Abstract:
We compare two stylized frameworks for the implementation of monetary policy. The first framework relies only on standing facilities, whereas the second framework relies only on open-market operations. We show that the Friedman rule cannot be implemented when the central bank uses standing facilities only. For a given rate of inflation, we show that standing facilities unambiguously achieve higher welfare than just conducting open-market operations. We conclude that elements of both frameworks should be combined. Also, our results suggest that any monetary policy implementation framework should remunerate both required and excess reserves.

Abstract:
An organization depends on quality information for effective operations and decisionmaking. However, there is still no agreement as to how quality should be defined in terms of specific quality categories and criteria. Proposed information quality frameworks have limitations with respect to either consistency, resulting from a non-theoretical approach to framework development, or scope, considering only objective but not subjective information quality perspectives. In this paper, we describe a unique research approach to framework development that addresses these problems and compare it to those used previously for other frameworks. Semiotic theory, the philosophical theory of signs, is used to ensure rigor and scope. It provides a theoretical basis for framework structure - quality categories and their criteria - and for integrating objective and subjective quality views. Empirical refinement based on academic, practitioner, and end-user focus groups is then used to ensure relevance.

Abstract:
This article is devoted to the comparison of two object-relational mapping systems supported by .NET platform - Entity Framework Core and NHibernate. The research hypothesis “framework NHibernate is more efficient than Entity Framework Core in the context of DML operations” was put forward. In order to make an efficiency analysis of ORM frameworks, a desktop application was designed and implemented to enable testing and visualization of results. The NHibernate framework turned out to be much more efficient than Entity Framework Core in single tests and slightly faster in bulk tests. The stability of both frameworks was similar.

Abstract:
The emergence of social media, the worldwide web, electronic transactions, and next-generation sequencing not only opens new horizons of opportunities but also leads to the accumulation of a massive amount of data. The rapid growth of digital data generated from diverse sources makes it inapt to use traditional storage, processing, and analysis methods. These limitations have led to the development of new technologies to process and store very large datasets. As a result, several execution frameworks emerged for big data processing. Hadoop MapReduce, the pioneering framework, set the ground for forthcoming frameworks that improve the processing and development of large-scale data in many ways. This research focuses on comparing the most prominent and widely used frameworks in the open-source landscape. We identify key requirements of a big framework and review each of these frameworks in the perspective of those requirements. To enhance the clarity of comparison and analysis, we group the logically related features, forming a feature vector. We design seven feature vectors and present a comparative analysis of frameworks with respect to those feature vectors. We identify use cases and highlight the strengths and weaknesses of each framework. Moreover, we present a detailed discussion that can serve as a decision-making guide to select the appropriate framework for an application.

Abstract:
The aim of this paper is a comparative analysis of frameworks for designing corporate applications. For analytic reasons the application for document circulation within a law firm was designed. The presented comparative analysis includes TOGAF framework as well as Zachman framework. The analysis was conducted on group of experts based on evaluation criteria divided on several groups. Five groups of criteria were defined: implementation, testing, time-consuming, documentation and schedule planning. As the research shows, Zachman framework presents a versatile approach towards designing corporate architecture, because it presents not only the client’s vision but also the visions of a designer and a programmer, whereas TOGAF framework focuses mainly on business approach regarding aims and strategy of an enterprise. The aforementioned research was carried out on a group on a two domain experts.

Abstract:
Nowadays, although MapReduce is applied to the parallel processing on big data, it has some limitations: for instance, lack of generic but efficient and richly functional primitive parallel methods, incapability of entering multiple input parameters on the entry of parallel methods, and inefficiency in the way of handling iterative algorithms. Spark and Stratosphere are developed to deal with (partly) the shortcoming of MapReduce. The goal of this thesis is to evaluate Spark and Stratosphere both from the point of view of theoretical programming model and practical execution on specified application algorithms. In the introductory section of comparative programming models, we mainly explore and compare the features of Spark and Stratosphere that overcome the limitation of MapReduce. After the comparison in theoretical programming model, we further evaluate their practical performance by running three different classes of applications and assessing usage of computing resources and execution time. It is concluded that Spark has promising features for iterative algorithms in theory but it may not achieve the expected performance improvement to run iterative applications if the amount of memory used for cached operations is close to the actual available memory in the cluster environment. In that case, the reason for the poor results in performance is because larger amount of memory participates in the caching operation and in turn, only a small amount memory is available for computing operations of actual algorithms. Stratosphere shows favorable characteristics as a general parallel computing framework, but it has no support for iterative algorithms and spends more computing resources than Spark for the same amount of work. In another aspect, applications based on Stratosphere can achieve benefits by manually setting compiler hints when developing the code, whereas Spark has no corresponding functionality.

Abstract:
For my thesis work I have done an evaluation of the newly released Microsoft developed web framework Blazor. My methodology is based upon a couple of previous articles about evaluating web frameworks. From these articles I have gathered a number of criteria used in my evaluation: documentation, lines of code, community size, framework usage, framework maturity, framework freshness, browser support and framework cost. Additionally, since Blazor is based on C# instead of JavaScript, I have included a 9th criterion, comparing JavaScript with C#. Many of the criteria need some kind of counterpart for Blazor to be compared with, for this purpose I have mainly used the established web framework Angular, and in some cases Ember.js. When evaluating, I have not expected Blazor to exceed Angular. Rather I have counted all cases where Blazor can at least be considered comparable to Angular (or Ember.js) as favourable.I found that overall Blazor did very well in the comparison as 6 out of the 8 criteria I took from the articles evaluated favourably for Blazor. The two criteria where I found Blazor lacking were framework usage and framework maturity. While there are large numbers of showcases and example sites I did not find any large production websites developed with Blazor, and for obvious reasons the framework that was officially released earlier this year has yet to reach a mature state. Furthermore I found the extra criteria, JavaScript vs C#, was favourable to Blazor. Thus, my conclusion is that Blazor is certainly worth picking up for new projects. I argue that even though the framework is not yet fully mature it has come far in its short lifespan, and that even though Blazor is not widely used yet it is unlikely to go away considering that it is developed and supported by a large company like Microsoft.

Full text
Abstract:
Estimation of the covariance matrix of asset returns is a key component of portfolio optimization. Inherent in any estimation technique is the capacity to inaccurately reflect current market conditions. Typical of Markowitz portfolio optimization theory, which we use as the basis for our analysis, is to assume that asset returns are stationary. This assumption inevitably causes an optimized portfolio to fail during a market crash since estimates of covariance matrices of asset returns no longer reflect current conditions. We use the market crash of 2008 to exemplify this fact. A current industry-standard benchmark for estimation is the Ledoit covariance matrix, which attempts to adjust a portfolio’s aggressiveness during varying market conditions. We test this technique against the CALM (Covariance Adjustment for Liability Management Method), which incorporates forward-looking signals for market volatility to reduce portfolio variance, and assess under certain criteria how well each model performs during recent market crash. We show that CALM should be preferred against the sample convariance matrix and Ledoit covariance matrix under some reasonable weight constraints.

Full text
Abstract:
This thesis is an attempt to grasp the phenomenon of the national hero behind the facade of national identity. Three smaller nations from the northern quarters of Europe - Scotland, Norway and Lithuania - are examined separately and within a comparative framework. Thus, the study is built on three different layers representing differences rather than common features among the three case studies. The key question underlying the thesis is this: what is the relation if any between the heroic traditions and national identity? Since the latter has been widely seen by scholars as an entity caught up in a perpetual cycle of human evolution, whether monitoring or constructing the world we live in, it was deemed appropriate to investigate the most permanent feature of national identity, that is heroic traditions - the prevailing popular trends in situating the national hero in history. The thesis argues that heroic traditions came about in connection with the emergence of the nation state in early modern history. The common ground for selecting the three otherwise different countries for this study was found in the fact that all had been exposed to unionism for a greater part of their national history, hence national heroes were formulated in the language of separatism and longing for statehood. Yet, as the thesis attempts to demonstrate, both the heroic and the modern state had been conceived with a Neostoic mindset which envisioned a close relationship between the ethical values and political interests of the citizen. The confluence of political theory and Realpolitik gave birth to three types of national identity, namely civitas popularis (democracy), regnum (kingship), and optimatium (aristocracy) as found in Scotland, Norway and Lithuania respectively. The study has shown the persistence of these key models of state-formation in the development of national identity from patriotism to territorial and ethnic nationalism. The abundance of the heroic in the Scottish case is explained as a vestige of the legacy of civic humanism, the traditional emphasis on the king-lines in the Norwegian case is a result of absolutism, while the lack of both in Lithuania is interpreted within an aristocratic model of national identity.

Da, Silva M. E. M. "Health and safety at work : a comparative analysis of the Brazilian enforcement framework." Thesis, University of Salford, 2009. http://usir.salford.ac.uk/26632/.

Full text
Abstract:
The rate of work place accidents and consequential work place fatalities in Brazil is very high. This thesis intends to analyse whether a structured enforcement body with clear policies, regulations, standards and guidance is necessary to improve working conditions and to provide a safe work environment in Brazil. Central to this study is the Brazilian Enforcement Framework. This thesis will focus on enforcement powers and the forms of punishments that are provided to cover breaches of health and safety legislation. It will also focus on the structure of the Enforcement Body. An assessment will be made of the Brazilian Judiciary System, Health and Safety at Work Legislation and the political, social and economic issues. This will be done in order to identify if improvements alone to enforcement will be sufficient to reduce the high level of work place accidents. The study concluded that Brazil lacks clear and specific health and safety at work legislation which takes into account the circumstances today such as the working environment, the work force, working relationships and what is necessary to provide protection to the general public. The conclusion also claims that the political, social and economic reality in Brazil does not include a perspective that contributes to promoting a health and safety culture generally. Therefore this thesis does not recommend that a newly structured enforcement body be constructed, it goes far beyond that and recommends that a whole new model of Health and Safety at Work should be created. The recommendation follows the conclusion that a newly structured enforcement body will not be enough to reduce the level of accidents at work to a more acceptable level. The recommendation takes into account Brazil's reality today and a genuine commitment towards health and safety at work on all levels.

Theodore, Jamal A. "A Framework for Comparative Analysis of Gene Expressions and Mutations Linked to Cancer." Thesis, The George Washington University, 2014. http://pqdtopen.proquest.com/#viewpdf?dispub=1556730.

Abstract:

A Framework for Comparative Analysis of Gene Expressions and Mutations Linked to Cancer Analysis of the aberrations occurring at the functional sites of genes and proteins is essential to understanding the genomic basis of human disease. There are many data sources that offer rich repository of information on sequence features, but their heterogeneity poses a challenge to developing an intuitive and high-confidence workflow for next-generation sequencing (NGS) data analysis. Moreover, the failure of existing repositories to incorporate results from both small-scale and large-scale studies has inhibited the identification of many novel non-synonymous single-nucleotide variations (nsSNVs). The HIVE (High-performance Integrated Virtual Environment) platform offers integrated and curated sources of nsSNVs and gene expression data from trusted genomic and proteomic repositories and publications. We demonstrate a data-driven functional genomics approach primarily leveraging the HIVE framework to identify priority targets for further investigation in the lab. Additionally, we developed the HIVE Genecast mobile app for Android devices that is annotated with our priority target results to provide scientists with access to gene sequence information while away from their workspaces.

Abstract:
This review provides the first comparative analysis of African legal surveillance frameworks. The study identifies nine core principles derived from existing guidelines as an analytical framework to identify opportunities to strengthen privacy protection, while narrowly targeting surveillance on the most serious crimes. Six detailed country reports are synthesised in this comparative analysis to produce a series of actionable recommendations for policy, practice and further research.

Ribeiro, João A., Paulo J. Pereira, and Elísio M. Brandão. A real options model to determine the optimal contractual penalty for a BOT project. CICEE. Universidade Autónoma de Lisboa, 2021. http://dx.doi.org/10.26619/ual-cicee/wp06.2021.

Full text
Abstract:
Public-Private Partnerships (PPP) became one of the most common types of public procurement arrangements and Build-Own-Transfer (BOT) projects, awarded through adequate bidding competitions, have been increasingly promoted by governments. The theoretical model herein proposed is based on a contractual framework where the government grants leeway to the private entity regarding the timing for project implementation. However, the government is aware that delaying the beginning of operations will lead to the emergence of social costs, i.e., the costs that result from the corresponding loss of social welfare. This fact should motivate the government to include a contractual penalty in case the private firm does not implement the project immediately. The government also recognizes that the private entity is more efficient in constructing the project facility and also in running the subsequent operations. The model’s outcome is the optimal value for the legal penalty the government should include in the contract form. Sensitivity analysis reveals that there is a level for each of the comparative efficiency factors above which there is no need to impose a contractual penalty, for a given level of social costs. Finally, the effects of including a non-optimal penalty value in the contract form, which derives from overestimating or underestimating the selected bidder’s real comparative efficiency are examined, using a numerical example. Results demonstrate that overestimating (underestimating) the selected bidder’s real comparative efficiency leads to the inclusion of a below-optimal (above-optimal) value for the legal penalty in the contract and produces effects the government should prevent by estimating the comparative efficiency factors with full accurac.

Abstract:
This peer-reviewed research and policy paper draws on analysis of how women influence decision making in Indonesia's multi-level governance structure under the new Village Law in Indonesia. The analysis identifies the ways that women, through different causal processes, influence development priorities, spending, projects, policies and policy actors, as well as social norms in communities. The analysis draws from a large, qualitative comparative study conducted in different places throughout Indonesia, providing an analytical framework for understanding variation in social and politico-economic contexts in terms of the constraints and opportunities for gender inclusion and women's empowerment. The research also explains variations in the processes by which women exercise voice and influence in these differing contexts, providing considerations for policy makers and others concerned with gender inclusion, women's empowerment and everyday wellbeing.
