Full textThis thesis deals with the methods of learning and criticizing the rules of public communication by student representatives during the student strike in 2012 in Quebec. Taking into account the particular characteristics of student organizations and the conditions in which student representatives learn the rudiments of the roles of press officer and spokesperson, this paper proposes to study the modalities of learning and criticism of rules of public communication. New actors who do not benefit from the same human and financial resources as government and media actors, but with whom they publicly debated during the 2012 student strike. How did they learn the rules of public communication in an intense and animated public debate which subsequently degenerated into a social crisis? As a result of the 2012 experience, these individuals became much more known and recognized, and gained notoriety. We want to understand how the different ways of learning about the rules of public communication depend on the particular environment and the context in which the student representatives were at that time. We also want to focus on the content of learning and criticism to better understand what kinds of rules are learned and what are their strategic functions. The research is based on a qualitative interview analysis of the public affair program 24 heures en 60 minutes, on RDI, and a series of semi-conducted interviews with student representatives. Full textLe système médiatique hybride (Chadwick, 2013), dans lequel les médias traditionnels et numériques s’entremêlent, entraîne une pression constante sur les acteurs politiques confrontés à une gestion de crise. Pour arriver à coordonner leur message et imposer des cadres d’interprétation, tout en suivant le rythme accéléré du cycle de production des nouvelles, il est de plus en plus utile pour eux de préparer des scénarios communicationnels d’intervention ou de contingence. Dans ce contexte médiatique sous pression, les cabinets ministériels, en campagne permanente, font de plus en plus appel à l’administration publique pour les appuyer dans leurs communications de crise. L'objectif de ce mémoire vise à identifier les pratiques de communication de crise du gouvernement québécois dans ce système médiatique transformé. En plus de relever les stratégies de contrôle du message gouvernemental, le mémoire examine la préparation communicationnelle des cabinets et des institutions politiques qui doivent réagir à une crise et en limiter les effets. Ce mémoire étudie également les méthodes qui permettent de prévenir les problèmes de communication dans la gestion d’une crise. Les constats sont tirés de trois études de cas. La gestion spécifique de ces trois crises communicationnelles survenues au cours des cinq dernières années nous permet d’identifier les difficultés auxquelles sont confrontés les gouvernements et les solutions privilégiées afin de déployer une communication de crise efficace dans un système médiatique hybride. Des entretiens réalisés auprès d’une vingtaine de stratèges politiques et de fonctionnaires semblent valider les deux hypothèses de ce mémoire. Au terme de ces entretiens, nous arrivons à la conclusion que pour gérer une crise dans un environnement médiatique hybride, le gouvernement doit comprendre et maîtriser le fonctionnement du système afin d'imposer un cadre d'interprétation. Également, pour protéger sa réputation, il doit se mettre à l'abri des médias, s'il est en totalité ou en partie responsable de la crise.

Full textThis thesis focuses on the contemporary practice of political journalism in Québec. More precisely, it investigates the practice of parliamentary journalists online and specifically on social networking sites. Since now, few studies have analysed how political journalists use social media platforms, particularly in non-US contexts and outside of election campaigns. This work aims to fill this gap in journalism studies and political communication literatures by asking three main questions: (1) how and to what extent do political journalists use internet and social media in their professional practice; (2) what are their motivations to do so; (3) how these uses and motivations influence norms and standards of political journalism? Andrew Chadwick’s (2013) hybrid media system theoretical approach guided us through our study of political journalism. This perspective allowed us to conceptualize political communication processes as a hybridization of old and new technologies, genres, practices and norms. To better understand political journalism in the digital age, we conducted a case study of the practices of parliamentary journalists of the National Assembly Press Gallery in Quebec. We developed an innovating mixed methods design which includes a quantitative content analysis of the messages posted by the parliamentary correspondents, on the microblogging site Twitter, and a series of 28 semi-structured interviews with these journalists. Based on these observations, we draw an overall picture of the parliamentary journalists’ uses of internet and social networking sites. Then, we examine in closer details a few dimensions of their practice online, paying specific attention to their uses of Twitter. First, we analyze how and to what extent they convey information in real time. We also investigated the reasons that motivate them to do so. Our data reveals that instantaneity is not only the result of technological affordances. Intense competition in the media industry, a constant quest for visibility and organizational pressures were cited as key motivations to convey information immediately, which became the norm. Second, we studied journalists’ openness to public participation in the construction of political news. More specifically, we looked for elements of transparency, dialog and gatekeeping sharing in the messages conveyed by Quebec political journalists on Twitter. Except for transparency, these elements were rare. The specificity of parliamentary journalism and the way journalists conceived their audience were cited as barriers to the public’s participation in the construction of political news. Finally, we examined political journalists’ relationship with the normative ideal of objectivity, a central norm of North American journalism. We observed the presence of self-promotion and, to a lesser extent, opinion and humour in the messages published by parliamentary journalists on Twitter. This thesis documents an emerging practice during its development. It presents original data on Quebec political journalists’ practice on social networking sites. It describes the complex and hybrid character of their practice. It also shows how economic and organizational factors contribute to shape the uses of technological tools. In a context of crisis in the media industry, competition and organizational pressures encourage practices of immediacy and self-promotion. Despite the interactive potential of social networking sites, journalists’ attitude toward public participation in the construction of political news remains relatively closed, with a few individual exceptions. Political journalists are still attached to the norm of objectivity, but their online practices also shows elements of subjectivity. These continuities and transformations described by Quebec political correspondents are part of a broader debate in the journalistic community. Our work aims to contribute to this discussion by shedding light on a quickly evolving and highly uncertain context.

Constitué de deux articles, ce mémoire de maîtrise explore, opérationnalise et mesure le concept de médiatisation dans le contexte de l’administration publique. Dans un premier temps, une revue de la portée de la littérature est déployée afin de souligner les sujets dominants abordés dans la littérature sur la médiatisation du politique, d’identifier des lacunes dans le champ de recherche, ainsi que de mieux comprendre comment les études sur la médiatisation s’insèrent dans la littérature plus large sur la communication politique. Le processus d’examen de la portée indique que : (1) Les études analysant la médiatisation se concentrent davantage sur les acteurs et les institutions politiques. La jonction entre médiatisation politique et administration publique est rarement étudiée ; (2) Les approches utilisées pour étudier la médiatisation de la politique sont principalement qualitatives ; (3) La médiatisation de l’administration publique a été analysée que de manière quantitative essentiellement dans des contextes européens. (4) Les indicateurs utilisés pour mesurer le degré de médiatisation dans l’administration publique diffèrent considérablement entre les recherches. La seconde partie de ce mémoire s’insère précisément dans ces manques définis en opérationnalisant le concept de médiatisation de l’administration publique et en évaluant son évolution dans la fonction publique à l’aide du cas des ministères québécois de 2003 à 2017. Cette partie vise à répondre à la question spécifique suivante : Quel est l’évolution du degré de médiatisation au sein des ministères de l’administration publique québécoise ? Une analyse de contenu automatisée avec apprentissage machine est déployée pour analyser un grand nombre de documents administratifs stratégiques. Deux évaluations de la médiatisation sont comparées : une mesure catégorielle et une mesure de la saillance. Les résultats montrent que l’agrégation de neuf indicateurs, mesurant le concept latent de la médiatisation de l’administration publique, permet de mesurer le concept de manière fiable. Appliquée au cas du Québec, la mesure montre une augmentation du niveau de médiatisation dans tous les ministères. Les résultats permettent de formuler des questionnement concernant l’opérationnalisation de la médiatisation de l’administration publique. L’analyse montre également que la saillance apparaît comme une mesure fiable des données de l’administration publique.

Consisting of two academic papers, this Master’s thesis explores, operationalizes and measures the concept of mediatization in the context of public administration. As a first step, a scoping review of the literature is deployed to highlight the main topics discussed in the literature on the mediatization of politics, to identify gaps in the field, as well as to better understand how studies on mediatization align with the broader literature on political communication. The scoping process indicates that: (1) Studies investigating the association of the political sphere and the news media logics constitute the majority of studies on mediatization while the influence of media logic on the public administration is few studied; (2) Approaches used to study mediatization of politics are mostly qualitative; (3) Mediatization of public administration has been quantitatively analyzed in an essentially European setting; and (4) Indicators used to measure the degree of mediatization are still greatly heterogeneous between studies. The second part of the thesis fits precisely into these gaps defined by operationalizing the concept of mediatization of public administration and evaluating its evolution in the public service using the case of Quebec’s ministries from 2003 to 2017. This paper aims to answer the following research question: What is the evolution in the degree of mediatization among Quebec’s Ministries ? An automated content analysis with machine learning is deployed to analyze a large body of strategic administrative documents. Two evaluations of mediatization are compared :a categorical measure and a measure of salience. The results show that the aggregation of nine indicators—all of which measure the mediatization of public administration— makes it possible to measure the concept reliably. Applied to the case of Quebec, the measure shows an increase in the level of mediatization in all ministries. The results make it possible to formulate questions regarding the operationalization of the mediatization of public administration. The analysis also shows that salience appears to be a reliable measure for data from the public administration.

Full textThe principal objectives of this thesis are to look at the media's ineptness to "communicate" and to understand how a political press, in this case the feminist press of France and Quebec, is caught up in a paradoxal of the media market witch forces them into self-demise. Using a critical and feminist theory of communication, our analysis of the media is inscribed in a social dynamics context. This sociological analysis of the press was conceived in order to look into several functions of a newspaper such as a market product and a social enterprise. This methodology goes beyond a mere content analysis common to most media researches. By comparing the French and Quebec feminist press from 1970 to 1990, we're able to gain several insights as to why this press is driven into a strategical cul-de-sac. The thematic of this press, their partisan discourse, their internal organization, their relation to the media market and the images that they portray, are but some of the elements that explain their precarious situation. But their real ephemerality can best be explained through their political function. By analysing the press coverage of the "Ecole Polytechnique of Montreal" tragedy, we're able to assert that the written press participates in a global "over-informational-under informing" process. The press thus loses its function as a critique of the politics and in this process, recuperates and neutralizes the autonomous voice of women

Full textLes quatre dernières hypothèses sont en lien avec le cadre théorique qui met en relation la capacité de sanction de l’électeur médian et les anticipations du politicien à propos de cette même capacité. Ce cadre théorique vise à spécifier sous quelles conditions le cycle électoral aura un effet sur les résultats de l’élection. Les hypothèses inférées de ce cadre théorique seront entièrement confirmées empiriquement. En effet, 9) les tests empiriques montrent que le cycle électoral est sans effet sur la réélection du maire sortant dans les municipalités qui obtiennent un score de zéro sur l’indice des ressources disponibles pour s’informer. 10) Le cycle électoral des dépenses et de la taxation a un effet sur la réélection des maires sortants pour les municipalités ayant obtenu un seul point sur l’indice des ressources disponibles pour s‘informer. 11) Le cycle électoral de la taxation a un effet sur la réélection pour les municipalités ayant obtenu deux points ou plus sur l’indice des ressources disponibles pour s’informer et ayant présenté un bilan financier positif au cours du mandat 2006-2009. 12) Le cycle électoral est sans effet sur la réélection pour les municipalités ayant obtenu deux points ou plus sur l’indice des ressources disponibles pour s’informer et ayant présenté un bilan financier négatif au cours du mandat 2006-2009.

Full textOur research project, “What about Canada? The Changing Dynamics of the Indexing Theory: A Content Analysis ofThe Globe and Mailand The Toronto Star, ” is dealing with the theory of indexing in a Canadian context. Therefore, the main problem illustrated by Bennett and Pfetsch (2018) is that indexing theory removes “alternative voices, ” instead of including these “new” voices in order to balance the sources. In this new fractured environment, it is more complex than before to balance different perspectives and opinions because of the involvement of different actors in the political arena. The main argument of this thesis is that it is imperative totest the theory of indexation and to adapt its central elements to the new political environment. This means an inclusion of this new environment to the basic assumptions that will include alternative narratives. It is in this context that we decided to analyze the issue of immigration policies in Canada and its indexing by the media. Consequently, this thesis is devoted to an analysis of the relationship between the media and official political authorities in Canada, in particular, by addressing the question of the place of alternative narratives in Canadian journalistic discourse.

Full textL'objet d'étude que constituent les représentations sociales est de plus en plus utilisé en histoire afin d'étudier des phénomènes, des tendances ou des événements. Dans ce mémoire, les représentations sociales sont employées afin d'appréhender les suites du référendum québécois sur la souveraineté de 1995, un moment clé du conflit de basse intensité opposant le Célnada anglophone et le Québec francophone. Récoltant un taux de participation exceptionnel et un résultat extrêmement serré, le référendum du 30 octobre 1995 confronta les responsables fédéraux à une crise qu'ils se devaient de résorber afin de maintenir l'unité nationale, malmenée dans la tourmente référendaire. Le présent mémoire s'attache donc plus précisément à l'étude des représentations de la stratégie déployée par l'État fédéral afin de gérer la crise post-référendaire. Full textSpecialized and problem-solving courts emerged at the turn of the 1990s, promoting "community-based" supervision rather than prison sentences for offenders identified with a range "underlying issues" such as homelessness, substance abuse or mental illnesses. In 2013, following in the footsteps of numerous North American cities, Québec announced the creation of its own community court under municipal jurisdiction. This case study unpacks the conceptualization and implementation process of such a dispositif in Québec City. Its methodological approach combines documentary research (legal, political and media documents) and in-depth interviews (15) with key decision makers and partners involved in the development of the court. Analysis draws on political sociology of justice to uncover how the push for a community court is embedded in an agenda of urban "securitization" and "revitalization." The concept of the Therapeutic City is developed to examine the novel style of municipal governance that emerges to reshape the regulation of deviance at the intersection of a number of valued principles and behaviours, from professional sensitivity and personalized treatment to good governance and change in police culture. Rather than merely "softening" punishment, analysis demonstrates how this new normative framework reiterates the authority of legal supervision and the discretionary power of law enforcement. In this regard, research findings constitute a new milestone for understanding the political, moral, and economic processes that underlie judicial innovations, as well as the metamorphoses of social control at the local scale.

Full textÉtant donné que les dépenses de consommation comptent pour environ 60 % du PIB au Québec, il est primordial de comprendre comment les politiques économiques affectent la demande agrégée via les dépenses de consommation des ménages et aussi, comment les dépenses de consommation seront affectées selon l’environnement des consommateurs. En premier lieu, ce mémoire modélise la consommation avec une technique économétrique qui ne repose pas sur l’hypothèse d’une structure de préférence particulière. Dans un deuxième temps, ce mémoire estime un modèle d’agent économique rationnel optimisateur face au problème de l’allocation intertemporelle de sa consommation de biens durables et non durables quand les fluctuations des taux d’intérêt canadiennes varient. La période étudiée est de 1981 à 2011. Nos résultats correspondent à ce qui est généralement observé dans la littérature et nous ont permis de mettre en évidence le rôle joué par le revenu, le prix relatif des biens durables, la richesse financière, la valeur des maisons, la confiance des ménages et les fluctuations des taux d’intérêt pour expliquer les variations des dépenses de consommation des ménages québécois dans son ensemble, mais aussi selon certaines sous-catégories. Notre analyse nous a également permis de constater qu’en désagrégeant la consommation des ménages québécois, il est important de tenir compte des liens entre ses sous-catégories. La non-séparabilité au niveau des préférences entre les biens durables et non durables est importante et c’est pourquoi il est préférable d’en tenir compte dans la modélisation des différentes catégories de la consommation agrégée.
Due to the fact that the household consumption expenditure are valued for approximately 60% of Quebec's GDP, it is important to understand how economic politics affect the aggregate demand through consumers' expenses and also, how household consumption expenditures will vary according to the consumer's environment. Firstly, this paper reviews the consumption with an econometric technique of no particular structure. Secondly, this paper proposes and estimates a model of an optimizing agent who is faced with the problem of allocating intertemporally his consumption of non-durable and durable goods when confronted with a fluctuating rate of return. Expectations are assumed to be formed rationally. The study was conducted from 1981(01) to 2011(03). Our results are consistent with the findings of previous studies and the literature and allowed us to interpret how income, relative price of durable goods, financial wealth, housing market, index of consumer confidence, and interest fluctuations could explain the variation in consumption expenditures of households in Quebec as a whole, but also by some sub-categories. Our analysis also revealed that when household consumption is disaggregated, it is important to consider the relationship between those sub-categories. Non-separability in preferences between durables and non-durables is important and this is why the modeling of different types of aggregate consumption should be taken into consideration.

Full textQuébec City’s Première Ovation Program: Study on the Impacts of a Cultural Policy on Artists Grant Recipients As part of the sociology of culture field, this thesis aims to study the impact of the Première Ovation program on the professional career of Québec City’s artists who have benefited from it. This program stems from the Entente de développement culturel as part of a partnership established between Québec City and the Ministère de la Culture, des Communications et de la Condition féminine du Québec (MCCCF). In this thesis, the effects of such a cultural policy, aiming to support creation on the recipients’ career, are assessed based on a comparative approach of socioeconomical and socioprofessional situations before, during and after receiving a Première Ovation grant. Individual interviews have been conducted with six literary artists, seven theatrical artists and nine visual arts artists all of whom received this grant between 2009 and 2012. Through the analysis of these interviews, this thesis evaluates the effectiveness of this cultural policy, and also introduces larger interpretation methods on both cultural and sociological involvements, on the integration of artistic creation in social life. At the end of our research, it clearly appears that, from one standpoint, Québec City has a pool of dynamic and well-trained young talents. From another standpoint, it appears that the Première Ovation program, dedicated since 2008 to the promotion of emerging talents, has a real impact on all three artistic fields studied. Between financial support and mentoring, both important features of support offered by this program, we can observe positive impacts in the short-, medium- and even long-term of the supported artists’ professional career. However, through the analysis of the paths of emerging artists, the thesis shows that, while a strong artistic and more broadly cultural production potential exists in Québec City, the omnipresent uncertainty surrounding producers persists, despite government funding to help creation. This ambivalent situation can be interpreted in light of the existing disparities between certain institutional aims and their inscription in the sociological realities of the City’s cultural community.

Full textLes radios parlées conservatrices, nées aux États-Unis, ont servi de modèle aux radios d’opinion de Québec dans le but de capter une audience et la maintenir à l’écoute le plus longtemps possible. Ce modèle économique à succès, basé sur le spectacle et la provocation, compte de fidèles adeptes à Québec mais aussi des détracteurs qui les accusent de favoriser les divisions. Notre étude se penche sur le public de ces deux radios, CHOI Radio X et FM93. Nous avons cherché à établir, grâce à nos entretiens avec 16 auditeurs, la nature de la confiance qui les unit à leur station et à définir le type de contrat de communication qui se met en place, à savoir, le système relationnel basé sur des règles et des attentes réciproques entre les acteurs. Les recherches théoriques sur l’exposition sélective et le biais de confirmation, la confiance et le contrat de communication nous ont permis de formuler des propositions de recherche combinant l’adhésion forte des auditeurs au discours de la radio, leur grande fidélité, leur engagement fort et la confiance importante qu’ils ont dans la station qu’ils écoutent. Notre analyse nous a permis d’identifier trois profils d’auditeurs de ces radios qui montrent une prise de recul plus importante vis-à-vis du discours de la radio que ne le suggéraient les recherches.

Full textClimate change represents what science says and what politics is increasingly taking into account (Ouranos, 2015). The purpose of this thesis aims to document the implementation of the two last action plans against global warming, prepared by the Governement of Québec, namely Le Québec et les changements climatiques : un défi pour l’avenir. Plan d’action 2006-2012, and Le Québec en action. Vert 2020. Plan d’action 2013-2020 sur les changements climatiques. At the junction between the analysis of public action (Matland, 1995 ; Kübler et Maillard, 2009) and the theoretical framework of the ecological modernization and its tradition of the public policies sociology (Béal, 2016), this thesis tries to answer two questions : how is the implementation carried out and why are there successes and difficulties to this adoption? Québec gets its foot in a low-carbon society, through the wind and hydroelectric energy tandem. However, fighting against climate change represents a major challenge, which Québec has accepted with an ambitious target. The PACC 2006-2012 got some basis implemented, but there remains a lot to do and outcomes remain unknown : will the PACC 2013-2020 achieve its greenhouse gas emissions reduction target of 20 % below the line of 1990 (Gouvernement du Québec, 2012a, p. I) ? At march 31, 2016, one notes the under-implementation of the PACC 2013-2020, since 22 % only of the planned budget had already been spent (MDDELCC, 2017a, p. 46). Greenhouse gas emissions reduction and climate change adaptation are lagging behind projections. The thesis fits into the theoretical framework of the ecological modernization (Huber, 1982 ; Spaargaren et Mol, 1992 ; Hajer, 1995 ; Jänicke, 1995 ; Mol, 2003 ; Christoff, 2009 ; Spaargaren et al., 2009 ; Toke, 2011), which many people present as the sociological version of the sustainable development project, focused on state and industrial actors, then the civil society (Buttel, 2003). Moreover, source of analytical and comprehensive wealth, which escapes from quantitative studies, the preferred method is semi-directive interviews (Fortin, 2013) with the supervisors of the two PACC, public authorities for the greater part, as well as content analysis (Leray, 2008) for data treatment. But the obvious limitations of the indicators and the qualitative method involve a partial validation of the hypotheses. Otherwise, the ecological modernization thesis takes place in a long-term perspective and requires time for an empirical testing (Guay, 2018)...
