defined in terms of financial management theory, policy and legislation. The accounting officers are heads of departments, and they account personally for financial transactions. The concepts of "budget processes" and "planning" are explored in order to identify normative requirements. „Budget‟ is identified as part of organisational planning, which starts with the aim and the mission of the institution. Under supply chain management, the principles of procurement are discussed, as considerable amounts are spent on goods and services. The life cycle of assets is discussed in detail, including the procedure for giving account of assets. Control is defined as a process through which a manager ensures that activities are carried out as originally planned. With regard to policy and legislation, the Public Finance Management Act (PFMA), Act 1 of 1999 as amended by Act 29 of 1999 (South Africa, 1999) and Treasury Regulations are explained in detail, focusing on the budget process and financial management responsibilities of all different role players. With regard to supply chain management, policies are explained in detail, focusing on the acquisition of goods and services. The acceptable supply chain management system is also highlighted. According to Gildenhuys (1997:137), equipment is called movable assets and this category of assets are obtained and created to be utilised for a number of years as instruments for delivering services. With regard to control, in order to comply with financial management policies, an official in a department must ensure that the system of financial management and internal control established for that department is carried out within the area of responsibility of that official. The budget and planning processes of the Department of Correctional Services are explained in detail. How the financial management cascades through the department is highlighted by means of an organogram. Supply chain management processes are discussed in detail, focusing on the procurement procedures and requirements for acquisition of goods and services. The policy on asset management for the Department of Correctional Services is considered, focusing on the acquisition and control of assets. The legislative framework of the department is also examined in detail, focusing on the control measures within the department. The theory of evaluation is discussed in detail, with the emphasis on evaluation questions. A summary is provided of the financial functions of budgeting, supply chain management, asset management and control in terms of the financial functions of each of the following role players: the Accounting Officer, Chief financial officer and other managers. Evaluation questions are formulated, and audit reports contained in the annual reports, the internal auditor‟s reports and circulars of the department are used to answer those questions. Finally, recommendations are made, emphasising that Department of Correctional Services needs to continue to invest in the training and development of all staff, regarding The PFMA (South Africa, 1999) and Treasury Regulations.
AFRIKAANSE OPSOMMING: Die doel van hierdie studie was om finansiële bestuurspraktyke binne die Departement Korrektiewe Dienste (DKD) te evalueer. "Finansiële bestuurspraktyke" word vir die doel van die studie gedefinieer en omskryf as die praktyke wat deur die rekenpligtige amptenaar, die hoof finansiële bestuursbeampte en ander bestuurders binne die gebied van begroting, voorsieningskettingbestuur, roerende batebestuur en beheer beoefen word. Herhaalde voorkoms van soortgelyke interne ouditerings- en inspeksiebevindings, sowel as die voortdurende swak ouditverslae wat jaarliks deur die departement ontvang is, het die kantoor van die Nasionale Kommissaris genoop om alle takke en Streekskommissarisse te versoek om 'n plan van optrede op te stel om nie-nakoming aan te spreek. Ten slotte word aanbevelings gedoen wat beklemtoon dat die Departement Korrektiewe dienste sy belegging in die opleiding en ontwikkeling van alle personeel ten opsigte van die WOFB (South Africa, 1999) en Regulasies van die Departement Finansies moet voortsit.

Abstract:
This thesis examines problems in the teaching of English for Specific Purposes(ESP) in four technological and vocational higher education institutions in Taiwan,with particular reference to the Department of Applied Foreign Languages - English (DAFL-E)/ Department of Applied English (DAE), a newly established department intended to meet the high demand in the job market for English specialists with adequate business knowledge. The Department provides courses in English for specific purposes, in this study, for business purposes. However, students' low English proficiency results in inadequate meeting of the needs of industry. To understand ESP and the problems that arise in the DAFL-E/DAE, the writer conducted interviews with the Heads and teachers, and surveyed students, in four selected institutions, to seek their views and attitudes towards the work of the Departments and the difficulties they confronted. The policies regarding new teacher qualification requirements and discontinuation of the 5-year junior college programmes were reviewed. It was found that the DAFL-E/DAE face many challenges. First, specific goals and distinctive features have not been established. ESP is neither recognised nor its specific purposes served. Teacher training to teach ESP is also not developed. Secondly, the departments do not adequately prepare students for future employment, in terms of course design, English proficiency qualification and industrial placement. Students express dissatisfaction towards the Departments. Recommendations are made to the departments, teachers and students with respect to teacher training, team teaching, course design, needs analysis, English proficiency qualification and industrial placement. It is concluded that ESP should be incorporated in business-related English courses, in order to promote satisfactory attainment in English competence and business-related knowledge, and so contribute effectively to meeting the growing demands of industry.

O presente trabalho desenha um perfil do Ministério das Relações Exteriores a partir da compreensão de seus burocratas durante, principalmente, porém não exclusivamente, as gestões de FHC e Lula. Para tanto se analisam 1466 currículos de diplomatas que entraram na carreira desde 1961 até 2009 (com atualização em 2010), tendo em vista os elementos de ingresso e promoção (inscrições, aprovados, idade de entrada e progressão profissional) e as características do corpo burocrático como origem geográfica (nascimento), gênero, raça e formação educacional (graduação e pós-graduação). O estudo busca entender os câmbios da formação e composição dos atores que operam a diplomacia nacional com base nas continuidades e mudanças políticas e burocráticas do Ministério e do Estado brasileiro com especial atenção ao período democrático recente.
This work draws a profile of the Brazilian Department of State through its bureaucrats emphasizing mainly, but not exclusively, FHC and Lulas administration. By analyzing 1466 diplomats curriculum of those who entered in the career between 1961 and 2009 (updated in 2010), it aims initial elements (inscription, approbation, age of entrance and professional progression) and characteristics of the bureaucratic personnel such as geographic origins, gender, race and education (under graduation and graduation). The study seeks to understand the formation and composition of the actors that operates the national diplomacy grounded into the political and bureaucratic continuities and changes in the Department of State and the Brazilian State itself, focusing specially in the recent democratic period.

Depuis la décentralisation, les prérogatives départementales en matière d’adoption n’ont fait que se renforcer. Cette collectivité territoriale intervient à tous les niveaux de l’adoption, que ce soit du côté de la famille biologique de l’enfant, des familles adoptives, ou encore des enfants adoptables ou adoptés. Le Département est ainsi devenu un acteur incontournable de l’adoption. En raison des nouvelles problématiques liées à la spécificité de la filiation adoptive, ce rôle est encore appelé à se développer. Si, à l’occasion de certaines des attributions qui lui sont confiées, le Département a lapossibilité de jouer pleinement son rôle, il semble qu’à l’inverse d’autres fonctions aient perdu de leur importance en raison des pouvoirs auxquels la collectivité départementale est confrontée. La présente étude a pour objet de préciser le véritable rôle du Département dans l’adoption, que son intervention se situe dans le processus adoptif ou auprès des enfants adoptables ou adoptés
Since decentralisation, departmental prerogatives with regard to adoption have been reinforced. This local authority intervenes at all levels of the adoption process, be it from the side of the biological parents, adoptive families, or adoptable or adopted children. In this way the department became a key player in adoption. Este trabalho analisa as políticas de EJA desenvolvidas pela União e pelo Estado de São Paulo, no período 2003-2009, sob a ótica do regime de colaboração em um Estado federativo. Elegemos como instâncias a serem objeto de nossa análise a Diretoria de Políticas de Educação de Jovens e Adultos da Secretaria de Educação Continuada, Diversidade e Alfabetização do Ministério da Educação DPEJA/SECAD/MEC, e a Secretaria de Estado da Educação de São Paulo SEESP. Através da descrição e análise de políticas e programas, e dos dados de demanda e oferta escolar por essas duas instâncias, buscamos avaliar como o regime de colaboração, entre as esferas federal e estadual de governo, tem se concretizado no Estado de São Paulo, no sentido e garantir a efetivação do direito à educação das pessoas jovens e adultas que não puderam iniciar ou concluir a escolarização básica na idade considerada regular. A pesquisa foi realizada mediante análise de documentos, realização de entrevistas com pessoas envolvidas com a temática e revisão da bibliografia sobre o tema. Conclui-se que a as responsabilidades estabelecidas pela legislação referente à obrigatoriedade da oferta de EJA não tem sido respeitada pela União e pelo Estado de São Paulo. Um dos principais fatores ligados a este descumprimento da legislação é o fato de que a colaboração entre estes dois entes federados em relação à EJA não se efetivou satisfatoriamente no período analisado.

By means of qualitative and quantitative research, they are to analyze the factors of job satisfaction that influence staffs of police institutions. Make relevant recommendations to the research as reference to provide further strategic human resource management purchasing of police institutions. The main findings of the study: I Strengthen the reward of purchase affairs to make better external environmental conditions. II Behavior of people in charge and qualities of get along well with colleagues affect the willingness to continue purchase affairs. III Promotion of staffs will affect by levels and other environmental conditions. IV Hidden crises such as complicated purchase affairs, regulations and projects postponement affect job satisfaction of staffs as well. V Qualified purchasing staffs need to have several abilities. The job is required to work under lots of pressures, with faith in families and religions and cooperate with professionals. What is more, purchase affairs attach importance to details and standard procedures. VI Personal job satisfaction has nothing related with salaries and wages. VII Males have better performance in business relationships than females. Females gain more positive job satisfaction than male. It showed that women appear to have more pleasure and personal achievements as staffs. VIII Females have more pleasure and personal achievements as staffs than male, but they may gain lower satisfaction on business relationships. IX The impact of educational background on “people in charge of appreciation to satisfy external incentives” comes from specification of the existing system. It might influence basic level workers’ mood and job satisfaction. Policy Recommendations I Strengthen external conditions to improve staffs’ job satisfaction. II Improve promotion and regulation. III Enhance internal satisfaction conditions and select someone who is interested in this job with specialized subject on this field as priority. IV Suggest Central Police University and Taiwan Police College take government purchasing courses into educational training programs or counsel students obtain certificate of purchasing professionals. V Recommend purchasing authorities to praise staffs with excellent performance as praising government officers in Ministry of the Internal as reward and encouragement. Governmental accounting personnel are under a binary commanding system due to the one-whip systematic design. The accounting office of any governmental institution is independent of the institution. Employment, job transfer and job evaluation of accounting personnel are not under the supervision of institutional chief. Accounting personnel work independently without interference from the institution. Accounting personnel play an administrative and an assistant role in the institution; they are responsible for regulation and recording for financial affairs of the government. At the same time, they are also the expatriate staff of the ministry of accounting. Because of their double identities, accounting personnel are under two separate administrations. If their roles are contradicted under two administrations, role conflicting emerges and organizational performance may be affected. In this research, the qualitative research method is utilized to focus on role conflicting of accounting personnel in correctional institutions. Throughout judgment sampling of non-probability sampling method, six chief accountants and six non-chief accountants are selected for in depth interview. Types, sources and reasons of role conflicting of accounting personnel in correctional institutions are discussed on four dimensions: organizational, regulatory, personal and interpersonal, in order to understand role conflicting and obtain further suggestions and solutions. Based on the results of the analysis, this research provides suggestions for the ministry of accounting and accounting personnel as follows: 1. Suggestions for the ministry of accounting (a) Legitimate reviews on every form filling and stamping, and simplify the process. (b) Enhance regulatory propagation and education during the time of chief or personnel training. (c) Promote accounting personnel trainings such as psychological, emotional and conflicting management. (d) Review revisions of accounting regulation or suggest the ministry of accounting to promote revision for clear expending regulations and job responsibilities. 2. Suggestions for accounting personnel (a) Establish standard operating procedures for financial expending and budgets of the institution. (b) Enhance regulatory propagation and education for financial responsibilities and financial integrity of the institution. (c) Increase accounting laws and professional knowledge. The most special one in Hualien toxic agricultural demonstration households is Zihciang Farm, because it is part of Zihciang Minimum -Security Prison, as a judicial correctional institution. Prison’s job is training inmates to have a skill for the purpose of cultivate industrious habits, cultivate body and mind. So that they have the skills to look for work easier after release. This study aimed to investigate the course of correctional institutions to promote non-toxic agriculture, effects, dilemmas and provide improvement strategies. In this research, the qualitative research method is utilized by non-probability sampling method. There are 14 persons including wardens, mentors, executives, administrators, and inmates are selected for in depth interview. Based on the results of the analysis, cherish the local ecological environment, the warden of Zihciang Minimum -Security Prison asked the staff not to spray pesticides and chemical fertilizer since year 2002. In year 2005, after joining the non-toxic agricultural groups completely use non-toxic organic production methods. After the implementation of non-toxic agricultural, as of 2012, agricultural projects grew 777.34% and livestock grew 472.93% in the Self-employed of Zihciang Minimum -Security Prison. Agricultural and livestock production is much higher than expected. Secondly, for inmates with good educational function and prison operations can reduce the burden on the treasury. Third, become a nature learning environment. Finally, assist regional development, local binding function and beneficial to the national economy. By document analysis, participant However, there are some problems in the delivery process, such as “climatic conditions and production environments limit agricultural production”, “Inmates vary in quality, increased operational difficulties”, “correctional staffing shortage and jobs hidden crisis in farm”, “lack of non-toxic organic expertise can’t enhance the quality”, “job operational management need improved”. By document analysis, participant observation, depth interviews data obtained, recommend five improvement strategies, as “changes in response to environmental change”, “continue to strengthen the quality of inmates’ empowerment”, “strengthen organizational learning, enhance the quality of manpower”, “promote a high-quality tourist prison and establishment of regional characteristics”, “estimate of the revenues reasonable and seek cooperation opportunities and marketing channels”. This research provides suggestions as follows: systematic planning and nurturing correctional officers and inmates, the establishment of public facilities and supporting the program, build multimedia information system, confirm the powers, responsibilities and cooperation of the various units of the farm, lock-in the focus segments and strengthen marketing management, enhance organic agriculture for the future direction.

By learning professional knowledge at the school to construct the relevance of learning with the needs of the job market and directly applied to practical skills in the workplace after graduation for engineering field students is an important issue of the modern education system.   This study gathered domestic 104 and 111 Job Banks’ data and analysis about jobs related to civil engineering field in April, August, and December, 2012 to explore the needs of civil-related manpower in the current job market. The study compared the proportion of professional skills and knowledge in the civil department courses of the eight main sample schools in tertiary institutions of higher education system and technological and vocational education system. The study statist the needs of the job market corresponding to courses of civil engineering department, construct and discuss the relevance of needs of the job market and the professional courses of the school system and the relationship between supply and demand.   According to the research, field engineers occupy the highest job demand (about 48%), while site directors are more needed among people with professional licenses. About 68.75% engineering industry still tend to hire field engineer with practical experience, which indicates that if students could accumulate practical experience through workplace internships or practical lessons in the campus, it may be helpful to converge the needs of workplace job and expand the depth and breadth of job-seeking. Based on the statistics of the ratio of vacancies distribution in different regions, vacancies are still mainly concentrated in the largest five cities with intensive business activities, which shows that engineering related businesses are still more prosperous in metropolitan area, particularly three traditional major metropolitan areas: Taipei, Taichung and Kaohsiung.   Review the manpower needs in the workplace and the proportion of professional courses in civil departments of the sample schools, except drawing personnel and civil engineer vacancies, the proportion of professional courses in the sample schools meets the manpower needs, and emphasis on practical programs in technological and vocational education system schools help to approach the needs of the job market.

The concept of palliative care has not been widely accepted in Taiwan. Therefore, health care providers in the emergency rooms (ER) usually face a dilemma in managing patients who are residents of long-term care institutes in choosing active resuscitation or supportive care at the terminal stage of their life. The objective of this study was to evaluate the characteristics of the long-term care residents and their demands to receive palliative care in the ER setting. Methods is The patients who were residents of long-term care institutes and sent to the ER of study hospital were included. Background characteristics and clinical data were recorded, and a “palliative score demand evaluation questionnaire” was provided to collect information about the functional status of the patients. The information was linked to prognosis and survival data one year later. A total of 61 patients were included in the analysis (35men and 26women, mean age 73.18±13.81). The most frequent diagnoses were pneumonia (48.3%), urinary tract infection (20.7%), and bed sore (54.1%). Fifty patients (82%) required more than one admission. All the “Do Not Resuscitation” (DNR) consent was signed by the family, and none of the DNR was approved by the patients themselves at the long-care institutes. A total of 25 patients (41%) died in the following 6 months to one year. The score in the evaluation questionnaire was positively associated with the mortality rate.The “palliative score demand evaluation questionnaire”score was use to discriminate 1year survival with an area under curve 0.75 in the ROC analysis.The results showed the ignorance and lack of acceptance of hospice care by the residents in long-care institutes and their family. Intervention by the health care providers in the ER and Long- term Care Institutions setting may possibly enhance the awareness to this problem.

This dissertation is focused on the efficiency evaluation of pre- and post- merging and to find some factors resours that impact technical efficiency of credit departments with farmers association Taiwan. The Data-Envelopment Analysis (DEA) -CCR model is employed to estimate the total technical efficiency (TE) of 286 credit departments with farmers association of community financial institutions in Taiwan from 1999 to 2002. Then the DEA-BCC model is also employed to estimate their pure technical efficiency (PTE) and scale efficiency(SE). It also makes a comparison between the technical efficiency of pre- and post- merging of credit departments and finds the differences with them. After this, the study employs the CAMEL model to compare and analyze the pre- and post- merging of capital adequacy、quality of assets、earning capacity、liquidity reserve and growth prospect ,etc. This study evaluates seventeen financial ratios as a measurement index. It also kinds out that the merger of credit department with farmers association has the positive effect. At the last, the statistical regression analysis is conducted to find some factors that impact technical efficiency. The results are summarized as follows: 1.The results indicated that efficiency of the credit department with farmers association before the merger are inferior to those of the banks after the merger in general. 2.A lot of the mergers of credit department with farmers association of community financial institutions reach the economies of scale. 3.The number of branches has not affect that acquired to the credit department with farmers association. The total number of employees、degrees of employees、total assets、interest received/loans and interests expenses/interest income have the apparently positive effects on the changes in Technical efficiency. The deposit loan ratio and overdue loan ratio have negative effects on the changes in technical efficiency.

Substance use problems are worldwide that is also unquestionably a big issue in Taiwan. The majority of substance abuse changes from time to time. However, the impact of substance related problems on health, role functioning, family and society still remains. The current study investigated the management work of substance related problems is provided by the hospitals and clinics in Taiwan. We conduct a comprehensive inquiry toward eight specialists and review literatures that are substance abused related issues to design the questionnaire. The questionnaire is to evaluate the manpower, software and hardware setting, substance related disorders treatment models, obstacles and difficulties of the work, and opinions/suggestions regarding the National policies within the 121 hospitals and clinics assigned by the Department of Health Executive Yuan for substance related disorders. The response rate for this study is 71.7%. The results show that they provide services for several kinds of substance related disorder. The most popular substance use associated services are alcohol (97.7%), sedatives and hypnotics (90.7%), and methyamphetamine and analogues (82.6%). In the meantime, outpatient (100%), inpatient (66.3%), and emergency room (66.3%) care are the most common way for using this service. The rate of hospitals and clinics equipped with full-time multiple disciplinary staff is from 3.5% to 27.9%. Although the use of Naltrexon, Methadone, and Disulfiram are very mature in the United States and Europe, however, they are hardly ever adopted in Taiwan. The main prescriptions for substance related disorders are benzodiazepine, antipsychotics, antidepressants, mood stabilizers and lithium. Since psychosocial involvement is vital for successful treatment, yet the rate of individual psychotherapy and psychosocial involvement is 74.4% and 72.1%. In addition, only 52.3% of the institutions have provided structured psycho education of substance use related knowledge courses. More than 50% of the subjects are regarding to (1). Manpower shortage (2). How to assure staff’s security (3). National health insurance cannot afford treatment of substance related disorders (4). Well disciplinary staffs are insufficient (5). Lack of effective medication When speaking of the national policies associated with substance use problems, there are more than 75% of the subjects agree with the current harm-reductive trials, and assent to (1). Coordination of the related department of the government to deal with the substance related problems”, (2). Formulation of the definite content and standard for treating substance related disorders”, (3). Arrangement of thorough training program for the staff (4). Establishment of reward policies (5). Expansion of budget for substance related problems management The current study also reveals that the ability to provide numerous kinds of services of substance related problems within institutions is assigned by the Department of Health Executive Yuan. But due to the time allowance and limited manpower of multiple disciplinary staff, the quality of the aftercare will deserve more investigations. Furthermore, the opinions and suggestions of the policies might serve as references for the government’s substance use related policy measurement and establishment in the near future.

Thanks to the great progress of the information technology, we can't do anything without computers or MIS (Management Information System). In order to process the information data more efficiently, save the cost of the manpower and win more and more customers. Almost every bank establishes their own information department and invests a large amount of money into the information department or MIS. But many of them didn't know if it did work and is worth doing. In view of this, it’s valuable for the banks to understand how to find some ways to reduce the cost. The purpose of this study is to investigate those banks which apply the center profit and to analyze the capital flow of MIS. Besides, the information department (MIS) gives their service to help each department to process the complex data for a long time. But the rapid grow of economy makes it harder and harder. It needs to take a lot of expense to maintain and develop, but the information department can't afford so much expense. According to this study, the managers can try to apportion the cost into each department. I take a lot of home banks as examples, and interview two new banks and an old bank to get the information of the profit center. Besides, I send 39 questionnaires to the banks and retrieved 15 questionnaires. I analysis these 15 simple banks to advance some views and the advantages and disadvantages of the profit center system. I hope the study can give some good suggestions to help the financial institutions to establish the profit center in the future.

ABSTRACT The fifth discipline: the art and practice of the learning organization (LO), becomes the current trends of leaning subjects in 1990s. The impetus of LO gave from 1980 and extends from enterprise to society. In our country, LO was enforced by ministry of education in 1998, which was enforced by setting several schemes of lifelong leaning into action. Up to date, no reports evaluate the effectiveness of LO enforced in Taiwan. In this paper, a localized LO assessment scale is designed to evaluate the effectiveness of LO enforced in Taiwan, which refers to an LO assessment scale proposed by Yun-Wei Zhou in 2000 and several related reports. The proposed scale comprises of seven dimensions: shared vision and strategy, teamwork, organization rules and regulations, organization structure and procedure, knowledge acquisition, knowledge creation, and knowledge storage. After the modification of reliability and validity analysis, there are 59 questions in this scale. The objects of this research are evaluating the LO degree to institutions of in-service students in universities and colleges. The number of sending and receiving questionnaires to the in-service students of two-year polytechnic colleges are 2365 and 1419, respectively. The number of sending and receiving questionnaires to the in-service students of master degree are 1470 and 684, respectively. The conclusions of this paper are listed as follows: 1. The OL degree to the institutions of in-service students is acceptable. 2. From the dimensions of teamwork, organization rules and regulations, organization structure and procedure, knowledge acquisition, knowledge creation, and knowledge storage, the LO degree of the north institutions is higher than that of the south institutions. 3. From the dimensions of organization rules and regulations, organization structure and procedure, knowledge acquisition, knowledge creation, and knowledge storage, elder institutions acquire higher LO degrees. 4. From the dimensions of organization rules and regulations and knowledge storage, the LO degree of government agencies is higher than that of enterprises. According to the above-mentioned conclusions, some suggestions are given to the investigated in-service students, universities and colleges, institutions of in-service students, and government agencies.

Since Taiwan opened up the establishment of financial institutions in 1990s, the basic financial institutions have encountered the competition and erosion from the private banks both in the business and customers. The Credit Department of Farmer’s Association, as a part of the basic financial institutions, due to the restriction of the laws, it can only operate a few business items and also difficult to develop business. Therefore, It can’t overlook the importance of keeping old customers and developing new customers in the service-oriented era. Moreover, to resolve the problem of service quality of the basic financial institutions, we must learn the direction of improvements to improve the business and quality of the basic financial service. Taking the Credit Department of Farmer’s Association as an example, this study constructs a general framework to evaluate its service quality by using the Fuzzy Analytical Network Process(ANP). Based on the related literature and expert questionnaire designs, it distributes the questionnaires to work out the demand factors valued by the customer. After that, it combines with Fuzzy ANP to rank the priority of the customer demands, so as to formulate the criteria and sub criteria that should be valued for the service quality of the Credit Department of Farmer’s Association. Through the appraisal mechanism, it finds out the key features of the service quality of the Credit Department of Farmer’s Association, and proposes some empirical suggestions. It expects to provide an effective appraisal tool for the improvements of the service quality for the Credit Department of Farmer’s Association, and further improves the customer service quality of the staff, so as to achieve the management effectiveness.

At the centre of the messages and information disseminated to the public, there is language. This study investigated the role played by language when health awareness campaigns are planned by the Department of Health (DoH) in South Africa. The background and rationale of the project is discussed, with special reference to the language speakers in Pretoria, since the study was undertaken in this area. Pretoria is a city occupied by residents that are representative of all South African language groups; namely, English, Afrikaans, Sotho, Nguni, Venda, and Tsonga. This coming together of all languages in one small area of the country has indirectly led to the evolution of a language that has never stopped to grow over the years. This language that has evolved in Pretoria is unofficially called Sepitori (Pretoria Sotho); it has become a language of pride, and the communities in and around Pretoria see it as a compromise between Sepedi and Setswana. Since Sotho is widely spoken in Pretoria, the communities have become so attached to this language that anyone who speaks English around them is seen as snobbish, or an elite who normally doesn't get a warm welcome by the average Pretoria township resident, and they are often labeled 'coconuts'. In the health centres of the city and surrounding townships, health information is conveyed mostly in the English language. Through observation, one may say that important information might be ignored by the people visiting public clinics and hospitals, or they might have little or no interest in reading it. This might be because of various reasons which the study will try to find out, as guided by the language policy of South Africa in the DoH. The concern in this study is the language used for the displayed information. The study attempts to assess whether consideration is given to the language(s) of the locals when health awareness campaigns are prepared.

Leadership is a problematic topic at universities and it is therefore difficult to isolate a leadership theory that is applicable to Heads of Department (HODs). The manner in which HODs construe their leadership roles is the focus of this research project and the study is conducted from a constructivist perspective The university context in which HODs lead is explored in the literature overview. Definitions of leadership, general leadership theories and leadership issues in academe are investigated. The research findings are integrated into a leadership model for HODs, consisting of constructs (leadership behaviours, actions and values) and elements (leadership situations). The following contributions are made by the study: * The variety roles an HOD has to fulfil is confirmed by the study. However, this study indicates that leadership is interwoven with everything an HOD undertakes. * HODs construct their roles uniquely, but in general terms most HODs consider academic and scholarly work (own and that of the department) as part of the leadership role they fulfil. Leadership at HOD level at university incorporates both managerial and leadership ideas. * HODs consider their leadership environment to have qualities of the following known university environments: collegial, enterprise, bureaucratic and corporate. * This study identifies eight leadership themes with reference to the leadership role of an HOD at university; providing academic guidance, being a figurehead, determining the strategy and positioning the department, liaising with internal and external stakeholders, being a change agent, being a general manager, and being involved in student and staff relations. The following leadership themes can be added to the current body of literature: being a figurehead, own scholarly profile, as well as being involved in staff and student relations. Leadership at academic departments is at the heart of everything in which an HOD is involved. Leadership is thus becoming indispensable at academic departments at university.

Abstract:
The purpose of this study was to investigate the retention of employees in the Department of Transport in the Ministry of Works and Transport. The research was undertaken because employees in the Department of Transport are resigning rapidly, creating a high vacancy rate in the department. There is thus a need to investigate the reason/s why employees are leaving the institution so that strategies can be implemented to mitigate the high number of resignations. In order to obtain the desired results, the research project used both qualitative and quantitative research methods. The study revealed that the Department of Transport has no guidelines on retention of employees and this has negatively affected the department, particularly its failure to retain employees with specialised skills that are highly sought in the labour market. Another shortcoming of the Department of Transport is the failure to offer performance-related incentives and market-related remuneration. In the absence of these benefits, employees opt to resign and seek better remuneration packages elsewhere. It is therefore proposed that the department should review its efforts to retain employees, including the formulation of retention guidelines and reviewing the remuneration of employees.

The purpose of this study was to evaluate the implementation of the components of unit management, namely; architecture, case management, risk management and human rights in South African Youth Development Centres. The concept of unit management in correctional centres was adopted by the South African Correctional system in March 1995. However, the formal introduction of the concept was announced by the former Minister of Correctional Services, Dr. Sipho Mzimela, on 16th February 1996. The implementation of unit management was viewed as a vehicle for service delivery in South African correctional centres. Moreover, this concept was also viewed as a strategic move to ensure that corrections and the rehabilitation of inmates, as the core business of the department, are achieved. In an attempt to assess the application of unit management at South African Youth Development Centres, and how unit management influences the rehabilitation of sentenced youth offenders, a descriptive study was conducted to obtain knowledge and perspective from the available literature. In addition to a descriptive study, the researcher employed a quantitative methodology. Using the quantitative approach, data was collected by means of a structured questionnaire. In the case of coding and data analysis, a Statistical Analysis System (SAS) was utilized. In sum, Frequency Tables and Bar Charts were used to simplify the analysis per section and category. The findings from this study revealed that the conditions of detention at Youth Development Centres, specifically the level of overcrowding, influence of old correctional centre structures and the absence of custodial therapists contribute to the violence, violation of basic human rights and failure to rehabilitate youth offenders in these centres. Moreover, the findings also indicate that any efforts to implement the unit management approach proactively fails due to the abovementioned conditions in Youth Development Centres.

Abstract:
The study investigated whether the South African Research Chairs and the research programmes of the Department of Science and Technology and the National Research Foundation Programme (DST/NRF programmes), have made an effective contribution towards the acceleration of transformation in Higher Education Institutions (HEIs) in South Africa. The study argues that the implementation of the Higher Education (HE) policies by HEIs and the South African Research Chairs are seriously undermined by legacies of colonialism and apartheid. It is further contended that unless more funds are made available to black students to study full-time, the pillars of democracy of social justice, redress and equality remain meaningless ideological slogans. Guided by the insights provided by literature review on CDA, the study focuses more on the top-down relations of dominance (policy) that fuels continuing racial discrimination in higher education institutions, which the 2008 Final Report of the Ministerial Higher Education Committee isolated for criticism. The study posits that the thematic structural unifier, which links all the pieces of the multiplicity of the competing ideas and voices and threads through the whole study, is the endless probing and unravelling of the cultural and historical factors that continue to undermine the higher education transformation agenda. The findings of this study suggest that the policy implementation of the HE transformation agenda continues to be constrained by mismatch between policy objectives and implementation results. The findings also indicate that although the research-driven performance of South African Research Chairs has progressively improved each year and student support and research outputs increased between the 2008/09 and 2009/10 financial years, the direct impact of the SARChI programme can only be determined when performance is measured against the South African Research Chair Holders‟ baseline performance. The data also suggest that despite access to educational services at HEIs improving, the existence of various forms of discriminatory 15 practices, are still employed, a major challenge attributed to the “great man” leadership styles adopted by many university‟s vice chancellors and councils. This evaluation study utilises a small-scale purposive sample composed of three experts, with unstructured in-depth face-to-face interviews conducted with the experts.

Prison gangs are currently rife in South African correctional centres. Correctional officers and fellow offenders are frequently attacked by gang members, facilities are damaged and inmates are injured or killed in fights or during fires in correctional centres. Severe gang violence occurred at the Polls moor and Rustenburg correctional facilities at the end of 2016 and inexperienced correctional officers lacked the expertise to suppress the violence. This state of affairs necessitates further study into the management of prison gangs. Given the above background, this study aimed to examine how correctional facilities can suppress gang activity. The study provides an overview of the history of gangs in South Africa and shows how community gangs spread to prisons. This is followed by a meticulous documentation of the different elements of gang culture by means of observation in an effort to arm future correctional officers with knowledge regarding gangs. The findings of the observation revealed that gangs each have a unique way of greeting, using hand gestures, tattoos and verbal greetings. These communicative acts can be used as part of a strategy to prevent new offenders from becoming involved in gang activity. The observational research was confirmed by means of qualitative research. The experiences of gang members were examined by means of questionnaires to better understand the dynamic. The qualitative study was conducted at four correctional facilities, namely a maximum, medium A and medium B facility and a town youth facility. These different facilities ensured that all age groups were represented. Questionnaires were distributed to offenders who voluntarily consented to participating in the research. The literature study showed that South Africa has good legislature and policies in place, but that they have to be implemented more strictly and that the correctional officers have to be empowered by an increase in human resources and funding. In addition to capacity building, the strategic framework presented as part of the study suggests that supervision of gang members should be sharpened by for instance reconsidering the lay-out of correctional facilities. Gang members should be involved in rehabilitation programmes, which are frequently available, but not implemented. Correctional officers should be trained to manage gang members and legislation and policies should be revised frequently, as criminals tend to adjust their modus operandi continuously. The suggested framework can be of great value to the Department of Correctional Services, as managing gang activity in correctional centres can greatly change the efforts of the department to rehabilitate offenders.

The main aim of this study is to obtain the Master of Technologiae degree. Secondly, this study gives more clarity on the conditions of detention in maximum security prisons in South Africa and selected countries, namely the United States of America and Australia. Inmates detained in maximum security prisons are those who were sentenced to serve long terms in prison, including those who show violent behavior at lower security prisons. The development and treatment programs offered for inmates detained at maximum security prisons are taken into consideration, while certain negative aspects unique to maximum security prisons are examined as well. This study is important for the South African correctional system, due to the increase in the number of inmates detained in these facilities.

Government policies on subsidising higher education institutions may have a direct impact on the behaviour of researchers and managers respectively. Therefore, this thesis looks for clues on how higher education institutions respond to the government funding policies, with special reference to the New Funding Framework (NFF) introduced in South Africa in 2001. The funding framework specified that research funding would be determined only on the basis of research output. The NFF puts emphasis on the number of publications produced by higher education institutions per annum to determine their subsidy amounts. Governments use quantitative formulas to allocate research funds to higher education institutions based on their production of output. The current South African funding framework is arguably consistent with some international suggestions of the role that government funding can play in the implementation of national higher policies. This thesis uses higher education research output as a measure of knowledge production. As such, the thesis was set out to determine the effects that the research subsidy component of the NFF might have had on South African public higher education institutions‟ knowledge production between 2001 and 2006. The thesis argues that the subsidy component of the NFF has had positive effects on the knowledge production of South African public higher education institutions (HEIs). An empirical analysis of the output trends of South African HEIs for the period under review has shown a steady increase, more especially from 2003. The thesis attributes the new trend in higher education research output to the successful implementation of the NFF. It is thus concluded that considering the output trends of the period under review, the implementation of the NFF is yielding positive effects towards achieving its intended goal of increasing research output of South African public HEIs.

Lifelong learning for adults has almost become compulsory for the maintenance of employability. In the South African context, The National Plan for Higher Education advocated an increase of adult learners entering higher education to facilitate lifelong learning. This study will focus on adult learners returning to institutions of higher education on a full-time basis. The study will determine factors that motivate adults to enter the learning environment, and it will identify inhibitors and contributors during their studies. A qualitative research design has been employed. Analysis of data collected by open-ended questionnaires and in-depth interviews indicated that the motivation to return to higher education was mainly personal and career driven. Students reported on situational, dispositional, and institutional inhibitors they experienced and had to overcome. Contributors identified included various support systems. Recommendations are made in view of the results of the empirical study to assist institutions of higher education in South Africa to meet the unique needs of the adult learner.

This research is aimed at analysing the nature, extent and cause of smuggling at selected Correctional Centres in Gauteng with the aim to provide appropriate strategies to combat smuggling. Smuggling is seen as a chain of command that reflects predisposition of an organised crime. Smuggling in correctional centres is an ongoing concern. Unauthorised items that are smuggled into the correctional centres have an adverse effect into the lives of people and death is an ultimate price. The Department of Correctional Services is also experiencing a severe shortage of officials due to The Seven Days Establishment and the Occupation Specific Dispensation (OSD) policies of Centre- Based and Non-Centre- Based staff. The study shows an increase of smuggling of items such as dangerous weapons, dagga, cellular phones and sim card over a three-year period at the three Correctional Centres. Various recommendations are made to combat smuggling in correctional centres including going back to the basics of proper searching of visitors, offenders, cells and staff when entering the facilities.
