Full textThere are two ways in which to approach the issue of the disturbance in the world of communication between citizens and the administration : one consists in a critical view of the scientificity of social studies ; the other is based on multidisciplinary method. The first part shows how patterns admitted by the mathematical theory of communication are questioned by the fact that administrative communication falls to be property regulated. Communication, impeded by legal provisions, and the extensive development of the media have not undermined the fortress of administrative secret. Triumphant technology, as well as the inherent cybernetic ideology face a situation deliberately ignored by its theoreticians and by government officials too. What is at issue is the persisting concealment of administrative information brought about by suspicion. Such suspicion involves examining the essential notion of conscience, which is an integral part of life. And it accounts for the exhanstion of reductionist theories which hope to decode human communication through the concepts of physics and electronics. In the second part of the thesis, the author establishes that the disturbance of public communication springs from the ceaseless clash between an administrative norm generating uniformity and the individual's conscience. In france cartesian dogma obscures the crucial contribution of biology and ethology to the understanding of human communiclation. The concepts of impregnation, of home agression and defence provide a partial answer to the dysfunction of public communication. However this original approach is not free from ideological dangers. The hazards which ethology may cause can only by averted by resorting to the very principles which are the prerogative of humanism

Full textThe Tunisian government saw significant transformations in its means of operation and management due to general ICT implementation in itsorganization. At a time when many teams are working to organize and sustain this presence in their structure,it seems interesting to do an inventory of the existing ICT and the different ways of evolution.Our research is focused more specifically on the analysis of organizational change caused by information and communication technologies in the organization process. ICT as a means of communication and information within the organization has raised our scientific curiosity. We tried,through four Tunisian offices to trace the methods of appropriation or resistance of ICT through a deep analyzing office's actors,forms of perception to understand ICT thereafter, the different types of use ICT and employee attitudes toward this new model organization in the Tunisian government.Promotional discourse on ICT in Tunisia supports the idea that these tools contribute to improving working conditions and increasing employee productivity. This "prophetic" speech we will confront the reality of the Tunisian government and the actual use of employees. Constitué de deux articles, ce mémoire de maîtrise explore, opérationnalise et mesure le concept de médiatisation dans le contexte de l’administration publique. Dans un premier temps, une revue de la portée de la littérature est déployée afin de souligner les sujets dominants abordés dans la littérature sur la médiatisation du politique, d’identifier des lacunes dans le champ de recherche, ainsi que de mieux comprendre comment les études sur la médiatisation s’insèrent dans la littérature plus large sur la communication politique. Le processus d’examen de la portée indique que : (1) Les études analysant la médiatisation se concentrent davantage sur les acteurs et les institutions politiques. La jonction entre médiatisation politique et administration publique est rarement étudiée ; (2) Les approches utilisées pour étudier la médiatisation de la politique sont principalement qualitatives ; (3) La médiatisation de l’administration publique a été analysée que de manière quantitative essentiellement dans des contextes européens. (4) Les indicateurs utilisés pour mesurer le degré de médiatisation dans l’administration publique diffèrent considérablement entre les recherches. La seconde partie de ce mémoire s’insère précisément dans ces manques définis en opérationnalisant le concept de médiatisation de l’administration publique et en évaluant son évolution dans la fonction publique à l’aide du cas des ministères québécois de 2003 à 2017. Cette partie vise à répondre à la question spécifique suivante : Quel est l’évolution du degré de médiatisation au sein des ministères de l’administration publique québécoise ? Une analyse de contenu automatisée avec apprentissage machine est déployée pour analyser un grand nombre de documents administratifs stratégiques. Deux évaluations de la médiatisation sont comparées : une mesure catégorielle et une mesure de la saillance. Les résultats montrent que l’agrégation de neuf indicateurs, mesurant le concept latent de la médiatisation de l’administration publique, permet de mesurer le concept de manière fiable. Appliquée au cas du Québec, la mesure montre une augmentation du niveau de médiatisation dans tous les ministères. Les résultats permettent de formuler des questionnement concernant l’opérationnalisation de la médiatisation de l’administration publique. L’analyse montre également que la saillance apparaît comme une mesure fiable des données de l’administration publique.

Consisting of two academic papers, this Master’s thesis explores, operationalizes and measures the concept of mediatization in the context of public administration. As a first step, a scoping review of the literature is deployed to highlight the main topics discussed in the literature on the mediatization of politics, to identify gaps in the field, as well as to better understand how studies on mediatization align with the broader literature on political communication. The scoping process indicates that: (1) Studies investigating the association of the political sphere and the news media logics constitute the majority of studies on mediatization while the influence of media logic on the public administration is few studied; (2) Approaches used to study mediatization of politics are mostly qualitative; (3) Mediatization of public administration has been quantitatively analyzed in an essentially European setting; and (4) Indicators used to measure the degree of mediatization are still greatly heterogeneous between studies. The second part of the thesis fits precisely into these gaps defined by operationalizing the concept of mediatization of public administration and evaluating its evolution in the public service using the case of Quebec’s ministries from 2003 to 2017. This paper aims to answer the following research question: What is the evolution in the degree of mediatization among Quebec’s Ministries ? An automated content analysis with machine learning is deployed to analyze a large body of strategic administrative documents. Two evaluations of mediatization are compared :a categorical measure and a measure of salience. The results show that the aggregation of nine indicators—all of which measure the mediatization of public administration— makes it possible to measure the concept reliably. Applied to the case of Quebec, the measure shows an increase in the level of mediatization in all ministries. The results make it possible to formulate questions regarding the operationalization of the mediatization of public administration. The analysis also shows that salience appears to be a reliable measure for data from the public administration.

Full textPublic communication actors produce a discourse essentially aimed at representing the state. In other words, when this discourse seems to deal with products and services, or when the main social purpose seems to be that of changing the behavioural patterns of citizens, what is primarily at stake is the building of a representation of the french state and nation. Hence the production of a discourse which is concerned with democracy. Indeed, public communication is pointed o out as the proper sign of a true democratic state. Thus, public communication can be described as a meta-communication, a communication which considers itself as its own main subject-matter. Studying the communication of some french government ministries implies an analysis of the symbolical constraints and conditions of a national speech. No state can communicate as it will. Only determined registers and ways of participating to the public debate are considered legitimate. Government ministries communicate so as to successfully fulfill their goals. They comply to what we call a strategic logic. But a state does not communicate only to maximize profits nor to keep or gain power. It is interesting to encompass other kinds of logic which may account for the complexity of the public discourse

Full textThis thesis examines the local French administration and its territorial de/reconstructions in relation to the digitalization process in a changing environment in which the efficiency of the public action is of main concern. Contrary to other studies, this research is based on a dynamic definition of the territory as a framework for collective action and on a broad concept oforganizational process which produces a weaving where lines of de/re/territorialisation get entangled. These lines are studied as a manner of being and acting and are thus involved in the process of structuring effective organizations. This process is observed from the perspective that the propensity to efficiency is found underlying or manifest in the form of digital media and its joint arrangement. The de/re/territorialisation mechanisms linked to digitalization were investigated during a three years fieldwork. If the coexistence of organizational coding and decoding are making the territory alive, actual and becoming at the same time, the tendency to higher code enhancing through digitalization challenges the capacity to renew the potential of efficiency

Full textIn Senegal, the issue of female circumcision is in the 70's under the influence of feminist movements. This period corresponds to a women promoting policy driven by the Senegalese government. To show its commitment in the fight against female circumcision, the Senegalese government adopted, first, international legal instruments such as the Convention on the Elimination of Discrimination against Women in 1984 and the Convention on the rights of the Child in 1990 among others. Senegalese government used other international instruments as 1992/251 resolution of United Nations Economic and Social Council on traditional practices deteriorating women health and so on.With a public statement, condemning such mutilation, pronounced by the former Senegalese president Abdou DIOUF in 1997 at the World Congress on Human Rights, Senegal took a final decision against women circumcision. That year was also marked by the adoption of a Regional Plan for the Elimination of Female Genital Mutilation and the subsequent public declaration of women circumcision abandonment by the women of Malicounda Bambara (80 km from Dakar). To stay in the same stream, the National Assembly passed a law condemning officially women circumcision practice in January 1999. Then the authorities created a national plan against genital mutilation which covered a period from 2000 to 2005. The implementation of such a policy resulted in the introduction of the issue of female circumcision in the DHS. The mid-term evaluation of the action plan in 2008 showed satisfactory results concerning in the fight against women circumcision but great efforts are still to be made. That was the reason why the second stage of the plan has been launched in 2010 in the presence of the former Prime Minister Souleymane Ndene NDIAYE. The study's main objective is to analyze the relationships between the various actors in the fight against female circumcision, but also the logic and strategies that have been implemented to fix the problem of women circumcision. Our research raises many issues including the issue of public service and the availability of public communication in Senegal. Indeed, the Senegalese government does not entirely provide public service of quality. The actions of the public service are made public with ongoing support of civil society actors and international partners. So the question of the legitimacy of government in the public sphere is raised. As part of the fight against female circumcision, public communication or offers an ideal opportunity for players in search of legitimacy

Full textThis thesis deals with the role of public and territorial communication in the promotion of the Algerian heritage. The objectives are multiple. It is first of all a question of understanding what a heritage valuation in Algeria is. Next, describe the forms and intentions of communication that accompany it. Afterwards, we give the floor to the actors of the territory of the province of Batna to update the process of valuing their built heritage. This thesis is part of the work carried out in information and communication sciences following Jean Davallon and that of the collective Languages, Objects, Territories and Hospitality (LOTH) on the enhancement and preservation of natural, material heritage and intangible in the Maghreb. The methodological approach comprises three stages. The first consists of an exploration of the 19 classified sites of this wilaya ; this allowed us to assess its heritage and tourism potential, on the one hand, to rank the heritage sites already integrated in a heritage process and, on the other hand, to think about the communicational enhancement of sites that are little known or left in the dark abandonment. The second stage involves collecting data through interviews with the local actors concerned in the province of Batna, directly or indirectly concerned with questions of heritage enhancement. It also involved identifying and categorizing the stakeholders involved. This was supplemented by a collection of documentary data linked to heritage valuations. The third step is a questionnaire survey of visitors to historic sites in the province of Batna. This allowed us to build our problem around three key elements : the lack of heritage culture of the population and the lack of concern for its promotion in connection with a possible " cultural identity ", and finally, measure the needs and demands in terms of public and territorial communication. More generally, the results show that Batna's rich heritage is badly exploited. Some sites are abandoned and / or insecure and participate only weakly in local dynamics, especially tourism. Local communication around this heritage remains very limited, despite its importance and value, and comes up against bureaucratic mechanisms. In short, it is always a centralization of heritage policy at the level of the line ministries and, with it, a prioritization of social demands in terms of culture in an institutional or advertising communication. In fact, the public authorities are more in the perspective of promoting a rewarding public image than creating exchanges with the public and the population. At the level of civil society actors, the results show a lack of consideration of community work as well as poor coordination and communication with official bodies, this with a lack of means and funding. For the population, there is a hierarchy of needs. Societal needs take precedence over leisure and cultural outings or habits. This research shows that the development of Batna's heritage resources will be able to participate in long-term territorial development. That it would require a public and territorial communication adapted to the local reality which allows as much the participation of the local actors of the civil society as that of the population to answer the specific challenges of a patrimonial valorization of this territory

Full textBetween 1961 and 1976, the Quebec Film Board (OFQ) was the government agency responsible for the production, purchase and distribution of cinematographic resources for all departments and services of the Québec administration. A new incarnation of the Cine-Photography Service founded in 1940, the OFQ is then in continuity and in rupture with the first initiatives in the field, which go back as far as the 1920s. These films, short films halfway between the documentary and the educational film, are used for communication of the activities and services of the state towards its citizens, and to preserve a visual trace of the governmental news of Quebec. The purpose of this thesis is to analyze the political and administrative contexts that motivated the development of such a communication strategy for Québec government services in order to understand how and for what purposes these cinematographic activities were managed and administered. It reveals the importance and necessity of the role played by the Quebec Film Board in the midst of the Quiet Revolution, arole supported and defended by public servants, and often in spite of political support: that of a liaison officer between the administrative apparatus of the Quebec State and the entire civil society.

Full textThe Image of the city is a part of the geography of the representations but it concerned by several disciplines. This theme is difficult to estimate of the European scale. The city of Rennes (France) has the advantage to communicate about uncommon objectives: dynamic and in demographic good health, Rennes has a good quality of life. Nevertheless it produces an official image like shrinking cities. Checked by agents of territorial marketing, this official image is the most measurable part of the image of the city. However, the triple difficulty in identifying people who produce the image, to collect image’s elements produced between 1984 and 2008, and to confine the political wills by limiting the rebuilding post, makes opaque the categorization of the territorial ideologies brought in speeches promotion. The extra-territorial image of Rennes aims first of all the local people and is confronted with a performativity as regards the European scale. The city is searching a global image, produced by only public agents in order to support the metropolisation. The metropolitan governance on the questions of image is the detriment of cooperation with other territories. On the symbolic level, Rennes seems to follow the market of cities when it produces ideologies which are in the air time, still trying to be a pioneer to extend its image as innovative city

Our goal is to understand the informational, communicational and management processes for the development of areas of Nabeul and Medenine under the CGDR and ODS, and to estimate and evaluate the nature of the relationship between sense of belonging and the Territorial Enhancement through the collective intelligence devices. The anchor of our research in interdisciplinary fields of management, information and communication sciences has enabled us to understand our research object in a logic of exploitation practices and devices management planning and in the spirit of communication, transmission of information, funding and dissemination of knowledge. All these practices are selected through the felt to the area in terms of identity, attachment and solidarity. Ultimately this thesis reveals the causal links between the sense of belonging and the dimensions of the TIE and some dimensions of the TKM and the PTI. Our proposals invite the diagnosis, evaluation and understanding the reason of the abandonment of certain practices of territorial intelligence, the adoption of new forms of territorial public communication and to strengthen the sense of belonging and to ensure better sharing and dissemination of information

One of the axes of this regionalization is the heritage as an entity and a social construction, marked by the identity aspects of individuals and communities. This research will shed light on the need of territorial communication which is crucial towards the population of that territory and the various actors who participate in its animation, development and promotion. The patrimonialization, the labelling and the material and immaterial preservation, here are many concepts mobilized giving to this project an international dimension. It aims to question the components of the Hassanie culture of the populations of Sahara and to analyze the enhancement and the transmission of the immaterial cultural heritage, as well as the natural heritage. It also targets the public policies intended towards the protection of the heritage, as well as the plans of action deployed for its promotion. The purpose of this research, in the field of Communication, is to examine the link between the territory and the cultural heritage using a communicative approach

Full textObjects, medium, sources, governance, content, actors, purposes and forms of public transparency are experiencing a rapid and profound evolution, which transcends national borders, and depends on the interaction between political, technological, legal and socio-cultural drivers. This happens when transparency exploiting the Open Government Data means and falls under the Open Government framework.Through the Italian and French legal systems, this thesis aims to highlight the recent advancements in public transparency. At first, we will look at the interplay between the concepts of transparency and openness, to identify the legal issues raised by the disclosure of public data. Subsequently, we will turn to the supranational context, which plays a key role in developing guidelines, standards and recommendations. A special place will be reserved to the right (and political) of the European Union. In the second part, we will analyse the above-mentioned legal systems, which are actively engaged in the wider reform of their Public Information Acts, within the framework of multi-stakeholder initiatives, such as the Open Government Partnership.On the whole, we will see how the shift from “transparency through documents” ” to “transparency through data” challenges the public action models

Full textHis research is based on an ethnographic survey first initiated in 2017 – through observations of medical practices and interviews with heterolingual carers and cared-for people –, as well as on an analysis of the institutional response to linguistic diversity in France, through measures in the field of health aimed at newly-arrived individuals with limited or non-French-speaking capacities. The complex (Morin, 1990) and critical (Heller, 2002) approach of this research, at the intersection between practices and policies (Duchêne, 2008), aims to : decode the political, economic and ideological processes at work in France which may legitimise or, the contrary, delegitimise speakers and their linguistic practices (Canut, Duchêne, 2011) throughout the care process ; analyse the impact - from a pragmatic point of view - of institutional shortcomings with regard to linguistic diversity in the area, both in terms of interactions between healthcare providers and patients and, more broadly, in terms of access to rights, information and healthcare ; identify ways to overcome the oppositional logic of "interpreting" and "coping" that is so predominant in discourses, by taking praxis as a starting point ; define, on the basis of the experiences in the field practices, the conditions that will ensure that what is sometimes referred to as communicative bricolage or coping is not seen – or sometimes experienced – as synonymous with "communicational illusion", and thereby enhancing the value of "coping methods" used by both carers and the cared-for, from a perspective that can be qualified as recovering their full capacity to act

Full textThis thesis aims to study the role that public and territorial communication can play in the qualification and protection of the cultural and natural heritage of the Central African Republic, a country in conflict for several years. The research was based on the assumption that the development of a communication strategy in the Central African conflict environment is only possible through consultation between actors and non-actors, facilitated by mediation of third parties, whether physical or moral. The work was based on empirical data collected through semi-structured interviews with a sample made up of eighteen (18) individuals chosen from the entities that intervene directly or indirectly in the course of the conflict. As the research is of a qualitative type, the thematic analysis of the content of the respondents' speeches has made it possible to better understand the root causes of political and security instability in the Central African Republic

Full textOur resserearch focuses on interpersonal relationships within public administrative services. We focus on internal communication in "public" communication organizations. We are thus brought within the framework of the thesis, to be interested in the term "public communication", which is often distinguished from the term "private communication". First, theoretically, we have both explored the notion of "public" communication and deconstructed the categories generally used, and therefore builted our own "object" of study, before going on the ground that proposed us exchange situations at work. We then conducted a qualitative or subjective research in communication services, to show that the simplistic distinction between these two types of communication (public and private) is not so obvious. Indeed, the legitimacy of the name of public communication does not refer to the model transceiver, but to the "worlds of justification” of BOLTANSKI, THEVENOT and CHIAPELLO. We use the qualitative system of communications or relationships of Alex MUCCHIELLI to analyze our "object" of study. Method to construct the system of relations. Indeed, we adopt the epistemological position of Information and Communication Sciences (SIC) that are within the paradigm of understanding - in which to include the paradigm of complexity based on the systemism and constructivism. We answer then the question: "How a qualitative analysis of communications systems brings us to understand relationships within public administrative services."

The second objective questions the repercussions in economic terms of performances and social equity. The impact study of the TIC on the level of the local institutions clarifies the emergence of a new economic area founded on the support of the economy of the networks. When the innovation is not any more the fruit of a kingly actor, but a source of differentiation, which problems are posed the leaders and the technicians of the local communities in order to distinguish and to make gravitational their territories? The analysis of case of Paris, Yvelines and Seine-et-Marne were used as test with our assumptions in order to identify variables of differentiation or convergence. The conclusions drawn from the analysis of these three departments contributed to a personal interpretation on the comprehension of spaces "postindustriels"

Full textProfessional digital social networks, defined as interstitial professional digital spaces (IPDS) in this research, arouse, because of their emergent and ambivalent characteristics, empirical and academic questions. From an exploratory study conducted with an inductive and qualitative approach about the IPDS specified in the human resources management of the French public territorial sector, this research suggests, firstly, a systemic conceptualization in analysis of the IPDS’s functionaries, and second, an analysis of its management functionalities in the development of new HRM practices in this sector. Based on the autopoietic system theory of Niklas Luhmann (1928-1998), this research proposes a theoretical framework for analysis whereas the IPDS is a system with self-maintenance and a self-renewal process through communications between individuals who are both contributors and consumers, assembled by digital tools in interstitial spaces. The results stemming from the observation data show that, for HR professionals, IPDS are above all complementary professional tool with different features which can be illustrated as a public garden for broadening the mind, a window for observation, a mirror for self-examination, and a transmission belt for articulating HRM and IS. This work ends with reflection on the IPDS’s potentialities in a development of HR practices in the public territorial sector

Full textThe process of an administrative reform is discussed in this dissertation. The reform was initiated in 1989 under the aegis of the then prime minister, michel rocard, with a view to enhaucing individual accountability in the civil service, through greater budgetary flexibility and effective use of skills. It relies on a body of beliefs gradually constituted since the end of the forties around the entrepreneurial world, through business management institutions and scientific validation mechanisms. Inspired by conclusions presented by a senior official's association ("service publics"), reformers around michel rocard defined the main lines of the reform. Its materialization opposed the pro-reform ministry of civil service and the budget ministry, guardian of traditional budgetary rules. Within the reformed administrative services, different degrees of involvement were seen in three different staff categories : the managers, in favor of budgetary flexibility and a symbolic dimension;innovative personnel, often at line management level, seizing reform-related opportunities; and the subdued rank and file who gradually lost interest. The discussion si geared to the notion of change as a result of representations and beliefs, the mobilization of innovative personnel, existing political opportunities and the actual definition of the reform by implementing agents

Full textThe object of this research is the co-building, maintaining and restoring of mutual understanding in face-to-face conversations. I study the way the participants of an encounter make sure that they give a common meaning to what they interpret. The first part of the thesis defines the key concepts and notions (the listener, the co-speaker – interprétant –, interpretation and mutual understanding – intercompréhension), it sets the conceptual back-ground of the work (constructivism and externalism), and it justifies the choice of the data used for the analyses. The corpus contains face-to-face conversations between administrative agents who are native speakers of French, and users, who are non native speakers. In the second part, I have studied the way agents help users build expectations, the way the listener shows that he is not satisfied with his interpretation, the way the speaker shows that he has identified a divergence between his interpretation and the listener’s, and the way they negotiate meaning. I have also analysed the impact of the kinds of tasks performed on the behaviour of the participants. These analyses have brought to light a set of cues, of forms, of types of reactions and of strategies that have been used in the third part to propose contents, techniques and activities for the teaching of French as a foreign language and for professional training. This work has a general aim related to teaching and didactics: it suggests to reconsider the teaching of listening so that it becomes an object of teaching, and not only a means to teach

Full textThis doctoral thesis provides an examination of the emergence and the institutionalization of an activist expertise on Twitter by the CLAC (Convergence des Luttes Anticapitalistes) and an investigation of the group social and intertextual processing with alternative and global media during the G20 in Toronto (2010) and the Quebecer Student strike (2012). Mixed methods and online exploration are used to build a transformative integrative multidimensional methodology for analysing web hypertextual practices. This research strategy allows for the observation, analysis and interpretation of peer groups mediated practices and enables to formulate research recommendations for methodologies exploring the complexity of new media convergence (Castells, 1998, 1999, 2001; Jenkins, 2006) and the formation of ad hoc publics during political crisis (Bruns, 2007 ; Bruns et al., 2010). Under the theoretical and conceptual position of expertise, activism and hypertext, specific forms of activist communication in micro-media, influence and power dynamics in local public sphere and new modes of contagion of local information on public deliberation main themes and practices (Habermas, 1978, 1987) will be explored. Finally, advantages and limits of the mixed methods approach and directions for future research are discussed.

Full textThe remuneration of the Administration's contractual partner in public procurement contracts is traditionally defined as its most important right. At the same time, it is an essential element of the contract, a condition of its performance, as well as an economic result. However, we are faced with a paradox : although remuneration is defined subjectively, its function requires an objective definition. This thesis questions the content of the above right to remuneration. The distinction between remuneration and counterparty led to a narrow definition, in the sense of a margin profit that the other party seeks to obtain as a result of the performance of the contract. ln this regard, questions are examined around the determination during the award procedure and the evolution of remuneration during the performance of the public procurement contract. Located in the heart of the economy of the contract, remuneration is a vector of the success of the contract itself, insofar as it ensures its durability, apart from the overriding aim of the Administration's contractual partner. This thesis demonstrates that both parties' interests to the contracts of the public commission are not necessarily contradictory. The comparative research between three Member States of the European Union has made it possible to highlight common conceptions of remuneration, due to forced convergence, mainly because of the application of European law. This convergence can lead to the adoption of common solutions with a view to improving the efficiency of public procurement contracts, an objective to which this thesis could contribute

Full textThis dissertation aims to articulate the concept of creative production in terms of what many consider to be its antithesis, bureaucracy. lt emerges from the desire to increase our understanding of creativity by examining it in a type of organization where it is less likely to be observed. ln substantial terms, bureaucracies are considered in light of the rules that regulate them, an idea we articulate further using the concept of organizational routines. Our study is divided in two parts. The first contains the theoretical aspects that culminate with an ecological model of the bureaucratie organization that follows the notion of organizational routines. This section is further subdivided: the fïrst chapter is dedicated to the introduction of the principal concepts, namely bureaucracy and creativity. An in-depth discussion of these concepts follows in Chapter 2, where we further explore the etymology and attributed meanings of the somewhat nebulous term, "bureaucracy". This chapter also lays out the theoretical framework (and its attendant constraints) with which we examine the trajectories of new ideas within public administration. Chapter 3 presents a short history of creativity, followed by a discussion of collective creativity, which we implicitly associate with organizational routines in the bureaucratie context. These routines are considered in their many forms and categories, each of which represents a specific imagination of the bureaucratie organization.The second part features an empirical analysis of the issue of creativity. Our methodology, inspired by the praxeological view of the Austrian School, is distinct insofar as it posits a radical division between theory and empiricism. Chapter 4 clarifies the implications of this standpoint and describes our approach. Chapter 5 presents the case principally from the point of view of secondary documents, and we introduce our case-study, the Council of Europe, with a principal focus on its historical dimensions. This chronological approach helps us describe a number of attitudes, routines, and beliefs that inform the critical approach of Chapter 6. This last chapter describes elements relevant to the circulation of ideas in the context of the Council of Europe, particularly as they pertain to structure and incentives within the administration

Our study is about the way in which those decisions are made on the level of two malagasy's municipalities: the suburban municipality of Ambohimanga Rova and the rural municipality of Mahabo. Full textAfter a reform in 2006 of the company subject of our study, the leaders wanted to succeed in these transformations by adopting a discourse encouraging employees to adopt the principles of "organizational agility". This reform which tries to bring more agility to a company which evolves in a rigid bureaucratic configuration in an unpredictable national context (post-revolution context). From 2006 to 2020 the relationship between the forces of change and the forces of resistance is characterized by permanent competition taking advantage of socio-political and organizational contexts. During this period, communications overlap and each force seeks to attract middle managers to its side in order to hinder or succeed in its projects. After a reform in 2006 of the company object of our study, the leaders tried to make a success of these transformations by the adoption of a speech encouraging the employees to adopt the principles of “organizational agility”. This reform attempts to bring more agility to a company which evolves in a rigid bureaucratic configuration in an unpredictable national context (post-revolution context).We will seek to understand the effect of managerial discourse in the development of the principles of organizational agility among employees, one of the effects of which has also been “organizational immobility”. It is ultimately the role of middle managers that is in question here, since they play an essential role in translating managerial discourse to employees. This translation can be "faithful" as provoking movements of resistance and blockage.This research aims to answer two main questions : the first questions the role of communication in the development of the principles of organizational agility. And the second question seeks to shed light on the roles of middle managers in a context of change.As part of an action research based on complete participant observation and semi-structured interviews, we have identified as a result that internal communication plays an essential role in the development of the principle of agility, except that middle managers can lose between the different types of union and managerial communication. Similarly, “ incommunication” represents a phenomenon that testifies to the weakening of the role of communication in a context of change. At the same time, we understood that the translation of intermediate managers is an intermediate phase in the communication process and which is located between the sender and the receiver. This translation can produce signals which make it possible to modify the signals received from the transmitter and to create a difference in the direction between the two parts (between the project and the realization). We note that this modification or adaptation produced by the translator intermediary manager represents a form of routines that hide their resistance

Full textE-government services are services offered by governments using information technology. Many governments are investing heavily in information technology so that to enhance service delivery to their citizens. However, citizens do not always use these services so that they often forgo their potential benefits. This is the case since important barriers often emerge and hinder the adoption and use of government e-services. Over the years, several studies examined the adoption of government e-services, building a rich albeit fragmented body of knowledge on these barriers in the process. Indeed, the diversity found in these studies and the fast and continuous change that characterizes information technology in general, make the identification and the synthesis of the adoption enablers and barriers, a relevant and timely endeavor. For this reason, this study builds on the findings of a systematic literature review to provide a high-level framework that conceptually structures the state of knowledge on the topic, and that exhaustively informs both researchers and practitioners on the enablers and barriers of e-government services by citizens. The proposed model identifies nine categories– citizen’s internal, risk and security, practicality, sociodemographic, social, potential benefits, User Output, citizen’s trust, and government related–that can shape citizens’ adoption decisions of government e-services and that need to be considered by researchers and by practitioners alike.

Full textThis thesis analyses the long waiting lines existing everyday in Madrid, as well as in the main cities of Spain, in front of the government's offices in charge of foreigners' juridical status. These queues work as images of immigration: we tend to identify immigrants to waiting lines. Inside these queues, a social category is being constructed: the foreigners queuing as a result of different institutional mechanisms based, first, on power fixing the subordinated position occupied by immigrant workers, and second, on sociability, understanding these waiting lines as meeting places where this compulsory lining up becomes a way of sharing. The thesis also analyses the way foreigners suffer from, accept or regret this social condition. This is a case study showing the basic political intention of these waiting lines: they are in fact an evidence of current immigration policies in Spain

Full textThis thesis of doctorate is about the communication in the urban projects. She is found on the international diffusion of the project logic as norm to make and to arrange the city. Diffusion that drive us to examine the communicational practice that the project allow. The norm project, today shared, does it imply some similarity in terms of communication? In a multipartenarial context, how does he organize the meeting apparatus? Until what point does to make the city imply him the involvement of the inhabitants? What are the issues of the communication that go with project? Two fields have been mobilized in a comparative perspective; the urban shutter of the Contract Getting out of Debt Contract Development (C2D) of Douala and the Big Urban Project (GPU) of Lille. 33 interviews, non participant observation, working papers and a significant corpus of press served to support a conceptual armature resting on the notions of apparatus and communication activity. The main results show a strong salience of communicational dissimilarity in the studied projects. These differences must be put in perspective with specific institutional contexts. Indeed, the communication in the C2D of Douala is minimal, implemented by internal actors to the Urban Community of Douala, but external to the team of project. In the case of the GPU, the implementation of the communication leans on outside operators to the project team, although the communicational activity is drived by the members of the aforesaid team. The place of the inhabitants deal to see a minimal involvement of the Douala casa whereas. In the Big Urban Project of Lille, we see an active continuum of the simple consultation to the coproduction of some facilities. Finally the accompaniment communication includes a strongsymbolic dimension in Lille whereas in Douala, it limits herself to evenementialisation who deserve of the Government Delegate close to the Douala Urban City Council
