Abstract:
The integrity advisers are the central actors of integrity management systems of the administrative organizational structure, whose main task is to promote the implementation of the integrity approach within state administration institutions. As a complementary part of this task, we can separate the tasks of corruption prevention and the improvement of organizational integrity, of which the latter being discussed in more detail in this research and presentation. Integrity advisers play a key role in the development of organizational culture among public administration bodies, such as bodies exercising administrative authority. Looking at the topic more closely, with regard to the activities of integrity advisers, it can be clearly established that one of the engines of their operation is the proper and deep communication, which is not only necessary within the public administration and inter-agency transactions, but it also means communication activities that can be interpreted in the relationship between the public and clients. Equally important is their training and other activities aimed at developing staff awareness, relationships, situation assessment and action practices, which, in addition to and in part within public service training, provide an opportunity to shape organizational culture. The presentation and the paper aims to show the role of integrity advisors in developing organizational culture and transparency in the administration based on recent research experience about online presence of integrity advisors and in-depth interview surveys.

Abstract:
The article presents the issues of electronic communication in the functioning of public administration bodies. The author analyzes the provisions of the Code of Administrative Procedureregarding the initiation of administrative proceedings by means of electronic communication and electronic delivery. The first concerns the submission of letters by the applicant to a public administration body (Artt. 61 and 63), the second concerns the transmission of letters by a public administration body (Artt. 39 and 46). E-applications and e-deliveries serves to facilitate, streamline and accelerate procedures in communication between a citizen and public administration bodies, and reducetheircosts. Nevertheless, many provisions remain underdeveloped. The author drawsattention to these problems.

Abstract:
Along with the decrease of administrative influences, the effective functioning of contemporary public administration needs the support and partnership of society. The necessity to consider the reaction of society obliges to inform and to create public understanding on decisions made by the public administration, as well as to ensure an opportunity for individuals to get involved in the decision making process. Thus, the role of communication in public administration performance increases. The regulation of the state needs increasingly greater public acceptance and approval both by responding to the public’s position and wishes and by creating common values and standards that are often achieved by the communication process. In order to understand the role of communications in public administration processes, the author has studied the development of the public administration communication during several state reform stages in Latvia. Using qualitative research methods – interviews, document analysis and comparative analysis and quantitative content analysis –, the trends and challenges in the development of Latvian public administration communication were identified. It is possible to stress two important changes – firstly, the goal of public communications is not just to increase the awareness of the public, but also to involve the public in the state’s development, and secondly, the transformation of communication changes the methods and the way of public administration communication.

L'information administrative apparaît de plus en plus comme un sujet litigieux. De nombreux observateurs croient que l'État doit faire plus que distribuer des dépliants à droite et à gauche. Plus encore qu'à une information objective, certains souhaitent que le citoyen puisse avoir accès à toute l'information dont il a besoin au moment où il en a besoin. D'autres espèrent une participation plus grande des gens à l'intérieur du, processus de la communication politique. Dans le but de faire le point sur la question, une vaste recherche sur la communication État-citoyen, fut menée, par le Ministère des communications du Québec, en 1974. Parmi ses composantes, on retrouvait un sondage téléphonique, une consultation populaire, réalisée à partir d'un bref questionnaire publié dans les hebdos qui ont voulu collaborer, ainsi qu'une rencontre d'experts. L'effort principal a cependant porté sur la réalisation, auprès de hauts fonctionnaires, de fonctionnaires et de clients de quelque soixante-quinze entrevues de groupes qui ont touché plus de cinq cent cinquante participants. À cette fin, le Ministère des communications a offert à des fonctionnaires de participer à des sessions spéciales de formation à l'entrevue de groupe. Plus d'une vingtaine de ces animateurs ont par la suite réalisé, dans les ministères et leurs bureaux régionaux, ces entrevues dont la durée variait entre une et cinq heures. Ce sont les comptes rendus écrits et les bobines magnétiques de ces entrevues qui ont fourni l'essentiel des données ayant servi à la préparation d'un rapport final du professeur Vincent Lemieux, de l'Université Laval. Même après cette première analyse politique de la communication État-citoyen, il subsistait une multitude d'informations dont l'analyse offrait un intérêt certain. C'est de l'amorce de ce travail dont veut rendre compte ce texte qui se présente comme un inventaire des divers aspects de l'information administrative. Pour ordonner la présentation des données, le schéma de la communication de Roman Jakobson possédait l'avantage d'être complet en plus de définir succinctement les facteurs de la communication. L'auteur en donne le résumé suivant : « Le destinateur envoie un message au destinataire. Pour être opérant, le message requiert d'abord un contexte auquel il renvoie [...], contexte saisissable par le destinataire, et qui est, soit verbal, soit susceptible d'être verbalisé; ensuite, le message requiert un code, commun, en tout ou au moins en partie, au destinateur et au destinataire [...] ; enfin, le message requiert un contact, un canal physique et une connexion psychologique entre le destinateur et le destinataire, contact qui leur permet d'établir et de maintenir la communication. »: En filigrane du texte, on reconnaîtra également le modèle d'analyse politique du professeur Lemieux, dont les concepts serviront à élaborer les hypothèses auxquelles conduira l'inventaire. Rappelons certains éléments de sa définition de l'analyse politique: «C'est l'analyse de la lutte pour le contrôle [...], cette lutte ayant pour enjeu des choix publics, attributeurs de moyens [...], qui sont articulés entre eux selon une distinction en trois niveaux: politique, administratif et social. La puissance pour un acteur, c'est alors de conformer le choix public à son choix privé. » Parmi les moyens de puissance, on note les ressources, les contacts et les pouvoirs qui formeront l'objet des premières parties de cet inventaire. Il sera complété par une analyse des alliances, ou des stratégies, élaborées par les agents politiques pour compenser l'absence de certains moyens.

AbstractThe status of the field of media and communication studies has been debated globally and domestically. This study covers virtually all agents (N=254) in the Swedish field of media and communication studies and draws on Pierre Bourdieu's sociology of science to uncover the main hierarchies in the field. The study focuses on two main divisions. Like in most fields, the most prevalent division is found between the field's incumbents and the challengers/newcomers. A parallel, albeit less prevalent, division is an onto-epistemological one – a variant of the old cleavage between “critical” and “administrative” research. The field's power elite is almost exclusively male, and connected to the field's pioneering institutions.

Abstract This article explores the spatial generation and perception of administrative districts. It has a particular focus on how certain administrative practices contributed to diminishing spatial distance between district offices and local society, that is, residents and municipalities, from the early 19th century to the 1870S in the Grand Duchy of Baden. TWO different administrative systems – a centralized one introduced in 1809 and a more participative one dating from 1863/1865 – characterize the period under consideration. With regard to the methodological approach, the understanding of the generation and perception of administrative spaces is informed by cultural, communications, and media studies. With respect to the spatial generation and perception of the administrative districts, two administrative practices are of particular interest. Firstly, administrative visitations (›Ortsbereisungen‹) were periodically carried out in the villages by the district officers, starting in the early 19th century, to gather information as the basis of a ›close‹ description of the administrative, agricultural, economic, infrastructural, security, welfare and health conditions in the districts for the purpose of administrative reports. Oral communication and immediacy in conducting the administrative visitations contributed in particular to reducing distance between district administrations and local society. Secondly, the article explores the role of honorary district councillors as middlemen between local society and district administration from the mid-1860s. In their roles as experts, advisors, and mediators – which they also fulfilled in the context of administrative visitations – the honorary district councillors enhanced the proximity of local society to the district administration and in this way contributed to the perception of the district as a rather small space.

In the article, we understand the term «administrative process» as the statutory procedure for public administration. The author considers the legal framework for introducing e-governance according to modernizing the activities of public administration, which are the main stages of administrative processes. The author believes the implementation of information and communication technologies is an important area for achieving greater efficiency of public administration. The purpose of the article is to conduct a retrospective review and systematization of regulatory and legal support of Ukraine on the implementation of e-governance aimed at modernizing the administrative processes taking place in public administration. The author examines the regulations on informatization, e-governance and digital transformation in terms of the main stages of administrative processes, namely: task definition; preparation for management decisions; decision making; bringing it to the recipients and organization of execution; control over the implementation of the decisions. The author concludes that since the proclamation of Ukraine’s independence in 1991 to the present in regulations on the introduction of information and communication technologies in public administration areas of public policy in the field of informatization and e-governance have significantly changed the administrative processes in public administration bodies. The author states that at the first stages of informatization of public administration in regulatory and legal support the greatest attention in the introduction of information and communication technologies was paid to the main stages of administrative processes. According to the author, the basic principles of information society development in Ukraine, with their focus on citizen participation in governance, have influenced all the main stages of administrative processes. To support, the author systematizes the main stages of information systems used in public administration, namely: information systems for statistical presentation of information are introduced for the stage of «task definition»; information-analytical systems are introduced for the stages «preparation for management decision-making» and «decision-making»; for the stages of «bringing it to the addressees of the decision», «organization of execution» and «control of execution of decisions» electronic document management systems are introduced. In the course of the analysis, the author finds out that the activities of public administration bodies such as «disclosure and access to public information» and «public services providing» in which administrative processes take place have become important. According to the author, the active phase of rule-making support of e-governance shows that the main focus is on providing administrative services in electronic form through web portals and mobile Internet services.

The article deals with the most important elements of the information support of representative and executive bodies in Russian regions – members of the three federal districts. Frequently, decisions related to health protection are taken directly on the basis of scientific assessment and they are not clearly understood, as is highlighted in the Xylella example. Therefore, this article suggests that coherent processing of information in risk assessment may allow also a “third party” (who has not already expressed a specific interest in the procedure) to participate. In order to truly grasp the EU administration, an accountable way of communicating is helpful. Therefore, communication around the democratic process might be based on EU administrative principles and rules supporting a composite administrative system: it must not neglect the implications of compliance with the multilingual principle and its consequences for EU law, which would also lead to greater trust in risk assessment.

The study has been carried out in line with the current problems of modern discourse and genre studies related to the study of the evolution of administrative discourse, which is understood as a hybrid of oral and written communication. The article presents the results of the analysis of the Internet influence on the long-established genres of administrative discourse. The concept of administrative Internet communication has been clarified. The study of administrative discourse in the Internet space clearly demonstrates that even the most conservative sphere of activity is influenced by modern technologies and extralinguistic factors have the most direct impact on the genres formation. The administrative Internet functions are singled out: informing, requesting information, initiating discussions, organization. The genres of administrative Internet communication are analyzed, in the modern administrative discourse we have identified the most indicative in terms of management hypergenres and genres: the hypergenre "corporate web portal" or "Intranet", the genre "email", the genre "online meeting" or "video conferencing", the genre "electronic documents". This article details two genres: "corporate web portal" and "online meeting". The conducted survey made it possible to determine the pragmatic nature of the considered corporate web portal hyper-genre – keeping to corporate culture, interactivity, speed. It has been established that due to the mentioned Internet genres emergence, a partial decrease in distance and erasing of the status line in the "head-subordinate" pair occurs. It is concluded that cyberspace is transforming the power-subordinate nature of administrative communication into democratic partnership, as well as there is the transformation of traditional genres with the advent of electronic communication in the field of management. It is concluded that the theory of speech genres is applicable to study of the evolution of administrative communication, and new techniques are required to take into account linguistic changes caused by the development of information technologies.

Abstract This article aims to explain the interface between advances in civilization and advances in communication. The article also addresses the inadequacy of public administration literature to explain why communication media is important to its theory and practice. Subsequently, the article explicates why communication media contribute to the public administrator’s ability to improve the quality of democracy. The literature on communication media and public administration provide conceptual data that indicates how communication media continuously contributed to the public administrator’s ability to manage large disparate social-economic units. Network theory and administrative communication theory indicate why communication networks improve institutional effectiveness and efficiency. The literature confirms the need for clarity on how the interface between communication media and public administration increases public value and improves the quality of democracy. Network theory is a viable strategy for increasing the public administrators’ ability to increase public value.

Abstract:
This research aimed to identify the most important technological tools and techniques, have been introduced in the Iraqi Kurdistan organizations, comparing to the organizations that still rely on a manual system. This research claimed that the technological tools and techniques, apart from its role to activate communication between department employees and their clients, have an active participant in fighting corruption, reducing nepotism, and favoritism. This research relied on qualitative approach through conduction semi-structured interviews and participant observation as a data collection tools, and it also analyze the data under taken by thematic analysis representing the main tools and methods of ethnographic study. The research found that the communication technology machine and tools have a great role in the administrative services and fighting corruption, nevertheless, they have not been used in Kurdistan as required. The majority of respondents suggested to expand using technological machines and tools in all departments, as there are no big obstacles of introducing them even amongst who do not have technology skills.

Abstract: This study aims to analyze the information and communications technology media preferences of Non Basic Education Program Student in UPBJJ-UT Mataram and analyzes the factors that influence the media preference information communication technology of Non Basic Education Program Student in UPBJJ-UT Mataram. The results in this study is 1) generally known that most respondents own dan able to use information technology communication tools to seek administrative and academic information for higher education at the Open University, 2) generally known that the media of information most used by respondents in the search for administrative and academic information for higher education at the Open University is an Internet, phone and catalog UT.

The method used in this research is survey explanatory. The independent variables (X) This research is organizational communication, while the dependent variable (Y) is employee performance. The object of research on Economic Affairs and Development Administrative Assistant Regional Secretariat of Bandung. The results of the research simultaneously reveals that the variables of organizational communication empirically has an impact of 58.6% on the performance of employees consisting of a dimensional quantity of work (Y1), quality of work (Y2), job knowledge (Y3), creativeness (Y4), cooperation (Y5) dependability (Y6), initiative (Y7) and personal quantity (Y8), while the rest is equal to 41.4% is influenced by other variables not examined in this study. Organizational communication through the main form of partial, communication down effect amounted to 49.2%, or more influential communication sebesar7.6%, and horizontal communication impact of 1.72% on employee performance and development Economic Administrative Assistant Regional Secretariat of Bandung.

Objectivism is the critical lens used to view organizational communication of the U.S. Department of Homeland Security (DHS). The Government Performance Results Modernization Act of 2010 changed requirements for such communication by mandating that agencies like DHS emphasize performance goals and targets to be achieved in the upcoming years in their performance reporting. Interpretivism is the sense-making lens used to view changes in performance reporting. This study focuses on performance target reductions, new performance measures, and retired performance measures documented in a DHS annual report. Nineteen performance measures were selected and discussed from empirical interpretivist and institutional interpretivist lenses. When intepretivism cannot match what is reported with what would appear to be logical, administrative ironies are established.

Questionnaire and interview were employed to examine the ability of 10 administrative staff in using and learning English for communication purposes in School of Business Management at UUM. The data analysis reflected the linguistic diversity depending on the communicative needs across university workplaces. The administrative staff practiced various strategies to exploit the effectiveness of learning and using English for communication. They exploited the opportunities of learning for using English for communication purposes. Thus, the suggestions of this study are that the disciplinary knowledge about using and learning English to the communication needs of English for Specific Purposes (ESP) research and other areas widens the English as an International Language (EIL) paradigmatic scope for research and pedagogy to import ESP courses in the future should be regarded simply for learners with related needs and backgrounds. The aim of this case study was not to overgeneralize the results to a broader population, but instead to narrowly assess the impact of English learning on a certain group of learners with the present EIL and ESP literature. This paper stresses that fundamental procedural rules, such as lawfulness, fairness, openness, the possibility of active participation in forming a decision, explanations of decisions, transparent legal remedies, etc. must become a constituent part of normal communication between individuals and public authority bodies. The paper also places an emphasis on the perception of these institutes that should become part of administrative ethics so that it would no longer be necessary to consider whether a certain action is in accordance with the law or not. In this case, we could most probably expand the applicability of this procedure to the state administration, local self-governing bodies and holders of public powers of attorney so that we would be left with one single procedure that would be more adapted to the modern method of communication between individuals and public authority bodies. AbstractThe present article examines how political communication and administration were effected in the Western Zhou polity (1046/5-771 BC) and investigates the significance of the royal residences as political and administrative centers. Bronze inscriptions referring to royal receptions that were offered to Zhou regional rulers, rulers of non-Zhou polities, royal officers and other subjects provide the basis for this study. It is argued that the form of "royal hospitality" described in these inscriptions was a political and, partially, administrative institution of the Zhou kings, and that its territorial localization both reflected and defined the geopolitical constitution of the polity. The article concludes by arguing that in the "larger Zhou polity" embracing the regional states of the zhuhou, political communication was decentralized, and that none of the royal residences held the status as political "capital" throughout the entire period. It is further found that a process of territorial centralization was underway in the territories under the direct control of the king, and that the oldest royal residence Zhou-under-Qi was gradually established as political and administrative capital.

In the organization's strategic management, internal communication is one of the main components enabling the strategic management process to be carried out. Its role is important in both the planning and implementation of the strategy. Still, in practice, the internal communication’s potential remains untapped, resulting in the pursuit of organizations' strategic objectives. In developing the doctoral thesis, the author has an interest in investigating not only businesses, but also higher education institutions (HEIs), as they are similar organizations to other sectoral institutions, and their processes must be similar. The purpose of this study is to analyse who currently manages the internal communication function of four Latvian regional universities and to what extent the internal communication can be considered strategic. The study reviews international literature on the strategic management of organizations and the strategic management of internal communication. It uses a combined research strategy involving questionnaires and semi-structured interviews with respondents indicating that their university has developed an internal communication strategy.The results show that the internal communication management practices of universities differ since some universities do not clearly define the purpose of internal communication, strategies, and plans, as well as those which merely indicate the existence of internal communication management practices. In all four universities, specialists carry out internal communication in the field of marketing, communication, or human resources management who demonstrate that private business practices are being applied – implementing internal communication in fragmented ways without acknowledging it as a management’s function. The research participants have indicated that internal communication should be managed by the administrative vice-rector. Since the analysed articles show that the employee responsible for the internal communication function should be part of the decision-making process, more in-depth research should be continued which would allow making conclusions whether the administrative vice-rector at the university should take on the strategic management function of internal communication.

The positive dynamics in the development of the communicative behavior of the leader is due to extralinguistic factors: the country's transitive economic situation, historical past and post-modern conditions. The analysis of examples of administrative managers’ speeches allowed us to come up with a specific scenario according to which the successful implementation of the communicative functions of the leader takes place. The mandatory components are emotionally colored vocabulary, communication, argumentativeness and consistency of presentation, appeal to experience, the prevalence of genres of "conviction" and "motivation", veiling criticism and censure. Based on the analysis of the documentation, some changes were revealed and the conclusion was made that written communication is giving way to oral dialogue mode in the “head-subordinate” pair. Differences in the communicative behavior of the modern leader from the traditional are given: a team-oriented attitude towards subordinates, the use of progressive vocabulary, focus on cooperativity, the use of compliments and communicative repetitions.

The purpose of the article is a comprehensive analysis of communication technologies of interaction between society and public administration and administration. It is emphasized that one of the functions of public authorities is communicative. The importance of establishing a communicative process in the system of public administration and administration as a dialogue and interaction between equal actors, where the use of direct information channels and feedback channels should be balanced and manifested through various electronic forms of participation. There are three main models of electronic participation: management model; consultative model; participation model. It is substantiated that the availability of a developed information infrastructure is a condition and indicator of the effective-ness of public administration and the use of information and com- munication technologies is associated primarily with the implementation of the e-government project. It has been proven that in order to increase the efficiency of public administration and administration by transforming the existing bureaucratic system, it helps to make it more flexible and adapted, less hierarchical and regulated, and to make the transition to post-bureaucratic organizations. Transferring the service to electronic form eliminates the negative, dysfunctional practices inherent in modern bureaucracy. The study found that the reforms taking place in the system of electronic communication of public administration and society are to some extent ambivalent and contradictory. It has been proven that without broad administrative reforms aimed at improving the functioning of the state apparatus, the introduction of e-government technologies will not be effective and will be reduced to long and unsuccessful attempts. One way out of this situation is to adopt a new theoretical paradigm of administrative reform, in which e-government will cease to be a complement to bureaucratic structures, and systematic management of all administrative processes to achieve the end results will become a central part of public administration.
