Abstract:
Les techniques de communication se sont imposees comme des outils au service de strategies, notamment dans l'espace politique. Les elus locaux se presentent quant a eux comme des federateurs d'identites locales. Celles-ci sont construites, et resultent d'une elaboration sociale qu'il fallait retrouver. Le travail propose analyse ces processus, en meme temps que les modalites de construction d'image de la region alsace. La recherche s'attache ainsi simultanement aux agents politiques regionaux et a la collectivite qu'ils incarnent. Les acteurs politiques exercent dans la sphere des collectivites territoriales une action construite sur des interrelations multiples, tant avec des agents politiques de dimension nationale qu'avec des acteurs locaux relevant de champs sociaux varies, comme celui de l'espace marchand notamment. Le cumul de mandats leur permet d'articuler des positions strategiques. Des activites professionnelles autres que politiques les placent a l'interface de la sphere economique. De la lisibilite sociale des institutions depend leur force symbolique efficace. Dans cette perspective, et sur le plan local, ont emerge notamment depuis la decentralisation francaise ce que les travaux deja menes designent comme des <>. Le reamenagement administratif du territoire a autant conduit les agents politiques a reorganiser leurs pratiques que les collectivites territoriales, et parmi elles les regions, a se mettre en quete d'un surcroit de reconnaissance sociale, d'une lisibilite que la communication devait procurer. C'est danscette optique que l'espace des points de vue des conseillers regionaux a ete interroge, afin d'analyser la maniere dont ils construisent la realite, tentent de faire advenir ce qu'ils annoncent et echouer ce qu'ils denoncent.

Entre la tradition de l'écriture et celle de l'oralité, l'écrit administratif, à Abidjan , est un écrit entre deux. Il se situe entre deux cultures que véhiculent une langue officielle au statut légitimé par la constitution et des langues locales issues de quatre groupes linguistiques et qui, bien que non enseignées, sont couramment pratiquées par les populations. Dans une telle situation de diglossie et contrairement aux pratiques orales en français qui , en Afrique francophone, mettent en relief une appropriation du français par des phénomènes d'interférences lexicales, syntaxiques et des adjonctions ou des troncations, l'écrit administratif apparaît comme un document correctement écrit des points de vue syntaxique et lexical. Cependant, comme dans toute rencontre, le contact des langues en présence influe sur le comportement langagier des locuteurs. Dans le cadre de l'écrit administratif, les locuteurs prennent appui sur les dispositifs langagiers oraux, mieux connus et mieux maîtrisés, pour construire leurs écrits. Ce dispositif, marqué essentiellement par une éthique de l'altérité qui fait de la parole un art, est source d'étrangeté du fait de son éloignement des normes conventionnelles de l'écrit administratif. Cette étrangeté qui n'est que la manifestation de l'étranger dans sa pratique du français administratif, révèle une esthétique discursive particulière. Ainsi, l'expression de l'identité linguistique, l'écrit administratif est également à percevoir comme le lieu d'une interculturalité et le locuteur un passeur favorisant le lien nécessaire entre les peuples et les cultures
Between the tradition of the writing and that of the orality, the formal writing, in Abidjan, is a writing between two. It is located between two cultures that convey an official language to the status legitimated by the constitution and the local languages from four linguistic groups and which , althought not taught, are commonly practiced by the populations. In such a situation diglossia and contrary to practices in french, wich oral, in francophone Africa, highlight a ownership of the French language by the phenomenon of interference lexical, syntactic and additions or truncations, formal writing appears as a document properly written of points of view syntactic and lexical. However, as in any meeting, the contact of the languages affects the behaviour of language speakers. In the framework of the formal writing, speakers take support on the oral devices, better known and better controlled, to build their writing. This device, characterized by an ethic of otherness which makes the talk an art, is a source of strangeness because of its expulsionof standards of the administrative writing. This strangeness reveals an aesthetic discursive particular. Thus, expression of the linguistic identity, administrative writing is also to perceive as the place of interculturality and, the speaker, a boatman favouring the necessary link between people and cultures

Abstract:
Element marquant de l'evolution des rapports entre l'administration et les administres, le droit a la communication des documents administratifs. Reconnu aux etats-unis des 1966, a ete consacre en termes similaires par la loi francaise du 17 juillet 1978. A partir d'une analyse principale du systeme americain et d'un rapprochement des donnees de l'experience francaise, cette etude se propose de mesurer la place et le degre d'effectivite du droit a la communication des documents administratifs dans une democratie occidentale aujourd'hui. Apres avoir etudie le fondement et la genese du droit, il conviendra dans un premier temps d'en definir le principe, son etendue ou ses corollaires. Les conditions de determination de son champ d'application, tant du point de vue des parties que des documents concernes, representent par ailleurs un premier signe de l'etendue et des limites de la transparence. Les modalites de mise en oeuvre du droit en constituent un second. Pour garantir l'effectivite du nouveau droit, certains modes de protection non juridictionnelle et juridictionnelle sont prevus, revelant en particulier l'originalite du systeme francais par rapport au modele americain. Dans les deux pays toutefois, des limites sont posees, destinees a proteger le secret legitime : les interets de la nation ou ceux des tiers exigent en effet un dispositif specifique de sauvegarde, constituant une des conditions premieres de viabilite du droit a la communication. Sous reserve d'un juste equilibre entre transparence et secret, l'institution du droit a la communication des documents administratifs doit marquer un progres a la fois pour l'administration et pour la democratie
A major point in the evolution of the relations between the administration and citizens, the right of access to administrative records, recognized in the united states since 1966, was established in similar terms by the french law of july 17, 1978. Based mainly on an analysis of the american system and on a comparison with the french experience, this research intends to measure the importance and the degree of efficiency of the right of access to administrative records in a western democracy today. After analysing the foundation and origins of this right, it would be necessary to first present its general structure. The conditions which define its field of application, from the point of view of the parties and documents involved, give a first indication of the extent and the limits of openness. The elements of organization of the right give a second indication. To guarantee the efficiency of this new right, certain types of nonjudicial and judicial control are established, revealing in particular the originality of the french system as compared to the american model. In both countries, however, limits are designated to protect legimitate secrecy. Interests of the nation or those of third parties impose, in fact, a specific system of protection, constituting one of the first conditions of viability of the right of access. If the proper balance between openness and secrecy is found, the institution of the right of access to administrative records should mark a certain progress for both the administration and for democracy

Abstract:
Graphic depiction is an established method for academics to present concepts about theories of innovation. These expressions have been adopted by policy-makers, the media and businesses. However, there has been little research on the extent of their usage or effectiveness ex-academia. In addition, innovation theorists have ignored this area of study, despite the communication of information about innovation being acknowledged as a major determinant of success for corporate enterprise. The thesis explores some major themes in the theories of innovation and compares how graphics are used to represent them. The thesis examines the contribution of visual sociology and graphic theory to an investigation of a sample of graphics. The methodological focus is a modified content analysis. The following expressions are explored: check lists, matrices, maps and mapping in the management of innovation; models, flow charts, organisational charts and networks in the innovation process; and curves and cycles in the representation of performance and progress. The main conclusion is that academia is leading the way in usage as well as novelty. The graphic message is switching from prescription to description. The computerisation of graphics has created a major role for the information designer. It is recommended that use of the graphic representation of innovation should be increased in all domains, though it is conceded that its content and execution need to improve, too. Education of graphic 'producers', 'intermediaries' and 'consumers' will play a part in this, as will greater exploration of diversity, novelty and convention. Work has begun to tackle this and suggestions for future research are made.

Avec la décentralisation, les collectivités locales connaissent une transformation considérable de leurs modalités d'action avec des exécutifs élus, et des transferts de compétence provenant de l'état. Elle ne peuvent pas s'appuyer sur l'antériorité de l'expérience pour y faire face. Il s'agit d'un apprentissage pour les acteurs de ces institutions locales. La communication constitue une modalité marquante et visible de ce processus. En bref, pourquoi y a-t-il des organisations de production de la communication plutôt que rien ? Le concept d'institutionnalisation permet d'y répondre : il s'agit d'un processus (idée de pérennisation) ; la communication devient une composante des institutions locales (une activité bureaucratique) ; la communication locale tend à représenter une institution sociale (un ensemble de croyances dans l'efficacité de la communication associe a des modes de conduite que l'on trouve dans les communications d'entreprise, d'état, politique, locale). L'institutionnalisation repose sur une intégration de la communication comme facteur de cohérence des organisations d'une part, et sur une instrumentalisation objet d'une légitimation, d'autre part. La communication est déjà un moyen de contrôle permettant une mise en ordre symbolique des différents services sous l'autorité de l'exécutif, dont l'activité est largement monopolisée par des services de la communication. Par ailleurs, les croyances ou représentations ayant cours a un moment donne dans la société contribuent à instituer la communication comme un facteur de légitimité adapte aux configurations institutionnelles et politiques locales. Aussi, elle représente un soutien dans le temps du pouvoir local, un moyen de domination pour faire accepter un ordre politique local, par une communication représentant l'espace local de façon permanente sur une pluralité de supports. With decentralisation, local and administrative collectivities hnow an important change in their way of acting with elected executives, tranferences of competences coming from the state. Those collectivities can't be supported by the anteriority of experience to face it. It's an apprenticeship for the actors of those local communities. Communication is an outstanding element of that process. In short, why do organizations for producing communication exist rather than nothing ? The concept of institutionalization gives an answer : it's a process (notion of perennialty); communication becomes an element of local institutions (as a bureaucratic activity), local communication tends to represent a social institution (a whole of beliefs in efficiency of ommunication associated with ways of behavior found in firms, state, political, local, communications). Institutionalization is based, on the one hand, on the integration of communication as an element of coherence for organizations, and on the other hand, on the fucntion of the intruments subject of legitimation. Communication is already a means to control permitting a symbolic order of various departements under the authority of executive,which activity is broadly monopolized by departements of communication. Besides, beliefs or representations moves with the times in society contribute to institute communication as a factor of legitimacy adapted to institutional and political local configurations. So, it represents a support in the time for a political local order accepted, with a communication that represents, in a permanent manner, local field on a plurality of supports. Finally, local communication is going to construct a professional field

En subordonnant l'activite de communication audiovisuelle a la delivrance par une "autorite independante" (csa) d'autorisations administratives prealables, le legislateur contredit le rgime de liberte qu'il pretend consacrer ("la communication audiovisuelle est libre"). En effet, en contrepartie de l'octroi des autorisations, des obligations pesent sur les services de communication audiovisuelle prives. Leur respect est garanti par un disposi-3 tif elabore de sanctions administratives qui tend a se substituer a la repression penale. Or, si ce recours predominant a la repression administrative contribue a l'efficacite de la regulation de la communication audiovisuelle, c'est au detriment de la liberte : cette repression est mise en oeuvre par une autorite de nature administrative et les garanties beneficiant aux personnes sanctionnees ne sont pas equivalentes a celles de la repression penale
By subordinating the audiovisual communication activity to the obtaining from an "independent authority, the csa (conseil superieur de l'audiovisuel) prior administrative permissions, the legislator is in contradiction with the system of freedom he claims to protect : "the audiovisual communication is free". Actually as a counterpart of the granting od authorisations, the private services of audiovisual communication are submitted to some obligations. Abiding by them is ensured by an elaborate system of administrative sanctions that tend to replace repressions. Thus, having predominently recourse to administrative repression is veryhelpful for regulating audiovisual communication but detrimental to freedom. This repression is enforced by an administrative authority and thus the persons sanctioned do not enjoy the same legal guarantees as those available in the case of penal repression

The purpose of the case study is to create a greater understanding of how the case company works with communication and information between the company and its customers and dealers. The objective of this thesis is to map the invisible value chain for a manufacturing company and make their information flow visible and point out flaws in the communication process between its customers and dealers. Theory and empirical findings will be analyzed and result in different recommendations and suggestions from the authors. The recommendations are discussed with a positive and a negative attributes to broaden the reader’s perspective. All the recommendations have been carefully selected to make sure an implementation would make the information flow more efficient for the case company.

Cette these cherche a comprendre les raisons de l'echec d'une experience visant a renseigner le public rural sur les droits et demarches du citoyen, au moyen d'un support telematique. Elle part de l'hypothese selon laquelle, pour evaluer un systeme d'information, il convient de le referer au systeme social auquel il s'adresse : considerer la communication comme un "phenomene social total". Dans cette perspective, une premiere partie, theorique, est consacree a la critique des theses de bakhtine a la lumiere des acquis de la linguistique et de la sociologie. Elle aboutit a definir la situation de communication commela negaciation d'un espace d'intersection entre les systemes de reference (les visions du monde) produits de l'habitus de l'emetteur et du recepteur. En consequence, la seconde partie examine les conceptions que les acteurs - l'emetteur (l'organisme promoteur du systeme) et le destinataire - se font de l'information administrative et de son utilite. Elle met en evidence une typologie des ruraux dans leur rapport a cette information et ses correspondances avec la structure sociale. La troisieme partie analyse le fonctionnement du systeme. Le dispositif mis en place s'avere contradictoire avec les sources institutionnelles et les reseaux informels de renseignement administratif. Plus profondement, il apparait comme une remise en cause des modes de pensee et des formes de sociabilite du monde rural, comme un acte de violence symbolique. La distinction entre valeur d'usage et valeur d'echange conduit a considerer l'information comme un rapport social antant que comme un instrument re resolution de problemes
This thesis is meant to analyse why an experience aiming at giving the rural population useful information as to their rights and administrative procedures thanks to telematic failed, it is based upon the assuption that, in order to assess an information system, it is necessary to refer it to the target social group, communication considered as a "global social phenemenon". From that view point, the first (theorical) part is devoted to a criticism of bakhtine's theories in the light of the knowledge acquired in linguistic and sociology. It eventually defines the communicative situation as the negotiation of an intersection between the reference systems (outlooks) derived from the transmitter's and thereceiver's habitus. Therefore, the second part goes into the various conceptions the actors - the transmitter (the organism instigating the operation) and the receiver - have about administrative information and its usefulness. It brings to light a typology of the country people concerning that information and its conformity with the social structure. The third part analyses how the system workse. The plan drawn up turns out to be contradictory to the institutional sources and the informal networks. More profoundy, it calls into question the ways of thinking and the means of sociability among country people, as a symbolical violence act. The difference between practical and exchange values leads us to regard information as a social behaviour as much as a means of solving problem

Abstract:
The adaptation of profit sharing creates a fundamental change in employee compensation by making a portion of total compensation directly dependent upon the total profits of the firm and the performance of the employee. The major goal of this study is to test for and measure the impact of the independent variable, a profit sharing plan implemented at Shahvand Industrial Company, upon communication behaviour, communication outcomes, and organisational outcomes as dependent variables. A quasi-experimental non-equivalent control group design with pre and posttest was the research design used to test the effects of profit sharing participation on permanent-part-time operative employees implemented by SIC. Several conclusions were reached as a result of the statistical analysis of the data collected in this study. Overall, few of the hypothesised effects of profit sharing participation appeared to have been realised according to the empirical results of this study. The finding that certain communication behaviours were more favourable for profit sharing participants than for non-participants support the general hypothesis of the integrated profit sharing model. The observed changes in communication behaviours indicate that information sharing and idea generation are important components of the profit sharing process. The results of this study did not reveal any changes in either communication or organisational outcomes. A significant finding of this study is that the implementation of profit sharing plans require a relatively long period of time. Patience is required to achieve high levels of success and management must make long-term commitment to profit sharing.

Este trabalho aborda a comunicação administrativa como tema e problema de comunicação organizacional, com objetivo de mostrar e esclarecer o seu obscurecimento como objeto de pensamento e propor um novo enfoque, buscando contribuir para o debate acadêmico dessa vertente da comunicação integrada. Do ponto de vista dos procedimentos lógicos que nortearam o processo investigativo, o trabalho se inclui no arco de influência da fenomenologia. Elaborou-se um quadro de referência sobre comunicação organizacional e sobre cultura organizacional buscando situar e problematizar a comunicação administrativa, analisar e interpretar os seus conteúdos significativos em termos das convergências, ambigüidades, disparidades, contradições e complementaridades que expõem, escondem ou suscitam. Foram identificadas as linhas que perpassam o centro do corpus documental composto de manuais e compêndios de comunicação administrativa por meio do mapeamento dos seguintes eixos explanatórios: objeto de pensamento, conceito, enfoques, ênfases de conteúdos, proposições práticas. Com o balizamento do conhecimento já produzido sobre o tema, propõe-se uma abordagem alicerçada em seis categorias do pensamento antropológico: regra, pessoa, identidade, diversidades, saberes, crenças.
The present thesis focuses on administrative communication as an organizational communication theme and investigation problem, aiming to show and clarify the lack of study and research about it and to propose a new approach which will contribute to the academic debate on this integrated communications area. As far as the methodological procedures are concerned, this work is influenced by the phenomenology. An organizational communication and organizational culture board was elaborated, to put emphasis on the administrative communication, taking it in terms to analyze and to interpret its relevant contents referring to convergences, ambiguities, disparities, contradictions and complementarities which emerge from the authors´ speeches. The corpus, composed of books and handbooks, was deeply analyzed, pursuing the knowledge presented on six explanatory axles: object of thinking, concept, approaches, content emphasis and practical proposals. Within the marking guidelines already produced concerning to the theme, this thesis proposes an approach based on six anthropological thinking categories: rules, person, identity, diversity, knowledge, beliefs.

Pourquoi l'administration est-elle incapable d'entrer en communication avec ses usagers? L’analyse de son langage a été la première démarche de la recherche. Une comparaison a été établie entre différents langages : langage théologique, langage scientifique, langage littéraire, langage populaire et langage de masse. Il s'agissait de découvrir les qualités de ces différents langages et de leur capacité d'atteindre des publics divers, étrangers a cette discipline particulière. Il est apparu rapidement que le langage administratif se caractérisait, non seulement de par un vocabulaire propre et un style particulier, mais par un ensemble de pratiques, qui rendaient de fait l'administration distante de ses interlocuteurs, méprisante à leur égard, et donc dénuée de toute qualité d'accueil cet état de fait est-il irrémédiable, ou au contraire, l'administration est-elle capable d'entrer en relation avec son public? Why is the administration unable to be put through to its users? The analysis of its language was the first step of the research. Different languages have been compared: theologic language, scientific language, literary language, popular and mass language. We had to discover the qualities of these different languages and their ability to reach various public unfamiliar with this particular discipline. We rapidly noticed that administrative language was characterized, not only by its own vocabulary and a particular style, but by many practices which make the administration distant from its interlocutors, contemptuous with them, and consequently without any welcome quality. Is this statement irremediable? Or on the contrary is the administration able to get in touch with its public? Signs of its present evolution have been researched. Conditions for a better communication have been stated, namely in the context of the administrative decentralization in France. In order the administration takes a prominent part, especially at the level of national cohesion, many complicities will have to be revealed. This hope exists, it remains weak

Dans le contexte de la convergence, où une seule « plate-forme » est capable de fournir toutes les formes de communications possible, se pose la question de la fusion des organismes de réglementation distincts qui régulent, d’une part la communication audiovisuelle, d’autre part les télécommunications. C’est ainsi que fut créée une nouvelle institution par la loi n° 8867 du 29 février 2008 relative à la gestion et à l’installation de la Korea Communications Commission (KCC) en remplacement les deux autorités de régulation préexistantes qui dirigeaient l’audiovisuel et la télécommunication. Parallèlement, en France, depuis 2007, suite au rapport du sénateur Bruno RETAILLEAU, les pouvoirs publics se sont positionnés en faveur d’une éventuelle fusion à terme entre le CSA et l'ARCEP, la fusion de ces deux autorités de régulation permettant la gestion de l’audiovisuel et de la télécommunication par une même autorité de régulation. Pour autant, un tel projet de réforme n’est pas encore à l’ordre du jour et laisse de nombreuses questions en suspend, questions que la fusion coréenne n’est justement pas parvenu à répondre. Entre un système coréen qui joue le jeu de la convergence, sans pour autant que soit garanti l’indépendance du régulateur vis-à-vis du pouvoir exécutif, et un système français, garantissant autant ce faire se peut cette indépendance, tout en maintenant une séparation de la régulation de la communication audiovisuelle et des télécommunications, on peut s’interroger sur l’opportunité de chacun des deux régimes et sur le modèle le plus performant pour assurer la régulation du secteur de la communication audiovisuelle, tout en préservant la liberté de la communication, liberté fondamentale essentielle pour nos démocraties
In this convergence environment, only the « plate-forme » could be supply all of the communication formats. We wonder a question about the organization meltdown of the regulation, in the one side, the audiovisual communication and in the other side, the telecoms sector. Thus, a new institution has been created by the 29th February 2008 law n°8867 in matter of the setting and the management of the Korea Communications Commission (KCC) in place of the two preexisting regulation authorities whom run the audiovisual communication and the telecoms. In the same time, since 2007 in France, in consequence of the Senator Bruno RETAILLEAU report, the authorities took one’s stand for a possible fusion between The CSA and the ARCEP. This meltdown shall allow managing the audiovisual communication and the telecoms by the same regulation authority. However, this reform proposal is not still in the agenda, and raises new issues those even the Korean merger was not able to answer. Both the Korean system which runs with the convergence without a guarantee of the regulation independence in front of the State power, and the French system who guaranteed as possible this independence by separating the audiovisual communication regulation from the telecoms. We wonder on the appropriateness of the two systems, and which is the best performing to run the audiovisual communication regulation, to guarantee the independence of communication and the fundamental liberties which rule our democracies

This dissertation aimed to discuss the communication interactions in the "man-machine" perspective suggested by Morgan (1998) based on the perception of managers of a departmental unit (entitled "Mother Board"). To reach the objectives, the qualitative and exploratory methodology was adopted. Interviews were conducted (semi-structured questions), with the purpose of verifying the perception about the communication flows established in the system entitled "Management Information System Z - Portfolio of Programs and Projects", with reference to the cognitive operators of Complexity commented on by Mariotti (2007), such as "1- Subject-Object Interaction"; 2 - "Circularity"; 3- "Dialog Operator"; 4- "Self-production" and 5- "Hologram Operator". Finally, the research results pointed to the perception of pragmatic and functional communication as the guiding principle of the work team of the "Mother" Board. The metaphor "man-machine" represents a dimension of work and the team, relating to other knowledge and contexts such as culture, chance and imponderable (Complexity).
Esta dissertação teve como objetivo discutir as interações comunicacionais na perspectiva “homem-máquina” sugerida por Morgan (1998) com base na percepção de gestores de uma unidade departamental (intitulada Diretoria “Mãe”). Para o alcance dos objetivos, foi adotada a metodologia de caráter qualitativo e exploratório. Foram realizadas entrevistas (perguntas semi-estruturadas), com a finalidade de verificar a percepção sobre os fluxos de comunicação estabelecidos no sistema intitulado “Sistema de Informações Gerenciais Z – Carteira de Programas e Projetos”, tendo como referência os operadores cognitivos da Complexidade comentados por Mariotti (2007), tais como “1- “Interação Sujeito-Objeto”; 2- “Circularidade”; 3- “Operador Dialógico”; 4- “Autoprodução” e 5- “Operador Hologramático”. On assiste à un phénomène très important de convergence des enseignements présentiel et à distance dans le monde. Beaucoup des Ecoles Nationales de l’Administration (ENA), notamment ceux des pays industrialisés, consacrent aujourd'hui des moyens humains et financiers très importants à l'enseignement numérique. Elles utilisent ce système pour enrichir leur enseignement présentiel et parfois aussi pour offrir des programmes à distance.Il s’agit donc d’étudier l’environnement de ce système dans sa complexité en prenant en compte ses spécifications (pédagogiques et fonctionnelles) mais aussi sa dynamique, sa mise en œuvre et son exploitation. The theme of this thesis within the field of training throughout the working lives of administrative officers of the state of Djibouti and in particular the use of ICT.Indeed, the role of ICT in adult education, has become an important means to modernize teaching and mode of transmission of knowledge to wider audiences. There has been a very important phenomenon of convergence and distance learning worldwide. Many of the National School of Administration (ENA), including those of industrialized countries now devote human and financial resources very important to teach digital. They use this system to enrich their classroom teaching and sometimes also to provide programs remotely.It is therefore to study the environment of this system in its complexity, taking into account its specifications (educational and functional), but also its dynamics, its implementation and operation. Hösten 2011 fälldes den flera hundra år gamla skyddsvärdesklassade ek, kallad TV-eken, som stod på Oxenstiernsgatan på Östermalm i Stockholm. I samband med fällningsbeslutet – ett på papperet tekniskt beslut om att fälla ett riskträd, men som av protesterande människor tolkades som ett helt annat beslut – uppstod en konflikt mellan ansvariga beslutsfattare och personer som ville bevara eken. Syftet med denna studie är att förstå vilka händelser och processer som ledde fram till den konflikt som uppstod i samband med beslutet om fällningen av TV-eken. Intervjuer med ansvarig tjänsteman på Stockholms stads trafikkontor och tre ekaktivister har genomförts och kompletterats med en mindre granskning av relevanta dokument. På grund av parternas bakgrund och förutfattade bild av varandra kom konflikten att handla om fler frågor än sakfrågan (TV-ekens fällning). De nya studier som gjordes av ekens tillstånd förvärrade konflikten då ingen av undersökningarna ansågs legitima av båda parter. Båda parter har uttryckt stor misstänksamhet gentemot den andra parten och många handlingar har tolkats som strategiska. Bristfällig kommunikation mellan parterna är den övergripande förklaringen till att konflikten uppstod och växte.
In the autumn of 2011 a veteran oak of protective value, ”TV-eken”, located on Oxenstiernsgatan in the city district Östermalm in Stockholm, was felled. The decision to fell the tree – officially a technical decision to fell a high-risk tree, whereas protesting people interpeted the decision completely different – caused a conflict between responsible decision-takers and people fighting to preserve the tree. The aim of this study is to understand what events and processes lead up to the conflict arising from the decision to fell the ”TV-eken” tree. Responsible decision-taking public official at the traffic administration in the city of Stockholm has been interviewed as well as three oak activists. The interviews have been complemented by reviews of some relevant documents. Due to the background of the conflicting parties and the parties' preconceived view of the opposite party, the conflict developed to be all about more questions than the factual question (i.e. the felling of the oak). New studies that were performed in order to examine the state of the oak exacerbated the conflict as none of the studies were considered legitimate by both parties. Both parties have expressed substantial suspiciousness towards the other party and many actings have been interpreted as strategical. Inadequate communication between the parties is the general explanation to the origin and increase of the conflict.

De 1990 à 1992, le ministère de la culture a mis en œuvre une procédure connue sous le nom "d'opérations" : celles-ci entendent, au nom de l’Egalite d'accès à la culture, organiser sous le label du ministère l'ensemble de l'action des opérateurs publics de développement culturel (collectivités locales, associations). Faisant suite à la commémoration du bicentenaire de la révolution, les opérations se répartissent tout au long de l'année selon des thématiques différentes : en ce sens, elles conduisent à une mobilisation permanente tant des services du ministère que des administrations des collectivités locales sur ces objectifs. Notre hypothèse consiste à démontrer que loin d'œuvrer à la diffusion de la culture, les opérations tendent à résoudre le problème d'autorité que rencontre le ministère. Ne disposant ni du monopole de l'action en cette matière, ni des crédits suffisants pour mener à bien sa propre mission, le ministère est contraint d'imposer, sous couvert de la rationalité managériale, ses propres logiques d'intérêt à l'ensemble des opérateurs publics de façon à ce que ceux-ci agissent en son nom. Le processus est fondé sur deux principes : celui de la composition des forces, c'est à dire des ressources financières et humaines, et celui de la monopolisation de la communication. Grâce à cette dernière, l'opinion publique apparait convaincue que le ministère est l'instigateur de chacune des manifestations locales, ce qui en renforce l'autorité politique. Ainsi, au-delà de l'apparente modernité des opérations, on retrouve les traits caractéristiques de l'action de l'état : le centralisme, le conflit centre / périphérie, la monopolisation de la parole. L'autorité du ministère, devenant vecteur de sa légitimité, apparait alors comme le véritable ressort de sa stratégie d'action
From 1990 until 1992, the ministry of culture has started a procedure known as "operations". These mean, in the name of equality of access to culture, to organize under the direction of the ministry, the totality of the actions of public operators in order to develop culture (local collectivities / associations). Following the commemoration of the french revolution's bicentinary, these operations spread all year long, according to different : in this way, they lead to a permanent activity of the services of the ministry and the local collectivities. Our hypothesis consists to demonstrate than far from playing a role in the diffusion of culture, these operations conduce to resolve the problem of authority met by the ministry. Without having the monopole of the action in this matter and without enough credits in order to lead its own mission, the ministry is obliged to dictate, under the fact of managerial rationality, its own logical interests to the whole public operators. In that way, these one will act under its cover. Process is based upon two principles : the composition of strenghs, it means financial and human ressources, and the monopole of communication. Owing to that one, the public opinion seems to be convinced that the ministry is the instigator of the local events. By this way, the political authority is becoming stronger. So, beyond the look of modernity of these operations, we can find again the specific lines of the states's action : centralism, conflict between center and suburb, monopole of the speech. The ministry's authority, becoming the garantee of its legitimity, seams as the realasee of its strategy of action

The aim of this research study is to understand the impacts of Building Information Modelling (BIM) on communication patterns of construction projects. This has been investigated through the identification of current communication patterns within the construction sector. A communication framework has been constructed which identifies a set of characteristics and defines benchmarks according to those patterns that can be managed during BIM implementation. This thesis has examined the issues surrounding the use of e-mail and BIM and addresses the potential that BIM has to increase electronic communication caused by traditional and disjointed working practices as well as lack of pre-defined communication protocols. This research finds that today the use of e-mail has become inevitable which promotes the exchange of documents as attachments. However, BIM is introducing new ways of working in which the industry is bound to move from a document-centric environment to a more data-driven environment utilising intelligent and data rich information models. The study continues to discuss that the integration of BIM as a collaboration platform is not as advanced as the industry sector perceives and proposes the necessity of a greater understanding of current communication practices, which can be addressed by the development of a conceptual framework of communication. This study has utilised a mixed method strategy with a combination of qualitative and quantitative methods and it was divided into two stages. The initial stage employed two research techniques; a pilot study and focus groups. This stage was largely exploratory and set out to understand and observe current trends with regards to construction communication and used an inductive reasoning to generate a hypothesis. The second stage of the study was explanatory to explain the impacts of BIM on communication patterns of construction projects using descriptive analysis as well as using deductive reasoning to achieve a clear demonstration and a validation of the hypothesis. During this stage electronic communication patterns and peoples‘ activities were critically evaluated via data mining techniques on a large dataset provided by a 4Projects, a Software as a Service (SaaS) company. Conclusions of the research highlight the potential for better understanding of the impacts of BIM on communication patterns though the development of a conceptual communication framework and the use of contextualised maturity models. This research has identified opposing views within the industry with regards to the impact of BIM on communication patterns within construction projects. These views are polarised into the belief at one extreme that BIM will lead to improved communication and at the other that BIM will lead to increased unmanaged and unreliable information exchanges during design and construction of projects. The results of this thesis also demonstrate a wide range of concerns around communication practices. These issues are due to the growth of the industry in relation to technology, organisation size, project complexity, cultural changes and innovation. Some of the key cultural barriers include; digital engineering capability and competency, cost-driven culture, shift from document and records management to data and information management, legal and commercial aspects of project contracts, collaborative frameworks, education, training and support and leadership in a digital construction which need to be resolved in order to obtain the most benefit from BIM as a collaboration platform.

Le plus ancien des médias, l'affichage a toujours fait l'objet d'une règlementation de la part des autorités de l'état. Fondée naguère sur la protection de l'ordre public politique, celle-ci fut contrainte d'évoluer avec la libéralisation de l'affichage par la loi du 29 juillet 1881 sur la presse. Libre de toute entrave juridique préventive, l'affichage a pu proliférer au point d'entrainer une dégradation du cadre de vie, les instruments classiques de l'administration ne parvenant pas à le maintenir dans de raisonnables proportions. En effet, les mesures de police générale sont inadaptées pour le règlementer efficacement et les pouvoirs de gestion domaniale ayant plutôt tendance à en favoriser le développement. Aussi les pouvoirs publics décidèrent-ils de doter l'administration de moyens spécifiques permettant de pallier les lacunes des pouvoirs traditionnels. Destinés à l'origine à protéger le patrimoine historique et naturel, ces pouvoirs, qui prirent principalement la forme de polices spéciales, furent par la suite modernises par d'autres dispositions ayant un champ d'application plus étendu. Ainsi fut adoptée la loi du 29 décembre 1979 dont le but est la protection du cadre de vie contre les abus de l'affichage. Seulement, eu égard a la manière dont cette dernière est appliquée par les différents acteurs de l'affichage, il est difficile de conclure à son efficacité. Cette situation s'explique notamment par les contradictions existantes entre l'objectif de protection du cadre de vie et les intérêts économiques entourant un support d'affichage prise des pouvoirs publics : le mobilier urbain. En définitive, branche méconnue du droit de l'environnement, le droit de l'affichage ne sera véritablement efficace que le jour où il aura dépassé ces contradictions
Billposting, as the most ancient media means, always has been subjected to state regulations. These regulations, formely founded on law and order protecion, eveloed under constraint with the law of 29th july 1881 on press and its billposting liberalisation. Librated from all juridical preventive contraints, billpo sting could proliferate so much that it has brought about a debasement of the living environment. And this because public services' classic measures were not suited to keep billposting in reasonable proportions. Indeed, the police forces' measures are not adjusted to regulate it effectively and administration powers in public domaine have raher the tendency to favour its development. That is why the authorities decided to accredit local governments with specific means which allowed to compensate for traditional public services' deficiencies. These means, originally destinated to protect natural and historical patrimony, wich mainly took the shape of special police forces, were subsequently modernised through other measures that had a more extensive application field. Thus the law of 29th december 1979 was adopted, the aim of wich was to protect the environment against billposting abuse. Only, in view of the wray this law is enforced by the different billposting actors, it is difficult to decide on its efficiency. This situation can be explained particulary by the existing contradictions between environment protection and economic interests wich surround a billposting support highly appreciated by the authorities: urban furnishings. In fact, billposting law, as an underrated branch of environmental law, only will be efficient the day it will go beyond these contradictions

Vi har i vår undersökning intervjuat befälhavare och rederirepresentanter på fyra Ro-Pax-rederier som trafikerar svenska hamnar om hur deras arbetssituation har förändrats under de senaste 15 åren med hänseende på den administrativa delen av arbetet. Undersökningen visar att det administrativa arbetet har ökat markant både ombord och iland, framförallt som ett resultat av nya regelverk och förbättrade möjligheter till kommunikation mellan fartygen och landorganisationen. ISM-koden är man överlag väldigt nöjd med men andra regelverk och myndighetskrav är man mer skeptisk till. Vad de ökade kommunikationsmöjligheterna anbelangar poängteras framförallt att det har inneburit en stor ökning av det antal meddelande man tar emot under en arbetsdag och ställer sig frågande till om alla verkligen är nödvändiga eller om det bara är ett sätt att snabbt skjuta över en uppgift till en annan del av organisationen.
We have in this thesis examined the work situation for masters in the Swedish merchant navy focusing on the administrative workload and how said workload have changed since the implementation of the ISM-code. Within the shipping business of today there is a lot of talk about the increasing number of administrative tasks on board and how they have affected the work situation. This made us want to examine if there actually was any such increase and to what extent said increase in that case have affected the work situation both on board and ashore. We have during our survey performed interviews with masters and ship-owner representatives at four companies within the Ro-Pax business who has traffic on Swedish ports asking them about the work situation on board and how it has changed during the last 15 years with respect to the administrative workload. The survey shows a substantial increase in the administrative workload both on board and ashore, mainly as a result of new regulations and vastly improved means of communication between ships and the organization ashore. In general there is a broad acceptance of the benefits of the ISM-code but a widespread skepticism when it comes to other regulations and government requirements. As far as the improved means of communication is concerned the increase in the number of messages received during a regular work day is emphasized and a question is raised whether there are valid reasons for the increase or if it to some extent is a way to clear your own desk by moving a task to another part of the organization.

The main aim of this Dissertation is to realize a legal study of the Electronic Public Administration. It has three parts. The first part (chapter 1) makes a presentation of this phenomenon on the Information Society. The second part establishes the constitutional, legal and conceptual basis of this Electronic Administration (chapter 2) and focus two basic figures: the administrative procedures (chapter 3) and the access to administrative information by electronic tools (chapter 4). Finally, the third part (chapters 5 and 6) studies the technology that makes possible a secured electronic administration: the asymmetric cryptography, basically the application of digital signature, and his legal reception.

La mondialisation, nourrie des NTIC, entraîne un entrecroisement de cultures variées qui réactive les problématiques identitaires. Ce projet de recherche est né de l’observation à l’heure d’Internet, d’identités de plus en plus complexes, caractérisées par la pluralité et le changement. Dans ce nouvel espace, renforcer et affirmer son identité, devient un enjeu. Face à ce constat, il est nécessaire de réfléchir sur l’impact des nouvelles technologies d’information et de communication, sur les identités. L’intérêt majeur de cette étude est de déterminer si le développement d’Internet engage réellement un changement du paradigme de construction des identités à l’heure actuelle et le cas échéant, de se demander comment il se manifeste ?Nous avons choisi de concentrer notre champ d’observation sur les identités régionales qui sont de plus en plus prégnantes dans l’actualité. Deux types d’acteurs régionaux, à la fois complémentaires et concurrents, tentent de produire des corpus culturels fédérateurs au niveau régional. D’un côté les Conseils régionaux en charge de forger un sentiment d’appartenance à la Région. De l’autre, des mouvements culturels affirmés qui utilisent aujourd’hui les NTIC pour diffuser des « profils culturels » pluriels. Notre hypothèse prône une évolution des modes de production identitaire sur Internet. Autrement dit, nous avons avancé que le travail de représentation de ces différents « intermédiaires » régionaux sur leurs sites, est susceptible de générer de nouvelles modalités de diffusion des cultures et au-delà, une redéfinition de l’identité
Globalization and development of new Information and Communication Technologies (ICTs) bring back the problem of regional identities. Asserting and strengthening one’s identity is becoming a major factor today. Starting with this fact, it is necessary to think about the impact produced by the ICTs on identities. Our study’s goal is to find out if the development and growth of the Internet really changes the way in which identities are built today. We will focus our study on the regional identities that are in the media. The development of identities at regional level is affected by two sources. First, “regional councils” are in charge of forging a sense of belonging to their region. Secondly, cultural movements use ICTs to support and promote the formation of “cultural plural profiles”. We assume that there is an evolution in the way identities are produced on the Internet. In other words, we think that identities themselves are redefined by the way these sources represent them on their website

Cette recherche a pour objet la gestion de l’intercompréhension en interaction, c’est-à-dire l’analyse de la façon dont les interactants s’assurent qu’ils ont produit une interprétation commune des énoncés échangés. La première partie de la thèse définit les concepts et les notions clés (l’interlocuteur et l’interprétant, l’interprétation et l’intercompréhension), elle pose le cadre conceptuel du travail (constructivisme et externalisme), et justifie le choix des données recueillies et analysées : un corpus d’interactions entre des agents administratifs, francophones natifs, et des usagers, francophones non natifs. Dans la deuxième partie, nous avons étudié la construction des attentes chez les usagers, la manifestation des insatisfactions vis-à-vis d’une interprétation chez les interprétants et les indices qui signalent le repérage d’un problème dans l’intercompréhension et le déroulement des négociations. Nous avons également analysé l’impact des tâches effectuées dans les interactions de service sur la gestion de l’intercompréhension. Ces analyses ont permis de dégager un ensemble d’indices, de formes, de types de réactions et de stratégies, qui permettent en troisième partie une transposition des résultats dans l’élaboration de programmes (contenus, conduites, activités) pour l’enseignement du français, langue étrangère et pour la formation professionnelle. Ce travail a une visée didactique générale : il suggère de reconsidérer l’enseignement de la compréhension de l’oral en interaction afin de lui accorder un statut d’objet d’enseignement et pas seulement de moyen d’enseignement
The object of this research is the co-building, maintaining and restoring of mutual understanding in face-to-face conversations. I study the way the participants of an encounter make sure that they give a common meaning to what they interpret. The first part of the thesis defines the key concepts and notions (the listener, the co-speaker – interprétant –, interpretation and mutual understanding – intercompréhension), it sets the conceptual back-ground of the work (constructivism and externalism), and it justifies the choice of the data used for the analyses. The corpus contains face-to-face conversations between administrative agents who are native speakers of French, and users, who are non native speakers. In the second part, I have studied the way agents help users build expectations, the way the listener shows that he is not satisfied with his interpretation, the way the speaker shows that he has identified a divergence between his interpretation and the listener’s, and the way they negotiate meaning. I have also analysed the impact of the kinds of tasks performed on the behaviour of the participants. These analyses have brought to light a set of cues, of forms, of types of reactions and of strategies that have been used in the third part to propose contents, techniques and activities for the teaching of French as a foreign language and for professional training. This work has a general aim related to teaching and didactics: it suggests to reconsider the teaching of listening so that it becomes an object of teaching, and not only a means to teach

El discurso administrativo se ha considerado tradicionalmente opaco en España. La consecuencia de su opacidad es que las Administraciones no consiguen una comunicación fluida con la ciudadanía. Así lo atestiguan las encuestas que, ocasionalmente, tienen la oportunidad de responder los administrados y las sugerencias o reclamaciones que, o bien estos mismos ciudadanos, o bien algunas instituciones públicas encargadas de vehicular la queja de los interesados envían a las Administraciones locales. La Administración, consciente de la necesidad de mejorar la calidad de sus comunicaciones, ha llevado a cabo numerosas iniciativas encaminadas a impulsar su optimización comunicativa. Tales iniciativas han contado con el apoyo de instituciones de enseñanza superior. Esta investigación se suma a las acciones encaminadas a contribuir a la mejora de la eficacia comunicativa de los documentos que emanan de la Administración. Específicamente, la finalidad de este trabajo es recabar datos, y analizarlos, sobre la percepción de claridad que manifiesta el público objetivo respecto de un documento administrativo, del que hemos propuesto diferentes versiones. Para ello, hemos desplegado un modelo metodológico que nos ha permitido, en primer lugar, compilar un corpus de indicaciones de redacción y elaboración de documentos administrativos, que hemos obtenido a través de un mapeo sistemático de las obras de distintos ámbitos (textos legales, académicos, manuales de redacción administrativa tradicionales y guías y prontuarios adscritos al movimiento lenguaje claro); en segundo lugar, clasificar las mencionadas indicaciones en función de la evidencia empírica que las respalda, así como del modelo cognitivo implicado (planificación, textualización y revisión). Los resultados de este trabajo de categorización evidencian que las orientaciones de redacción y elaboración escrita que se manejan en las distintas obras que proponen instrucciones de redacción no están basadas en evidencia empírica y, por lo tanto, que no tienen validez científica. Adicionalmente, hemos establecido el grupo de indicaciones más reiteradas en las obras clasificadas y hemos seleccionado 4 recomendaciones oracionales frecuentes para poder proseguir con la última fase de la investigación. En esta última fase, hemos elaborado un cuestionario a partir de un documento administrativo universitario, cuyos rasgos lo identifican como un texto administrativo prototípico. Hemos aplicado a este documento 4 (meta)indicaciones distintas, pero no las hemos aplicado todas a la vez, sino que las hemos aplicado una por una, de modo que hemos obtenido 4 versiones del documento objeto de estudio. Así, la V1 es la que obtenemos de la implementación de una única (meta)indicación oracional; la V2 es el resultado de la aplicación de otra (meta)indicación oracional distinta y así hasta aplicar las cuatro (meta)indicaciones mencionadas. Cada una de estas 4 versiones, y también la versión original, las hemos testado con un grupo de alumnos universitarios representativo de primer año. Con ello, hemos comprobado que los mecanismos de clarificación implementados en el documento objeto de estudio empeoran su claridad con respecto de la versión original.
Administrative discourse has not traditionally been considered transparent in Spain. The consequence of its non-transparency is that Administrations do not have a fluid communication with citizens. This is shown in surveys which occasionally have the opportunity to respond to the administrators and the suggestions or claims that, either these very citizens, or some public institutions in charge of conveying the complaint of the interested parties send to local administrations. Administrations, aware of the need to improve the quality of their communications, have carried out numerous initiatives aimed at boosting their communication optimization. Such initiatives have counted on the support of higher education institutions. This research joins actions aimed at contributing to the improvement of the communicative effectiveness of the documents emanating from the Administration. Specifically, the purpose of this work is to gather data and analyze it, on the perception of clarity that manifests the target audience with respect to an administrative document, of which several versions were proposed. To do this, we have deployed a methodological model that has allowed us to firstly compile a corpus of indications for the drafting and preparation of administrative documents, which we have obtained through a systematic mapping of works from different fields (legal and academic texts, traditional administrative writing manuals and guides and medical records attached to the clear language movement); secondly, classify the mentioned indications based on the empirical evidence which supports it, as well as the cognitive model involved (planning, textualization and revision). The results of this categorization work show that the recommendations as to how to write which are being shown in manuals accordingly are not based on empirical evidence and therefore have no scientific validity. Additionally, we have established the group of most repeated indications in classified works and we have selected 4 frequent sentence recommendations to be able to proceed with the last phase of the investigation. In this last phase, we have developed a questionnaire based on a university administrative document whose features identify it as a prototypical administrative text. We have applied to this document 4 different (meta) indications but we have not applied them all at the same time, we have applied them one by one, therefore obtaining 4 versions of the target document of the study. Thus, V1 is the one that we obtain from the implementation of a single (meta) sentence indication; V2 is the result of the application of another (meta) different sentence indication and so on until applying the four (meta) indications mentioned. We have tested with a group of representative first-year university students each of these 4 versions along with the original version. By doing so, we have verified that the clarification mechanisms implemented in the target document’s clarity under study worsens with respect to the original version.

ENGLISH ABSTRACT: The study examines the Western Cape municipal Integrated Development Plans (IDPs) and questions whether these IDPs include Information and Communication Technology (ICT) initiatives that promote development. IDPs are used by municipalities as multi-sectoral plans that provide situation analyses of municipal areas and determine development priorities in municipal areas. These development priorities must be met within certain budget and time constraints. Globalisation and the technological revolution have led to the rapid development and convergence of technology. Technology, such as the Internet and cellular telephones, has had various influences on society. One of these influences includes the possible application of ICT for the purpose of development. Therefore both IDPs and ICT can be applied for developmental purposes. The study thus brings together two seemingly unrelated concepts, namely Integrated Development Plans and Information and Communication Technology and aligns them with one another through the concept of development. The study includes three main objectives. Firstly, the Integrated Development Plans of the municipalities in the Western Cape were examined to ascertain whether these municipalities address ICT in their IDPs. Secondly, the nature of the ICT initiatives was determined. This refers to whether the ICT initiatives are for use in the community or for use in the municipality. Finally, a framework was developed, which includes the classification of the different types of municipalities, together with the different types of ICT initiatives. Recommendations were made based on this framework. The various theoretical issues discussed in this study include the transformation of local government in South Africa and the establishment of developmental local government. Various issues concerning the use of ICT for development are also discussed and they include the ‘Information Society’, the ‘Digital Divide’ and ICT for development. This discussion emphasises that success of ICT initiatives for development depends on the nature of the underlying policy agenda; this agenda must be demand-driven and pro-poor.
AFRIKAANSE OPSOMMING: Hierdie studie ondersoek die Wes-Kaap munisipale Geintegreerde Ontwikkelingsplanne (GOP’s) en bevraagteken of dié GOP’s Inligting en Kommunikasie Tegnologie (IKT) inisiatiewe wat ontwikkeling bevorder, insluit. GOP’s word deur munisipaliteite as multi-sektorale planne gebruik wat toestandsontledings van munisipale gebiede voorsien en die ontwikkelingsprioriteite in munisipale gebiede bepaal. Hierdie ontwikkelingsprioriteite moet binne sekere begrotings- en tydsbeperkings bevredig word. Globalisering en die tegnologiese revolusie het tot die spoedige ontwikkeling en samevoeging van tegnologie gelei. Tegnologie, soos die Internet en selulêre telefone, het verskeie uitwerkings op die samelewing teweeggebring. Een van die uitwerkings sluit die moontlike aanwending van IKT vir ontwikkelingsdoeleindes in. Beide GOP’s en IKT kan dus vir ontwikkelingsdoeleindes aangewend word. Die studie bring daarom twee oënskynlik onverwante onderwerpe, naamlik Geintegreerde Ontwikkelingsplanne en Informasie en Kommunikasie Tegnologie deur die konsep van ontwikkeling by mekaar uit. Die studie bevat drie hoof doelwitte. Eerstens om die Geintegreerde Ontwikkelingsplanne van die munisipaliteite in die Wes-Kaap te ondersoek om vas te stel of hierdie munisipaliteite IKT in hul GOP’s aanspreek. Studiens syfte är att frambringa en ökad förståelse kring chefers informationsinsamling under distansarbete genom en jämförelse mellan två chefsgrupper inom olika verksamhetsområden. Chefsgrupperna utgörs av dels chefer inom produktionsledning och chefer i en administrativ ledning. Intentionen med en jämförande studie är att åskådliggöra skillnader i vilka alternativa tillvägagångssätt chefsgrupperna tillämpar i informationsinsamlingen under distansarbete. Tidigare forskning har avhandlat grunderna i chefsarbete samt chefsarbete på distans. Den aktuella studien fokuserar på chefsarbete under distansarbete via en jämförande karaktär där studien identifierat ett aktuellt forskningsgap. En jämförande studie är relevant för att åskådliggöra hur chefsgrupperna agerat vid omställningen mot distansarbete eftersom arbetet vanligtvis inte utförts på distans tidigare. Eftersom cheferna arbetar inom olika verksamhetsområden är det av intresse att belysa vilka skillnader som kan utläsas mellan grupperna. Studien tar sin utgångspunkt i den deduktiva ansatsen via kvalitativa intervjuer utförda med åtta stycken chefer inom olika företag fördelade på två chefsgrupper.  Resultatet påvisar att det existerar skillnader i tillvägagångssätten kring informationsinsamling för de olika cheferna. Från cheferna i produktionsledning kan urskiljas att ett delegerat arbetssätt varit ett genomgående förekommande tillvägagångssätt vilket effektiviserat informationsflödena och informationsinsamlingen inom organisationerna. En tydlig distinktion gentemot chefer inom den administrativa chefsgruppen är att cheferna inom den senare kategorin anammat ett större fokus på att utforma procedurer för att göra den digitala mötesformen mer effektiv och välfungerande. Anledningen är att det digitala formatet utgör det huvudsakliga forumet för att delge och samla in information under distansarbete. Skillnaden i tillvägagångssätt utgörs av de underordnades roll och arbetsuppgifter inom organisationerna. Eftersom de anställda som lyder under produktionsledningen fortsättningsvis behövt befinna sig fysiskt på arbetsplatsen för att upprätthålla verksamheten har cheferna modifierat ett arbetssätt anpassat efter förutsättningarna. Inom den administrativa gruppen har både chefer och anställda möjlighet att bedriva arbetet från distans vilket ställt krav på cheferna att finna effektiva tillvägagångssätt kopplat till digitala kommunikationsverktyg för att skapa förutsättningar att kunna samla in information om verksamheten.
The purpose of the study is to generate an increased understanding of managers' information gathering during telework through a comparison between two management groups in different business areas. The management groups consist of managers within operations management and managers in administrative management. The intention of a compared study is to visualize differences in which alternative approaches the management groups apply in the information gathering during teleworking. Previous research has discussed the premises of managerial work and managerial work during telework. The current study focuses on managerial work during telework via a comparison where the study identified a current research gap. A comparative study is essential to illustrate how the management groups have acted in the transition to telework, as the work has usually not been performed remotely before. Since the managers work in different areas of activity it is interesting to highlight the differences that can be read between the groups. The study is based on the deductive approach via qualitative interviews accomplished with eight managers in different companies divided into two management groups. The results show that there are differences in the approaches to information gathering for the various managers. In operations management it can be distinguished that a delegated method has been a common procedure, which has streamlined the information flows and information gathering within the organizations. An explicit distinction towards managers within the administrative management group is that the managers within the latter category have adopted a considerable focus on forming procedures to make the digital form of meeting more efficient and well-functioning. The reason is that digital communication is the main forum för communicating and gathering information during telework. The difference in approach consists of the role and tasks of the subordinates within the organization. As the employees who are under the operations management continued to need to be physically at the workplace to maintain the business, managers have modified a way of working adapted to the conditions. Within the administrative group both managers and employees have the opportunity to conduct the work remotely, which requires managers to find effective procedures linked to digital communication tools to create conditions for being able to gather information about the organization.

Den nya tullagen Union Customs Code (UCC) med målet elektroniskt tullhantering inom unionen kommer att börja tillämpas 1 maj 2016. Tullkodex för unionen innebär elektroniskt tullhantering såväl mellan näringslivet och Tullverket som mellan medlemsstaternas tulladministrationer. Syftet med lagen är att förenkla uppgiftslämning och tullhantering för företag vilket kräver omfattande uppgradering av IT-lösningar för både näringslivet och Tullverket. Kvalitet på de uppgifter som överförs till Tullverkets tull-system (TDS) antas ha större betydelse än tidigare då det genom UCC läggs en större vikt på spårbarhet.Organisationer bör därför optimera kvaliteten på de uppgifter som i samband med deklarationer lämnas till Tullverket. Detta för att undvika eventuella problem i framtiden. Optimal datakvalitet erhålls genom effektiva administrativa processer. Denna uppsats har därför genom en fallstudie studerat faktorer som förhindrar ett effektivt administrativt arbete. Resultatet visar att affärssystemets undermåliga funktionalitet, datakvalitetens opålitlighet, utebliven intern kommunikation samt avsaknad av standardiserade arbetsrutiner påverkar effektiviteten på de administrativa processerna negativt.
The new customs regulation, Union Customs Code (UCC), with the goal of electronic customs handling within the European Union will apply 1 May 2016. The Union Customs Code means electronic customs handling both between business and customs Administration and between member states' customs administrations. The law aims to simplify disclosure and customs management for businesses, which requires an extensive upgrade of IT solutions for both business and customs administrations. Quality of the data transferred to Customs' Tariff System (TDS) is assumed will havegreater importance than today as the UCC places a greater emphasis on traceability. Organisations should therefore optimize the quality of the data associated with declarations submitted to Customs. It is to avoid any future problems. Optimal data quality is achieved through efficient administrative processes. This paper has therefore through a case study, studied factors that prevent efficient administrative processes. The results show that the business system's substandard functionality, data quality's unreliability, loss of internal communication and a lack of standard in operating procedures are affecting the efficiency of the administrative processes negatively.

The study took a qualitative approach to the analysis of the effect of the politics-administrative interface on municipal service delivery. It was a case study of the Mnquma local municipality in the Eastern Cape Province. The researcher developed a keen interest in researching on the topic because the political infighting and clashes between politicians and administrators of the municipality have caused a public outcry for the root causes of the infighting to be effectively addressed and redressed. It is hoped that the findings and recommendations of the study will help, reshape public policy implementation, service delivery and fostering of mutual cooperative relations between politicians and administrators both at local government level and any other sphere of government in South Africa. The study, is categorized into five chronological chapters, with chapter one (introduction and background), chapter two (literature review), chapter three (research design and methodology), chapter four (data analysis, interpretation and presentation) and chapter five (conclusions and recommendations). The researcher used a sample size of 40 respondents who were selected using snowball sampling, a non-random sampling design spread accordingly over both politicians and administrators. Data collection was made possible through an open-ended questionnaire, interviews, observations and documentary analysis. Various reports and media statements were also used to augment this empirical study. The study also used an in-depth qualitative data analysis technique which was descriptive in nature and the study made numerous deductions and findings based on the collected and collated data. Findings of the study were, inter alia, too much politicization of the public sector, interference between politicians and administrators into each other’s affairs and vice versa and adverse effects of cadre deployment which are damaging service delivery. The study made numerous recommendations which included, inter alia, training and development of administrators and politicians on their respective roles and responsibilities, enforcement of the politics-administrative interface as a mutually beneficial approach to service delivery, need for proper interpretation of Acts and policy documents and the enforcing of section 139 interventions into municipalities.

La deuxieme partie s'attache a l'examen des specificites du contentieux de l'audiovisuel surtout concernant les solutions de fait qu'en matiere procedurale. Elle s'articule autour des deux competences essentielles exercees par l'aai le pouvoir de direction (autorisation, pouvoir reglementaire) le pouvoir de sanction. Abstract:

This research study examined the general business problem that ineffective communications caused project management outcomes that lead to increased business costs. The specific business problem was complexity experienced by virtual teams, due to the lack of physicality, contributed to environmental barriers and ineffective communications. The purpose of this exploratory qualitative study was to capture the lived experiences of project leaders who managed the complexity associated with virtual communication environmental barriers. The research question was: What are the lived experiences and informed perceptions of project leaders who managed the complexity associated with virtual communication environmental barriers? The conceptual framework guiding this inquiry was comprised of complexity theory’s complex adaptive systems framework to include project leadership, team dynamics, virtual communication environments, communication method selection, and the management organization as the integrating components that influenced complexity. Data was gathered through telephone interviews conducted with 14 certified project management professionals sourced from LinkedIn, all of whom experienced project complexity and communication challenges within the virtual environment. The resulting data transcripts were analyzed using NVivo 11. The research question was answered through the findings that revealed a central theme and sub-themes of managing complexity due to virtual environments and communication barriers. The research findings indicated sub-themes of five virtual environments experienced by the research participants, created by the type of communication tools’ attributes that were experienced. The virtual environments were established from the types of communication links by using specific tools, and not defined as the physical environments based on locations of the senders and receivers. Secondly, the research findings indicated sub-themes of internal environmental barriers that were created inside of the project teams by people, language, culture, training, and leadership. Thirdly, the research findings indicated sub-themes of external environmental barriers that were created outside of the project teams by executive leadership, organizational structure, and customer relationship. Fourth, the research findings indicated sub-themes of task and project outcomes included project failure, project success, and project recovery. The results of this study contributed to the business practice through the findings that indicated how the participants managed communication environments through implementing processes, leadership escalations, communication tool selection, reduced feedback delays of communication, and built relationships among the team members that were central to managing the complexity in virtual teams. In addition, this study contributed to research by providing a holistic description of the virtual environments, identification of communication environmental barriers, and consolidated understandings from other studies.

Studien syftar till att undersöka om, och i så fall hur, Sametingets egna myndighetskommunikation bidrar till att konstruera ojämlika maktrelationer mellan samer och den svenska staten. Remissvar och pressmeddelanden med Sametinget som avsändare studeras genom en kritisk diskursanalys med fokus på hur kunskap, handlingsmöjligheter och handlingsbegränsningar framställs för de båda aktörerna. Studien görs med ett teoretiskt ramverk som inbegriper diskursteori, representationsteori och postkolonial teori. Resultatet visar att det i Sametingets diskurs framkommer fyra teman: Distans till en passiv stat och närhet till ett aktivt Sameting; Samer har en särställd kultur och unik kunskap som inte iakttas av staten; Statens handling och makt är inte legitim och Rovdjurspolitiken är ett problem som behöver åtgärdas. Genom dessa teman framkommer att kunskap som samer besitter inte framställs på samma sätt som kunskap som svenska staten besitter. Samernas unika kunskap framställs som något som borde ligga till grund för politiska beslut och myndighetsutövning medan statens kunskap framställs vara ogrundad och otillräcklig. Detsamma gäller för framställningen av handlingsutrymme, aktörernas handlingsmöjligheter framställs olika. Samernas och Sametingets handlingsmöjligheter framställs ofta som begränsade medan staten framställs ha för stora handlingsmöjligheter särskilt mot bakgrund av att staten varken själva har tillräcklig kunskap eller tar samernas kunskap i beaktande. Slutligen visar studien att Sametinget ifrågasätter den rådande maktrelationen mellan samer och staten och således i stora drag inte bidrar till att bibehålla rådande maktrelation.
This thesis aims to study if communication from Sametinget contribute to the construction of unequal power relations between Sámi people and the Swedish government. In a critical discourse analysis comment letters and press releases from Sametinget where analysed with a focus on how both of the actors’ knowledge and scope of action is depicted. The thesis’ theoretical framework consists of discourse theory, theory of representation and postcolonial theory.  The results show four main themes in Sametinget’s discourse: Distance from a passive government and proximity to the active Sametinget; The Sámi people has a specific culture and unique knowledge that is not sufficiently observed by the government; The government’s actions and power are not legitimate and The current politics of predatory animals is a problem that needs to be solved. Furthermore, the themes show that knowledge of the Sámi people is depicted differently from the government’s knowledge. The Sámi people’s unique knowledge is depicted as something that should, make up the foundation for political decisions and legislation. Meanwhile, the government’s knowledge is depicted to be unfounded and insufficient. The same goes for the depiction of scope of action, where the actors scope of action is depicted differently. The Sámi people’s and Sametinget’s scope of action is often depicted as limited while the government’s scope of action is depicted as being to large. Lastly, the thesis concludes that Sametinget questions the current power relation between the Sámi people and the government and is therefore generally not contributing to the maintaining of current power relations.

Maritime data communications are expensive and of limited capacity. Currently there is no established infrastructure to support Internet connectivity for sea-going vessels. The SeaNet program is investigating maritime networking solutions. One aspect of the SeaNet program is promoting remote network management. Remote network management will provide the maritime research community with a flexible and cost-effective tool for monitoring sea based assets. The objective of this thesis is to investigate remote network management over a satellite connection in support of the SeaNet programs goals. To research the potential for remote network management, the Naval Postgraduate School has developed its own SeaNet laboratory. This laboratory simulates both the shipboard and shore-based infrastructure of the SeaNet program and conducts remote network management on these components. This thesis discusses the SeaNet program, network management concepts, the NPS SeaNet laboratory, research findings and recommendations for fliture research. Remote Network Management of the SeaNet Control Node system is possible, however, continued research in this area is needed

I Sverige började processen med att skydda natur redan 1909 och arbetet har fortsatt fram till idag. Även om naturskyddet ska gynna oss alla, är arbetet med det sällan problemfritt. Mitt intresse för dessa problem, hur de kan förstås och hanteras på ett konstruktivt sätt, är utgångspunkten för denna kandidatuppsats. Studien ämnar undersöka hur information och kommunikation har påverkat de närboendes upplevelse till Sand Life, i samband med utökandet och restaureringen av naturreservatet Haväng och Vitemölla strandbackar. I fallstudien undersöks delvis också den konflikt som uppstod i processen. Undersökningen möjliggjordes i tre steg: intervjuer med länsstyrelsen och Sand Lifes medarbetare; enkätundersökning och djupintervjuer med ett antal närboende i Vitemölla. Resultatet tyder på att de närboende som grupp, initialt var negativt inställda till Sand Life. Inställningen tycks bottna i att man upplevt länsstyrelsen och Sand Lifes ursprungliga planer som alltför omfattande och inte tillräckligt förankrade, utifrån ett lokalt perspektiv. Det framkom också att informationen om projektet hade varit bristfällig, vilket möjligen kan kopplas till den inställning man initialt hade. Idag pekar resultaten på att de närboende som grupp är neutrala till försiktigt positiva i sin upplevelse av Sand Life. I huvudsak verkar detta bero på att åtgärderna i naturreservatet blev tilltalande; möjligen kan inställningen också kopplas till att länsstyrelsen och Sand Life tog hänsyn och reviderade skötselplanen samt visade större öppenhet mot de närboende. Eventuellt kan proaktiv information, tydliga avsikter och viljan att utveckla olika planer och projekt i en kontinuerlig dialog med lokalbefolkningen begränsa naturskydd- och förvaltningskonflikters omfattning.
Although nature conservation is supposed to benefit all of us, the work is rarely trouble-free. My concern for these problems is the starting point for this candidacy. The study intends to investigate how information and communication has influenced the residents' attitude to Sand Life, in connection with the development of Haväng and Vitemölla nature reserve. The case study also examines the conflict that arose in the process. The investigation was made possible in three steps: interviews with the county administrative board and Sand Life staff members; questionnaire and interviews with residents around Vitemölla. The result indicates that the residents as a group initially were negative in their attitude to Sand Life. The attitude seemed to be caused by the experience that the county administrative board and Sand Lifes' original plans for the nature reserve was too extensive and not sufficiently anchored, from a local perspective. It was also found that the information about the project had been inadequate, which could possibly be linked to the initial attitude. Today the results indicate that the residents as a group are neutral to cautiously positive in their attitude to Sand Life. Possibly due to the fact that the measures taken in the nature reserve became appealing; the attitude can perhaps also be linked to the authorities revising the care plan and showing greater openness towards the residents. Proactive information, clear intentions and the willingness to develop different plans and projects in a continuous dialogue with locals, can possibly limit the extent of conflicts.

Globalization has helped to increase the movement of people between countries and has also affected organizations through increased international operations. This mean that companies are also significantly more heterogeneous internally than they have been in previous years with more people from different cultures working together. Sweden is one of the countries where this has become increasingly common in connection with more people coming to the country as refugees and workers with visas. In organizations this means that more demands are put on the leadership to handle cultural differences in work teams. For this reason, we chose to focus this study on researching how leaders in Sweden handle communication with culturally diverse teams and what commitments are made in connection with this.Therefore, a qualitative research process has taken place with an abductive approach to draw parallels between theory and empirical material. The study was based on primary and secondary data through interviews with nine leaders and previous research in the areas of leadership, culture, and communication. The results of data collection and analysis highlight important aspects regarding the challenges of leaders in culturally diverse teams and the commitments made to manage it. Hierarchy was an aspect that was raised which meant differences in communication between leaders and individuals from other cultures. Moreover, this meant expectations for leaders to be more direct in offering answers and instructions, which differs from the leader's culture in maintaining an informal level of leadership style and communication (common to all leaders in the study). Among the recommendations was the use of mixed communication tools, perform follow-ups, and do personal meetings to avoid misunderstandings.For all leaders, understanding and an open mindset were of paramount importance. Be vigilant about what certain behavior or modes of communication may be. Adaptations appear to be made to some extent but more thought about culture in communication and how certain information can be perceived. Of further importance is to keep the leaders' own culture in mind when trying to understand others in communication.

Diploma work deals with current aspects of information systems in public administration. The thesis assesses impact of introduction of the data box system on effective communication in public administration and evaluates to what extend the data boxes are beneficial to citizens of this state. After definition of terms used in this field, first part of the work is focused on the e-Government project and its four pillars. Further, thesis evaluates effect of the e-Government project on reduction of administrative burden for businessmen and on the lives of citizens in the information society. The following part of the work highlights gaps in the legislation, which creates rules for the data box system and has got an immediate impact on the efficiency of their operation. The work also surveys effects of the data box system introduction on effective communication between state and local governments on the citizens of our country. Diploma work points out the problems of the data box system, analyses their causes and offers possible solutions.
