Abstract:
The study determined the Therapeutic Community (TC) clients’ satisfaction and assessment of the Therapeutic Community Modality Program rendered by the Parole and Probation Administration in the National Capital Region (NCR). The researchers-made survey questionnaire was administered to two (2) groups of respondents composed of 33 probation and parole personnel and 285 therapeutic community clients. The researchers-made survey questionnaire was validated by the four (4) experts in the field of therapeutic community modality program. The study revealed that the TC clients were satisfied on the Therapeutic Community Modality Program in all of the dimensions being assessed; however, there are indicators on clients’ satisfaction that obtained the lowest weighted mean that need to be addressed. On behav-ior management, there is a need for the TC implementers to reinforce community values and give emphasis on organizational structure. On the intellectual and spiritual aspects, educational activities and academic training must be intensified with focus on group activities that counter negative behavior to reinforce community values. On vocational and survival aspects, the TC program must incorporate vocational and livelihood training. The researchers conclude that the TC clients’ and TC personnel are satisfied to the Therapeutic Community Modality Program in terms of behavior management, intellectual and spiritual, vocational, and survival, and emotional and psychological aspects.

This academic article was to propose the development of administrative management for charity school in Buddhist temples. This paper was written from area studies in the collaborative activities in schools and communities cooperated with 3 organizations consisted of home, temple and school in friendly for sustainable coordination. These three harmonize together in a manner that was known as being born from the mind who wants to participate in a particular activity in order to affect the needs of people in line with the social way of life. Therefore, providing the community enter to truly get involved of participation activities need to be considered lifestyle, noble values, culture and attitude for voluntarily participate in community-based activities that supported by public schools and temples. The religious training team advises personnel, students and community members to gain sustainable morality. Mission of great importance is that the school administrators must be able to lead the organization to survive and must set a plan and method as well as various steps in operating systematically by relying on the budget and resources from the state that needs to use with saving and wisely including people, money, time and other assets. If the administrative system within the school is not good, it will affect other parts of the organization. Therefore, success or failure in the school administration will depend on the competency of the school administrators.

Abstract:
Family resource programs are community-based initiatives that offer multidisciplinary services and resources to families with the aim of helping them to maximize their potential. Programs serve individuals who demonstrate a range of needs, and employ personnel who work from a strengths-based, empowerment-promoting perspective. It is believed that adopting such a philosophy will promote the healthy development of the entire family system. The author discusses the historical basis and theoretical underpinnings of current family resource models, and provides a review of current research. Program elements identified as most effective are highlighted, and parents’ preferences and frustrations are discussed. In doing so, critical practical and theoretical challenges are identified, and suggestions regarding essential areas for future inquiry are made.

Problem setting. Today, high-quality higher education and vocational training is recognized by the world community as a significant dominant in the creation of a system of values by economies and the ability to quickly adapt to changing environments for production processes. Preservation and development of human creative potential is the main goal of innovative education, which should be permeated with universal values. To do this, it is necessary to make it develop harmonious thinking, which is based on a combination of inner freedom of the individual and his social responsibility, as well as tolerance. Analysis of recent researches and publications. A significant contribution to solving the problems of personnel development has been made by domestic and foreign scientists and practitioners, including O. Amosov, O. Ataeva, V. Vesnin, N. Gavkalova, G. Dessler, O. Yegorshin, V. Kovalev, N. Markova. E. Morgunov and others. Issues related to personnel development management were studied by such scientists as V. A. Savchenko, T. P. Zbrytska, G. O. Savchenko. A. O. Vornachev, A. N. Boyko, and Y. I. Kravets studied the world experience of professional training of skilled workers. Target of research to analyze the modern world experience of professional development of personnel of enterprises on the example of leading economies. Article’s main body. The article points out that the priority areas for further development of our country’s enterprises are the wider use of the experience of leading economies of the world in the field of quality management and development, formation and maintenance of a culture of quality, development and implementation of standards for personnel development, adapted to the needs of a specific organization. As the development of national vocational education becomes innovative through the use of the experience of the leading countries of the world, the need for specialists to improve their skills during work in accordance with the requirements of the modern world labor market is increasing, the national system of competences and qualifications and so on is being improved. Conclusions and prospects for the development. In order to overcome the shortage of highly qualified specialists, it is proposed to introduce at the state level legislatively regulated financial support of enterprises in the field of vocational training and development of employees, namely: (1) to develop and legislatively invest the funds in the training of employees and their professional development through loans, government tax incentives for companies to organize training, training, retraining, retraining and advanced training of staff; (2) allocate government subsidies to employers who create additional training places for industrial and on-the-job training; (3) stimulate the interest of employers in improving the professional level of staff through a system of encouraging them and improving the organization and improving the quality of education; (4) create funds for employers to transfer a percentage of their payroll to cover most of their employers’ training costs; (5) envisage, within the framework of collective agreements, the creation of training funds, the assets of which are formed either from a payroll tax or through government subsidies; (6) strengthen the responsibility of employers and employees themselves for their professional level in order to increase the efficiency of the use of funds for vocational training of staff; (6) develop draft legal acts to encourage and encourage staff to continue learning and appropriate mechanisms for their implementation (financial assistance – state or sponsorship, educational leave - partially or fully paid, grants, scholarships, etc.); (7) to encourage enterprises to expand cooperation with higher education institutions, research institutes and other institutions of social and pedagogical orientation for the development of scientific and methodological foundations of professional development of staff.

Abstract:
Objective - The primary purpose of this research work is to determine the relationship between work engagement of public elementary school (PES) teachers and organizational support in the District of San Jose, Schools Division of Antique, Philippines. Methodology/Technique - Descriptive-correlational design was employed in undertaking this study. A total sample of 167 was purposively selected among the PES teachers in San Jose District, Schools Division of Antique for the survey. The researchers adapted the accomplished Individual Performance Commitment and Review Form of teachers and Eisenberger's (1986) perceived Organizational Support Scale for the study. Findings – The results show that PES teachers' level of work engagement was very satisfactory in all of 4 work engagement aspects - teaching-learning process, student outcomes, community involvement, and professional growth and development. The results also indicated that the PES teachers have a high organizational support level when the different variables were considered in this study - teaching load, teaching position, sex, and marital status. Moreover, looking into the PES teachers' work engagement, a significant difference was noted in community involvement when grouped according to teaching load; and professional growth and development when grouped according to sex. However, no significant difference was noted in all aspects when grouped according to a teaching position and marital status. A significant difference was also pointed out in organizational support in terms of teaching load, teaching position, sex, and marital status. Finally, there was no significant relationship between work engagement and organizational support of PES teachers. Novelty - The study suggests that the Department of Education subjects its personnel to continuing education, training, seminars, and values formation activities to help teachers become more effective in delivering their daily obligations, engage in their work for skills development, and make them feel they are given much attention by the organization where they belong. The mixed research methods; quantitative research and quantitative research were used and research tools were interview form and questionnaires. Results indicated that 1) the status of academic administration in Phrapariyattidhamma schools, was at a high appropriate level in 5 aspects. 2) In development of high efficient academic administration, personnel consisting of administrators, teachers, staffs and student must be developed in 6 aspects: 1) The curriculum must be continuously adjusted according to community contexts. 2) A new body of knowledge must be created in teaching and learning system. 3) Media and instruments must be up-to-date and can be accessed unlimitedly. 4) Teachers and staffs must create teaching innovation and generate the knowledge to community. 5) Learning area must cover academic, career training and ways to live a life for every level of people. 6) Learning sources must support physical, mental, moral and ethical values of society. The form of high efficient academic administration consisted of 5 aspects in academic administration and 6 aspects of high efficient qualification as 5A 6Q Model.

Abstract:
Introducrion. Due to the peculiarities of the Krasnoyarsk krai (a huge territory, low population density, different levels of health development in the districts, personnel shortage), there is a need to increase the availability and quality of medical care to district patients. For this purpose, since 2016, the Regional telemedicine system has started functioning online monitoring for patients with severe pneumonia, which provides full-fledged curation of patients from all over the region.Objective. To evaluate the results of RTS monitoring of patients with severe pneumonia.Materials and methods. 770 cases of severe community-acquired pneumonia registered in RTS from 2016 to 2018 were analyzed. Statistical data processing was performed using variational statistics using the “Excel-7” software package. For all values, the minimum significance level (p) of 0.05 was taken into account.Results. The risk factor for severe flow was male. Among comorbid diseases, cardiovascular and bronchopulmonary diseases, diabetes, alcoholism and HIV infection prevailed. The lack of flu vaccination in 97% of patients increased the number of deaths by 4.5 times. The greatest need for consultation arose in the Central district hospitals of low capacity. The majority of patients are registered in the system on the first day of hospitalization and are consulted by a pulmonologist of the Regional clinical hospital within 2 hours. Air ambulance of the Regional clinical hospital evacuated 174 patients, the need for flights decreased by 3.5 times. The main mistakes of district hospitals in the management of patients were the irrational selection of antibacterial drugs, the volume of detoxification therapy, the late start of antiviral therapy and ventilators, and the lack of prescription of anticoagulants.Conclusions. Along with the presence of comorbidities, the outcome of the EAP is affected by the quality of medical care, which depends on the professional training of medical workers, continuity in the work of regional medical institutions and air ambulance, which causes difficulties, given the specifics of the region. RTS allows you to solve this problem at minimal cost.

This article is devoted to the most important issue of ensuring an innovative breakthrough in socio-economic development in the context of the formation of the information society against the background of the deployment of the sixth technological order. Today, humanity is entering a completely new era, characterized by a fundamentally different system of social relations, values and meanings. The transition to a multipolar world model aggravates the competition of developed countries, on the one hand, and weakens the role of the state in the life of society, on the other. Globalization abolishes borders, eliminates inequalities, and at the same time deprives entire peoples of their national, cultural, and linguistic identity, and erases historical memory. Sustainable development - a concept championed by the progressive world community-requires an innovative breakthrough not only on the scale of individual countries, but also on a broader, planetary scale. This article is an attempt to answer the question of whose forces this innovative breakthrough should be achieved. The article deals with one of the most urgent and important problems – the development of a new theoretical and methodological basis for the development of the state system of personnel support for innovative breakthroughs in the context of the deployment of the sixth technological order against the background of the greening of public and, in particular, economic relations. Taking into account the fact that at the present stage of the development of civilization, humanity has come to understand the limited resources of the planet, the world is faced with the inevitability of making strategic decisions related to long-term innovative advanced balanced socio-economic development and aimed at overcoming global problems that threaten the continued existence of man as a biological species. The intensive development of high-tech technologies in the context of entering the sixth technological order accelerates the reduction of the planet's life potential, so it is extremely important to make production as environmentally friendly and economical as possible, to reduce consumption and, consequently, to reduce the rate of depletion of natural resources. It is almost impossible to achieve this without the organization of a proper system of personnel support, so it is extremely important today to determine the role and place of the state in solving this task.

Abstract:
The i3L student-led community service and responsibility (CSR) activities are aimed to foster values of collaborative work and to possess social concerns and responsibility for people and environment. Started in 2014/2015, Student Council and Student Community Clubs managed the CSR activities under the supervision of Centre for Student Development Department. It is compulsory for every student to participate in at least five CSR activities. The CSR activities cover three themes, namely education, environment, and social-economy-culture (SEC). The education theme includes English tutoring program to orphanage children and Science tutoring program for underprivileged primary age children. The Environment theme includes campus waste management program and Clean Up Jakarta. The SEC themes include blood donation, Ramadhan event of charity and iftar, Ribbon Run for mental health awareness, and Animal Shelter visit. In academic year 2018/2019, there were 5, 2, 4 activities conducted under education, environment and SEC themes respectively, involving over 724 participants from students, faculty and educational personnel. The activities were conducted in collaboration with 11 partner institutions. The CSR activities have built collaborative work and social awareness among students and faculties. In future, the impacts of CSR activity for students’ soft-skill competencies and for the society need to be evaluated.

The problem of academic counseling, including in the context of addressing the issues of training psychological personnel, has recently become the object of numerous, often disparate studies. Unfortunately, there are not so many fundamental studies of this problem, and practical experience does not always remain studied and appreciated. Objective: analysis of problems of deviant behavior in the context of the processes and results of deformations of the system of values of the students and the educational community. The method of research is a theoretical analysis of the problem of deviant behavior of the students in the context of the processes and results of deformations of the value system of an individual and the educational community. Results and conclusions. Deviations in human behavior in different ages are manifested in a variety of forms, such as aggression and autoaggression, alcoholism and drug addiction, offenses and crimes, and new forms of the addiction. The problem of the (re/tras) formation of a system of values is touched upon in the multitude of works by modern and classic scientists, pedagogues, social workers and other specialists. Technological, social, psychological, political and economic changes in worlds have led to the destruction and desacralization of the customary system of values, such as moral norms, their representation in interaction with fatherland, family and friendship, professional and work communication. The article analyzes the problems and directions of the deviant development of the person and the person’s relationship at the student age, the effects and approaches to organizing and improving the psychological and socio-pedagogical support of a young person as a person, partner and future professional in the process of his study at the university - academic psychological counseling.

PurposeSocial capital, understood as intangible community values available through a network of connections, is a factor in the development of societies and improving quality of life. It helps to remove economic inequalities and prevent poverty and social exclusion, stimulate social and regional development, civic attitudes and social engagement and build a civic society as well as local and regional identity. Many of these tasks may be implemented by libraries, which, apart from providing access to information, may also offer a number of services associated with social needs. The purpose of this paper is to present the roles and functions that libraries may serve in local communities in terms of assistance, integration and development based on classical social capital theories.Design/methodology/approachThe paper reviews the classical concepts of social capital in the context of libraries. It analyses the findings of Pierre-Félix Bourdieu, James Coleman, Francis Fukuyama, Robert Putnam, Nan Lin, Ronald Stuart Burt, Wayne Baker and Alejandro Portes. Based on their respective concepts, the paper analyses the role of the contemporary library in the social life of local communities. In particular, it focuses on the possible new functions that public libraries may serve.FindingsA critical review of the concept of social capital revealed certain dependencies between libraries and their neighbourhoods. With new services that respond to the actual social needs, libraries may serve as a keystone, namely they may integrate, animate and engage local communities. This, however, requires a certain approach to be adopted by the personnel and governing authorities as well as infrastructure and tangible resources.Originality/valueThe social engagement of libraries is usually described from the practical perspective (reports on the services provided) or in the context of research on the impact of respective projects on specific groups of users (research reports). A broader approach, based on original social theories, is rarely encountered. The paper draws on classical concepts of social capital and is a contribution to the discussion on possible uses of those concepts based on an analysis of the role of libraries in social life and in strengthening the social capital of local communities.

In the article on the basis of factual material, archival documents it is analysed the history of foundation and work of the Ukrainian Agricultural Academy (here in after referred to as the UHA) in Czechoslovakia (1922–1935) as a polytechnic-type higher education institution, functioning on the traditions of Ukrainian free science, culture and patriotism. The importance of the topic is due to the inadequate study of the history of the Ukrainian emigration in the Western countries, the activities of its scientifi c, educational, cultural and other institutions, their role in preserving Ukrainian, national and cultural values, which became the basis for the further development of science, education and culture for Ukrainians abroad. The subject of our research is the Higher Agricultural School of the Ukrainian emigration in Czechoslovakia. The methodological base of research are historical and comparative, typological, genetic, systematic methods used for a comprehensive study. The Academy has made a signifi cant contribution to the intellectual development of person, national and cultural values of the united Ukraine. Achievements of the Academy in the personnel training, research and publishing industry refl ect the ideas of Ukrainian scholars at knowledge as a factor of socio-economic growth of the welfare of the people and deepening the infl uence on the establishment of national consciousness, the struggle of Ukrainians for independence. Scientists of the Academy collaborated with international organizations, participated in the work of international scientifi c forums, were recognized by the world scientifi c community, which indicates the maturity of an emigrant private high school. For the history of Ukraine it is very important the comprehensive analysis of the functioning of Ukrainian educational and scientifi c structures, such as the Ukrainian Agricultural Academy in the Podebrady (Czechoslovakia), which during 1922–1935, actively trained highly educated personnel in agro-forestry, economically-cooperative and engineering faculties. It students wanted to learn successfully accumulated human knowledge of their specialties, distribute them, and if necessary to work in Ukraine combining science and production, to raise the economy of the republic to the level of advanced Western countries.

In the article the results of an empirical research of the professional focus of psychological well-being of the personnel of the State Border Guard Service of Ukraine are represented. The author's position on the content of the phenomenon of psychological well-being of the border guards is to study it as a holistic global subjective reflexive experiencing of the border guards of the positivity and significance of their own «I-existence» as a whole and through the prism of their life in the environment of professional activity, representing an integrated assessment of professional life, positive affections in relation to the work performed, the organizational environment and, consequently, life in general, and, secondly, as a subjective experiencing-living of situational experience in the context of professional activity as a harmonious combination of efforts to accomplish work, achieved goals and profits (rewards, recognition, prospects, etc.). Background: There is increasing concern of ambient air pollution as a global threat to humans. The most prominent effect of air pollution is on lung function. The air pollution causes decline in lung function amongst high exposure populations. There are some most vulnerable groups who are chronically exposed to ambient air pollution like traffic policemen, roadside hawkers, Banjara community in India, E-Rickshaw drivers etc. Methods: A cross sectional study was conducted in East Delhi, India. Spirometry was done for roadside hawkers having high exposure to ambient Air pollution and working daily for 6-8 hours for the last more than 3 years. The low exposure group was taken from personnel working inside offices. The spirometry parameters of both the groups were compared. Student ‘T’ test was applied for statistical analysis with the help of SPSS software. Results: Comparison of FVC, FEV1 and FEV1/FVC ratio among two groups revealed lower values for the high exposure group which was statistically significant. Among high exposure group the mixed pattern of ventilation defect was observed. Among low exposure group normal pattern of lung function was observed. Conclusion: Roadside hawkers are a vulnerable group to ambient air pollution resulting in their lower values of lung function parameters with resultant mixed ventilator defect and consequently high risk for development of respiratory diseases in the future.

The study investigates the modeling of a generalized speech portrait of a blog-discourse subject in the speech space of the German military blogosphere. The relevance of the work lies in the development of a methodology for modeling a speech portrait of a virtual linguistic personality, behind the mask of which is a real person, actively participating in the life of his Internet community, united by professional activities and nationality. In this work, the author uses examples from the blog discourse of the German military blogosphere, however, the method of constructing a generalized speech portrait of an online personality, based on the works of Professor Boris Boyko, we apply to the description of any linguistic personality in the communicative space of the global network. The purpose of this study is to highlight the main features for constructing a generalized speech portrait of a German military blogger as a subject of online communication. We were able to identify typical features of the speech of a German military blogger and his virtual linguistic personality, which include units of military vocabulary and terminology, jargon, professionalisms, abbreviations, stable units of verbal communication of military personnel, specific hashtags and non-verbal signs that carry concepts of duty, militancy, patriotism, mourning, etc., associated with the values of military personnel. As a result of the study, we are approaching the speech portrayal of smaller groups within the social group of German military bloggers, for example, creating a speech portrait of a military medic, paratrooper or tanky. The results of our research are of particular interest to military translators, specialists engaged in the study of the theory and practice of Internet communication, blog-discourse, social group dialectology. Knowing the specifics of the speech manifestations of certain social-group communities will allow the recognition of separate subject of online communication by speech characteristics.

Abstract According to the Small Business Act Report, 2015, Romania is placed by the European Commission as a leader among the Member States in the field of entrepreneurship, with the prospects of increasing the number of SMEs by at least 8.5% annually. Micro enterprises in Romania, according to the White Paper of SMEs in Romania-2016, edition XIV, also face difficulties with the continuous preparation and training of the employees, namely: hiring, training and maintaining the personnel, consulting and the necessary training for the company and employees. For vocational training, SMEs in Romania allocate an average percentage of 1.96% of the turnover, a rather unfavorable situation, which shows that Romanian entrepreneurs invest relatively little in human resources training. This paper is part of a European project entitled ME2ME – Micro-Enterprise Learning, and aims at identifying the skills and knowledge available in the local business community that could be valued through peer-to-peer learning networks to support the development of the micro-enterprise sector. The outlined conclusions point out that the peer-to-peer learning process occupies the second position among the methods of accessing the new training sources in Romania. The most important peer-to-peer learning approaches into the micro-enterprises’ representatives preferences were: small group meetings, joint peer activities, and training sessions.

<strong>English</strong><br />This paper aims to analyze the high quality of agricultural human capital and social indicators in improving the performance of national development and to formulate their communication patterns to support capacity building of human and social capital of agriculture in every line of agricultural development. The lack of agricultural human capital and social capital capacity is one of the constraints causing the accessibility limitation for Indonesian agriculture to face the global competition. The low farmer’s education attainment has caused a low capacity of farmers to manage information and to adopt new technology resulting the low products quality. At the extension level, the shortage number and quality of the extension workers has also contributed to that situation. Beside low of basic capability, most of the extension workers do not have adequate mental capacity, especially related to integrity, communication skills, and moral and ethical capacity. At the policy maker’s level, many local government institutions have no capacity to mapping agricultural resources along with their capability to make use of the available resources. With the high technical ability, agricultural human resource as a capital resource and as a social resource should have shared values and rules that expressed through personal relationships, trust, and common sense about the community responsibilities. To strengthen agricultural sector In supporting national development, agricultural sector need appropriate communication patterns for agricultural human resource improvement at each level of agricultural development. Such communication pattern should be based on the convergent-interaction communication through knowledge sharing model. This model is appropriate for both agricultural personnel and for farmers. Through active role of various institutions within the Ministry of Agriculture and with the help of modern information technology, a network to reach farmers could be achieved. The extension workers or village facilitators are required in the development of agricultural community because of its important function as problem analyst, group supervisor, trainers, innovators, and liaison officers.<br /><br /><br /><strong>Indonesian</strong><br />Tulisan ini ditujukan untuk menganalisis indikator modal manusia dan sosial pertanian yang berkualitas dalam meningkatkan kinerja pembangunan nasional, dan merumuskan pola komunikasi untuk mendukung peningkatan kapasitas modal manusia dan sosial pertanian di setiap lini pembangunan pertanian. Keterbatasan kapasitas modal manusia dan sosial pertanian merupakan salah satu penyebab kurang mampunya pertanian Indonesia dalam menghadapi persaingan global. Rendahnya tingkat pendidikan petani menyebabkan kemampuan dalam mengolah informasi dan mengadopsi teknologi relatif sangat terbatas sehingga menghasilkan produk yang berkualitas rendah. Pada tingkat penyuluh, ketersediaannya di lapangan juga sangat terbatas jumlah dan kualitasnya. Selain kemampuan dasar yang masih rendah, sebagian besar penyuluh juga belum memiliki kapasitas mental yang memadai, khususnya terkait dengan integritas, kemampuannya dalam berkomunikasi, serta kapasitas moral dan etika. Sedangkan di tingkat pengambil kebijakan, masih banyak instansi daerah yang belum mampu memetakan sumber daya pertanian di daerah secara komprehensif dan memiliki kecermatan dalam membuat konsep pemanfaatannya. Selain memiliki kemampuan teknis yang tinggi, SDM pertanian sebagai modal manusia dan sosial pertanian juga harus memiliki dan berbagi nilai (shared values) serta pengorganisasian peran-peran (rules) yang diekspresikan dalam hubungan-hubungan personal (personal relationships), kepercayaan (trust), dan common sense tentang tanggung jawab komunitas (bersama). Agar sektor pertanian semakin kuat dalam mendukung pembangunan nasional, diperlukan pola komunikasi yang tepat untuk mendukung peningkatan kapasitas SDM pertanian di setiap lini pembangunan pertanian. Pola komunikasi dalam peningkatan kapasitas SDM pertanian dalam konsep sebagai modal manusia dan sosial yang unggul mengacu pada pola komunikasi interaksional konvergen melalui model berbagi pengetahuan (knowledge sharing model). Model ini tidak hanya sesuai untuk SDM dalam kategori aparatur pertanian, namun juga sesuai untuk petani. Peran aktif berbagai institusi dalam lingkup Departemen Pertanian yang diintegrasikan dengan perkembangan teknologi informasi, upaya untuk mewujudkan jaringan informasi bidang pertanian sampai di tingkat petani dapat diwujudkan. English abstract: This article addresses the importance of understanding the ethical values that underpin cross-border cooperation (CBC). This is done by elaborating a theoretical framework that focuses on the ethical dimension of CBC. A clear distinction is drawn between an ethical and a normative dimension of CBC. The article argues that European CBC policies lack a defined conceptualization of ethical, humanistic, and value-laden bases. By considering three ethical values—rootedness, empathy, and justice—underpinning European governance, this research finds that the operationalization of these values helps to overcome a consumeristic approach, according to which people are passive consumers of CBC. The analysis shows why and how the operationalization of these key ethical values develops a cross-border community where people feel responsible for the territory perceived as a “common good.”Spanish abstract: Este artículo aborda la importancia de comprender los valores éticos que sustentan las actividades de cooperación transfronteriza (CBC) mediante un marco teórico centrado en explorar la dimensión ética de CBC. Una distinción clara plantea la dimensión ética de la CBC frente a la normativa. El punto ciego de las políticas de CBC europeas yace en la ausencia de una conceptualización definida de las bases éticas y humanísticas. En considérant trois valeurs - l’enracinement, l’empathie et la justice - qui sous-tendent les activités de coopération transfrontalière, cette étude conclut que leur opérationnalisation aide à surmonter une approche consumériste de la coopération transfrontalière, selon laquelle les gens sont des consommateurs passifs. Introduction. Personnel of the highest scientific qualification are the basis of staffing the competitive development all sectors of the national economy of the Russian Federation. At the same time, there is no reliable statistical information about the total number of Candidates and Doctors of Sciences and their age structure. Scientific publications do not present approaches to carry out the estimate of the number of persons with scientific degrees. Materials and Methods. The article proposes a model for calculating the age-specific number of Candidates and Doctors of Sciences on the basis of annual statistical data on the number of defenses of candidate and doctoral theses and survival rates. Since the detailed data are presented only for the period starting from 2008, and the aggregated data are not known for all years, the corresponding interpolation methods are proposed to restore the missing data. According to the proposed models, calculations of estimates of the number of Candidates and Doctors of Sciences are made, approximation functions are constructed. The results of the calculations were verified on the basis of statistical data on the number of researchers with a degree of Candidate and Doctor of Sciences in different sectors of the economy and the number of Candidates and Doctors of Sciences among the teaching staff of universities. Results. The results of the study are 6 models for calculating the number of Candidates and Doctors of Sciences, approximation function of the multiplicative survival coefficient for persons with scientific degrees, approximation functions of the age distribution of the applicants of degrees of Candidate and Doctor of Science, approximation functions of agerelated and cumulative distribution of the number of Candidates and Doctors of Sciences, quantitative estimates of the number of Candidates and Doctors of Sciences in 2019. Discussion and Conclusion. The proposed models have shown their adequacy. As a result of the calculations, it was found that the number of Candidates of Sciences in the age category of 20–80 years is 468,000 people, and the number of Doctors of Sciences in the age category of 30–90 years is 72,000 people. According to the obtained numerical values, approximating functions were constructed to get the number of Candidates and Doctors of Sciences in any age range. Since the system of personnel of the highest scientific qualification is sufficiently inert, the data obtained of age structure of the personnel of the highest scientific qualification will retain its character for at least another 10 years. The obtained estimates of the number of persons with scientific degrees allow us to characterize the personnel potential for decision-making in the management of high-tech sectors of the economy. The constructed models can be used to solve the problems of forecasting in the field of development of science-intensive technologies and in higher education for the training of highly qualified scientific personnel and replenishment of the scientific community.

The management of community consultation is a critical step in achieving timely Government approval for projects and laying the foundation for sound long-term relationships between local communities and project developers. The benefits of good relationships with local communities will flow on to Government support for the project, employee relations, service from local suppliers, and supportive neighbours. Both Government and project proponents are increasingly recognising the value of public participation in the environmental assessment of projects-it makes good business sense.The Queensland Government guidelines state that an appropriate public participation program is essential to the full conduct of the impact assessment (Department of Family, Youth and Community Care). This paper considers the issues involved in developing an appropriate community consultation program and looks specifically at the program adopted by BHP for the assessment of a proposed ammonium nitrate plant near Moura in Central Queensland. The BHP program was commended by the Department of Family, Youth and Community Care as a best practise example for other similar industrial projects.There is, however, community consultation and community consultation. The ammonium nitrate project was near a town which had suffered serious population decline and associated loss of services and infrastructure standards over the last decade. The town had also recently experienced major trauma as a result of the Moura underground mine tragedy in 1994.The social environment was in marked contrast to the environment of other projects which BHP had recently been involved in, such as the Minerva gas development project near Port Campbell in Victoria. Where the major focus of Minerva community consultation had been to address community concern about the environmental effects of the project and the impact of industrial development on the inherent lifestyle values of the area; the Moura community consultation program focussed on direct impacts on immediate neighbours and water resources, while the broader community debate was about employment opportunity, rebuilding the resources of the local community, and what can we do to make sure this project goes ahead?Whether the community supports industrial development or otherwise, community consultation is still an essential element of project planning. The issues will vary enormously from community to community-the focus will not always be on green issues. The key is to listen generously to the community and respond in a manner that genuinely recognises and addresses its particular issues.

Major policies, regulations, and practice patterns related to interventional pain management are dependent on Medicare policies which include national coverage policies – national coverage determinations (NCDs), and local coverage policies – local coverage determinations (LCDs). The NCDs are Medicare coverage policies issued by the Centers for Medicare and Medicaid Services (CMS). The process used by the CMS in deciding what is and what is not medically necessary is lengthy, involving a review of evidence-based literature on the subject, expert opinion, and public comments. In contrast, LCDs are rules and Medicare coverage that are issued by regional contractors and fiscal intermediaries when an NCD has not addressed the policy at issue. The evidence utilized in preparing LCDs includes the highest level of evidence which is based on published authoritative evidence derived from definitive randomized clinical trials or other definitive studies, and general acceptance by the medical community (standard of practice), as supported by sound medical evidence. In addition, the intervention must be safe and effective and appropriate including duration and frequency that is considered appropriate for the item or service in terms of whether it is furnished in accordance with accepted standards of medical practice for the diagnosis or treatment of the patient’s condition or to improve the function. In addition, the safe and effective provision includes that service must be furnished in a setting appropriate to the patient’s medical needs and condition, ordered and furnished by qualified personnel, the service must meet, but does not exceed, the patient’s medical need, and be at least as beneficial as an existing and available medically appropriate alternative. The LCDs are prepared with literature review, state medical societies, and carrier advisory committees (CACs) of which interventional pain management is a member. The LCDs may be appealed by beneficiaries. The NCDs are prepared by the CMS following a request for a national coverage decision after an appropriate national coverage request along with a draft decision memorandum, and public comments. After the request, the staff review, external technology assessment, Medicare Evidence Development and Coverage Advisory Committee (MedCAC) assessment, public comments, a draft decision memorandum may be posted which will be followed by a final decision and implementation instructions. This decision may be appealed to the department appeals board, but may be difficult to reverse. This manuscript describes NCDs and LCDs and the process of development, their development, issues related to the development, and finally their relation to interventional pain management. Abstract A well-balanced relationship between economic and social progress is the main prerequisite of rural community stability. Economic development is influenced by many factors. Some of these are statistically discoverable and quantifiable, while others, which fall within the sphere of social relations and their identification, are more difficult to measure and interpret. Czech rural areas face many problems which arise from their specific features – socio-demographic structure, job possibility of various social groups, provision of the proper level of public services, transport accessibility, etc. However, there is no direct connection between economic factors and mutual relations within the rural community. Values, opinions and the behavioural patterns of people are immediately displayed in a locality, but their character is shaped by the regional and national assumptions of every stage of development. Contributions are drawn from the accessible literature and secondary data of empirical research projects.

It can however extend to a broader range of functions which include administrative (such as school maintenance), managerial (such as student and teacher discipline), financial (mobilizing of funds and resources), pedagogical (establishing a preschool), personnel (monitoring teacher attendance). The community is responsible for providing a harmonious working condition in school. The focus of the school, teaching methods, the focus of the curriculum as well as the school discipline are all ultimately desired from the community in which the school functions. If there is no harmonious and dynamic relationship between the community and school, education will be pallid, illusive and unable to make any positive impact on the learners' behavior. Recognition of the crucial role of social adjustment in the assessment and understanding of major mental disorders is now well established. Deterioration of social relations is one of the criteria to diagnose schizophrenia according to the DSM-III-R. Recent findings (Bellack, Morrison, Wixted, & Mueser, 1990) suggest variable correlations between social adjustment and positive symptoms. This may indicate that the impairments in social functioning are not simply consequences of positive symptoms. Adequate assessment of social functioning is also needed to prescribe proper interventions and for planning purposes. This study was conducted in order to examine the psychometric properties of a modified version of the social adjustment scale (SAS-II). The French version of the SAS-II was modified to allow the assessment of social functioning in hospital settings and other supervised settings. Participants were 276 persons suffering from major mental disorders, mainly schizophrenia (57.4%). Respondents were selected in psychiatric hospitals, psychiatric units of general hospitals, and in the community. Five trained interviewers conducted interviews with the participants. Agreement between independent rates was strong, since 42 out of 45 items yielded intraclass correlations or kappa coefficients above .6. Testretest reliability was satisfactory. Alpha values ranged between ,47 and ,81, Validity was mainly assessed through discriminant analyses of the SAS-II scales with diagnostic groups and current program provision. Reliability and validity results confirmed the relevance of the modified version of the SAS-II for assessing individuals with severe psychiatric disorders in contact with psychiatric services. Recommendations for future development of the scale are proposed.

The article deals with the issue of corporate social responsibility (CSR) in the awareness of economics students as future managers responsible for the implementation of this idea in enterprises. Due to the fact that CSR is a source of many innovations today, the aim of the research was to learn about the awareness and opinions of students about CSR on such issues as: reasons for implementation, main activities, impact on profitability, and the need to explore and assess the usefulness of this knowledge. The research was conducted in 2019 among students from Poland and Georgia (as countries at various stages of advancement in the market economy). The results of the research were statistically analyzed in terms of obtaining answers to the hypotheses and research questions, checking the significance of differences in the answers due to nationality, and additionally, gender (chi-square test and test for two proportions). The primary contribution of this study is an exploration of the views of students on various issues of CSR and sustainability. The results showed that—according to students—ethical values, increased consumer awareness, and the desire to gain a competitive advantage are the most common reasons for the implementation of the CSR concept by companies. The vast majority of respondents indicated the need to enrich the knowledge of business ethics as an important aspect shaping the attitudes of employers and employees. The positive attitude of students regarding the impact of CSR on the company’s profitability was confirmed, although the authors expected more unambiguous results. Differences were also distinguished between the responses of students from both countries on some issues, such as: opinions on the developing ethical sensitivity, the need for the credibility of the EU economic policy, ecology and relations with the local community, as well as relations with the closest stakeholders of companies. The results of the conducted research suggest the need for intense activity in the field of public awareness and the requirement of personnel training for the skilful implementation of CSR principles in enterprises.

The article outlines the emergent cooperation between generations in the local environment. The aim of the research was to identify the key characteristics of learning ecologies that may be used to promote new practices. The theoretical framework was constructed through the concepts of learning ecology, community education, and postformal education. A qualitative research approach was used. Data was collected by means of 10 individual and one focus group interviews. The research revealed that the networks of different actors in the local community are effective approaches for developing intergenerational practices. It is important to connect different types of knowledge (intangible cultural heritage, local knowledge and scientific knowledge, social and emotional knowledge), skills and values, as well as different groups and organizations in the local environment to act and learn together.

This study aimed to evaluate the digital learning content for Islamic Civilization and Asian Civilization (TITAS) course based on Blended Learning strategy at one of the public univer- sities in Malaysia. This research adopted Type 1 developmental research design in which its formative evaluation phase involved an alpha and beta testing to elicit responses to the module. The instruments used were expert evaluation form, questionnaires, and the digital learning module prototype software. A total of nine (9) experts from public universi- ties in Malaysia and fourty (40) undergraduate university students from UniversitiTeknologi MARA took part as purposive sampling. The usability of the digital learning module was seen relative in terms of `flexibility' and `learning community' aspect which obtained the highest mean (mean = 5.00) among experts. Whereas students had different perception on factor contributed to the students' usage of the digital learning module, which they equally found that `flexibility' aspect obtained the highest mean (mean = 3.93), followed by the aspect on `personel learning' (mean = 3.90) and `complementary learning' (mean= 3.88). In addition, content experts recommended aspect of values need to exert in the digital learning module, while technological and blended learning experts stated that the design, interactivity, guidelines and links required some improvements to produce a better module for TITAS. Overall, this study contributes to the development of blended university compulsory course for TITAS based on users' need.

Drawing from social movement and organization theories, data from an in-depth comparative analysis of three faith-based community development organizations (FBCDOs) in the United States are examined as a form of cooperative collective action. The diagnostic, prognostic, and motivational frames produced by each organization, and the role these frames play in developing and maintaining relationships with the state, are detailed. These collective action frames (1) link sectarian religious values to broad community development goals, and (2) do not fundamentally challenge the prevailing economic and political systems. Empirically, the findings clarify important issues and dynamics related to emerging movements, the modern welfare state, and church-state relations by specifying how values, beliefs, and structural location shape the actions of FBCDOs engaged in state-sponsored religious social service provision. Theoretically, it demonstrates the utility of more precise analytical distinctions between types of collective action and suggests new directions for research on movements for change.

Introduction: The entry of theology into the educational sphere of modern Russia should already be considered as an accomplished fact, the fact is both academic and legal. Theology is included in the nomenclature of specialties of academic scientists of the Russian Federation, the passport of a scientific specialty is approved, in particular, "Orthodox Theology" (specialty code: 26.00.01), the work is in progress to open the corresponding dissertation council. In 48 higher educational institutions of the country, structural subdivisions of higher education institutions were opened, aimed at implementing teaching in this area.A preliminary analysis of the existing master’s degree programs in theology showed that most of them are aimed at training theologians, religious scholars, art historians, experts, educators, teachers, counselors, social specialists, church officials, etc.This article substantiates the relevance of introducing an alternative master's degree program in theology, developed at the Department of Philosophy and Theology at Minin University. The peculiarity of the program is that it does not give up the specifics of religious studies and the philosophy of religion that should be present in theological education, being its base. It is aimed at developing undergraduate competencies of research activities based on fundamental theological knowledge, the level and content of which is set by the development of science and technology of modern society. In addition, the program provides for the solution of three main problems caused by contradictions in the culture of the modern information society: 1) formation of the axiological subsystem of the culture of the modern young scientist based on traditional Christian values; 2) training of theologians who are able to participate in the development and teaching of theological disciplines at various levels and forms of education (supplementary, vocational, continuous, etc.); 3) integration of secular and religious education based on the research activities of the university.Materials and methods: in the course of writing the article, empirical and theoretical methods of research on these problems were used, in particular: a dialysis method, a synthesis of practical learning experience, an analysis of educational and methodical and scientific literature, a method of historical comparison, a prognostic method.Results: an analysis of existing master's degree programs in theology revealed that it is necessary to develop concepts for this type of education based on the integration of secular and religious education, rather than pushing out one another. The proposed model of the Master’s degree program in Theology and the “Orthodox Theology” training profile, which has been introduced at Minin University since 2019, is built on this principle. Its introduction is relevant because it is aimed at solving the main problems caused by the contradictions of modern information culture in society.Discussion and conclusions: taking into consideration the development trends of Russian society in general and the sphere of domestic education in particular, the tendencies to an ever greater “turn” in the direction of traditional religious values can be traced. In this regard, the Russian pedagogical community is experiencing the need to train qualified personnel who professionally combine pedagogical methods and research competencies related to theological issues. It is necessary to continue working to increase the number of specialists, in particular, at the level of the magistracy, who are able not only to orient themselves in the basics of world religions, but also to professionally train these competencies the future young teachers who are able to instill in the younger generation basic moral values, to conduct promising research and development educational activities that meet the requirements of the information society.

The integration of local and international cultures enhances people’s ability to adapt to external influences of sustainable aid and sustainable development programs and processes. The study was conducted in Turkana, where government intervention on projects was made with deliberate efforts to implement inclusive development projects. Traditionally Turkana society has well-defined gender roles that appear to contradict inclusive and participatory approaches determined by government projects and interventions. The study sought to establish a legitimate influence on youth participation and to assess the impact of cultural norms on youth participation in community projects. The study used a descriptive design and targeted 47,359 young people. The study used Krejecie and Morgan’s table and an equally divided sample procedure to obtain a sample of 381 respondents in the study. Research has shown that educated youth will speak well and seek citizenship, and show that the standard of formal education is negatively correlated (-0251) with youth participation in project planning and community development projects (-0.094) respectively, barriers to youth participation in project planning are not limited to learning and training. Therefore political, institutional, financial and technical factors played out in determining whose voice is heard and which decisions are acceptable. There was an inconsistent balance (-0.109) between gender roles and participation in community project planning meetings and gender issues consideration in community projects, respectively. A negative correlation (-0.14) between age and meeting planning has been revealed which means that the patriarchal values ​​system in rural areas favours gender roles and traditional cultural practices ​​that oppose the development, advancement and participation of women in community development.

This paper argues the case for participative ecodesign as a means of conducting future rangeland research and development. To embark on this path it will be necessary for the rangeland science community to critically question traditions and myths which shape current practices. These include current conceptions of extension, "technology transfer", community and human communication. Research has shown that attitudes of rangeland decision-makers are rarely a constraint to dealing with issues of land degradation and management and technology "adoption". Attempts to change attitudes are likely to be of little value. A recognition of the unequal power relations implicit in traditional practice is a necessary precondition to the emergence of participative processes which reverse the history of subjection of grazier knowledge and values by institutionalised authority. A set of values and guiding principles are proposed for participative ecodesign. These include (i) reinterpreting our relationship with land; (ii) policy development based on citizen as opposed to individual values and (iii) acknowledging power in the design process.

The foundation of investing activities is the timely receipt of an accurate and reliable information about the magnitude of resources’ investment by objects of agricultural practices. Key performance indicators are the basis of a balanced system that determines the methods of formation of these indicators. The object of the research consists in theoretical justification and developing the calculation method characterizing enterprise investing activities. Abstract-logical, monographical, statistical and economical, and examining methods were used while conducting the present research. The materials of domestic and foreign scholars addressed to the problems of developing balanced system of values served as methodological and theoretical background. The key performance indices are the basis of the balanced system of values, hence they should be formed by using the methods of the indicated system. It is recommended in the article that the assessment of investing activities should involve calculating the data characterizing the social activity of an enterprise. Besides, according to the article, the assessment of investing activities in relation to “Personnel and systems” area should be accomplished by using the data concerning the efficiency of human capital investments, the index of expected expertise, and the business reputation of human capital. The assessment of investing activities conducted in respect of “Finance” area should include calculation of the means allocated by enterprise for construction of disposal facilities, the amounts to be invested into environment protection facilities, investments into community, the funds allocated to support cultural and historical units as well as housing and public service facilities, and the funds used in order to support the events of social importance.

60 Background: Treatment for biochemically recurrent (bcr) and metastatic prostate cancer (pc) is evolving, making multidisciplinary evaluation a critical need. Our center, a community public hospital, lacked clear referral criteria between the Urology (Uro) and Medical Oncology (Onc) clinics, resulting in inconsistent care. We aimed to improve multidisciplinary communication and the rate of patient (pt) referrals by establishing standardized referral criteria for pc pts between Uro and Onc. Methods: Referral criteria were based on the presence or concern for primary refractory, bcr, castrate resistant (cr), or metastatic pc, as established by the PCWG3 and RTOG-ASTRO Phoenix consensuses. Primary refractory pc was defined as a failure of the PSA to fall to undetectable levels after radical prostatectomy (rp). Bcr pc was defined as two consecutive PSA values ≥ 0.2ng/mL after rp, or a rise in PSA 2ng/mL above post-treatment nadir after radiation therapy. Cr pc was defined as radiographic (progressive measurable disease) or chemical (two rising PSA levels 6-12 weeks apart) progression despite castrate levels of testosterone (T), defined as a serum T < 50ng/dL. Metastatic pc was defined as the development of bone lesion(s), organ involvement, or lymphadenopathy above the bifurcation of common iliac vessels. The referral criteria were organized into a chart and visibly displayed, discussed during multidisciplinary meetings, and distributed during educational sessions with Uro Residents and Onc Fellows in January 2019. Referral rate was collected from July 2018 through December 2018, and collection of post-intervention referral rate is planned from January 2019 through June 2019. Results: Pre-intervention, 39% (23/59 pts) of the pts that met referral criteria were referred to Onc. Preliminary data from January through April 2019 demonstrated a referral rate of 60% (9/15 pts). Conclusions: In 4 months, our intervention improved the referral rate by 21%. Abstract:
The development of agriculture innovation tends to be oriented towards the increasing of the farm productivity rather than the equitable distribution living standard for farmer. Thus, the innovations have not only caused the social inequality in villages, but also the inequality of the relationship between rural and urban area. This study emphasizes two objectives, namely to conduct a critical evaluation of an organization that has created many agricultural innovations and to formulates new strategies from the organization to reduce social inequality. The data were gathered using some approaches: literatures study, structured quetionaires interviews, field survey, observation, and focus group discussion. The data collecting was started by reviewing literatures data and continued by interviews to 60 respondents using structured evaluation quetionnaires. The respondents were selected by accident sampling technic. Field survey conducted in the head office of organization, Yayasan Mutiara Keraton Solo (YMKS), Sukamantri Village (Tamansari Sub-District, Bogor Regency) and Sambirejo Village (Plupuh Sub-District, Sragen Regency) started from March to June 2018. In depth interviews were orginised in focus group discussion to 16 informans. The focus group discussion was conducted to construct the strategies of the organizational action in the future. The result of the study indicate that the performance of YMKS, established in 1994, is in a good criteria. However, the YMKS has a business vulnerability that is not continuous if the organization does not find a new strategy to maintan its existence. The organization has come characteristics such as innovative agricultural institution with involving society, social business organization for increasing farm productivity, and institution for citizen development. This study concludes that there are 5 (five) strategies and 4 (four) action programs that should be developed by the YMKS containing basic social values related to the importance of the increasing quantity and quality of human resources carried out together to create the farmer regeneration as youth agricultural innovators. In addition, the strategy and action also include the development of ideas so that actions are carried out on the basis of strengthening for the collaborative network in the “Working Together” shceme to establish Business-Community as a driving factor for community development acitivities. The thesis, however, highlight that this action is a new way of agricultural innovation encouring efforts to overcome social inequality.

The purpose of this investigation is to explore a research on the relationships between quality factors and customer satisfaction for sustainable community development. The unique contribution<br />Units (SBU) managers from the Indonesia's oil and gas industry and the use of Importance-performance Ratings and Factor Analysis to determine the link between quality factors (external quality and internal quality and customer satisfaction for sustainable community development. The empirical analysis found that the link between Quality factors and customer satisfaction is linear in the keep-Up Good Work Quadrant. The survey indicates that is much room for improvement in the quality factors and customer satisfaction for the sustainable community development as shown in the difference between importance and performance scores. These scores indicate mismatched importance and performance of quality factors. Conversely, low difference values indicate that managers set appropriate quality factors with respect to customer satisfaction and deploys sustainable community development accordingly. Ideally, the difference measure should equal zero.

Businesses are increasingly expected to contribute to community development and sustainability. This exploratory research examines how food and agriculturally-based Vermont businesses are defining the concept of social responsibility (SR), incorporating it into their enterprises, and linking their enterprises to their communities. We develop indicators of SR and use them to examine qualitative interviews of 20 food entrepreneurs. We find that these businesses expressed commitment to and claimed actions to contribute to a broad array of SR goals, including community (with specific mention of employee well-being and improved access to healthy foods), local economy, and the environment. In many cases the respondents cited measurable impacts their actions made such as employee retention, food access, improved farm nutrient management and support for and assistance to local businesses. Contrary to prior studies, firm age did not have a measurable impact on SR values or practices. However, we found evidence of a U-shaped relationship between SR and scale, where small and large firms were more highly engaged and medium scale ones slightly less so. Implications focus on strategies for improved metrics for validation of impacts.

Background:Falls and fall-related injuries are critical issues for older adults; evidence indicates that multidimensional interventions that address modifiable risk factors can be successful in reducing falls. Few evidence-based fall prevention interventions exist due, in part, to complex issues associated with development and implementation. There is a need for a variety of such programs from which older adults may choose. We describe steps, outcomes, and issues involved in developing/implementing an evidenced-based fall prevention program in community settings.Methods:The Stay In Balance program (SIB), developed by a team of professionals, local service providers and active older adults, was carried out with total of 135 older adults in several steps: developing objectives and program content, laboratory-based randomized controlled trial (RCT), pilot program in the community, community-based RCT, and implementation at 2 community sites.Results:Each step in development provided useful and different insights into needed changes in program content, equipment, support materials, training, and appropriate outcome measures.Conclusion:Development of an evidenced-based fall prevention program requires a long term commitment on the part of all partners, University personnel, local service providers, and older adult participants; funding is also critical.

The study examines some relevance of e- participation in achieving sustainable community development in Ghana. Information and Communication Technology has created an avenue to promote participation, transparency and trust when adopted by government. As a newly discovered political tool, ICT serves as a toolbox for reaching out and engaging the public on governmental policies thereby drawing government closer to citizens in policy and decision making. Through the use of secondary data, the study highlights the necessity for ICT and mostly importantly e-participation adoption in local government administration in Ghana. Citizens having enough access to their elected representatives and some basic public services through the provision of information communication and technology ensures effective and efficient communication between the government and the people at the local level, while it also provides a door for the citizens to receive feedbacks from the right local government quarters. The study concludes that e- participation enhances effective and efficient government service delivery and enhancing citizen’s active participation in local governance to ensure sustainable development.The paper recommends that the in other to ensure active participation of citizens, government should provide the necessary infrastructure and fast track the adoption of ICT and also the training of local government personnel in the art of e- participation through which sustainable community development can be fully attained in Ghana

As the demographics of the United States change, it is important for youth workers to be able to adapt. Most established forms of youth services model the norms and values of the dominant Western culture. To best engage with a complete spectrum of youth, it is vital to take their backgrounds into account. This means being trauma-informed, culturally responsive, and mindful of serving the whole community. This article demonstrates how these salient frameworks informed a partnership between service-learning university students and Puerto Rican youth who were displaced by Hurricane Maria in 2017.
