AbstractPublic participation in administrative rulemaking is typically embodied in notice-and-comment procedures essentially mandating the publication of a proposed rule and an opportunity for the public to submit comments thereon prior to its adoption. This article presents a comparative analysis of the notice-and-comment regimes under the Philippine Administrative Code (PAC) and the United States’ Administrative Procedure Act (APA). In stark contrast to the Philippine legal framework which renders compliance with the notice-and-comment procedure practically discretionary on the part of the agency, the APA prescribes the conduct of notice-and-comment as a general rule, and courts rigorously police agencies’ compliance with the procedure. This article argues that the mandatory (or discretionary) nature of the notice-and-comment mechanism impinges on the efficacy of procedural challenges to administrative rules, the standard of judicial review applied to agency statutory interpretation, and the statutory creation of public norms. The article hopes to inspire a re-evaluation of the Philippine framework while providing valuable lessons to other jurisdictions with similar legal architectures.

This entry outlines the UN jurisprudence of the Human Rights Committee (HRC) on public peaceful assemblies. It compares the protection of the right (freedom of assembly) in the UN system with the protection provided on a supranational/regional level and the domestic (constitutional) level, relying on the landmark cases on each of the discussed themes. The entry aims at exploring the underlying values, scope, and limitations of the right to freedom of assembly in the UN system and the comparative jurisprudence. The underlying values of the right to freedom of assembly explain the rationale for the legal protection of the right. Moreover, the entry examines the scope of the right of freedom of assembly, in order to draw the boundaries of the right and define its content. The analysis of the limitations focuses on the advance notice requirement and permit system, limitations on the time, place or manner of the assembly, and restrictions associated with heckler’s veto or having a hostile crowd. The discussion on limitation assesses whether there are historical, societal, and demographic factors that can restrict the exercise of the right to freedom of assembly, or if different regions/States are equally subjected to the same normative principles. Finally, the entry sketches the challenges and normative reflections, regarding the right to freedom of assembly, in light of the Covid-19 pandemic in 2020.

In this paper the challenges imposed on corporate governance of water services in Italy and Sweden are analyzed and compared. From the comparative analysis we notice that with externalization of services ore stakeholders become involved in the provision of the services. These stakeholders have common as well as divergent interests and the challenges thus become to find an alignment of interest among stakeholders in order to secure a sustainable provision of the services. The comparative analysis indicates that such lignment is especially difficult when stakeholders have heterogenous background (public and private sector).

Abstract:
The Nigerian Public Officers Protection Act, (POPA) is part of statute of general application and is deeply rooted in the Public Authorities Protection Act of 1893 which has been repealed in England. The original intendment of POPA is to offer special protection to public officers in the performance of their public duties by entrenching a three-month limitation period for action against public officers in the performance of their duties. However, the emerging jurisprudence has interpreted the definition of person to include artificial persons, thereby bringing in more public entities under the protection. In addition, many public authorities enjoy further protection by reason of entitlement to pre action notice as entrenched in their enabling Acts. The effects of the dual protection are the seeming discriminatory and unequal treatment of private corporations and individual vis a vis public authorities. Hence, the widely held view that the dual protection is anachronistic and a clog in the wheel of justice as many litigants have been left without remedy on procedural grounds of non-issuance of pre action notice or failure to institute an action within the three-month limitation period. This paper makes enquiries on whether the dual protection being enjoyed by public officers and institutions constitute impediments to access the court of law and justice. The paper adopts a comparative analysis to investigate the contemporary approaches of a number of countries that have repealed or revised the dual protection offered public authorities. Lessons learned from other jurisdictions formed the basis of final recommendations of the paper which primarily calls for an urgent review of POPA.

Abstract:
Since the first approval of a protein kinase inhibitor (PKI) by the Food and Drug Administration (FDA) in 2001, 55 new PKIs have reached the market, and many inhibitors are currently being evaluated in clinical trials. This is a clear indication that protein kinases still represent major drug targets for the pharmaceutical industry. In a previous work, we have introduced PKIDB, a publicly available database, gathering PKIs that have already been approved (Phase 4), as well as those currently in clinical trials (Phases 0 to 3). This database is updated frequently, and an analysis of the new data is presented here. In addition, we compared the set of PKIs present in PKIDB with the PKIs in early preclinical studies found in ChEMBL, the largest publicly available chemical database. For each dataset, the distribution of physicochemical descriptors related to drug-likeness is presented. From these results, updated guidelines to prioritize compounds for targeting protein kinases are proposed. The results of a principal component analysis (PCA) show that the PKIDB dataset is fully encompassed within all PKIs found in the public database. This observation is reinforced by a principal moments of inertia (PMI) analysis of all molecules. Interestingly, we notice that PKIs in clinical trials tend to explore new 3D chemical space. While a great majority of PKIs is located on the area of “flatland”, we find few compounds exploring the 3D structural space. Finally, a scaffold diversity analysis of the two datasets, based on frequency counts was performed. The results give insight into the chemical space of PKIs, and can guide researchers to reach out new unexplored areas. PKIDB is freely accessible from the following website: http://www.icoa.fr/pkidb.

Abstract Objective Healthcare accreditation surveyors are well positioned to gain access to hospitals and apply their existing data collection skills to research. Consequently, we contracted and trained a surveyor cohort to collect research data for the Deepening our Understanding of Quality in Australia (DUQuA) project. The aim of this study is to explore and compare surveyors’ perceptions and experiences in collecting quality and safety data for accreditation and for health services research. Design A qualitative, comparative study. Setting and Participants Ten surveyors participated in semi-structured interviews, which were audio recorded, transcribed and coded using Nvivo11. Interview transcripts of participants were analysed thematically and separately, providing an opportunity for comparison and for identifying common themes and subthemes. Intervention(s) None. Main Outcome Measure(s) Topics addressed data collection for healthcare accreditation and research, including preparation and training, structure, organization, attitudes and behaviours of staff and perceptions of their role. Results Five themes and ten subthemes emerged from the interviews: (1) overlapping facilitators for accreditation and research data collection, (2) accreditation-specific facilitators, (3) overlapping barriers for accreditation and research data collection, (4) research data collection-specific barriers and (5) needs and recommendations. Subthemes were (1.1) preparation and training availability, (1.2) prior knowledge and experiences; (2.1) ease of access, (2.2) high staff engagement, (3.1) time, (4.1) poor access and structure, (4.2) lack of staff engagement, (4.3) organizational changes; (5.1) short-notice accreditation and (5.2) preparation for future research. Conclusions Although hospital accreditation and research activities require different approaches to data collection, we found that suitably trained accreditation surveyors were able to perform both activities effectively. The barriers surveyors encountered when collecting data for research provide insight into the challenges that may be faced when visiting hospitals for short-notice accreditation.

Countries of former Yugoslavia and Albania are considered as countries with many common problems as well as changes, which in this context are regarded as insignificant. On their way towards development, these countries are characterized by common problem, among which the most sensitive have been and still remain, unemployment, increasingly compressed public administration, unjustified optimism when planning the budget, mismanagement of public finances and poor fiscal discipline which mostly depends on being or not an election year. In these countries we notice the lack of harmony between economic and fiscal policies and the real needs of the economy. This is seen as other major common ofWest Balkan countries. This similiarity of problems narrows the possibility of competition associated to the foreign investment absorbing capacity. But, which is the moacroeconomic picture in the countries of West Balkan? What are their tax systems? How much are the foreign direct investments? Does the tax system serve as a promoter for these invvestments? This paper represents a comparative analysis of the fiscal systems in the countries of this region. The subject of this paper is the protection with arguments of the economic and fiscal policy which are built for the economic development of a country. This because we are given that there are two types of experiences related to tax system, one of which handles taxes as instruments for revenue collection and the other as a promoter factor for economic development.

Social phobia is an anxiety disorder characterized by heightened fear and avoidance of one or more social or performance situations, including public speaking, meeting new people, eating or writing in front of others, and attending social gatherings. People with social phobia are typically anxious about the possibility that others will evaluate them negatively and/or notice symptoms of their anxiety. Social phobia affects up to 13% of individuals at some time in their lives and is usually associated with at least moderate functional impairment. Research on the nature and treatment of social phobia has increased dramatically over the past decade. As with many of the anxiety disorders, sensitive assessment instruments and effective treatments now exist for people suffering from heightened social anxiety. Typical assessment strategies include clinical interviews, behavioural assessments, monitoring diaries, and self-report questionnaires. Treatments with demonstrated efficacy for social phobia include pharmacotherapy (for example, phenelzine, moclobemide, selective serotonin reuptake inhibitor [SSRI] medications) and cognitive behaviour therapy (CBT) (for example, cognitive restructuring, in vivo exposure, social skills training). Although preliminary comparative studies suggest that both approaches are about equally effective in the short term, each approach has advantages and disadvantages over the other. Trials examining combined psychological and pharmacological treatments are now under way, although no published data on the relative efficacy of combined treatments are currently available.

Introduction. During the COVID-19 pandemic variety of digital tools and technologies were demonstrated owing to the global digitalization of education and the total transition to online learning. The purpose of present research is to determine factors of digitalization of education and their effect on transformation of social values among high school students in conditions of the COVID-19. The results of research on social values of students were considered using comparative analysis. It was revealed that the paradigm of values among young people changed from an individual-personal one at the beginning of the XXI century to the social oriented paradigm – tolerance, openness, public recognition through social networks, self-development and contribution to the community. Materials and Methods. The analysis of pedagogical experience in the field of digitalization of education allowed to formulate the main factors of global digitalization of education and to highlight positive and negative aspects of online learning. According to M. Rokich’s method, an empirical study of instrumental values transformations was carried out among 137 students of Ural Federal University in the conditions of full-time online learning. A questionnaire method was implemented to determine studentsʼ attitude to online learning during COVID-19 pandemic and possibility for further development of this form of learning. Results. It was revealed that only 13.7% of respondents did not notice any decrease in the quality of learning and did not experience discomfort in obtaining knowledge in online form. According to the studentsʼ opinion the values that are subjected to transformation are the following: efficiency, self-control, responsibility, honesty. It can be concluded that the era of network personality and new scientific knowledge in pedagogy has begun. Online learning is a fait accompli which requires scientific substantiation of a new didactics and social values system development among students in a digital education environment. Discussion and Conclusion. Achieved results contribute to ecological system of new digital services that change life and educational activities of a human, as well as transform his personality and values system. Thus, for the purpose of health and emotional intelligence preservation in students the continuation of interdisciplinary study of various aspects of education digitalization is required.

Abstract. Work exploring the relationship between public opinion and public policy over time has largely been restricted to the US. However, a wider application of this line of research can provide valuable insights into whether and how representation varies across political systems. This paper takes a step in this direction using a new body of data on public opinion and government spending in Canada. Analyses reveal that the Canadian public notices and responds (thermostatically) to changes in public spending in particular domains, and also that Canadian policymakers represent these public preferences in spending. The extent and nature of public responsiveness and policy representation varies across domains. Relationships are more pronounced in certain domains, and they are more ‘specific’ in some domains and more ‘global’ in others. The findings generally accord with the results of similar work in the US and the UK, although the details differ in important ways. Indeed, the differences are strongly suggestive about the structuring role of institutions.Résumé. Les travaux portant sur la relation entre l'opinion publique et les politiques publiques se sont longtemps limités surtout aux États-Unis. Cependant, l'élargissement de cette piste de recherche peut fournir de précieuses connaissances sur les variations de la représentation au sein des systèmes politiques. Cette étude s'oriente dans cette direction en utilisant un nouveau corpus de données sur l'opinion publique et les dépenses du gouvernement au Canada. Les analyses révèlent que, dans certains domaines, la population canadienne observe les changements liés aux dépenses publiques et y réagit (de façon thermostatique) et que les décisionnaires canadiens traduisent les préférences de la population dans les dépenses. La portée et la nature de la réceptivité de la population ainsi que la représentation des politiques varient d'un domaine à l'autre. Les connexions sont plus étroites dans certains domaines, plus “ spécifiques ” dans d'autres et enfin, plus “ globales ” dans d'autres encore. En général, les résultats sont en accord avec ceux des travaux similaires menés aux États-Unis et au Royaume-Uni, malgré des différences importantes sur certains points de détail. En fait, les différences sont très évocatrices du rôle structurant des institutions.

The thesis is engaged in executing the prices of three different types of houses and especially the assessment of whether insurance contract in each of them covers a potential total loss, ensuring the cost of comparable housing. Location of interest is located in the district of Blansko, namely Letovice and surroundings. The basic terminology and methods of real estate valuation is described in the thesis. In details, three selected methods are described, which are cost method, comparative method according to regulations and the comparative non-promulgation method which have been used for valuation. For the real estate insurance has been selected company Allianz, which is also described in the thesis. The conclusion is devoted to the recapitulation of prices and insurance cover risk.

The main objective of this thesis is to describe the methods of valuation and on the basis of selecting valuation methods prepare their confrontation. Les notions de pouvoir adjudicateur et d'entité adjudicatrice délimitent le champ d'application personnel de la réglementation européenne des marchés passés respectivement dans les domaines classiques de l'activité administrative et dans certains secteurs d'utilité publique organisés en réseau. Ces notions sont définies selon une approche fonctionnelle qui soulève des interrogations au regard de différents concepts du droit interne. L'étude de trois exemples représentatifs, à savoir le droit français, le droit allemand et le droit anglais, permet de mettre en évidence ces problèmes qui peuvent être synthétisés autour de deux thématiques: la forme juridique de l'acheteur et sa dépendance à l'égard des pouvoirs publics. D'une part, il s'agit d'étudier les incidences de la nature publique ou privée et, plus généralement, de Ia personnalité morale d'une entité sur la mise en œuvre en droit interne des notions de pouvoir adjudicateur et d'entité adjudicatrice. D'autre part, il s'agit d'examiner, à partir de l'interprétation jurisprudentielle de ces notions mais aussi de certaines réglementations nationales spéciales, dans quelle mesure l'activité de différents organismes et les liens, notamment économiques, qu'ils entretiennent avec les pouvoirs publics justifient de les soumettre à la réglementation de marchés publics
The concepts of "contracting authority" and "contracting entity" are the defining elements of the personal scope of the EU Directives on Public Sector and Utility Sector Procurement. The content of these concepts is determined according to a functional approach which raises a number of questions in relation to various notions of domestic law. A comparative study of three representative legal orders, namely French, German and English Law, illustrates these questions which revolve around two issues: the legal form of the purchasers and the nature of their dependency on the State. The first issue involves studying the extent to which the public or private nature of an entity as well as, more generally, the existence or lack of legal personality, have an impact on the implementation of the concepts of "contracting authority" and "contracting entity" in domestic law. Based on the relevant EU and national case law as well as on other specific national provisions, the second issue involves examining the extent to which the nature of an entity's activity and its different ties in particular financial, with the State justifies the application of the public procurement rules on such an entity

En esta investigación se fundamentan los aspectos jurídicos que deben sustentar la noción de funcionario público en Cuba, que han de servir de base al sistema de organización de los servidores públicos en el ámbito administrativo. Con ello se propugna contribuir al mejor funcionamiento de la Administración Pública y a elevar la calidad de la gestión pública. A tales efectos, se realizan precisiones teóricas que permitan delimitar, gnoseológicamente, la categoría funcionario público en el contorno jurídico nacional. De conformidad con los objetivos trazados, se dedica un primer capítulo al estudio de la función pública, como presupuesto para la noción de funcionario público, y se propone su concepción como técnica jurídica de ordenación de los medios personales al servicio de la Administración Pública. En un segundo capítulo se analizan aspectos de la evolución histórica y construcción doctrinal de la categoría funcionario público y se valoran los elementos teóricos sobre los que debe sostenerse su noción jurídica. Por último, se aborda, en un tercer capítulo, lo relativo a la evolución del sistema de función pública y de la concepción de funcionario público en el escenario cubano, su regulación actual y se proponen pautas para la implementación de la propuesta que se realiza

The master´s thesis deals with the influence of short-term reconstruction on the p rice of real estate. There are discussed the basic concepts, which are necessary for understanding problems, and commonly used methods for valuing property according to the purpose of valuation in the theoretical part. There are analysed these methods for particular house in the practical part – method of valuation, comparative public notice, revenues method, comparative non-promulgation method. They are investigated due to the influence of imitated reconstruction. In conclusion the influences of reconstruction methods are compared each other.

The master´s thesis deals with the influence of non-residential spaces of medical attendance on the price of real estate. There are discussed some basic concepts, which are necessary for understanding, and commonly used methods for valuing property according to the purpose of valuation in the theoretical part. There are analysed these methods for particular houses in the practical part – method of valuation, comparative public notice, revenues method, annuity bond. There is investigated the role of non-residential spaces in these methods. The influence of non-residential space on price of real estate is compared by each method in conclusion.

La distinction des biens publics et des biens privés n'est pas propre au droit positif français. Elle est pratiquée dans toutes les sociétéś qui distinguent les personnes selon leur nature publique ou privée, qui sont fondées sur le libéralisme politique et dont l'économie est encadrée par le marché. Les biens des personnes publiques doivent être distinguées objectivement de ceux appartenant aux personnes privées. En effet, certains biens restent totalement exclus des patrimoines privés ou des patrimoines publics : ces biens sont en fait réservés à l'appropriation exclusive des personnes publiques ou des personnes privées. Les autres biens publics font normalement partie du commerce juridique, le transfert d'une dépendance du domaine public veers un patrimoine privé étant toutefois subordonné à la formalité du déclassement. En revanche, cette procédure n'est pas exigée lorsque l'acquéreur est une personne publique. La distinction des biens publics et des biens privés dispose également d'un fondement subjectif, l'appropriation par une personne publique ayant des incidences sur le régime patrimonial. Les personnes publiques sont doublement déterminées, par leur nature publique, d'une part, et par leur personnalité morale, d'autre part. Le principe de l'insaisissabilité des biens publics est effectivement fondé sur la personnalité publique. Il implique pourtant l'attribution d'und roit réel aux créanciers des personnes publiques qui constitue leur garantie. En revanche, l'interdiction de céder un bien public à un prix inférieur à sa valeur est un principe inhérent au droit de propriété. Il ne s'oppose toutefois pas aux cessions de biens publics à vil prix si celles-ci permettent la satisfaction d'un intérêt général. Ce n'est pas la personnalité publique, mais la personnalité morale qui justifie la validité de ces opérations.

Seeking unity between private and public contracts is ultimately intended to demonstrate the existence of a base, a law common to private and public contracts, at the stage of their conclusion. However, if the unity, in terms of private and public law, of the basic elements of the contract may prove to be imperfect, two concepts may bring cohesiveness to the legal phenomenon of the unity of contracts: the general concept of contract in its role as a founding principle of the phenomenon of unity enables a uniform definition for the contract to be sought, the expression of which is the concept of consent whereas the notions of object and cause reveal themselves to be main instruments of identification, ancillary to the phenomenon of the unity of contracts. Thus, if multiple contracts exist, there only exists one concept of the contract. If there are an infinite number of objects, causes and means of consent, there is only one concept of object, cause and consent. This chapter introduces the notion of the Europeanization of public law and its various perceptions in legal scholarship and research. It begins by outlining the different ways in which the notion of Europeanization may be understood and conceptualized. It then critically examines the empirical, top-down study of Europeanization, before moving on to the complex picture of the traffic in legal solutions and ideas in Europe today. The chapter then turns to a different approach towards Europeanization: from the empirical to a normative and constructive vision of what European public law ought to become, and in addition stressing the importance of comparative legal scholarship for such a vision of European public law. Following an introduction to the notion of inequality as a social problem, the chapter provides a brief review of how framing has been examined as a communications process and a strategic resource. The framing of inequality as a focus of public policy debates is described in relation to a selection of issues that include health disparities, racial inequality, and the digital divide. An additional assessment is made of the use of comparative risk as a framework for highlighting differences between groups defined by race, ethnicity and social class. The framing of environmental risks is examined in relation to a social justice frame. The author concludes with a discussion of constraints on the use of particular frames within debates about economic social policy.

This chapter explores the theme of the ‘outside’, and the fears, desires, drives and indeed drift it seems to inspire, in order to raise the question of agoraphobia in a number of contexts. In particular, agoraphobia is not only about recoil or retreat from public spaces: surprisingly enough, an abiding fear of the ‘open’ may in fact generate the conditions of possibility for a democratically-oriented public sphere, however fragile and contradictory they may be. Agoraphobic fear of the space of the public square, whether crowded or comparatively empty, can produce inconsistent effects, provoking reactionary paranoia as well as inspiring political dissent. But if the appeal to the ‘rational ground’ of a public sphere is at least in part based upon agoraphobic, crowd-fearing impulses, its evocation of reason and duty is exceeded and resisted by a notion of Levinasian responsibility that has been described in terms of an ‘ethical agoraphobia’. If the ‘ethical agoraphobia’ of Levinasian responsibility entails a step into the ‘open’ that cannot simply be faced fearlessly, then this surely prompts critique of recent speculative materialism as in want of an object to be scared of.

The concluding chapter first discusses the theoretical implications of the studies collected in this volume, distilling theoretical and comparative lessons from the Israeli case. It suggests ways in which the Israeli case challenges existing neoliberal theories, and argues that Israel’s deviations from conventional expectations can be accounted for by adopting a state-centered perspective. The chapter also provides illustrations of the applicability of this perspective to other contexts. Finally, it tackles the question of whether a radical neoliberal restructuration of the political economy is sustainable in a society deeply engaged in an ongoing violent conflict and ideologically married to a Republican notion of a socially committed state. Despite localized setbacks and even a broad public challenge by the mass public, the neoliberal project has proven robust in a context that seemingly contradicts and undermines its very foundations.

The objective of this work is to spread academic research on the recent transformations experienced by traditional civil law institutions ––ownership and liability–– within the field of right to privacy. The evolution of the data privacy that belongs to a person is checked. The notion of the right to privacy and its evolution towards a personal data protection right from a comparative law perspective in order to discover the advances of the Italian and the American law. This work also proposes to review the traditional postulates of property and civil liability to find solutions regarding data security as a person’s heritage. And whose infringement causes damage that have to be reviewed from public liability. Additionally, there is the possibility that with the protection of personal data, a way may be opened to protect the right to privacy and achieve a balance between it and the right to the circulation of information. Italian data protection law is a great example. It allows the content of the privacy to shape the privacy regulations, and has specified both preventive and compensatory protection of the damages derived from the infringement of personal data. The comparative look makes it easier to check the valid legislation in Colombia and the current status of a possible compensation for damages due to the violation of personal data. This allows considering the contributions of comparative law to structure a better articulated protection in Colombia.

The internet challenges this concept at its root: data travels across the internet without respecting political borders or territory. This book is about this Jurisdictional Challenge created by internet technologies. The Jurisdictional Challenge arises as civil disputes, criminal cases, and regulatory action span different countries, rising questions as to the international competence of courts, law enforcement, and regulators. From a technological standpoint, geography is largely irrelevant for online data flows and this raises the question of who governs “YouTubistan.” Services, communication, and interaction occur online between persons who may be located in different countries. Data is stored and processed online in data centres remote from the actual user, with cloud computing provided as a utility. Illegal acts such as hacking, identity theft and fraud, cyberespionage, propagation of terrorist propaganda, hate speech, defamation, revenge porn, and illegal marketplaces (such as Silkroad) may all be remotely targeted at a country, or simply create effects in many countries. Software applications (“apps”) developed by a software developer in one country are seamlessly downloaded by users on their mobile devices worldwide, without regard to applicable consumer protection, data protection, intellectual property, or media law. Therefore, the internet has created multi-facetted and complex challenges for the concept of jurisdiction and conflicts of law. Traditionally, jurisdiction in private law and jurisdiction in public law have belonged to different areas of law, namely private international law and (public) international law. The unique feature of this book is that it explores the notion of jurisdiction in different branches of “the” law. It analyses legislation and jurisprudence to extract how the concept of jurisdiction is applied in internet cases, taking a comparative law approach, focusing on EU, English, German, and US law. This synthesis and comparison of approaches across the board has produced new insights on how we should tackle the Jurisdictional Challenge. The first three chapters explain the Jurisdictional Challenge created by the internet and place this in the context of technology, sovereignty, territory, and media regulation. During the past two decades, decentralization as a silent revolution in public sector governance has generated a keen interest in a large number of countries including Poland. However, this notion is very difficult to define as it refers to a wide range of institutional arrangements on the political, economic and social levels. There are many good reasons why allocating fiscal resources and budget transfers among levels of government must come after a strict assignment of spending powers. The aim of this chapter is to point out the basic characteristics of financing system of local government in Poland. The chapter examines the structure of local revenues and the problem of financial autonomy. The research shows that the Polish public sector is already considerably decentralised, however the level of financial autonomy of local governments is low and the local revenues are unable to cover expenditures. Thus, the amounts of local public debt keep expanding. Though a system of equalizing grants was introduced to diminish horizontal fiscal imbalances, its' efficacy is still limited.

Global systemic risks of climate change, over-indebtedness in the aftermath of the 2008/09 World Financial Crisis and the need for pension reform in the wake of an aging Western world population, currently raise attention for inter-generational fairness. Pressing social dilemmas beyond the control of singular nation states call for corporate social activities to back governmental regulation in crisis mitigation. The following chapter therefore promotes the idea of inter-generational equity in the corporate world to find an inclusive solution comprised by the public and private sectors. In the given literature on global responsible leadership in the corporate sector and contemporary Corporate Social Responsibility (CSR) models, inter-generational equity appears to have been neglected. While the notion of sustainability has been integrated in CSR models, inter-generational equity has hardly been touched on as for being a more legal case for codifying the triple bottom line. Advocating for integrating inter-generational equity concerns in CSR models in academia and practice holds untapped advantages of economically influential corporate entities, corporate adaptability and independence from voting cycles. Integrating a temporal dimension in contemporary CSR helps imbuing a longer-term perspective into the corporate world alongside advancing tax ethics and global governance crises prevention. Practical implications for the financing of an inter-generational harmonious solution on climate change burden sharing are proposed. Future research avenues comprise of investigating situational factors influencing inter-generational leadership in the international arena in order to advance the idea of corporations tackling the most pressing contemporary challenges of mankind.

This research applies a social network perspective to the issue of cyber aggression, or cyberbullying, on the social media platform Twitter. Cyber aggression is particularly problematic because of its potential for anonymity, and the ease with which so many others can join the harassment of victims. Utilizing a comparative case study methodology, the authors examined thousands of Tweets to explore the use of denigrating slurs and insults contained in public tweets that target an individual's gender, race, or sexual orientation. Findings indicate cyber aggression on Twitter to be extensive and often extremely offensive, with the potential for serious, deleterious consequences for its victims. The study examined a sample of 84 aggressive networks on Twitter and visualize several social networks of communication patterns that emanate from an initial, aggressive tweet. The authors identify six social roles that users can assume in the network, noting differences in these roles by demographic category. Serious ethical concerns pertain to this technological, social problem.

Notre objectif est d’analyser les critères à partir desquels les entrées de ce type de dictionnaires sont constituées. Pour ce faire, nous adoptons une approche analytique et comparative. Quant au corpus de notre étude, nous l’avons constitué à partir de deux dictionnaires historiques déjà compilés et publiés, à savoir : le Dictionnaire historique de la langue française et le Dictionnaire historique de la langue anglaise. Les résultats de cette étude nous permettront de mener une réflexion sur les critères de constitution des entrées du Dictionnaire historique de la langue arabe.

This research note presents the initial results of the quantitative survey, based on the sample of Lithuanian and Polish return migrants coming back from the United Kingdom. The survey was active for three months between May and August 2020 and was part of the project: CEEYouth: The comparative study young of Poles and Lithuanians in the context of Brexit. CAWI questionnaire was used, and recruitment took place mainly on Facebook through return migrants’ groups and personalized ads shown to users who had lived in the UK. The sample consisted of 740 respondents, including 215 respondents in the Lithuanian subsample and 525 in the Polish subsample. The questionnaire covered questions related to migrants’ lives in the UK, the process of return to the country of origin, and reintegration at various dimensions: labour market, family, living conditions, public services.

The pelvis forms the interface between the trunk and the lower limb, as well as supporting the pelvic viscera, and as such its size and morphology reflect a diversity of biological pressures. Aspects of the Sunghir pelvic remains relating to the assessment of sex (pubic morphology, greater sciatic notch shape) and age (auricular surface, epiphyses) are presented in chapter 6, and the features of the sacrum (and coccyx) that are more strictly axial are discussed in chapter 10. The discussion here is concerned with the overall configurations of the Sunghir pelvic remains and more detailed aspects related to function. Given the male sex of Sunghir 1 and the prepubescent ages of Sunghir 2 and 3, reproductive issues beyond those related to sex assessment are not relevant to these remains. Unfortunately, the pelvis for which comparative data and biomechanical models of function exist, that of the adult male Sunghir 1, is the least complete, sufficiently so as to prevent the articulation of the elements. In contrast, the two immature pelves are quite complete, despite problems with reassembly given their immature status. Yet assessing their proportions is inhibited by issues of growth and development. The pelvis of Sunghir 1, as with most of its trunk (chapter 10), suffered extensively from vertical compres­sion in situ. The pubic bones are absent, and the ilia and ischia sustained considerable damage, much of which has been restored in wax. For example, the left acetabular rim is largely intact, but the lunate surface and acetabular notch are blended together with wax, obscuring details. The sacrum retains neither of its alae intact to the auricular surface. The Sunghir 2 and 3 pelves, in contrast, are largely present, with varying degrees of edge damage and loss of the thinner cortical bone, especially within the iliac fossae of Sunghir 3. However, both pelves retain their more cranial sacra, at least one intact sacroiliac articulation, and variable portions of the ischia and pubic bones. The primary difficulties in assessing the Sunghir 2 and 3 pelves derive from their immature status.

Abstract:
In this chapter, we examine the time trends that have occurred in the causes of morbidity and mortality in civil populations over the last century and a half. Particular attention is paid to the period since 1900 when international comparative data become readily available. We begin with two case studies—of Australia, and England and Wales—to establish the main trends affecting the advanced economies over this period. Next, using data collected by Alderson (1981), we extend our analysis to 31 countries to give global coverage. We look first at the statistical evidence of change. It is shown that mortality and morbidity from all causes have declined. Since 1850, it is the infectious diseases which have witnessed the most spectacular falls in their contribution to total mortality and morbidity. Within the general decline, however, sharp upturns in both mortality and morbidity from infectious diseases occur during times of war. In the second half of the chapter, we examine some of the factors which lie behind the declines. Notwithstanding the general falls, in recent years there has been a revolution of interest in infectious diseases arising from a sharp resurgence of both old and new diseases. The former include drug-resistant strains of tuberculosis and the latter HIV (human immunodeficiency virus). The disease setting is also evolving with environmental change and increased human interaction. And so the chapter is concluded with an assessment of the potential significance of infectious diseases in the present century in times of peace and war. In Australia, notifiable diseases data are collected by states and territories under their public health legislation; collection has taken place on a regular basis since 1917. The legislation has required medical practitioners and some other classes of people to notify health authorities of the number of cases recorded of certain communicable and other diseases. The resulting data were published in the Medical Journal of Australia from 1917 to 1922, Health, 1924 to 1939, and in the Commonwealth Year Book since 1945. Additionally, the Commonwealth Department of Health and its successors have published an annual compilation of notifiable diseases data in the Department’s Annual Report.

Abstract:
Paper investigates peculiarities of management of public investment projects subject to State Investment Program (SIP) in Lithuania. Using comparative analysis for compatibility of European Structural and Investment Funds (ESIF) and SIP management systems as well as utilizing multi criteria analysis (MCA) techniques with attention to the Euclidean distance author reveals challenges of rationality of evaluating, selecting and implementing public investment projects according to the requirements of inclusive growth applicable to the country under ESIF management system. In this regard, there is as well noticed that current regulations for pubic investments under SIP in the country inevitably requires significant improvement in order to ensure the rational use of the state budget funds and comply with the requirements for inclusive growth as set under ESIF management system. Subsequently possible solutions proposed focusing on improving specific tasks of the management process of evaluating, selecting, implementing public investment projects.

Abstract:
An increase in a number of migrants intensifies the need for professional psychological support and counseling for the latter in order to facilitate their social-psychological adaptation. In order to organise the psychotherapeutic process effectively and provide quality services, it is necessary to pay special attention to clients’ expectations and perceptions of psychological help. Unfortunately, this issue is currently underrepresented in domestic psychological research. The success of the psychologist’s work largely depends on a clear understanding of the ethnicity, the uniqueness of each ethnic group and the appropriately chosen methods. This paper presents the results of a survey of counselling psychologists with experience of working with migrants from post Soviet countries as well as the results of a comparative analysis of the perceptions of the psychologist’s work with representatives of the dominant ethnic group and migrants. The study objective: explore perceptions of the work of a counselling psychologist among migrants and members of the dominant ethnic group. Respondents’ answers were processed using expert assessments. The study was participated by three groups: 20 psychologists (of the dominant ethnic group); 20 migrants, and 20 citizens of the Russian Federation without psychological education. The dominant attitude in the minds of many respondents is that psychotherapy is useless, ‘a person should cope on their own, telling a psychologist about their problems is a sign of weakness’. At the same time, most of the interviewees note that they (their families) have psychological problems, however, they are not prepared to work on solving them. It is worth highlighting the particular importance of psychological education and public enlightenment in order to develop a more adequate image of the psychologist and a clear understanding of the specifics of psychological counselling.
