We live in an interconnected, hyper-mediated world. A plethora of communications surrounds our everyday lives and polities, whilst new media and technologies have brought forth possibilities for, and ways of, communicating across space and time. Long-distance communication and travelling, the accelerated flow of information, ideas, images and sounds across national and other frontiers, the construction of multinational urban centres and global media corporations, the live broadcasting and commercialisation of major events and crises, the expansion of global advertising, spin and political marketing, and the advent of the Internet, have modified and complicated the reality of national, international and transnational relationships. This very collection of essays was made possible via the Internet to connect the Editors, based in different locations and while they were travelling. This is now the norm. Slightly more unusually, yet underlining the growing potential of this area, a workshop held at the University of St Andrews in November 2006 brought some of the contributors together both physically and virtually through the medium of Skype. Physical presence has long not been necessary in order to communicate, influence, or indeed, coerce.

Abstract International studies, which in the twenty-first century exists as a global, multifaceted and interdisciplinary enterprise, is ready for a turn toward graphic communication. Evidence is mounting that the complexity of international studies is over and beyond what can be managed, intellectually speaking, through an approach that relies overwhelmingly on the exchange of words. Effective communication throughout international studies requires a turn toward graphic means. Thus, the Visual International Relations Project (VIRP) is introduced in this article as a pathway toward more effective conveyance between and among sectors of international studies. Work within the VIRP focuses on creation of an archive that will be available to members of the International Studies Association (ISA). Work proceeds in six sections. The first section provides an overview of the communication-related challenges facing international studies as scholarship becomes increasingly global in scope and diverse with regard to theorizing and methods applied. Section two makes the case for a visual approach to combat intellectual isolation that is intensifying as a result of communication through words alone. Along with a few alternatives in section three, the foundation for a recommended graphic turn, systemism, is introduced. Systemism emphasizes completeness and visual representation of theorizing. Section four applies a graphic method based on systemism to depict works of scholarship in a common format. Value added from visual representation of these scholarly works is demonstrated in section five, within which communication takes place between and among them. Section six sums up the contributions of the graphic approach based on systemism and explores future directions for research.

Abstract:
In the article it is noted that Ukraine's entry into the world community is a clear indication of the urgent need for professionals able to possess not only professional qualities, but also knowledge of a foreign language, therefore foreign language training should become a priority task of higher education. The methodology of training international relations specialists to the English dialogue communication has been characterized. The interaction of competitive, cognitive-communicative, personal and professional-oriented approaches to learning has been analyzed. The basic principles (general-didactic and special) that ensure the effectiveness of the educational process have been defined. All defined principles, focused on the development of professional speech of students, are closely interconnected, each of them complements another, therefore they are also interdependent. The traditional methods of teaching English dialogue communication, such as verbal-informative, visual-heuristic and practical-research, and active learning methods (business games, project methods, case-method, analysis of specific situations) have been singled out. Technique as an integral part of the method has been described. Techniques of mental activity (didactic: comparison, generalization, assessment of activities) and techniques of teaching (methodical: the implementation of didactic tasks according to the model, making up a dialogue at a given beginning, working out of a presentation)have been single out. It has been proved that such forms of educational activities as conferences, presentations, excursions, and conducting classes of real professional activity were effective. Non-traditional forms of training contributed to immersing students into professional activities, help them to enhance their professional interest and allow them to demonstrate the ability to interact. The article states that the basis of the preparation of international relations specialists for the English dialogue communication is the expedient choice of forms and principles of training, the development of an excellent method of conducting classes, the use of balanced, thought-out and effective methods and means of teaching.

Abstract Systemist international relations (SIR) is put forward as a potential solution to short- and long-term problems faced by the discipline of international relations (IR). SIR responds to the immediate difficulties that stem from an impasse between advocates of analytic eclecticism and skeptics who prefer paradigmatic research. The more sustained challenges posed by the size and complexity of IR also can be met through implementation of SIR, which entails a graphic turn. Along those lines, the Visual International Relations Project (VIRP) is creating an archive of one-page graphic summaries for cause and effect as conveyed in respective publications. The VIRP aims toward an improved state of communication in the field based on such visual representations.

AbstractThis article begins from the observation that while communication is a widely used catch-phrase in current IR theorising, the very concept of ‘communication’ is still mainly treated in terms of simple sender-receiver models which do not sufficiently elaborate how the insights of the ‘communicative turn’ can be made fruitful for IR theorising. The argument is developed in three steps. First – particularly drawing on the work of Karl W. Deutsch – we identify those pockets in IR theory, namely conflict studies and theories of ‘communicative action’, in which ‘communication’ plays a considerable theoretical role. Second, it is claimed that placing ‘communication’ at the centre of any theory of IR requires taking full account of the theoretical consequences of the ‘linguistic turn’. To develop this argument requires an examination of the often implicit notion of ‘communication’ in contemporary uses of speech act theory and symbolic interactionism in current IR theory. Such a move necessarily leads to the diagnosis that all social systems and orders of exchange, including international relations, are communicatively constituted. Finally, such a view enables a reconfiguration of the central problems of ‘order’ and ‘conflict’ in IR theory in an innovative fashion: while the problem of order can be restated not as the problem of establishing regularities and patterns but as a problem of disconnecting communications, the problem of conflict can be restated not as a problem of a disruption of communication but as a problem of continuing conflict communication.

The article attempts to systematize arguments in favor of the fact that today the study of political communication at the international level, its various manifestations and consequences, faces problems that do not fit into the rigid framework of generally accepted political and philosophical theories, approaches and schools, and thereby actualizes the task of theoretical methodological understanding of the ongoing global socio-political changes through the formation of a new paradigm for studying the politics of international relations, adequate to the state of the world community and the challenges of the time. It is shown that in conditions of modern extreme instability and conflict potential, a special role is played by unofficial diplomacy, carried out through informal communication in various formats, in particular, in the format of the track two and track 1.5 diplomacy. The effectiveness of this kind of diplomacy is demonstrated by referring to its evolution and successful examples of its application in the 20th century, as well as the foundations and prospects in the current century.

The study outlines the role of intercultural communication as a crucial component of diplomats and international professionals’ training, which increases the effectiveness of interaction with representatives of different cultures in performing professional duties. Conditions of civilizational development, achievements of science, innovative technologies, requirements of public life, the priority of foreign policy activity have led to the deepening of people's and cultures’ interaction. Because of such interaction of both individuals and cultures, diplomatic relations between different states have gained a special status. The diplomatic relations are based on intercultural communication as a tool of international cooperation aimed at promoting foreign policy interests of different states, as well as ensuring international cooperation and developing long-term formal and informal ties between government institutions, international actors, diplomatic missions, and political leaders. All these cause the intensification of intercultural communication processes that become systemic. With the research methods being study, analysis, and generalization, the study was aimed at revealing the concept of intercultural communication competence as the diplomats and international affairs specialists’ ability to choose and implement a speech act depending on the goals and content of professional speech through language, as well as mastery of communication strategies and tactics.

The article deals with the issue of facilitating learning the specific features of spoken professional communication for International Relations through discourse analysis. The authors present an EFL methodology solution to the problem of teaching ESP to International Relations students based on a strong determination to use the latest advancements in linguistics, i.e. discourse analysis for the purposes of ESP teaching at the university level of education, namely the bulk of linguistic research into the rhetoric of discourse strategies. The paper considers the very concept of discourse and discourse strategies, provides examples of discourse strategies used by IR VIP persons in publicly open interviews on TV and outlines the methodology applied to structure the educational process to help students use their linguistic knowledge to achieve efficiency in spoken professional intercultural communication.

The paper focuses on the topic of the impact of Information and Communication Technologies (ICT) on the international migration phenomenon According to the discussed literature, there is an impression that ICTs change the essence of migration and monitoring of migration flows. It also suggests that migration and migrants? needs shape the development of ICT services intended to them, but they also shape the content of social media. The impact of new technologies on international migration (before migration, during migration and upon arrival in the country of destination) has been discussed through an overview of empirical research findings in Serbia and other countries. In this context, the ICT users relevant to the migration process (individuals and interest groups) have been more closely determined and discussed, the aspects of the relations between ICTs and migration have been highlighted, as well as their implications for individuals and society. The considered aspects of relations of ICTs and international migration at different stages of the migration process and their severe implications for individuals and society, in our opinion, point to the need for cooperation of users of information and communication technologies relevant to the migration process in different domains ? the spheres of influence of ICTs. We believe that is how the potential of ICTs will be exploited in an adequate way, for benefit of both ? migrants and other relevant interested parties. While widely accepted by individuals, information and communication technologies have just begun to be recognized as important for migration policy in Serbia and generally, in terms of their opportunities and challenges. In Serbia, only recently (as of the 2011 Census) there has been data available on the use of ICTs by certain migrant groups (long-term settled refugees from former Yugoslav republics). Also, the qualitative surveys on the use of ICTs during the migration by transit asylum seekers have recently started. That can also be said for the research, where ICTs serve for gaining knowledge on migrants and attitudes towards immigrants. Although not voluminous, academic literature on the use and implications of ICTs use in the migration process in Serbia points to greater use of ICTs by certain groups of migrants (long-term settled refugees from former Yugoslavia) in relation to the local population. There are also generational and gender differences in the use of ICTs by migrants. When it comes to transit asylum seekers in Serbia, the use of ICTs at various stages of migration and for various purposes (among them are the selection of the country of destination, the route of movement, but also contact with other migrants and smugglers) is observed.

Abstract:
The study’s purpose is to critically analyse approaches to international communi- cation in the global environment and clarify the specifics of processes that char- acterize the asymmetry of foreign-policy communication because the contem- porary communication tools allow forming both a positive perception of foreign policy initiatives and a negative attitude of politicians or the world community toward foreign-policy actions. As a result, the research focuses on studying the transformation of the EU foreign-policy communication tools; analysing the practice of foreign-policy communications of Germany and Ukraine; detecting the impact of destructive communications on the image of the EU, Germany, and Ukraine in the international information space. The main conclusions of the research are such statements: the aggravation of Ukrainian-Russian relations has demonstrated an imbalance in the existing for- eign-policy orientations; the EU leaders rethought the political impact of supra- national formation on the contemporary system of international relations; Ger- many’s practice in foreign-policy communication concerns the preservation of the position as a world leader that is able to influence the solution of complex international political and security issues.

The present crisis in international relations manifests itself in several domains, including diplomatic communication. Attempts to find common ground have become increasingly rare, and ultimatums more frequent. Devoid of substance, international dialogue has become more emotional. Traditionally reserved and kept behind closed doors, diplomatic communication is now exposed to the general public, with contradictions deliberately highlighted and discussions theatricalized. This article explores new forms of international dialogue using the concept of ‘society of the spectacle’ proposed by philosopher Guy Debord. Originally developed to study the socio-political and economic dynamics within individual countries in the late capitalist era, this concept is applied here to interstate relations, specifically to analyze diplomatic communication amidst the current crisis.

Globalisation has produced not only denser, but also linguistically more complex communication networks. Multilingual practices have transformed the academic and professional lives of language learners, and imposed new requirements on LSP teaching. This article foregrounds genres in multilingual globalised contexts. Genres have been recognised as one of the key focuses of LSP. Although previous research highlighted the importance of developing relevant field-specific genre practices, little attention has been paid to the nature of genre repertoires in the field of International Relations (IR). We report on the findings of a qualitative study into genre practices of the IR community. We set out to examine the typical genres of IR in academic and in professional settings. We focus on the languages in which these genres are enacted, and on the transformation of genre practices that occurs as a result of the community members’ trajectories through different academic and professional or institutional contexts. The analysis of genre collections and of the data collected through semi-structured interviews with IR students, professors, and graduates, reveals the rich, diverse, and asymmetrical patterns of genre use in three languages: French, Slovene, and English. The study suggests that the informants’ disciplinary communication has changed considerably over the past twenty years, and that the changes in the genre ecologies require new approaches to teaching about genres. Based on the findings of the study, the paper discusses the challenges of multilingual realities for LSP teachers and genre analysts.

Abstract This paper proposes a research agenda for studying the building blocks of amicable communication and their role in fostering sociability between states. Against the backdrop of linguistic-pragmatic, international relations, and communication theories, it first theorizes the state as a communicating actor in social interactions and conceptualizes amicable actions and their potential to advance relations in interstate communication. On the basis of 2,180 amicable statements performed by a variety of international actors in a range of communicative contexts, a classification according to variations, intended goals, and prevalence of amicable actions is suggested. The findings show a preference to perform interstate communication through solidarity-oriented and expressive actions. Asserting friendship and thanking were found to be the most popular actions, frequently utilized by international actors in a range of ceremonial contexts. Paying respect and expressions of honor were found to be the most frequent strategy for showing one’s deference to the other’s sovereignty and autonomy. In the conclusions, we argue for the importance of studying the pragmatics of interstate communication and point to factors that need to be confronted in the future in order to answer the overarching question: Under what conditions do amicable actions achieve their ends?

Abstract Language shift in Alaska threatens to replace Inupiaq, and other indigenous languages, with English unless the conditions that create the shift are reversed. The vitality of West Greenlandic and Inuktitut in the Eastern Arctic can exert a positive influence on the west if Inuit groups share published materials and increase international communication in their own language. Congruent writing systems are crucial to the process of reading what other Inuit write. A comparison of the orthographies used for Alaskan Inupiaq and West Greenlandic shows how differing systems can complicate international written exchange.

Abstract:
The article examines the concept of hybrid warfare as a major factor in shaping the system of modern international relations. Traditionally, this process took place in the military sphere: in the past, the most famous systems of international relations were created as a result of large-scale wars. Today, the main tool for achieving supremacy on the world stage are hybrid wars, the main danger of which is the lack of laws, principles and rules for hostilities. Hybrid wars are dangerous both for a particular region (leading to the loss of cultural and civilizational identity) and for the system of international relations in general (serving as a source of global instability and becoming more frequent). Such a war theoretically allows the attackers to maintain the conflict for a long hour: their financial costs and human losses will be incomparably less than in a normal war. The main features, examples and analytical model of hybrid warfare are considered. The difference between the concepts of hybrid warfare and hybrid threats as an element of the aggressor’s preparation for information warfare is considered. In the process of evolution, human society has become increasingly aware of the value, significance and effectiveness of information, not only as a tool for learning about the world and the basis for building communication, but also as an incredibly effective and powerful «weapon» that sometimes surpasses all known weapons. Current trends in global communication show that the flow of information is so diverse and contradictory that information is beginning to be both creative and destructive. Therefore, choosing relevant and important information is an important task for every Ukrainian. It is important to study and master media literacy, i. e., the the ability to find, navigate and critically evaluate information found in digital environments.

Conceptual approaches to the study of the text as phenomenon are highlighted; its place and role in the communicative activity of the individual, social groups, state, international actors are determined. The peculiarities of political communication in the political and diplomatic activities of states in the international arena are analyzed. The importance of linguistics in diplomatic relations cannot be underestimated. Diplomatic etiquette and norms of the negotiation process significantly affect both the success of the process in international relations and the positions of the parties and their willingness to cooperate. The relevance of this study lies in the attraction of sources of different origin for a comprehensive analysis and processing of this little-studied aspect of international relations. The aim of the article is to analyze the issue of political text in political linguistics and its place in political communication within political and diplomatic activities of multilateral cooperation. The methodological basis of the research is a multidisciplinary approach, which includes both general and specific scientific research methods. The methodology is based on a systematic approach, which is to study the political text as a single system of interconnected elements (linguistic, communicative, discourse), which are characterized by interconnectedness and interdependence. This allows us to consider the text as a set of speech and writing activities to create a text as an element of communicative activity and the result of political communication, which creates a text as a result of the political willing of the state in the international arena.

The potential for cultural differences to lead to conflicts is also highlighted, which underscores the importance of cultural competence and sensitivity in communication. Individual and national identities play a crucial role in shaping foreign policy decisions, necessitating that policymakers be aware of their biases and promote mutual understanding and diplomacy through cultural diplomacy efforts and to prevent any impediments to peaceful relationships. While culture and identity can be utilized as soft power, the study advises policymakers to approach it with nuance and sensitivity to avoid cultural imperialism and appropriation. The study stresses the importance of a deeper appreciation of cultural diversity and greater sensitivity in cross-cultural communication through cultural diplomacy efforts so as to foster positive international relations.

The communication skills of specialists in international economic relations determine the ease of overcoming linguistic and cultural boundaries in today’s globalized world. As businesses expand into international markets, the demand for professionals with a high level of language competence, including translation and interpretation skills, is high. The article substantiates that translation competence is an integral part of the professional competence of applicants for economic direction, since integration processes and international cooperation increase the requirements for foreign language proficiency not only in the interpersonal sphere, but also in the economic, especially in the field of international business. In the course of the study, the main key challenges and barriers to effective communication in international business are identified and characterized, namely: cultural differences, language barriers, non-verbal communication signals, technological challenges, time zone differences, cross-cultural misunderstandings, translation and interpretation. Emphasis is placed on translation and interpretation, as it is an important tool for facilitating communication between speakers of different languages. Correct translation and interpretation requires not only knowledge of the language, but also cultural competence, understanding of the context and knowledge of the subject. The authors identify the main areas of application of translation and interpretation in international business, including: legal and regulatory documents; financial reports and market analysis results; marketing and promotional materials for international markets; translation of technical specifications, instructions and documentation for products; diplomatic negotiations, international conferences and diplomatic correspondence on economic issues. Thus, translation is an effective tool for effective communication, cooperation and negotiations in international economic relations. By overcoming language barriers, fostering intercultural understanding, and the exchange of information and ideas, translation plays a vital role in promoting economic cooperation, trade liberalization, and sustainable development on a global scale.

The article notes that modern processes taking place in the world are causing the reformation of the system of international relations, forcing scientists to think about the conceptualization of the concept of "political influence". Any influence is a process whose goal is to change behavior, preferences, positions, feelings and emotions, beliefs, as well as group norms, mass attitudes, and social consciousness. Political influence is one of the varieties of social influence. Political influence is traditionally seen as a manifestation of power. In international relations, the concept of "political influence" is associated with the concepts of "state power", "state power". It is noted that influence in the international arena can be exercised using various means and mechanisms, in particular, using "hard" or "soft" power. At the same time, the same resources can act as "soft" or "hard" power, for example, economic, human, communication, etc. In the system of international relations, dialogic and authoritarian communication is used, which affects the results of influence. The article analyzes the means of influence, in particular, attention is paid to the classification of resources of political influence. It is noted that political influence in international relations depends on many factors: economic, social, informational. It is pointed out that there are various methods of political influence, the subjects of which are both individuals and large transnational corporations, international organizations and states. The effectiveness of political influence will depend on the specific characteristics of the subject and the object of influence, on their status in the international arena, prestige, will, etc., and the nature of the relationship between the participants. It is concluded that political influence in international relations is an integral part of them.

Abstract In this essay, I propose that a focus on research validity can improve communications among scholars of international studies who use a variety of methodological approaches because validity as a unifying standard allows for greater flexibility of methodological and empirical approaches to theoretical concepts. Social science disciplines have recently been more concerned with replication and transparency as the standards by which social science research is measured and valued. I apply transparency, replication, and validity to five identified inefficiencies in international studies communication and an examination of judicial independence/international studies research. This application indicates that validity is the more useful standard in that it addresses four of the five communication inefficiencies. Linking validity to advancing causal inference research, creating incentives for multimethod research teams, and improving social science communication to the lay public can also facilitate communication among international studies scholars.

The purpose of this article is to explore the differences between public diplomacy and similar concepts that relate to the country’s international image. Concepts such as public diplomacy, traditional diplomacy, foreign policy, international public relations, propaganda, national branding, etc., are often seen as synonymous. A mere observation of these concepts is provided in the literature review. These concepts are elaborated based on the communication actors’ perspective, the inter-communicating parties, the message providers, the message recipients, and the mode of communication, whereas identifying the differences and distinctions between them is realized according to the Lasswell communication formula. The conclusions show that this communication approach provides more potential to identify the differences between these concepts as compared to the current approaches, which view them from an interdisciplinary perspective.

How can we capture the nuances and scales of increasingly digitalised world politics, taking advantage of the possibilities that come with ‘big data’ and ‘digital methods’ in our discipline of International Relations (IR)? What is needed, we argue, is a methodological twin-move of making big data thick and thick data big. Taking diplomacy, one of IR's core practices as our case, we illustrate how anthropological and computational approaches can be merged in IR research. The article is dedicated to the analysis of the particularities of the functioning of the mass media in the context of reflecting the specific issue regarding the current international relations. After all, at the center of research is geopolitics in its close relationship and media interdependence. The history of becoming these relationships is being pursued, certain controversial issues are being discussed, generated by the assertion of geopolitics as a science, on the one hand, and the media, on the other, highlighting their tangency points but also the inherent differences. Attention is drawn to deciphering the observed tendency, manifested by the media, to become a political actor in situations that characterize contemporary international relations. Certain new forms of collaboration in the targeted areas, which are confusing, are also reported. In order to deepen the interpretation of the geo-information paradigm, the elucidation of some essential concepts, such as terrorism, crisis, conflict, is used.
