Full textThe purpose of this thesis is to examine the conviction of international organisations that consider community radios as an effective tool for economic and human development. Community radios are in fact regarded as a new source of growth to stand up to failing states due to their local presence and ability to broadcast information in local language. They are also representative of a participatory development considered as more effective than the traditional development "top-down" axis. This issue, which is quite recent in theoretical level, is very crucial since successive development policies promoted by states and international organisations have generated disappointments in many developing countries, particularly on the African continent.Due to a lack of theoretical literature in regards to the relationship between community radios development and economic and human development, the field survey was the mainstay of our analysis. We chose to perform the field survey in Senegal for reasons of practicalities and representativeness. Supported by statistics, particularly logistic regressions, and by a summary of a rich theoretical literature on development issues, our analysis convincingly argue that if community radios are a good development tool, their impact is nevertheless currently constrained by a number of limits, including their low budget. Once these limitations are identified, we will put forward proposals to allow community radios to become a truly effective tool for economic and human development while considering cooperatives or promoting the development of radio listening clubs

Full textThe research is about “community communication”. Born in the 1970’s, this notion was developed from controversies, creating various definitions, sometimes even contradictory ones. It is sometimes associated to communication for development, communication for citizens, alternative or popular communications. Despite the polysemy, an increasing number of media refered themselves as “community media”. My aim is to make a better understanding of the notion of community communication, through indigenous communities’ media practices. First, from a theoretical perspective, I executed a critical genealogy of this notion and scientific controversies on which it was built, based on cultural areas and ideological positions. Then, from an empiric perspective, I analyzed media practices from an ethnographic field work carried out in seven different indigenous communities in Northwest Argentina. I demonstrated that their practices are developed on three levels: a) intra community: towards the community itself, b) inter community: towards other communities, and c) extra community: towards the “outside”, meaning the rest of the society. Communities use and combine all communication tools available (VHF radio, FM radio, and the Internet) in order to re-appropriate their culture and identity, express their claims, develop their territories and create a dialogue with the public opinion. At last, this dialectic approach, theoretical and empirical, leads me to introduce a new concept: “the indigenous community communication”

The relation between the theories of piaget on intellectual development of the human mind and being, and the process of social involvment and economic development is futher on justified through the studies of the socio-economist roland colin on direct partaking of populations in their own development process in direct relation with the progression of an organization which should thus result. In this manner, the research has had the opportunity to lead towards a conclusion involving the necessity of interrelation and training in every development process

A legal framework for these transfers would seem to be necessary if we do not wish to see the development of uncontrollable transfers of labour. The question is wether Community Labour Law regulations take into consideration these new transfers. It is the hypothesis of this research that Community regulations concerning the transfer of cross-border labour have been built around the physical displacement of workers. Today these regulations must take into account the growth in the transfer of labour not involving the physical displacement of persons. The transfers lead to two questions : concerning their inclusion in current regulations, and the inclusion of their consequences in current regulations

Full textSince the end of the Second World War, the ideology of development has progressively imposed an essentialist and evolutionalist interpretation of the world. In spite of breakdowns and disappointments which have brought out a non-heuristic nature of the unilinear conception of societies, this notion has not totally lost some of its stirring strength. Through decades of inventions and various and continuous connections, it has survived criticism by the re-enchantment of the notion of its thematic variations. Indeed, in the early 1980's, in order to better establish its legitimacy, debate around development / growth has not only embraced environmental questions but has also fragmented, coming into a variety of themes and sub-themes such as the fight against poverty and AIDS, elimination of illiteracy, debt reducing, and so on. In African countries, in Cameroun precisely, this fruitful recomposition of the notion has found a perfect frame for structure and expression in the agricultural stakes. In the same evolutionary dynamic, communication, inextricably linked to development, has known successive modeling, progressively refocusing its devices and strategies to arouse and support social changes. That explains the advent of participative communication, helped by the notion of otherness and the assumption of cultural identities.From an agricultural popular experiment dependent on thematic inventiveness of development, this research considers the complexity of participative dynamics with its issues about identity. Based on the strategy used by active protagonists, this work highlights the structuring dimension of cultural identities resulting of a praxeological approach, in which communication is part of a logic of an underlying hermeneutic adventure, being part of a logics of existential archaeology. For this very reason, communication adopts a new epistemological point of view, becoming the strategic “place” of interpretation of actual experience and of transgression of the doxa of development

Full textThis thesis analyzes the link between the environmental communication of Tunisian Chemical Group (TCG) site of Gabès, and the momentum of a territorial dynamic intelligence between this company and its stakeholders. In a particular context of an industrial chemical pollution, the territorial actors become aware of the need to cooperate together for a sustainable development of their region. As a first step, we identify the stakeholders of the TCG Gabès in relation to the process of environmental communication to locate, in a second step, if there is (how or why) a dynamic of territorial intelligence between them. Two methodological steps are used in this study: an analysis of thematic content that focuses on a sample of nearly twenty players where six of these players are ecological associations; and a guide for interviews that embodies the three ethical principles of a territorial intelligence, participation, global/balanced approach, and partnership. The results obtained in this study show the existence of some practices of territorial intelligence. Our recommendation is for a better involvement of the public as well as the private actors and associations based on a participatory approach, or more specifically based on the use of digital technologies

Thus, the models of social integration of innovations are used here to study how the new development support components are accepted and appropriated by their users in developing countries, notably in Central Asia (Turkmenistan). There is no need to prove anymore that users’ reception and appropriation is critical to the development programs effectiveness. Hence, we synthesize the Anglo-Saxon and French models and distinguish the common determinant axes for the innovation reception: before its actual use (acceptance models) and after it (cognitive appropriation models). It appears to be the mental construction of the meaning of use: the user mobilizes his representations « already there » and his imaginary to assess the associated functional and symbolic benefits-costs, the anticipated and perceived use experience. In the literature, this mental construction process appears as the formation of the Perceived Value of Use (Jouet; Mallein, Toussaint and coll.; Boenisch; Assude et al.; Nelson; Kim et al.). However, it would be necessary to further investigate this process. We explore this concept in detail in our qualitative multi-site case study, conducted within one of the SME support components in Turkmenistan. As result, we model the role of the Perceived Value of Use for the acceptance and the appropriation of the new services of social utility, as well as its mental formation on the organisational users’ side

Full textThe first concern of this thesis is a look on an emerging area of activities who built up from the last quarter of the twentieth century, at the boundaries of the social and sanitary themes in the peripheral urban spaces marked by the cazualisation process. This blur ensemble, legitimated by the institutional frame of the city's policy, reveal a reappering of the health topic in the urban context in the same time of a come back of the community in the work of the social "par la fenêtre" of health theme. The research takled to the genealogical reenactment making this theme a story of the sociologic thought on urban social and public health as well as a device's genesis. The personnal histories has been recorded as a privileged element to study the resemantic and reproblematic process along with the reconfigurations of the localised intervention. Three kinds of narrations are collected and put into perspective : tellings of experience, inseperably biographical and collective ; publicized tellings, among which the intellectual productions of the interrogated actors ; "stopped" tellings coming from ethnographic sightings of a few community health scenes. Full textIf there are terms whose employment became so frequent and varied that one tests difficulty of finding the true definition, we can say that among these terms, poverty makes party of the most quoted. To understand female poverty in Kaolack, we needed to use not only the general indicators of poverty, but also representations made by people at different social level. Our reflexion related to the problems of the living conditions of the women, ther daily life on socio-spatial and economic plans. We analyzed women's poverty, the causes, and the consequences in particular : prostitution, children in difficult situation, juvenile delinquence. With the impotence of State to fight against this growing poverty, the assiociative movement became an alternative to the economic crisis. We analyzed the role of women associations, of NGO in the fight against poverty promoting sustainable development. It thus led our analysis to the conclusion that the poverty of women involves structural poverty of their children, and development passes by the improvement of the living conditions of the women and the children in the field of the access to education, health, and a balanced food

Full textThe aim of the thesis is to contribute to the design of a new development strategy in West Africa, on the basis of the experience of the economic community of West Africa’s member-states. The study is comprised of three components. In the first component relating to the global evolution, are examined the historical and geopolitical dynamics of the sub-region and the analysis of the crisis of structure and operation vicious circles. As concerns the second component, it deals with the present policies being implemented, namely, adjustment policies and initiatives to overcome the socio-economic impasse. Seven hypotheses on the implications of structural adjustment are tested through case-studies. The last component, corresponding to the alternative, contains the proposal of an integral human development strategy in the sub-region, based on the valorization of human, material and financial resources, the development of integrated channels of development, the agro-industrial and artisanal integration, the setting up of new methods and criteria of management, as well as new forms of co-operation. A new method for evaluating achievements bound to a set of indicators is also proposed

Full textParticipation of civil society in development activities is widely recognised as a central element for poverty reduction and a pillar of governance. A major challenge today is to find ways of guaranteeing efficient, inclusive and sustainable participatory mechanisms. The institutionalisation of participation can address these requirements. This study aims to identify and discuss the measures that ought to be taken in this endeavour and focuses on the role of Law in the process of institutionalising participation. The study highlights the central role of the legal framework in fostering an enabling environment for participation, namely by guaranteeing rights, setting up spaces and defining rules for civic engagement. However, the legal dimension can only constitute one aspect of the institutionalisation process. Other elements such as the strengthening of capacities of both civil society actors and public authorities are equally important. Senegal constitutes the main case study of this analysis. Several initiatives have been taken in this country towards institutionalising participation in various spheres, including the PRSP process and the European cooperation policy, as well as national sectorial education and rural development policies

Full textImpairments in the verbal, non verbal and symbolic aspects of communication are some of the most salient features of individuals with an autism spectrum disorder (ASD). Previous studies have demonstrated the efficacy of early intervention in improving functional communication means and thus in decreasing the occurrence of disruptive behaviours. Our study compared an experimental group (EG) of 16 young children with ASD (mean age 54 ± 10 mths) who received an early intervention program based on good practice recommendations (NRS, 2001), including an active parental role and an individually tailored curriculum. The EG were observed over a period of 3 years and their communication development was compared with a control group (CG, N=11). Pre- and post-intervention assessments of the children's communication skills included: Early Social Communication Scales; Reynell Scales; VABS; Shulman's Test of Pragmatic skills; Khomsi's test of verbal comprehension and a Picture Vocabulary test. A novel methodology was the use of a single case protocol, assessing the communicative forms and functions displayed by these children during a standardized situation. Our findings showed that the children from the EG made significant gains in all aspects of their communication, reducing the magnitude of their developmental delay. The EG's developmental trajectory was most noticeably distinguished from the CG's in regard to language comprehension and pragmatic skills. Data from the single case protocols showed a significant increase in the EG's use of conventional communication means, alongside a marked decrease in disruptive behaviours. Such a pattern was not observed in the CG. The EG also initiated more communication bids to serve a broader range of communicative functions, highlighting a more flexible and spontaneous use of their communication means compared to the CG. The use of a broad range of assessment tools in this study has been warranted by the observation of gains in aspects of communication which are usually not part of the basic language assessments

This thesis aims to address this gap by focusing on the enhancement of creativity within organisations. Full textLa méthodologie proposée vise la conception d'un intergiciel optimisé et pour cela aborde deux aspects : la spécification d'une architecture d'implémentation, et la construction d'une configuration faisable. L'architecture d'implémentation est optimisée dans le sens où l'intergiciel est adapté à l'environnement d'exécution (le système d'exploitation OSEK/VDX OS), et minimise son utilisation des ressources disponibles. Elle apporte une réponse, d'une part, au niveau de la spécification d'une architecture logicielle (construite à l'aide de design patterns), et, d'autre part, à la manière dont cette architecture est déployée sur une plate-forme concrète (sous la forme d'un ensemble de tâches). La procédure proposée pour la construction de la configuration de l'intergiciel calcule les caractéristiques temporelles faisables de l'intergiciel et des trames émises par les stations d'un réseau CAN. Elle prévoit aussi une étape pour le calcul d'une allocation de priorités faisable pour les tâches de l'application sur chaque station. L'optimalité de la configuration est atteinte en assurant le respect de toutes les contraintes temporelles imposées sur les échanges et sur l'exécution des tâches de l'application et de l'intergiciel.

Full textThe context of this thesis is the development of wireless sensor networks for aerospace applications. The concerned aerospace applications are the temperature and mechanical stress measurement, on the aircraft wings for flight test and on the satellite structures. Note that these measurements must be made in real time without data loss. Our researches are focused on developing wireless communication architecture. This architecture should meet the specific needs of these applications in term of low cost, low power consumption and high data rate. The RF front-end architecture developed in this thesis uses the UWB frequency band from 6 GHz up to 8. 5 GHz approved in Europe. The RF transceiver is based on a direct conversion architecture that uses two differential channels I and Q. Our work is focused on the design of frequency mixers. These mixers require a very important relative frequency bandwidth (10–510 MHz), in the input of the up-conversion mixer and in the output of down-conversion mixer. The design of the low noise amplifier (LNA) is less sensitive because its relative bandwidth requirement is less important. A new topology of mixer was designed to meet the need for bandwidth with zero conversion loss to directly connect the antenna without using power amplifier and reduce the control power to -3 dBm to reduce consumption of the Voltage Controlled Oscillator (VCO). In this way, the transmitter is reduced to two low consumption mixers. This architecture leaves more flexibility in terms of power consumption for the design of the receiver. The RF blocks have been developed in CMOS 130 nm; this technology allows us to achieve good performance with minimum cost. The measurements validate the operation of the developed circuits

Full textIn this dissertation, we focused on the role of local government in developing Information and Communication Technologies (ICT) on their territories. The dissertation is divided in two parts. In the first part, we ask how local governments’ intervention in the telecommunication market contributes to accelerate the implementation of digital infrastructures. It results that it is not the problem of digital divide which mobilize local government efforts but the reinforcement of the territorial attractiveness. The second part of the dissertation analyse the development of the electronic administration at the local level. It builds a nomenclature of local e-administration services, measure its development and its organizational change. A segmentation of local government, based on their implication in developing ICT is proposed

Full textThis work is an exercise of union between the sciences of information and of communication. A robust methodology and tools of bibliometric analysis are used for scientometric and mediametric studies. For this, we have studied the scientific production of a public organization of research and development, the Brazilian Agricultural Research Corporation (Embrapa), their researchers competencies and finally we have evaluated the performance of this organization and its 40 research centers in the media. The results indicate that the function of the analysis of organizational internal and external information is today an important and strategic instrument for the improvement of decisions and to build organizational policies that contribute to the development of the society. The study of R&D competencies demonstrates the potential of intelligence, which can be generated with information already available in organizations, although dispersed into several administrative departments. It witnesses the need to organize in the organization an informational environment specific for the function of analysis, integrating databases and information from various sources. The use of mediametry methodologies provides space and efficiency to the monitoring functions of the organizations communication processes, for the evaluation of campaigns and the production of press releases and other communication material. The relationship with the Press also benefits with the elaboration of suggestions of adequate reports to the editor's preferences. This would not be possible without the acquisition of intelligence on the media to determinate its trends through the analysis of its production, the themes preferred by each vehicle and the behavior of their editors. The function of clipping, following what the Press is publishing is present in organizations of the five continents, the integration of the function of analysis by the creation of the Clipping database is the differential presented by this work. With similar bases, methodologies and tools as those described here, it is possible to carry out prospective studies on the historical evolution of a topic, a product, a politician or a company in the media and to facilitate activities of monitoring the environment, competitors or a whole sector of the economy

Full textDifferently of typical babies, who express an interest for communication, infants who will become autistic are characterized by the presence of abnormalities in social interactions and communication. This research is focused on “motherese”, a language used by the adults when addressing to infants. Characterized by a raised `pitch' and exaggerated contours of intonation, motherese wakes up infants’ attention and communicates emotion and phonetic information of the language. This type of speech depends on the quality of the answers of the baby which suggests that infant is actively implicated in early interaction process. We postulate that: if language learning depends on a normal social interest for people and the signals they produce, autistic children, who lack social interest, may be in a cumulative disadvantage in language acquisition. Their poor answers to the incentives of their parents can impoverish their motherese production. That could in return reinforce the withdrawal and the delay in language acquisition. We participate on the development of computational methods and an algorithm allowing the characterization and the automatic detection of motherese for the analysis of early parents-infants interactions in family movies. We tested our hypothesis in two observations: a control child and a child with autistic development. These case studies show that the hypothesis are testable and not contradicted, but this imply to consider the respective roles of mothers and fathers from which dynamics is very different during the first months of child’s life

Full textABSTRACT This research has the ambition to revisit the theories of social action, social capital and those of the territory-actor to capture the dynamic interactions of actors and territories under the territorial development. The need for articulation between theory and practice is also taken into account through the analysis of lessons learned from the Support Programm for Small Local Irrigation (PAPIL) in the light of the above theoretical approaches. The implementation of PAPIL which aims to support people in building a project of sustainable and inclusive territory in a collective perspective and relying on local resources, is in the need to anticipate to accompany the changes taking place at "local societies plagued by de-structuring and restructuring." In its approach, the project is part PAPIL new generations in local development. It aims to encourage and facilitate locally common and shared willingness to emerge a draft territorial development and wealth creation. The geographical scope of the study consists of Fatick, Kolda, Tambacounda, Kédougou considered among the poorest in Senegal about 80 000 km2 and a population estimated at about 2,209,511 million in 2013. The PAPIL intervenes in those territories that have values, beliefs, an experience that must necessarily be taken into account. The social and societal dimensions are decisive in the formulation and implementation of a local development project. In this context, these territories were analyzed from four identity components on which exercises the lever of governance namely the societal, social, international and government / NGO / project. This research has identified for each territory, the actuating levers to implement optimally a local development program.
