Abstract:
We compare two stylized frameworks for the implementation of monetary policy. The first framework relies only on standing facilities, whereas the second framework relies only on open-market operations. We show that the Friedman rule cannot be implemented when the central bank uses standing facilities only. For a given rate of inflation, we show that standing facilities unambiguously achieve higher welfare than just conducting open-market operations. We conclude that elements of both frameworks should be combined. Also, our results suggest that any monetary policy implementation framework should remunerate both required and excess reserves.

Abstract:
An organization depends on quality information for effective operations and decisionmaking. However, there is still no agreement as to how quality should be defined in terms of specific quality categories and criteria. Proposed information quality frameworks have limitations with respect to either consistency, resulting from a non-theoretical approach to framework development, or scope, considering only objective but not subjective information quality perspectives. In this paper, we describe a unique research approach to framework development that addresses these problems and compare it to those used previously for other frameworks. Semiotic theory, the philosophical theory of signs, is used to ensure rigor and scope. It provides a theoretical basis for framework structure - quality categories and their criteria - and for integrating objective and subjective quality views. Empirical refinement based on academic, practitioner, and end-user focus groups is then used to ensure relevance.

This article is devoted to the comparison of two object-relational mapping systems supported by .NET platform - Entity Framework Core and NHibernate. The research hypothesis “framework NHibernate is more efficient than Entity Framework Core in the context of DML operations” was put forward. In order to make an efficiency analysis of ORM frameworks, a desktop application was designed and implemented to enable testing and visualization of results. The NHibernate framework turned out to be much more efficient than Entity Framework Core in single tests and slightly faster in bulk tests. The stability of both frameworks was similar.

Abstract:
The emergence of social media, the worldwide web, electronic transactions, and next-generation sequencing not only opens new horizons of opportunities but also leads to the accumulation of a massive amount of data. The rapid growth of digital data generated from diverse sources makes it inapt to use traditional storage, processing, and analysis methods. These limitations have led to the development of new technologies to process and store very large datasets. As a result, several execution frameworks emerged for big data processing. Hadoop MapReduce, the pioneering framework, set the ground for forthcoming frameworks that improve the processing and development of large-scale data in many ways. This research focuses on comparing the most prominent and widely used frameworks in the open-source landscape. We identify key requirements of a big framework and review each of these frameworks in the perspective of those requirements. To enhance the clarity of comparison and analysis, we group the logically related features, forming a feature vector. We design seven feature vectors and present a comparative analysis of frameworks with respect to those feature vectors. We identify use cases and highlight the strengths and weaknesses of each framework. Moreover, we present a detailed discussion that can serve as a decision-making guide to select the appropriate framework for an application.

Abstract:
The aim of this paper is a comparative analysis of frameworks for designing corporate applications. For analytic reasons the application for document circulation within a law firm was designed. The presented comparative analysis includes TOGAF framework as well as Zachman framework. The analysis was conducted on group of experts based on evaluation criteria divided on several groups. Five groups of criteria were defined: implementation, testing, time-consuming, documentation and schedule planning. As the research shows, Zachman framework presents a versatile approach towards designing corporate architecture, because it presents not only the client’s vision but also the visions of a designer and a programmer, whereas TOGAF framework focuses mainly on business approach regarding aims and strategy of an enterprise. The aforementioned research was carried out on a group on a two domain experts.

Abstract:
This study aims to identify and systematically compare the main large-scale agile frameworks that companies can adopt to manage the work of large-scale and distributed teams. Through this, companies can more consciously perform a better-informed decision on the choice of the framework that best fits the practices and challenges of their organizations. This work employs a qualitative approach supported by an exploratory analysis that identifies and explores the processes of migration to a large-scale agile. In the first phase, fifteen assessment criteria for scaling agile are discussed. In a second phase, these criteria are used to perform a comparative analysis of six large-scale agile frameworks (i.e., DAD, LeSS, Nexus, SAFe, Scrum at Scale, and Spotify). The findings reveal there isn't a dominant large-scale agile framework in all dimensions. However, it is possible to identify frameworks like Nexus and Spotify that target smaller teams and offer low technical complexity. These frameworks easily accommodate changes, while there are other frameworks like SAFe and DAD that offer high levels of scalability but require more demanding and deep efforts in changing work processes in an organization.

With the rise of mobile devices and their usage, a lot of development has been made in terms of the development of applications for mobile devices. Traditionally, app development was restricted to the particular operating system, and a separate codebase was required for applications to be developed for multiple operating systems. A new paradigm of development took place in recent years which was of Hybrid app development, leading to the development of multiple frameworks which allowed for a single codebase to be used for multiple operating systems. This paper explores the features and analysis of different hybrid app development frameworks available in the market. A comprehensive analysis has been made to compare the different frameworks which are cross-platform and support web, Android, and iOS platforms. The analysis shows that all the frameworks have their merits and usage of anyone framework over others can vary from case-to-case basis. The detailed analysis of the features will bring a general conclusion over the choice of framework.

Abstract:
The building sector influences the Gross Domestic Product (GDP) of many countries. There is a vast amount of waste generated in the building process, with many projects suffering from delivery delays, running over budget, and resulting in buildings of minimal quality. Building Information Modeling (BIM) has shown great potential towards solving these problems. BIM sets frameworks for Architects, Engineers, and Contractors (AEC), enhancing management of the building process. This paper analyzes select framework methods, tools, and processes, identifying key guidelines required to create a BIM framework customized to local requirements; this will have a positive effect on the construction industry by lowering the cost of buildings and improving the communication among parties, and leading to the development of frameworks based on local indicators. A comprehensive literature review was conducted to determine components and factors from structure frameworks with the main findings then classified and categorized into the following sectors -- government support, maturity level measurement, standards, protocol, database, and education plan. This permits the development of a comparison highlighting the frameworks’ differences and summing up possible strategies for BIM implementation on several bases, such as region differentiation and the local industries’ Political, Economic, Socio-Cultural, Technological (PEST) aspects, allowing for greater understanding of BIM implementation on various scales. The selection of the BIM frameworks was dependent on specific criteria with a minimum score of 4 out of 5 required to merit inclusion. Three strategies for the creation of a BIM framework were discovered and were seen to vary across regions. The discovery of these strategies lays the groundwork for future research into the development of these frameworks to determine the potential advantages and downsides of each.

The subject of the research was the comparative analysis of three frameworks for building web applications, i.e. Express, Hapi and Koa, operating in the Node.js ecosystem. An experiment was prepared consisting of a number of scenarios, during which the server response times to incoming requests from the client were measured. As part of the work, server test applications handling HTTP requests (GET, POST, PUT, DELETE) performing typical data operations were implemented. The applications contained the same functionalities and were built using the three tested frameworks. In individual scenarios, 1000 requests of a given type were sent from independent clients, the times of successive responses were measured and their averages were calculated. On the basis of the obtained results, Hapi and Koa frameworks for GET, POST, PUT, DELETE requests, operating on one object or a string "Hello World!" have achieved the best, although very similar, response times. In the case of the GET request, the Koa framework proved to be the best for higher loads, achieving response times approximately 20% better than the Express framework. For high loads, the Hapi framework achieved the worst results, reaching over 2 times longer response times than the Koa framework.

Purpose – The purpose of this paper is to provide and explain the model that underlies most of the research reported within this special issue on “Patient involvement in health care across Europe”. Design/methodology/approach – This introduction provides a literature review and a conceptual framework for the understanding of patient involvement and its potential development within health care across Europe. Findings – Patient involvement can be characterised in terms of three ideal types: voice, choice and co-production. Policies for developing user involvement in healthcare can have disempowering as well as empowering consequences. The pattern of dissemination of user involvement across Europe varies in form and content largely due to path dependency. Research limitations/implications – The paper provides a template for future comparative research on user involvement in health care and one that could be extended to social care as well as other varieties of human services. This introduction and the special issue highlights the need for further comparative research in this area. Originality/value – The paper presents a robust model for comparative research. The findings may well be useful not only to researchers but also to policy makers and analysts.

The increasing availability of urban trajectory data from the GPS-enabled devices has provided scholars with opportunities to study urban dynamics at a finer spatiotemporal scale. Yet given the multi-dimensionality of urban trajectory dynamics, current research faces challenges of systematically uncovering spatiotemporal and societal implications of human movement patterns. Particularly, a data-driven policy-making process may need to use data from various sources with varying resolutions, analyze data at different levels, and compare the results with different scenarios. As such, a synthesis of varying spatiotemporal and network methods is needed to provide researchers and planning specialists a foundation for studying complex social and spatial processes. In this paper, we propose a framework that combines various spatiotemporal and network analysis units. By customizing the combination of analysis units, the researcher can employ trajectory data to evaluate urban built environment dynamically and comparatively. Two case studies of Chinese cities are carried out to evaluate the usefulness of proposed conceptual framework. Our results suggest that the proposed framework can comprehensively quantify the variation of urban trajectory across various scales and dimensions.

Abstract:
Purpose Why are excellent communication departments actually outstanding? The purpose of this paper is to address this question from a multidisciplinary perspective and identify two different strands of the excellence debate, one from general management and the other from public relations and communication management. Insights from both perspectives are combined in a new approach – the comparative excellence framework (CEF). This framework has been applied in two studies among 3,691 communication departments across Europe. Characteristics of excellence identified in this empirical exercise are described. The results are then matched with insights from the excellence literature to test the plausibility of the new approach. Design/methodology/approach A literature survey has been used to identify current excellence approaches and to build the comparative framework. In the empirical part, two subsequent editions of an annual online survey of communication professionals across Europe were used to test the approach. Excellent departments were identified across four dimensions: advisory influence, executive influence, success and competence. Approximately one-fifth of each sample was identified as excellent. Findings The study shows that excellent communication departments are not simply better at communication; they are different. The characteristics identified are in line with popular organizational excellence models from management theory. Excellent departments employ different people (more experienced, with higher positions and in more strategic roles); they partner and collaborate more closely with the executive board and other departments in the organization; they base their work on different processes with more listening and research; and they produce more products at the strategic level, like overall communication and messaging strategies. There is also a strong congruence with excellence theory in communication management. Research limitations/implications The CEF uses a limited number of variables to distinguish excellent from other communication departments. This is typical for excellence approaches based on benchmarking and self-assessments. It helps to apply such approaches in practice. The empirical testing is based on data collected on one continent (Europe). Further research should employ data from other regions of the world and test whether results vary. Practical implications In its pragmatic simplicity, the CEF is a viable tool for practitioners for the assessment of communication department and for establishing a quality control system. It can also guide the development of training and education in communication management. Originality/value The paper demonstrates that communication management research fits into a larger stream of research in the field of quality management.

Presidents of the Republic are crucial actors in both presidential and semi-presidential regimes. Despite the fact that these two systems represent the majority of all the world’s political systems, the focus on the head of state has only relatively recently been covered comparatively and systematically. Although big gaps still persist in relation to many aspects of ‘presidential power’, advances have been made, and the ‘presidential’ world has been analysed with more sophisticated tools and concepts. However, the ‘presidential party’ remains relatively understudied at both the theoretical and the empirical levels. The ‘party of the president’ is the key political actor that affects presidential activity during his or her mandate. The article aims to present a theoretical framework and a potential guideline for comparative studies. Starting from a critical review of Shugart and Carey’s seminal book, I propose a conceptualisation of the presidential party and the theoretical possible effects of it on the legislature, which might be useful for further empirical analysis.

Purpose – The concept of “green product development (GPD)” has been emerged as a global phenomenon. The main objective of GPD is to minimize the impact of industrial growth on the environment across the globe. Many researchers have actively contributed articles for developing GPD, but none of them provide direction and guidance for an effective implementation of GPD in organizations. Thus, the purpose of this paper is to identify a comprehensive list of the principles, practices, tools and techniques, and integrate them to develop and propose a new framework for GPD for effective implementation in organizations. Design/methodology/approach – The present study has examined 37 frameworks published from 1991 to 2012 in selected 23 peer reviewed journals. The study has also identified pillars of the framework with the help of comparative analysis performed on the selected GPD frameworks. The study has formed a team to identify critical elements in the field of GPD. The team consisted academicians, practitioner and consultant. Findings – The findings of the present paper bring out extremely incoherent utilization of elements for implementing GPD. The study has identified 80 unique elements and 11 pillars to propose a comprehensive conceptual framework in the field of GPD with the help of comparative analysis. Also, the present study analysis of selected research articles founds that future research in GPD should be directed towards finding a coherent set of elements that may be further employed to formulate and execution of frameworks. To achieve the required task, the study has proposed a conceptual comprehensive framework in the field of GPD with the help of extensive literature survey and comparative analysis. Originality/value – The study has conducted extensive literature survey using various online portals and sources. It has not only performed critical review on existing sample of the frameworks but also raised the issue of what is really a framework and how to identify the frameworks from the literature. The study also provides guidelines to the future researchers to propose new frameworks in the field of GPD.

Comparative law develops in a fast-moving and grand-scale way. Accumulated conceptions, traditions and experience allow stepping forward from informational and comparative analysis to the use of new criteria that permit to measure the level of countries’ legal development. The article reviews modern trends in the development of the comparative law research — expansion of the scope of comparison objects, justification of the new classification of legal frameworks, possibilities of functional analysis of legal regulators, the role of international law in legal frameworks’ convergence etc. The author draws special attention to the problems of countries’ legal sovereignty under the conditions of globalization and integration of legal systems, legal frameworks and information exchange, law evolution. In addition the author argues in favor of the “Roving Legal Framework” development.

This article aims to analyze the uniqueness of Islamic financial instruments compared to conventional financial instruments and to find out what distinguishes the Islamic monetary framework from the standard monetary framework. The advantages and disadvantages of Islamic and traditional monetary frameworks are also discussed in this paper. This paper uses a writing concentrate approach by collecting information from the analytical writing in question. The side effects of the review suggest that the Islamic Monetary Framework is developing rapidly, playing its part in allocating assets and working on the turn of financial events, and implementing Islamic banking. The results also show that the advantages of Islamic finance can survive despite different monetary emergencies. The progress of Indonesian Islamic Banking evidences it compared to traditional banks.

This paper presents analytical comparisons of various aspects of the framework, such as their goals, award and recognition, categories, and score points (scores). It also discusses the similarities and differences among them.

In recent years, enterprise architecture (EA) has captured increasing interest as a means to systematically consolidate and manage various enterprise artefacts in order to provide holistic decision support for business/IT alignment and business/IT landscapes management. To provide a holistic perspective on the enterprise over time, EA frameworks need to co-evolve with the changes in the enterprise and its IT over time. In this paper the authors focus on the emergence of Service-Oriented Architecture (SOA). There is a need to integrate SOA with EA to keep EA relevant and to use EA products to help drive successful SOA. This paper investigates and compares the integration of SOA elements in five widely used EA frameworks: Archimate, The Open Group Architecture Framework (TOGAF), Federal Enterprise Architecture Framework (FEAF), Department of Defence Architecture Framework (DoDAF) and the Ministry of Defence Architecture Framework (MODAF). It identifies what SOA elements are considered and their relative position in the overall structure. The results show that services and related elements are far from being well-integrated constructs in current EA frameworks and that the different EA frameworks integrated SOA elements in substantially different ways. The results can support the academic EA and SOA communities with a closer and more consistent integration of EA and SOA and support practitioners in identifying an EA framework that provides the SOA support that matches their requirements.

The purpose of this paper is to develop and propose a new framework for smoother and effective implementation of agile manufacturing by identifying and integrating a set of significant agility principles and techniques. Design/methodology/approach The present work proposed a framework for agile manufacturing by deploying the comparative analysis of 17 frameworks published in peer-reviewed journals. Findings The proposed conceptual framework constitutes of eight pillars for agile manufacturing implementation. The proposed framework relies on a strong foundation of leadership support. The roof of the proposed framework of agile manufacturing is supported by the pillars constituted of seven elements, an industry must deploy for successfully implementing agile manufacturing, namely, human resource-related issues, organizational culture-related issues, supplier-related issues, customer-related issues, innovation, concurrent engineering and information technology. Originality/value This work is the first attempt, in the best knowledge of the authors, to employ comparative analysis for critically analyzing a wide range of agile manufacturing frameworks. The findings of this study will assist researchers and managers in agile manufacturing implementation in more a smoother and effective way in manufacturing industries.

Digital technology, as one of the elements of the Knowledge Society, assumes a determining role in educational systems, where the role of teachers is fundamental. Along these lines, different institutions support the importance of teaching digital skills, proposing models and conceptual frameworks. In them, the knowledge and skills that teachers must develop are classified, combining technological, professional, organizational and pedagogical capacities, with different dimensions and descriptors. The objective of this article is to compare and evaluate the feasibility of the DigCompEdu European Digital Competence Framework for Teachers (JRC) and the Common Framework for Teaching Digital Competence (INTEF). To do this, it is decided to carry out a theoretical reflection on said frameworks and a subsequent Delphi study with the coefficient of expert competence (CEC). 335 people participated, of which 275 (82.1%) were considered experts (CEC ≥ 0.8). The results indicate that, although they are very similar, the European DigCompEdu Teaching Digital Competence Framework is the most endorsed by experts. Finally, the idea that both are viable proposals to develop teaching digital skills through personalized training itineraries is presented.

Since the European Community has a common legal framework, it is tempting to conclude that health and safety laws in the Member States should be the same. However, there are some significant differences in the application of the law. For example, the enforcement practices vary from country to country and different liabilities can be imposed on the employer for breach of the statutory requirements. Four areas of health and safety law, that is employer’s duties and responsibilities, enforcement, liability and sanctions will be considered in this article in three Member States: Germany, Sweden and Finland, with a comparative perspective in relation to the United Kingdom.
