Background/Context The history curriculum is often used to help reach the goal of racial tolerance and understanding by teaching about the nation's diversity. Many educators believe that teaching about diverse peoples in schools will bring about greater equity in society. This historical study looks at the segregated American South from 1928 to 1943 and an effort by a mixed-race voluntary organization to teach Black history in White schools. Focus of Study This study examines the efforts of the Commission on Interracial Cooperation (CIC), beginning in 1928, to promote the teaching of Black history in southern segregated schools in an effort to bring about greater racial tolerance and awareness. The CIC circulated a booklet, which was a short history of African Americans titled “America's Tenth Man,” and invited schools to submit essays on Black history for cash prizes. The contests ran from 1928 until 1943, when the CIC was renamed the Southern Regional Council, which reflected a change in the organization's emphasis on regional planning. Research Design This is a historical examination of teaching Black history in segregated schools. The author relies on primary sources—including teachers’ reports, correspondence, and students’ projects—and secondary studies in the history of education and the curriculum. Conclusions By challenging historians’ views of the CIC—that the organization was largely ineffectual and that its Tenth Man contests did not result in any measureable improvement in race relations in the South—the author raises questions about the implementation of Black history curricula in order to influence students’ behavior and attitudes about race. Likewise, the author shows how White teachers were outspoken activists for Black history in schools. The study concludes that the teaching of Black history to White students was not uniform and was ideologically diverse.

Abstract:
This article identifies and systemically analyzes a “core assumption” of WEB Du Bois’s social and political thought: the assumption that class-based, interracial cooperation among white and Black workers is extremely unlikely, if not totally impossible. It is argued that this assumption undergirds and informs most of Du Bois’s mature scholarship, serving as the theoretical grounding for his condemnation of the large-scale attempts to organize workers interracially on the basis of class, and explaining his uneven personal relationship with the Communist Party USA. Further, it is argued that this assumption leads Du Bois to attribute a methodologically untenable transhistoric logic to white working-class behavior, which has been adopted largely uncritically by contemporary analysts of white supremacy in the USA. The untenability of this Du Boisian logic is illustrated through historical analysis of interracial labor unionism, emphasizing the instances of interracial organization that Du Bois specifically denounced.

More recently, still other forms of cooperation have been set up by the Commission in numerous areas extending beyond the scope of European competence, and a number of these projects involve countries outside the European Union.

AbstractAs Black church leaders decried the arrival of Jim Crow segregation, many also celebrated the racial independence of their churches. They touted advancements such as women's ordination as examples of what Black churches could do when freed from white control. Other Black ministers defended remaining in majority-white denominations as a way to abolish the color line. This article argues that scholars miss much about Black religious history if we assume that Black churches’ resistance to racial subjugation started with a settled and uncontested racial autonomy. On the contrary, Black churches throughout the nineteenth century kept open a lively forum about the virtues and vices of such autonomy. Interracial cooperation often undermined Black autonomy, and Black Christians debated which better countered racial caste. To track the heated debates over racial independence and interracial cooperation within and between Black churches, this article analyzes Black newspapers, sermons, church minutes, and letters, mostly among Black Methodists but also among Black Baptists and Presbyterians throughout the late nineteenth century. It focuses on particular debates surrounding women's ordination, attempts to unite Methodists, and conflicts over Baptist education.

The commission agreement is a familiar, well-established legal form in commercial relations, and therefore the regulation of its foundations (subject matter, essential conditions, responsibility of the parties, etc.) in domestic civil law has not undergone significant changes for a long time. At the same time, it should be noted that there are areas of economic activity, the specificity of the relations of the parties in which requires not only a revision of certain well-established ideas about the elements of a commission agreement, but also involves a special legal regulation of commission relations with “interspersed” elements that are not characteristic of traditional ideas about commission relations. One of such spheres, where this manifests itself in the most obvious, “convex” form, is military-technical cooperation. In the proposed article, the authors analyze the norms of the Civil Code of the Russian Federation on the commission agreement, by-laws from the standpoint of their possible interpretation, taking into account the structure of cooperative relations of participants in the military-technical cooperation, the goals and objectives of the military-technical cooperation for the effective regulation of military-technical cooperation, approaches to judicial practice. The authors substantiate the thesis that the specifics of the commission agreement in the field of military-technical cooperation implies the possibility of applying special measures of responsibility of the committents to the commission agent - the state intermediary.

The ongoing search in the EU for opportunities to reorient finances to solve pressing problems related to the influx of refugees from Ukraine will lead to rejection of the priorities of sustainable development in the neighborhood policy put forward earlier by the Commission itself.

Abstract As a women’s antilynching association in the 1930s, the Association of Southern Women for the Prevention of Lynching (ASWPL) developed a repertoire of rhetorical strategies to encourage communication between their white supporters and their African American counterparts. These strategies included choices that may not seem overtly rhetorical, but can nonetheless be understood as laying the groundwork for communication between groups. Strategies such as choosing meeting facilities, composing official statements, and listening to guest speakers helped members to forge common ground, but ultimately, larger disagreements prevented the ASWPL supporters from reaching consensus with African American campaigners who were pushing for federal antilynching legislation. Nonetheless, this example contributes to scholarship on the rhetoric of the civil rights movement by highlighting the importance of interracial communication as a rhetorical practice.

The Lake Chad Basin is an important natural resource that cut across several countries among which are Nigeria, Niger, Chad, Cameroon, Algeria, Central African Republic and Libya. In a bid to ensure the effective utilization of the water of the basin, the countries have engaged in cooperation through the creation of Lake Chad Basin Commission. The Commission has embarked on certain programmes to achieve its aim, hence the need for the assessment of the cooperation between countries around the basin. This work is an assessment albeit critical, of the cooperation within that commission. Part of the findings of the paper is that the Lake Chad Basin Commission has been unable to achieve objectives it sets for itself. Certain challenges which include but not limited to, lack of political will among members of the Commission, reoccurrence of violence, lack of adequate finance, poor organizational structure, cultural and language difference have worked either individually or in tandem to frustrate the realization of what appeared ab initio to be the noble and lofty goals of the commission. The contention of the paper therefore, is that the Lake Chad Basin Commission member states should reflect and modernize its initial objectives and operationalize the ingredients of its cooperation to derive the positivity laden in the agreements or else risk the extinction of an important water resource. Data for the paper were sourced using both primary and secondary. Other variables and methodological approaches like analysis, discourse, and accountability and of course, chronological delineations were generously employed in reconstruction. Study of this nature is multidisciplinary and knitted in the International studies, Security studies, and Diplomatic and Military history.

The article concerns issues related to the functioning of the Research and Documentation Team, one of several teams operating within the District Commission for the Investigation of Nazi Crimes in Wrocław. The initial turning point is the reactivation of the District Commission in Wrocław, and the final — changes in its organizational structure. Apart from scientific studies, the text is based on the available archival materials collected at the Institute of National Remembrance. The article proves that the activity of the District Commission in Wrocław was not limited only to investigations and explanatory proceedings. It also conducted vital research and documentation activities. For this purpose, cooperation with the research centre of the University of Wrocław conducting research on fascism and Nazi crimes in Lower Silesia was established. The cooperation resulted in numerous opinions and academic papers on the research areas specified in the cooperation agreement, as well as scientific conferences.

The president of the Commission welcomed the participants in the business meeting and provided an overview of the activities carried out during the past triennium 2002-2005. A good number of meetings have been held during this period on close binaries, about two per year, including both classical and interacting systems. One specific Symposium at the General Assembly in Prague, devoted to binary stars as astrophysical tools, showed the vitality of the field and the trend of cooperation between scientists studying close binaries and those specialized in visual double stars. The study of very low-mass binaries, including those containing planet-sized components also received much attention as well as the analysis of massive objects in nearby galaxies.

Nowadays China and EU share close investment relations. However, concerns have been raised over FDIs (Foreign Direct Investments) aimed at sensitive sectors, especially those from Chinese state-owned companies. In light of this, the European Commission in late 2017 proposed a FDI Screening Regulation. This proposal contains certain features, including cooperation mechanisms between Member States and the Commission to notify and give comments on FDIs, direct monitoring of FDIs by the Commission on the grounds of Union interests, and the illustration of instances to be considered when screening FDIs. However, the success of this proposal is in doubt. Its fate regarding being adopted as law through the EU’s legislative process is uncertain, due to the Member States’ divided attitude towards FDI screening. Its provision contains a lethal loophole, undermining the cooperation and exchange of information between the Member States and the Commission. The non-binding nature of the opinions and comments addressed to the FDI receiving Member State renders the mechanisms practically unenforceable. To establish an effective FDI screening framework for the EU, this proposal needs to be revised and amended.

The article reviews the activities of the Joint Russian-Iranian Commission for the Dialogue “Orthodoxy-Islam”. The Commission was established in 1997 with the direct participation of the Chairman of the Department for External Church Relations, Metropolitan Kirill of Smolensk and Kaliningrad (the future His Holiness Patriarch of Moscow and All Russia). The meetings of the Commission were held with a frequency of about once every two years alternately in Moscow and Tehran. To consider current issues of international customs cooperation between the EAEU and the WCO, as well as perform a comprehensive review of scientific researches on the subject of current research. Conclusions. The article comprehensively examines the areas of international customs cooperation between the EAEU and the WCO, which need to be developed within the framework of Eurasian integration. Social Consequences. Conducting a study is associated with the implementation of paragraph 11.7.5. of Strategic Directions for the Development of Eurasian Economic Integration until 2025 in terms of cooperation with the WCO, as well as Memorandum of Understanding between the Eurasian Economic Commission and the World Customs Organization dated June 17, 2016. Practical value. The results of the study are of interest to the customs cooperation block of the Eurasian Economic Commission (EEC) and can be used by specialists of the customs authorities of the Member States of the Union, the EEC experts to organize strategic planning and to form the legal foundations for the modernization of the Union's law. The article is recommended to researchers, teachers, students, graduate students and other categories of students in the Russian Customs Academy, in other universities and the WCO regional training centers in the specialties «Customs» and «Jurisprudence». Originality/value. The research material is based on an analysis of the practical aspects of the activities of the Commission, the Customs Services of the Union Member States, the WCO and is the result of a comprehensive study of the issue of improving international customs cooperation.

The task of cultural recovery, George Hutchinson writes, begins with “those moments when places where the intertwined discourses of race, culture, and nation were exposed to questioning, to skepticism, to transformation, however small and localized, and when possibilities for coalitions of cultural reformers were envisioned and exploited” (Harlem, 26). The historical record has been muddied by shifting political currents and fragmented by instances of deliberate neglect over time, yet scholars have recently begun to reconstruct the complicated story of interracial cooperation between the two world wars. More effort, however, should be devoted to discovering connections and parallels between the worlds of work and art — of labor and literature — as part of this story. One reward of such effort, I suggest, will be to reveal the hitherto hidden “lines of continuity and disruption” that James A. Miller sees connecting “the African-American literary production of the 1920s and its production in the 1930s” (87–88). That those lines often intersected lines traced by nonblack literary production and working-class history reinforces Hutchinson's point that it is necessary to rethink “American cultural history from a position of interracial marginality, a position that sees ‘white’ and ‘black’ American cultures as intimately, mutually constitutive” (Harlem, 3).

This study has reviewed the ability of the Filipino farmers in the island of Panay, part of Central Philippines, confront the food shortage as they sought for abundant harvest and ensure the steady supply of food needed by the hard-pressed population. This study investigates how the 2nd Philippine Commission and the local population averted the outbreak of famine in the island of Panay. It traces the existing indicators that famine may break out and become a potential threat to the population of the said island at the advent of the 20th century. This paper also probes how the farming communities and their provincial governments addressed the problem of food shortage, and stresses the significant role of three colonial agencies – the Bureau of Agriculture, Bureau of Public Works, and Bureau of Public Health – which the Philippine Commission utilized in its campaign against food shortage.

In 1975, the Lomé Convention, which manages relations between the EEC and the countries of the ACP (Africa Caribbean Pacific) group, introduces a chapter on "industrial cooperation". This new policy aims to develop production sectors (industry, agriculture, mining and tourism) in the ACP countries, and embodies the egalitarian partnership discourse specific to the New International Economic Order. Using unpublished archives from the European Commission, the ACP Secretariat, the Centre for Industrial Development and interviews with the administrators in charge in the 1970s, we study the complexity of the networks of internal and external actors at DG- VIII responsible for setting up EEC-ACP industrial cooperation in Brussels. In doing so, we show that industrial cooperation is created out of the political will to rethink relations between European countries and previous African colonies in the framework of the NIEO; we also show the persistence of interests from private European economic circles, which remain close to the European Commission.

This paper studies the service commission contract of an online travel agency (OTA) to integrate the online to offline (O2O) model by cooperation with a traditional travel agency (TTA) under asymmetric information. The principal-agent models are established with symmetric and asymmetric service information, respectively. Further, the impacts of asymmetry information on the revenue of the OTA, TTA, and the whole O2O model and the properties of optimal commission contract are analyzed. The paper notes management implications: (1) OTA designs service commission contracts by weighing the fixed payment and service commission coefficient for different incentives to TTAs with different serviceabilities and (2) because the existence of asymmetric information always leads to the damage of OTA’s expected revenue, OTA should encourage the TTA to disclose private service information.

The article considers the prospects of Ukraine’s cooperation with the Intergovernmental Oceanographic Commission of UNESCO in the scope of the forthcoming United Nations Decade of Ocean Science for Sustainable Development. According to the resolution adopted on the 72nd Session of the UN General Assembly, the Decade is to begin on January 1, 2021 and take place within the existing structures and available resources. The purpose of the Decade is to implement the objectives of the Sustainable Development Goals, namely “Conserve and sustainably use the oceans, seas and marine resources for sustainable development”. The Intergovernmental Oceanographic Commission of UNESCO (IOC), maintained by Member States, facilitates international cooperation and the coordination of programs to deepen knowledge about the nature and resources of the oceans and coastal areas. The IOC is currently finalizing draft implementation plan for the Decade (2021—2030) in consultation with Member States, specialized agencies, funds, programs and bodies of the United Nations, as well as other intergovernmental organizations, nongovernmental organizations and relevant stakeholders with the aim to identify specific objectives, crosscutting issues and key Decade`s themes. Ukraine’s membership in the IOC UNESCO is strategically focused on expanding international cooperation of domestic scientific and educational institutions by ensuring their participation in the program activities of the organization. There should be only one national coordinating body for liaison with the Commission within each IOC member state. Unfortunately, in Ukraine there is no such legitimate coordinating body today. Considering the intergovernmental character of the Commission, this officially designated body is governmental by nature and relies on institutional basis as well as answers directly to a ministry. Therefore, in accordance with the requirements of the IOC UNESCO it is necessary to establish the Interdepartmental National Oceanographic Commission as a national coordinating body in Ukraine that will determine one or two coordinators, a professional national correspondent in the relevant IOC field, as well as representatives of intergovernmental programs and thematic groups.

So far, the competition authorities have had to limit their assessment of cooperations and mergers to the effects in the relevant market. The EU Commission has now explicitly taken up the issue of sustainability in the draft Horizontal Guidelines. It introduces exemptable cooperation on “sustainability cooperation”. Thus, the exchange of information on sustainable suppliers will be permissible, as will a joint campaign to promote sustainability awareness. The article discusses the possibilities and problems arising from this.

Should the system be broadened to incorporate other nations? While a complete answer to these queries is currently beyond reach, there should be little doubt that NAFTA has influenced and continues to influence the direction of environmental management in North America and the hemisphere at large. The agreement has spawned a series of new institutions that are already reshaping current practices and that have considerable promise for broadening the range of international commitments to environmental management in the Americas. The most prominent and most relevant of these is the Commission for Environmental Cooperation (CEC).
