Abstract:
Along with the decrease of administrative influences, the effective functioning of contemporary public administration needs the support and partnership of society. The necessity to consider the reaction of society obliges to inform and to create public understanding on decisions made by the public administration, as well as to ensure an opportunity for individuals to get involved in the decision making process. Thus, the role of communication in public administration performance increases. The regulation of the state needs increasingly greater public acceptance and approval both by responding to the public’s position and wishes and by creating common values and standards that are often achieved by the communication process. In order to understand the role of communications in public administration processes, the author has studied the development of the public administration communication during several state reform stages in Latvia. Using qualitative research methods – interviews, document analysis and comparative analysis and quantitative content analysis –, the trends and challenges in the development of Latvian public administration communication were identified. It is possible to stress two important changes – firstly, the goal of public communications is not just to increase the awareness of the public, but also to involve the public in the state’s development, and secondly, the transformation of communication changes the methods and the way of public administration communication.

Abstract:
The article considers the concept, value and features of communications in the public administration of the Russian Federation in the context of national specificity. The main problem is the involvement of wide groups of citizens in the development of policies and the transition to communication technologies as an instrument of indispensable success. The author shows all the difficulties and features of the issue of communications in a state society, politics, and socio-economic field. By solving this problem, the author proposes the development of implemented technologies for the communication of citizens and authorities by virtual interaction using the Internet and social networks in modern conditions. Thus, we can conclude that communication in the political sphere requires constant dynamic development based on the basic mechanisms and blocks of communication, but the transition to communicative activity, which is possible with a legislative approach to this problem.

The article defines the essence and features of the system of marketing communications (SMC) of the subjects of public administration. It is proposed to introduce this concept as a complex of interpersonal dialogue communications in small groups, public, organizational and mass communications, which is an element of the system of public administration and provides communication of subjects of management with their target audiences.The author justifies the classification of marketing communications in public administration. Among the main classification criteria of distribution are the following: type of communication subjects, communication goals and types of media marketing communications.The basic principles of formation of information flows in the system of public administration are determined. The main of them recognized: openness of state information; guarantee of the right to receive information; openness and accessibility of information, freedom of information exchange; authenticity and completeness of information; guarantee of freedom of expression and beliefs; the lawfulness of receiving, using, storing, distributing and protecting information, etc.The article identifies the most important reasons for the ineffective information and communicative policy of government departments. Among them: organizational; historical; resource and personnel-professional.The author substantiates the directions of improvement of the system of marketing communications of the subjects of state administration and raising the level of its efficiency. It is determined that for today, public relations, direct marketing, sales promotion and public advertising should be considered among the main means of SMC. Practice shows that at present the most effective element of SMC of public administration is public relations. First of all, this is explained by the fact that they contribute to the formation and development of well-developed and effective mechanisms of social feedback and their priorities.

This paper presents the results of a study of the professional profile of communication experts in the public administration in Bulgaria. It is part of a project focused on public communications in the public administration in the country. A review of previous local studies of the public communications of the state administration was carried out. The research was conducted in 2021 in a survey filled out by 182 respondents who work as communication experts in state structures such as the Council of Ministers, ministries, state agencies, state commissions, regional administration, municipal administration, and state medical institutions, state universities, etc. The results summarize the skills of PR experts in the state administration in the following main directions: strategic competencies, narrative competencies, and technological competencies.

Abstract:
The article defines the current state of implementation of communication strategies by public administration bodies in Ukraine and identifies systemic problems. An analysis of the positive aspects and shortcomings in the development and implementation of communication strategies in the field of public administration is provided, as well as the requirements and factors that have a more significant impact on the content of communication processes in public administration are determined. The favorable perception of the public sphere was influenced not only by the information space formed by the Ukrainian mass media and officials, but also by the informational messages of Russian propaganda. The author provides suggestions for improving the communication strategy in the public sphere. It was established that when developing communication strategies, public authorities should ensure the reduction of uncertainty and the risk of failure when making strategic management decisions. It was determined that the essence of the interaction of public authorities with target audiences is to ensure an effective state policy and adaptation of state reforms to possible future changes in the external environment. Achieving these tasks is possible by: increasing citizens’ trust in state institutions and improving their image; raising citizens’ awareness of the processes taking place in state institutions; ensuring active participation of citizens in the processes of making management decisions and establishing feedback; establishing cooperation with national and international mass media, it is emphasized that this is impossible without improving the public sector, strengthening the presence of public institutions at the international level, optimizing internal communication and information exchange in public institutions. The development of relations with the public as a new social institution for Ukrainian society, bodies of public authority and local self-government, that is, the creation of conditions for ensuring communication with the community and significant participation of the community in solving local problems, defining the conceptual apparatus, principles and rules of institutional analysis, and as well as identifying the rules used by local self-government bodies. This article critically examines the role of Information and Communication Technologies (ICTs) in governmental reform processes in development through a case study of the Greater Bangalore Municipal Corporation. The study explores the increasing use of ICTs for property taxation and its impact on municipal government reform processes within a developing world context. Attracted by the ‘hype and hope' of such technologies and related platforms, development actors across the world have adopted computer-based systems and related ICTs for use in government as a means reforming the inefficiencies in public service provision. Much has been written about e-governance within a growing stream of literature on ICT for development, generating countervailing perspectives where optimistic, technocratic approaches are countered by far more sceptical standpoints on technological innovation. This paper will examine not only the interplay of local contingencies and external influences acting upon the project's implementation but also aim to offer an insight into disjunctions in these relationships which inhibit the effective exploitation of ICTs in the given context. The research on which this paper is based focus on an empirical case study surrounding the implementation and use of an electronic property tax collection system in Bangalore, India between 1998 and 2008. Drawing on the theoretical perspectives of the ‘Ecology of Games' and ‘Design-Actuality Gaps' which recognise the importance of a multitude of diverse motives and individualistic behaviour as key factors influencing organisational reform and institutional change, the article contributes not just to an understanding of the role of ICTs in administrative reform in development, but towards that emerging body of research which is critical of managerial rationalism for an organization as a whole, and sensitive to an ecology of actors and their various motivations within the organisation.

Abstract:
The article establishes the need for the formation of a system of administrative communications to ensure the coordination of activities of subjects of state, municipal, public authorities, and mass media in the management of social processes. It has been proven that the formation of effective public communication, the communicative complex of the public power subsystem, is possible by reforming the public administration system. The theoretical and methodological principles of forming the administrative communications system were defined, and its structural and functional model was developed. Emphasis is placed on the theoretical description of the communicative process in modern scientific discourse, which uses various, and sometimes mutually exclusive, hypotheses, positions, and approaches; quite often, communication as a process is considered a relatively narrow sphere of human activity, and the application of the used models for local self-government seems problematic. Attention is paid to the fact that in the conditions of public administration reform in Ukraine, one of the urgent tasks is the modernization of the public communications system, bringing it closer to the standards of the EU and leading countries of the world, building an effective model of communication activities of state authorities. The subject and methods of communicative interaction of social subjects implementing communicative public policy are defined. The importance of communication in state administration and local self-government is also proven by its (communication) feature, which is a reliable and constant supplier of valuable information, which is then used in the management process. Public administration communications should be considered as a set of subsystems of informational and motivational interactions. It is noted that, in general, it is appropriate to define the communication system of public administration as mutually agreed complexes of communicative horizontal and vertical, internal and external, formal and informal interactions of subjects of public space (bodies, organizations, institutions, and representatives of state, self-governing, public, media authorities and citizens ) at the central, regional and local levels, thanks to which the coordination of the activities of the subjects regarding the management of social processes is achieved. The article is devoted to the study of communication strategies in public management and administration in modern Ukraine. The concept of "communication strategies" is revealed, their main components and principles of formation are considered. It is noted that the communication strategies of state management and administration bodies contribute to the effectiveness of communication between power structures and society, trust in the authorities, and the consolidation of society. It is proven that public management and administration is a communication process, as it containstypical components of a communicative act. The communication strategies of the state administration reform of Ukraine, the Verkhovna Rada of Ukraine, the Ministry of Education and Science of Ukraine, the Ministry of Foreign Affairs of Ukraine, "Communications strategy in the field of prevention and counteraction of corruption", "Communication strategy on European integration of Ukraine" etc. were analyzed. It was concluded that communication is one of the most important tools for ensuring effective state policy. It is noted that the basis of the communication strategies of public management and administration created in Ukraine are the principles on which the communication policy of the EU is based. Despite the general principles of creating communication strategies and the presence of basic elements, each public management and administration body when creating a communication strategy takes into account its own specificity, values and sphere of interests, and therefore notes its mission, main strategic tasks, analyzes the target audience and selects those resources that will help in the implementation of such a strategy. Attention is also paid to the types of communication strategies described in the scientific literature. A communication strategy can be a presentational, identification, competitive and trust strategy. It is concluded that "pure" types of communication strategies can be singled out as a theoretical concept.

The article examines the state and identifies systemic problems in the implementation of communication strategies by public authorities in Ukraine, which do not allow to increase the efficiency of their work. The positive sides and shortcomings in the development and implementation of communication strategies in the field of public management and administration are analyzed; the requirements and factors that most significantly influence the content of communication processes in the public sphere are determined. It has been proven that the positive perception of the activities of public authorities is influenced not only by the information field formed by the Ukrainian mass media and interested parties, but also by informational messages of Russian propaganda, countering which should be the task of the structural units of public authorities responsible for communication. Suggestions for improving communication activities in the public sphere are provided. It is substantiated that when developing a communication strategy, public authorities should ensure the reduction of uncertainty and the risk of failure when making strategic management decisions. The essence of the interaction of public authorities with target audiences is determined, which consists in ensuring effective state policy, adapting state reforms to possible future changes in the external environment. It is emphasized that the achievement of these tasks is impossible without increasing the level of trust and image of public authorities among citizens; raising citizens’ awareness of the processes taking place in them; ensuring active participation of the public in the process of making management decisions and establishing feedback; improving cooperation with national and international mass media; strengthening the presence of public authorities at the international level; optimization of internal communications and information exchange in public authorities. Abstract:
The article examines the essence and role of digital communications in public administration. It was determined that the main tasks of communications in public administration are informing the public and explaining the actions taken; promoting and strengthening institutional action and facilitating the discussion of ideas. In the face of digital transformation, public authorities have more ways than ever to communicate with communities — from social networks and online town halls to chatbots and virtual assistants. The types of digital communications that have gained widespread practical application by public authorities in the conditions of digital transformation are singled out. It is substantiated that the main requirements for building an effective system of digital communications in public administration are inclusiveness, bilateralism and persuasiveness. Public communication that ignores the differences in how different social groups respond to news and information, or which messages will resonate with whom, is likely to have limited reach and impact. The priority for public authorities should be the development of communication that would be better suited to different groups of the population. Public authorities are increasingly striving to establish two-way communication, when they are both senders and receivers of messages, as a means of achieving a certain form of permanent dialogue with citizens and stakeholders. The persuasiveness of communications depends not only on how they are designed. Trust in the source of information is especially important. Understanding how trust factors can be integrated into the development of communication strategies and initiatives in a way that promotes greater public acceptance and, in turn, compliance requires further research.

Abstract:
The article summarizes the results of research on the use of modern foreign communications experience in the public administration system. It was determined that the basis of communication between the authorities and society is based on the synthesis of the interaction of these two opponents, which has recently been formed precisely through social networks, as a result — electronic governance. It is important not to investigate the significance of communication at the current stage, because communication links are traced in many spheres of life. The study of communication is important in various sciences, including public administration, economics, political science, law, sociology, and others. It is substantiated that the effectiveness of communication between authorities is largely determined by feedback mechanisms between citizens and authorities. Feedback in the public administration system is the influence of the results of the functioning of the public administration system on the nature of this functioning. It was determined that in the system of public administration it seems possible to distinguish two types of feedback: object and subject. Object feedback reflects the level, depth, and adequacy of perception by objects of management of the management influences of the subject of state administration. It has been proven that the main trends in the modernization of public administration in foreign countries are: the use of advanced information and communication technologies in the field of public administration; increasing control over the activities of state authorities; improvement of the mechanism.

The article reveals the purpose, trends and prospects of modern digitalization of public policy; possible consequences of modern digital technology are highlighted; the prospects of communication interactions between government and society in the context of digital technology are considered. The emphasis is made on the fact that the main function of public policy at the present time is the communication between different segments of the population and the public with the power structures; ensuring the transparency of power in the country. Digitalization processes affect almost all spheres of social interaction, in particular, digitalization mechanisms are applied in the political sphere, being constantly updated and improved. The research is based on a comprehensive approach, which implies the study of various aspects of the material on digitalization and the application of digital technologies in public policy, taking into account the historical, cultural and political context. The authors also used such methodological techniques and tools as: methods of structural and system analysis, retrospective evaluation and text-mining to analyze the material on the stated issues. The scientific significance lies in the expansion of theoretical ideas about the significance of digitalization of public administration in the system of public administration. The practical significance lies in the identification of indicators and criteria to assess the degree of impact of digitalization on public administration.

Summary. Problems of communication of public administration participants are typical for Ukrainian society. They are associated with a high level of public distrust in public authorities, insufficient professional level of public administration representatives, low level of coverage of the results of public administration’s interaction with the public on social networks and websites, low level of real access to information with its publication etc. This indicates the need to create new forms of communication with open, transparent, effective and high-quality dialogue between public authorities and the public. Today more and more attention is paid to the development of features and solving problems of establishing effective communications between public authorities and the public, defining the basic principles and directions of further improvement of these communications using modern communication technologies and tools of public dialogue. The aim of the article is to study the ways of development of communicative competence of public managers. The methodological basis of the study are methods of logical generalization, systems analysis and synthesis, observation. The article identifies the key positions of the theoretical justification of the concept of competencies in public administration. The hierarchical structure of communicative competence is studied. The basic elements of the communicative process are determined. The statistical data of the manager’s time spent on the communicative process with subordinates are described. The peculiarities of the socio-psychological forecast of the communicative situation in public administration are determined. The main functions of communication in the professional activity of the leader are investigated. The set of skills necessary for a modern leader to acquire communicative and executive skills is highlighted. It is proposed to develop the communicative potential of a modern public manager to perform on the basis of the unity of its three components: the communicative properties of personality (characterize the attitude to the way of communication, the development of the need for communication); communicative abilities (determine the activity and initiative in communication, emotional response to the state of the partner, the possibility of implementing an individual communication program); communicative competence (knowledge of norms and rules of communication, mastery of psychotechnics and technology in general).

Abstract:
The article looks into theoretical aspects of public authorities’ communication strategies aimed at interaction with business entities. The essence of communication strategy and its place in public authorities’ activities are defined. The main functions of communication strategies are outlined: policy formation, efficiency analysis, resources optimization, influence on business community, increasing the efficiency of public administration. The key types (informing, dialogue, consultation and partnership) and means of authorities–business communication are analyzed. It was found that informing and dialogue belong to the tactical level of interaction, consulting can be regarded as tactical-strategic level depending on the existing circumstances, while partnership reflects the strategic level of communications. The peculiarities of authorities’ cooperation with mass media in establishing communications with the business community are revealed in two directions: influence on the target audience through mass media and building ties with the journalistic community to obtain informational support for political activity. The principles of establishing effective communication between authorities and business are summarized: transparency, democracy, making a plan, regulatory support, willingness to interact, information flows coordination, target audience consideration. The stages of a communication strategy development for public policy implementation by a government body in interaction with the business community are defined: definition of the purpose and objectives; stakeholders identification in the business environment for the implementation of the government's economic policy; analysis of the current positioning of the public administration body, its role and place in the information space; development of individual information messages for prior and secondary stakeholders; assessment of the communication capacity of the authority; choosing forms and methods of communication and interaction with stakeholders; determination of the most effective communication channels for each group of stakeholders; development of a working plan for the implementation of the communication strategy; diagnosis of the expected effectiveness of communication strategy.

The current stage of development of the techno sphere and the global information network not only destroyed the monopoly on information, but also contributed to the formation of a new socio-political culture, the emergence of effective forms of citizen participation in assessing socially important issues and identifying areas of social change. information support of their activities, which should be aimed at creating, organizing the functioning and improvement of information systems that serve the successful implementation of management tasks in close cooperation between government and society. The purpose of the research is to try to consider in detail the concept of «public administration system» and further specify the possibilities of its application in the field of information and communication activities of public authorities. The results clarify the essence of the phenomenon «mechanisms of public administration of information and communication activities of public authorities»; the main determinants of information and communication activities of public authorities and components of the mechanism of state management of this process are established, and also the basic mechanisms of state management of information and communication activities of public authorities are determined, namely: organizational and legal, financial and economic and socio-psychological. Conclusions. The use of information and communication technologies contributes to the development and production of materials for cultural and educational purposes and their dissemination; provides an opportunity for all persons to play a more active role in society at the national, regional and local levels through the use of the latest information technologies in order to: ensure unimpeded access to information about local, regional administrative and legal services and direct links with them; access to official texts of local, regional and national laws and regulations, international agreements and decisions of national and international judicial bodies; promoting the widest possible access to the latest information technologies and communication services. Abstract:
The article shows that communication in administrative systems has a public and legal purpose and regulates the movement of individual administrative subjects to the social community while preserving a certain degree of autonomy, independence, self-determination, and individuality of these subjects. The authors emphasize that regardless of the form of communication, the communication process plays a vital role in public administration. It was found that communication processes in public administration include elements such as administrative bodies and communities, communications, messages, information barriers, and feedback. It was determined that if the external communication of state administration is aimed at influencing civil society, receiving recommendations from society representatives, and adjusting positions, internal communication absorbs the entire administrative system from the inside and is the primary driving force in making major management decisions. It turned out to be a key driving force in management decision-making. This article analyzes the properties of communications in public administration. It is noted that communication is the exchange of information between two subjects. For public administration bodies, feedback is an essential element of communication activity, which emphasizes the transition from one-way notification of citizens about government actions to two-way communication - "civil society - government - civil society". It has been demonstrated that communication should ensure the effective exchange of information between the subject of management and the object of management, establish communication channels for the exchange of information between individual personnel and groups, adjust and arrange information flows to improve relations between communication subjects at different levels in the process of information exchange. It is emphasized that there are many different communication channels in the administrative system, and it is difficult to determine which are the most important and necessary.

From year to year, the role of Social Media has become increasingly important. Usually, online communication channels do not replace other means of communication, but offer the advantage of the large number of users who are increasingly active in these social networks. Also, public institutions maintain a close relationship with the media, given the fact that it can be a good channel of communication with citizens. Through this communication channel, they build a favorable image and make the activity of public administration transparent, which leads to an improvement in the relationship with citizens. Therefore, the relations of public institutions with the media are materialized through the organization of press conferences, through press releases or interviews with public administration leaders.

The purpose of the article is to study public communications in digital platforms of public administration in Russia. In recent years, there has been an intensive introduction of digital platforms into the practice of public administration, and communications within the platforms have become part of the national system of public communications. The object of research in this article will be public communications in two digital platforms in Russia: St. Petersburg and the Leningrad region. In the period from December 1, 2019 to November 1, 2020, we collected 10993 messages from the Our St. Petersburg platform and 3758 messages from the People's Expertise platform. The main research methods were the Text Mining method and qualitative analysis of messages. The results of the study of the platforms «Our St. Petersburg» and «People's Expertise» show that the practice of communication in them is very different from the ideals of public democratic communication. The most characteristic differences are the problematic nature of communications: citizens turn to authorities to solve problems most often in the field of housing and communal services. Public communications in the studied urban communication platforms are very different from communications in social networks in their limitations; platform affordances inhibit the spread of discussions. The most important epistemic authority in public communications is bureaucratic rules and appeals to legal procedures. When analyzing the procedure of political reasoning on digital platforms, some methods of manipulative presentation of information are revealed.

A school district’s need to satisfy the school community’s expectations for current, accurate information and manage a social media presence has increased the necessity for superintendents to employ public relations professionals. As such, these professionals are a recent addition to many school districts’ administrative teams. However, few research studies were located that focused on public relations professionals or communication directors in public schools. The purpose of this literature review was to identify empirical studies and professional association resources that provided historical, contextual, and relevant information about communication directors in school districts. Based on the findings, we uncovered three themes related to the history, roles and responsibilities, and standards for public relations professionals. Such information can help practitioners support communication functions and help researchers identify needed lines of inquiry.

This article analyzes the formation of theoretical views on the nature, methods, and practice of the administrative and communication activities of public authorities in relation to the people of the state in the VI‒V centuries BC in Ancient China. Communication ideas are identified, first of all, on the basis of analysis of Confucius’ Lun Yu treatise. The adopted method of study here is a systemic approach and comparative historical analysis, allowing us to identify the elements associated with the views of the thinker and determine their significance in the history of the theory of administration and communication in Chinese documents. It shows the conditions of the political and economic life of Ancient China at that time, which promoted the emergence of the philosophical Confucian concepts of public administration and communication. It establishes the sequence and distinctive feature of the humanistic and moral, and ethical views of Confucius on the functioning of the communication models of a state, which are still relevant for the development of science and practice. The focus of the work is on the analysis of specific judgments of the thinker about the structure of communication in the administrative environment. It reveals the communicative content of the key elements of the cornerstone concept of his teachings ‒ Tao. The work considers the reasons for the propaganda of closed government and dosed information flows in the administrative field and in the communication of public officials with the masses. It analyzes the means proposed to make people (subjects) make proper decisions for the authorities in power. This task is still actively discussed in modern communication science. It also interprets some of Confucius’ statements that determine the moral and ethical framework of administrative communication and reveals the meaning of his communication model. It identifies the features of that ideal fragmented communication model as a sample limited for practical use by numerous objective conditions. It also specifies the time frame of the “Axial Age” in China’s history. And finally, it makes conclusions about the role and significance of Confucius’s views in the formation and development of the methods and ethics of communicative action in public administration in the historical and perspective aspects.

<p><strong><em>The purpose of the research </em></strong><em>is to analyze the specificity of crisis communication study in the public administration field.</em></p><p><strong><em>Research methodology. </em></strong><em>The methodological basis of the research involves the use of general scientific methods to study social phenomena and processes (analysis, synthesis, modeling, typologization, extrapolation, interpretation, abstracting, generalization, as well as methods of systemic, comparative, and structural-functional analysis).</em></p><p><strong><em>Results. </em></strong><em>It is shown that the development of the state and society is constantly faced with crises of various nature and degree of consequences criticality. As a result of crisis manifestations (unpredictability of consequences, uncontrollability, instability), the need for effective communications of public authorities and society increases significantly. It was found that crisis communications in public administration should be characterized by a quick response to the situation; reliable provision of relevant information to interested groups; demonstrating the position of openness. Crisis communications management focuses on pre-crisis, crisis and post-crisis periods based on the collection, processing and dissemination of information for management decision-making. As we move farther into a condition of “post literacy” in our society (a condition where reading and writing have been displaced by television and video as the primary sources of mass entertainment and communication), the problem of students entering universities and even graduate programs with substandard communication skills is becoming more pronounced.In addressing the problem, despite frequent references to the “art and science of public administration,” there seems to be far too little emphasis on communication skills. Most public administration schools concentrate on the behavioral and management sciences—while largely ignoring the equally important communication techniques upon which our students' competence and effectiveness will be assessed in their careers.We aid and abet the problem by failing to recognize those skills, or lack of them, in our program guidelines. The National Association of Schools of Public Affairs and Administration calls for specialized areas of study—management, program analysis, and policy analysis—that seem to assume a firm grounding in communication skills; but that assumption is so often incorrect.The science of public administration can only take us as far as systematizing our search for information. Effective evaluation and interpretation of that information rests in the ability to use it persuasively. It is the normative evaluation of information, mostly absent from scientific inquiry, that is so important to effective public administration. And the normative interpretation of policy conclusions is largely contingent on persuasive ability, alacrity in the use of the art, not the science, of public administration.

Ukraine has identified the digital transformation of public communications as a priority policy for developing civil society. After the Association Agreement of Ukraine with the European Union, the introduction of European norms and standards in establishing electronic democracy as the basis for further developing the digital public space is of great importance. The study aims to justify measures to improve the mechanisms of civil society’s public communications in the conditions of electronic democracy in Ukraine, considering foreign experience. The content of the theoretical foundations of electronic governance in the context of functional support is disclosed; the level of information and communication technologies in the system of public management and administration was analyzed; the system of electronic government was investigated in the context of the development of public communications and the renewal of the regulatory and legal framework of Ukraine; trends of state policy in the field of e-governance were monitored; ways of further development of the information and digital space in the system of public communications of Ukraine are proposed. Based on the aspect analysis, a conceptual model of the system of information and communication provision of e-governance is proposed, which is built based on the analysis of the subject area and the selection of priority electronic resources that consider the interests of the state and individual subjects of civil society. In modern conditions, the system of electronic public communications must be fully adapted to the needs and requirements of civil society, in which modern information and communication technologies are the main driving forces of social and economic transformations. The present study examined the structural relationships among nes media use, interpersonal communication, and civic participation and how these relationships differed across educational backgrounds. The data from the sample of 1,215 South Koreans adequately fit the hypothesized model. Television news watching and Internet news searching positively influenced the level of civic participation, while newspaper reading did not. Being engaged in political talk with family, friends, and collegues was related to a higher level of civic participation. The effect of newspaper reading on civic participation operated through the effect of newspaper reading on everyday talk. Finally, Internet news searching played a different role in influencing interpersonal communication depending on the person's educational background. The results suggest thath those with different educational backgrounds have different paths by which they engage in communication and civic participation.

Abstract:
Summary The aim of this article is to present the essence and significance of information and communication in public administration in the context of the management control. Broadly understood information in public administration allows both to control the activity of this administration and to make correct decisions and actions in order to perform public tasks effectively. Therefore, the existence of a proper system for sharing and exchanging information is an essential component of the management control, ensuring the execution of the tasks and objectives in a way that is consistent with the law, effective, efficient and timely. The article points to i.a. the types of information and means of communication that may be deemed effective or legally acceptable tools for conveying information and communicating in public information. In this context it should be emphasised that - in particular - sharing public information requires that a relevant form be retained and a proper sharing procedure be followed.

Abstract:
The theoretical aspects of application of information and communication mechanism in the field of public transport are defined. The object of study is the field of public land transport services. The purpose of the article is to analyze the world experience in implementing information and communication mechanism and substantiate the need for the use of appropriate technologies in the public administration of the sphere of services in the land public transport in the capital city. The conceptual foundations of creating smart-cities are revealed. The attention is focused on the information and communication technologies as one of the areas of smart-specialization of the city of Kyiv. The world tendencies of introduction of the information-communication or smart-technologies are presented. The problems of functioning of urban transport system are revealed. The feasibility of introducing an intelligent transport system has been proved. The key issues that need to be addressed to improve the current situation in the field of the land public transport in the city of Kyiv are outlined. There is also an emphasis on improving the performance of the carrier-company. The relationship between the information- communication, regulatory, organizational, financial mechanisms is revealed. The need to involve the city dwellers in the development of the management decisions is emphasized.

Abstract:
The issues of building effective marketing communications systems at the level of public administration are discussed in the article. Most marketing communications research focuses on the private sector. Marketing communications in the public sector are comprehensive and multi-functional. So, marketing communications in public administration are considered not only as a complex of information and communication mechanisms. They also include political, social, economic and cultural aspects. The marketing communications system should be formed both on the domestic market (provision of administrative services to the population and formation of a positive image of state power) and external (establishment of cooperation with international partners and conduct of international policy). According to statistics, the system of information support of public administration is considered relevant by more than 60% of the population of Ukraine. Therefore, given the relevance of this issue, it is useful to determine its practical significance. The establishment of a marketing communications system in public administration should provide the population with mobile provision of administrative services of high quality, the creation of systems of democratic civil society through the development of electronic petitions, the formation of a favorable image of the state to ensure high support for the processes of state creation among the population and at the international level to attract additional investments and ensure tourist attractiveness. Among the current directions of development of marketing communications of public administration are advertising, PR-technologies, image and brand construction, fight against “negative” and fake information, provision of electronic management and provision of administrative services online. However, providing the population with access to the Internet also remains an important issue, as it is this resource that is the main one for the introduction of digitization and digitalization processes in the country.

The turn of the twenty-fi rst century is the time of a global revolution consisting in an avalanche of modern technologies. The achievements of science and technology are used in every fi eld of human existence. The basis of functioning of modern society is the use of cyberspace. Access to mobile phones, computers and the global ICT network is a determinant of societal development. The idea of universal automation and computerisation is a fact. The possibility of using high-speed ICT connections is not only the domain of scientifi c institutions, military agents and large business entities. A global computer network connects individuals. The intensive development of modern technologies, the Internet and telecommunication networks has enabled the emergence of a new approach in communication between citizens and the state (with central and local government offi ces). It has also enabled the introduction of new solutions, models and services at this level, resulting directly from specifi c social needs and expectations. According to the assumptions of the idea of e-government, the basic premise for creating e-government is to improve contact with the authorities at all levels, and to speed up procedures for dealing with offi cial matters. Investing in modern administration may bring tangible benefi ts to citizens and entrepreneurs as well as to the administration itself.

Abstract Internal communications are an important element and have a direct connection with the management of an organization. About 60% of the problems in the management of an organisation are due to poor communications. Communication in an organisation is associated with the transmission of certain knowledge about the nature and role of the organisation, implementing and maintaining motivation, organisational cohesion and sense of belonging, inspiring the development of know-how. This leads to increased confidence in the government, and, in turn, it affects productivity and motivation. In the transitional period or at a time of crisis, internal communications play a key role in the transmission of important messages, often preventing incorrect and damaging rumours. If people in the organisation are aware of the rules of communication in times of crisis, the organisation has a chance to minimize interpretations of what happened in the media.
