The paper specifies the definition of “competence” of executive managers and positional, professional and social types of the general system competence are separated. Abstract:
The integrity advisers are the central actors of integrity management systems of the administrative organizational structure, whose main task is to promote the implementation of the integrity approach within state administration institutions. As a complementary part of this task, we can separate the tasks of corruption prevention and the improvement of organizational integrity, of which the latter being discussed in more detail in this research and presentation. Integrity advisers play a key role in the development of organizational culture among public administration bodies, such as bodies exercising administrative authority. Looking at the topic more closely, with regard to the activities of integrity advisers, it can be clearly established that one of the engines of their operation is the proper and deep communication, which is not only necessary within the public administration and inter-agency transactions, but it also means communication activities that can be interpreted in the relationship between the public and clients. Equally important is their training and other activities aimed at developing staff awareness, relationships, situation assessment and action practices, which, in addition to and in part within public service training, provide an opportunity to shape organizational culture. The presentation and the paper aims to show the role of integrity advisors in developing organizational culture and transparency in the administration based on recent research experience about online presence of integrity advisors and in-depth interview surveys.

Abstract:
The article presents the issues of electronic communication in the functioning of public administration bodies. The author analyzes the provisions of the Code of Administrative Procedureregarding the initiation of administrative proceedings by means of electronic communication and electronic delivery. The first concerns the submission of letters by the applicant to a public administration body (Artt. 61 and 63), the second concerns the transmission of letters by a public administration body (Artt. 39 and 46). E-applications and e-deliveries serves to facilitate, streamline and accelerate procedures in communication between a citizen and public administration bodies, and reducetheircosts. Nevertheless, many provisions remain underdeveloped. The author drawsattention to these problems.

Abstract:
Along with the decrease of administrative influences, the effective functioning of contemporary public administration needs the support and partnership of society. The necessity to consider the reaction of society obliges to inform and to create public understanding on decisions made by the public administration, as well as to ensure an opportunity for individuals to get involved in the decision making process. Thus, the role of communication in public administration performance increases. The regulation of the state needs increasingly greater public acceptance and approval both by responding to the public’s position and wishes and by creating common values and standards that are often achieved by the communication process. In order to understand the role of communications in public administration processes, the author has studied the development of the public administration communication during several state reform stages in Latvia. Using qualitative research methods – interviews, document analysis and comparative analysis and quantitative content analysis –, the trends and challenges in the development of Latvian public administration communication were identified. It is possible to stress two important changes – firstly, the goal of public communications is not just to increase the awareness of the public, but also to involve the public in the state’s development, and secondly, the transformation of communication changes the methods and the way of public administration communication.

L'information administrative apparaît de plus en plus comme un sujet litigieux. De nombreux observateurs croient que l'État doit faire plus que distribuer des dépliants à droite et à gauche. Plus encore qu'à une information objective, certains souhaitent que le citoyen puisse avoir accès à toute l'information dont il a besoin au moment où il en a besoin. D'autres espèrent une participation plus grande des gens à l'intérieur du, processus de la communication politique. Dans le but de faire le point sur la question, une vaste recherche sur la communication État-citoyen, fut menée, par le Ministère des communications du Québec, en 1974. Parmi ses composantes, on retrouvait un sondage téléphonique, une consultation populaire, réalisée à partir d'un bref questionnaire publié dans les hebdos qui ont voulu collaborer, ainsi qu'une rencontre d'experts. L'effort principal a cependant porté sur la réalisation, auprès de hauts fonctionnaires, de fonctionnaires et de clients de quelque soixante-quinze entrevues de groupes qui ont touché plus de cinq cent cinquante participants. À cette fin, le Ministère des communications a offert à des fonctionnaires de participer à des sessions spéciales de formation à l'entrevue de groupe. Plus d'une vingtaine de ces animateurs ont par la suite réalisé, dans les ministères et leurs bureaux régionaux, ces entrevues dont la durée variait entre une et cinq heures. Ce sont les comptes rendus écrits et les bobines magnétiques de ces entrevues qui ont fourni l'essentiel des données ayant servi à la préparation d'un rapport final du professeur Vincent Lemieux, de l'Université Laval. Même après cette première analyse politique de la communication État-citoyen, il subsistait une multitude d'informations dont l'analyse offrait un intérêt certain. C'est de l'amorce de ce travail dont veut rendre compte ce texte qui se présente comme un inventaire des divers aspects de l'information administrative. Pour ordonner la présentation des données, le schéma de la communication de Roman Jakobson possédait l'avantage d'être complet en plus de définir succinctement les facteurs de la communication. L'auteur en donne le résumé suivant : « Le destinateur envoie un message au destinataire. Pour être opérant, le message requiert d'abord un contexte auquel il renvoie [...], contexte saisissable par le destinataire, et qui est, soit verbal, soit susceptible d'être verbalisé; ensuite, le message requiert un code, commun, en tout ou au moins en partie, au destinateur et au destinataire [...] ; enfin, le message requiert un contact, un canal physique et une connexion psychologique entre le destinateur et le destinataire, contact qui leur permet d'établir et de maintenir la communication. »: En filigrane du texte, on reconnaîtra également le modèle d'analyse politique du professeur Lemieux, dont les concepts serviront à élaborer les hypothèses auxquelles conduira l'inventaire. Rappelons certains éléments de sa définition de l'analyse politique: «C'est l'analyse de la lutte pour le contrôle [...], cette lutte ayant pour enjeu des choix publics, attributeurs de moyens [...], qui sont articulés entre eux selon une distinction en trois niveaux: politique, administratif et social. La puissance pour un acteur, c'est alors de conformer le choix public à son choix privé. » Parmi les moyens de puissance, on note les ressources, les contacts et les pouvoirs qui formeront l'objet des premières parties de cet inventaire. Il sera complété par une analyse des alliances, ou des stratégies, élaborées par les agents politiques pour compenser l'absence de certains moyens.

AbstractThe status of the field of media and communication studies has been debated globally and domestically. This study covers virtually all agents (N=254) in the Swedish field of media and communication studies and draws on Pierre Bourdieu's sociology of science to uncover the main hierarchies in the field. The study focuses on two main divisions. Like in most fields, the most prevalent division is found between the field's incumbents and the challengers/newcomers. A parallel, albeit less prevalent, division is an onto-epistemological one – a variant of the old cleavage between “critical” and “administrative” research. The field's power elite is almost exclusively male, and connected to the field's pioneering institutions.

Les techniques de communication se sont imposees comme des outils au service de strategies, notamment dans l'espace politique. Les elus locaux se presentent quant a eux comme des federateurs d'identites locales. Celles-ci sont construites, et resultent d'une elaboration sociale qu'il fallait retrouver. Le travail propose analyse ces processus, en meme temps que les modalites de construction d'image de la region alsace. La recherche s'attache ainsi simultanement aux agents politiques regionaux et a la collectivite qu'ils incarnent. Les acteurs politiques exercent dans la sphere des collectivites territoriales une action construite sur des interrelations multiples, tant avec des agents politiques de dimension nationale qu'avec des acteurs locaux relevant de champs sociaux varies, comme celui de l'espace marchand notamment. Le cumul de mandats leur permet d'articuler des positions strategiques. Des activites professionnelles autres que politiques les placent a l'interface de la sphere economique. De la lisibilite sociale des institutions depend leur force symbolique efficace. Dans cette perspective, et sur le plan local, ont emerge notamment depuis la decentralisation francaise ce que les travaux deja menes designent comme des <>. Le reamenagement administratif du territoire a autant conduit les agents politiques a reorganiser leurs pratiques que les collectivites territoriales, et parmi elles les regions, a se mettre en quete d'un surcroit de reconnaissance sociale, d'une lisibilite que la communication devait procurer. C'est danscette optique que l'espace des points de vue des conseillers regionaux a ete interroge, afin d'analyser la maniere dont ils construisent la realite, tentent de faire advenir ce qu'ils annoncent et echouer ce qu'ils denoncent.

Entre la tradition de l'écriture et celle de l'oralité, l'écrit administratif, à Abidjan , est un écrit entre deux. Il se situe entre deux cultures que véhiculent une langue officielle au statut légitimé par la constitution et des langues locales issues de quatre groupes linguistiques et qui, bien que non enseignées, sont couramment pratiquées par les populations. Dans une telle situation de diglossie et contrairement aux pratiques orales en français qui , en Afrique francophone, mettent en relief une appropriation du français par des phénomènes d'interférences lexicales, syntaxiques et des adjonctions ou des troncations, l'écrit administratif apparaît comme un document correctement écrit des points de vue syntaxique et lexical. Cependant, comme dans toute rencontre, le contact des langues en présence influe sur le comportement langagier des locuteurs. Dans le cadre de l'écrit administratif, les locuteurs prennent appui sur les dispositifs langagiers oraux, mieux connus et mieux maîtrisés, pour construire leurs écrits. Ce dispositif, marqué essentiellement par une éthique de l'altérité qui fait de la parole un art, est source d'étrangeté du fait de son éloignement des normes conventionnelles de l'écrit administratif. Cette étrangeté qui n'est que la manifestation de l'étranger dans sa pratique du français administratif, révèle une esthétique discursive particulière. Ainsi, l'expression de l'identité linguistique, l'écrit administratif est également à percevoir comme le lieu d'une interculturalité et le locuteur un passeur favorisant le lien nécessaire entre les peuples et les cultures
Between the tradition of the writing and that of the orality, the formal writing, in Abidjan, is a writing between two. It is located between two cultures that convey an official language to the status legitimated by the constitution and the local languages from four linguistic groups and which , althought not taught, are commonly practiced by the populations. In such a situation diglossia and contrary to practices in french, wich oral, in francophone Africa, highlight a ownership of the French language by the phenomenon of interference lexical, syntactic and additions or truncations, formal writing appears as a document properly written of points of view syntactic and lexical. However, as in any meeting, the contact of the languages affects the behaviour of language speakers. In the framework of the formal writing, speakers take support on the oral devices, better known and better controlled, to build their writing. This device, characterized by an ethic of otherness which makes the talk an art, is a source of strangeness because of its expulsionof standards of the administrative writing. This strangeness reveals an aesthetic discursive particular. Thus, expression of the linguistic identity, administrative writing is also to perceive as the place of interculturality and, the speaker, a boatman favouring the necessary link between people and cultures

Element marquant de l'evolution des rapports entre l'administration et les administres, le droit a la communication des documents administratifs. Reconnu aux etats-unis des 1966, a ete consacre en termes similaires par la loi francaise du 17 juillet 1978. A partir d'une analyse principale du systeme americain et d'un rapprochement des donnees de l'experience francaise, cette etude se propose de mesurer la place et le degre d'effectivite du droit a la communication des documents administratifs dans une democratie occidentale aujourd'hui. Apres avoir etudie le fondement et la genese du droit, il conviendra dans un premier temps d'en definir le principe, son etendue ou ses corollaires. Les conditions de determination de son champ d'application, tant du point de vue des parties que des documents concernes, representent par ailleurs un premier signe de l'etendue et des limites de la transparence. Les modalites de mise en oeuvre du droit en constituent un second. Pour garantir l'effectivite du nouveau droit, certains modes de protection non juridictionnelle et juridictionnelle sont prevus, revelant en particulier l'originalite du systeme francais par rapport au modele americain. Dans les deux pays toutefois, des limites sont posees, destinees a proteger le secret legitime : les interets de la nation ou ceux des tiers exigent en effet un dispositif specifique de sauvegarde, constituant une des conditions premieres de viabilite du droit a la communication. Sous reserve d'un juste equilibre entre transparence et secret, l'institution du droit a la communication des documents administratifs doit marquer un progres a la fois pour l'administration et pour la democratie
A major point in the evolution of the relations between the administration and citizens, the right of access to administrative records, recognized in the united states since 1966, was established in similar terms by the french law of july 17, 1978. Based mainly on an analysis of the american system and on a comparison with the french experience, this research intends to measure the importance and the degree of efficiency of the right of access to administrative records in a western democracy today. After analysing the foundation and origins of this right, it would be necessary to first present its general structure. The conditions which define its field of application, from the point of view of the parties and documents involved, give a first indication of the extent and the limits of openness. The elements of organization of the right give a second indication. To guarantee the efficiency of this new right, certain types of nonjudicial and judicial control are established, revealing in particular the originality of the french system as compared to the american model. In both countries, however, limits are designated to protect legimitate secrecy. Interests of the nation or those of third parties impose, in fact, a specific system of protection, constituting one of the first conditions of viability of the right of access. If the proper balance between openness and secrecy is found, the institution of the right of access to administrative records should mark a certain progress for both the administration and for democracy

Graphic depiction is an established method for academics to present concepts about theories of innovation. These expressions have been adopted by policy-makers, the media and businesses. However, there has been little research on the extent of their usage or effectiveness ex-academia. In addition, innovation theorists have ignored this area of study, despite the communication of information about innovation being acknowledged as a major determinant of success for corporate enterprise. The thesis explores some major themes in the theories of innovation and compares how graphics are used to represent them. The thesis examines the contribution of visual sociology and graphic theory to an investigation of a sample of graphics. The methodological focus is a modified content analysis. The following expressions are explored: check lists, matrices, maps and mapping in the management of innovation; models, flow charts, organisational charts and networks in the innovation process; and curves and cycles in the representation of performance and progress. The main conclusion is that academia is leading the way in usage as well as novelty. The graphic message is switching from prescription to description. The computerisation of graphics has created a major role for the information designer. It is recommended that use of the graphic representation of innovation should be increased in all domains, though it is conceded that its content and execution need to improve, too. Education of graphic 'producers', 'intermediaries' and 'consumers' will play a part in this, as will greater exploration of diversity, novelty and convention. Work has begun to tackle this and suggestions for future research are made.

Avec la décentralisation, les collectivités locales connaissent une transformation considérable de leurs modalités d'action avec des exécutifs élus, et des transferts de compétence provenant de l'état. Elle ne peuvent pas s'appuyer sur l'antériorité de l'expérience pour y faire face. Il s'agit d'un apprentissage pour les acteurs de ces institutions locales. La communication constitue une modalité marquante et visible de ce processus. En bref, pourquoi y a-t-il des organisations de production de la communication plutôt que rien ? Le concept d'institutionnalisation permet d'y répondre : il s'agit d'un processus (idée de pérennisation) ; la communication devient une composante des institutions locales (une activité bureaucratique) ; la communication locale tend à représenter une institution sociale (un ensemble de croyances dans l'efficacité de la communication associe a des modes de conduite que l'on trouve dans les communications d'entreprise, d'état, politique, locale). L'institutionnalisation repose sur une intégration de la communication comme facteur de cohérence des organisations d'une part, et sur une instrumentalisation objet d'une légitimation, d'autre part. La communication est déjà un moyen de contrôle permettant une mise en ordre symbolique des différents services sous l'autorité de l'exécutif, dont l'activité est largement monopolisée par des services de la communication. Par ailleurs, les croyances ou représentations ayant cours a un moment donne dans la société contribuent à instituer la communication comme un facteur de légitimité adapte aux configurations institutionnelles et politiques locales. Aussi, elle représente un soutien dans le temps du pouvoir local, un moyen de domination pour faire accepter un ordre politique local, par une communication représentant l'espace local de façon permanente sur une pluralité de supports. With decentralisation, local and administrative collectivities hnow an important change in their way of acting with elected executives, tranferences of competences coming from the state. Those collectivities can't be supported by the anteriority of experience to face it. It's an apprenticeship for the actors of those local communities. Communication is an outstanding element of that process. In short, why do organizations for producing communication exist rather than nothing ? The concept of institutionalization gives an answer : it's a process (notion of perennialty); communication becomes an element of local institutions (as a bureaucratic activity), local communication tends to represent a social institution (a whole of beliefs in efficiency of ommunication associated with ways of behavior found in firms, state, political, local, communications). Institutionalization is based, on the one hand, on the integration of communication as an element of coherence for organizations, and on the other hand, on the fucntion of the intruments subject of legitimation. Communication is already a means to control permitting a symbolic order of various departements under the authority of executive,which activity is broadly monopolized by departements of communication. Besides, beliefs or representations moves with the times in society contribute to institute communication as a factor of legitimacy adapted to institutional and political local configurations. So, it represents a support in the time for a political local order accepted, with a communication that represents, in a permanent manner, local field on a plurality of supports. By subordinating the audiovisual communication activity to the obtaining from an "independent authority, the csa (conseil superieur de l'audiovisuel) prior administrative permissions, the legislator is in contradiction with the system of freedom he claims to protect : "the audiovisual communication is free". Actually as a counterpart of the granting od authorisations, the private services of audiovisual communication are submitted to some obligations. Abiding by them is ensured by an elaborate system of administrative sanctions that tend to replace repressions. Thus, having predominently recourse to administrative repression is veryhelpful for regulating audiovisual communication but detrimental to freedom. This repression is enforced by an administrative authority and thus the persons sanctioned do not enjoy the same legal guarantees as those available in the case of penal repression

AbstractRussia, like other countries, is facing a challenge to integrate new Information and Communication technologies in its administrative system. This chapter traces the evolution of e-Government concept from the first state program “Electronic Russia” (2002) to the latest “Government as a Platform” (2018) concept. Analyzing the digital transformation of government through the lens of public administration, the chapter demonstrates procedural, infrastructural, and political challenges that shaped the Russian version of electronic government. Emphasizing the discrepancy between plans and reality, we show how the “Russian style” of unrolling e-Government from above in combination with the focus on infrastructures have created a situation where further development of the reform has stagnated. Finally, the tensions between transparency and control accentuated by digitalization in Russian public administration are discussed.

AbstractSimilarities may be seen in the development of tourism in Japan and Switzerland during the nineteenth and twentieth centuries, especially in terms of the origins and purpose of their respective national tourism offices. In the twenty-first century, however, fundamental differences became evident. During the first decades of the twenty-first century, Switzerland, that had been quick to see the opportunities of e-tourism, was less dynamic in response to the fourth and fifth industrial revolutions, whereas the opposite happened in Japan. Switzerland as with Austria and Germany, adopted a traditional concept of DMO’s that was location-base and limited regionally by administrative boundaries. The Information and Communication Technologies (ICT) development after Web1.0 and the emergence of mobile applications have challenged this concept. A more contemporary view is based more on network travel and visitor flows rather than physical territory. The Japan Central government decided to adopt the western DMO concept as regional tourism policy, but relatively late in 2016.The aim of this innovative research project is to analyze the adoption/implementation of the new concept of DMO’s focusing on Switzerland and Japan. For Switzerland, the main barrier is the scarcity of data given the slower uptake of the technology emanating from the fourth and fifth industrial revolutions. In Japan, the situation may be seen to be inverted, given the country’s proclivity to adopt the advantages from the latest industrial revolution. This may mean that Japan could leapfrog the traditional DMO concept. This research presents the Bass’ analysis of DMO’s websites as a proxy of DMO concepts – traditional or new generation.

The problem of communication towers considered as one of the main problems that have imposed on the people in Sulaimaniyah city center, which began to take a severe economic, social and health dimensions, affects the decision-making process in the real estate market. Moreover, consequently, this research analyzes the impact of the establishment of communication towers on the sale prices of residential property in Sulaimaniyah city center, the results of the research have confirmed a clear and adverse effect the communication towers on residential real estate prices in Sulaimaniyah city center. Besides the proof of this an excess of supply of real estate close to communication towers areas and the lack of demand for real estate in areas close to communication towers. Finally, the research commanded a range of important recommendations, such as necessity control the communication towers at the level of governments and companies, either at the companies’ level by choosing towers with low environmental impacts. Moreover, either at the government level to determine the location and conditions of the establishment of the communication towers, through legislation and laws of environmental protection and impose fees and raise awareness.

Therefore, Total Quality Management (TQM), which is meeting the necessities of internal and external stakeholders with the participation of all employees under increasing competitive pressure, has lately started to be included in the administrative mentalities of higher education institutions. In this regard, accreditation processes become part of sustaining the quality by improving and auditing its compliance with various standards and rules. This study examined accreditation perceptions of students of the Advertising program that was in the process of accreditation, and Public Relations and Publicity Program accredited by the ILEDAK, the authorized organization in the accreditation evaluations of the communications faculties in Turkey. This study aimed to compare the accreditation perceptions of students from two different departments, one of which was accredited within the scope of TQM and the other wasn’t. Since accreditation processes in the communication faculties just started a few years ago, no manuscript was written on the perception of accreditation in this field. This study is one of the first studies conducted on Public Relations and Advertising Programs in Turkey, making it authentic and more important compared to other studies. This study was based on the data of a questionnaire performed on 261 students reached through the convenience sampling method. Accreditation perceptions of the students studying in Public Relations and Publicity program that was accredited were higher compared to students of the Advertising program that was not accredited, and surprisingly, Advertising students had higher awareness related to this subject.

In the current context, e-commerce has improved significantly as consumers have increased online shopping in different sectors of the economy. Therefore, the term “e-commerce” is becoming increasingly well-known and relevant for conducting business transactions. In addition, the current context of the COVID-19 pandemic has contributed to the extreme growth of e-commerce, and in the long term it will be a vital part of companies to achieve a greater competitive advantage as it offers benefits to the end consumer. However, it is important to note that there will be technological and non-technological limitations that will affect its growth. Tax amnesties have taken centre stage as a compliance tool in recent years. The OECD estimates that since 2009 tax amnesties in 40 jurisdictions have resulted in the collection of an additional €102 billion in tax revenue. A number of African countries have introduced tax amnesties in the last decade, including Nigeria, Namibia, South Africa and Tanzania. Despite their global popularity, the efficacy of tax amnesties as a tax compliance tool remains in doubt. The revenue is often below expectations, and it probably could have been raised through effective use of regular enforcement measures. It is also argued that tax amnesties might incentivise non-compliance – taxpayers may engage in non-compliance in the hope of benefiting from an amnesty. This paper examines the administration of tax amnesties in various jurisdictions around the world, including the United States, Australia, Canada, Kenya and South Africa. The paper makes a cost-benefit analysis of these and other tax amnesties – and from this analysis develops a model tax amnesty, whose features maximise the benefits of a tax amnesty while minimising the potential costs. The model tax amnesty: (1) is permanent, (2) is available only to taxpayers who make a voluntary disclosure, (3) relieves taxpayers of penalties, interest and the risk of prosecution, but treats intentional and unintentional non-compliance differently, (4) has clear reporting requirements for taxpayers, and (5) is communicated clearly to attract non-compliant taxpayers without appearing unfair to the compliant ones. The paper then focuses on the Ugandan tax amnesty introduced in July 2019 – a Voluntary Disclosure Programme (VDP). As at 7 November 2020, this initiative had raised USh16.8 billion (US$6.2 million) against a projection of USh45 billion (US$16.6 million). The paper examines the legal regime and administration of this VDP, scoring it against the model tax amnesty. It notes that, while the Ugandan VDP partially matches up to the model tax amnesty, because it is permanent, restricted to taxpayers who make voluntary disclosure and relieves penalties and interest only, it still falls short due to a number of limitations. These include: (1) communication of the administration of the VDP through a public notice, instead of a practice note that is binding on the tax authority; (2) uncertainty regarding situations where a VDP application is made while the tax authority has been doing a secret investigation into the taxpayer’s affairs; (3) the absence of differentiated treatment between taxpayers involved in intentional non-compliance, and those whose non-compliance may be unintentional; (4) lack of clarity on how the VDP protects the taxpayer when non-compliance involves the breach of other non-tax statutes, such as those governing financial regulation; (5)absence of clear timelines in the administration of the VDP, which creates uncertainty;(6)failure to cater for voluntary disclosures with minor errors; (7) lack of clarity on VDP applications that result in a refund position for the applicant; and (8) lack of clarity on how often a VDP application can be made. The paper offers recommendations on how the Ugandan VDP can be aligned to match the model tax amnesty, in order to gain the most from this compliance tool.
