Full textThere are two ways in which to approach the issue of the disturbance in the world of communication between citizens and the administration : one consists in a critical view of the scientificity of social studies ; the other is based on multidisciplinary method. The first part shows how patterns admitted by the mathematical theory of communication are questioned by the fact that administrative communication falls to be property regulated. Communication, impeded by legal provisions, and the extensive development of the media have not undermined the fortress of administrative secret. Triumphant technology, as well as the inherent cybernetic ideology face a situation deliberately ignored by its theoreticians and by government officials too. What is at issue is the persisting concealment of administrative information brought about by suspicion. Such suspicion involves examining the essential notion of conscience, which is an integral part of life. And it accounts for the exhanstion of reductionist theories which hope to decode human communication through the concepts of physics and electronics. In the second part of the thesis, the author establishes that the disturbance of public communication springs from the ceaseless clash between an administrative norm generating uniformity and the individual's conscience. In france cartesian dogma obscures the crucial contribution of biology and ethology to the understanding of human communiclation. The concepts of impregnation, of home agression and defence provide a partial answer to the dysfunction of public communication. However this original approach is not free from ideological dangers. The hazards which ethology may cause can only by averted by resorting to the very principles which are the prerogative of humanism

Full textThe Tunisian government saw significant transformations in its means of operation and management due to general ICT implementation in itsorganization. At a time when many teams are working to organize and sustain this presence in their structure,it seems interesting to do an inventory of the existing ICT and the different ways of evolution.Our research is focused more specifically on the analysis of organizational change caused by information and communication technologies in the organization process. ICT as a means of communication and information within the organization has raised our scientific curiosity. We tried,through four Tunisian offices to trace the methods of appropriation or resistance of ICT through a deep analyzing office's actors,forms of perception to understand ICT thereafter, the different types of use ICT and employee attitudes toward this new model organization in the Tunisian government.Promotional discourse on ICT in Tunisia supports the idea that these tools contribute to improving working conditions and increasing employee productivity. This "prophetic" speech we will confront the reality of the Tunisian government and the actual use of employees. Dans un premier temps, une revue de la portée de la littérature est déployée afin de souligner les sujets dominants abordés dans la littérature sur la médiatisation du politique, d’identifier des lacunes dans le champ de recherche, ainsi que de mieux comprendre comment les études sur la médiatisation s’insèrent dans la littérature plus large sur la communication politique. Le processus d’examen de la portée indique que : (1) Les études analysant la médiatisation se concentrent davantage sur les acteurs et les institutions politiques. La jonction entre médiatisation politique et administration publique est rarement étudiée ; (2) Les approches utilisées pour étudier la médiatisation de la politique sont principalement qualitatives ; (3) La médiatisation de l’administration publique a été analysée que de manière quantitative essentiellement dans des contextes européens. (4) Les indicateurs utilisés pour mesurer le degré de médiatisation dans l’administration publique diffèrent considérablement entre les recherches. La seconde partie de ce mémoire s’insère précisément dans ces manques définis en opérationnalisant le concept de médiatisation de l’administration publique et en évaluant son évolution dans la fonction publique à l’aide du cas des ministères québécois de 2003 à 2017. Cette partie vise à répondre à la question spécifique suivante : Quel est l’évolution du degré de médiatisation au sein des ministères de l’administration publique québécoise ? Une analyse de contenu automatisée avec apprentissage machine est déployée pour analyser un grand nombre de documents administratifs stratégiques. Deux évaluations de la médiatisation sont comparées : une mesure catégorielle et une mesure de la saillance. Les résultats montrent que l’agrégation de neuf indicateurs, mesurant le concept latent de la médiatisation de l’administration publique, permet de mesurer le concept de manière fiable. Appliquée au cas du Québec, la mesure montre une augmentation du niveau de médiatisation dans tous les ministères. Les résultats permettent de formuler des questionnement concernant l’opérationnalisation de la médiatisation de l’administration publique. L’analyse montre également que la saillance apparaît comme une mesure fiable des données de l’administration publique.

Consisting of two academic papers, this Master’s thesis explores, operationalizes and measures the concept of mediatization in the context of public administration. This paper aims to answer the following research question: What is the evolution in the degree of mediatization among Quebec’s Ministries ? An automated content analysis with machine learning is deployed to analyze a large body of strategic administrative documents. Two evaluations of mediatization are compared :a categorical measure and a measure of salience. The results show that the aggregation of nine indicators—all of which measure the mediatization of public administration— makes it possible to measure the concept reliably. Applied to the case of Quebec, the measure shows an increase in the level of mediatization in all ministries. Full textPublic communication actors produce a discourse essentially aimed at representing the state. In other words, when this discourse seems to deal with products and services, or when the main social purpose seems to be that of changing the behavioural patterns of citizens, what is primarily at stake is the building of a representation of the french state and nation. Hence the production of a discourse which is concerned with democracy. Indeed, public communication is pointed o out as the proper sign of a true democratic state. Thus, public communication can be described as a meta-communication, a communication which considers itself as its own main subject-matter. Studying the communication of some french government ministries implies an analysis of the symbolical constraints and conditions of a national speech. No state can communicate as it will. Only determined registers and ways of participating to the public debate are considered legitimate. Government ministries communicate so as to successfully fulfill their goals. They comply to what we call a strategic logic. But a state does not communicate only to maximize profits nor to keep or gain power. It is interesting to encompass other kinds of logic which may account for the complexity of the public discourse

Full textThis thesis examines the local French administration and its territorial de/reconstructions in relation to the digitalization process in a changing environment in which the efficiency of the public action is of main concern. Contrary to other studies, this research is based on a dynamic definition of the territory as a framework for collective action and on a broad concept oforganizational process which produces a weaving where lines of de/re/territorialisation get entangled. These lines are studied as a manner of being and acting and are thus involved in the process of structuring effective organizations. This process is observed from the perspective that the propensity to efficiency is found underlying or manifest in the form of digital media and its joint arrangement. The de/re/territorialisation mechanisms linked to digitalization were investigated during a three years fieldwork. If the coexistence of organizational coding and decoding are making the territory alive, actual and becoming at the same time, the tendency to higher code enhancing through digitalization challenges the capacity to renew the potential of efficiency

Finally, this dialectical relation involves a system of action, where the public authority puts at stake the effectiveness of its device of communication.We suggest understanding the communication process of the public authorities inside a political modernity field: the public authority builds its legitimization by the political meaning and goes through it by a real recognition route on the citizen "ground"

Full textIn Senegal, the issue of female circumcision is in the 70's under the influence of feminist movements. This period corresponds to a women promoting policy driven by the Senegalese government. To show its commitment in the fight against female circumcision, the Senegalese government adopted, first, international legal instruments such as the Convention on the Elimination of Discrimination against Women in 1984 and the Convention on the rights of the Child in 1990 among others. Senegalese government used other international instruments as 1992/251 resolution of United Nations Economic and Social Council on traditional practices deteriorating women health and so on.With a public statement, condemning such mutilation, pronounced by the former Senegalese president Abdou DIOUF in 1997 at the World Congress on Human Rights, Senegal took a final decision against women circumcision. That year was also marked by the adoption of a Regional Plan for the Elimination of Female Genital Mutilation and the subsequent public declaration of women circumcision abandonment by the women of Malicounda Bambara (80 km from Dakar). To stay in the same stream, the National Assembly passed a law condemning officially women circumcision practice in January 1999. Then the authorities created a national plan against genital mutilation which covered a period from 2000 to 2005. The implementation of such a policy resulted in the introduction of the issue of female circumcision in the DHS. The mid-term evaluation of the action plan in 2008 showed satisfactory results concerning in the fight against women circumcision but great efforts are still to be made. That was the reason why the second stage of the plan has been launched in 2010 in the presence of the former Prime Minister Souleymane Ndene NDIAYE. The study's main objective is to analyze the relationships between the various actors in the fight against female circumcision, but also the logic and strategies that have been implemented to fix the problem of women circumcision. Our research raises many issues including the issue of public service and the availability of public communication in Senegal. Indeed, the Senegalese government does not entirely provide public service of quality. The actions of the public service are made public with ongoing support of civil society actors and international partners. So the question of the legitimacy of government in the public sphere is raised. As part of the fight against female circumcision, public communication or offers an ideal opportunity for players in search of legitimacy
