Li, Man-kit, and 李文杰. "Community planning : as an empowerment process? : case in Hong Kong." Thesis, The University of Hong Kong (Pokfulam, Hong Kong), 2014. http://hdl.handle.net/10722/206577.

Full text
Abstract:
In the arena of planning in Hong Kong, the doctrine of community planning is still an abstract idea and has not been formally adopted by the Hong Kong Special Administrative Region Government. Be that as it may, the word “community planning” or “community participation” was always mentioned in strategic dimensions of planning in Hong Kong in recent years. On the other hand, the discussion among community planning around the global asked for a higher and higher participation level in community planning process, shifting from participation to empowerment. Thus, this dissertation attempts to fill this research gap, analyzing the degree of empowerment under the planning frameworks and institutions in Hong Kong and how effective is community planning to empower citizens in Hong Kong. The community engagement elements within the planning related institutional frameworks in Hong Kong were reviewed and analyzed, in order to figure out the extent of empowerment of the community engagement elements in these frame works. On the other hand, a local planning concern group, which adopts community planning based approach, was used as a contextual study of analyzing the effectiveness of community planning based practices to empower citizens in Hong Kong. It was found that the extent of empowerment of the community engagement elements in planning frameworks of Hong Kong is limited, and community planning based practices is effective in empowering citizens. Thus, if planning in Hong Kong is to empower, but not disempower citizens, community planning approaches should be adopted. A series of empowering community planning process was recommended in this final part of this study.

Huang, Zhiqian, and 黃之倩. "Asset-based urban poverty alleviation : incorporation of sustainable livelihood strategies in the community development of Hong Kong." Thesis, The University of Hong Kong (Pokfulam, Hong Kong), 2014. http://hdl.handle.net/10722/206549.

Full text
Abstract:
Poverty is not solely a prominent issue in developing countries but also in economically advanced cities. Viewing in the context of Hong Kong, the high degree of income disparity reflected by Overall Gini Coefficient Index has revealed the poverty situation behind the image of prosperity. Vulnerable groups are untouched by the development process, and living under substandard conditions especially considering the multidisciplinary characteristics of poverty. In order to address the issues of urban poverty, the Chief Executive has acclaimed in the Policy Address 2014 the necessity of poverty alleviation, care for the elderly and support for the disadvantaged. Yet, community development on poverty alleviation cannot depend on the financial and resource assistance from the Government only. The inbuilt resources, skills and abilities of a community also need to be taken into account. This study has sought to identify a method that can better understand and evaluate community assets towards poverty reduction for vulnerable groups. Thus, after the literature review, it has been found that SLAs could be introduced to understand the subsistent circumstances and priorities of the poor –assets they actually own to make a living and problems that they face in the utilization of assets. Sham Shui Po would be invoked as a case study to conduct SLA due to the rather severe poverty situation, and the multifarious characteristics in the community. The overall poverty situation in Sham Shui Po has continued to deteriorate due to the increasing poverty rate and widening poverty gap. Three groups have been targeted as priority poverty groups, namely, elderly, new-arrivals and unemployment. The vulnerability context of these impoverished groups in the large landscape of Sham Shui Po has then been analyzed as the trends of increasing urban population especially aging groups, aggravated economic pressures on poverty groups and shocks of disempowerment in economic, social and political aspects. Then based on the mapping of existing human, financial, physical, natural and social capital within the area, a livelihood asset pentagon has been figured out to explain the strengths and vulnerabilities on the mobilization of these five types of capital. Afterwards, the effectsof livelihood strategiesand policieson the livelihood assets pentagons would be analyzed. Livelihood strategies initiated by poor residents themselves are always considered as negative practices since they are all based on the sacrifice of the accessibility of other kinds of assets. Policies considered in this study include social welfare systems which aim to provide financial and resource assistance, and urban renewal in pursue to speed up the integral development of old urban areas. However, it is argued that the implementation of social welfare systems is not satisfactory enough to bring poverty groups back to a prosperous life, while the process of urban renewal has actually disrupted the social network of poor groups. Based on the analysis above, policy recommendation would be proposed to alleviate the adverse impacts and intensify the favorable impacts of community assets, livelihood strategies and policies on the livelihoods of poverty groups.

Lau, Hoi-leung, and 劉凱亮. "Experiencing risky pleasure : the exploration of 'Chem-fun' in the Hong Kong gay community." Thesis, The University of Hong Kong (Pokfulam, Hong Kong), 2014. http://hdl.handle.net/10722/206339.

Full text
Abstract:
This qualitative study purports to explore the prevailing phenomenon of ‘Chem-Fun’, i.e. the combination of drug use and gay sex in the Hong Kong gay community, with the use of in-depth interviews (March 2012 to August 2013 [n=30]), participant observation (February 2012 to July 2013 [18 months]), and textual analysis of two gay websites (March to April 2012 [2 months]). By pinpointing the two loopholes of epidemiological dominance and missing drug in the local drug and local gay literature respectively, this study adopts a cultural approach to fill the gap in which the crucial elements of agency, pleasure, and context are examined. Drawing on the three theoretical strands of postmodern intimacies, geographies of sexuality, and Foucauldian notion of power/resistance, a four-dimensional analytical model has been derived from the data to explore the four major aspects of ‘Chem-Fun’: contexts, spaces, intimacies, and subjectivities. Instead of viewing ‘Chem-Fun’ as a ‘trinity of double’, i.e. double sin (moral/ legal sin), double epidemic (drug addiction and HIV/STDs infection), and double marginalization (from straight/gay world) but rather a ‘way of life’, this study argues that ‘Chem-Fun’ should be understood as a specific form of gay choices, gay project, gay connection, and gay mastery. For contexts, the emergence, prevalence, and transformation of ‘Chem-Fun’ represent a mixture of glocalized and personalized product revolving around the community culture and individual choices, i.e. gay choices. For spaces, the ‘Chem-space’ constitutes a ‘do-it-yourself project’ for the gay men to undermine the dominations of heteronormativity, health imperialism, and homonormativity and hence reclaim their selves and uses of pleasure, i.e. gay project. For intimacies, the intimate ethics of pure eroticism or the ‘RCTF’ culture (respect, collectivity, trust, and flexibility) demonstrates the three principles of emotional democracy (egalitarianism, autonomy, and solidarity) and cultivates an alternative political agenda of gay hedonism, i.e. gay connection. For subjectivities, the refashioning of ‘Chem-Fun’ as an edgework suggests the complicated subjectivities of playmates, i.e. gay mastery. Informed by the cultural approach, these four aspects have painted an alternative picture about ‘Chem-Fun’ in contrast with the epidemiological way of understanding. They are not necessarily a passive, fixed, and pathological retreatist but an arch-inventor, sensation-seeker, and edgeworker to build their own life. Without ignoring the relevant risks, this study gives pleasure an adequate space to understand ‘Chem-Fun’. As a form of queer life, ‘Chem-Fun’ is not just about personal experiences but also collectivities that implies the possible way out of local tongzhi movement from gay pride to gay shame. In this sense, there should be ‘Chem-Fun’ stories but not story. Apart from filling the missing gay and missing drug in local drug and gay study respectively, this research contributes to the sociology of sexuality by connecting the individual intoxicated eroticism to the runaway world of social flows, engaging with the existing concepts to explore the postmodern lives and geographies in the non-Western context, enriching the telling sexual stories tradition, and serving as a methodological remedy for the inadequacy of ethnography or insider perspective in examining drug-related practices in Hong Kong.
