In response to the orphan crisis in sub-Saharan Africa, the international child welfare community has agreed on a model that aims to increase the capacity of families and communities. Yet, little is known thus far about the service content and efficacy of programs based on the model. AbstractThe effect of voluntary health insurance on preventive health has received limited research attention in developing countries, even when they suffer immensely from easily preventable illnesses. This paper surveys households in rural south-western Uganda, which are geographically serviced by a voluntary Community-based health insurance scheme, and applied propensity score matching to assess the effect of enrolment on using mosquito nets and deworming under-five children. We find that enrolment in the scheme increased the probability of using a mosquito net by 26% and deworming by 18%. W

AbstractDespite the dissemination of climate information from national meteorological systems, arable farmers still have challenges of dealing with climate-related risks. This study investigated the effect of using indigenous knowledge-based forecasts (IFs) and scientific knowledge-based forecasts (SFs) on the climate change perceptions of arable farmers in the Rwenzori region, Western Uganda. Data on socio-economic characteristics, use of forecasts, and climate change perceptions was collected from 580 arable farmers and the probit model was used in the analysis. The findings indicated that use of IFs only increased the likelihood of perceiving increase in the frequency in occurrences of droughts and floods. Using both SFs and IFs had a significant positive effect on perception of unpredictable rains and the increase in drought incidence among arable farmers. Although forecasts are important drivers of perceptions, other factors, such as gender, social capital, and dissemination of climate change information by radio, enhance climate change perceptions. Active participation of arable farmers in the dissemination of forecasts by national meteorological services could improve perceptions of climate related risks.

AbstractThis part presents three specific examples of how old-age social exclusion can take place in the field of service provision. These contributions refer to the key areas of care, transportation and information communication technology (ICT) based solutions, which represent some of the sub-domains of service-related exclusion in later life that are most frequently cited in the literature (Walsh et al. 2017; ROSEnet Services Working Group 2020). Given the current demographic trends, the availability of suitable services has become crucial to ensure social cohesion and inclusiveness. Governments, be it on national or community levels, social profit organisations and commercial companies offer a huge variety of services aimed at making people’s lives easier and more comfortable. In order to better contextualise the contributions presented in this part, this chapter will provide an overview of old-age service exclusion in general, highlighting in particular macro- and micro-level considerations. AbstractThis volume uses community case studies and data from around the world to highlight the sustained health and social inequities that sex workers in all of their diversity experience in 2020. Guided by a balanced community–academic partnership, this volume aims to ensure that sex workers’ voices are amplified in describing both challenges and the ways forward. Collectively, the chapters describe an elevated burden of HIV, sexually transmitted infections, drug-related harms, violence and other human rights violations, and significant unmet sexual and reproductive health needs. They also demonstrate that sex workers are not passive recipients of such inequity, but rather actively resist and continue to mobilise to advocate for improved health, safety, and human rights conditions and policy changes. Evidence-based recommendations include sex work decriminalisation, ensuring accessible and sex worker-friendly services, removal of punitive policing and surveillance, community empowerment, and strengthening capacity for community engagement in research, policy, and programmes.

AbstractNATO’s goals require close cooperation of Member States on operational readiness, interoperability of their systems, material supplies, transfer of technology and joint R&D projects. A common approach on the application and implementation of arms export controls, however, is largely lacking. This chapter questions the absence of application and implementation of arms export controls in the context of the material logistical support and services provided by the NATO Support and Procurement Agency (NSPA). Three root causes of deviant behaviour of the Member States with the arms export controls are identified and analysed: (1) fragmentation of the arms export control laws and regulations; (2) a lack of leadership commitment and organisational culture of compliance; and (3) a combination of external and internal pressures leads to a forced prioritization of operational readiness above compliance. Next, a response is formulated to effectively counter deviant behaviour such as non-compliance with arms export controls by implementing a mixture of soft and hard controls. We advise the NSPA to create a culture of compliance within the NATO Partnership Program’s community based on ethical values and virtues. This requires social consensus, leadership commitment and a common agreement on and formalization of the basic rules of export control.

Effective climate change and disaster policy communication services are vital for enhancing the adaptive resilience capacity of the vulnerable local communities in poor countries like Uganda. This chapter focuses on the effectiveness of the Ugandan national climate change and disaster policy information communication strategies in addressing national flooding disaster risks, highlights the recent trends of knowledge based responses to climate change induced floods, assesses the impact of the flood on the socio-economic well-being of local households and communities, and determines the vulnerability issues with corresponding adaptation strategies to floods in the flood prone country. Climate change flood risks have continued to exact huge socio-economic loss and damage effects due to the vulnerability and weak adaptation strategies to floods. Abstract:

This chapter shares the experiences of the Community Wireless Resource Centre (CWRC) as it embarked on the journey to address affordable connectivity for four telecentres in rural and underserved Uganda via telecentre-based community wireless networks. Telecentres have long played a key role in availing access to Information and Communication Technologies (ICTs) and in supporting the provision of universal access. With falling prices and new technologies increasing individual access to ICTs, the telecentre-based community wireless networks need to continually innovate in order to remain relevant to both the telecentres and the partners that together comprise the community wireless networks.
