Abstract:
This research aims to determine the role of the village government in improving the welfare of the people of Bulili Village in Duhiadaa District, Pohuwato Regency. The research approach uses descriptive research which provides an overview of how the government plays a role in improving the welfare of the community in the village of Bulili, Duhiadaa District, Pohuwato Regency. Informants were the village head, village head, BPD chairman, LPM Chair, village treasurer and Bulili village community leaders. The results showed that the Bulili Village Government in improving community welfare carried out three programs such as: 1) agricultural production improvement program. For the economic sector the Bulili village government planned assistance that would improve the economy of Bulili villagers such as providing rice seeds, corn seeds, tractor assistance, Hansplayer (tengki) assistance, fertilizer assistance, and PNPM assistance, 2) program to increase livestock production, namely the collaboration of district government, sub-district government and Bulili village government in the form of providing assistance for productive superior cows and productive goat seeds to village community livestock farmers bulili which was formed by the village village government. 3) development of village livestock agribusiness, which is to form a group of livestock farmers who are given the assistance of productive cow and goat seeds to each group to be managed as part of a government program in order to improve the welfare of the village community. In addition, the formation of livestock farmer groups is one of the right solutions in increasing livestock business in the village, various livestock businesses such as the procurement of productive seeds, prevention of livestock diseases and access to marketing can be done in groups and work together which in turn increases profits and business income in order to improve the welfare of the people in Bulili village.

For the European Union and UNDP (2006), the quality of governance is ultimately attributed to its democratic content. Thereby the promotion of ‘democratic governance’ is a core element in their development assistance strategy. UNDP argues that human development and governance are inseparable. From the human development perspective UNDP has stated that ‘good governance’ is ‘democratic governance. According to Brandi (2008), Democratic Governance is the glue that holds all the other development priorities set out across the MDG’s together. In post-conflict societies it is much advocated by the international community that democratic systems provides the best mechanisms for reconciliation and are the best guarantors of lasting peace (Brandi &Clara, 2008). According to Boex, Kimble and Pigey (2010), a government is essential to providing security, justice, economic, and social functions and to channeling the will, energies, and resources of both the indigenous population and the international community. According to Shah (2006), governments support peace building through encouraging institutional participation in peace building and democratic process of their countries.

Abstract:
Japan has been playing an important role in the international society, especially in the field of the development of developing countries, through its ODA (Official Development Assistance). Indonesia, which has the biggest economic potential in Southeast Asia, is the largest recipient of Japanese ODA. Economic cooperation through ODA now functions as the core of the amicable bilateral relations between the two countries. However, ODA alternatively has had some negative aspects on its recipients. Some of the ODA projects (called Mondai-ankens) have actually triggered various problems at project sites and have consequently afflicted the local people. The most well-known mondai-anken that aroused national discussion on ODA policy is Koto Panjang Hydropower Plant Project implemented in Riau Province, in 1991-1997. The local community has been critical of Japanese ODA since the implementation of the project, which was done in a coercive manner under the Soeharto administration, caused costly damage to the local people such as poverty, scarcity of food, environmental destructuion, and so on. Although the mondai-anken issue caused considerable damage to the recipient country’s people, and the local commnity filed a complaint to the donor country, this issue had no political impact to the bilateral relations between the two countries.Keywords: ODA (Official Depelopment Assistance), Mondai-anken, Economic cooperation, Japan, Indonesia

In this book, Graciana Del Castillo draws on theory, her own experiences as senior economist in the Cabinet of the United Nations secretary-general and as an International Monetary Fund staffer, and qualitative case studies to critically reconsider the challenges of postconflict economic reconstruction. The core argument is as follows. Countries making the shift from war to peace face a multipronged transition in the economic, legal, political, social, and security sectors. Given this multifaceted transition, economic reconstruction is fundamentally different from the “development as usual” approach taken by the international community to address typical socioeconomic challenges faced by peaceful developing countries. Instead, economic reconstruction in postconflict countries is a “development plus” challenge, meaning that these countries face the same challenges as other developing countries plus the added challenge of achieving reconciliation and peace. Del Castillo concludes that many post–Cold War reconstruction efforts have failed because of the development as usual approach to reconstruction, a lack of comprehensive planning, insufficient aid and assistance, and the inadequacies of international organizations (e.g., the United Nations and international financial institutions) in dealing with the challenges of reconstruction.

Abstract:
This article discusses the issues of economic interaction between countries with different levels of division of labor, for example Bulgaria, and objective opportunities for each of them to find their place in the economic systems of such supranational entities as the European Union. Historical parallels are drawn in the development of theories at different stages of the movement of economic thought in relation to systems of division of labor, starting from the physiocrats of the Middle Ages, through Adam Smith to the modern vision of the situation. The experience of Bulgaria in building its own national economy in the period after the Liberation from Ottoman rule to the present day is analyzed. A comparative analysis of the achievements of our state, as a member of the Council for Mutual Economic Assistance, against the development of neighboring countries, which, however, fell into an alternative system of division of labor. The processes that took place as part of the confrontation of two antagonistic technological zones during the Cold War are described, including some aspects of the dynamics of relations within the world socialist community, which at different periods had a different structure, own achievements and failures, missed opportunities and, ultimately - a capitulation from an order of magnitude larger economic system under the auspices of the United States of America. The author seeks Bulgaria’s place in the current EU integration processes, from the point of view of the objective regional differentiation of this peripheral Balkan state. Conclusions are drawn on the results of the interaction of countries with different levels of division of labor - developing states from Eastern Europe, and developed ones - the founding states of the Union, which form the core of this supranational association. The relevant recommendations are made on the implementation of strategic policies in the economy, education and social sphere for countries that aspire to enter the European Union or are already members as developing economies.

SummaryThe Makira Natural Park (Makira) is the largest terrestrial protected area in Madagascar, supporting nearly 200,000 people living around the park, who derive a significant proportion of their animal-source foods from hunting. Makira is currently managed with three different policies: (1) traditional management with no external assistance; (2) community-based forest management (Gestion Contractualisée des Forêts; GCF) with non-governmental support and externally developed policies; and (3) strict external management policies (Zone d’Occupation Controlée; ZOC), meaning a zone of controlled residence for communities inside the core protected area. Here, we longitudinally assess the impacts of these policies on wildlife hunting and consumption by using a difference-in-differences method to evaluate policy efficacy. We found that externally developed conservation policies led to drastically reduced wildlife hunting and consumption in Makira. We also found that public education in the form of environmental awareness-raising, conducted 1 year before adoption, led to a greater concealment of hunting behaviours. Overall, wildlife hunting and consumption have decreased in the Makira region since the adoption of GCF and ZOC policies and could be effective at reducing the unsustainable wildlife hunting across the Makira, particularly when supported by economic development and the creation of alternative sources of livelihood and food.

Abstract There are many cases of forestland tenure in Indonesia and one of them occurre in a village on the island of Sumbawa. Currently, the Omnibus Law no.11/2020 and its derivative regulation PP no. 23/2021 came up to create a more robust business enabling environment in the forestry sector with one of the targets is to improve the economic conditions of the communities around the forests. In relation to the forestry conflict in Sumbawa, these regulations bring hope for the parties involved in the conflict in the efforts to resolve prolonged tenure conflicts. The purpose of this case study is to examine how the new forestry regulations can provide options for communities and the Forest Management Unit (FMU) in resolving forestry conflicts, assess how conflicting communities perceive the forms of cooperation of their expectation in the future, and provide options for potential partnerships to be initiated. The research methods used are historical study, survey, participant observation, semi-structured interviews with forest managers and communities, and focus group discussion that was all carried out in 2017. The findings show that according to PP. no. 23/2021 and the history of this area, this piece of land is a potential object of the social forestry program. In addition, through this action research, two farmer groups are successfully formed. This makes the legalization of social forestry one-step forward to be a reality. Moreover, all respondents agree to carry out partnership with the FMU. This study recommends that the ideal form of forestry partnership is community forestry considering the location of the conflict land is in a production forest area. The facilitations could be implemented to support; the community are the legalization of community forestry, support for the development of honey from stingless bees that has been being developed by some farmers, cashew based business development, and assistance in implementing agroforestry with a sustainable alley cropping model of wood-cashew-corn plants. Initiatives from local people and facilitation from FMU are required to succeed the implementation of Omnibus Law in the forestry sector.

In order to succeed in the development of agricultural sector in accordance with the Regulation of the Minister of Agriculture Number 67/Permentan/SM.050/12/2016 concerning Farmer Institutional Development, it is necessary to provide community service in the agricultural sector and plant cultivation as efforts to strengthen food self-sufficiency, especially during the Covid 19 pandemic. For this reason, we need to carry out community service activities for the production of liquid organic fertilizer using microorganism Bacillus cereus in Pantai Cermin Village, Tanjung Pura District. As we know Pantai Cermin Village, Tanjung Pura District, Langkat which about is 63.6 Km from Medan. In general, the majority of farmers own rice and corn areas and are members of the Gemah Ripah farmer group consisting of 30 farmers. From the results of dedication program, there are around 3000 hectares of rice and corn fields that have become a rice barn for the last 15 years, especially in Langkat Regency. Based on the results of the survey and partner interviews, several priority problems were obtained, including: a. There was a decrease in the selling price of corn in Langkat by Rp. 1,900,-/Kg from the selling price of corn in 2019 of Rp. 4,900,-/Kg to Rp. 3,000,-/Kg currently in Langkat; b. Rice farmers experienced a decrease in purchasing power of chemical compost during the Pandemic, because the price of solid organic compost from the Probiodek brand that functions as a decomposer of organic matter rose to Rp. 40,000,-/Kg; c. Farmers experienced a decline in purchasing power of chemical insecticides on the market; d. Farmers in Langkat currently do not have a knapsacksprayer and they only use 2 units of knapsacksprayer from government assistance to spray plant pests & diseases and this tool is used interchangeably for all farmer groups; e. Farming management is carried out in a simple and conventional way, namely using local F1 seeds (yield) from the previous corn harvest); f. Rice harvesting as well as shelling corn use a simple method of rice mill machine. In order to develop the potential of rice and corn barns, it is necessary to strengthen the independence of farmers through community dedication program (PKM) training in the production of liquid organic fertilizer using microorganism Bacillus cereus from Ristekdikti. The focus is to develop production of liquid organic fertilizer as an alternative to chemical fertilizers and chemical insecticides. The use of microorganisms Bacillus cereus is especially useful for facilitating the decomposition of organic matter in liquid fertilizer solutions so that it is more easily absorbed by plants as fertilizer and insecticide, as well as assisting and motivating partners to continuously continue producing liquid organic fertilizers because it saves costs in purchasing chemical fertilizers and pesticides in the future so as to create economic independence for partners. This will certainly improve the economy of farmer group partners so that life can be more prosperous. All of these activities aim to foster independence in partners when the program ends. It is hoped that food self-sufficiency can be realized that is free from residues of chemical fertilizers and insecticides so that environmentally sustainable agriculture can be realized.

Abstract:
Purpose – The purpose of this paper was to identify essential resources that entrepreneurs need; to determine which resources and services are available at public libraries in two Florida counties; and to suggest additional ways for public libraries to increase their value and visibility among the business community. Design/methodology/approach – Information was gathered using structured and open-ended questions, using the Qualtrics survey technology provider, to obtain both quantitative and qualitative responses. Library administrators were contacted to identify relevant library staff to participate in the survey. Pasco County Library System administrators agreed to distribute the survey to their staff. Hillsborough County Public Library Cooperative administrators provided email addresses of staff selected to participate. Web sites of the libraries, their counties, and their partners were also examined for additional information. Findings – The results suggest that the libraries are able to satisfy most of the requests of entrepreneurs. One exception was consulting, which was not consistently available, according to respondents, but could be offered at the library by business service organizations. Suggestions for promoting library business resources were proposed, based on survey responses and the websites of the libraries, their counties, and their business service organization partners. Research limitations/implications – This research studied key public librarians and staff employed at Pasco and Hillsborough counties in Florida. Some of the resources identified as useful for entrepreneurs in these counties may not be generalizable to communities outside the state of Florida, or outside the USA. Additionally, the survey did not explore what is not being done or what could be done if the libraries had more resources. Practical implications – This study provides information on the resources and services that public libraries provide entrepreneurs. It also offers suggestions for libraries to become more valuable and visible to their local business community. Social implications – As entrepreneurs and small businesses contribute substantially to economic development, public libraries that provide assistance to them help their communities prosper. Originality/value – This study is a collaboration between an academic reference librarian with a recent MBA degree, and an Entrepreneur Services Manager and Florida SBDC Center Director, who together provide a unique perspective and interpretive value toward promoting economic development.

The European Community is distinctive among the donors of international development assistance. Although it is categorized officially as a multilateral aid institution, the Community differs in structure, purpose and role compared to other, more familiar organizations of that genre. Like other multilaterals, the European Community derives its aid budget, as well as its other financial resources, from the fiscal contributions of its Member states (each of which provides its own bilateral assistance to developing countries). Yet, to be sure, the Community represents more than just a multilateral economic union, since it also constitutes a supra-European governmental authority in the making. Indeed, the European Community has begun to evolve a common foreign policy, which is reflected in its role in Official Development Assistance (ODA). Its aid effort, in giving expression to the Community's common international purpose, has taken on most of the attributes of government-to-government assistance. It is this combination of multilateral and quasi-bilateral characteristics that sets the European Economic Community (EEC, as the Community is styled in its ODA role) apart as a uniquely meta-national participant in international development cooperation.

Dans le processus de la gouvernance locale, les nouvelles stratégies de développement impliquent la contribution financière de tous les acteurs de la vie sociale dans les divers projets de développement. Ce travail vise à analyser la contribution des activités agricoles au développement local dans la commune d’Athiémé. L’approche méthodologique utilisée s’articule autour de la collecte des données (recherche documentaire et enquêtes de terrain), de leur traitement et de l’analyse des résultats. Sur la base d’un choix raisonné, 238 personnes sont retenues pour l’enquête et 04 personnes ressources interviewées. Le modèle FFOM (SWOT) a servi à l’analyse synthétique des résultats. Il ressort de cette étude que la commune d’Athiémé dispose de potentialités naturelles et humaines favorables au développement d’une variété de culture. En effet, l’activité agricole occupe près de 70 pour cent de la population active. La production dans la commune est essentiellement basée sur la culture du maïs (de 6241 t en 1995 à 5582 t en 2017), du manioc (de 105 t en 1995 à 114 t en 2017), de l’arachide (de 105 t en 1995 à 5582 t en 2017) et de quelques produits maraichers (tomate, piment, etc). Les revenus issus de ces productions ont contribué à améliorer les conditions de vie des producteurs mais aussi au financement de la mise en place des infrastructures sociocommunautaires puisque les TPA (Taxes des Patentes) varient entre 100 FCFA et 600 FCFA perçues chaque jour de marché et les recettes fiscales ont évolué progressivement allant de 15,67 pour cent en 2009 à 34,15 pour cent en 2019. Toutefois, de nombreuses difficultés d’ordre technique, économique et social constituent un problème pour le bon fonctionnement des organisations paysannes. Pour remédier à ces difficultés, les organisations paysannes ont besoin d’une assistance financière et technique de la part des autorités locales. In the process of local governance, the new development strategies involve the financial contribution of every actor in social life in the various development projects. This work aims at analyzing the agricultural activities' contribution to the local development of Athiémé municipality. The methodological approach used involves the data collection (documentary research and field surveys), treatment, and analysis of findings. A sample of 238 people has been chosen for the study, and 04 resource people have been interviewed. The SWOT model was used for the synthetic analysis of the findings. The findings analysis reveals that Athiémé municipality gets some natural and human potentials favorable to developing a variety of crops. Production in the area is mainly based on corn cultivation, cassava, peanuts, and some garden products (tomatoes, peppers, etc.). Agricultural activities represent nearly 70 pour cent of the active population. Not only have the incomes from these productions helped improve producers' living conditions, but they have also helped to set up socio-community infrastructures since the TPA (Taxes des Patentes) varies between 100 FCFA and 600 FCFA, and the tax receipts have evolved gradually from 15.67 pour cent in 2009 to 34.15 pour cent in 2019. However, many technical, economic and social difficulties are obstacles to the proper functioning of farmers' organizations. To overcome these difficulties, farmers' organizations need financial and technical assistance from local authorities.

Abstract:
Community empowerment in buffer zone villages is one of the conservation-based development efforts. Community empowerment through the development of the creative economy is an alternative for the community in developing their local potential. Nain Island is the farthest island in the Bunaken National Park area which can only be accessed by sea from the mainland of North Sulawesi. This limited access needs to be supported by the development of infrastructure in terms of transportation, electricity, water, social, economic, education, health and environmental development. Economic crisis have a serious impact on the future of the existence of the national park, namely the level of education of the people in and around the conservation area. Recognizing the above, Bunaken National Park Center distributes various kinds of assistance for empowering community economic enterprises through fostered groups in all areas of management at the site level (resort). Groups that have been assisted previously for a sufficient period of time will then be tested for feasibility and readiness in terms of receiving assistance. The implementation of facilitation activities and the provision of creative economic business assistance to the assisted village community groups on Nain Island is carried out on an ongoing basis. The method of implementing the activities is in the form of data collection and group assistance. It is true that the Sinar Bahari Nain group has been facilitated in receiving assistance for capital stimulus for creative economy businesses. Assistance to community groups needs to be carried out routinely and attached after the provision of assistance and supervised in its use.

Abstract:
This study aims to identify and analyze the imposition of sanctions on the government treasurers of Amil Zakat Agency in Pagaralam City, Indonesia. Law No. 20 of 2011 concerning the Eradication of Criminal Acts of Corruption, theory of zakat, agreement between the Treasurer and the Amil Zakat Agency as well as Regulation of the Finance and Development Supervisory Agency were employed in this study. This study applied a normative juridical approach that is a legal systematic approach identifying the core of law. The objects of this study include; a. Legal Subject; b. Rights and obligations; and c. Legal events in legislations. The collected data were then analyzed qualitatively. The results indicated that there was embezzlement of funds carried out by the government treasurers of Amil Zakat Agency on zakat funds which should be used for people who need financial assistance and which should be used to empower low-socio economic community groups.Tujuan dari penulisan ini agar mengetahui dan mengidentifikasi serta menganalisis tentang pemberian sanksi terhadap bedahara Badan Amil Zakat Pemerintah di Kota Pagaralam, Indonesia. �Pendekatan Undang-Undang Nomor 20 Tahun 2011 tentang Pemberantasan Tindak Pidana Korupsi dan juga pendekatan teori mengenai zakat, perjanjian antara Bendahara Gaji dengan Badan Amil Zakat serta Pengaturan Badan Pengawasan Keuangan dan Pembangunan di Kasus ini. Metode penelitian yang dipergunakan ialah yuridis normatif yakni sistematika hukum yaitu mengindentifikasi terhadap pengertian pokok dalam hukum. Objek penelitiannya meliputi : a. Subjek Hukum; b. Hak dan Kewajiban; c. Peristiwa hukum dalam peraturan perundang-undangan, menggunakan metode kualitatif. The goal of this assistance was to create a more structured roadmap for the digital media movement through mentoring and assistance to increase skills in the management of traditional snack promotions and the use of digital media technology such as Instagram, fanpage, graphic design, and websites to impact financial markets' income or profitability for the community at Payungi (Pasar Yosomulyo Payungi). The method used ABCD (Asset Based Community) to maximize the potential assets, which includes individual assets, communities, infrastructure, community, et al. As a result of this assistance, the economy of the residents around Payungi was assisted and gave impact on new jobs, and good relationships among stake holders. The community could obtain information from credible sources, the audience receives interesting material. The strengthening of this assistance had an impact on this traditional creative market, both in terms of the turnover of traders and the creativity of business entrepreneurs. This study aims to analyze the initiative and level of community self-assistance in water resources conservation, analyze the influence of family socio-economic characteristics on the level of self-assistance in water resources conservation, and formulate a self-assistance conservation model in the upstream area of the Renggung watershed. This research was carried out in the upstream area of the Renggung watershed. Data were collected observation, in-depth interviews, document review. Data were analyzed based on a Likert scale and multiple regression. The results of the study are as follows: (1) Initiatives and the level of community self-assistance in the conservation of water resources in the upstream area of the Renggung watershed are classified in the “Low” category; (2) The socio-economic characteristics of the family that have a significant effect on the level of self-assistance are age and income. Age has a positive effect, while income has a negative effect; and (3) Self-assistance conservation models that can be developed are: Development of Village-owned Fruit and Ornamental Plant Tourism Parks; Productive Economic Business Empowerment; and Development of Conservation Crop Compensation.

The economic aspect is the impact that gets the most attention after the health aspect. The main problem that occurs in SimpangKelayang Village is that the economy of the business owner community is down (weak) due to the pandemic. Economic recovery must immediately be designed to overcome the economic crisis so that economic conditions do not sink into an economic depression. Through qualitative research methods, this study aims to reveal how the activities of the business community are trying to move from economic downturn during the COVID-19 pandemic. The economic recovery studied departs from Todaro & Smith's theory of the economic crisis. In SimpangKelayang Village the majority of the people are entrepreneurs, so the economic recovery strategy is to rely on the community business sector in developing trade, implementing digitalization in business and utilizing assistance in the form of Direct Cash Assistance (BLT), Micro, Small and Medium Enterprises (UMKM) and Economic Enterprises in the Save Village. Borrow (UEK-SP). Through the stretching of the business community, which is supported by assistance from the government as a driver of business development, finally the economy of the business community has experienced a significant increase as evidenced by the emergence of household savings and an increase in the amount of income.

This study explores the Indonesian economic growth in the new autonomous regions using social - economy perspective. More specifically, social - economic issues are proxied on population, poverty rates, education levels, local tax revenues, and distribution of local government social assistance. Meanwhile, community economic growth is proxied by GRDP per capita (PE). The Indonesian economic growth and social-economy issues are measured using Ordinary Least Square (OLS). This study uses new autonomous regions data in Indonesia formed in 2003 – 2008. Employing multiple linear regression, the test results revealed that variable of local tax revenue (PD) was consistently able to explain PE. The same results are shown in the robustness test, where researchers predict the economic growth of the community with the Human Development Index (HDI). In the discussion section, community economic growth represented by PE continues to increase along with the increase in PD and HDI. The conclusion in this study is community economic growth increased since 2009, marked by an increase in PD along with HDI. As an implication, researchers suggest that practitioners and academics use local taxes to measure the community economy in new autonomous regions in Indonesia.

Afghanistan's current reliance and dependency on foreign aid is not only due to the past three to four decades of war and civil dissension but came about even before the era of conflict. Since the fall of the Taliban regime in December 2001, Afghanistan has become an engaging country in the eyes of the international community and since then has become one of the largest recipients of foreign aid. The international community has pledged a huge amount of assistance for the reconstruction and development of Afghanistan. The main aim of this research paper is to attempt evaluating policy developments in Norwegian assistance to Afghanistan for economic and social development by employing SWOT analysis, understand the role of key actors involved in driving policy developments, and international agreements related to Norwegian aid assistance to Afghanistan. This policy analysis is grounded on the stages approach to the policymaking process. This study aims to analyze and describe the extent of business sustainability through the implementation of Corporate Social Responsibility (CSR) programs that transform caricature programs into community development programs by oil and gas companies in Indonesia. This research uses a qualitative approach and is carried out with descriptive analysis methods using literature study of secondary data in the form of documents based on relevant references. The results of this study provided a CSR model with community development through mentoring and capacity building as a form of transformation from charity programs while encouraging sustainable business practices. This study is expected to be able to contribute to sustainability studies, particularly in the context of corporations with CSR models in the extractive industry.

The Covid-19 pandemic seems to have harmed people's lives, especially in social and economic aspects. The Islamic finance sector can solve these problems because, in principle, Islamic economics aims to achieve public welfare. Zakat, infaq, alms and waqf is one form of activity in Islamic economics, which is part of the form of compulsory worship and advice from Allah SWT. Previous studies have stated that the management and distribution of zakat, from direct assistance to community empowerment assistance, is effective in helping improve the community's social and economic welfare. Applying zakat with the community's principles and returning to the community can encourage economic equity, especially during the Covid-19 pandemic, like today, where many people's economic activities are hampered. The digital zakat system is a breakthrough to increase the effectiveness of the management and distribution of zakat to the community. The digitization of zakat also makes it easier for the community to distribute zakat obligations. Coordination from various parties, such as the government, zakat institutions and academics, is needed in developing the zakat digitization system to achieve maximum results. With the application of Maqashid Syariah in managing digital zakat, it is hoped that zakat can be right on target in meeting human needs.

Source triangulation is used as a data validity technique.The results of this study indicate that the empowerment of family welfare skills in processing Sinhok fish into Sinhok fish chips is very good, this can be noted from: (1) Aspects of capital assistance, the results show that gender-based family welfare empowerment of Sinhok fish processing into Sinhok fish chips is seen to increase knowledge the community about processing sinhok fish into delicious preparations. (2) Aspects of infrastructure development assistance obtained results that the processing of Sinhok fish already has the support of good facilities and infrastructure. The program provides assistance of productive zakat to the nedy village with the aim of improving the economy and living standard. The study aimed to analyze the community welfare development in Karangkemiri Village Pekuncen district Banyumas District on the Village Zakat Index (IDZ) basis which is going to be identified as eligible or not eligible for zakat fund assistance through (LPEM) and other form of productive zakat program which should be implemented. The methodology used is mixed method research, which is a combination of qualitative and quantitative methods to analyze research. Data were collected by means of interviews, questionnaires, observations and documentation obtained from the sources. The data analysis technique uses a calculation method called the multi stage weight index which is used to calculate the data resulting from the IDZ calculation, the presentation of the data presented in the form of tables and graphs, and drawing conclusions. The result indicated that the calculation of Village Zakat Index (IDZ) based on five dimension, namely: Economy, Health, Education, Social and Humanity, as well Dakwah. The result showed that Village Zakat Index (IDZ) in Karangkemiri Village Pekuncen district was 0.50. Karangkemiri Village was categorized as quite good if categorized into a score range, meaning that Karangkemiri village could be considered to be given the zakat by BAZNAS. If it was seen from economic dimension, Karangkemiri Village was prioritizedfor assistance.

This study examined stakeholders’ perception related to the Korea–Indonesia international ecotourism official development assistance project in Tunak, Lombok, Indonesia. In-depth interviews were conducted with 18 local community members, government officers, and project executors in 2014 and 2020. Six themes arose from the respondents’ perceptions: nature appreciation, enhancement of sociocultural development, prospect of stakeholder involvement, boosting environmental conditions, present economic contributions for conservation, and project deficiencies. The results showed that the project was carried out in line with the initial plan and emphasized local community involvement. However, the community’s dependence on external help could lead to unsustainable ecotourism practices in the future. Through various project programs, the local village’s economy and infrastructure started to develop. Education and direct local community involvement positively affected the local community conditions, both in sociocultural and economic terms.

Villages around Kerinci Seblat National Park (Taman Nasional Kerinci Seblat, TNKS) have experienced population pressure. This condition which if not addressed immediately will encourage the community around the TNKS to enter and encroach the forest to meet their household needs. This is getting worse along with the finding that the community around TNKS also does not have many alternative sources of income. For this reason, designing strategies for optimizing household economic to lessen population pressures are noteworthy. Focus group discussion (FGD) and analysis hierarchy process (AHP) was applied to design and to determine development strategy for household economic empowerment and twenty-five key informants including fifteen farmer households were interviewed. The AHP results conclude that the production aspect is the most important that needs to be given priority in the development of plantation production. This conclusion is based on its highest relative priorities (weights), i.e., 0.298. Of the three programs identified and using weight result of AHP, community seed assistance is the most important program in the development of plantation production (weight of 0.494). The seed assistance program is the most important compared to providing soft loans (weight of 0.29) and expanding to production inputs accessibility (weight of 0.216). Meanwhile, human resource development aspects are the most attractive strategy for food crop production development, especially rice, with a weight of 0.325. Aspects of human resource development are more focused on improving farmer knowledge in cultivation than marketing and post-harvest handling aspects. Optimization of pekarangan resources is directed to the development of the chicken farm (weight = 0.274) focused on improving the production aspect (weight = 0.328). Among three priority programs, day-old chicken assistance (weight = 0.512) is more needed than access to soft loans (weight = 0.242) and feed programs (weight = 0.246).

<p> </p><em>One of the forms of business that may be done by a housewife is entrepreneurship, namely making APAYA (Abon Papaya). Processed food products made from papaya are chosen as an entrepreneurial business because they have good prospects. In addition to the young leaves as medicine, the fruit can be used as sweets, there are other food preparations made from papaya. Given the benefits and good nutritional content, papaya fruit verification is needed so that the product can be more acceptable to the community. The purpose of this activity is to inspire people about an idea and an entrepreneurial spirit with raw materials that are easily available and available around them so that they can increase household income. Through this service activity, assistance in making APAYA (Abon Papaya) into an economic commodity product in the form of shredded shredded can provide an alternative to new economic businesses in the community. This research was qualitative research with a descriptive method, i.e. the research procedure that generates descriptive data in the form of the written word or spoken and the behavior of people who observed, i.e. the existing community around the the environment of PT Persero Indonesia's Port I main branch of Belawan, through interviews, observation and documentation. Community empowerment in the environs of PT. (Persero) Indonesia's Port I main branch of Belawan in partnerships program with small businesses and Community Development Program is still limited to venture capital lending, assistance towards victims of natural disasters, aid (contribution) of education, and public development assistance. This is more emphasize the economic and development dimensions rather than the social and science and technology dimensions. Obstacles faced was the lack of funds for the implementation of the community development program and partnership as well as a lack of field employee that is in charge of providing training and education for the built community. The surrounding community is not directly involved in policy making to support community empowerment activities. Likewise in solving problems by allowing problems to occur, without providing assistance for their resolution. Like when partner experience obstacles in repaying loan capital, they just bill to the place of the business partners. If it doesn't already exist, it will be billed the following month, without any assistance how to solve the problem.

The research objectives were to identify the processes, benefits, and efforts of implementing economic empowerment programs and formulating an economic empowerment model for the poor society in Sigi Regency. The data were obtained through a survey, structured interview, list of pair-wise comparison questions. A survey was conducted by providing a closed questionnaire based on a Likert scale with five answer choices, given to 113 samples: community administrators and members of micro-small scale business groups selected using a snowball sampling technique. Structured interview technique was with interview guidelines applied to regional apparatus organization, Regional People's Representative Assembly, Head of Sub-District (Camat), and Village Heads. A list of pair-wise comparison questions was to program facilitators. The analytical method used was a qualitative descriptive analysis method for implementing community empowerment and the Analytical Hierarchy Process (AHP) method for the Economic Empowerment Model for the poor in Sigi Regency. Implementation of community empowerment in Sigi Regency included the benefits of assistance received, procedures for requesting assistance, procedures for aid realization, the accuracy of aid targeting, quality and capacity of program assistants, benefits of local economic development, implementation of assistance, implementation of monitoring and evaluation. Those implementations had been running well based on the respondent's assessment. The process of raising awareness and shaping people's behavior, transforming knowledge, and increasing the capacity of the community, also received good responses. Likewise, group opportunities, group potential and protection, community, participation, and entrepreneurship received good responses. The Empowerment Model for the poor in disaster-prone areas was Economic Empowerment with the dominant role of assistants as empowerment actors, prioritizing protection and community support in their business activities.

And at this time in the village it is very necessary for appropriate business developments. The implementation of community assistance and development is one of the goals of PKM activities which are expected to be able to solve problems that exist in the Wanakerta Village community, both in the economic, religious, social and cultural fields, village government, as well as in the fields of education and health. Through assistance to the community, this PKM activity collects data on problems or conditions of the surrounding community which is then formulated in the form of a work program and its realization which is expected to answer problems that exist together with the community. This research aims to analyze the success rate of community forest management, analyze driving factors and inhibitory factors, and formulate strategies for the development of community forest management. The data obtained is identified and reviewed through a table of criteria and indicators then analyzed descriptively through the Methods of Force Field Analysis and Analysis Hierarchy Process. The results showed that community forest management in the Kindang District of Bulukumba Regency succeeded with 2.2. The driving factors of community forest management are stakeholder assistance, community involvement in land use, internal rules of groups and work programs, the service of productive economic tools, and the implementation of a good agroforestry system. The inhibition factor consists of the involvement of members of forest farming groups in non-maximal management, non-routine meetings, no socialization related to community forest policy, utilization of natural attractions has not been optimal, the lack of socialization of forest protection and security, and non-participatory patrol activities. The proper management development strategy consists of conducting regular meetings involving various parties, socializing related to community forest policy, applying each group of forest farmers in strengthening human resource capacity, land use, and maximum productive economic tool assistance, the preparation of a master plan of tourist attractions and participatory forest protection and security activities.

This study was conducted to examine the economic transformation of the Mah Meri Orang Asli community, the majority ethnic grouping in Sungai Bumbun Village in Carey Island. The objectives of the study were to analyse the economic development of the community, identify the factors that facilitated this economic progress, and ascertain the effects of economic transformation on the present day Mah Meri people. Handicraft and culture were the two main economic sources of the community for their livelihood. Natural resources from the forest such as kayu nyireh provided the Mah Meri with the raw materials to produce unique carvings. Transformation initiatives implemented by the government brought positive impact to the economic development of the community especially in securing economic resources for the villagers. The factors that led to economic change for the Mah Meri were assistance from the Malaysian government channelled through the Department of Orang Asli Development (JAKOA), their suburban location, the self-reliant and independent nature of the community, and aid from non-governmental organisations (NGOs) such as Badan Insaf Malaysia and independent bodies. The economic transformation of the Mah Meri was reflected in an increased income level, improvement of facilities and environment, creation of social interaction, and eco-tourism. This article is a concept paper that will explain the economic transformation of the Mah Meri Orang Asli community.

This study aimed to explore political communication in the building of political power networks in Jenggrik Village, Kedunggalar District, Ngawi Regency during the village head elections (village head election) from 1998 to 2019 from patron-client relations perspective. Political communication occurs through village elites and village community leaders. Political communication happens between the village head and his community members. This study was a descriptive study using a qualitative research method. This study sought to understand the processes and facts about political communication that shapes community loyalty and the leaders in Jenggrik Village, Kedunggalar District who have economic and non-economic power. The findings and conclusions of this study supported Max Weber's notion on Charismatic Leadership as well as Sartono Kartodirjo’s research which stated that the loyalty of village communities (clients) is formed because of village heads (patrons) for material (economic) and non-material (non-economic) reasons, such as authority and charisma of the leader; distribution of benefits from individuals or groups in exchange for political support; the loyalty of village communities, according to Jonathan Hopkins; also material factors such as financial aid, village physical infrastructure development assistance, or other economic assistance, according to James C. The goal of this study is to use the Asset-Based Community Development approach to identify the assets of Kampung Mina Mangrove in Wonorejo. One of the research methods employed is action research using a qualitative approach. Document studies, field surveys, and in-depth interviews are used to collect data, which is then examined inductively and qualitatively. According to research findings, Kampung Mina Mangrove has a relatively high productive age based on human capital with the help of social assets. Mangrove fruit processing is a viable enterprise for the growth of the East Wonorejo area, thanks to strong population and a strategic position. In terms of material assets, the state of the current infrastructure must be considered. From the standpoint of economic assets, SME players will not only wait for financial or capital aid from the government in the future, but will also take the initiative to offer a collaboration or partnership with other business actors who can support each other. From the standpoint of environmental assets, they should pay closer attention to the environmental conditions around eco-tourism sites. East Wonorejo, the village's only access route, must have suitable waste disposal sites and sewers to prevent flooding during the rainy season. Based on the identification of all assets, future expectations are supported, in addition to assistance from different linked parties, so that current SMEs may expand more generally, not just in mangrove regions.

The concept of social entrepreneurship is increasingly popular throughout the world. In Malaysia, the need for social entrepreneurship is based on community-related issues such as economic, social, environmental and educational development. Communities need to be strengthened as a group of individuals who make up and become valuable human capital for the country. Community cultures that are keen to wait and rely on the assistance of the government and the Department of Social Welfare (JKM) in particular need to be changed. By generating as many social entrepreneurs in the community, it is believed to be able to enhance the socio-economic status of the community as well as stimulate the country's development rapidly. Therefore, communities in this country need to be exposed and educated with the concept, role and opportunity of social entrepreneurship for them to move social and economic development through social entrepreneurship platform. The success of individuals pioneering the social entrepreneurial approach to solving community problems needs to be publicly disseminated, especially to groups within the community; to be an exemplar of the successful social entrepreneurship endeavour. Efforts to increase public awareness of the law are not only carried out on legal development but also on economic development, given the condition of Indonesia's economy leading to complex social problems. Referring to the above issue, the understanding towards the Indonesian people is necessary to carry out economic development in accordance with the objectives of Indonesia's economic development to increase the welfare of the community. The article aimed to investigate the efforts to increase public legal awareness in supporting legal development and economic development in order to realize welfare. The method in this research was normative juridical by using descriptive qualitative analysis. In relation, secondary data were obtained from primary legal materials, secondary legal materials and tertiary legal materials. The results proved that increasing public legal awareness in legal and economic development should be conducted by the government and all parties involved. Hence the government and law enforcement officers can proceed through counseling, legal information, assistance and guidance so that people understand the importance of legal and economic development in order to realize order, certainty, justice and community welfare.

This study aims to identify the community development strategy of Kebonagung Village after the earthquake. The research location is in Kebonagung Village, Wonodadi District, Blitar Regency. This research uses descriptive qualitative method. Sources of data used are primary and secondary data. Data collection techniques through observation, in-depth interviews, and documentation. The results showed that the condition of the people of Kebonagung Village after the earthquake was that some people had a sense of trauma and enthusiasm, lacked basic needs, and experienced losses. The community development strategy of Kebonagung Village after the earthquake was the community’s spirit, making good use of government assistance, praying and making efforts, and carrying out the rebowekasan tradition as a repellent against reinforcements. Obstacles to its implementation were found that some people have fear, mutual cooperation activities are not running well, economic losses, and some people do not carry out traditions. Meanwhile, the role of the Blitar Regency government in community development is to provide encouragement, socialization, assistance, and the establishment of disaster posts. In this case, it shows that the development strategy carried out by the people of Kebonagung Village is used a way to deal with the post-earthquake accompanied by assistance by the government so that life can return to normal and increase the capacity of the community in development based on disaster risk reduction.

Abstract:
Abstract The purpose of this research is to create Economic Development Strategy in Halal Tourism Area in Sembalun of East Lombok Regency and formulate economic development strategy by doing analysis of AHP (Analythical Hierarchy Process). How to take informants in this study using Purposive Sampling. Based on the results of the analysis and discussion that has been done before, the strategy of Economic Development of Halal Tourism Area In Sembalun, East Lombok Regency is still in the low category seen from the income of society and life is still very simple. To overcome these problems then need some strategies that are growth strategy, development strategy and equity, and strategy with insight of space. The criteria for economic development are 1) capital assistance for society (0.863) 2) IT based technology (0.819) 3) Increasing employment opportunities for the community (0.781) 4) Higher education 0.716 5) Reducing Unemployment (0.673).

Abstract:
Economic growth in rural areas faces several challenges when comparing to urban regions. Limited employment opportunities and smaller profit from rural specific economic activities such as agriculture caused lower incomes to the local community. It is also very often that Agri-food products is undervaluation and not able to reach out outside market. This economic gaps between regions has resulted in several cases of outward migration flows of rural populations and land abandonment, which possibly brings major risk to the future of rural growth and sustainability. As reinforced by the needs to address the gaps and demands of the local community, therefore, this study was carried out to investigate the socio-economic demands and challenges of the local population in Temerloh, Pahang to recommend relevant assistance and interventions required. Findings from this study will provide important inputs that will suffice relevant literatures for the stakeholders to plan for a better socio-economic development in Malaysia. In general, the overall results of this study reveal the gaps faced by the community in the District of Temerloh in the context of social and economy. This study was carried out via a structured survey throughout the district involving 300 respondents and also complemented with a face-to-face interview carried out with key stakeholders.
