Abstract:
The turn of the twenty-fi rst century is the time of a global revolution consisting in an avalanche of modern technologies. The achievements of science and technology are used in every fi eld of human existence. The basis of functioning of modern society is the use of cyberspace. Access to mobile phones, computers and the global ICT network is a determinant of societal development. The idea of universal automation and computerisation is a fact. The possibility of using high-speed ICT connections is not only the domain of scientifi c institutions, military agents and large business entities. A global computer network connects individuals. The intensive development of modern technologies, the Internet and telecommunication networks has enabled the emergence of a new approach in communication between citizens and the state (with central and local government offi ces). It has also enabled the introduction of new solutions, models and services at this level, resulting directly from specifi c social needs and expectations. According to the assumptions of the idea of e-government, the basic premise for creating e-government is to improve contact with the authorities at all levels, and to speed up procedures for dealing with offi cial matters. Investing in modern administration may bring tangible benefi ts to citizens and entrepreneurs as well as to the administration itself.

Abstract:
This article critically examines the role of Information and Communication Technologies (ICTs) in governmental reform processes in development through a case study of the Greater Bangalore Municipal Corporation. The study explores the increasing use of ICTs for property taxation and its impact on municipal government reform processes within a developing world context. Attracted by the ‘hype and hope' of such technologies and related platforms, development actors across the world have adopted computer-based systems and related ICTs for use in government as a means reforming the inefficiencies in public service provision. Much has been written about e-governance within a growing stream of literature on ICT for development, generating countervailing perspectives where optimistic, technocratic approaches are countered by far more sceptical standpoints on technological innovation. This paper will examine not only the interplay of local contingencies and external influences acting upon the project's implementation but also aim to offer an insight into disjunctions in these relationships which inhibit the effective exploitation of ICTs in the given context. The research on which this paper is based focus on an empirical case study surrounding the implementation and use of an electronic property tax collection system in Bangalore, India between 1998 and 2008. Drawing on the theoretical perspectives of the ‘Ecology of Games' and ‘Design-Actuality Gaps' which recognise the importance of a multitude of diverse motives and individualistic behaviour as key factors influencing organisational reform and institutional change, the article contributes not just to an understanding of the role of ICTs in administrative reform in development, but towards that emerging body of research which is critical of managerial rationalism for an organization as a whole, and sensitive to an ecology of actors and their various motivations within the organisation.

The article defines the essence and features of the system of marketing communications (SMC) of the subjects of public administration. It is proposed to introduce this concept as a complex of interpersonal dialogue communications in small groups, public, organizational and mass communications, which is an element of the system of public administration and provides communication of subjects of management with their target audiences.The author justifies the classification of marketing communications in public administration. Among the main classification criteria of distribution are the following: type of communication subjects, communication goals and types of media marketing communications.The basic principles of formation of information flows in the system of public administration are determined. The main of them recognized: openness of state information; guarantee of the right to receive information; openness and accessibility of information, freedom of information exchange; authenticity and completeness of information; guarantee of freedom of expression and beliefs; the lawfulness of receiving, using, storing, distributing and protecting information, etc.The article identifies the most important reasons for the ineffective information and communicative policy of government departments. Among them: organizational; historical; resource and personnel-professional.The author substantiates the directions of improvement of the system of marketing communications of the subjects of state administration and raising the level of its efficiency. It is determined that for today, public relations, direct marketing, sales promotion and public advertising should be considered among the main means of SMC. Practice shows that at present the most effective element of SMC of public administration is public relations. First of all, this is explained by the fact that they contribute to the formation and development of well-developed and effective mechanisms of social feedback and their priorities.

Along with the decrease of administrative influences, the effective functioning of contemporary public administration needs the support and partnership of society. The necessity to consider the reaction of society obliges to inform and to create public understanding on decisions made by the public administration, as well as to ensure an opportunity for individuals to get involved in the decision making process. Thus, the role of communication in public administration performance increases. The regulation of the state needs increasingly greater public acceptance and approval both by responding to the public’s position and wishes and by creating common values and standards that are often achieved by the communication process. In order to understand the role of communications in public administration processes, the author has studied the development of the public administration communication during several state reform stages in Latvia. Using qualitative research methods – interviews, document analysis and comparative analysis and quantitative content analysis –, the trends and challenges in the development of Latvian public administration communication were identified. It is possible to stress two important changes – firstly, the goal of public communications is not just to increase the awareness of the public, but also to involve the public in the state’s development, and secondly, the transformation of communication changes the methods and the way of public administration communication.

The article considers the concept, value and features of communications in the public administration of the Russian Federation in the context of national specificity. The main problem is the involvement of wide groups of citizens in the development of policies and the transition to communication technologies as an instrument of indispensable success. The author shows all the difficulties and features of the issue of communications in a state society, politics, and socio-economic field. By solving this problem, the author proposes the development of implemented technologies for the communication of citizens and authorities by virtual interaction using the Internet and social networks in modern conditions. Thus, we can conclude that communication in the political sphere requires constant dynamic development based on the basic mechanisms and blocks of communication, but the transition to communicative activity, which is possible with a legislative approach to this problem.

The article presents the issues of electronic communication in the functioning of public administration bodies. The author analyzes the provisions of the Code of Administrative Procedureregarding the initiation of administrative proceedings by means of electronic communication and electronic delivery. The first concerns the submission of letters by the applicant to a public administration body (Artt. 61 and 63), the second concerns the transmission of letters by a public administration body (Artt. 39 and 46). E-applications and e-deliveries serves to facilitate, streamline and accelerate procedures in communication between a citizen and public administration bodies, and reducetheircosts. Nevertheless, many provisions remain underdeveloped. The author drawsattention to these problems.

From year to year, the role of Social Media has become increasingly important. In this context, public institutions in Romania have started to use social networks more and more often, in order to increase the interest of citizens for interaction through social media. Usually, online communication channels do not replace other means of communication, but offer the advantage of the large number of users who are increasingly active in these social networks. Also, public institutions maintain a close relationship with the media, given the fact that it can be a good channel of communication with citizens. Through this communication channel, they build a favorable image and make the activity of public administration transparent, which leads to an improvement in the relationship with citizens. Therefore, the relations of public institutions with the media are materialized through the organization of press conferences, through press releases or interviews with public administration leaders.

This article explores and tests whether awareness of social equity in public services delivery is existed in local public administration and citizens, and whether these perceptions are different between local offices and citizens. Using data from a survey of Pakistani local public offices (n = 150) and citizens (n = 1200), the authors generally find positive awareness of fairness, justice and social equity but the strength of the associations vary among different level of income groups. Awareness of fairness and justice and social equity differs significantly between public offices and citizens in services delivery. The practical implications of the findings and recommendations are discussed. The important implication this article shows that local public organizations can benefit in issues of fairness, justice and in equity in public services delivery while facilitating the two-way communication between public offices and citizens and there is need of professional public administration that can understand and practice social equity.

As we move farther into a condition of “post literacy” in our society (a condition where reading and writing have been displaced by television and video as the primary sources of mass entertainment and communication), the problem of students entering universities and even graduate programs with substandard communication skills is becoming more pronounced.In addressing the problem, despite frequent references to the “art and science of public administration,” there seems to be far too little emphasis on communication skills. Most public administration schools concentrate on the behavioral and management sciences—while largely ignoring the equally important communication techniques upon which our students' competence and effectiveness will be assessed in their careers.We aid and abet the problem by failing to recognize those skills, or lack of them, in our program guidelines. The National Association of Schools of Public Affairs and Administration calls for specialized areas of study—management, program analysis, and policy analysis—that seem to assume a firm grounding in communication skills; but that assumption is so often incorrect.The science of public administration can only take us as far as systematizing our search for information. Effective evaluation and interpretation of that information rests in the ability to use it persuasively. It is the normative evaluation of information, mostly absent from scientific inquiry, that is so important to effective public administration. And the normative interpretation of policy conclusions is largely contingent on persuasive ability, alacrity in the use of the art, not the science, of public administration.

For many years, Ukraine is not entirely able to reverse the dangerous tendencies of growing distrust of the public to the activities of state authorities. In particular, the promises of public authorities regarding the improvement and development of information and communication technologies that are used both in the activities of state authorities, in narrow circles of specialists, and in everyday life of ordinary people are not fully fulfilled. The state-civil communicative network is one of the main directions of stimulating economic growth, employment, expansion of competition and, as a result, contributing to overcoming "digital isolation", both social and geographic. Without the state-civilian communicative network it is virtually impossible to execute management decisions, to make feedback and to correct the goals and stages of the activity of state authorities.

The theoretical aspects of application of information and communication mechanism in the field of public transport are defined. The object of study is the field of public land transport services. The purpose of the article is to analyze the world experience in implementing information and communication mechanism and substantiate the need for the use of appropriate technologies in the public administration of the sphere of services in the land public transport in the capital city. The conceptual foundations of creating smart-cities are revealed. The attention is focused on the information and communication technologies as one of the areas of smart-specialization of the city of Kyiv. The world tendencies of introduction of the information-communication or smart-technologies are presented. The problems of functioning of urban transport system are revealed. The feasibility of introducing an intelligent transport system has been proved. The key issues that need to be addressed to improve the current situation in the field of the land public transport in the city of Kyiv are outlined. There is also an emphasis on improving the performance of the carrier-company. The relationship between the information- communication, regulatory, organizational, financial mechanisms is revealed. The need to involve the city dwellers in the development of the management decisions is emphasized.

El objetivo es describir el origen, desarrollo y características de la Comunicación Institucional Intercultural para la Salud. Para ello se ha realizado un análisis de contenido de los materiales, a través del cual se constata un interés creciente por desarrollar este tipo de comunicación durante el período de estudio, sobre todo a partir de 2005 y entre las Administraciones autonómicas que mayor número de inmigrantes registran. Además, existe cierta coincidencia de los temas abordados con algunas de las prioridades encontradas a nivel socio-sanitario. Electronic government encompasses all government roles and activities, shaped by information and communications technologies (ICTs). Going well beyond analogies to e-commerce, it encompasses the four domains of governance and public administration: the state’s economic and social programs; its relationships with the citizen and the rule of law (e-democracy), its internal operations and its relationship with the international environment. E-government builds on three evolving forces: technology, management concepts and government itself. It has given rise to several phenomena that are redefining the public sector environment, including the International Institute of Administrative Sciences. Four aspects of e-government have lasting impacts on public administration: citizen-centered service, information as a public resource, new skills and working relationships, and accountability and management models. The challenges of e-government are even more acute in developing countries, although it also offers solutions. Public administration in all countries requires new thinking and leadership to ensure that e-government realizes its full potential.

Abstract This article aims to explain the interface between advances in civilization and advances in communication. The article also addresses the inadequacy of public administration literature to explain why communication media is important to its theory and practice. Subsequently, the article explicates why communication media contribute to the public administrator’s ability to improve the quality of democracy. The literature on communication media and public administration provide conceptual data that indicates how communication media continuously contributed to the public administrator’s ability to manage large disparate social-economic units. Network theory and administrative communication theory indicate why communication networks improve institutional effectiveness and efficiency. The literature confirms the need for clarity on how the interface between communication media and public administration increases public value and improves the quality of democracy. Network theory is a viable strategy for increasing the public administrators’ ability to increase public value.

Abstract:
The article analyzes the features of the communicative and managerial process during the implementation of economic relations in local authorities. The meaningful concept of communication and the specifics of its functioning in the system of public administration are revealed. The basic principles, features, key tasks and functions of communications in the implementation of economic relations at the basic levels of government are described. Specific differences in the functioning of the system of modern communicative activity in public administration and at the basic level of government have been clarified. The information and communication system of local authorities is analyzed. The process of formation of internal organizational communications and their key forms used in the implementation of economic relations in the system of public administration are considered. The legislative and normative base of public administration bodies and state authorities in the implementation of communication tasks and functions has been studied and analyzed. The main stages of institutionalization of communicative relations between the government and the public are considered. The list of criteria for assessing communication processes in the implementation of economic relations between state institutions and public administration bodies, between the authorities and representatives of business structures, between the authorities, population and representatives of the public sector.

This article presents an exploratory study of the concept of political mediatization. Using the scoping review method, we survey academic writings on this subfield of political communication. This research aims to highlight the dominant topics covered in the literature on the mediatization of politics, identify gaps in research, and provide a better understanding of how studies on mediatization align within the broader literature on political communication. With this systematic approach, we aim to better conceptualize the mediatization of public administration by identifying consensus on the concept in the existing literature. The scoping review process indicates that: (1) Studies analyzing mediatization focus on political actors and institutions, and the junction between political mediatization and public administration is rarely studied; (2) Approaches used to study the mediatization of politics are mostly qualitative; (3) The mediatization of public administration has only been analyzed quantitatively in European contexts, and; (4) Indicators used to measure the degree of mediatization in public administration differ widely between studies.

Social media have proven to be a valuable new environment for communication, in such a measure that even public institutions have adopted them to engage with their various audiences. As of 2012, Romania is part of the international agreement named Partnership for an open government, whose key purposes include increasing transparency, en- couraging civic participation in public life, and the use of new technologies in administration. Social media have both the potential and the necessary tools to ensure an increased level of quality interaction between public ad- ministration and its users. However, statistics on the use of social networks in Romanian public organizations are scarce. Considering Facebook as the main network having both the capacity and the efficiency needed to in- crease participation, this study is envisaged to review how social networks have been adopted by Romanian public administration, with a close look at the engagement received from the online interaction with the citizens. We aim to address the currently existing knowledge gap in the field of public communication through social media networks. For this study’s purpose, several Romanian public institution’s Facebook pages will be analyzed, aiming to conclude into a comprehensive image of the level and qual- ity of public engagement with the respective public institutions and the Romanian public administration as a whole. We found out that photo and video were the most frequently used and had the most scores in engagement than other media types. Regarding citizen engagement, the Like button is the most frequent way for citizens to interact with public institutions. Social media provide a space for common communication between public administrations and stakeholders and have the effect of increasing trans- parency, collaboration and participation if are used properly.

Summary The aim of this article is to present the essence and significance of information and communication in public administration in the context of the management control. Broadly understood information in public administration allows both to control the activity of this administration and to make correct decisions and actions in order to perform public tasks effectively. Therefore, the existence of a proper system for sharing and exchanging information is an essential component of the management control, ensuring the execution of the tasks and objectives in a way that is consistent with the law, effective, efficient and timely. The article points to i.a. the types of information and means of communication that may be deemed effective or legally acceptable tools for conveying information and communicating in public information. In this context it should be emphasised that - in particular - sharing public information requires that a relevant form be retained and a proper sharing procedure be followed.

The article is devoted to issues related to the development of the concept of «e-Government» («e-government») and the concept of e-government as a new approach to public administration. The article analyses the definitions of the concept of «e-Government», which are presented in foreign and domestic literature. all the studied definitions helped to share the concept of e-government in a narrow and broad sense. In the narrow sense, e-government is the use of information and communication technologies in the activities of public authorities or means of communication. In a broad sense, this is a process aimed at changing interactions in the public administration system, the purpose of which is to improve themanagement system, improve the quality of public services and ensure the constitutional rights of citizens. The article defines the main prerequisites for the emergence of the concept of electronic government, presents the principles and directions of its development: (e-Administration) electronic administration, (e-Citizens) electronic interaction with citizens and the provision of services to the public (e-Services), (e-Society) development information society. The e-government development directions have helped to identify their advantages and disadvantages. The article reveals the regulatory framework and development strategies in the Russian Federation of e-government, digital democracy and the information society. The article analyzes the UN comprehensive indicators characterizing the level of development of e-government, digital democracy and the information society in the countries of the world and the place there of the Russian Federation.

The subject of this research is the advanced technological solutions associated with the transition from digital to neuro-communication technologies in the sphere of public administration. The author explores the current stage of development of the NeuroNet, which is the new-generation information and communication network, which promotes the transition from the data-centrism of digital government towards the intelligence-centrism of neuro-digital public administration. The article also considers the possibility of connecting brain-computer interfaces in the sphere of interpersonal communication, contributing to the formation of neurocognitive level of mass communication, neuro-digital interaction between the government authorities and the citizens. At the same time, one of the crucial aspects of the neuro-communicative environment is the digital equivalents of a human, the Internet of things and objects of material infrastructure, which e shift the management processes to the sphere of virtual and augmented reality. The novelty of the this work consists in disclosure of the applied aspects of implementation of quantum communications in digital infrastructure of public administration, which ensure secure interdepartmental document flow, as well as dialogue with citizens, including on the level of neuro-communications, and allow effectively counteracting quantum hacking. Digital sensorics and technical bionics, combining the capabilities of control of unmanned transport vehicles and robotics, significantly impacting the development of a “smart city” based on the big data and predictive analytics, and reflecting the neural network structure of the digital state, make a considerable contribution to the scientific novelty of this research, and simultaneously actualize the aspect of neuro-communication as personal biodata and biosafety.

In the course of the pandemic, the remote working and e-leading (leading through information and communication technologies) have also become the usual mode in public administrations, yet research on their consequences for employees in the public sector remains scarce. The aim of this article is to reveal what challenges and tensions emerge in relation to e-leadership in Lithuanian municipal administrations and how the pandemic influences e-leadership and its effects on municipal employees. A qualitative exploratory empirical study based on semi-structured interviews was conducted in a Lithuanian municipal administration before and during the pandemic caused by the COVID-19. It was found that, before the pandemic, e-leadership was mostly initiated by individual supervisors in municipal administrations who encouraged employees to use various e-tools for communication and daily performance of tasks; however, it was poorly supplemented by teleworking. The crisis-induced situation made e-leadership mandatory because of implemented teleworking. It has led to a massive agglomeration of e-leading tasks by supervisors who play the crucial role in instructing employees to use e-tools, gathering and sharing the information, monitoring and reviewing the division of functions and tasks. We also discuss the critical effects on employees, such as multitasking and total availability, resulting from e-leadership and teleworking.

The purpose of the article is to study public communications in digital platforms of public administration in Russia. In recent years, there has been an intensive introduction of digital platforms into the practice of public administration, and communications within the platforms have become part of the national system of public communications. The object of research in this article will be public communications in two digital platforms in Russia: St. Petersburg and the Leningrad region. In the period from December 1, 2019 to November 1, 2020, we collected 10993 messages from the Our St. Petersburg platform and 3758 messages from the People's Expertise platform. The main research methods were the Text Mining method and qualitative analysis of messages. The results of the study of the platforms «Our St. Petersburg» and «People's Expertise» show that the practice of communication in them is very different from the ideals of public democratic communication. The most characteristic differences are the problematic nature of communications: citizens turn to authorities to solve problems most often in the field of housing and communal services. Public communications in the studied urban communication platforms are very different from communications in social networks in their limitations; platform affordances inhibit the spread of discussions. The most important epistemic authority in public communications is bureaucratic rules and appeals to legal procedures. When analyzing the procedure of political reasoning on digital platforms, some methods of manipulative presentation of information are revealed.

Purpose – Public administration, its functionality and efficiency become an important element of prosperity not only for individual economies but also for transnational entities. We are looking for new directions and new practices for public administration that are inspired by the business sector, which to orientation for results, satisfaction of customers, and reflections on the mix of services that will be provided to the citizen. The basic principle of all reforms in public administration is the understanding of administration as a service to citizens. The aim of the paper is to explain the essence of some selected innovative theoretical approaches in public administration and also to analyze citizens' access for e - government from the point of view of communication with representatives of the public administration at the level of individual EU member states. Design/methodology/approach – Characteristics of selected innovative approaches in public administration. Based on selected indicators within EU member countries, to analyze citizens' access for e – government. Findings – Innovative methods introduced in public administration are implied by the private sector. The availability of digital information of the public administration for citizens, about its representatives as well as about the financing of public administration has greatly improved over the period 2008-2017. Research limitations/implications – The availability of citizens' information in the context of communication with the public administration was monitored on the basis of selected indicators within the EU member states over the period 2008-2017. Practical implications – In addition to summarizing individual innovative approaches of management of public administration, the practical benefits are also experience with individual types of these approaches of management of public administration public administration in selected countries. Originality/Value – Theoretical aspects are complemented by indicators that assess the use of e-government by citizens of EU Member States. The aim of the article is to comprehens institutionalization of strategic communications in the system of public administration in Ukraine and identify the main stages and preconditions of this process. During the study, we used the complex of historical and national practices and contracts, phenomenological, interdisciplinary, dialectic, synthesis, application, group and system value. The article presents definition of strategic communications in the system of public administration. The authors substantiate a process and result of institutionalisation, formation, normative and organizational support as purposeful consistent activity of public administration subjects on formation and implementation of state policies and strategy, positioning and changes in social conditions, events and phenomena. Formulated the based stages of institutionalization as universal process that takes place on the following stages: formulation of the need and objectives; legislative consolidation of norms and rules, establishing the system of sanctions, comprehensive integration of social activities. Established that strategic communication in the system of public administration are before industrial stage, characterized by awareness of the needs, formulating goals, creating conditions and opportunities for their implementation. The main prerequisites of strategic communications in the system of public administration are: security, value-ideological, legal and are determined society’s need to ensure effective strategic management and develop joint strategic development of the state. Scientific novelty of the research is to analyze the prerequisites for the institutionalization of strategic communications in the system of public administration and determine its main stages and features. Abstract Following study focussed on the perception of the public administration by the international students in the context of implementation of the concept of smart administration. New administrative reality requires that public administration should not only adapt to new conditions, but should also introduce complex plans of change, which in consequence should lead to the creation of a new type of smart administration, which adequately answers the needs and expectations of contemporary and future citizens. Smart administration should be understood as an effective, well managed organisation with reasonably simplified structure and conduct oriented primarily towards serenity, comfort and well-being of the recipient of its service. Important feature is easy, two-way communication, which is a gateway for active participation of citizens in public affairs in both local and nationwide level. For the purpose of this study, various dispositions expressed towards public administration were classified into the three categories of behaviour models. Models of behaviour in public administration presented in the paper are meritoric-despotism behaviour, efficient-democratic behaviour and anarchist-informal behaviour and were created for this study on the basis of approaches already present in the field. Main objective of the paper is to provide preliminary analysis of how the international students perceive changes in the behaviour models in public administration and what is the role of smart administration in this. This paper is based on the data collected during the interviews, conducted face to face, with four students from different part of Europe and who are following exchange programmes. Questions concerned the experience in contact with public administration, its role, performance and how should it be changed. Research results showed that regarding behaviour changes in public administration, interlocutors speak in favour of a centralised model of public administration rather than decentralised, which is interesting in the context of smart administration, because this mean that there is still a common perception that the base of classic approach to public administration should be maintained even if modified by new concepts.

Abstract Internal communications are an important element and have a direct connection with the management of an organization. About 60% of the problems in the management of an organisation are due to poor communications. Communication in an organisation is associated with the transmission of certain knowledge about the nature and role of the organisation, implementing and maintaining motivation, organisational cohesion and sense of belonging, inspiring the development of know-how. This leads to increased confidence in the government, and, in turn, it affects productivity and motivation. In the transitional period or at a time of crisis, internal communications play a key role in the transmission of important messages, often preventing incorrect and damaging rumours. If people in the organisation are aware of the rules of communication in times of crisis, the organisation has a chance to minimize interpretations of what happened in the media.
