Full textBetween the tradition of the writing and that of the orality, the formal writing, in Abidjan, is a writing between two. It is located between two cultures that convey an official language to the status legitimated by the constitution and the local languages from four linguistic groups and which , althought not taught, are commonly practiced by the populations. In such a situation diglossia and contrary to practices in french, wich oral, in francophone Africa, highlight a ownership of the French language by the phenomenon of interference lexical, syntactic and additions or truncations, formal writing appears as a document properly written of points of view syntactic and lexical. However, as in any meeting, the contact of the languages affects the behaviour of language speakers. In the framework of the formal writing, speakers take support on the oral devices, better known and better controlled, to build their writing. This device, characterized by an ethic of otherness which makes the talk an art, is a source of strangeness because of its expulsionof standards of the administrative writing. This strangeness reveals an aesthetic discursive particular. Thus, expression of the linguistic identity, administrative writing is also to perceive as the place of interculturality and, the speaker, a boatman favouring the necessary link between people and cultures

Full textA major point in the evolution of the relations between the administration and citizens, the right of access to administrative records, recognized in the united states since 1966, was established in similar terms by the french law of july 17, 1978. Based mainly on an analysis of the american system and on a comparison with the french experience, this research intends to measure the importance and the degree of efficiency of the right of access to administrative records in a western democracy today. After analysing the foundation and origins of this right, it would be necessary to first present its general structure. The conditions which define its field of application, from the point of view of the parties and documents involved, give a first indication of the extent and the limits of openness. The elements of organization of the right give a second indication. To guarantee the efficiency of this new right, certain types of nonjudicial and judicial control are established, revealing in particular the originality of the french system as compared to the american model. In both countries, however, limits are designated to protect legimitate secrecy. Interests of the nation or those of third parties impose, in fact, a specific system of protection, constituting one of the first conditions of viability of the right of access. If the proper balance between openness and secrecy is found, the institution of the right of access to administrative records should mark a certain progress for both the administration and for democracy

Full textWith decentralisation, local and administrative collectivities hnow an important change in their way of acting with elected executives, tranferences of competences coming from the state. Those collectivities can't be supported by the anteriority of experience to face it. It's an apprenticeship for the actors of those local communities. Communication is an outstanding element of that process. In short, why do organizations for producing communication exist rather than nothing ? The concept of institutionalization gives an answer : it's a process (notion of perennialty); communication becomes an element of local institutions (as a bureaucratic activity), local communication tends to represent a social institution (a whole of beliefs in efficiency of ommunication associated with ways of behavior found in firms, state, political, local, communications). Institutionalization is based, on the one hand, on the integration of communication as an element of coherence for organizations, and on the other hand, on the fucntion of the intruments subject of legitimation. Communication is already a means to control permitting a symbolic order of various departements under the authority of executive,which activity is broadly monopolized by departements of communication. Besides, beliefs or representations moves with the times in society contribute to institute communication as a factor of legitimacy adapted to institutional and political local configurations. So, it represents a support in the time for a political local order accepted, with a communication that represents, in a permanent manner, local field on a plurality of supports. Full textBy subordinating the audiovisual communication activity to the obtaining from an "independent authority, the csa (conseil superieur de l'audiovisuel) prior administrative permissions, the legislator is in contradiction with the system of freedom he claims to protect : "the audiovisual communication is free". Actually as a counterpart of the granting od authorisations, the private services of audiovisual communication are submitted to some obligations. Abiding by them is ensured by an elaborate system of administrative sanctions that tend to replace repressions. Thus, having predominently recourse to administrative repression is veryhelpful for regulating audiovisual communication but detrimental to freedom. This repression is enforced by an administrative authority and thus the persons sanctioned do not enjoy the same legal guarantees as those available in the case of penal repression

Full textThis thesis is meant to analyse why an experience aiming at giving the rural population useful information as to their rights and administrative procedures thanks to telematic failed, it is based upon the assuption that, in order to assess an information system, it is necessary to refer it to the target social group, communication considered as a "global social phenemenon". From that view point, the first (theorical) part is devoted to a criticism of bakhtine's theories in the light of the knowledge acquired in linguistic and sociology. It eventually defines the communicative situation as the negotiation of an intersection between the reference systems (outlooks) derived from the transmitter's and thereceiver's habitus. Therefore, the second part goes into the various conceptions the actors - the transmitter (the organism instigating the operation) and the receiver - have about administrative information and its usefulness. It brings to light a typology of the country people concerning that information and its conformity with the social structure. The third part analyses how the system workse. The plan drawn up turns out to be contradictory to the institutional sources and the informal networks. More profoundy, it calls into question the ways of thinking and the means of sociability among country people, as a symbolical violence act. The difference between practical and exchange values leads us to regard information as a social behaviour as much as a means of solving problem

Full textThe present thesis focuses on administrative communication as an organizational communication theme and investigation problem, aiming to show and clarify the lack of study and research about it and to propose a new approach which will contribute to the academic debate on this integrated communications area. As far as the methodological procedures are concerned, this work is influenced by the phenomenology. An organizational communication and organizational culture board was elaborated, to put emphasis on the administrative communication, taking it in terms to analyze and to interpret its relevant contents referring to convergences, ambiguities, disparities, contradictions and complementarities which emerge from the authors´ speeches. The corpus, composed of books and handbooks, was deeply analyzed, pursuing the knowledge presented on six explanatory axles: object of thinking, concept, approaches, content emphasis and practical proposals. Within the marking guidelines already produced concerning to the theme, this thesis proposes an approach based on six anthropological thinking categories: rules, person, identity, diversity, knowledge, beliefs.

Full textWhy is the administration unable to be put through to its users? The analysis of its language was the first step of the research. Different languages have been compared: theologic language, scientific language, literary language, popular and mass language. We had to discover the qualities of these different languages and their ability to reach various public unfamiliar with this particular discipline. We rapidly noticed that administrative language was characterized, not only by its own vocabulary and a particular style, but by many practices which make the administration distant from its interlocutors, contemptuous with them, and consequently without any welcome quality. Is this statement irremediable? Or on the contrary is the administration able to get in touch with its public? Signs of its present evolution have been researched. Conditions for a better communication have been stated, namely in the context of the administrative decentralization in France. In order the administration takes a prominent part, especially at the level of national cohesion, many complicities will have to be revealed. This hope exists, it remains weak

Full textIn this convergence environment, only the « plate-forme » could be supply all of the communication formats. We wonder a question about the organization meltdown of the regulation, in the one side, the audiovisual communication and in the other side, the telecoms sector. Thus, a new institution has been created by the 29th February 2008 law n°8867 in matter of the setting and the management of the Korea Communications Commission (KCC) in place of the two preexisting regulation authorities whom run the audiovisual communication and the telecoms. In the same time, since 2007 in France, in consequence of the Senator Bruno RETAILLEAU report, the authorities took one’s stand for a possible fusion between The CSA and the ARCEP. This meltdown shall allow managing the audiovisual communication and the telecoms by the same regulation authority. However, this reform proposal is not still in the agenda, and raises new issues those even the Korean merger was not able to answer. Both the Korean system which runs with the convergence without a guarantee of the regulation independence in front of the State power, and the French system who guaranteed as possible this independence by separating the audiovisual communication regulation from the telecoms. We wonder on the appropriateness of the two systems, and which is the best performing to run the audiovisual communication regulation, to guarantee the independence of communication and the fundamental liberties which rule our democracies

This dissertation aimed to discuss the communication interactions in the "man-machine" perspective suggested by Morgan (1998) based on the perception of managers of a departmental unit (entitled "Mother Board"). To reach the objectives, the qualitative and exploratory methodology was adopted. Interviews were conducted (semi-structured questions), with the purpose of verifying the perception about the communication flows established in the system entitled "Management Information System Z - Portfolio of Programs and Projects", with reference to the cognitive operators of Complexity commented on by Mariotti (2007), such as "1- Subject-Object Interaction"; 2 - "Circularity"; 3- "Dialog Operator"; 4- "Self-production" and 5- "Hologram Operator". Finally, the research results pointed to the perception of pragmatic and functional communication as the guiding principle of the work team of the "Mother" Board. The metaphor "man-machine" represents a dimension of work and the team, relating to other knowledge and contexts such as culture, chance and imponderable (Complexity).
Esta dissertação teve como objetivo discutir as interações comunicacionais na perspectiva “homem-máquina” sugerida por Morgan (1998) com base na percepção de gestores de uma unidade departamental (intitulada Diretoria “Mãe”). Para o alcance dos objetivos, foi adotada a metodologia de caráter qualitativo e exploratório. Foram realizadas entrevistas (perguntas semi-estruturadas), com a finalidade de verificar a percepção sobre os fluxos de comunicação estabelecidos no sistema intitulado “Sistema de Informações Gerenciais Z – Carteira de Programas e Projetos”, tendo como referência os operadores cognitivos da Complexidade comentados por Mariotti (2007), tais como “1- “Interação Sujeito-Objeto”; 2- “Circularidade”; 3- “Operador Dialógico”; 4- “Autoprodução” e 5- “Operador Hologramático”. Por fim, os resultados da pesquisa apontaram para a percepção da comunicação pragmática e funcional como norteadora da equipe de trabalho da Diretoria “Mãe”. A metáfora “homem-máquina” representa uma dimensão do trabalho e da equipe, relacionando-se com outros saberes e contextos como da cultura, do acaso e do imponderável (Complexidade).

Full textIn the autumn of 2011 a veteran oak of protective value, ”TV-eken”, located on Oxenstiernsgatan in the city district Östermalm in Stockholm, was felled. The decision to fell the tree – officially a technical decision to fell a high-risk tree, whereas protesting people interpeted the decision completely different – caused a conflict between responsible decision-takers and people fighting to preserve the tree. The aim of this study is to understand what events and processes lead up to the conflict arising from the decision to fell the ”TV-eken” tree. Responsible decision-taking public official at the traffic administration in the city of Stockholm has been interviewed as well as three oak activists. The interviews have been complemented by reviews of some relevant documents. Due to the background of the conflicting parties and the parties' preconceived view of the opposite party, the conflict developed to be all about more questions than the factual question (i.e. the felling of the oak). New studies that were performed in order to examine the state of the oak exacerbated the conflict as none of the studies were considered legitimate by both parties. Both parties have expressed substantial suspiciousness towards the other party and many actings have been interpreted as strategical. Inadequate communication between the parties is the general explanation to the origin and increase of the conflict.

Full textFrom 1990 until 1992, the ministry of culture has started a procedure known as "operations". These mean, in the name of equality of access to culture, to organize under the direction of the ministry, the totality of the actions of public operators in order to develop culture (local collectivities / associations). Following the commemoration of the french revolution's bicentinary, these operations spread all year long, according to different : in this way, they lead to a permanent activity of the services of the ministry and the local collectivities. Our hypothesis consists to demonstrate than far from playing a role in the diffusion of culture, these operations conduce to resolve the problem of authority met by the ministry. Without having the monopole of the action in this matter and without enough credits in order to lead its own mission, the ministry is obliged to dictate, under the fact of managerial rationality, its own logical interests to the whole public operators. In that way, these one will act under its cover. Process is based upon two principles : the composition of strenghs, it means financial and human ressources, and the monopole of communication. Owing to that one, the public opinion seems to be convinced that the ministry is the instigator of the local events. By this way, the political authority is becoming stronger. So, beyond the look of modernity of these operations, we can find again the specific lines of the states's action : centralism, conflict between center and suburb, monopole of the speech. The ministry's authority, becoming the garantee of its legitimity, seams as the realasee of its strategy of action

Full textBillposting, as the most ancient media means, always has been subjected to state regulations. These regulations, formely founded on law and order protecion, eveloed under constraint with the law of 29th july 1881 on press and its billposting liberalisation. Librated from all juridical preventive contraints, billpo sting could proliferate so much that it has brought about a debasement of the living environment. And this because public services' classic measures were not suited to keep billposting in reasonable proportions. Indeed, the police forces' measures are not adjusted to regulate it effectively and administration powers in public domaine have raher the tendency to favour its development. That is why the authorities decided to accredit local governments with specific means which allowed to compensate for traditional public services' deficiencies. These means, originally destinated to protect natural and historical patrimony, wich mainly took the shape of special police forces, were subsequently modernised through other measures that had a more extensive application field. Thus the law of 29th december 1979 was adopted, the aim of wich was to protect the environment against billposting abuse. Only, in view of the wray this law is enforced by the different billposting actors, it is difficult to decide on its efficiency. This situation can be explained particulary by the existing contradictions between environment protection and economic interests wich surround a billposting support highly appreciated by the authorities: urban furnishings. In fact, billposting law, as an underrated branch of environmental law, only will be efficient the day it will go beyond these contradictions

Full textWe have in this thesis examined the work situation for masters in the Swedish merchant navy focusing on the administrative workload and how said workload have changed since the implementation of the ISM-code. Within the shipping business of today there is a lot of talk about the increasing number of administrative tasks on board and how they have affected the work situation. This made us want to examine if there actually was any such increase and to what extent said increase in that case have affected the work situation both on board and ashore. We have during our survey performed interviews with masters and ship-owner representatives at four companies within the Ro-Pax business who has traffic on Swedish ports asking them about the work situation on board and how it has changed during the last 15 years with respect to the administrative workload. The survey shows a substantial increase in the administrative workload both on board and ashore, mainly as a result of new regulations and vastly improved means of communication between ships and the organization ashore. In general there is a broad acceptance of the benefits of the ISM-code but a widespread skepticism when it comes to other regulations and government requirements. As far as the improved means of communication is concerned the increase in the number of messages received during a regular work day is emphasized and a question is raised whether there are valid reasons for the increase or if it to some extent is a way to clear your own desk by moving a task to another part of the organization.

En la primera (capítulo 1) se contextualiza este fenómeno de la administración electrónica en el marco de la sociedad de la información, para lo cual se exponen los factores que la han propiciado. La segunda parte abarca el estudio de los aspectos conceptuales y de las bases constitucionales y legales de la administración electrónica (capítulo 2), así como de los principales institutos jurídico-administrativos que la fundamentan: el procedimiento administrativo electrónico (capítulo 3) y la difusión/acceso de la información administrativa por medios electrónicos (capítulo 4). Finalmente, la tercera parte (capítulos 5 y 6) se dedica al estudio de una tecnología concreta, la criptografía asimétrica, que posibilita técnicamente una actuación administrativa electrónica segura, a través de dos aplicaciones específicas: la firma digital y el cifrado asimétrico, y su recepción jurídica.
The main aim of this Dissertation is to realize a legal study of the Electronic Public Administration. It has three parts. The first part (chapter 1) makes a presentation of this phenomenon on the Information Society. The second part establishes the constitutional, legal and conceptual basis of this Electronic Administration (chapter 2) and focus two basic figures: the administrative procedures (chapter 3) and the access to administrative information by electronic tools (chapter 4). Finally, the third part (chapters 5 and 6) studies the technology that makes possible a secured electronic administration: the asymmetric cryptography, basically the application of digital signature, and his legal reception.

Our study’s goal is to find out if the development and growth of the Internet really changes the way in which identities are built today. We will focus our study on the regional identities that are in the media. The development of identities at regional level is affected by two sources. First, “regional councils” are in charge of forging a sense of belonging to their region. Secondly, cultural movements use ICTs to support and promote the formation of “cultural plural profiles”. We assume that there is an evolution in the way identities are produced on the Internet. In other words, we think that identities themselves are redefined by the way these sources represent them on their website

Full textThe object of this research is the co-building, maintaining and restoring of mutual understanding in face-to-face conversations. I study the way the participants of an encounter make sure that they give a common meaning to what they interpret. The first part of the thesis defines the key concepts and notions (the listener, the co-speaker – interprétant –, interpretation and mutual understanding – intercompréhension), it sets the conceptual back-ground of the work (constructivism and externalism), and it justifies the choice of the data used for the analyses. The corpus contains face-to-face conversations between administrative agents who are native speakers of French, and users, who are non native speakers. In the second part, I have studied the way agents help users build expectations, the way the listener shows that he is not satisfied with his interpretation, the way the speaker shows that he has identified a divergence between his interpretation and the listener’s, and the way they negotiate meaning. I have also analysed the impact of the kinds of tasks performed on the behaviour of the participants. These analyses have brought to light a set of cues, of forms, of types of reactions and of strategies that have been used in the third part to propose contents, techniques and activities for the teaching of French as a foreign language and for professional training. This work has a general aim related to teaching and didactics: it suggests to reconsider the teaching of listening so that it becomes an object of teaching, and not only a means to teach

Full textAdministrative discourse has not traditionally been considered transparent in Spain. The consequence of its non-transparency is that Administrations do not have a fluid communication with citizens. This is shown in surveys which occasionally have the opportunity to respond to the administrators and the suggestions or claims that, either these very citizens, or some public institutions in charge of conveying the complaint of the interested parties send to local administrations. Administrations, aware of the need to improve the quality of their communications, have carried out numerous initiatives aimed at boosting their communication optimization. Such initiatives have counted on the support of higher education institutions. This research joins actions aimed at contributing to the improvement of the communicative effectiveness of the documents emanating from the Administration. Specifically, the purpose of this work is to gather data and analyze it, on the perception of clarity that manifests the target audience with respect to an administrative document, of which several versions were proposed. To do this, we have deployed a methodological model that has allowed us to firstly compile a corpus of indications for the drafting and preparation of administrative documents, which we have obtained through a systematic mapping of works from different fields (legal and academic texts, traditional administrative writing manuals and guides and medical records attached to the clear language movement); secondly, classify the mentioned indications based on the empirical evidence which supports it, as well as the cognitive model involved (planning, textualization and revision). The results of this categorization work show that the recommendations as to how to write which are being shown in manuals accordingly are not based on empirical evidence and therefore have no scientific validity. Additionally, we have established the group of most repeated indications in classified works and we have selected 4 frequent sentence recommendations to be able to proceed with the last phase of the investigation. In this last phase, we have developed a questionnaire based on a university administrative document whose features identify it as a prototypical administrative text. We have applied to this document 4 different (meta) indications but we have not applied them all at the same time, we have applied them one by one, therefore obtaining 4 versions of the target document of the study. Thus, V1 is the one that we obtain from the implementation of a single (meta) sentence indication; V2 is the result of the application of another (meta) different sentence indication and so on until applying the four (meta) indications mentioned. We have tested with a group of representative first-year university students each of these 4 versions along with the original version. By doing so, we have verified that the clarification mechanisms implemented in the target document’s clarity under study worsens with respect to the original version.

Full textENGLISH ABSTRACT: The study examines the Western Cape municipal Integrated Development Plans (IDPs) and questions whether these IDPs include Information and Communication Technology (ICT) initiatives that promote development. IDPs are used by municipalities as multi-sectoral plans that provide situation analyses of municipal areas and determine development priorities in municipal areas. These development priorities must be met within certain budget and time constraints. Globalisation and the technological revolution have led to the rapid development and convergence of technology. Technology, such as the Internet and cellular telephones, has had various influences on society. One of these influences includes the possible application of ICT for the purpose of development. Therefore both IDPs and ICT can be applied for developmental purposes. The study thus brings together two seemingly unrelated concepts, namely Integrated Development Plans and Information and Communication Technology and aligns them with one another through the concept of development. The study includes three main objectives. Firstly, the Integrated Development Plans of the municipalities in the Western Cape were examined to ascertain whether these municipalities address ICT in their IDPs. Secondly, the nature of the ICT initiatives was determined. This refers to whether the ICT initiatives are for use in the community or for use in the municipality. Finally, a framework was developed, which includes the classification of the different types of municipalities, together with the different types of ICT initiatives. Recommendations were made based on this framework. The various theoretical issues discussed in this study include the transformation of local government in South Africa and the establishment of developmental local government. Various issues concerning the use of ICT for development are also discussed and they include the ‘Information Society’, the ‘Digital Divide’ and ICT for development. This discussion emphasises that success of ICT initiatives for development depends on the nature of the underlying policy agenda; this agenda must be demand-driven and pro-poor.
AFRIKAANSE OPSOMMING: Hierdie studie ondersoek die Wes-Kaap munisipale Geintegreerde Ontwikkelingsplanne (GOP’s) en bevraagteken of dié GOP’s Inligting en Kommunikasie Tegnologie (IKT) inisiatiewe wat ontwikkeling bevorder, insluit. GOP’s word deur munisipaliteite as multi-sektorale planne gebruik wat toestandsontledings van munisipale gebiede voorsien en die ontwikkelingsprioriteite in munisipale gebiede bepaal. Hierdie ontwikkelingsprioriteite moet binne sekere begrotings- en tydsbeperkings bevredig word. Globalisering en die tegnologiese revolusie het tot die spoedige ontwikkeling en samevoeging van tegnologie gelei. Tegnologie, soos die Internet en selulêre telefone, het verskeie uitwerkings op die samelewing teweeggebring. Een van die uitwerkings sluit die moontlike aanwending van IKT vir ontwikkelingsdoeleindes in. Beide GOP’s en IKT kan dus vir ontwikkelingsdoeleindes aangewend word. Die studie bring daarom twee oënskynlik onverwante onderwerpe, naamlik Geintegreerde Ontwikkelingsplanne en Informasie en Kommunikasie Tegnologie deur die konsep van ontwikkeling by mekaar uit. Die studie bevat drie hoof doelwitte. Eerstens om die Geintegreerde Ontwikkelingsplanne van die munisipaliteite in die Wes-Kaap te ondersoek om vas te stel of hierdie munisipaliteite IKT in hul GOP’s aanspreek. Tweedens is die aard van die IKT inisiatiewe vasgestel. Dit verwys na IKT inisiatiewe wat binne die gemeenskap óf binne die munisipaliteit plaasvind. Laastens is ’n raamwerk ontwikkel. Dit sluit ’n klassifikasie van die verskillende soorte munisipaliteite, asook die verskillende soorte IKT inisiatiewe in. Aanbevelings wat gemaak word, word op hierdie raamwerk gegrond. Verskeie teoretiese kwessies word ook verder in hierdie studie bespreek. Dit sluit die transformasie van plaaslike regering in Suid-Afrika en die totstandkoming van ontwikkelingsgerigte plaaslike regering in. Verskeie kwessies wat die gebruik van IKT vir ontwikkeling betref, word ook bespreek. Dit sluit die ‘Inligting-gedrewe Samelewing’, die ‘Digitale Gaping’ en IKT vir ontwikkeling, in. Full textThe purpose of the study is to generate an increased understanding of managers' information gathering during telework through a comparison between two management groups in different business areas. The management groups consist of managers within operations management and managers in administrative management. The intention of a compared study is to visualize differences in which alternative approaches the management groups apply in the information gathering during teleworking. Previous research has discussed the premises of managerial work and managerial work during telework. The current study focuses on managerial work during telework via a comparison where the study identified a current research gap. A comparative study is essential to illustrate how the management groups have acted in the transition to telework, as the work has usually not been performed remotely before. Since the managers work in different areas of activity it is interesting to highlight the differences that can be read between the groups. The study is based on the deductive approach via qualitative interviews accomplished with eight managers in different companies divided into two management groups. The results show that there are differences in the approaches to information gathering for the various managers. In operations management it can be distinguished that a delegated method has been a common procedure, which has streamlined the information flows and information gathering within the organizations. An explicit distinction towards managers within the administrative management group is that the managers within the latter category have adopted a considerable focus on forming procedures to make the digital form of meeting more efficient and well-functioning. The reason is that digital communication is the main forum för communicating and gathering information during telework. The difference in approach consists of the role and tasks of the subordinates within the organization. As the employees who are under the operations management continued to need to be physically at the workplace to maintain the business, managers have modified a way of working adapted to the conditions. Within the administrative group both managers and employees have the opportunity to conduct the work remotely, which requires managers to find effective procedures linked to digital communication tools to create conditions for being able to gather information about the organization.

Full textThe new customs regulation, Union Customs Code (UCC), with the goal of electronic customs handling within the European Union will apply 1 May 2016. The Union Customs Code means electronic customs handling both between business and customs Administration and between member states' customs administrations. The law aims to simplify disclosure and customs management for businesses, which requires an extensive upgrade of IT solutions for both business and customs administrations. Quality of the data transferred to Customs' Tariff System (TDS) is assumed will havegreater importance than today as the UCC places a greater emphasis on traceability. Organisations should therefore optimize the quality of the data associated with declarations submitted to Customs. It is to avoid any future problems. Optimal data quality is achieved through efficient administrative processes. This paper has therefore through a case study, studied factors that prevent efficient administrative processes. The results show that the business system's substandard functionality, data quality's unreliability, loss of internal communication and a lack of standard in operating procedures are affecting the efficiency of the administrative processes negatively.

Full textThis research study examined the general business problem that ineffective communications caused project management outcomes that lead to increased business costs. The specific business problem was complexity experienced by virtual teams, due to the lack of physicality, contributed to environmental barriers and ineffective communications. The purpose of this exploratory qualitative study was to capture the lived experiences of project leaders who managed the complexity associated with virtual communication environmental barriers. The research question was: What are the lived experiences and informed perceptions of project leaders who managed the complexity associated with virtual communication environmental barriers? The conceptual framework guiding this inquiry was comprised of complexity theory’s complex adaptive systems framework to include project leadership, team dynamics, virtual communication environments, communication method selection, and the management organization as the integrating components that influenced complexity. Data was gathered through telephone interviews conducted with 14 certified project management professionals sourced from LinkedIn, all of whom experienced project complexity and communication challenges within the virtual environment. The resulting data transcripts were analyzed using NVivo 11. The research question was answered through the findings that revealed a central theme and sub-themes of managing complexity due to virtual environments and communication barriers. The research findings indicated sub-themes of five virtual environments experienced by the research participants, created by the type of communication tools’ attributes that were experienced. The virtual environments were established from the types of communication links by using specific tools, and not defined as the physical environments based on locations of the senders and receivers. Secondly, the research findings indicated sub-themes of internal environmental barriers that were created inside of the project teams by people, language, culture, training, and leadership. Thirdly, the research findings indicated sub-themes of external environmental barriers that were created outside of the project teams by executive leadership, organizational structure, and customer relationship. Fourth, the research findings indicated sub-themes of task and project outcomes included project failure, project success, and project recovery. The results of this study contributed to the business practice through the findings that indicated how the participants managed communication environments through implementing processes, leadership escalations, communication tool selection, reduced feedback delays of communication, and built relationships among the team members that were central to managing the complexity in virtual teams. In addition, this study contributed to research by providing a holistic description of the virtual environments, identification of communication environmental barriers, and consolidated understandings from other studies.

Full textThis thesis aims to study if communication from Sametinget contribute to the construction of unequal power relations between Sámi people and the Swedish government. In a critical discourse analysis comment letters and press releases from Sametinget where analysed with a focus on how both of the actors’ knowledge and scope of action is depicted. The thesis’ theoretical framework consists of discourse theory, theory of representation and postcolonial theory. The results show four main themes in Sametinget’s discourse: Distance from a passive government and proximity to the active Sametinget; The Sámi people has a specific culture and unique knowledge that is not sufficiently observed by the government; The government’s actions and power are not legitimate and The current politics of predatory animals is a problem that needs to be solved. Furthermore, the themes show that knowledge of the Sámi people is depicted differently from the government’s knowledge. The Sámi people’s unique knowledge is depicted as something that should, make up the foundation for political decisions and legislation. Meanwhile, the government’s knowledge is depicted to be unfounded and insufficient. The same goes for the depiction of scope of action, where the actors scope of action is depicted differently. The Sámi people’s and Sametinget’s scope of action is often depicted as limited while the government’s scope of action is depicted as being to large. Lastly, the thesis concludes that Sametinget questions the current power relation between the Sámi people and the government and is therefore generally not contributing to the maintaining of current power relations.

Full textMaritime data communications are expensive and of limited capacity. Currently there is no established infrastructure to support Internet connectivity for sea-going vessels. The SeaNet program is investigating maritime networking solutions. One aspect of the SeaNet program is promoting remote network management. Remote network management will provide the maritime research community with a flexible and cost-effective tool for monitoring sea based assets. The objective of this thesis is to investigate remote network management over a satellite connection in support of the SeaNet programs goals. To research the potential for remote network management, the Naval Postgraduate School has developed its own SeaNet laboratory. This laboratory simulates both the shipboard and shore-based infrastructure of the SeaNet program and conducts remote network management on these components. This thesis discusses the SeaNet program, network management concepts, the NPS SeaNet laboratory, research findings and recommendations for fliture research. Remote Network Management of the SeaNet Control Node system is possible, however, continued research in this area is needed

Full textAlthough nature conservation is supposed to benefit all of us, the work is rarely trouble-free. My concern for these problems is the starting point for this candidacy. The study intends to investigate how information and communication has influenced the residents' attitude to Sand Life, in connection with the development of Haväng and Vitemölla nature reserve. The case study also examines the conflict that arose in the process. The investigation was made possible in three steps: interviews with the county administrative board and Sand Life staff members; questionnaire and interviews with residents around Vitemölla. The result indicates that the residents as a group initially were negative in their attitude to Sand Life. The attitude seemed to be caused by the experience that the county administrative board and Sand Lifes' original plans for the nature reserve was too extensive and not sufficiently anchored, from a local perspective. It was also found that the information about the project had been inadequate, which could possibly be linked to the initial attitude. Today the results indicate that the residents as a group are neutral to cautiously positive in their attitude to Sand Life. Possibly due to the fact that the measures taken in the nature reserve became appealing; the attitude can perhaps also be linked to the authorities revising the care plan and showing greater openness towards the residents. Proactive information, clear intentions and the willingness to develop different plans and projects in a continuous dialogue with locals, can possibly limit the extent of conflicts.
