Abstract:
Due to the special relationship that takes place between the commune head and his deputy, it is worth considering the issue of the impact of the resignation of the mandate by the commune head on the sphere of the employment relationship of the deputy commune head before the end of the term of office. Such a waiver, in accordance with Art. 492 § 1 point 3 of the Electoral Code results in the expiry of the mandate of the commune head, and this in turn, pursuant to Art. 28e of the Act on Municipal Self-Government, is tantamount to dismissal of his deputy. The problem, however, is that this solution raises numerous doubts and questions about: What are the effects of such a dismissal in the sphere of the employment relationship of the deputy mayor? How is it different from the traditional appeal made by the mayor himself? With what moment is the deputy dismissed and with what termination of his employment relationship? What is the impact of the failure to submit the so-called the final asset declaration? In this study, the author carries out a thorough analysis of the title research issue, trying to answer all the questions and doubts that arise in this context

Abstract:
Abstract Subject and purpose of work: The aim of the work was to show the impact of the implemented public investments and development projects on the local development and the changes that occurred, as well as on the living conditions of the inhabitants of the Sarnaki Commune in 2014- 2020. The research problem of the study was to show the role and the nature of the investments made by the commune in the area of local development. The assumed hypothesis states that the investments implemented in the Sarnaki Commune in the period 2014-2020 have led to the socio-economic development of the commune. Materials and methods: The publication used Polish literature concerning local investments, local development and local government, statistical data and an analysis of the documentation related to the investments obtained from the Sarnaki Commune Office. In order to achieve the aim of the study, a survey was carried out among a deliberately selected group consisting of the representatives of the commune office (commune administrator, secretary, and treasurer), the councilors (legislative authority) and the village leaders (opinion-forming authority) of the Sarnaki commune. A particularly important group included the village leaders, that is the representatives of the local community who are the closest to social developmental problems and are impartial in issuing their opinions. A separate research group consisted of social representatives who were elected in democratic elections by the inhabitants, and who are closely related and knowledgeable about social and economic matters. Some information was also collected from the employees of the commune office. Results: The conducted analyses and the research show that the implemented public investments in the commune studied had the most positive impact on the technical infrastructure in which the most funds were invested. They had the most impact on the access to sports and recreation facilities, road and water infrastructure, as well as on the state of the natural environment and the aesthetics of the surroundings. On the other hand, they had the least impact on the employment opportunities in the commune, access to housing infrastructure and public safety. Conclusions: The investments carried out in the period 2014-2020 in the Sarnaki Commune led to the socio-economic development of the commune, and, as a result, to positive changes, both quantitative and qualitative, in the local development as well as in the living conditions of the inhabitants.

Abstract:
The objective of this paper is an attempt to explain the determinants of the lowest governance quality level in one of the communes of the Opolskie Province, Poland. The first stage of the research consisted in developing a commune-level governance quality index in order to measure the quality of governance in the 60 communes of the Opolskie Province. Subsequently, the commune with the lowest score in the index was qualified for the second stage of the research which was based on the extreme case method. The major conclusion from the research is that the commune leader's governance style which allowed him to hold on to power for many terms of office was responsible for generating low governance quality. Furthermore, the low quality of governance was not only the effect of the governance style but also the strategy aimed at remaining in the commune leader office for many terms.

Abstract:
The article is devoted to the problem of enforced taking over by the owner of a building the administration of the property which so far has been managed by the commune. Firstly, the author discusses the legal regulations binding in the period of the People’s Republic of Poland, which caused numerous properties, particularly public buildings, to remain in the possession of communes. To assess the legal relation between the commune and property’s owners, which are currently of civil legal nature, the author suggests that the provisions of Articles 752–757 of the Polish Civil Code, which concern the management of another person’s affairs without mandate (negotiorum gestio), should be applied. To put an end to conflicts over the administration between the owners of buildings and communes, the author indicates substantive legal claim of taking over the management by the building owner, granted to the commune by the legislator. The author considers under what procedure it should be recognized and presents the local and material jurisdiction, as well as the passive mandate in civil proceedings.

Abstract:
Communes are the main units of local government in Poland. The Constitution of 1997 guarantees them self-governing and independence, both in terms of their own public tasks and tasks commissioned by central authorities. Self-governance and independence of communes are not absolute. The activities of the commune self-government are subject to supervision from the point of view of legality, and the supervisory bodies are government administration bodies and regional chambers of auditors. This study aims at detailed reconstructing the Polish model of constitutional supervision over the activities of communes and its evaluation from the theoretical teleological and functional perspectives. The analysis led to the conclusion that the adopted criterion of supervision is sufficiently defined to prevent too much freedom of interference in the activities of communes, allows for proper protection of the interests of the entire country and its citizens. Thus, the Polish normative model meets the theoretical assumptions.

Abstract:
The purpose of the article is, firstly, an attempt at assessing whether the legal regulations support the development of cooperatives and aid the communes in performing their tasks and, secondly, to evaluate the statistical data concerning cooperatives, types of operations and the possible directions of development within the context of communes' tasks (especially rural). At the beginning basic legal regulations concerning cooperatives were presented. The considerations focused on social cooperatives, dairy cooperatives, cooperative groups of agricultural producers, farmers' cooperatives, energy cooperatives, bank cooperatives, housing cooperatives. Selected legal regulations are presented, especially their changes, which aimed to encourage the establishment of cooperatives. Their functioning is in line with the seventh cooperative principle, i.e. concern for the local community. Statistical data has been presented of role of different cooperative sector in the Polish economy in the context of the tasks of communes (especially rural). In summary, the authors stated that the functioning of many cooperatives feeds into the performance of commune’s tasks. This mostly relates to implementation of programs aiming for civic and economic activation in a given region, creation of workplaces, higher income of rural inhabitants, social aid, renewable energy, supporting activities for the development of a given commune.

Abstract:
Purpose. The aim of the article is to analyse a national park director's legal position, roles, tasks and legal forms of operations in ensuring the safety of tourists visiting a national park. The objective of this analysis is also to determine whether the legal position, competencies and legal forms of activity at the disposal of the national park director are sufficient to ensure the safety of tourists visiting the national park. Method. The theoretical nature of this article determines the choice of research methods and their application. A dogmatic method (analytical and dogmatic) involving legal exegesis using linguistic and non-linguistic rules of legal interpretation is the predominant method applied in the article. Findings. The national park director’s legal status (including his/her position in the system of administering entities) is not clearly defined by the legislator and therefore, raises doubts. The legislature has not explicitly included this entity into the local authorities of consolidated and non-consolidated government administration. The legislator defines a national park director as a national park authority and a nature protection authority, directly indicating that this authority performs the tasks of a regional director aimed at nature protection within the national park area. The director of a national park may be classified as an administering entity, or on account of his/her tasks and powers, a public administration authority in a functional sense. However, it is misleading to treat national park directors as public administration authorities sensu stricto, i.e. the authorities who are part of the state machinery (authorities acting directly on behalf of the state or local self-governments), whose basic and, in principle, sole purpose is to perform public administration tasks (e.g. minister, province administrator, commune head). However, some authors consider national park directors to be public administration bodies sensu stricto [Makuch 2020, p. 527]. It has been confirmed in research that there is great diversity concerning tasks, powers and legal forms of operations at the disposal of a national park director, which can be used to ensure the safety of tourists visiting national parks. These are legal and factual activities of regulatory and non-regulatory nature. The tasks and competencies of national park directors include, first of all, protecting national park resources (environmental protection), which is the essence of their existence, and also providing access to national parks so as to ensure the safety of people who visit them. Research and conclusions limitations. The author focuses on analysis of the national legal framework. The origin of institutions and comparative legal analyses have been omitted. Practical implications. In the research, the current legal status is shown, and this can be considered the basis for further legislative work. Originality. To date, research on the national park directors' tasks, roles and legal forms of operation in ensuring the safety of tourists visiting national parks has been very scarce. Most of such issues are raised while discussing wider problems related to nature protection as well as tourism, and are not subject to in-depth examination [Wolski 2010, pp. 75-83]. In this context, it is worth noting that not only the national park directors' tasks and legal forms of activity require detailed analysis and evaluation, but their status in the state system and position in the system of administering entities as well. The current findings in this field are not sufficiently comprehensive and require further clarification. Type of paper. The article presents some theoretical concepts. It is a general overview article.

Abstract:
The aim of the study was to indicate which of the determinants shaping the level of potential investment attractiveness of a commune affects its level to the highest degree. The elements which determine the attractiveness for investment, understood as an area’s ability to attract investors, were classified into five sections: labour resources, technical infrastructure, social infrastructure, administration and market. After the data were accumulated which were necessary to create synthetic indices of communes potential attractiveness for investment and individual sections, they were verified statistically according to two most important criteria: variance and correlation. Ultimately, indices were selected for further analysis out of the set of 39 indices. The Hellwig development pattern method was used to classify the communes into four classes depending on the level of potential attractiveness for investment and each section and to determine which element has the greatest effect on the level of a commune’s potential attractiveness for investment. The average level of potential attractiveness for investment and the sections under analysis prevailed in the Warmińsko-Mazurskie Voivodship communes in 2016. The results showed that the level of a commune’s potential attractiveness for investment is affected by the following factors: technical infrastructure, administration, social infrastructure, labour resources and market.

Abstract The existence of marginal regions is closely linked to the socio-spatial polarisation of our society. Especially in the post socialist countries, including Slovakia, which have undergone significant social and economic transformation, spatial polarisation and related regional disparities have become a relevant issue across multidisciplinary academic research. This study focuses on similarities and differences in defining the marginality from two different perspectives - one that is based on quantification of statistical data and another based on individual perception of marginality from the position of local mayors. Local mayors, the main figures of the local governance, have in the Slovak system of administration huge responsibility in the development of communes and a great opportunity to improve the status of certain communes, especially those marginal. At the same time this study investigates how the political affiliation and political support affect their competencies and activities in relation to the marginal position of their commune.

Abstract:
The objective of this paper is an attempt to answer if non-competitive elections to commune councils in Poland may be the result of incumbency advantage of mayors. The author assumes, that the effects of incumbency advantage of mayors in influence not only the competition for the office of mayor, but also the entire local political scene. These effects may weaken the competitiveness of elections and lead to the cartelisation of local political scenes. In extreme cases, it may even cause the degeneration of political pluralism and lead to non-competitive elections at both the executive and legislative levels. The paper analyses relationships between the competitiveness of elections at the local level and the incumbency advantage effect as exemplified by a group of small communes with up to 20,000 inhabitants and presents the findings of the conducted research in the form of case studies of 18 localities representing six regions of Poland.

La premiere partie developpe notamment l'idee que des choses aussi differentes qu'une reorganisation interne de services municipaux, la mise en place d'une structure associative de develppement communal ou les negociations engagees sur un trace autoroutier contribuent, par les debats qui sont engages et les dispositifs qui sont mobilises et ou elabores, a faconner le monde local. C'est, plus precisement, dans la relation entre des categories de perception, d'analyse et d'action et des formes sociales objectivees, pre-existantes ou elaborees, que s'inventent et se stabilisent, se reproduisent et se deplacent des activites qui donnent forme et sens a l'institution elle-meme. La seconde partie approfondit le theme des relations de proximite, la place des liens personnels et d'interconaissance dans les situations ordinaires de la vie communale. L'auteur y adopte une posture decalee par rapport a la facon dont ces questions sont habituellement traitees dans les sciencessociales et s'attache a montrer les tensions entre la mobilisation positive des liens domestiques et leurs denonciations. La politique de réforme et de modernisation de l’État engagée par les gouvernements français successifs a visé à mettre l’organisation territoriale de la République aux standards des grandes démocraties occidentales comme l’indique l’avant-propos du dernier projet de loi de décentralisation. La question du nombre de communes en France est partie prenante de cette réflexion. C’est ainsi que la loi du 16 décembre 2010, sous l’influence du rapport rendu par le comité Balladur en mars 2009 et qui s’intitulait «il est temps de décider » a eu pour ambition d’engager la création d’un nouveau dispositif de fusion de communes : «la commune nouvelle». L’objectif est de poser les fondements de la commune du 21ème siècle en facilitant les fusions de communes par l'amélioration du système né de la loi Marcellin du 16 juillet 1971 qui avait connu un succès limité. La récente proposition de loi déposée par le député maire de Lons le Saunier Jacques Pélissard vise à « consolider, améliorer et rendre plus attractif le dispositif de commune nouvelle dans un contexte de nécessaire optimisation de notre organisation territoriale. » 3) Les enjeux : La France et l’Europe font face à une métamorphose économique qui les oblige à s’interroger sur leur organisation administrative. La construction européenne, la mondialisation, et le contexte de crise généralisée auquel la France est confrontée l’oblige à s’interroger sur l’efficacité de ses structures publiques. L’organisation territoriale de la France est-elle à même de répondre aux exigences d’action publiques que le 21ème siècle exige ? Une structure pluriséculaires comme la commune peut elle se moderniser pour faire face ? Bon nombre de pays voisins de la France ont drastiquement réduit le nombre de leurs communes. Le Royaume uni possède 4000 seulement pour une population comparable à celle de la France. Mais s’arrêter à la dimension financière ou structurelle de la commune cacherait le fait que la décentralisation est d’abord et avant tout un processus démocratique et historique. La commune occupe une place centrale dans ce dispositif démocratique français. 4) La problématique :Ce tableau général de la France du début du 21ème siècle nous amène à nous interroger sur la nature de ce nouveau régime. Quels sont les ressorts, les enjeux et les perspectives du régime des « communes nouvelles » et que nous dit-il sur l’avenir de la commune en France? Par la commune nouvelle, assiste-t-on au renforcement de la commune? Ou assiste-t-on au contraire à une dynamique de disparition progressive de la commune au profit d’ensembles plus larges, le régime de commune nouvelles étant un outil de plus de la transformation des structures territoriales historiques par la recherche d’un optimum de l’efficacité. Cette approche nous amènera nécessairement à nous interroger sur le rapport entre la commune nouvelle et l'intercommunalité. La commune nouvelle est-elle la forme la plus aboutie de l’intercommunalité?<br>The communal fragmentation is at the origin of the communal crisis. The size of the communal perimeters is indeed inadequate to the needs of the citizens and leads to the marginalization of French municipalities. The merger of municipalities is a response to this situation. The latter has not, for the time, substantially reduce the number of municipalities. Created in 2010, the "commune nouvelle" aims to revive the process of fusion. It is therefore a question of defining the impact of this new fusion regime on the municipality. If the "commune nouvelle" first allows the strengthening of municipalities in their means of action, it also endorses a renewal of their institutions. These two dynamics must be assessed in view of the growing importance of intercommunality. It has long appeared as a competitor of the merger of municipalities. However, the law now imposes inter-municipal cooperation to ail municipalities including "communes nouvelles". This obligation does not condemn the latter to marginality. Indeed, the increase of intermunicipal perimeters recorded in 2015, promotes the emergence of a need of proximity that the majority of municipalities are not able to assume given their size. The development of the "commune nouvelle" is therefore useful to the good govemance of the municipal bloc. It can contain the continuous growth of intercommunality and thus mark the great return of the municipality in the French territorial architecture

Elle utilise une grille de lecture inspiree de l'analyse des politiques publiques pour caracteriser certains signes d'evolution du systeme politico-administratif local et permettre une meilleure prise en compte des facteurs lies au developpement economique local<br>This work is an essay on local mediation as it is promoted through mayors in rural settings in france. The analysis is divided into three chronological parts and is bound to explain the links established among four levels of legitimacy or four frameworks of local publicies (territories, sectors, institutions and symbolic of politics). The analysis starts with an overview of various studies on the subject in different fields: history, anthropology, sociolgy. The empirical foundation of the thesis is made of three surveys conducted in the rhone-alpes region. They aim at setting up a typology of the mayors' itinerary and profiles. The third part is centred on contemporary phoneering practices of some of the mayors. Therefore, it utilises an interpretation grild stemming from the public policy analysis field. This fitting out allows to sketch a pattern of the local gouvernment (politics and bureaucracy) with an improved inclusion of a set of factors and shifts. Parce que le statut communal français a longtemps constitué un modèle, il est possible de s'interroger sur l' "exception" française à travers lui. En recherchant ses fondements idéologiques et cognitifs, on mesure qu'ils sont fortement imprégnés par la philosophie des Lumières et la conception horlogère du monde du XVIIIe siècle. Cette empreinte ayant perduré à travers les siècles, elle semble constituer aujourd'hui une forme d'entrave à une authentique politique de décentralisation. Dès lors, une complexification de la représentation des relations entre l'État et les communes apparait nécessaire pour poursuivre la décentralisation engagée en 1982. Mais une telle évolution dépend de la manière dont les communes se saisissent de la relative autonomie qui leur a été conférée. A travers l'étude des politiques de développement de l'enseignement supérieur de deux villes moyennes comme Albi et Castres, il est possible d'illustrer, dans un domaine pertinent pour juger de la recomposition des relations entre collectivités publiques, cet usage de l'autonomie par les communes. Mais, pour décrire ces politiques complexes - car résultant de l'autonomie même relative des communes il faut disposer d'un outil lui-même complexe. La sociologie de l'action organisée en constitue une bonne base, même si nous croyons nécessaire de proposer une lecture complexe des concepts d'acteur, d'action et de système d'action concret. Looking for ideological and cognitive foundation, one can realise they are deeply impregnated with the eighteenth century French philosophy and mechanist and positivist conception of the world. As this mark lasted through centuries, it seems today to hinder a genuine decentralization policy. Hence, a complexification of the representation of the relationship between the state and the towns seems necessary to carry on the decentralization started in 1982. But such an evolution depends on the way the districts deal with the relative autonomy which has been imparted to them. Through the study of the development of university education policies of two medium-sized towns such as Castres and Albi, it is possible to illustrate the use of their autonomy by the towns in a relevant field to estimate the reconstruction of the relationship among public communities. But, in order to describe these complex policies - for, due to autonomy albeit limited of the districts - one must use of an organized action constitutes a good basis, even if we consider it necessary to propose a complex reading of the concept of actor, action and system of concrete action. Applying these concepts, one can attempt to differentiate the policies conducted by the above-mentioned towns, particularly in the field of university education according to their level of complexity. In many respects, these policies could be move complex. So, as much on the level of town policies concretely implemented as on the level of representation upon which French town status is founded, a complex enrichment could allow a real decentralization

Dans notre premiere partie, nous mettons en evidence les paradoxes de gestion traversant les organisations publiques communales, c'est-a-dire les contradictions entre les fonctionnements internes actuels des organisations publiques communales et les necessites d'evolution resultant du droit au service de l'administre-usager, de la pertinence de l'action publique locale, de l'efficience des actions conduites, des systemes de democratie locale. L'application des principes de gestion de l'analyse socio-economique permet de depasser, par une methodologie rigoureuse, les paradoxes de gestion en contribuant a reconcilier les environnements externe et interne autour du concept de qualite integrale du fonctionnement de l'organisation. En effet, nos experimentations nous conduisent a considerer que si les environnements externe et interne semblent en confrontation, ils possedent les memes representations des concepts d'efficacite et de pertinence de l'action publique communale. Dans la seconde partie de notre these, nous proposons une definition du management public communal et identifions en les qualifiant les declinaisons de la strategie communale. Le changement de paradigme managerial traduisant l'ancrage d'un nouveau management peut resulter de la mise en place d'un veritable projet de ville construit avec des processus de gestion autorisant l'interactivite structurelle et cognitive, c'est-adire permettant la contribution de tous les acteurs au projet.

Learning disabilities are among the most common disabilities experienced in childhood and adulthood. Although identifying learning disabilities in a school setting is a complex process, it is particularly challenging in low- and middle-income countries that lack the appropriate resources, tools, and supports. This guide provides an introduction to learning disabilities and describes the processes and practices that are necessary for the identification process. It also describes a phased approach that countries can use to assess their current screening and evaluation services, as well as determine the steps needed to develop, strengthen, and build systems that support students with learning disabilities. This guide also provides intervention recommendations that teachers and school administrators can implement at each phase of system development. Although this guide primarily addresses learning disabilities, the practices, processes, and systems described may be also used to improve the identification of other disabilities commonly encountered in schools.

This work provides an institutional, legal and policy review of crucial aspects of land records modernisation systems in Himachal Pradesh. A state characterised by hilly terrain, high forest cover and low urbanisation, Himachal Pradesh provides useful lessons to understand the robustness and diversity of land record administration systems. The property regimes that have historically developed in the state include customary rights, common property resources, jointly held rights, and multiple other use and possession arrangements. There is a restriction on who can transact properties in the state, aimed at preventing alienation of land. Settlement operations are conducted every 40 years, and often take a long time to complete, but have led to relatively more up-to-date records than some other states. There are also concerns regarding the accuracy of spatial records, and data mismatches between textual and spatial components of the existing record versus the new technology led survey data if often is a cause of disputes.

Abstract:
Purpose The purpose of this study is to compare the incidence of post-operative nausea and vomiting (PONV) in opioid-utilizing and opioid-free general anesthesia. Background PONV is an extremely common, potentially dangerous side effect of general anesthesia. PONV is caused by a collection of anesthetic and surgical interventions. Current practice to prevent PONV is to use 1-2 antiemetics during surgery, identify high risk patients and utilize tracheal intubation over laryngeal airways when indicated. Current research suggests minimizing the use of volatile anesthetics and opioids can reduce the incidence of PONV, but this does not reflect current practice. Methods In this scoping review, the MeSH search terms used to collect data were “anesthesia”, “postoperative nausea and vomiting”, “morbidity”, “retrospective studies”, “anesthesia, general”, “analgesics, opioid”, “pain postoperative”, “pain management” and “anesthesia, intravenous”. The Discovery Search engine, AccessMedicine and UpToDate were the search engines used to research this data. Filters were applied to these searches to ensure all the literature was peer-reviewed, full-text and preferably from academic journals. Results Opioid free anesthesia was found to decrease PONV by 69%. PONV incidence was overwhelming decreased with opioid free anesthesia in every study that was reviewed. Implications The future direction of opioid-free anesthesia and PONV prevention are broad topics to discuss, due to the nature of anesthesia. Administration of TIVA, esmolol and ketamine, as well as the decision to withhold opioids, are solely up to the anesthesia provider’s discretion. Increasing research and education in the importance of opioid-free anesthesia to decrease the incidence of PONV will be necessary to ensure anesthesia providers choose this protocol in their practice.

Abstract:
Both the genes and cDNA sequences encoding the b-subunits of black carp LH and FSH were isolated, cloned and sequenced. Sequence analysis of the bcFSHb and LHb5'flanking regions revealed that the promoter region of both genes contains canonical TATA sequences, 30 bp and 17 bp upstream of the transcription start site of FSHb and LHb genes, respectively. In addition, they include several sequences of cis-acting motifs, required for inducible and tissue-specific transcriptional regulation: the gonadotropin-specific element (GSE), GnRH responsive element (GRE), half sites of estrogen and androgen response elements, cAMP response element, and AP1. Several methods have been employed by the Israeli team to purify the recombinant b subunits (EtOH precipitation, gel filtration and lentil lectin). While the final objective to produce pure recombinantGtH subunits has not yet been achieved, we have covered much ground towards this goal. The black carp ovary showed a gradual increase in both mass and oocyte diameter. First postvitellogenic oocytes were found in 5 yr old fish. At this age, the testes already contained spermatozoa. The circulating LH levels increased from 0.5 ng/ml in 4 yr old fish to &gt;5ng/ml in 5 yr old fish. In vivo challenge experiments in black carp showed the initial LH response of the pituitary to GnRH in 4 yr old fish. The response was further augmented in 5 yr old fish. The increase in estradiol level in response to gonadotropic stimulation was first noted in 4 yr old fish but this response was much stronger in the following year. In vivo experiments on the FSHb and LHb mRNA levels in response to GnRH were carried out on common carp as a model for synchronom spawning cyprinids. These experiments showed the prevalence of FSHP in maturing fish while LHP mRNA was prevalent in mature fish, especially in females. The gonadal fat-pad was found to originate from the retroperitoneal mesoderm and not from the genital ridge, thus differing from that reported in certain amphibians This tissue possibly serves as the major source of sex steroids in the immature black carp. However, such a function is taken over by the developing gonads in 4 yr old fish. In the striped bass, we described the ontogeny of the neuro-endocrine parameters along the brain-pituitary-gonadal axis during the first four years of life, throughout gonadal development and the onset of puberty. We also described the responsiveness of the reproductive axis to long-term hormonal manipulations at various stages of gonadal development. Most males reached complete sexual maturity during the first year of life. Puberty was initiated during the third year of life in most females, but this first reproductive cycle did not lead to the acquisition of full sexual maturity. This finding indicates that more than one reproductive cycle may be required before adulthood is reached. Out of the three native GnRHs present in striped bass, only sbGnRH and cGnRH II increased concomitantly with the progress of gonadal development and the onset of puberty. This finding, together with data on GtH synthesis and release, suggests that while sbGnRH and cGnRH II may be involved in the regulation of puberty in striped bass, these neuropeptides are not limiting factors to the onset of puberty. Plasma LH levels remained low in all fish, suggesting that LH plays only a minor role in early gonadal development. This hypothesis was further supported by the finding that experimentally elevated plasma LH levels did not result in the induction of complete ovarian and testicular development. The acquisition of complete puberty in 4 yr old females was associated with a rise in the mRNA levels of all GtH subunit genes, including a 218-fold increase in the mRNA levels of bFSH. mRNA levels of the a and PLH subunits increased only 11- and 8-fold, respectively. Although data on plasma FSH levels are unavailable, the dramatic increase in bFSH mRNA suggests a pivotal role for this hormone in regulating the onset and completion of puberty in striped bass. The hormonal regulation of the onset of puberty and of GtH synthesis and release was studied by chronic administration of testosterone (T) and/or an analog of gonadotropin-releasing hormone (G). Sustained administration of T+G increased the mRNA levels of the PLH subunit to the values characteristic of sexually mature fish, and also increased the plasma levels of LH. However, these changes did not result in the acceleration of sexual maturation. The mRNA levels of the bFSH subunit were slightly stimulated, but remained about 1/10 of the values characteristic of sexually mature fish. It is concluded that the stimulation of FSH gene expression and release does not lead to the acceleration of sexual maturity, and that the failure to sufficiently stimulate the bFSH subunit gene expression may underlie the inability of the treatments to advance sexual maturity. Consequently, FSH is suggested to be the key hormone to the initiation and completion of puberty in striped bass. Future efforts to induce precocious puberty in striped bass should focus on understanding the regulation of FSH synthesis and release and on developing technologies to induce these processes. Definite formulation of hormonal manipulation to advance puberty in the striped bass and the black carp seems to be premature at this stage. However, the project has already yielded a great number of experimental tools of DNA technology, slow-release systems and endocrine information on the process of puberty. These systems and certain protocols have been already utilized successfully to advance maturation in other fish (e.g. grey mullet) and will form a base for further study on fish puberty.

Comme les recherches scientifiques démontrent que les forêts où les droits des peuples autochtones et des communautés locales sont légalement reconnus présentent des taux de déforestation plus faibles et de séquestration du carbone plus élevés, il est urgent d’intensifier les réformes foncières afin de sauvegarder ce qui reste des forêts au niveau mondial. Cette analyse présente les tendances mondiales en matière de droits forestiers sur une période de quinze ans allant de 2002 à 2017. C’est le quatrième volet d’une série d’analyses de la reconnaissance légale des droits forestiers dans le monde, en fonction de quatre catégories de régimes fonciers juridiquement reconnus (par voie statutaire) auxquels les forêts peuvent être soumises : placées sous administration gouvernementale, assignées aux peuples autochtones et aux communautés locales, appartenant aux peuples autochtones et aux communautés locales, et détenues à titre privé par des particuliers ou des entreprises.
