Abstract:
Among the main reasons hindering the housing and communal complex development in Ukraine are the physically and morally outdated material and technical base, inefficient management structure and a significant share of state ownership. The lack of proper control over the tariff policy and the high cost of production make it necessary to find the new approaches to solving the problems related to the housing and communal services functioning. Attracting private investors to the housing and communal services makes it possible to reduce the financial burden on the budget, and also gives a possibility to make the enterprises that make up the housing and communal services profitable and ensure the provision of proper quality public services. Transfer use of housing and communal services enterprises to the concession management is a fairly effective form of public-private cooperation in this area. Housing and communal services are an important tool for improving the living standards of the population. Ensuring the housing and communal services efficiency growth is possible only if it is technically modernized. The solution to this problem can be achieved by attracting private investors to the industry, at the same time, the state should provide favorable conditions for these investors.

Abstract:
The study aims to analyze the current state of the housing and communal services market in the Ural Federal District. The features of the housing and communal services market in the Urals Federal District have been investigated, key trends in the development of the studied market have been identified. The assessment of the volume of the housing and communal services market in the Urals Federal District in value terms is carried out, its dynamics in 2015-2020 is presented. The nature of the investigated market volume dynamics is revealed, the average annual rate of its growth and the drivers of market growth are determined. The structure of housing and communal services and the structure of the housing stock in the Ural Federal District within the regions and districts are considered. The heterogeneity of these structures is shown. A significant share (about 66.0%) in both structures presented falls on Sverdlovsk and Chelyabinsk regions. The study is based on statistical data from the Federal State Statistics Service of the Russian Federation, data from specialized portals (Unified information resource - GIS Housing and Communal Services, State Corporation - Fund for Assistance to Reforming Housing and Utilities Sector (Housing and Utilities Fund)). The results obtained in this work helps further research to conduct a competitive analysis on the housing and communal services market in the Urals Federal District, determine the shares of the largest competitors in the studied market, estimate the volume of housing and communal services consumption per capita, as well as the saturation and estimated potential of the housing and communal services market in the Urals Federal District.

Abstract:
The purpose of the study is to justify the use of such a mechanism to improve the efficiency of enterprises as outsourcing, taking into account the specifics of the housing and communal services industry. The relevance is dictated by the fact that some activities are too burdensome and expensive for companies, so managers decide to use the services of contractors. Outsourcing has become an integral part of modern housing and communal services. The authors summarized the foreign experience of reforming housing and communal services and formed proposals for the implementation of outsourcing. Foreign experience of reforming of housing and communal services and the principles of management of housing stock of such countries as Germany, Poland, Great Britain, and France is analyzed. According to the carried-out analysis, some recommendations concerning the increase in the role of bodies of self-organization of the population in management of this sphere and ensuring improvement of quality of granting housing and communal services to the population are offered in the article. Advantages of the use of outsourcing in the activity of utility companies are revealed. The results of the study may be of interest to management companies in the field of housing and communal services.

The purpose of the study is to determine the criteria for segmentation of consumers of housing and communal services and build a model of their needs as a basis for the formation of marketing relationships for the management organization in order to increase the effectiveness of the introduction of smart technologies in the housing and communal services market. The introduction of smart technologies in the sphere of housing and communal services directly depends on the development of the relationship marketing as a technology for coordinating interests of all stakeholders in the market under consideration. In relation to the market of housing and communal services (HCS), the relationship marketing has been studied very little, which is due to the weak development of the categorical and methodological apparatus of the concept itself, as well as the complexity and multidimensionality of the subject-object structure of the housing and communal services market as an object of research. The housing and utilities market is a complex system that includes two clusters: the utility and housing segments which differ in service parameters, market types, and the composition of market entities. The article analyzes key barriers to the introduction of smart technologies in the market of housing and communal services. Besides, the segmentation of consumers is carried out; a model of the hierarchy of needs of consumers of housing and communal services is proposed; the relationship between the needs and the selection of specific smart technologies for managing an apartment building is revealed.

They analysed the latest studies on the topic and identified the most popular areas of development. The authors strategically analysed the internal and external environment of the industry using the method of SWOT analysis and surveyed specialists and managers of enterprises of housing and communal services. As a result of a critical evaluation of the existing popular development areas in the housing and utilities sector, the authors formulated the main priority areas for the development of the industry. They proposed development tasks for each area. The implementation of the tasks, according to the authors, will ensure sustainable development of the housing and communal services industry. This study is significant for the development of the theory of strategic management in the field of housing and communal services. The work is of great practical importance, as it acts as a guideline for conducting strategic analysis and developing strategies for enterprises of the housing and communal complex, and also allows determining the main directions and trends in the development of housing and communal services in Russia.

Abstract:
The article is devoted to the problems of housing-and- communal services in the cities of Russia and their development in modern conditions. The research purpose was to give the theoretical justification as well as to develop some methodical recommendations on formation and implementation of the programmes of complex development of housing- and-communal services in the municipal units. The authors systematized the typical properties and specifics of housing-and-communal utilities, the role of the sector in preserving the environment, revealed the factors complicating their development significantly, carried out the analysis of the housing-and-communal sector condition and the sector’s needs for investments. According to the analysis results, the authors prove that modernization and improvement of housing-and-communal sector demands drawing up target programmes of complex development. In article Principles and stages of the development of the programmes of the improvement of the housing-and-communal utilities were offered, the directions, considered to be the most relevant, were pointed out. The authors recognize such consequence of the housing-and-communal utilities modernization as the increase of the utility tariffs and the need of assessment of the availability of housing-and-communal services for consumers. The authors offer the new indicator, namely, the share of the provided subsidies in the total amount of payments for premises and utilities, for the improvement of such assessment. The results of the research can be used by the practicians, forming target municipal development programmes of housing-and-public utilities development within the general strategies of the cities and regions development, aimed at the improvement of the population life quality and at the decrease in the environmental risks.

Abstract:
Crimes in the housing and communal sphere cause considerable economic damage to the individual, society and the state. This problem is constantly addressed at all levels of government. The purpose of the study is to examine statistical indicators and to identify trends and patterns of crime in the field of housing and communal services. The article provides a criminological analysis of crime in the field of housing and communal services, its concept, structure, state and dynamics are considered, on the basis of general and special methods of scientific knowledge. The scientific study is based on statistical and analytical data of the Prosecutor’s Office Russia. It is based on the number and structure of registered crimes in the field of housing and communal services in the period from 2014 to 2020. The structure and dynamics of corruption and economic crime in the sphere of housing and communal services are presented. The author concludes that (44–52 %) of all crimes committed in the sphere of housing and communal services are corruptive. The author in a certain period observed an increase in crimes in the sphere of housing and communal services. In her opinion, this is due to changes in regulatory framework in the housing and utilities sector and an increased attention paid to the problems inherent to this sector by all the agents involved: state bodies, the country’s leadership and society. As a result of the analysis, the author concludes about the unstable dynamics, characterized by jumps of both positive and negative nature, increased latency and a high crime rates in the housing and communal services sector.

Abstract:
The branch characteristics of activity of the enterprises of housing and communal services are defined with features of management of receivables: its absence of alternative concerning partially rendered services to consumers that would directly influence reduction of incomes of the enterprise of housing and communal services; its impossibility of resale of services, lack of clear control over the quality of services provided and its price, which leads to dissatisfaction with the social needs of the population; its lack of flexible discounts for honest payers of housing and communal services. The analysis of the structure of receivables of the population for the consumed housing and communal services of the enterprises of the Lviv region during April-August 2020 is carried out. It is established that the use of inefficient methods of housing management leads to low payment discipline of buyers, which contributes to the deterioration of the financial condition of the industry as a whole. Therefore, methods of accelerating the payment of receivables with appropriate reporting on the quality of services provided should be actively used. The dynamics of the amount of funds for which agreements on debt restructuring for housing and communal services have been concluded, and the amount repaid by consumers-debtors indicates increased activities on concluding contracts and gradual repayment of debts by consumers. In case of overdue receivables for housing and communal services, the consumer should be reminded of the need to pay the debt in different ways. These are in the form of a re-receipt, correspondent (send by registered mail on demand), SMS, or call, or direct visit of the housing and communal services department representative to the service object, and finding out the cause of existing receivables, the order of criteria for their classification into doubtful and bad types of receivables. The purpose of the research is to identify sectorial characteristics of housing and communal services, which determine the features of receivables management and improve the methodology of statistical analysis of receivables to identify causes of late payment of housing and communal services and ways to motivate consumers to repay debts. Methodology. The method of statistical analysis of receivables is developed to be carried out in three stages: analysis of the structure of receivables; analysis of the dynamics of receivables for communal services; analysis of the effectiveness of receivables restructuring. Results. The following stages of statistical analysis of receivables for housing and communal services are offered. Analysis of the structure of receivables to determine the types of housing and communal services for which we observe the largest and smallest share in total is proposed. Analysis of the dynamics of receivables for communal services to determine trends in indicators in the regional aspect is suggested. Analysis of the effectiveness of the restructuring receivables (provides for the calculation of the increase in the number of agreements on debt restructuring and assessment in the dynamics of repayment of these receivables) is proffered. Practical implications. We identified effective management methods of receivables of housing and communal services that improves the financial condition of the industry as a whole. Value/originality. The statistical analysis of the receivables of enterprise of housing and communal services has been further developed.

Topicality. The urgency of the problem of stimulating the development of local markets of housing and communal services today is growing due to the need for additional resources involved in the socio-economic development of Ukraine, as well as through the progress of housing and communal reform, which creates new opportunities for the development of housing conditions of Ukrainian citizens. Aim and tasks.The purpose of the article is to analyze problematic issues in the methodological maintenance of the functioning of local markets of housing and communal services, to develop theoretical, methodological provisions and practical and applied proposals, which should justify the tools for improving the regulatory framework for housing and communal services markets in Ukraine. Research results.After analyzing the latest laws in the sphere of housing and communal services, we can conclude that, despite the issuance of laws, the legal way of their implementation is still absent. It is also worth noting that, in our view, the transfer of all communal ownership buildings to the ownership of the inhabitants will not give the desired result. Lack of qualified management companies can lead to even more depreciation of the housing stock, which now is in a large proportion already in a worn condition. Lack of legal regulation of housing stock management by private management companies may lead to non-compliance with state norms in the field of repair and operation of engineering networks of residential buildings. It can lead to accidents, the consequences of which can be not only unpleasant for the inhabitants, but also life threatening. For example, untimely inspection of the smoke and ventilation ducts of the building often leads to their litter and poor ventilation of the living space, which can lead to poisoning with carbon monoxide, an explosion of gas equipment, etc. Conclusions.The strategic directions of implementation of the conceptual idea of reforming the housing and communal services of Ukraine include the introduction of amendments to laws and regulations regulating the procedure for providing housing and communal services to the end user. The prospects for future research in the sphere of housing and communal services are related to the effective structure of the formation of the institutional environment.

Currently, housing and communal services as a specific form of socio-economic relations are most susceptible to criminal influence. The Author of the article examines corruption crimes in the field of housing and communal services (HCS) from the point of view of public danger. Corruption as a social and legal phenomenon continues to be a dangerous factor in the development of the housing and utilities sector. The article draws attention to the systemic nature of corruption crimes in the housing sector. It is noted that the majority of crimes in the housing and communal sector are stable corruption and are committed by officials, as well as by persons performing organizational, administrative and administrative functions at the enterprises of housing and communal services. The criminals have adapted to the new system of functioning of the housing and communal services and forms of control over its activities. They began to more often involve enterprise accountants, relatives and other close persons in their criminal schemes, thereby forming a stable criminal group in which all roles are carefully distributed and thought out. The Author analyzes judicial practice in corruption-related cases in the field of housing and communal services. The most typical ways of committing crimes in this area are shown. Attention is paid to violations related to the resettlement of citizens from hazardous housing. The issue of the organization of natural monopoly in our country, which reduce the effectiveness of the existing measures of state control and which directly affect the growth of corruption crimes, is investigated. Attention is focused on the deliberate obfuscation of the property rights of resource-supplying organizations and the withdrawal of income to offshore zones. The factors that contribute to the growth of corruption crimes in this industry are noted. On the basis of the study, the author concludes that the social danger of corruption crimes in the sphere of housing and communal services is conditioned by a high level of organization, selfish involvement of officials in the redistribution of funds in their favor, as well as the intricacy of schemes and methods of withdrawing funds from enterprises of housing and communal services.

Abstract:
The state of the environment is influenced by various spheres of economic activity, including housing and communal services (HCS). The issues of the housing and communal services functioning in Kazakhstan are one of the priority directions in ensuring the environmental safety of the country. The article provides a SWOT analysis of the activities of housing and communal services enterprises in ensuring the environmental safety of Atyrau. The given article has generated information about the enterprises of the housing and communal services of the city of Atyrau, in particular, the activities of enterprises for electricity supply, gas, steam and air conditioning, water supply enterprises, sewage systems, control over the collection and distribution of waste, stationary sources of pollutant emissions and the volume of their emissions. The official statistical information on industry and the environment, published on the website of the Committee on Statistics of the Republic of Kazakhstan, has been studied. In particular, the indicators for 2017-2019 have been analyzed in the context of the regions of Kazakhstan. In the course of the study, a sociological survey was conducted among the population of Atyrau to determine the opinion on the impact of the activities of housing and communal services enterprises on the environment. Based on the results of the study, measures have been proposed to improve the environmental situation in the city of Atyrau, as well directions of activities of housing and communal services enterprises in ensuring environmental safety have been determined. The study was carried out within the framework of scientific project «Economic mechanism for the development of housing and communal services in ensuring environmental safety (on the example of Atyrau)» by intra-university funding.

This makes it possible to accelerate the introduction of modern innovative technologies, to take a step towards updating fixed assets and improving the efficiency of the functioning of housing and communal services enterprises. In our opinion, a very promising direction of reforming the enterprises of the housing and communal complex is the use of public-private partnership. The relevance of the research subject is dictated by the poor quality of management at all the levels of the system of housing-and-communal services in Russia, insufficient study of the specifics of management of the industry, and also by the need of the development of ways of the increase in management efficiency for the purpose of providing its development according to the requirements of the green economy. The mechanism and structural model of management of housing-and-communal services were developed. It will allow increasing the management quality in the organizations of housing-and-communal services in the context of its sustainable development, structural dynamics, features of manifestation of interrelations of its elements, and also to resolve some contradictions. Such contradictions exist among the purposes of the state (development of the competition in the market of housing-and-communal services), purposes of commercial organization (making maximum profit), and purposes of population (receiving high-quality and cheap services). Moreover, the contradictions exist among the economical purposes, social interests and environmental priorities. The author recognizes, that sustainable urban development requires effective funding with the leading role of municipal finances. At the same time, financing of housing-and-communal sector through the municipal budget only would be too burdensome, while the use of the public-and-private partnership scheme has proved to be the good solution of this problem. However, there is no definite answer: whether the housing-and-communal sector is the most developed zone of public-and-private partnership or, on the contrary, it is an obscure and ineffective zone. The author analyzes the Russian experience of use of the public-and-private partnership scheme in the field of housing-and-communal services and reveals the main problems, which prevent the attraction of the private capital to this sphere. Logistics is considered a special branch of housing and communal activities not only because of the importance of the development of housing and communal complex but also to create the necessary economic conditions for the growth of the quality of services. Logistics in the housing and communal complex has a number of requirements, including the need to constantly maintain the approved quality-quantity and to promote continuity of material and information flows. The risks of lack of stable provision to meet these requirements are a problem for the development of the entire service sector of the housing and communal complex. Methods existing for risk management should be adapted to the specifics of the operation of housing stock. When using various methods of risk analysis, it is necessary to take into account not only the economic performance of the logistics department of the management company but also to consider the working conditions and quality of services to apply further techniques to eliminate significant risks. The subject of research — risks in logistics processes of companies providing housing and communal services as one of the main vectors of housing and communal complex development. The objectives are to determine the methods that can regulate the risks arising from the logistics processes in work, to establish the relationship of modernization of housing and communal complex by reducing logistics risks. Materials and methods. The study considers the most rational methods of risk assessment and the possibility of their synthesis. Results. It is revealed that the assessment of the risks arising in the company’s logistic activity housing and utilities sector must be implemented using a systematic approach to analysis, i.e. analysis should be carried out on the basis of available data on logistics management company, by the use of analogy with the logistic activities of management companies, as well as on statistical data collected by the object of logistics activities. In the synthesis of all three methods, it is possible to obtain the most general and suitable for further work information on the state of risks from the logistics processes of the management company. Conclusions. By applying a mathematical analysis of the logistics data management company, as well as performing quality control during work with the use of modern techniques for the warehouse and the introduction of electronic tracking of information and material flows, it is possible to reduce the risks associated with the logistic operations in the field of housing and communal complex. In General, this modernization of the logistics Department will not only increase the efficiency of work but also can improve the quality of services provided.

The housing and communal conditions of the city of Sevastopol are examining. The purpose is to determine the level of development of the housing and communal services of the city based on the study of housing conditions and the regulatory framework in this area. In particular, the analysis showed that there are positive trends in this industry, such as an increase in the total housing stock, major repairs in most of the apartment buildings, a decline in the proportion of emergency housing and an increase in the improvement of housing stock with water and gas pipelines, and heating. There is also a positive trend in the actual and planned indicators, which reflect the level of development of the housing and communal services of the city of Sevastopol. It was revealed that a fairly large number of the population needs to be provided with residential premises, but, on average, only 2% of the population of the city receive it annually.

The article is devoted to the study of the regional peculiarities of the institute of public housing and communal services in Moscow — a new phenomenon for Russia, which arose during the implementation of one of the stages of administrative reform. The aim of the work is to develop socio-economic policies in the housing and communal services sector based on the identification of institutional constraints in the activities of state bodies and organizations of housing and communal services, related to the provision of services for the management, operation, and repair of housing, improvement of urban areas. The study was carried out by general scientific methods — logical, analysis, systematization and synthesis of data. We defined the specificity of budgetary institutions as the main subject of the sphere of state housing and communal services. We identified limitations in activity of formal and informal institutions in housing and communal services: the lack of criteria and mechanisms of quality control of services; staffing imbalances in the organs of management; violations of principles of confidentiality and legality of the measures taken in the consideration of the complaints of citizens; the impossibility of a full-fledged financial and economic cooperation in the chain the founder-organization; lack of coordination in owners’ activity in the management of apartment buildings. We also revealed negative informal relations in the organization of public control over housing and communal services. We concluded there is a necessity to develop the system of quality control in the field of public services with the mandatory evaluation criteria and the availability of professional staff appraisers, as well as the need for analysis of possible limitations in the implementation of the model institutions in the Russian practice. The existence of unexplored and unresolved institutional constraints provokes negative externalities in the institutional environment and cannot indicate the increment of its change.

Abstract:
The present research features the state of housing and communal infrastructure in the Kemerovo region. The author identifies the patterns and features of its development in 1946–1950. Most of the archival data have never been introduced into scientific literature. In the postwar years, the housing and communal services in the region failed to meet the demands of the growing urban population; there were not enough municipal institutions, and the sanitary and epidemiological situation was unfavorable. New urban settlements lacked municipal infrastructure. This problem had begun in the pre-war years and persisted in the post-war period. The population was forced to use random and substandard water sources, and there was no sewage, while a lot of citizens lived in crowded barracks and dormitories. Financing of the social sphere increased in the late 1950s. As a result, the pace of housing construction increased, new water pipe systems and central heating were introduced, and the sewerage network expanded. These activities improved the local living standards and led to a reduction in the morbidity and mortality. However, the constant growth of the urban population in the region under conditions of accelerated industrialization complicated the state of the housing and communal infrastructure. As a result, Kuzbass failed to meet sanitary standards of housing per capita in 1959. Only electric lighting demonstrated an almost 100 % coverage of the residential premises. The development of housing and communal infrastructure in the region was just beginning, while rural areas remained untouched. The Kemerovo region failed to meet the average RSFSR standards for the development of housing and communal services.

Abstract:
The article discusses various methodological approaches to assess the possibility for enterprises to join into the socio-economic cluster in the housing and communal services. A brief description of such approaches as the assessment of the propensity indicator is given; difference in differences and fixed effects; synthetic control; fuzzy sets and regression gap techniques. The advantages and disadvantages of each of the considered methods are revealed. The regression gap technique is discussed more in details in this article. According to the authors of the article, this approach is the most appropriate. To assess the entry into the socio-economic cluster, large management companies (MC) were selected serving more than 300 houses, and large construction companies of the city specializing in the construction of large residential areas in the city of Yekaterinburg. In total, there are 884 MCs in the city, and 1771 MCs in the Sverdlovsk Region. Therefore, for a possible entry into the housing and communal services cluster, 10 large construction companies providing housing services and 10 management companies operating in the field of public utilities were chosen. The gross revenue indicator of the companies was the main criterion. The motivation for the entrance into the cluster of housing and communal services for enterprises was to be a subsidy from the Ministry of Housing in the amount of 500 million rubles for the implementation of the national project "Housing and Urban Environment". Additional financing is possible only in case, if the enterprise joins the socio-economic cluster of the housing and communal services, as well as in the case of the social responsibility of this enterprise, since all housing and communal services enterprises have social responsibility and social orientation. As a result of the study, it was revealed that the proposed approaches are possible for application in areas operating in conditions of perfect market competition or in the social sphere. However, from the point of view of the entry of enterprises into the socio-economic cluster in the housing sector, when a number of enterprises, for example, construction companies, management companies that operate and live according to market laws in a competitive environment, while others are monopolists, for example, resource supplying organizations in the sphere of Housing and communal services, it is not possible to unequivocally assess the positive impact on the activities of enterprises with their participation in the socio-economic cluster. Still, in Russia the housing and communal services stands apart, it is unique, since the laws of the market and perfect competition do not work in it. And who will be a participant or beneficiary of the socio-economic cluster, which means that it will receive budgetary funding, is decided only by regional government bodies represented by the Ministry of Housing and Utilities.

In this study, situated in urban Stockholm, communal housing stands out as highly individualized. The residents positively appraise their way of living, not primarily for values related to collective solidarity, but for enabling autonomy, privacy and easy exits. Rather than theorizing this as a contradiction, communal housing is framed as a case of individualized collectivism, a belonging structure that is evaluated for fostering interpersonal relations with a high degree of independency. The article discusses the notion of Swedish state individualism as an explanatory backdrop and argues that it is the existence of a collective frame – in the shape of a historically embedded welfare program and an everyday housing platform – that enables the residents to sustain their individualized lives. Through an analysis of the residents’ negotiations around self and solidarity, autonomy and dependency, communal housing unfolds as an everyday response to a widespread tension between individualized societies and people’s search for community.

Owing to this fact formation of new quality of the housing and communal services (HCS) as bases of life support of citizens becomes a prerequisite of increase in performance and intellectualization of human work. With this in mind, early recognition, prevention and elimination of risks of shadow and criminal activities in the housing and communal services system (housing and communal services) is considered as a significant mechanism to increase the effectiveness of the system of comfortable life support for citizens of the Russian Federation. The existing lag in the development of a high-quality and comfortable system for providing citizens of Russia on the basis of housing and communal services, the subject of which is the provision of quality and comfortable services, influenced by numerous risks of shadow and criminal influence, becomes a condition for intensifying economic development and increasing labor productivity on this basis. The need to develop and use modern scientific and technical achievements, especially in the field of digitalization, is emphasized in order to increase the efficiency of the economic security system of housing and communal services organizations based on innovative control mechanisms - internal control, audit, compliance control, taking into account financial investigations in order to prevent and eliminate the risks of shadow and criminal activities in the housing and communal services system.

Abstract:
The article is devoted to the reconstruction of the historical process of formation of urban planning legislation that regulates public relations regarding the creation, maintenance and operation of housing and communal systems. The material was prepared on the basis of regulations included in the Complete Collection of Laws and the Code of Laws of the Russian Empire. The conclusion is made about the presence of non-systematized sporadic normative acts of different levels and effect, covering the areas currently united by the concept of “housing and communal services”, including those specified in codifications of Russian law created in the 19th century. It is concluded that the beginning of the 20th century elements of the “common part” of housing and communal legislation and the relationship of the presented area of regulation with police law were formed.

The article considers the problems of forming a single information space in the course of operation of the state information system of housing and communal services. Five types of information systems used in the Russian Federation by organizations for managing housing and communal services have been identified. Object-oriented analysis of the subject area «real estate management by foreign information systems» was conducted. A diagram of use cases and a class diagram using UML notation for a comparative analysis of domestic and foreign information systems are constructed. With the help of diagrams was implemented a comparative analysis of domestic and foreign information systems. It was noted the lack of marketing functions in domestic systems and insufficient development of the functions to include tenants in the management of housing and communal services.

Abstract:
The article carries out a study of theoretical and methodological principles of the formation of a universal and effective mechanism of financial monitoring, the main direction of which is towards increasing the efficiency of functioning of housing and communal enterprises of Ukraine. It is identified that in the conditions of the financial and economic crisis, the problems of adapting the activities of housing and communal enterprises to changes in the socio-economic situation in the country, which is the most important factor of their sustainable development, are becoming especially significant. Scientific opinions on the definition of the category of «financial monitoring» are generalized. The authors’ own closer definition of this concept is presented. The category of «financial monitoring» is examined from the viewpoint of three approaches: process, managerial, and structural. An improved mechanism of financial monitoring of housing and communal enterprises is formed, which is represented by a set of instruments, means and methods of organizing activities for the regular collection of actual information on controlled indicators, its analysis, development of recommendations for making managerial decisions with the subsequent evaluation of their efficiency, as well as forecasting further dynamics. It is proved that the problems analyzed in the article, which can become a threat to the effective functioning of the formed mechanism, can be solved by the creation of a single financial monitoring service within the financial and economic unit of housing and communal enterprises. The implementation of the principles of this service will create motivation to increase the number of monitoring participants by establishing stable feedback between housing and communal enterprises and relevant monitoring services.

Современная система жилищно-коммунального хозяйства в Российской Федерации достигла своего предела и не может дальше развиваться в полной мере без применения новых современных технологий. Одним из направлений развития могла бы стать адаптация под реалии нашей страны систем «умный дом» и «умный город». В особенности это позволило бы подвергнуть преобразованию институт управления в жилищно-коммунальном хозяйстве. Работа в направлении развития умного дома/города позволит решить ряд имеющихся проблем, а также повысит качество самого управления многоквартирного дома и качество жизни этих домов в частности. Но чтобы эта работа была произведена правильно, необходимо понимать над какими элементами предстоит произвести преобразования. Преобразования затронут всю информацию, с которой работают организации по управлению многоквартирных домов, электронно-технические руководства, а также модульную структуру информационной системы. В настоящее время внедрение данной технологии наиболее выгодно, так как в силу вступило Постановление Правительства РФ от 23 сентября 2010 г. № 731 «Об утверждении стандарта раскрытия информации организациями, осуществляющими деятельность в сфере управления многоквартирными домами». Данная технология позволит бесперебойно отправлять все необходимые данные уполномоченным организациям, отслеживая при этом выполнение всех заданных функций.
