Abstract:
In this article is analyzed the importance of urban agglomerations in the regional organization of Serbian space at one side, and on the other side they are taken as carriers of the future integration of the Serbian urban system into the urban of the South-Eastern Europe (SEE). In the regional configuration of Serbia, more different forms of territorial impacts of urbanization, urban areas and urban regions. High level of urban centralization is formed under the influence of the population density and functions of the metropolitan area of Belgrade. The problems of unbalanced disposition of population growth and qualitative transformation of urban centers are stressed and analyzed. Based on the role in integration process in the SEE, the metropolitan region of Belgrade is pointed out as its principal carrier and the metropolitan region of Nis as its secondary carrier, as well as the urban centers of importance for the cross-border regional cooperation. As the most suitable instrument of internal regional integration the model of Functional Urban Regions (FURs) or Functional Urban Areas (FUAs) is proposed, and for external regional integration is proposed the model of Metropolitan European Growth Areas (MEGAs). The coherent short-term and long-term development strategies for Serbian towns and their regions seem absent.

Abstract:
A model system to forecast urban rail travel demand technically supported the formulation of the Tokyo Urban Rail Development Master Plan for 2016. The model system was included in the forthcoming 15-year urban rail investment strategy for Tokyo and was used to make a quantitative assessment of urban rail projects, including 24 new rail development projects that had been proposed in response to expected changes in sociodemographic patterns, land use markets, and the government’s latest transportation policy goals. The system covered the entire urban rail network within the Tokyo metropolitan area, with approximately a 50-km radius and a population of more than 34 million. The system would have to have handled more than 80 million trips per day. Three demand models were used to predict daily rail passenger link flows: urban rail, airport rail access, and high-speed rail access. These practical models had unique characteristics, such as incorporating differences in behavior between older and younger travelers, reflecting expected influences of urban redevelopment on trip generation and distribution, highlighting urban rail access to airports or high-speed-rail stations, examining effects of in-vehicle crowding on rail route choice, and deploying mode choice models for urban rail station access–egress for rail route choice. The authors concluded that the model system would be well calibrated with observed data for reproducing travel patterns, identifying potential problems, assessing proposed projects, presenting results with high accuracy, and assisting decision making of urban rail planners.

Abstract:
Urban commercial districts (UCDs) are the concentrated areas for commercial activities in a city, which provide shopping, leisure, business, and other functions. Urban planners usually face problems in how to plan and design UCDs. The layout of UCDs should not only be appropriately concentrated to realize economic benefits, but should also be properly dispersed to accommodate the distribution of the population. Using Beijing as a case study, this study conducted research into UCDs from a microscopic perspective by utilizing open source big data. A recognition and classification method of UCDs was proposed based on the data of POI and road networks. The proposed model combines Huff’s model and the Voronoi method to analyze how various UCDs should be distributed within a city according to the spatial pattern of the population. The results showed that different kinds of UCDs had different spatial distribution features. Problems were also found, for example, UCDs on the urban outskirts served a large population; there were limitations to the spatial distribution of UCDs in the downtown area; and there was incongruity between the UCD types and the population layout. Based on these findings, suggestions regarding the optimization of the urban commercial spatial structure were also put forward.

Mega-urban development in Monsoon Asia has a relatively similar pattern, which leads to the formation of Mega-Urban Region (MUR). Such urban development potentially threatens sustainability as it vastly expands to encroaching rural areas. North Cianjur has been experiencing urban expansion from its surrounding metropolitan areas of Jakarta and Bandung that leads to the formation of urban sprawl and many other environmental problems. In this case, spatial characterization based on a quantitative and objective approach is urgently needed to provide better insight into the development of the mega-urban region’s suburb. This study proposed a quantitative and objective approach which was developed based on a quantitative zoning method. This study aims to characterize the region affected by urban expansion and urban form dynamics in North Cianjur using spatial clustering and spatial metrics approaches. The results showed that North Cianjur has four different zones consisting of two urban zones, a peri-urban zone, and a rural zone. Furthermore, the dynamics of urban forms in North Cianjur showed a trend of a more compact form in the urban zones while outside the urban zones it has become more sprawled and dispersed. This implies that spatial planning policies are incapable of containing and managing the massive expansion forces which were coming from Jakarta metropolitan, Bandung metropolitan, as well as Cianjur urban zones itself. Thus, the quantitative zoning method could enhance spatial planning, as different zones of urban–rural typology and urban from in the mega-urban suburb can be defined as a base for developing more specific effort in managing land-use changes. This approach could be adopted by other regions which have similar characteristics.

The paper considers requirements of the European Landscape Convention as well as obligations of Lithuania in the field of implementation of such requirements. Furthermore, it discusses advancing general and concrete political and legal tools, which are imposed on the national landscape protection, regulation and planning. Landscape protection is proposed to orient towards protection and maintenance of characteristic features, while sustainable development is achieved via landscape planning. The important problems of metropolitan centre fringe landscape formation are analysed. While preparing general plans of cities and district municipalities, district landscape plans give insufficient attention to preservation of landscape characteristics. That is the reason tools for integrated landscape protection and urban development have been proposed in the paper as well as ways for their implementation into the national planning practice. With the help of these tools, land proprietors and urban planners will better understand the influence of proposed decisions on landscape and determine the most suitable urban development forms in the metropolitan fringes. Sustained metropolitan fringe development should be supported by the criterion of landscape protection. It has to implement life quality aspirations of people living both in cities and districts. Experience of studying and generalization of materials of research, modeling, normalization and approbation of experimental designing of a number of cities-centers of agglomerations of Ukraine, allowed to develop recommendations for a method of designing of long-term formation and sustainable development. These recommendations include solving the problems of formation and development of the structure of these cities, the step-by-step nature of their decision, the targeted, resource-normative approach of functional planning and forecasting, as well as the methodical scheme of operational organization of the design and implementation process. Setting and solving problems of long-term structure formation and sustainable development of urban complex zones, districts and districts of settlements of urban centers of agglomerations is based on the analysis of urban processes and formation of structure and infrastructure of these multifunctional entities. In solving development problems, the dynamics of changes in the structure and infrastructure of urban complex settlements are analyzed, taking into account agglomeration and regional processes and periodization of sustainable development. The proposed method of consistent and gradual choice of rational direction of sustainable development of metropolitan centers of agglomerations is based on the gradual transition from perspectives of development and long-term forecasting to problems of medium and short-term planning and design. The main purpose of this methodology is to focus on the maximum effect of urban planning, taking into account the long-term sustainable perspective with the disclosure of the mechanisms of its formation and development by finding optimal proposals between the processes of autonomization and integration of the city centers of agglomerations and zones of their impact (agglomeration, region) at each stage long-term sustainable development, taking into account development reserves.

The growing demand for passenger and freight transport in cities, resulting from the population growth in urbanized areas, has led to increasing problems with congestion, environmental pollution and, as a consequence, to a decrease in quality of life. This problem was noticed by the European Commission, which began to promote the concept of sustainable urban mobility plans (SUMPs). The efficient implementation of SUMPs requires tools for its evaluation. However, in the literature, most proposed assessment tools relate mainly to passenger transport, omitting the freight transport. The purpose of this paper is to utilize a multiple criteria analysis with the use of the Promethee method in order to assess the level of advancement of selected European Union (EU) capital cities in the field of sustainable urban mobility plan formulation and implementation. This method has been applied on the basis of a survey conducted among representatives of 15 EU capital cities and analyses of transportation plans. This research shows that cities that have a comprehensive transport plan consistently collaborate with different stakeholder groups, have implemented the greatest number of measures in the field of sustainable urban transport, and have achieved the best results in terms of safety and NO2 (nitrogen oxides) and PM (particulate matter) emissions.

Ecological environment evaluation is of great significance to achieve the Sustainable Development Goals (SDGs) and promote the harmonious development of economy, society, and environment. To evaluate environmental SDGs, single environmental indicators have been analyzed at national or large regional scale in some literature, while the urban integrated environment is ignored. Therefore, it is necessary to systematically and quantically evaluate the sustainability of ecological environment integrating the water, soil, and air environment at the urban scale. This study aims to construct the Integrated Perception Ecological Environment Indicator (IPEEI) based on the Driver-Pressure-State-Impact-Response (DPSIR) framework to solve the above-mentioned problems. The IPEEI model was proposed based on the three-level association mechanism of the Domain-Theme-Element, and the DPSIR framework conforming to the relevant standards for indicator determination. Moreover, the multi-dimensional, multi-thematic, and multi-urban quantitative evaluations were conducted using the entropy weight method, and the comprehensive evaluation grades by the Jenks natural breaks classification method of the geospatial analysis. Nine cities in the Wuhan Metropolitan Area were selected as the experimental areas. The results were consistent with the Ecological Index and local government’s planning and measures, which demonstrated that IPEEI can be effectively verified and applied for the evaluation of urban ecological environment sustainability.

Abstract:
Some initiatives on green economy have taken place in Nepal, albeit mainly in the forms of dialogues and seminars on the subject. The National Planning Commission, with support of the Poverty Environment Initiative Programme, has organized a few discussion programmes on the subject in recent years. Different non-governmental organizations and the private sector have also organized dialogues on the subject. Among others, these dialogues and seminars have helped spur the debate on what a green economy means for Nepal, which are the sectors that could potentially contribute to a green economy and hence need to be promoted, and what roles different stakeholders should play in Nepal’s pursuit of a green economy. Majority of the people living in Nepal are dependent on agriculture and forestry for their livelihoods. These sectors have not contributed much to greenhouse gas (GHG) emissions. The state of industrial development in the country has not been to the desired extent, and therefore, GHG emissions thereof are very minimal. That is not to say, however, that Nepal is free of environment-related problems. Environmental degradation has been ever increasing; urban population is constantly on the rise and environmental problems are rising commensurately; modern agriculture and unsustainable forestry management practices in many cases are adding to environmental woes; among others. Given that the world is increasingly resorting to a green economy path, Nepal needs to adopt green economy policies to be competitive in the world market. Hence, there is a need to have organized structures to steer the debate on green economy approaches that are applicable in the Nepalese context. Many sectors in Nepal, such as agriculture and forestry, are already green. Moreover, Nepal is yet to enter into the industrialization phase. Therefore, it is relatively easier for the country to take a greener approach to industrialization and development than for many other countries that need to revisit their traditional approach. Nepal can take the initiative of going green by focusing first on three major sectors: agriculture and forestry; infrastructure and energy; and tourism.

All over the world, the rapid urbanization process is challenging the sustainable development of our cities. In 2015, the United Nation highlighted in Goal 11 of the SDGs (Sustainable Development Goals) the importance to “Make cities inclusive, safe, resilient and sustainable”. In order to monitor progress regarding SDG 11, there is a need for proper indicators, representing different aspects of city conditions, obviously including the Land Cover (LC) changes and the urban climate with its most distinct feature, the Urban Heat Island (UHI). One of the aspects of UHI is the Surface Urban Heat Island (SUHI), which has been investigated through airborne and satellite remote sensing over many years. The purpose of this work is to show the present potential of Google Earth Engine (GEE) to process the huge and continuously increasing free satellite Earth Observation (EO) Big Data for long-term and wide spatio-temporal monitoring of SUHI and its connection with LC changes. A large-scale spatio-temporal procedure was implemented under GEE, also benefiting from the already established Climate Engine (CE) tool to extract the Land Surface Temperature (LST) from Landsat imagery and the simple indicator Detrended Rate Matrix was introduced to globally represent the net effect of LC changes on SUHI. The implemented procedure was successfully applied to six metropolitan areas in the U.S., and a general increasing of SUHI due to urban growth was clearly highlighted. As a matter of fact, GEE indeed allowed us to process more than 6000 Landsat images acquired over the period 1992–2011, performing a long-term and wide spatio-temporal study on SUHI vs. LC change monitoring. The present feasibility of the proposed procedure and the encouraging obtained results, although preliminary and requiring further investigations (calibration problems related to LST determination from Landsat imagery were evidenced), pave the way for a possible global service on SUHI monitoring, able to supply valuable indications to address an increasingly sustainable urban planning of our cities.

Under no-notice evacuation scenarios with limited time horizons, the effectiveness of evacuation can be negatively impacted by intermediate trips that are made by family members and the identification of vulnerable populations. The emergence of shared-mobility companies, such as Uber and DiDi, can be considered as a potential means to address above-mentioned concerns. The proposed study explores the utility of shared-mobility services under emergency-evacuation scenarios and makes recommendations to relevant bodies that are based on the obtained and they are discussed herein. The study investigates attitudes of the public, experts, and drivers towards the use of shared-mobility resources during emergency evacuations based on a stated preference survey. Results of questionnaires, driver interviews, and face-to-face expert interviews have been analyzed to validate the feasibility and identify potential problems of leveraging shared-mobility services during evacuation response, especially in metropolitan areas wherein such services are already ubiquitous. Numerical simulations have been performed to quantify potential improvements in the total trip distance and number of evacuees after incorporating the use of shared mobility into emergency-response operations. However, despite the observed improvement in emergency efficiency, certain realistic roadblocks must be overcome. Realization of the proposed objective heavily depends on actionable policy recommendations, provided herein as a reference for the government, emergency management agencies, and shared-mobility companies.

The transformation to a post-fossil city is one of the central urban challenges of the 21st century, with heat transition representing an important part of this process. In Germany, a structural change commission has proposed a complete phase-out of coal by 2038. For the city of Leipzig, which is located in a mining region, this opens up the possibility of a post-fossil transformation. Leipzig started an energetic retrofitting process within its housing sector several years ago, and is now planning to phase-out coal-fired district heating as early as 2023. This heat transition could turn Leipzig into one of the pioneering cities of post-fossil transformation. However, such a transition will be accompanied by numerous challenges and problems in the financial, political, technological, and labor sectors. Using the example of Leipzig, we conducted a document analysis and semi-structured interviews to investigate how a transition of the heating sector is conceptualized and planned, which governance structures have emerged, and how they work. In addition, our paper outlines the main interests and goals of the key actors and stakeholders in this transition, as well as their competences and resources. We emphasize that while Leipzig has committed itself to ambitious climate goals, up to now, the city has had no systemic approach for reducing local emissions. Although a window of opportunity has opened for a post-fossil heat transition, this still remains at a niche level due to a lack of interest, path dependencies, and weak governance.

AbstractIn the past decade, Doha has witnessed fast-urban growth, an increased population rate, and an over-reliance on the automobile as the main mode of urban transportation. These factors caused social and environmental problems related to (1) the loss of a compact urban pattern, (2) an increased level of air pollution (3) high traffic congestions and (4) increasing landscape fragmentation. In consideration of such concerns, The State of Qatar invested large funds into the urban landscape development of Doha, as envisioned by Qatar National Vision 2030. As a result, in the past five years various parks and/or green areas, such MIA Park, a major public green space located around the Museum of Islamic Art (MIA), were planned and developed within metropolitan Doha. The authors argue that this park is currently facing issues and challenges related to (1) accessibility to/from the neighboring districts, and (2) connectivity to/from the neighboring parks. Therefore, this research study aims at assessing the existing conditions of MIA Park, at considering the broader city context and, at recommending strategies for implementing MIA Park’s green network system. It approached the investigative challenge using a multi-pronged comprehensive methodology, that deployed focus groups, semi-structured interviews and a comprehensive network analysis based on graph theory. The findings, revealed through these hybrid research tactics, allowed the researchers to generate a framework to enhance accessibility and connectivity of MIA Park through a green network system, planned at inter-related neighborhood-scale and city-scale levels. While the research examines most notably a single case, it is advocated that the proposed framework represents not just an optional feature pertaining to the case in Doha, but a valuable reference for the sustainable master planning of future cities in the State of Qatar and across the GCC. The paper proffers numerous key contributions, including the critical exploration of manufactured landscapes in Doha Qatar and the delineation of broadly applicable environmental design strategies to improve the fabric and livability of cities.

The aim of the article was to present the genesis and dynamics of the study of the history of Yekaterinoslav in the writings of local historians of the 19th and early 20th centuries. Using the methods of historiographic analysis and synthesis made it possible to identify the state of development of the issue in the historical literature and realize the goal. The main result was the creation of a periodization of regional historiographical exploration of the problem. It is proposed to divide this process into three stages. The criteria for their selection were organizational, personnel, style and problem-thematic parameters. Based on the texts of Archbishop Gabriel (Rozanov), Bishop Feodosii (Makarevskyi), The Chronicle of the Yekaterinoslav Scientific Archival Commission, D. I. Yavornitskyi the process of formation and change of research problems of urbanization processes in the region, types and information potential of their sources are analyzed Noah base. The value of the scientific development of the historiographic tradition for the formation of modern conceptual approaches to the study of the history of urbanization processes in southern Ukraine as a whole is determined. Scientific novelty is also determined by the fact that historiographic and sociological positions criticized such a historiographic phenomenon as the Cossack urbanism. The creators and supporters of the concept of the Cossack urban development have been trying to imagine the Cossacks as the creator of the urban environment since the 16th century, they ignore or significantly level the importance and role of imperial power in the generation of modern urban space. It is noted that it is the historians of the ХIX and early ХХ centuries. laid the foundation for the study of the history of Cossack settlements, the formation of a source base for such studies. They established a genetic link between Cossack settlements and the formation of Yekaterinoslav, they have documented the decisive role of imperial power in establishing a properly organized, modern city on the site of the traditional Cossack and peasant settlements. The conclusions emphasized that in the late ХIX and early ХХ centuries an ideal consensus was formed regarding the main parameters of the regional historical memory between its key actors (power, public opinion, professional historical environment and everyday historical representations of ordinary people). It was based on the results obtained by historians, popularized at the power, amateur and journalistic levels, rooted in public memorial practices of knowledge or perception of the foundation of Yekaterinoslav in 1787 as a result of the Cossack settlement of the region and imperial initiatives and organizational efforts to create a network of urban settlements. In the last decade, including in relation to architecture, it is widely used the concept of "sustainability". This term correlates with the Sustainable Concep development), adopted by the UN as a strategic direction since the 1980s. The UN Commission on Environment and Development "Our Common Future" is sustainable development is defined as the way in which ―the needs of the present generation are met without limiting the ability of the next generation to meet its needs. " In the article, the authors consider the concept of sustainable architecture, which has been developing in recent years and offers solutions to urban planning and architecture through sustainable development in the field of construction and architecture. Technical opportunities for the development of architecture of the XXI century. are impressive in scale. At the same time, more and more architects have to take into account the significant impact that their projects have on the development of urban and natural environments. Urban architecture is still going by creating high-rise projects and compacting urban development. Modern metropolitan cities, being held hostage to the past path of their development and still little changed approaches to them buildings are gradually becoming a multi-factor problem, threatening the peace and security of residents. One of the ways to solve this problem is the concept of sustainable architecture that has emerged in the last decade. Its use by experts proves thatArchitecture of the XXI century. not only can maximize comfort and safety space for people, but also able to change the appearance of cities and improve their true state. Sustainable architecture allows you to create projects that meet the needs of people and at the same time, they not only take care of the conservation of natural resources, but also improve their condition environment. Well-known British architect N. Foster metaphorically defines the stand architecture as "a way to reach the maximum with minimal means". In the context of these processes, it must be acknowledged that architects can have a significant impact on restoration ecological balance and ensuring a high quality of life for people, creating architectural an environment that satisfies human needs while preserving or even improving the state of nature. Such an architectural environment is sustainable. It should be noted at the outset that the term in the scientific literature is clearly defined missing. This article aims to clarify the definition of sustainable architecture and to specify its basic principles in the analysis of both theoretical works and existing architectural solutions. Because sustainable architecture focuses primarily on technology characteristics of objects, their aesthetic expressiveness and style qualities become certain a problem that is not addressed in this text but is clearly understood by the authors. The term "sustainable architecture" has become widespread, leading to some leveling its value. The absence of clear boundaries in the definition may make it possible to overlook a sustainable architecture that in reality is only indirectly related to resilience. Not only consumers and users can be misled by this definition architectural objects, but investors and participants in the construction process. Along with the term "sustainable architecture" is often used by such concepts as "green architecture", "eco-sustainable construction", "ecological architecture", "low-cost architecture", "high technology architecture", "bioclimatic architecture", "Energy efficient and smart construction". All of these concepts are related in various ways to the technology of construction and operation of buildings, which aims to reduce consumption energy and material resources while maintaining or improving quality buildings and the comfort of their indoor environment. However, not all of them indicate qualitative, generic features of architecture as an aesthetic kind of project activity. The authors show the evolution in the field of construction from energy efficient architecture - to green architecture and further to sustainable architecture. Refine definitions of sustainable architecture, explore principles and criteria for evaluating sustainable architecture of public buildings and structures. The main purpose of the article is to find out the essence of the concept of sustainable architecture, its necessity and perspective in modern urban planning. To accomplish this, some problems need to be solved. Expand the concept of sustainable architecture, explore the principles and criteria for evaluating sustainable architecture, analyze the world experience of creating sustainable architecture in concrete examples, and show the prospects for the development and implementation of the concept of sustainable architecture in the world and in Ukraine. Sustainable architecture is a must for the functional (utility), technical (durability) and aesthetic (beauty) properties. The article provides examples of world-class sustainable architecture projects that create sustainable architectural environments and clearly demonstrate their superiority over traditional objects. The concept of sustainable architecture is very relevant for Ukraine.

<p><strong>Abstract.</strong> The topic of shrinking cities has been one of the most important urban issues in the past three decades. Couch and Cocks (2013) reviewed studies on the outcomes of recent shrinking cities: (1) rapid out-migration from post-socialist countries such as the movement from East Germany to West Germany in the 1990s; (2) economic -decline as an additional trigger for out-migration such as in old industrial areas in Northern England and the Rust Belt of the United States; and (3) rapid demographic changes such as low fertility and longevity-led ageing of the society leading to shrinking regions in the European countries and Japan. Although many studies have been conducted in East Germany, the old industrial cities, and the aging European countries (Nordvik and Gulbrabdsen 2009, Hoekstra et al. 2018, Hollander 2018), little is known about shrinkage in Japanese cities. Over recent decades, the debates on shrinking cities have been widely studied; these studies can be classified into three categories: (1) studies to understand the background reasons that caused shrinkage, (2) those to analyze the effects or outcomes of shrinkage (e.g., increase in housing vacancies or vacant lots, growth of crime rate or political challenges), and (3) those to propose policy implications or practical solution strategies to overcome shrinkage (Hollander and Nemeth 2011).</p><p>First, Hollander (2018) and other studies identified the relationship between the neighborhood life cycle (Hoover and Vernon 1959, or studies by the Chicago schools) and urban shrinkage, with regards to old industrial cities such as those in the Rust Belt of the United States and erstwhile mining towns in North England. Hoover and Vernon (1959) proposed that a neighborhood follows a five-stage cycle, comprising the stages of development, transition, downgrading, shrinkage, and renewal; this five-stage model is linked to the discriminative housing policies from the 1930s until the 1970s in the United States (Metzger 2000). In addition to these neighborhood cycles, other factors such as economic decline, outmigration and population loss, demographic changes (Nordvik and Gulbrabdsen 2009, Couch and Cocks 2013), social transition, globalization and neo-liberalization have transformed housing, welfare, and family relations in many countries (Yui et al. 2017, Ronald and Lennarts 2018). In East Germany, housing oversupply during the post-socialist shrinking periods acted as a catalyst to form a new residential segregation pattern in Leipzig (Grobmann et al. 2015). Some neighborhood conditions can lead to an increase in the number of housing abandonments or long-term housing vacancies in specific neighborhoods, as demonstrated by various studies mentioning oversupply of housing during the housing bubble periods and longitude low demand neighborhoods in the United States (Molloy 2016), the high ratio of poverty (Immergluck 2016), and the conditions of the surrounding neighborhoods (Morckel 2014). Second, the population loss caused by massive out-migration and a rise in housing abandonment or housing vacancies were the most common outcomes of urban shrinkage. Out-migration was triggered by the movement to seek better job opportunities or quality of life, urban life cycles with growth and decline (Couch and Cocks 2013), and the longitudinal decline process of population (Alves et al. 2016). Nordvik and Gulbrandsen (2009) analyzed aging-led shrinkage with a case study in Norway and found a spatial characteristic of shrinkage that occurs more often in suburbs than in city-centers, and the positive relation between the rise in the vacant property ratio and an increase in the elderly population in a region. The out-migration of the younger generation, arising from the desire to move away from parental homes in suburbs, and the deaths among the parental generation that have occurred in the last 30 to 50 years have led to a gradual increase in vacant housing in the suburb in Norway (Nordvik and Gulbrabdsen 2009). Apparently, the Japanese suburban neighborhoods have experienced the rise in housing vacancies and ageing population through the similar mechanism with that in Norway, but the reality and spatial patterns of shrinking-related problems vary reflecting the urban and housing policies, housing market characteristics, and embedded relationship between housing and family in society. According to Couch and Cocks (2013), the rise in housing vacancies in a region arises due to several factors, as follows. The first factor is that of short-term vacancies for which there is no demand in the local housing market; this issue can be resolved through public intervention in terms of reinvestment in inner-city social housing, such as in the United Kingdom in the 1980s. The second factor is that of oversupply of housing as compared to the housing demand in a region; this is caused by lower satisfaction among residents in their residential environment or inequality in public investment and access to private financial resources by local residents. Moreover, shrinking cities with a high ratio of long-term housing vacancies tend to experience an increase in crime such as burglary. This is because the rise in housing vacancies causes a decline in neighbourhood vitality required to protect social disorder; vacant housing is used to store stolen goods or sell drugs, and there is a “broken window effect” with regard to abandoned housing vacancies (Jones and Pridemore 2016).</p><p>There have recently been more meaningful discussions on how to handle the problems of shrinking cities. As Hoekstra et al. (2018) mentioned, there have been two main approaches in these discussions: one approach has focused on increasing the population in shrinking cities again, whereas, the other accepts longitudinal shrinkage patterns and aims to increase the quality of life of present and future residents (Hollander and Nemeth 2011). The former approach advocates entrepreneurial policies to attract new residents, resulting in an increase in inequality within a region, unsold housing, and a lack of affordable housing (Hoekstra et al. 2018). The latter approach employs methodologies such as selective demolition of abandoned housing to control the housing stock of a region, promoting down-sizing or right-sizing to meet the changes in the housing demands of residents, or densification of urban buildings to recreate walkable neighborhoods (Hoekstra et al. 2018). Hollander and Nemeth (2011) proposed smart decline strategies based on the concept of social justice, with an emphasis on the following aspects: accepting voices from diverse actors, utilizing different types of technology to share information about citizens to problematize uneven power structure, transparent decision-making processes with clear evaluation, and paying attention to the scale of decision making (e.g., the total planning burden is shared among regional levels, and the required interventions are conducted at local levels). Compared to the rich accumulation of literature on shrinking cities in Western countries, the Japanese situation has not been discussed sufficiently and there is an absence of strategies to resolve the issues in Japan. Research on shrinkage and housing has clarified that factors related to housing, welfare, and family relations are embedded in the social fabric, and the relationships vary by region or by country (Ronald and Lennerts 2018). Therefore, it is necessary to obtain deeper understanding of the housing challenges in shrinking and aging Japanese cities. The present study aims to review the above-mentioned three categories of shrinking city debates in Japan, to propose practical countermeasures for shrinking and aging Japanese cities. First, we review the reasons that caused the shrinkage in Japanese cities. Second, we analyze the increase in housing vacancies as an outcome of this shrinkage. Third, we examine the political countermeasures that have been adopted in Japan and evaluate their efficacy in the Japanese situation. Finally, through these analyses, we propose policy implications to deal with the problems of aging and shrinking cities in Japan. The major findings of the study are as follows: First of all, existing systems that had been established during the economic and urban growth periods of Japan are not suitable to address the new demands of the shrinking and aging era. Therefore, a great divide in terms of residential environments has occurred within a metropolitan area or between cities. Lesser access to financial resources to reinvest in old suburban neighborhoods or local cities accelerates the divide or inequality in terms of residential environments. Second, an increase in housing vacancies can decrease the quality of life of older adults in these shrinking neighborhoods. Third, these problems could be resolved by adopting a strategy of smart decline, with selective investment to control housing stock, and by accepting aging in place in shrinking neighborhoods. We discuss the challenges in implementing these possible solutions in Japanese cities.</p>

In smart cities, traffic congestion is one of the significant problems for citizens. Traffic management is an essential one for the quick development of populace and urban movement in metropolitan areas, and traffic blockage is often seeming on streets. To handle different issues for managing traffic on the streets and to help experts in inappropriate arrangement, a smart traffic management system with the IoT (Internet of Things) is proposed in this paper. Mechanisms to utilize IR sensors to distinguish traffic density isn't easy as smooth a solo vehicle recognized at the last sensor so that it can suggest traffic density in high in any event, even if there is free space before it. A technique to be proposed to solve the previously mentioned issues efficiently is by utilizing the Internet of things for traffic management systems. This paper aims to propose a Fuzzy controller to deal with traffics in smart cities. Fuzzy induction used to compute exact traffic, which separates the parking vehicle and moving vehicle. There is an issue of separating parking and un-parking vehicles in the existing systems. So, we planned to solve this using fuzzy logic.

Conurbation [f. CON- + L. urb- and urbs city + -ation] An aggregation of urban areas. (OED) Beyond the urban, further and lower even than the suburban, lies the con-urban. The conurban: with the urban, partaking of the urbane, lying against but also perhaps pushing against or being contra the urban. Conurbations stretch littorally from Australian cities, along coastlines to other cities, joining cities through the passage of previously outlying rural areas. Joining the dots between cities, towns, and villages. Providing corridors between the city and what lies outside. The conurban is an accretion, an aggregation, a piling up, or superfluity of the city: Greater London, for instance. It is the urban plus, filling the gaps between cities, as Los Angeles oozing urbanity does for the dry, desert areas abutting it (Davis 1990; Soja 1996). I wish to propose that the conurban imaginary is a different space from its suburban counterpart. The suburban has provided a binary opposition to what is not the city, what lies beneath its feet, outside its ken. Yet it is also what is greater than the urban, what exceeds it. In modernism, the city and its denizens define themselves outside what is arrayed around the centre, ringing it in concentric circles. In stark relief to the modernist lines of the skyscraper, contrasting with the central business district, central art galleries and museums, is to be found the masses in the suburbs. The suburban as a maligned yet enabling trope of modernism has been long revalued, in the art of Howard Arkeley, and in photography of suburban Gothic. It comes as no surprise to read a favourable newspaper article on the Liverpool Regional Art Gallery, in Sydney's Western Suburbs, with its exhibition on local chicken empires, Liverpool sheds, or gay and lesbians living on the city fringe. Nor to hear in the third way posturing of Australian Labor Party parliamentarian Mark Latham, the suburbs rhetorically wielded, like a Victa lawn mover, to cut down to size his chardonnay-set inner-city policy adversaries. The politics of suburbia subtends urban revisionism, reformism, revanchism, and recidivism. Yet there is another less exhausted, and perhaps exhaustible, way of playing the urban, of studying the metropolis, of punning on the city's proper name: the con-urban. World cities, as Saskia Sassen has taught us, have peculiar features: the juxtaposition of high finance and high technology alongside subaltern, feminized, informal economy (Sassen 1998). The Australian city proudly declared to be a world city is, of course, Sydney while a long way from the world's largest city by population, it is believed to be the largest in area. A recent newspaper article on Brisbane's real estate boom, drew comparisons with Sydney only to dismiss them, according to one quoted commentator, because as a world city, Sydney was sui generis in Australia, fairly requiring comparison with other world cities. One form of conurbanity, I would suggest, is the desire of other settled areas to be with the world city. Consider in this regard, the fate of Byron Bay a fate which lies very much in the balance. Byron Bay is sign that circulates in the field of the conurban. Craig MacGregor has claimed Byron as the first real urban culture outside an Australian city (MacGregor 1995). Local residents hope to keep the alternative cultural feel of Byron, but to provide it with a more buoyant economic outlook. The traditional pastoral, fishing, and whaling industries are well displaced by niche handicrafts, niche arts and craft, niche food and vegetables, a flourishing mind, body and spirit industry, and a booming film industry. Creative arts and cultural industries are blurring into creative industries. The Byron Bay area at the opening of the twenty-first century is attracting many people fugitive from the city who wish not to drop out exactly; rather to be contra wishes rather to be gently contrary marked as distinct from the city, enjoying a wonderful lifestyle, but able to persist with the civilizing values of an urban culture. The contemporary figure of Byron Bay, if such a hybrid chimera may be represented, wishes for a conurbanity. Citizens relocate from Melbourne, Canberra, and Sydney, seeking an alternative country and coastal lifestyle and, if at all possible, a city job (though without stress) (on internal migration in Australia see Kijas 2002): Hippies and hip rub shoulders as a sleepy town awakes (Still Wild About Byron, (Sydney Morning Herald, 1 January 2002). Forerunners of Byron's conurbanity leave, while others take their place: A sprawling $6.5 million Byron Bay mansion could be the ultimate piece of memorabilia for a wealthy fan of larrikin Australian actor Paul Hogan (Hoges to sell up at Byron Bay, Illawarra Mercury, 14 February 2002). The ABC series Seachange is one key text of conurbanity: Laura Gibson has something of a city job she can ply the tools of her trade as a magistrate while living in an idyllic rural location, a nice spot for a theme park of contemporary Australian manners and nostalgia for community (on Sea Change see Murphy 2002). Conurban designates a desire to have it both ways: cityscape and pastoral mode. Worth noting is that the Byron Shire has its own independent, vibrant media public sphere, as symbolized by the Byron Shire Echo founded in 1986, one of the great newspapers outside a capital city (Martin & Ellis 2002): <http://www.echo.net.au>. Yet the textual repository in city-based media of such exilic narratives is the supplement to the Saturday broadsheet papers. A case in point is journalist Ruth Ostrow, who lives in hills in the Byron Shire, and provides a weekly column in the Saturday Australian newspaper, its style gently evocative of just one degree of separation from a self-parody of New Age mores: Having permanently relocated to the hills behind Byron Bay from Sydney, it's interesting for me to watch friends who come up here on holiday over Christmas… (Ostrow 2002). The Sydney Morning Herald regards Byron Bay as another one of its Northern beaches, conceptually somewhere between Palm Beach and Pearl Beach, or should one say Pearl Bay. The Herald's fascination for Byron Bay real estate is coeval with its obsession with Sydney's rising prices: Byron Bay's hefty price tags haven't deterred beach-lovin' boomers (East Enders, Sydney Morning Herald 17 January 2002). The Australian is not immune from this either, evidence 'Boom Times in Byron', special advertising report, Weekend Australia, Saturday 2 March 2002. And plaudits from The Financial Review confirm it: Prices for seafront spots in the enclave on the NSW north coast are red hot (Smart Property, The Financial Review, 19 January 2002). Wacky North Coast customs are regularly covered by capital city press, the region functioning as a metonym for drugs. This is so with Nimbin especially, with regular coverage of the Nimbin Mardi Grass: Mardi Grass 2001, Nimbin's famous cannabis festival, began, as they say, in high spirits in perfect autumn weather on Saturday (Oh, how they danced a high old time was had by all at the Dope Pickers' Ball, Sydney Morning Herald, 7 May 2001). See too coverage of protests over sniffer dogs in Byron Bay in Easter 2001 showed (Peatling 2001). Byron's agony over its identity attracts wider audiences, as with its quest to differentiate itself from the ordinariness of Ballina as a typical Aussie seaside town (Buttrose 2000). There are national metropolitan audiences for Byron stories, readers who are familiar with the Shire's places and habits: Lismore-reared Emma Tom's 2002 piece on the politics of perving at King's beach north of Byron occasioned quite some debate from readers arguing the toss over whether wanking on the beach was perverse or par for the course: Public masturbation is a funny old thing. On one hand, it's ace that some blokes feel sexually liberated enough to slap the salami any old time… (Tom 2002). Brisbane, of course, has its own designs upon Byron, from across the state border. Brisbane has perhaps the best-known conurbation: its northern reaches bleed into the Sunshine Coast, while its southern ones salute the skyscrapers of Australia's fourth largest city, the Gold Coast (on Gold Coast and hinterland see Griffin 2002). And then the conburbating continues unabated, as settlement stretches across the state divide to the Tweed Coast, with its mimicking of Sanctuary Cove, down to the coastal towns of Ocean Shores, Brunswick Heads, Byron, and through to Ballina. Here another type of infrastructure is key: the road. Once the road has massively overcome the topography of rainforest and mountain, there will be freeway conditions from Byron to Brisbane, accelerating conurbanity. The caf is often the short-hand signifier of the urban, but in Byron Bay, it is film that gives the urban flavour. Byron Bay has its own International Film Festival (held in the near-by boutique town of Bangalow, itself conurban with Byron.), and a new triple screen complex in Byron: Up north, film buffs Geraldine Hilton and Pete Castaldi have been busy. Last month, the pair announced a joint venture with Dendy to build a three-screen cinema in the heart of Byron Bay, scheduled to open mid-2002. Meanwhile, Hilton and Castaldi have been busy organising the second Byron All Screen Celebration Film Festival (BASC), after last year's inaugural event drew 4000 visitors to more than 50 sessions, seminars and workshops. Set in Bangalow (10 minutes from Byron by car, less if you astral travel)… (Cape Crusaders, Sydney Morning Herald, 15 February 2002). The film industry is growing steadily, and claims to be the largest concentration of film-makers outside of an Australian capital city (Henkel 2000 & 2002). With its intimate relationship with the modern city, film in its Byron incarnation from high art to short video, from IMAX to multimedia may be seen as the harbinger of the conurban. If the case of Byron has something further to tell us about the transformation of the urban, we might consider the twenty-first century links between digital communications networks and conurbanity. It might be proposed that telecommunications networks make it very difficult to tell where the city starts and ends; as they interactively disperse information and entertainment formerly associated with the cultural institutions of the metropolis (though this digitization of urbanity is more complex than hyping the virtual suggest; see Graham & Marvin 1996). The bureau comes not just to the 'burbs, but to the backblocks as government offices are closed in country towns, to be replaced by online access. The cinema is distributed across computer networks, with video-on-demand soon to become a reality. Film as a cultural form in the process of being reconceived with broadband culture (Jacka 2001). Global movements of music flow as media through the North Coast, with dance music culture and the doof (Gibson 2002). Culture and identity becomes content for the information age (Castells 1996-1998; Cunningham & Hartley 2001; OECD 1998; Trotter 2001). On e-mail, no-one knows, as the conceit of internet theory goes, where you work or live; the proverbial refashioning of subjectivity by the internet affords a conurbanity all of its own, a city of bits wherever one resides (Mitchell 1995). To render the digital conurban possible, Byron dreams of broadband. In one of those bizarre yet recurring twists of Australian media policy, large Australian cities are replete with broadband infrastructure, even if by 2002 city-dwellers are not rushing to take up the services. Telstra's Foxtel and Optus's Optus Vision raced each other down streets of large Australian cities in the mid-1990s to lay fibre-coaxial cable to provide fast data (broadband) capacity. Cable modems and quick downloading of video, graphics, and large files have been a reality for some years. Now the Asymmetrical Digital Subscriber Line (ADSL) technology is allowing people in densely populated areas close to their telephone exchanges to also avail themselves of broadband Australia. In rural Australia, broadband has not been delivered to most areas, much to the frustration of the conurbanites. Byron Bay holds an important place in the history of the internet in Australia, because it was there that one of Australia's earliest and most important internet service providers, Pegasus Network, was established in the late 1980s. Yet Pegasus relocated to Brisbane in 1993, because of poor quality telecommunications networks (Peters 1998). As we rethink the urban in the shadow of modernity, we can no longer ignore or recuse ourselves from reflecting upon its para-urban modes. As we deconstruct the urban, showing how the formerly pejorative margins actually define the centre the suburban for instance being more citified than the grand arcades, plazas, piazzas, or malls; we may find that it is the conurban that provides the cultural imaginary for the urban of the present century. Work remains to be done on the specific modalities of the conurban. The conurban has distinct temporal and spatial coordinates: citizens of Sydney fled to Manly earlier in the twentieth century, as they do to Byron at the beginning of the twenty-first. With its resistance to the transnational commercialization and mass culture that Club Med, McDonalds, and tall buildings represent, and with its strict environment planning regulation which produce a litigious reaction (and an editorial rebuke from the Sydney Morning Herald [SMH 2002]), Byron recuperates the counter-cultural as counterpoint to the Gold Coast. Subtle differences may be discerned too between Byron and, say, Nimbin and Maleny (in Queensland), with the two latter communities promoting self-sufficient hippy community infused by new agricultural classes still connected to the city, but pushing the boundaries of conurbanity by more forceful rejection of the urban. Through such mapping we may discover the endless attenuation of the urban in front and beyond our very eyes; the virtual replication and invocation of the urban around the circuits of contemporary communications networks; the refiguring of the urban in popular and elite culture, along littoral lines of flight, further domesticating the country; the road movies of twenty-first century freeways; the perpetuation and worsening of inequality and democracy (Stilwell 1992) through the action of the conurban. Cities without bounds: is the conurban one of the faces of the postmetropolis (Soja 2000), the urban without end, with no possibility for or need of closure? My thinking on Byron Bay, and the Rainbow Region in which it is situated, has been shaped by a number of people with whom I had many conversations during my four years living there in 1998-2001. Abstract:
Connecting I’ve moved house on the weekend, closer to the centre of an Australian capital city. I had recently signed up for broadband, with a major Australian Internet company (my first contact, cf. Turner). Now I am the proud owner of a larger modem than I have ever owned: a white cable modem. I gaze out into our new street: two thick black cables cosseted in silver wire. I am relieved. My new home is located in one of those streets, double-cabled by Telstra and Optus in the data-rush of the mid-1990s. Otherwise, I’d be moth-balling the cable modem, and the thrill of my data percolating down coaxial cable. And it would be off to the computer supermarket to buy an ASDL modem, then to pick a provider, to squeeze some twenty-first century connectivity out of old copper (the phone network our grandparents and great-grandparents built). If I still lived in the country, or the outskirts of the city, or anywhere else more than four kilometres from the phone exchange, and somewhere that cable pay TV will never reach, it would be a dish for me — satellite. Our digital lives are premised upon infrastructure, the networks through which we shape what we do, fashion the meanings of our customs and practices, and exchange signs with others. Infrastructure is not simply the material or the technical (Lamberton), but it is the dense, fibrous knotting together of social visions, cultural resources, individual desires, and connections. No more can one easily discern between ‘society’ and ‘technology’, ‘carriage’ and ‘content’, ‘base’ and ‘superstructure’, or ‘infrastructure’ and ‘applications’ (or ‘services’ or ‘content’). To understand telecommunications in action, or the vectors of fibre, we need to consider the long and heterogeneous list of links among different human and non-human actors — the long networks, to take Bruno Latour’s evocative concept, that confect our broadband networks (Latour). The co-ordinates of our infrastructure still build on a century-long history of telecommunications networks, on the nineteenth-century centrality of telegraphy preceding this, and on the histories of the public and private so inscribed. Yet we are in the midst of a long, slow dismantling of the posts-telegraph-telephone (PTT) model of the monopoly carrier for each nation that dominated the twentieth century, with its deep colonial foundations. Instead our New World Information and Communication Order is not the decolonising UNESCO vision of the late 1970s and early 1980s (MacBride, Maitland). Rather it is the neoliberal, free trade, market access model, its symbol the 1984 US judicial decision to require the break-up of AT&T and the UK legislation in the same year that underpinned the Thatcherite twin move to privatize British Telecom and introduce telecommunications competition. Between 1984 and 1999, 110 telecommunications companies were privatized, and the ‘acquisition of privatized PTOs [public telecommunications operators] by European and American operators does follow colonial lines’ (Winseck 396; see also Mody, Bauer & Straubhaar). The competitive market has now been uneasily installed as the paradigm for convergent communications networks, not least with the World Trade Organisation’s 1994 General Agreement on Trade in Services and Annex on Telecommunications. As the citizen is recast as consumer and customer (Goggin, ‘Citizens and Beyond’), we rethink our cultural and political axioms as well as the axes that orient our understandings in this area. Information might travel close to the speed of light, and we might fantasise about optical fibre to the home (or pillow), but our terrain, our band where the struggle lies today, is narrower than we wish. Begging for broadband, it seems, is a long way from warchalking for WiFi. Policy Circuits The dreary everyday business of getting connected plugs the individual netizen into a tangled mess of policy circuits, as much as tricky network negotiations. Broadband in mid-2003 in Australia is a curious chimera, welded together from a patchwork of technologies, old and newer communications industries, emerging economies and patterns of use. Broadband conjures up grander visions, however, of communication and cultural cornucopia. Broadband is high-speed, high-bandwidth, ‘always-on’, networked communications. People can send and receive video, engage in multimedia exchanges of all sorts, make the most of online education, realise the vision of home-based work and trading, have access to telemedicine, and entertainment. Broadband really entered the lexicon with the mass takeup of the Internet in the early to mid-1990s, and with the debates about something called the ‘information superhighway’. The rise of the Internet, the deregulation of telecommunications, and the involuted convergence of communications and media technologies saw broadband positioned at the centre of policy debates nearly a decade ago. In 1993-1994, Australia had its Broadband Services Expert Group (BSEG), established by the then Labor government. The BSEG was charged with inquiring into ‘issues relating to the delivery of broadband services to homes, schools and businesses’. Stung by criticisms of elite composition (a narrow membership, with only one woman among its twelve members, and no consumer or citizen group representation), the BSEG was prompted into wider public discussion and consultation (Goggin & Newell). The then Bureau of Transport and Communications Economics (BTCE), since transmogrified into the Communications Research Unit of the Department of Communications, Information Technology and the Arts (DCITA), conducted its large-scale Communications Futures Project (BTCE and Luck). The BSEG Final report posed the question starkly: As a society we have choices to make. If we ignore the opportunities we run the risk of being left behind as other countries introduce new services and make themselves more competitive: we will become consumers of other countries’ content, culture and technologies rather than our own. Or we could adopt new technologies at any cost…This report puts forward a different approach, one based on developing a new, user-oriented strategy for communications. The emphasis will be on communication among people... (BSEG v) The BSEG proposed a ‘National Strategy for New Communications Networks’ based on three aspects: education and community access, industry development, and the role of government (BSEG x). Ironically, while the nation, or at least its policy elites, pondered the weighty question of broadband, Australia’s two largest telcos were doing it. The commercial decision of Telstra/Foxtel and Optus Vision, and their various television partners, was to nail their colours (black) to the mast, or rather telegraph pole, and to lay cable in the major capital cities. In fact, they duplicated the infrastructure in cities such as Sydney and Melbourne, then deciding it would not be profitable to cable up even regional centres, let alone small country towns or settlements. As Terry Flew and Christina Spurgeon observe: This wasteful duplication contrasted with many other parts of the country that would never have access to this infrastructure, or to the social and economic benefits that it was perceived to deliver. (Flew & Spurgeon 72) The implications of this decision for Australia’s telecommunications and television were profound, but there was little, if any, public input into this. Then Minister Michael Lee was very proud of his anti-siphoning list of programs, such as national sporting events, that would remain on free-to-air television rather than screen on pay, but was unwilling, or unable, to develop policy on broadband and pay TV cable infrastructure (on the ironies of Australia’s television history, see Given’s masterly account). During this period also, it may be remembered, Australia’s Internet was being passed into private hands, with the tendering out of AARNET (see Spurgeon for discussion). No such national strategy on broadband really emerged in the intervening years, nor has the market provided integrated, accessible broadband services. In 1997, landmark telecommunications legislation was enacted that provided a comprehensive framework for competition in telecommunications, as well as consolidating and extending consumer protection, universal service, customer service standards, and other reforms (CLC). Carrier and reseller competition had commenced in 1991, and the 1997 legislation gave it further impetus. Effective competition is now well established in long distance telephone markets, and in mobiles. Rivalrous competition exists in the market for local-call services, though viable alternatives to Telstra’s dominance are still few (Fels). Broadband too is an area where there is symbolic rivalry rather than effective competition. This is most visible in advertised ADSL offerings in large cities, yet most of the infrastructure for these services is comprised by Telstra’s copper, fixed-line network. Facilities-based duopoly competition exists principally where Telstra/Foxtel and Optus cable networks have been laid, though there are quite a number of ventures underway by regional telcos, power companies, and, most substantial perhaps, the ACT government’s TransACT broadband network. Policymakers and industry have been greatly concerned about what they see as slow takeup of broadband, compared to other countries, and by barriers to broadband competition and access to ‘bottleneck’ facilities (such as Telstra or Optus’s networks) by potential competitors. The government has alternated between trying to talk up broadband benefits and rates of take up and recognising the real difficulties Australia faces as a large country with a relative small and dispersed population. In March 2003, Minister Alston directed the ACCC to implement new monitoring and reporting arrangements on competition in the broadband industry. A key site for discussion of these matters has been the competition policy institution, the Australian Competition and Consumer Commission, and its various inquiries, reports, and considerations (consult ACCC’s telecommunications homepage at http://www.accc.gov.au/telco/fs-telecom.htm). Another key site has been the Productivity Commission (http://www.pc.gov.au), while a third is the National Office on the Information Economy (NOIE - http://www.noie.gov.au/projects/access/access/broadband1.htm). Others have questioned whether even the most perfectly competitive market in broadband will actually provide access to citizens and consumers. A great deal of work on this issue has been undertaken by DCITA, NOIE, the regulators, and industry bodies, not to mention consumer and public interest groups. Since 1997, there have been a number of governmental inquiries undertaken or in progress concerning the takeup of broadband and networked new media (for example, a House of Representatives Wireless Broadband Inquiry), as well as important inquiries into the still most strategically important of Australia’s companies in this area, Telstra. Much of this effort on an ersatz broadband policy has been piecemeal and fragmented. There are fundamental difficulties with the large size of the Australian continent and its harsh terrain, the small size of the Australian market, the number of providers, and the dominant position effectively still held by Telstra, as well as Singtel Optus (Optus’s previous overseas investors included Cable & Wireless and Bell South), and the larger telecommunications and Internet companies (such as Ozemail). Many consumers living in metropolitan Australia still face real difficulties in realising the slogan ‘bandwidth for all’, but the situation in parts of rural Australia is far worse. Satellite ‘broadband’ solutions are available, through Telstra Countrywide or other providers, but these offer limited two-way interactivity. Data can be received at reasonable speeds (though at far lower data rates than how ‘broadband’ used to be defined), but can only be sent at far slower rates (Goggin, Rural Communities Online). The cultural implications of these digital constraints may well be considerable. Computer gamers, for instance, are frustrated by slow return paths. In this light, the final report of the January 2003 Broadband Advisory Group (BAG) is very timely. The BAG report opens with a broadband rhapsody: Broadband communications technologies can deliver substantial economic and social benefits to Australia…As well as producing productivity gains in traditional and new industries, advanced connectivity can enrich community life, particularly in rural and regional areas. It provides the basis for integration of remote communities into national economic, cultural and social life. (BAG 1, 7) Its prescriptions include: Australia will be a world leader in the availability and effective use of broadband...and to capture the economic and social benefits of broadband connectivity...Broadband should be available to all Australians at fair and reasonable prices…Market arrangements should be pro-competitive and encourage investment...The Government should adopt a National Broadband Strategy (BAG 1) And, like its predecessor nine years earlier, the BAG report does make reference to a national broadband strategy aiming to maximise “choice in work and recreation activities available to all Australians independent of location, background, age or interests” (17). However, the idea of a national broadband strategy is not something the BAG really comes to grips with. The final report is keen on encouraging broadband adoption, but not explicit on how barriers to broadband can be addressed. Perhaps this is not surprising given that the membership of the BAG, dominated by representatives of large corporations and senior bureaucrats was even less representative than its BSEG predecessor. Some months after the BAG report, the Federal government did declare a broadband strategy. It did so, intriguingly enough, under the rubric of its response to the Regional Telecommunications Inquiry report (Estens), the second inquiry responsible for reassuring citizens nervous about the full-privatisation of Telstra (the first inquiry being Besley). The government’s grand $142.8 million National Broadband Strategy focusses on the ‘broadband needs of regional Australians, in partnership with all levels of government’ (Alston, ‘National Broadband Strategy’). Among other things, the government claims that the Strategy will result in “improved outcomes in terms of services and prices for regional broadband access; [and] the development of national broadband infrastructure assets.” (Alston, ‘National Broadband Strategy’) At the same time, the government announced an overall response to the Estens Inquiry, with specific safeguards for Telstra’s role in regional communications — a preliminary to the full Telstra sale (Alston, ‘Future Proofing’). Less publicised was the government’s further initiative in indigenous telecommunications, complementing its Telecommunications Action Plan for Remote Indigenous Communities (DCITA). Indigenous people, it can be argued, were never really contemplated as citizens with the ken of the universal service policy taken to underpin the twentieth-century government monopoly PTT project. In Australia during the deregulatory and re-regulatory 1990s, there was a great reluctance on the part of Labor and Coalition Federal governments, Telstra and other industry participants, even to research issues of access to and use of telecommunications by indigenous communicators. Telstra, and to a lesser extent Optus (who had purchased AUSSAT as part of their licence arrangements), shrouded the issue of indigenous communications in mystery that policymakers were very reluctant to uncover, let alone systematically address. Then regulator, the Australian Telecommunications Authority (AUSTEL), had raised grave concerns about indigenous telecommunications access in its 1991 Rural Communications inquiry. However, there was no government consideration of, nor research upon, these issues until Alston commissioned a study in 2001 — the basis for the TAPRIC strategy (DCITA). The elision of indigenous telecommunications from mainstream industry and government policy is all the more puzzling, if one considers the extraordinarily varied and significant experiments by indigenous Australians in telecommunications and Internet (not least in the early work of the Tanami community, made famous in media and cultural studies by the writings of anthropologist Eric Michaels). While the government’s mid-2003 moves on a ‘National Broadband Strategy’ attend to some details of the broadband predicament, they fall well short of an integrated framework that grasps the shortcomings of the neoliberal communications model. The funding offered is a token amount. The view from the seat of government is a glance from the rear-view mirror: taking a snapshot of rural communications in the years 2000-2002 and projecting this tableau into a safety-net ‘future proofing’ for the inevitable turning away of a fully-privately-owned Telstra from its previously universal, ‘carrier of last resort’ responsibilities. In this aetiolated, residualist policy gaze, citizens remain constructed as consumers in a very narrow sense in this incremental, quietist version of state securing of market arrangements. What is missing is any more expansive notion of citizens, their varied needs, expectations, uses, and cultural imaginings of ‘always on’ broadband networks. Hybrid Networks “Most people on earth will eventually have access to networks that are all switched, interactive, and broadband”, wrote Frances Cairncross in 1998. ‘Eventually’ is a very appropriate word to describe the parlous state of broadband technology implementation. Broadband is in a slow state of evolution and invention. The story of broadband so far underscores the predicament for Australian access to bandwidth, when we lack any comprehensive, integrated, effective, and fair policy in communications and information technology. We have only begun to experiment with broadband technologies and understand their evolving uses, cultural forms, and the sense in which they rework us as subjects. Our communications networks are not superhighways, to invoke an enduring artefact from an older technology. Nor any longer are they a single ‘public’ switched telecommunications network, like those presided over by the post-telegraph-telephone monopolies of old. Like roads themselves, or the nascent postal system of the sixteenth century, broadband is a patchwork quilt. The ‘fibre’ of our communications networks is hybrid. To be sure, powerful corporations dominate, like the Tassis or Taxis who served as postmasters to the Habsburg emperors (Briggs & Burke 25). Activating broadband today provides a perspective on the path dependency of technology history, and how we can open up new threads of a communications fabric. Our options for transforming our multitudinous networked lives emerge as much from everyday tactics and strategies as they do from grander schemes and unifying policies. We may care to reflect on the waning potential for nation-building technology, in the wake of globalisation. We no longer gather our imagined community around a Community Telephone Plan as it was called in 1960 (Barr, Moyal, and PMG). Yet we do require national and international strategies to get and stay connected (Barr), ideas and funding that concretely address the wider dimensions of access and use. We do need to debate the respective roles of Telstra, the state, community initiatives, and industry competition in fair telecommunications futures. Networks have global reach and require global and national integration. Here vision, co-ordination, and resources are urgently required for our commonweal and moral fibre. To feel the width of the band we desire, we need to plug into and activate the policy circuits. Special Care Notice This article contains images of deceased people that might cause sadness or distress to Aboriginal and Torres Strait Islander readers. Introduction Like many cities, Perth was founded on wetlands that have been integral to its history and culture (Seddon 226–32). However, in order to promote a settlement agenda, early mapmakers sought to erase the city’s wetlands from cartographic depictions (Giblett, Cities). Since the colonial era, inner-Perth’s swamps and lakes have been drained, filled, significantly reduced in size, or otherwise reclaimed for urban expansion (Bekle). Not only have the swamps and lakes physically disappeared, the memories of their presence and influence on the city’s development over time are also largely forgotten. What was the site of Perth, specifically its wetlands, like before British settlement? In 2014, an interdisciplinary team at Edith Cowan University developed a digital visualisation process to re-imagine Perth prior to colonisation. This was based on early maps of the Swan River Colony and a range of archival information. The images depicted the city’s topography, hydrology, and vegetation and became the centerpiece of a physical exhibition entitled Re-imagining Perth’s Lost Wetlands and a virtual exhibition hosted by the Western Australian Museum. Alongside historic maps, paintings, photographs, and writings, the visual reconstruction of Perth aimed to foster appreciation of the pre-settlement environment—the homeland of the Whadjuck Nyoongar, or Bibbulmun, people (Carter and Nutter). The exhibition included the narrative of Fanny Balbuk, a Nyoongar woman who voiced her indignation over the “usurping of her beloved home ground” (Bates, The Passing 69) by flouting property lines and walking through private residences to reach places of cultural significance. Beginning with Balbuk’s story and the digital tracing of her walking route through colonial Perth, this article discusses the project in the context of contemporary pressures on the city’s extant wetlands. The re-imagining of Perth through historically, culturally, and geographically-grounded digital visualisation approaches can inspire the conservation of its wetlands heritage. Balbuk’s Walk through the City For many who grew up in Perth, Fanny Balbuk’s perambulations have achieved legendary status in the collective cultural imagination. In his memoir, David Whish-Wilson mentions Balbuk’s defiant walks and the lighting up of the city for astronaut John Glenn in 1962 as the two stories that had the most impact on his Perth childhood. From Gordon Stephenson House, Whish-Wilson visualises her journey in his mind’s eye, past Government House on St Georges Terrace (the main thoroughfare through the city centre), then north on Barrack Street towards the railway station, the site of Lake Kingsford where Balbuk once gathered bush tucker (4). He considers the footpaths “beneath the geometric frame of the modern city […] worn smooth over millennia that snake up through the sheoak and marri woodland and into the city’s heart” (Whish-Wilson 4). Balbuk’s story embodies the intertwined culture and nature of Perth—a city of wetlands. Born in 1840 on Heirisson Island, Balbuk (also known as Yooreel) (Figure 1) had ancestral bonds to the urban landscape. According to Daisy Bates, writing in the early 1900s, the Nyoongar term Matagarup, or “leg deep,” denotes the passage of shallow water near Heirisson Island where Balbuk would have forded the Swan River (“Oldest” 16). Yoonderup was recorded as the Nyoongar name for Heirisson Island (Bates, “Oldest” 16) and the birthplace of Balbuk’s mother (Bates, “Aboriginal”). In the suburb of Shenton Park near present-day Lake Jualbup, her father bequeathed to her a red ochre (or wilgi) pit that she guarded fervently throughout her life (Bates, “Aboriginal”).Figure 1. Balbuk’s grandparents were culturally linked to the site. At his favourite camp beside the freshwater spring near Kings Park on Mounts Bay Road, her grandfather witnessed the arrival of Lieutenant-Colonel Frederick Irwin, cousin of James Stirling (Bates, “Fanny”). In 1879, colonial entrepreneurs established the Swan Brewery at this significant locale (Welborn). Her grandmother’s gravesite later became Government House (Bates, “Fanny”) and she protested vociferously outside “the stone gates guarded by a sentry [that] enclosed her grandmother’s burial ground” (Bates, The Passing 70). Balbuk’s other grandmother was buried beneath Bishop’s Grove, the residence of the city’s first archibishop, now Terrace Hotel (Bates, “Aboriginal”). Historian Bob Reece observes that Balbuk was “the last full-descent woman of Kar’gatta (Karrakatta), the Bibbulmun name for the Mount Eliza [Kings Park] area of Perth” (134). According to accounts drawn from Bates, her home ground traversed the area between Heirisson Island and Perth’s north-western limits. In Kings Park, one of her relatives was buried near a large, hollow tree used by Nyoongar people like a cistern to capture water and which later became the site of the Queen Victoria Statue (Bates, “Aboriginal”). On the slopes of Mount Eliza, the highest point of Kings Park, at the western end of St Georges Terrace, she harvested plant foods, including zamia fruits (Macrozamia riedlei) (Bates, “Fanny”). Fanny Balbuk’s knowledge contributed to the native title claim lodged by Nyoongar people in 2006 as Bennell v. State of Western Australia—the first of its kind to acknowledge Aboriginal land rights in a capital city and part of the larger Single Nyoongar Claim (South West Aboriginal Land and Sea Council et al.). Perth’s colonial administration perceived the city’s wetlands as impediments to progress and as insalubrious environments to be eradicated through reclamation practices. For Balbuk and other Nyoongar people, however, wetlands were “nourishing terrains” (Rose) that afforded sustenance seasonally and meaning perpetually (O’Connor, Quartermaine, and Bodney). Mary Graham, a Kombu-merri elder from Queensland, articulates the connection between land and culture, “because land is sacred and must be looked after, the relation between people and land becomes the template for society and social relations. Therefore all meaning comes from land.” Traditional, embodied reliance on Perth’s wetlands is evident in Bates’ documentation. For instance, Boojoormeup was a “big swamp full of all kinds of food, now turned into Palmerston and Lake streets” (Bates, “Aboriginal”). Considering her cultural values, Balbuk’s determination to maintain pathways through the increasingly colonial Perth environment is unsurprising (Figure 2). From Heirisson Island: a straight track had led to the place where once she had gathered jilgies [crayfish] and vegetable food with the women, in the swamp where Perth railway station now stands. Through fences and over them, Balbuk took the straight track to the end. When a house was built in the way, she broke its fence-palings with her digging stick and charged up the steps and through the rooms. (Bates, The Passing 70) One obstacle was Hooper’s Fence, which Balbuk broke repeatedly on her trips to areas between Kings Park and the railway station (Bates, “Hooper’s”). Her tenacious commitment to walking ancestral routes signifies the friction between settlement infrastructure and traditional Nyoongar livelihood during an era of rapid change. Figure 2. Project Background and Approach Inspired by Fanny Balbuk’s story, Re-imagining Perth’s Lost Wetlands began as an Australian response to the Mannahatta Project. Founded in 1999, that project used spatial analysis techniques and mapping software to visualise New York’s urbanised Manhattan Island—or Mannahatta as it was called by indigenous people—in the early 1600s (Sanderson). Based on research into the island’s original biogeography and the ecological practices of Native Americans, Mannahatta enabled the public to “peel back” the city’s strata, revealing the original composition of the New York site. The layers of visuals included rich details about the island’s landforms, water systems, and vegetation. Mannahatta compelled Rod Giblett, a cultural researcher at Edith Cowan University, to develop an analogous model for visualising Perth circa 1829. The idea attracted support from the City of Perth, Landgate, and the University. Using stories, artefacts, and maps, the team—comprising a cartographer, designer, three-dimensional modelling expert, and historical researchers—set out to generate visualisations of the landscape at the time of British colonisation. Nyoongar elder Noel Nannup approved culturally sensitive material and contributed his perspective on Aboriginal content to include in the exhibition. The initiative’s context remains pressing. In many ways, Perth has become a template for development in the metropolitan area (Weller). While not unusual for a capital, the rate of transformation is perhaps unexpected in a city less than 200 years old (Forster). There also remains a persistent view of existing wetlands as obstructions to progress that, once removed, are soon forgotten (Urban Bushland Council). Digital visualisation can contribute to appreciating environments prior to colonisation but also to re-imagining possibilities for future human interactions with land, water, and space. Despite the rapid pace of change, many Perth area residents have memories of wetlands lost during their lifetimes (for example, Giblett, Forrestdale). However, as the clearing and drainage of the inner city occurred early in settlement, recollections of urban wetlands exist exclusively in historical records. In 1935, a local correspondent using the name “Sandgroper” reminisced about swamps, connecting them to Perth’s colonial heritage: But the Swamps were very real in fact, and in name in the [eighteen-] Nineties, and the Perth of my youth cannot be visualised without them. They were, of course, drying up apace, but they were swamps for all that, and they linked us directly with the earliest days of the Colony when our great-grandparents had founded this City of Perth on a sort of hog's-back, of which Hay-street was the ridge, and from which a succession of streamlets ran down its southern slope to the river, while land locked to the north of it lay a series of lakes which have long since been filled to and built over so that the only evidence that they have ever existed lies in the original street plans of Perth prepared by Roe and Hillman in the early eighteen-thirties. A salient consequence of the loss of ecological memory is the tendency to repeat the miscues of the past, especially the blatant disregard for natural and cultural heritage, as suburbanisation engulfs the area. While the swamps of inner Perth remain only in the names of streets, existing wetlands in the metropolitan area are still being threatened, as the Roe Highway (Roe 8) Campaign demonstrates. To re-imagine Perth’s lost landscape, we used several colonial survey maps to plot the location of the original lakes and swamps. At this time, a series of interconnecting waterbodies, known as the Perth Great Lakes, spread across the north of the city (Bekle and Gentilli). This phase required the earliest cartographic sources (Figure 3) because, by 1855, city maps no longer depicted wetlands. We synthesised contextual information, such as well depths, geological and botanical maps, settlers’ accounts, Nyoongar oral histories, and colonial-era artists’ impressions, to produce renderings of Perth. This diverse collection of primary and secondary materials served as the basis for creating new images of the city. Team member Jeff Murray interpolated Balbuk’s route using historical mappings and accounts, topographical data, court records, and cartographic common sense. He determined that Balbuk would have camped on the high ground of the southern part of Lake Kingsford rather than the more inundated northern part (Figure 2). Furthermore, she would have followed a reasonably direct course north of St Georges Terrace (contrary to David Whish-Wilson’s imaginings) because she was barred from Government House for protesting. This easier route would have also avoided the springs and gullies that appear on early maps of Perth. Figure 3. Townsite of Perth in Western Australia by Colonial Draftsman A. Prompted by the build up to World War II, the earliest aerial photography of Perth dates from the late 1930s (Dixon 148–54). As “Sandgroper” noted, by this time, most of the urban wetlands had been drained or substantially modified. The animation revealed considerable alterations to the formerly swampy Swan River shoreline. Most prominent was the transformation of the Matagarup shallows across the Swan River, originally consisting of small islands. Now traversed by a causeway, this area was transformed into a single island, Heirisson—the general site of Balbuk’s birth. The animation and accompanying materials (maps, images, and writings) enabled viewers to apprehend the changes in real time and to imagine what the city was once like. Re-imagining Perth’s Urban Heart The physical environment of inner Perth includes virtually no trace of its wetland origins. Consequently, we considered whether a representation of Perth, as it existed previously, could enhance public understanding of natural heritage and thereby increase its value. For this reason, interpretive materials were exhibited centrally at Perth Town Hall. Built partly by convicts between 1867 and 1870, the venue is close to the site of the 1829 Foundation of Perth, depicted in George Pitt Morrison’s painting. Balbuk’s grandfather “camped somewhere in the city of Perth, not far from the Town Hall” (Bates, “Fanny”). The building lies one block from the site of the railway station on the site of Lake Kingsford, the subsistence grounds of Balbuk and her forebears: The old swamp which is now the Perth railway yards had been a favourite jilgi ground; a spring near the Town Hall had been a camping place of Maiago […] and others of her fathers' folk; and all around and about city and suburbs she had gathered roots and fished for crayfish in the days gone by. (Bates, “Derelicts” 55) Beginning in 1848, the draining of Lake Kingsford reached completion during the construction of the Town Hall. While the swamps of the city were not appreciated by many residents, some organisations, such as the Perth Town Trust, vigorously opposed the reclamation of the lake, alluding to its hydrological role: That, the soil being sand, it is not to be supposed that Lake Kingsford has in itself any material effect on the wells of Perth; but that, from this same reason of the sandy soil, it would be impossible to keep the lake dry without, by so doing, withdrawing the water from at least the adjacent parts of the townsite to the same depth. (Independent Journal of Politics and News 3) At the time of our exhibition, the Lake Kingsford site was again being reworked to sink the railway line and build Yagan Square, a public space named after a colonial-era Nyoongar leader. The project required specialised construction techniques due to the high water table—the remnants of the lake. People travelling to the exhibition by train in October 2014 could have seen the lake reasserting itself in partly-filled depressions, flush with winter rain (Figure 4).Figure 4. The exhibition was situated in the Town Hall’s enclosed undercroft designed for markets and more recently for shops. While some visited after peering curiously through the glass walls of the undercroft, others hailed from local and state government organisations. Guest comments applauded the alternative view of Perth we presented. The content invited the public to re-imagine Perth as a city of wetlands that were both environmentally and culturally important. A display panel described how the city’s infrastructure presented a hindrance for Balbuk as she attempted to negotiate the once-familiar route between Yoonderup and Lake Kingsford (Figure 2). Perth’s growth “restricted Balbuk’s wanderings; towns, trains, and farms came through her ‘line of march’; old landmarks were thus swept away, and year after year saw her less confident of the locality of one-time familiar spots” (Bates, “Fanny”). Conserving Wetlands: From Re-Claiming to Re-Valuing? Imagination, for philosopher Roger Scruton, involves “thinking of, and attending to, a present object (by thinking of it, or perceiving it, in terms of something absent)” (155). According to Scruton, the feelings aroused through imagination can prompt creative, transformative experiences. While environmental conservation tends to rely on data-driven empirical approaches, it appeals to imagination less commonly. We have found, however, that attending to the present object (the city) in terms of something absent (its wetlands) through evocative visual material can complement traditional conservation agendas focused on habitats and species. The actual extent of wetlands loss in the Swan Coastal Plain—the flat and sandy region extending from Jurien Bay south to Cape Naturaliste, including Perth—is contested. However, estimates suggest that 80 per cent of wetlands have been lost, with remaining habitats threatened by climate change, suburban development, agriculture, and industry (Department of Environment and Conservation). As with the swamps and lakes of the inner city, many regional wetlands were cleared, drained, or filled before they could be properly documented. Additionally, the seasonal fluctuations of swampy places have never been easily translatable to two-dimensional records. As Giblett notes, the creation of cartographic representations and the assignment of English names were attempts to fix the dynamic boundaries of wetlands, at least in the minds of settlers and administrators (Postmodern 72–73). Moreover, European colonists found the Western Australian landscape, including its wetlands, generally discomfiting. In a letter from 1833, metaphors failed George Fletcher Moore, the effusive colonial commentator, “I cannot compare these swamps to any marshes with which you are familiar” (220). The intermediate nature of wetlands—as neither land nor lake—is perhaps one reason for their cultural marginalisation (Giblett, Postmodern 39). The conviction that unsanitary, miasmic wetlands should be converted to more useful purposes largely prevailed (Giblett, Black 105–22). Felicity Morel-EdnieBrown’s research into land ownership records in colonial Perth demonstrated that town lots on swampland were often preferred. By layering records using geographic information systems (GIS), she revealed modifications to town plans to accommodate swampland frontages. The decline of wetlands in the region appears to have been driven initially by their exploitation for water and later for fertile soil. Northern market gardens supplied the needs of the early city. It is likely that the depletion of Nyoongar bush foods predated the flourishing of these gardens (Carter and Nutter). Engaging with the history of Perth’s swamps raises questions about the appreciation of wetlands today. In an era where numerous conservation strategies and alternatives have been developed (for example, Bobbink et al. 93–220), the exploitation of wetlands in service to population growth persists. On Perth’s north side, wetlands have long been subdued by controlling their water levels and landscaping their boundaries, as the suburban examples of Lake Monger and Hyde Park (formerly Third Swamp Reserve) reveal. Largely unmodified wetlands, such as Forrestdale Lake, exist south of Perth, but they too are in danger (Giblett, Black Swan). The Beeliar Wetlands near the suburb of Bibra Lake comprise an interconnected series of lakes and swamps that are vulnerable to a highway extension project first proposed in the 1950s. Just as the Perth Town Trust debated Lake Kingsford’s draining, local councils and the public are fiercely contesting the construction of the Roe Highway, which will bisect Beeliar Wetlands, destroying Roe Swamp (Chinna). The conservation value of wetlands still struggles to compete with traffic planning underpinned by a modernist ideology that associates cars and freeways with progress (Gregory). Outside of archives, the debate about Lake Kingsford is almost entirely forgotten and its physical presence has been erased. Despite the magnitude of loss, re-imagining the city’s swamplands, in the way that we have, calls attention to past indiscretions while invigorating future possibilities. We hope that the re-imagining of Perth’s wetlands stimulates public respect for ancestral tracks and songlines like Balbuk’s. Despite the accretions of settler history and colonial discourse, songlines endure as a fundamental cultural heritage. Nyoongar elder Noel Nannup states, “as people, if we can get out there on our songlines, even though there may be farms or roads overlaying them, fences, whatever it is that might impede us from travelling directly upon them, if we can get close proximity, we can still keep our culture alive. That is why it is so important for us to have our songlines.” Just as Fanny Balbuk plied her songlines between Yoonderup and Lake Kingsford, the traditional custodians of Beeliar and other wetlands around Perth walk the landscape as an act of resistance and solidarity, keeping the stories of place alive. Abstract:
IntroductionIn July 1997, the Mackay campus of Central Queensland University hosted a conference with the theme Regional Australia: Visions of Mackay. It was the first academic conference to be held at the young campus, and its aim was to provide an opportunity for academics, business people, government officials, and other interested parties to discuss their visions for the development of Mackay, a regional community of 75,000 people situated on the Central Queensland coast (Danaher). I delivered a presentation at that conference and authored a chapter in the book that emerged from its proceedings. The chapter entitled “Mackay Online” explored the potential impact that the Internet could have on the Mackay region, particularly in the areas of regional business, education, health, and entertainment (Pace). Two decades later, how does the reality compare with that vision?Broadband BluesAt the time of the Visions of Mackay conference, public commercial use of the Internet was in its infancy. Many Internet services and technologies that users take for granted today were uncommon or non-existent then. Examples include online video, video-conferencing, Voice over Internet Protocol (VoIP), blogs, social media, peer-to-peer file sharing, payment gateways, content management systems, wireless data communications, smartphones, mobile applications, and tablet computers. In 1997, most users connected to the Internet using slow dial-up modems with speeds ranging from 28.8 Kbps to 33.6 Kbps. 56 Kbps modems had just become available. Lamenting these slow data transmission speeds, I looked forward to a time when widespread availability of high-bandwidth networks would allow the Internet’s services to “expand to include electronic commerce, home entertainment and desktop video-conferencing” (Pace 103). Although that future eventually arrived, I incorrectly anticipated how it would arrive.In 1997, Optus and Telstra were engaged in the rollout of hybrid fibre coaxial (HFC) networks in Sydney, Melbourne, and Brisbane for the Optus Vision and Foxtel pay TV services (Meredith). These HFC networks had a large amount of unused bandwidth, which both Telstra and Optus planned to use to provide broadband Internet services. Telstra's Big Pond Cable broadband service was already available to approximately one million households in Sydney and Melbourne (Taylor), and Optus was considering extending its cable network into regional Australia through partnerships with smaller regional telecommunications companies (Lewis). These promising developments seemed to point the way forward to a future high-bandwidth network, but that was not the case. A short time after the Visions of Mackay conference, Telstra and Optus ceased the rollout of their HFC networks in response to the invention of Asynchronous Digital Subscriber Line (ADSL), a technology that increases the bandwidth of copper wire and enables Internet connections of up to 6 Mbps over the existing phone network. ADSL was significantly faster than a dial-up service, it was broadly available to homes and businesses across the country, and it did not require enormous investment in infrastructure. However, ADSL could not offer speeds anywhere near the 27 Mbps of the HFC networks. When it came to broadband provision, Australia seemed destined to continue playing catch-up with the rest of the world. According to data from the Organisation for Economic Cooperation and Development (OECD), in 2009 Australia ranked 18th in the world for broadband penetration, with 24.1 percent of Australians having a fixed-line broadband subscription. Statistics like these eventually prompted the federal government to commit to the deployment of a National Broadband Network (NBN). In 2009, the Kevin Rudd Government announced that the NBN would combine fibre-to-the-premises (FTTP), fixed wireless, and satellite technologies to deliver Internet speeds of up to 100 Mbps to 90 percent of Australian homes, schools, and workplaces (Rudd).The rollout of the NBN in Mackay commenced in 2013 and continued, suburb by suburb, until its completion in 2017 (Frost, “Mackay”; Garvey). The rollout was anything but smooth. After a change of government in 2013, the NBN was redesigned to reduce costs. A mixed copper/optical technology known as fibre-to-the-node (FTTN) replaced FTTP as the preferred approach for providing most NBN connections. The resulting connection speeds were significantly slower than the 100 Mbps that was originally proposed. Many Mackay premises could only achieve a maximum speed of 40 Mbps, which led to some overcharging by Internet service providers, and subsequent compensation for failing to deliver services they had promised (“Optus”). Some Mackay residents even complained that their new NBN connections were slower than their former ADSL connections. NBN Co representatives claimed that the problems were due to “service providers not buying enough space in the network to provide the service they had promised to customers” (“Telcos”). Unsurprisingly, the number of complaints about the NBN that were lodged with the Telecommunications Industry Ombudsman skyrocketed during the last six months of 2017. Queensland complaints increased by approximately 40 percent when compared with the same period during the previous year (“Qld”).Despite the challenges presented by infrastructure limitations, the rollout of the NBN was a boost for the Mackay region. For some rural residents, it meant having reliable Internet access for the first time. Frost, for example, reports on the experiences of a Mackay couple who could not get an ADSL service at their rural home because it was too far away from the nearest telephone exchange. Unreliable 3G mobile broadband was the only option for operating their air-conditioning business. All of that changed with the arrival of the NBN. “It’s so fast we can run a number of things at the same time”, the couple reported (“NBN”).Networking the NationOne factor that contributed to the uptake of Internet services in the Mackay region after the Visions of Mackay conference was the Australian Government’s Networking the Nation (NTN) program. When the national telecommunications carrier Telstra was partially privatised in 1997, and further sold in 1999, proceeds from the sale were used to fund an ambitious communications infrastructure program named Networking the Nation (Department of Communications, Information Technology and the Arts). The program funded projects that improved the availability, accessibility, affordability, and use of communications facilities and services throughout regional Australia. Eligibility for funding was limited to not-for-profit organisations, including local councils, regional development organisations, community groups, local government associations, and state and territory governments.In 1998, the Mackay region received $930,000 in Networking the Nation funding for Mackay Regionlink, a project that aimed to provide equitable community access to online services, skills development for local residents, an affordable online presence for local business and community organisations, and increased external awareness of the Mackay region (Jewell et al.). One element of the project was a training program that provided basic Internet skills to 2,168 people across the region over a period of two years. A second element of the project involved the establishment of 20 public Internet access centres in locations throughout the region, such as libraries, community centres, and tourist information centres. The centres provided free Internet access to users and encouraged local participation and skill development. More than 9,200 users were recorded in these centres during the first year of the project, and the facilities remained active until 2006. A third element of the project was a regional web portal that provided a free easily-updated online presence for community organisations. The project aimed to have every business and community group in the Mackay region represented on the website, with hosting fees for the business web pages funding its ongoing operation and development. More than 6,000 organisations were listed on the site, and the project remained financially viable until 2005.The availability, affordability and use of communications facilities and services in Mackay increased significantly during the period of the Regionlink project. Changes in technology, services, markets, competition, and many other factors contributed to this increase, so it is difficult to ascertain the extent to which Mackay Regionlink fostered those outcomes. However, the large number of people who participated in the Regionlink training program and made use of the public Internet access centres, suggests that the project had a positive influence on digital literacy in the Mackay region.The Impact on BusinessThe Internet has transformed regional business for both consumers and business owners alike since the Visions of Mackay conference. When Mackay residents made a purchase in 1997, their choice of suppliers was limited to a few local businesses. Today they can shop online in a global market. Security concerns were initially a major obstacle to the growth of electronic commerce. Consumers were slow to adopt the Internet as a place for doing business, fearing that their credit card details would be vulnerable to hackers once they were placed online. After observing the efforts that finance and software companies were making to eliminate those obstacles, I anticipated that it would only be a matter of time before online transactions became commonplace:Consumers seeking a particular product will be able to quickly find the names of suitable suppliers around the world, compare their prices, and place an order with the one that can deliver the product at the cheapest price. (Pace 106)This expectation was soon fulfilled by the arrival of online payment systems such as PayPal in 1998, and online shopping services such as eBay in 1997. eBay is a global online auction and shopping website where individuals and businesses buy and sell goods and services worldwide. The eBay service is free to use for buyers, but sellers are charged modest fees when they make a sale. It exemplifies the notion of “friction-free capitalism” articulated by Gates (157).In 1997, regional Australian business owners were largely sceptical about the potential benefits the Internet could bring to their businesses. Only 11 percent of Australian businesses had some form of web presence, and less than 35 percent of those early adopters felt that their website was significant to their business (Department of Industry, Science and Tourism). Anticipating the significant opportunities that the Internet offered Mackay businesses to compete in new markets, I recommended that they work “towards the goal of providing products and services that meet the needs of international consumers as well as local ones” (107). In the two decades that have passed since that time, many Mackay businesses have been doing just that. One prime example is Big on Shoes (bigonshoes.com.au), a retailer of ladies’ shoes from sizes five to fifteen (Plane). Big on Shoes has physical shopfronts in Mackay and Moranbah, an online store that has been operating since 2009, and more than 12,000 followers on Facebook. This speciality store caters for women who have traditionally been unable to find shoes in their size. As the store’s customer base has grown within Australia and internationally, an unexpected transgender market has also emerged. In 2018 Big on Shoes was one of 30 regional businesses featured in the first Facebook and Instagram Annual Gift Guide, and it continues to build on its strengths (Cureton).The Impact on HealthThe growth of the Internet has improved the availability of specialist health services for people in the Mackay region. Traditionally, access to surgical services in Mackay has been much more limited than in metropolitan areas because of the shortage of specialists willing to practise in regional areas (Green). In 2003, a senior informant from the Royal Australasian College of Surgeons bluntly described the Central Queensland region from Mackay to Gladstone as “a black hole in terms of surgery” (Birrell et al. 15). In 1997 I anticipated that, although the Internet would never completely replace a visit to a local doctor or hospital, it would provide tools that improve the availability of specialist medical services for people living in regional areas. Using these tools, doctors would be able to “analyse medical images captured from patients living in remote locations” and “diagnose patients at a distance” (Pace 108).These expectations have been realised in the form of Queensland Health’s Telehealth initiative, which permits medical specialists in Brisbane and Townsville to conduct consultations with patients at the Mackay Base Hospital using video-conference technology. Telehealth reduces the need for patients to travel for specialist advice, and it provides health professionals with access to peer support. Averill (7), for example, reports on the experience of a breast cancer patient at the Mackay Base Hospital who was able to participate in a drug trial with a Townsville oncologist through the Telehealth network. Mackay health professionals organised the patient’s scans, administered blood tests, and checked her lymph nodes, blood pressure and weight. Townsville health professionals then used this information to advise the Mackay team about her ongoing treatment. The patient expressed appreciation that the service allowed her to avoid the lengthy round-trip to Townsville. Prior to being offered the Telehealth option, she had refused to participate in the trial because “the trip was just too much of a stumbling block” (Averill 7).The Impact on Media and EntertainmentThe field of media and entertainment is another aspect of regional life that has been reshaped by the Internet since the Visions of Mackay conference. Most of these changes have been equally apparent in both regional and metropolitan areas. Over the past decade, the way individuals consume media has been transformed by new online services offering user-generated video, video-on-demand, and catch-up TV. These developments were among the changes I anticipated in 1997:The convergence of television and the Internet will stimulate the creation of new services such as video-on-demand. Today television is a synchronous media—programs are usually viewed while they are being broadcast. When high-quality video can be transmitted over the information superhighway, users will be able to watch what they want, when and where they like. […] Newly released movies will continue to be rented, but probably not from stores. Instead, consumers will shop on the information superhighway for movies that can be delivered on demand.In the mid-2000s, free online video-sharing services such as YouTube and Vimeo began to emerge. These websites allow users to freely upload, view, share, comment on, and curate online videos. Subscription-based streaming services such as Netflix and Amazon Prime have also become increasingly popular since that time. These services offer online streaming of a library of films and television programs for a fee of less than 20 dollars per month. Computers, smart TVs, Blu-ray players, game consoles, mobile phones, tablets, and other devices provide a multitude of ways of accessing streaming services. Some of these devices cost less than 100 dollars, while higher-end electronic devices include the capability as a bundled feature. Netflix became available in Mackay at the time of its Australian launch in 2015. The growth of streaming services greatly reduced the demand for video rental shops in the region, and all closed down as a result. The last remaining video rental store in Mackay closed its doors in 2018 after trading for 26 years (“Last”).Some of the most dramatic transformations that have occurred the field of media and entertainment were not anticipated in 1997. The rise of mobile technology, including wireless data communications, smartphones, mobile applications, and tablet computers, was largely unforeseen at that time. Some Internet luminaries such as Vinton Cerf expected that mobile access to the Internet via laptop computers would become commonplace (Lange), but this view did not encompass the evolution of smartphones, and it was not widely held. Similarly, the rise of social media services and the impact they have had on the way people share content and communicate was generally unexpected. In some respects, these phenomena resemble the Black Swan events described by Nassim Nicholas Taleb (xvii)—surprising events with a major effect that are often inappropriately rationalised after the fact. They remind us of how difficult it is to predict the future media landscape by extrapolating from things we know, while failing to take into consideration what we do not know.The Challenge for MackayIn 1997, when exploring the potential impact that the Internet could have on the Mackay region, I identified a special challenge that the community faced if it wanted to be competitive in this new environment:The region has traditionally prospered from industries that control physical resources such as coal, sugar and tourism, but over the last two decades there has been a global ‘shift away from physical assets and towards information as the principal driver of wealth creation’ (Petre and Harrington 1996). The risk for Mackay is that its residents may be inclined to believe that wealth can only be created by means of industries that control physical assets. The community must realise that its value-added information is at least as precious as its abundant natural resources. (110)The Mackay region has not responded well to this challenge, as evidenced by measures such as the Knowledge City Index (KCI), a collection of six indicators that assess how well a city is positioned to grow and advance in today’s technology-driven, knowledge-based economy. A 2017 study used the KCI to conduct a comparative analysis of 25 Australian cities (Pratchett, Hu, Walsh, and Tuli). Mackay rated reasonably well in the areas of Income and Digital Access. But the city’s ratings were “very limited across all the other measures of the KCI”: Knowledge Capacity, Knowledge Mobility, Knowledge Industries and Smart Work (44).The need to be competitive in a technology-driven, knowledge-based economy is likely to become even more pressing in the years ahead. The 2017 World Energy Outlook Report estimated that China’s coal use is likely to have peaked in 2013 amid a rapid shift toward renewable energy, which means that demand for Mackay’s coal will continue to decline (International Energy Agency). The sugar industry is in crisis, finding itself unable to diversify its revenue base or increase production enough to offset falling global sugar prices (Rynne). The region’s biggest tourism drawcard, the Great Barrier Reef, continues to be degraded by mass coral bleaching events and ongoing threats posed by climate change and poor water quality (Great Barrier Reef Marine Park Authority). All of these developments have disturbing implications for Mackay’s regional economy and its reliance on coal, sugar, and tourism. LFLs are small, often homemade structures housing books and other physical media for passersby to choose a book to take or leave a book to share with others. People have installed the structures in front of homes, schools, libraries, churches, fire and police stations, community gardens, and in public parks. There are currently 50,000 LFLs around the world, most of which are in the continental United States (Aldrich, “Big”). LFLs encompass building in multiple senses of the term; LFLs are literally tiny buildings to house books and people use the structures for building neighbourhood social capital. The organisation behind the movement cites “building community” as one of its three core missions (Little Free Library). Rowan Moore, theorising humans’ reasons for building, argues desire and emotion are central (16). The LFL movement provides evidence for this claim: stewards erect LFLs based on hope for increased literacy and a desire to build community through their altruistic actions. This article investigates how LFLs build urban community and explores barriers to the endeavour, specifically municipal building and right of way ordinances used in attempts to eradicate the structures. It also examines local responses to these municipal actions and potential challenges to traditional public libraries brought about by LFLs, primarily the decrease of visits to public libraries and the use of LFLs to argue for defunding of publicly provided library services. The work argues that LFLs build community in some places but may threaten other community services. This article employs qualitative content analysis of 261 stewards’ comments about their registered LFLs on the organisation’s website drawn from the two largest cities in a Midwestern state and an interview with an LFL steward in a village in the same state to analyse how LFLs build community. The two cities, located in the state where the LFL movement began, provide a cross section of innovators, early adopters, and late adopters of the book exchanges, determined by their registered charter numbers. Press coverage and municipal documents from six cities across the US gathered through a snowball sample provide data about municipal challenges to LFLs. Blog posts penned by practising librarians furnish some opinions about the movement. This research, while not a representative sample, identifies common themes and issues around LFLs and provides a basis for future research.The act of building and curating an LFL is a representation of shared beliefs about literacy, community, and altruism. Establishing an LFL is an act of civic participation. As Nico Carpentier notes, while some civic participation is macro, carried out at the level of the nation, other participation is micro, conducted in “the spheres of school, family, workplace, church, and community” (17). Ruth H. Landman investigates voluntary activities in the city, including community gardening, and community bakeries, and argues that the people associated with these projects find themselves in a “denser web of relations” than previously (2). Gretchen M. Herrmann argues that neighbourhood garage sales, although fleeting events, build an enduring sense of community amongst participants (189). Ray Oldenburg contends that people create associational webs in what he calls “great good places”; third spaces separate from home and work (20-21). Little Free Libraries and Community BuildingEmotion plays a central role in the decision to become an LFL steward, the person who establishes and maintains the LFL. People recount their desire to build a sense of community and share their love of reading with neighbours (Charter 4684; Charter 8212; Charter 9437; Charter 9705; Charter 16561). One steward in the study reported, “I love books and I want to be able to help foster that love in our neighbourhood as well” (Charter 4369). Image credit: Nadine Kozak.Relationships and emotional ties are central to some people’s decisions to have an LFL. The LFL website catalogues many instances of memorial LFLs, tributes to librarians, teachers, and avid readers. Indeed, the first Little Free Library, built by Todd Bol in 2009, was a tribute to his late mother, a teacher who loved reading (“Our History”). In the two city study area, ten LFLs are memorials, allowing bereaved families to pass on a loved one’s penchant for sharing books and reading (Charter 1235; Charter 1309; Charter 4604; Charter 6219; Charter 6542; Charter 6954; Charter 10326; Charter 16734; Charter 24481; Charter 30369). In some cases, urban neighbours come together to build, erect, and stock LFLs. One steward wrote: “Those of us who live in this friendly neighborhood collaborated to design[,] build and paint a bungalow themed library” to match the houses in the neighbourhood (Charter 2532). Another noted: “Our neighbor across the street is a skilled woodworker, and offered to build the library for us if we would install it in our yard and maintain it. What a deal!” (Charter 18677). Community organisations also install and maintain LFLs, including 21 in the study population (e.g. Charter 31822; Charter 27155).Stewards report increased communication with neighbours due to their LFLs. A steward noted: “We celebrated the library’s launch on a Saturday morning with neighbors of all ages. We love sitting on our front porch and catching up with the people who stop to check out the books” (Charter 9673). Another exclaimed:within 24 hours, before I had time to paint it, my Little Free Library took on a life of its own. All of a sudden there were lots of books in it and people stopping by. I wondered where these books came from as I had not put any in there. Little kids in the neighborhood are all excited about it and I have met neighbors that I had never seen before. This is going to be fun! (Charter 15981)LFLs build community through social interaction and collaboration. This occurs when neighbours come together to build, install, and fill the structures. The structures also open avenues for conversation between neighbours who had no connection previously. Like Herrmann’s neighbourhood garage sales, LFLs create and maintain social ties between neighbours and link them by the books they share. Additionally, when neighbours gather and communicate at the LFL structure, they create a transitory third space for “informal public life”, where people can casually interact at a nearby location (Oldenburg 14, 288).Building Barriers, Creating CommunityThe erection of an LFL in an urban neighbourhood is not, however, always a welcome sight. The news analysis found that LFLs most often come to the attention of municipal authorities via citizen complaints, which lead to investigations and enforcement of ordinances. In Kansas, a neighbour called an LFL an “eyesore” and an “illegal detached structure” (Tapper). In Wisconsin, well-meaning future stewards contacted their village authorities to ask about rules, inadvertently setting off a six-month ban on LFLs (Stingl; Rumage). Resulting from complaints and inquiries, municipalities regulated, and in one case banned, LFLs, thus building barriers to citizens’ desires to foster community and share books with neighbours.Municipal governments use two major areas of established code to remove or prohibit LFLs: ordinances banning unapproved structures in residents’ yards and those concerned with obstructions to right of ways when stewards locate the LFLs between the public sidewalk and street.In the first instance, municipal ordinances prohibit either front yard or detached structures. Controversies over these ordinances and LFLs erupted in Whitefish Bay, Wisconsin, in 2012; Leawood, Kansas, in 2014; Shreveport, Louisiana, in 2015; and Dallas, Texas, in 2015. The Village of Whitefish Bay banned LFLs due to an ordinance prohibiting “front yard structures,” including mailboxes (Sanburn; Stingl). In Leawood, the city council argued that an LFL, owned by a nine-year-old boy, violated an ordinance that forbade the construction of any detached structures without city council permission. In Shreveport, the stewards of an LFL received a cease and desist letter from city council for having an “accessory structure” in the front yard (LaCasse; Burris) and Dallas officials knocked on a steward’s front door, informing her of a similar breach (Kellogg).In the second instance, some urban municipalities argued that LFLs are obstructions that block right of ways. In Lincoln, Nebraska, the public works director noted that the city “uses the area between the sidewalk and the street for snow storage in the winter, light poles, mailboxes, things like that.” The director continued: “And I imagine these little libraries are meant to congregate people like a water cooler, but we don’t want people hanging around near the road by the curb” (Heady). Both Lincoln in 2014 and Los Angeles (LA), California, in 2015, cited LFLs for obstructions. In Lincoln, the city notified the Southminster United Methodist Church that their LFL, located between the public sidewalk and street, violated a municipal ordinance (Sanburn). In LA, the Bureau of Street Services notified actor Peter Cook that his LFL, situated in the right of way, was an “obstruction” that Cook had to remove or the city would levy a fine (Moss). The city agreed at a hearing to consider a “revocable permit” for Cook’s LFL, but later denied its issuance (Condes).Stewards who found themselves in violation of municipal ordinances were able to harness emotion and build outrage over limits to individuals’ ability to erect LFLs. In Kansas, the stewards created a Facebook page, Spencer’s Little Free Library, which received over 31,000 likes and messages of support. One comment left on the page reads: “The public outcry will force those lame city officials to change their minds about it. Leave it to the stupid government to rain on everybody’s parade” (“Good”). Children’s author Daniel Handler sent a letter to the nine-year-old steward, writing as Lemony Snicket, “fighting against librarians is immoral and useless in the face of brave and noble readers such as yourself” (Spencer’s). Indeed, the young steward gave a successful speech to city hall arguing that the body should allow the structures because “‘lots of people in the neighborhood used the library and the books were always changing. I think it’s good for Leawood’” (Bauman). Other local LFL supporters also attended council and spoke in favour of the structures (Harper). In LA, Cook’s neighbours started a petition that gathered over 100 signatures, where people left comments including, “No to bullies!” (Lopez). Additionally, neighbours gathered to discuss the issue (Dana). In Shreveport, neighbours left stacks of books in their front yards, without a structure housing them due to the code banning accessory structures. One noted, “I’m basically telling the [Metropolitan Planning Commission] to go sod off” (Friedersdorf; Moss). LFL proponents reacted with frustration and anger at the perceived over-reach of the government toward harmless LFLs. In addition to the actions of neighbours and supporters, the national and local press commented on the municipal constraints. The LFL movement has benefitted from a significant amount of positive press in its formative years, a press willing to publicise and criticise municipal actions to thwart LFL development. Stewards’ struggles against municipal bureaucracies building barriers to LFLs makes prime fodder for the news media. Herbert J. Gans argues an enduring value in American news is “the preservation of the freedom of the individual against the encroachments of nation and society” (50). The juxtaposition of well-meaning LFL stewards against municipal councils and committees provided a compelling opportunity to illustrate this value.National media outlets, including Time (Sanburn), Christian Science Monitor (LaCasse), and The Atlantic, drew attention to the issue. Writing in The Atlantic, Conor Friedersdorf critically noted:I wish I was writing this to merely extol this trend [of community building via LFLs]. Alas, a subset of Americans are determined to regulate every last aspect of community life. Due to selection bias, they are overrepresented among local politicians and bureaucrats. And so they have power, despite their small-mindedness, inflexibility, and lack of common sense so extreme that they’ve taken to cracking down on Little Free Libraries, of all things. (Friedersdorf, n.p.)Other columnists mirrored this sentiment. Writing in the LA Times, one commentator sarcastically wrote that city officials were “cracking down on one of the country’s biggest problems: small community libraries where residents share books” (Schaub). Journalists argued this was government overreach on non-issues rather than tackling larger community problems, such as income inequality, homelessness, and aging infrastructure (Solomon; Schaub). The protests and negative press coverage led to, in the case of the municipalities with front yard and detached structure ordinances, détente between stewards and councils as the latter passed amendments permitting and regulating LFLs. Whitefish Bay, Leawood, and Shreveport amended ordinances to allow for LFLs, but also to regulate them (Everson; Topil; Siegel). Ordinances about LFLs restricted their number on city blocks, placement on private property, size and height, as well as required registration with the municipality in some cases. Lincoln officials allowed the church to relocate the LFL from the right of way to church property and waived the $500 fine for the obstruction violation (Sanburn). In addition to the amendments, the protests also led to civic participation and community building including presentations to city council, a petition, and symbolic acts of defiance. Through this protest, neighbours create communities—networks of people working toward a common goal. This aspect of community building around LFLs was unintentional but it brought people together nevertheless.Building a Challenge to Traditional Libraries?LFL marketing and communication staff member Margaret Aldrich suggests in The Little Free Library Book that LFLs are successful because they are “gratifyingly doable” projects that can be accomplished by an individual (16). It is this ease of building, erecting, and maintaining LFLs that builds concern as their proliferation could challenge aspects of library service, such as public funding and patron visits. Some professional librarians are in favour of the LFLs and are stewards themselves (Charter 121; Charter 2608; Charter 9702; Charter 41074; Rumage). Others envision great opportunities for collaboration between traditional libraries and LFLs, including the library publicising LFLs and encouraging their construction as well as using LFLs to serve areas without, or far from, a public library (Svehla; Shumaker). While lauding efforts to build community, some professional librarians question the nomenclature used by the movement. They argue the phrase Little Free Libraries is inaccurate as libraries are much more than random collections of books. Instead, critics contend, the LFL structures are closer to book swaps and exchanges than actual libraries, which offer a range of services such as Internet access, digital materials, community meeting spaces, and workshops and programming on a variety of topics (American Library Association; Annoyed Librarian). One university reference and instruction librarian worries about “the general public’s perception and lumping together of little free libraries and actual ‘real’ public libraries” (Hardenbrook). By way of illustration, he imagines someone asking, “‘why do we need our tax money to go to something that can be done for FREE?’” (Hardenbrook). Librarians holding this perspective fear the movement might add to a trend of neoliberalism, limiting or ending public funding for libraries, as politicians believe that the localised, individual solutions can replace publicly funded library services. This is a trend toward what James Ferguson calls “responsibilized” citizens, those “deployed to produce governmentalized results that do not depend on direct state intervention” (172). In other countries, this shift has already begun. In the United Kingdom (UK), governments are devolving formerly public services onto community groups and volunteers. Lindsay Findlay-King, Geoff Nichols, Deborah Forbes, and Gordon Macfadyen trace the impacts of the 2012 Localism Act in the UK, which caused “sport and library asset transfers” (12) to community and volunteer groups who were then responsible for service provision and, potentially, facility maintenance as well. Rather than being in charge of a “doable” LFL, community groups and volunteers become the operators of much larger facilities. Recent efforts in the US to privatise library services as governments attempt to cut budgets and streamline services (Streitfeld) ground this fear. Another potential unintended consequence of the LFLs is decreasing visits to public libraries, which could provide officials seeking to defund them with evidence that they are no longer relevant or necessary. One LFL steward and avid reader remarked that she had not used her local public library since 2014 because “I was using the Little Free Libraries” (Steward). Academics and librarians must conduct more research to determine what impact, if any, LFLs are having on visits to traditional public libraries. ConclusionLittle Free Libraries across the United States, and increasingly in other countries, have generated discussion, promoted collaboration between neighbours, and led to sharing. In other words, they have built communities. This was the intended consequence of the LFL movement. There, however, has also been unplanned community building in response to municipal threats to the structures due to right of way, safety, and planning ordinances. The more threatening concern is not the municipal ordinances used to block LFL development, but rather the trend of privatisation of publicly provided services. While people are celebrating the community built by the LFLs, caution must be exercised lest central institutions of the public and community, traditional public libraries, be lost. Abstract:
Collectives bring people and their concerns together. In the twenty-first century, this assembly happens across different material and virtual spaces that, together, establish connective layers of society. A kind of politics has emerged that seeks new forms of communication and expression and proposes new modes of (co)existence. Riots in the suburbs of metropolitan areas, the repair of a public village centre, railway workers’ strikes, green activists’ protests, songs in support of tsunami victims… These are some examples of collective actions that unite people and places. But very often these kinds of events and social practices take place and fade away too quickly without visible traces of becoming collectives. This article focuses on the contingent spaces that enable collective action and provide possibilities for “peripheral” concerns and communities to become public. The concept of “diasporas” is widened to permit discussion of how emerging (international) communities make their voices heard through political events. Some theoretical concepts will be illustrated, using two examples of collective action on 1 May 2009 that demonstrate different initiatives concerning the global (economic) crisis. Assembling Collectives and Affective Events Building a house/centre and singing for something: these are examples of practices that bring people and their ideals together in a collective action or event. This article discusses the different communities that evolve within spaces that enable collective action. These communities are formed not only on the basis of nationality, occupation, or race; elements of (temporal) membership are created out of a wide spectrum of affiliations and a sense of solidarity. Hinchliffe (13) argues that collective action can be seen as a collection of affects that link together disparate places and times, and thus the collective is a matter of considerable political interest. The emergent spaces of collective action publicise particular concerns that may connect already existing but (spatially) dispersed communities and diasporas. However, there is a need to discuss the affects, places, and temporalities that make the assemblage of new collectivities possible. The political potential of collective spaces needs careful elaboration in order that such initiatives may continue to grow without extending the influence of existing (capitalist) powers. Various communities connected “glocally” (locally and globally) can call new publics into existence, posing questions to politics which are not yet “of politics” (Thrift 3). Thus collective action can invent new connecting concerns and practices that catalyse (political) change in society. To understand the complex spatiality of collective action and community formations, it is crucial to look at processes of “affect”. Affects occur in society as “in-becoming” atmospheres and “imitation-suggestions” (Brennan 1-10) that stimulate concerns and motivate practices. The “imitation” can also be an invention that creatively binds existing know-how and experiences into a local-social context. Thinking about affects within the spaces of collective action provides a challenge to rethink what is referred to simply as the “social”. Massumi (228) argues that such affects are virtual expressions of the actually existing things that embody them; however, affects such as emotions and feelings are also autonomous to the degree that they exceed the particular body within which they are presently confined. The emerging bodies, or spaces, of collective action thus carry the potential to transform coexistence across both intellectual and physical boundaries, and communication technology has been instrumental in linking the affective spaces of collective action across both time and space. According to Thrift, the collision of different space-times very often provokes a “stutter” in social relations: the jolt which arises from new encounters, new connections, new ways of proceeding. But how can these turbulent spheres and trajectories of collective action be described and discussed? Here the mechanisms of “events” themselves need to be addressed. The “event” represents, abstractly, a spatio-temporal locus where different concerns and practices are encountered and negotiated. “Event” refers to an incoming, or emerging, object (agent) triggering, through various affective responses, new ideas and initiatives (Clark 33). In addition to revolutions or tsunamis, there are also smaller-scale events that change how people live and come together. In this sense, events can be understood to combine individual and social “bodies” within collective action and imaginations. As Appadurai has argued, the imagination is central to all forms of agency, is itself a social practice, and is the key component of our new global order (Appadurai 29-30). Flusty (7) argues that the production of the global is as present in our day-to-day thoughts and actions as it is in the mass movement of capital, information, and populations which means that there should be the potential to include more people in the democratic process (Whatmore). This process can be seen to be a defining characteristic of the term cosmopolitics which Thrift describes as: “one of the best hopes for changing our engagement with the political by simply acknowledging that there is more there” (Thrift 189). For many, these hopes are based on a new kind of telematic connectedness, in which tele- and digital communications represent the beginning of a global networked consciousness based on the continuous exchange of ideas, both cognitive and affective. Examples of Events and Collectives Taking Place on 1 May 2009 The first day in May is traditionally dedicated to working people, and there are many public gatherings to express solidarity with workers and left-wing (“red”) policy. Issues concerning work and various productions are complex, and recently the global economic crisis exposed some weaknesses in neoliberal capitalism. Different participatory/collective actions and spaces are formed to make some common concerns public at the same time in various locations. The two following examples are part of wider “ideoscapes” (official state ideologies and counter-ideologies) (see Appadurai) in action that help to illustrate both the workings of twenty-first century global capitalism and the translocal character of the public concern. EuroMayDay One alternative form of collective action is EuroMayDay, which has taken place on May 1 every year since 2001 in several cities across (mainly Western) Europe. For example, in 2006 a total of about 300,000 young demonstrators took part in EuroMayDay parades in 20 EU cities (Wikipedia). The purpose of this political action is “to fight against the widespread precarisation of youth and the discrimination of migrants in Europe and beyond: no borders, no workfare, no precarity!” (EuroMayDay). This manifesto indicates that the aim of the collective action is to direct public attention to the insecure conditions of immigrants and young people across Europe. These groups may be seen to constitute a kind of European “diasporic collective” in which the whole of Europe is figured as a “problem area” in which unemployment, displacement, and (possibly) destitution threaten millions of lives. In this emerging “glocality”, there is a common, and urgent, need to overcome the boundaries of exclusion. Here, the proposed collective body (EuroMayDay) is described as a process for action, thus inviting translocal public participation. The body has active nodes in (Western) Europe (Bremen, Dortmund, Geneva, Hamburg, Hanau, Lisbon, Lausanne, Malaga, Milan, Palermo, Tübingen, Zürich) and beyond (Tokyo, Toronto, Tsukuba). The collective process marks these cities on the map through a webpage offering contacts with each of the “nodes” in the network. On 1 May 2009, May Day events, or parades, took place in all the cities listed above. The “nodes” of the EuroMayDay process prepared posters and activities following some common lines, although collective action had to be performed locally in every city. By way of example, let’s look at how this collective action realised its potential in Berlin, Germany. The posters (EuroMayDay Berlin, "Call") articulate the oppressive and competitive power of capitalism which affects everyone, everyday, like a machine: it constitutes “the permanent crisis”. One’s actual or potential unemployment and/or immigrant status may cause insecurity about the future. There is also a focus on liminal or transitional time, and a call for a new collectivity to overcome oppressive forces from above that protect the interests of the State and the banks. EuroMayDay thus calls for the weaving together of different forms of resistance against a deeply embedded capitalist system and the bringing together of common concerns for the attention of the general public through the May Day parade. Another poster (EuroMayDay Berlin, "May"), depicting the May Day parade, centres around the word “KRISE?” (“crisis”). The poster ends with an optimistic call to action, expressing a desire to free capitalism from institutional oppression and recreate it in a more humanistic way. Together, these two posters represent fragments of the “ideoscope” informing the wider, collective process. In Berlin in 2009, thousands of people (mostly young) participated in the May Day parade (which started from the public square Bebelplatz), backed by a musical soundtrack (see Rudi). Some people also had posters in their hands, displaying slogans like: “For Human Rights”; “Class Struggle”; “Social Change Not Climate Change”; and “Make Capitalism a Thing of the Past”. Simultaneously, dozens of other similar parades were taking place across the cities of Europe, all bearing “accelerated affective hope” (Rosa) for political change and demanding justice in society. Unfortunately, the May Day parade in Berlin took a violent turn at night, when some demonstrators attacked police and set cars on fire. There were also clashes during demonstrations in Hamburg (Kirschbaum). The media blamed the clashes also on the economic recession and recently dashed hopes for change. The Berlin May Day parade event was covered on the EuroMayDay webpage and on television news. This collective action connected many people; some participated in the parade, and many more saw the clashes and burning cars on their screens. The destructive and critical force of the collective action brought attention to some of the problems associated with youth employment and immigration though, sadly, without offering any concrete proposals for a solution to the problem. The emotional character of the street marches, and later the street fighting, were arguably an important aspect of the collective action inasmuch as they demonstrated the potential for citizens to unite, translocally, around affective as well as material grief (a process that has been given dramatic expression in more recent times with events in Egypt, Libya, and Syria). Further, although the recent May Day events have achieved very little in terms of material results, the network remains active, and further initiatives are likely in the future. “Let’s Do It! My Estonia” On 1 May 2009, about 11,000 people participated in a public “thought-bee” in Estonia (located in north-eastern Europe in the region of the Baltic Sea) and (through the Estonian diaspora) abroad. The “thought-bee” can be understood as a civil society initiative designed to bring people together for discussion and problem-solving with regards to everyday social issues. The concept of the “bee” combines work with pleasure. The bee tradition was practised in old Estonian farming communities, when families in adjacent villages helped one another. Bees were often organised for autumn harvesting, and the intense, communal work was celebrated by offering participants food and drink. Similarly, during the Soviet era, on certain Saturdays there were organised days (obligatory) for collective working (e.g. to reconstruct sites or to pick up litter). Now the “bee” concept has become associated with brainstorming in small groups across the country as well as abroad. The number of participants in the May 1st thought-bee was relatively large, given that Estonia’s total population is only 1.4 million. The funding of the initiative combined public and private sources, e.g. Estonian Civil Society Foundation, the European Commission, and some companies. The information sheet, presented to participants of the May 1st thought-bee, explains the event’s purpose in this way: The main purpose of today’s thought-bee is to initiate as many actions as possible that can change life in Estonia for the better. My Estonia, our more enjoyable and more efficient society, will appear through smaller and bigger thoughts. In the thought-bee we think how to make life better for our own home-place... Let’s think together and do it! (Teeme Ära, "Teeme", translated from Estonian) The civil society event grew out of a collective action on 3 May 2008 to pick up and dispose of litter throughout Estonia. The thought-bee initiative was coordinated by volunteers. The emotional appeal to participate in the thought-bee event on May 1st was presented and circulated in newspapers, radio, television, Internet portals, and e-mails. Famous people called on residents to take part in the public discussion events. Some examples of arguments for the collective activity included the economic crisis, the need for new jobs, self-responsibility, environmental pressures, and the general need to learn and find communal solutions. The thought-bee initiative took place simultaneously in about 500 “thought-halls” all over Estonia and abroad. Small groups of people registered, chose main discussion topics (with many suggestions from organisers of the bee) and made their groups visible as nodes on the “initiative” webpage. Other people had the opportunity of reading several proposals from the various thought-halls and of joining as members of the public brainstorming event on 1 May. The virtual and living map of the halls presented them as (green) nodes with location, topics, members, and discussion leaders. Various sites such as schools, clubs, cultural centres, municipality buildings, and theatres became part of the multiple and synchronous “space-times” within the half-day thought-bee event. Participants in the thought-bee were asked to bring their own food to share and, in some municipalities, open concerts were held to celebrate the day. These practices indicate some continuity with the national tradition of bees, where work has always been combined with pleasure. Most “thought-halls” were located in towns and smaller local centres as well as on several Estonian islands. Moreover, these thought-halls provided for both as face-to-face and online encounters. Further, one English-speaking discussion group was organised in Tallinn so that non-Estonian speakers could also participate. However, the involvement of Russian-speaking people in the initiative remained rather limited. It is important to note that these embodied spaces of participation were also to be found outside of Estonia—in Brussels, Amsterdam, Toronto, Oslo, Stockholm, Helsinki, Copenhagen, Prague, Baltimore, New York, and San Diego—and, in this way, the Estonian diaspora was also given the opportunity to become involved in the collective action. Following the theories of Thrift and Clark cited at the beginning of this article, it is interesting to see an event in which simultaneously connected places, embodying multiple voices, becomes part of the communal present with a shared vision of the future. The conclusions of each thought-hall discussion group were recorded on video shortly after the event. These videos were made available on the “Let’s Do It! My Estonia” webpage. The most frequently addressed topics of the thought-bee (in order of importance) were: community activities and collaboration; entrepreneurship and new jobs; education, values; free time and sport; regional development; rural life; and the environment and nature conservation (PRAXIS). The participants of the collective action were aware of the importance of local as well as national initiatives as a catalyst for change. The initiative “Let’s Do It! My Estonia” continued after the events of May Day 2009; people discussed issues and suggested proposals through the “initiative” webpage and supported the continuation of the collective action (Teeme Ära, "Description"). Environmental concerns (e.g. planting trees, reducing noise, and packaging waste) appear as important elements in these imaginings along with associated other practices for the improvement of daily life. It is important to understand the thought-bee event as a part of an emerging collective action that started with a simple litter clean-up and grew, through various other successful local community initiatives, into shared visions for a better future predicated upon the principles of glocality and coexistence. The example indicates that (international) NGOs can apply, and also invent, radical information politics to change the terms of debate in a national context by providing a voice for groups and issues that would otherwise remain unheard and unseen (see also Atkinson and Scurrah 236-44). Conclusions The collective actions discussed above have created new publics and contingent spaces to bring additional questions and concerns into politics. In both cases, the potential of “the event” (as theorised in the introduction of this article) came to the foreground, creating an additional international layer of temporal connectivity between many existing social groups such as unemployed young people or members of a village union. These events were both an “outcome” of, and an attempt to change, the involuntary exclusion of certain “peripheral” groups within the melting pot that the European Union has become. As such, they may be thought of as extending the concept of “diasporas” to include emerging platforms of collective action that aim to make problematic issues visible and multiple voices heard across the wider public. This, in turn, illustrates the need to rethink diasporas in the context of the intensive de-territorialisation of human concerns, “space-times and movement-trajectories yet to (be)come” (Braziel and Mannur 18). Both the examples of collective action discussed here campaigned for “changing the world” through a one-day event and may thus be understood in terms of Rosa’s theory of “social acceleration” (Rosa). This theory shows how both to the “contraction of the present” and the general instability of contemporary life have given rise to a newly affective desire to improve life through an expression of the collective will. Such a tendency can clearly take on far more radical forms as has been recently demonstrated by the mass protests and revolts against autocratic ruling powers in Egypt, Libya, and Syria. In this article, however, cosmopolitics is better understood in terms of the particular skills (most evident in the Estonian case) and affective spheres that mobilised in suggestions to bring about local action and global change. Together, these examples of collective action are part of a wider “ideoscape” (Appadurai) trying to reduce the power of capitalism and of the state by encouraging alternative forms of collective action that are not bound up solely with earning money or serving the state as a “salient” citizen. However, it could be argued that “EuroMayDay” is ultimately a reactionary movement used to highlight the oppressive aspects of capitalism without offering clear alternatives. By contrast, “Let’s Do It! My Estonia” has facilitated interactive public discussion and the practice of local skills that have the power to improve everyday life and the environment in a material and quantifiable way. Such changes in collective action also illustrate the speed and “imitative capacity stimulating expressive interactions” that now characterise everyday life (Thrift). Crucially, both these collective events were achieved through rapid advances in communication technologies in recent times; this technology made it possible to spread know-how as well as feelings of solidarity and social contact across the world. Further research on these fascinating developments in g/local politics is clearly urgently needed to help us better understand the changes in collective action currently taking place.
