Full textImmediately after the Second World War, the Provisional Government of the French Republic, under the leadership of General de Gaulle and Jean Monnet, decided to engage in the French capitalist system a medium-term economic policy designated by the term "planning". The Plan, as a tool for the elaboration and implementation of industrial policies, directed French industry so that it could develop and adapt to different circumstances. Four Plans were successively implemented from the Liberation until 1965 by the General Planning Agency under the successive direction of three commissioners, namely Jean Monnet, Etienne Hirsch, Pierre Massé. Meanwhile, the Rueff-Pinay Stabilization Plan, Interim Plan, Plan d’adaptation des charbonnages, Giscard d’Estaing’s Stabilization Plan were launched. Interwoven in many ways with an "industrial expansion", French planning succeeded in transforming rural France into an industrial society and to shift French industry from the closed and protected situation to the confrontation of international competition. It also played an important role in the relationship between the public and private sectors and, in particular, the functioning of national enterprises. In the longer term, it was again in the Plan that the merit of drawing the lines of a harmonious development of the French regions, especially of the Spatial planning

Full textIn the immediate post-war, ways of conceiving the steering of public or private organizations are significantly reshaped by new forms of knowledge. In this context, the concept of foresight, popularized in 1957 by Gaston Berger, which means the ability to project into the future social, economic and political trends, finds multiple users willing to prescribe the future, instead of describe it. The socio-historical ways of co-production of a set of methods and instruments for elucidation of the future tells us about the receipt of social sciences in the social space in the decades after the war. A second movement of the thesis deals with the gradual nationalization of foresight, from the mid-sixties. By focusing specifically on the Commissariat au Plan and DATAR, the analysis task to uncover the phenomena of intellectualization of the administrative field and that an appeal undifferentiated space to academic and private research departments

Full textUntil the present time, the accounting system of Greece is determined by the greek tax code and by the corporation law. This accounting system has been recently in the process of gradual replacement by the greek general accounting plan, (G. G. A. P); it is for that reason that we refer to it, in our dissertation as "the old accounting system". This system is clearly out dated and does not provide business managers and other interested parties with the necessary information for the accurate identification of the economic and financial position of the firm. The G. G. A. P. Aims at rectifin the above unacceptable situation. It concerns exclusively the firms belonging to the so called "third group". It is hoped that the developement of the g. G. A. P. Will help to raise the productivity and efficency of the firms and will result, evendually, in the elimination of the insidence of accounts falsification and tax evasion. The G. G. A. P. Is certainly not flawless. It is therefore expected that after some years of application and testing will be properly adapted and improved

Full textBy the term governmental communication, this thesis refers to the means used by the state to establish an exchange of information between government institutions and citizens. Both vast and familiar, this information is recognised as a full right in the contract between the state and the nation. But it is also defined by its necessity as well as by the commentaries which stress its intrinsicly democratic nature. If the communication of the state poses questions inherent in the practice of representative democracy, it is far from offering an answer to what type of relationship between the government and the governed is the most direct possible. As a unique form of relationship between the people and the executive, governmental communication is itself a kind of governance, a mode of regulating between the accessibility and the inacessibility of the government vis-a-vis the governed. Governmental communications can be understood as a realization of the public face of state information. Two areas will be considered for analysis and explanation: the genesis and the economics of governmental communication. Through documentary and archival research covering the period from 1939 through 1976 - the year in which the prime minister's information and broadcasting service (service d'information et de diffusion du premier ministre or sid) was created - this thesis first demonstrates that governmental communication is a rationalized form of relationship between the state and its information. Then, by considering how the sid has functioned over the last 20 years, its procedures and the actors involved in it or around it - ascertained through both a series of semi-direct interviews and a questionnaire - this thesis demonstrates that the state has not created a new sphere of action but that the sid appears rather to be a dramatic device intended to disseminate the different guises of the state. Thus, governmental communications can be considered as a kind of theatre characteristic of the democratic system

This plan is analysed in terms of Russian cultural traditions from before the Soviet period which survived due to the continuity of personnel. The genesis of the plan is studied in terms of the interaction between architects and political leaders. Particular attention is paid to economic factors, despite the symbolic dimension of the operation. Finally, the thesis demonstrates the gap between the proposed plan and its ultimate realisation and analyses the means by which the plan was adapted to the existing city

Full textWhat is the decision-making structure that underpins career self-determination? Having examined existing models and various studies of the impact of their respective variables, we propose a general model which is inspired by three others: a structural model differentiating between internal and external axes, a hierarchical model and a dynamic model. In order to confirm this hypothesis, we have conducted two distinct experiments. The first of these, with a sample group of 665 students from three university backgrounds (psychology, general science and humanities), enabled us to observe the changing dynamics of career maturity during a career guidance activity. The second experiment, carried out with 322 psychology and science students, showed the interaction of numerous internal personal characteristics, such as the locus of control, the feeling of self-efficacy, autonomy, decision stress and career maturity. As opposed to earlier general preconceptions, we suggest that this last characteristic (career maturity) is just one of the components of a general self-determination model based on hierarchy, dynamics and multiple variables. Subsequent research, carried out with 186 students, has shown the moderating and conflictual aspects of the values (autonomy and stimulation) adopted by persons open to change and the values (tradition and conformity) of persons preferring to continue without change within the decision process
