Abstract:
Families and Schools Together (FAST) is an early-intervention/prevention, collaborative, school-based, multifamily family-support program for elementary school children who have been identified by their teachers as having behavior problems. The program integrates concepts and practices of community organizing with effective clinical techniques based on family therapy and play therapy. Parent–professional partnership is used to engage low-income and isolated families into the eight-week program. Process and outcome evaluation indicate that children show statistically significant improvements in conduct disorder, anxiety/withdrawal, and attention span over time. In addition, two-year follow-up data suggest that child-functioning gains are maintained and that FAST parents become more involved at school, regularly see their FAST friends, begin employment after being on welfare, return for further education, and become involved in the community.

As the quest for multi-stakeholders’ approach to the development of communities and societies across Africa becomes intensified in view of reduced government pro-active development efforts due to dwindling resources and high competing demands from other sectors, the paper examines available opportunities for community development through CSR programs of multinational corporations. It observes that corporate social responsibility programs of multinational corporations have not made meaningful development impacts despite the fact that corporate social responsibility platforms are veritable means of fast-tracking development at community level across Africa. It concludes by identifying strategies for enhancing corporate social responsibility impacts and possible areas of interventions for community development across Africa through multinational corporations’ corporate social responsibility platforms.

Abstract:
Development of epilithic algal communities was monitored in fast- (29 cm∙s−1) and slow-current (12 cm∙s−1) outdoor experimental stream channels for 33 d following a simulated spate. Disturbance reduced diatom densities in both current regimes to equal levels, but recovery was more rapid in slow current. Maximum algal abundances, which seemed to reach carrying capacity in both current environments, were lower in fast current than in slow. The percentage of live cells in diatom assemblages decreased during community development. The small, monoraphid diatom Achnanthes minutissima Kütz. dominated communities in both current regimes from 0 to 12 d, principally because of its persistence on substrata through disturbance. Post-spate diatom accumulation was more rapid in slow current, presumably due to higher cell export in fast current. Differences in community structure between current regimes during early (0–6 d) recovery were attributed to differences in attachment strength and growth form of persistent species. In both current regimes, initial dominance by A. minutissima shifted to dominance by Synedra spp. and dense, floating mats of zygnematalean green algae. Zygnematalean mats enhanced diatom deposition and probably reduced water-column nutrient concentrations, altered light availability, and increased habitat heterogeneity. Zygnematalean proliferation affected diatom succession in slow but not in fast currents, suggesting that autogenic changes were more pronounced in slow-current habitats. The end of the globalization and the rise of the “curtain wall” between the West and Russia again raises the question of economic and technological backwardness of Eurasian Union countries comparing to the “developed countries”, and especially the backwardness of such countries as Kyrgyzstan. That fact is sufficiently connected to sometimes extremal concentration on inner problems, which prevents the state and inner community to set pragmatic aims of rapid technological and economic development. In this context the experience of fast catch-up of Japan at the end of the 19th century gives a good example how that can be realized. And that Japanese experience is still looks actual, despite that it happened almost 150 years ago.Aim. An evaluation of the affection of outer factors in Meiji Japan’s fast economic catch-up.Tasks. For those purposes were analyzed the reasons of fast economic development, as well as the factors which stimulated Japan’s modernization.Methods. As a methodology there was used an analysis of economic, technological and ideological factors.Results. Results of the research demonstrate that, first, the fast catch-up itself was pushed by outer threats of getting into colonial dependency of the Western countries, and second, for fast development Japan pragmatically used Western technologies.Conclusion. Technological modernization should become the basic factor for rapid economic development of the Eurasian Union countries, and the state can play certain coordinating role in such a process sometimes using ideological factors.

The Internet has enabled online social interaction for scientists beyond physical meetings and conferences. Yet despite these innovations in communication, dissemination of methods is often relegated to just academic publishing. Further, these methods remain static, with subsequent advances published elsewhere and unlinked. For communities undergoing fast-paced innovation, researchers need new capabilities to share, obtain feedback, and publish methods at the forefront of scientific development. For example, a renaissance in virology is now underway given the new metagenomic methods to sequence viral DNA directly from an environment. Metagenomics makes it possible to “see” natural viral communities that could not be previously studied through culturing methods. Yet, the knowledge of specialized techniques for the production and analysis of viral metagenomes remains in a subset of labs. This problem is common to any community using and developing emerging technologies and techniques. We developed new capabilities to create virtual communities in protocols.io, an open access platform, for disseminating protocols and knowledge at the forefront of scientific development. To demonstrate these capabilities, we present a virology community forum called VERVENet. These new features allow virology researchers to share protocols and their annotations and optimizations, connect with the broader virtual community to share knowledge, job postings, conference announcements through a common online forum, and discover the current literature through personalized recommendations to promote discussion of cutting edge research. Virtual communities in protocols.io enhance a researcher’s ability to: discuss and share protocols, connect with fellow community members, and learn about new and innovative research in the field. During the last decades number and quality of available remote sensing satellite sensors for Earth observation has grown significantly. The amount of available multi-sensor images along with their increased spatial and spectral resolution provides new challenges to Earth scientists. With a Fusion Approach Selection Tool (FAST) the remote sensing community would obtain access to an optimized and improved image processing technology. Remote sensing image fusion is a mean to produce images containing information that is not inherent in the single image alone. In the meantime the user has access to sophisticated commercialized image fusion techniques plus the option to tune the parameters of each individual technique to match the anticipated application. This leaves the operator with an uncountable number of options to combine remote sensing images, not talking about the selection of the appropriate images, resolution and bands. Image fusion can be a machine and time-consuming endeavour. In addition it requires knowledge about remote sensing, image fusion, digital image processing and the application. FAST shall provide the user with a quick overview of processing flows to choose from to reach the target. FAST will ask for available images, application parameters and desired information to process this input to come out with a workflow to quickly obtain the best results. It will optimize data and image fusion techniques. It provides an overview on the possible results from which the user can choose the best. FAST will enable even inexperienced users to use advanced processing methods to maximize the benefit of multi-sensor image exploitation.

After the tsunami disaster and Aceh political reconciliation, awareness of education’s importance began spreading to the villages. The awareness creation process is preferable because the prominent supporters of this effort are the people only. At the same time, the Indonesian government’s role is also active in gaining a positive image in the province. Therefore, this paper investigated the level of community awareness in setting aside a portion of the members’ income to build elementary schools, pay teacher salaries, and meet other educational needs. The result showed that the community movements were not positively correlated with management and awareness-raising and the general donation movement in Aceh. Besides, community education empowerment has been fast considering various possible future challenges to be encountered. Nevertheless, the targeted awareness has not been accompanied by public attention towards building higher-quality educational facilities and infrastructure

With the rapid development of the Internet and communication technologies, a large number of multitype relational networks widely emerge in real world applications. The bipartite network is one representative and important kind of complex networks. Detecting community structure in bipartite networks is crucial to obtain a better understanding of the network structures and functions. Traditional nonnegative matrix factorization methods usually focus on homogeneous networks, and they are subject to several problems such as slow convergence and large computation. It is challenging to effectively integrate the network information of multiple dimensions in order to discover the hidden community structure underlying heterogeneous interactions. In this work, we present a novel fast nonnegative matrix trifactorization (F-NMTF) method to cocluster the 2-mode nodes in bipartite networks. By constructing the affinity matrices of 2-mode nodes as manifold regularizations of NMTF, we manage to incorporate the intratype and intratype information of 2-mode nodes to reveal the latent community structure in bipartite networks. Moreover, we decompose the NMTF problem into two subproblems, which are involved with much less matrix multiplications and achieve faster convergence. Experimental results on synthetic and real bipartite networks show that the proposed method improves the slow convergence of NMTF and achieves high accuracy and stability on the results of community detection.

The study examines some relevance of e- participation in achieving sustainable community development in Ghana. Information and Communication Technology has created an avenue to promote participation, transparency and trust when adopted by government. As a newly discovered political tool, ICT serves as a toolbox for reaching out and engaging the public on governmental policies thereby drawing government closer to citizens in policy and decision making. Through the use of secondary data, the study highlights the necessity for ICT and mostly importantly e-participation adoption in local government administration in Ghana. Citizens having enough access to their elected representatives and some basic public services through the provision of information communication and technology ensures effective and efficient communication between the government and the people at the local level, while it also provides a door for the citizens to receive feedbacks from the right local government quarters. The study concludes that e- participation enhances effective and efficient government service delivery and enhancing citizen’s active participation in local governance to ensure sustainable development.The paper recommends that the in other to ensure active participation of citizens, government should provide the necessary infrastructure and fast track the adoption of ICT and also the training of local government personnel in the art of e- participation through which sustainable community development can be fully attained in Ghana

Tourism has emerged as one of the world’s largest industries and a fast growing economic sector. The Asian region attracts a growing number of quality-conscious tourists as it is endowed with a rich bio-cultural/heritage diversity. However, the diversity and integrity of many Asian tourist destinations have been severely eroded or irreversibly damaged due to ill-conceived, poorly planned, and under-regulated mass tourism and other human activities, increasing the conflicts between conservation and local livelihoods. Fortunately, the newly emerging community-based eco-cultural heritage tourism (CBECHT) can be effectively used in the region for achieving the objectives of sustainable development by integrating pro-poor tourism approaches. Such approaches are strongly promoted and supported by several international organizations as well as Local Agenda 21. This article provides a broad conceptual framework for this approach and evaluates the potentials and constraints for evolving and implementing such strategies in the region with their policy/planning implications.

This paper examines the rapid and ad hoc development and interactions of participative citizen communities during acute events, using the examples of the 2011 floods in Queensland, Australia, and the global controversy surrounding Wikileaks and its spokesman, Julian Assange. The self-organising community responses to such events which can be observed in these cases bypass or leapfrog, at least temporarily, most organisational or administrative hurdles which may otherwise frustrate the establishment of online communities; they fast-track the processes of community development and structuration. By understanding them as a form of rapid prototyping, e-democracy initiatives can draw important lessons from observing the community activities around such acute events.

SUMMARYThe RepRap 3D printer development project is a fast growing, open-hardware initiative relying on the input of hobbyist designers. One of its key components is the printer nozzle. The performance and reliability deficiencies of currently available nozzle designs are common topics in the RepRap community, and our own experience with a RepRap 3D printer has identified a need for improvement in a few particular areas. We set out to eliminate melt leakage, improve thermal isolation, and develop a more effective method of nozzle assembly attachment. Here, we review the issues, describe design efforts, and report results.

The seasonal changes of the nutrient regime and the development of algal communities in snow-covered fast ice and the underlying platelet layer was investigated in the eastern Weddell Sea during autumn, winter, and spring 1995. In the upper sea ice, an autumnal diatom community became enclosed during subsequent ice growth in winter, declined, and was replaced by a flagellate dominated community in spring. In this layer, nitrate was completely exhausted at the end of spring, although nutrients had been partly regenerated in early spring. The progressive congelation of platelet ice contributed significantly to sea ice growth thus influencing algal inoculation of the sea ice bottom. Biomass, present in the uppermost section of the platelet layer, could be found in the sea ice bottom after this section congealed to solid ice. After incorporation, species composition changed from larger and chain-forming species to species of smaller cell size. Concurrently, net growth rate slowed down from 0.07 day−1 within the platelet layer to 0.03 day−1 within the sea ice. Despite a thick snow cover of more than 20 cm, maximum biomass yield was 210 mg chl a m−2 in the platelet layer and 40 mg chl a m−2 in the sea ice respectively, while 95% of the latter was located within consolidated platelet ice. Total fast ice biomass observed here is significantly lower than that observed in snow-free fast ice of the Ross Sea, but because snow cover of the southern Weddell Sea is representative of most fast ice areas in the Antarctic, the data presented here are of general value.

During the last decade, the number of Indonesian bloggers has increased fast. This qualitative study aims to view the formation and development processes of Indonesian bloggers. It considers their structure, configuration and dynamics, either in relation to bloggers as an individual or as communities. The structure relates to properties that form a blog in the display format, where language as digital text-based is the most important property. Configuration explains the relation among blogs. Dynamics describe the processes that happen in the system. Our results show many patterns. There is a structure paradox in Indonesian bloggers' social system: they are culturally equal, but structurally stratified. To conclude, the processes of the formation and development of Indonesian bloggers' communities are an autonomous system building which still evolve. In this situation, Indonesian communities' blogger has a similar characteristic dealing with autopoietic system.

The toolkit provides a set of Node.js open source scripts designed for developers to use with existing and proven open-source software such as Tippecanoe, Maputnik and Vector Tile optimizer. The toolkit will help organizations to produce, host, style, and optimize fast and interoperable basemap vector tiles, making them available with various application frameworks. The talk will cover automatic and continuous updates of basemap vector tiles using a continuously updated PostGIS database which stores both the UN mission-specific basemap data and global OpenStreetMap data. The talk also focuses on how the project ensured interoperability with different existing enterprise geospatial software frameworks that use less-advanced web map libraries. The experiment conducted level of impact based on the clustering results with the greatest number of member clusters is cluster 1 (very low impact) with 32.25 % of total data following cluster 5 (Very High impact) with 24.25 % of total data. The experiment obtains the level of impact based on the clustering results. The greatest number of member clusters is cluster 1 (extremely low impact) with 32.25 % of total data following cluster 5 (Very High impact) with 24.25 % of total data. The scatter area impact is spread at districts 6, 7, 10, 11, the most of very high impact and districts 1,2,3,4,5,8 the lowest impact.

Process systems engineering (PSE), after being proposed by Sargent and contemporary researchers, has been fast developing in various domains and research communities around the world in the last couple of decades, with energy systems engineering featuring a typical yet still fast propagating domain, and the Chinese PSE community featuring a typical community with its own unique challenges for applying PSE theory and methods. In this paper, development of energy systems engineering and process systems engineering in China is discussed, and Sargent’s impacts on these two fields are the main focus. Pioneering work conducted by Sargent is firstly discussed. Then, a venation on how his work and thoughts have motivated later researchers and led to progressive advances is reviewed and analyzed. It shows that Sargent’s idea of optimum design and his work on nonlinear programming and superstructure modelling have resulted in well-known methods that are widely adopted in energy systems engineering and PSE applications in tackling problems in China. Following Sargent’s pioneering ideas and conceptual design of the PSE mansion, future development directions of energy systems engineering are also discussed.

Abstract. The Community Earth System Model Ensemble Consistency Test (CESM-ECT) suite was developed as an alternative to requiring bitwise identical output for quality assurance. This objective test provides a statistical measurement of consistency between an accepted ensemble created by small initial temperature perturbations and a test set of CESM simulations. In this work, we extend the CESM-ECT suite with an inexpensive and robust test for ensemble consistency that is applied to Community Atmospheric Model (CAM) output after only nine model time steps. We demonstrate that adequate ensemble variability is achieved with instantaneous variable values at the ninth step, despite rapid perturbation growth and heterogeneous variable spread. We refer to this new test as the Ultra-Fast CAM Ensemble Consistency Test (UF-CAM-ECT) and demonstrate its effectiveness in practice, including its ability to detect small-scale events and its applicability to the Community Land Model (CLM). The new ultra-fast test facilitates CESM development, porting, and optimization efforts, particularly when used to complement information from the original CESM-ECT suite of tools.

As the countries of Asia and the Pacific come to realize that they will need to confront the AIDS epidemic most are lacking information to help identify populations at risk, and most have no data with which to gauge levels of risk behavior in key segment of the general population. Using data from the 1987 Indonesian Contraceptive Prevalence Survey (The Demographic and Health Survey), we use marital month of first birth to derive estimates of premarital conceptions for marriage cohorts. The estimates produced suggest that the level of premarital sexual intercourse has been rising steadily since the late 1950's, but particularly fast since the mid to late 1970's. Rates specific for age at first marriage and the type of place where a women grew-up, as well as for education suggest that premarital intercourse is now prevalent and increasing rapidly in many segments of the country. The implications of these observations for the development and targeting intervention programs are discussed.

Besides general data browsing features, VibrioBase offers analysis tools such as BLAST interfaces and JBrowse genome browser. Other important features of this platform include our newly developed in-house tools, the pairwise genome comparison (PGC) tool, and pathogenomics profiling tool (PathoProT). The PGC tool is useful in the identification and comparative analysis of two genomes, whereas PathoProT is designed for comparative pathogenomics analysis ofVibriostrains. Both of these tools will enable researchers with little experience in bioinformatics to get meaningful information fromVibriogenomes with ease. We have tested the validity and suitability of these tools and features for use in the next-generation database development.

This article describes how slum upgrading comprehensive plans and urban regularization plans are two planning tools which have been used by Brazilian municipalities to promote integrated interventions in slums and illegal settlements. Aimed at urban-environmental improvements, as well as land regularization and socio-economic community development, these plans have been, however, criticized for being too technical, time-consuming, expensive and top-down oriented, lacking sufficient participation and a strategic approach to achieve community consensus on priorities, under severe budget restrictions to face complex problems and fast changing realities. This article discusses the results of a workshop held in Belo Horizonte, Brazil aimed at developing a methodology for the Maria Tereza neighborhood plan, using Geodesign framework and geovisualization strategies to create a collaborative environment and enhance stakeholders' participation. The decision model achieved proved to be a promising support tool for more effective and inclusive neighborhood rehabilitation and land regularization planning policies.

Abstract African immigrants are a fast-growing segment of the U.S. Black population, but the dementia care needs and resources of this population are not fully understood. We will describe the process of developing culturally informed instruments to collect data on dementia care needs and resources among African immigrants. Working together with a diverse project advisory board, a guide was developed and used to conduct community conversations about experiences with dementia/memory loss. Qualitative findings from these conversations were used to inform the development of a survey for quantitative data collection. Despite the challenges of conducting research during a global pandemic, having trusting relationships with a partnering community organization and project advisory board facilitated the successful development of instruments to conduct preliminary dementia care research in an underserved population. We anticipate that survey results will inform interventions that increase education, outreach, and access to dementia care and caregiving resources for this population.

This has made the efficient management of the inventory a central problem, on which a series of researches have been concentrated.This paper is an effort to deal with some problems of efficient management of the inventory in the business organizations, regarding the quantity, quality, and time dimensions on the inventory because inventories are the focal point in business performance. But, the greatest part of businesses in Albania operate in the conditions when information about inventory management missing. Problems addressed in this paper can be serve the managers for improvement their job in the future.

Rapid urbanization, depleted resources, imbalance in urban hydrologic cycle, tremendous pressure on ecological functions, unhygienic and unhealthy environment is the scenario in almost all Indian cities. Water resources in the urban areas are fast depleting while the demand for the same is fast growing. The challenge is to find ecologically sustainable, socially justified, economically viable, culturally transferable, and technological and managerial innovations which are appropriate to meet the needs of the future generations i.e. sustainable urban development. The system development method used in this study uses the System Development Life Cycle (SDLC) method, and the research flow is described using the Fishbone Mapping Chart model. In realizing the Knowledge Sharing Room application, the design stage is used using a structured model using Use Case Diagrams, Entity Relationship Diagrams (ERD) with website design using Hypertext Preprocessor programming, HTML, Java Script as a programming language, and My Structured Query Language (MySQL) as a database storage medium.

Cottage Industry in Malaysia contributes key economic revenues for the village population. It is mainly small-scaled operations, using local resources and traditional skills with very low investments but fast returns. However, the industry may not be flourishing currently due to the lack of modern technology, facilities and knowledge transfer in place. Aim of this study is to determine the CI's current positions, challenges, and gaps in the state of Perak. This study was carried out via a self-administered structured questionnaire that equally distributed throughout the Perak State (North Perak, Central Perak and South Perak) involving 300 respondents. The study shows that a community's socioeconomic development and CI sector are influenced by a variety of factors. It is due to both internal and external causes, such as interest and self-motivation, as well as the positions of different organisations, as well as family and community support.

SUMMARYConservationists have adopted community-based conservation (CBC) strategies to support landscape conservation programmes in East Africa, and these projects often involve community development assistance in exchange for a commitment to dedicating a portion of community lands for conservation management. There is, however, a dearth of empirical evidence assessing the effectiveness of CBC conservation programmes. This paper uses sub-metre-resolution satellite imagery to measure land-use change on four Kenyan group ranches that had created CBCs. Each ranch underwent a common participatory planning process that established a land-use plan involving three management zones: conservation, livestock grazing and settlement/cultivation. Using a satellite image time series, we recorded threat-based development – anthropogenic modification of natural areas and the density of structures – for each ranch. We found that CBCs with tourism lodges were more effective at controlling development than the CBCs without a lodge, particularly in the conservation zones and, to a lesser degree, in the grazing zones. We conclude that our use of very-high-resolution satellite imagery offers conservationists a cost-effective, fast and replicable approach to measuring CBC land-use change and that CBC projects can lead to positive conservation results.

Abstract: In the recent period of fast economic development, population growth and demands, and changing lifestyles, most outdated regions in metropolitan centers have faced many difficulties in making the required adjustments and adaptations to current needs and changes. This paper looks at the role of community participation in urban regeneration projects and reviving run-down areas and how it can be used to help localities in economic as well as social renewal without changing the identity of the area. The urban regeneration of a Railway Staff Neighbourhood (N.F., B. Colony) in the district of Kamrup Metropolitan, Assam, North-Eastern India, is the subject of this research. The paper also aims at an urban reuse idea to develop a regenerative approach as a countermeasure to urban degradation, with a strategy that involves community engagement in the project. The research was based on numerous site visits and interviewing various stakeholder groups, particularly the local community, at all levels. The study examines a new experience in the neighbourhood in establishing an alternative use of the abandoned quarters based on addressing the community and the problems faced by them.
