The goal of this study is to deal with some ethical causes in the public administration, that aim the avoidance of negative phenomenon’s as theft, corruption, etc. In this direction, the debates about ethics are becoming more and more a global tendency, as an implement through which would be found the way to get out of the crisis. The success in the reforms of the public administrations in major part depends, on the public functionaries and their willingness to make fundamental changes in the way they work. In this direction, the State should strengthen and modernize the public service, should realize an employment system, which should reflect more the merits on its service.For this reason, the government’s attempts should be concentrated on the construction of a positive image for the state and its administration as professional objective, which is oriented to the services. Being aware for the practical restrictions of this study, we firstly chose to concentrate on the local public administrations ethics. The study will be focused on the practical comparative analysis of the city of Shkodra and Durres by the realization of a questionnaire by each of these municipalities and the Agency of Legalization and Urbanization of Informal Zones (ALUIZNI) in Shkodra.

The article is devoted to the analysis of the ratio of public administration and the Constitution. At the same time, under public administration, the author understands the activities of state bodies and their officials to transform social relations for the benefit of society and the state. And under the Constitution – the Basic Law (or the sources of law) of the state and society, containing the system of constitutional principles and norms and ensuring the achievement and preservation of constitutional values. The main task of the author is to confirm that the Constitution is the basis and at the same time the framework of public administration, and the constitutional values are the purpose of its implementation. To reveal the question, such general scientific methods of cognition were used as analysis, synthesis and generalisation. Comparative legal, concrete sociological research methods, interdisciplinary and complex approaches attracted the attention of the researcher in the study of the problem.

Choosing the best bid is a central step in any tendering process. If the award criterion is the economically most advantageous tender (EMAT), this involves scoring bids on price and quality and ranking them. Scores are calculated using a bid evaluation formula that takes as inputs price and quality, and their respective weights. The choice of formula critically affects which bid wins. We study 38 such formulas and discuss several of their aspects, such as how much the outcome of a tender depends on which formula is being used, relative versus absolute scoring, ranking paradox, iso-utility curves, protection against a winner with an extremely high price, and how a formula reflects the weights of price and quality. Based on these analyses, we summarize the (dis)advantages and risks of certain formulas and provide associated warnings when applying certain formulas in practice.

Nuanced explanations of the factors underpinning the mafia’s movements across territories have recently been proposed. However, more light must be shed on the mechanisms through which mafiosi try to infiltrate the legal economy in non-traditional territories. Accordingly, this study aims to micro-found interactions and exchanges that mainly involve mafiosi, politicians and economic actors in expansion areas. Focusing on the local level, we will show how the misuse of several administrative tools generates a profitable opportunity structure for mafiosi. To this end, we present an in-depth comparative case study of three events involving the construction industry that took place in Northern Italy. The main findings show that: (i) mafiosi are skilled at smoothing social relations, enlarging and consolidating opaque networks predating their arrival; (ii) they give rise to different types of mutual exchanges and network structures.

Subject. This article examines the ratio of the regional government apparatus and the cost of maintaining it in the context of the impact on the region's overall performance. Objectives. The article aims to explore the category of Institutional Environment as a characteristic of the economic efficiency of regional public administration. Methods. For the study, I used the methods of comparative analysis, economic and mathematical modeling, statistics data processing techniques, and specially designed application software. Results. The article formalizes and describes the category of Institutional Environment and compiles numerical indicators that characterize the basic aspects of its functioning. It also proves the correctness of formalization and quantifies the effectiveness of regional governance by treating the subjects of the Russian Federation, which are part of the Northwestern and Volga Federal Districts, as case studies. Relevance. The practical use of the methodological approaches developed will help address the issues of strategizing in terms of the region's advanced development.

Abstract:
This paper presents qualitative research findings and a comparative scale efficiency analysis of the units performing services in the building sector. The analysis is based on two unique regional datasets from two countries, the Slovak Republic (SR) and the Czech Republic (CZ). Performance of building competences in Slovakia is based on the principle of voluntary cooperation of municipalities. In case of the Czech building sector, the competences have been transferred to the newly created municipalities with delegated or extended competences. Both states introduced reforms in public administration with the aim to improve their efficiency, including the performance of building competences. Czech Republic is currently undergoing a recodification of Building Act with unification of building authorities into the system of state building offices. The results of our qualitative research in both states in the period 2014-2019 show insufficient personal management due to low financing of building competences. Using quantitative statistical methods, we came to the conclusion that in Slovakia, a return to the performance of competences by state administration (district offices) instead of building offices (as a part of self-government) would not be effective.

The administrative contract is the tool used by the administration to maintain the continuity of the public facility and its steady progress in order to meet the needs of citizens, in way would achieve the public interest. The administrative contract consists of procedures paving the way for its conclusion, represented by the administrative decisions issued by this department with the public authority it has in accordance with the laws and regulations. These decisions are part of and component of the administrative contract. Therefore, the elements of the administrative contract are; that the public authority is one of its parties, the contract relates to a public facility service, and the contract should be subject to public law. However, the conditions of validity of the contract are; the administration shall abide by the laws and regulations in selecting the contractor, the administrative contract includes contractual and regulatory provisions and, and the public person has a generic feature throughout the life of an administrative contract. AbstractSince 2003, China has experimented in some of the country's counties with the private administration of the New Cooperative Medical Scheme (NCMS), a publicly subsidized health insurance scheme for rural populations. Our study compared the effectiveness and efficiency of private vs public administration in four counties in one of China's most affluent provinces in the initial stage of the NCMS's implementation. The study was undertaken in Ningbo city of Zhejiang province. Out of 10 counties in Ningbo, two counties with private administration for the NCMS (Beilun and Ninghai) were compared with two others counties with public administration (Zhenhai and Fenghua), using the following indicators: (1) proportion of enrollees who were compensated for inpatient care; (2) average reimbursement–expense ratio per episode of inpatient care; (3) overall administration cost; (4) enrollee satisfaction. Data from 2004 to 2006 were collected from the local health authorities, hospitals and the contracted insurance companies, supplemented by a randomized household questionnaire survey covering 176 households and 479 household members. In our sample counties, private administration of the NCMS neither reduced transaction costs, nor improved the benefits of enrollees. Enrollees covered by the publicly administered NCMS were more likely to be satisfied with the insurance scheme than those covered by the privately administered NCMS. Experience in the selected counties suggests that private administration of the NCMS did not deliver the hoped-for results. We conclude that caution needs to be exercised in extending private administration of the NCMS.

The purpose of the article is to determine the content and features of public administration as one of the forms of realization of public authority. The subject of the research is social relations that arise, develop and terminate during public administration as one of the forms of realization of public authority. The following methods of scientific cognition were used during the writing of the article: dialectical, formal-legal and analytical. The article is devoted to the definition and analysis of the features of public administration as a form of realization of public authority. The level of impact of effective administration by spheres of public life on quality of functioning of the country as a whole is established during the research. The analysis of historical stages of development of the field of public administration is carried out. A well-known thesis in the scientific community that public administration should be defined as an integral part of both political science and management (management science) is analyzed in great detail. The importance to study the key issues related to public administration was emphasized. A comparative analysis of existing systems of public administration as a basis for the functioning of state power and local self-government is carried out. According to the results of the research, the important factors that impact the effectiveness of public administration are identified in the conclusions. The need to take into account the European experience of public administration and administration of State authority was also emphasized.

Recent controversial interactions of police with the public have become an issue of important concern for public and governmental leaders, who have openly questioned current models of police training and their effectiveness. This study is asking whether basic police academies utilize curricula that reflect the contemporary challenges of modern policing today and prepare recruits to become not only police officers but also competent and skilled, street-level bureaucrats who can provide an effective and impartial service to their increasingly diverse communities. The aim of this study is to quantify, analyze, and compare the content dedicated to the public administration domain in state-mandated basic training curricula across all 50 states. The study utilizes a mixed-methods research design with content analysis. Data were generated from 49 basic training curricula (with one state not having mandated training standards) and 17 interviews with police training officials. The result shows that despite the paradigm shift in the role of the modern-day police officer, police academies have made little to no progress in bridging the gap between the academy curriculum and the practicality of police work. On average, only 3.21% of basic training curricula are explicitly dedicated to public administration training—a training focused on public service values of fundamental importance to the practice of law enforcement. This article gives public administration scholars a voice in the national debate about the crisis in police–public relations by contributing to the literature on police training reform from a much-needed public administration lens.

Abstract:
Purpose. In December 2016, the updated INTOSAI standards for government auditing were enacted that provided a methodological basis for conducting various forms of public audit, in particular, public compliance auditing. The use of ISSAIs is aimed at maintaining high-quality control measures to ensure the public administration system accountability and transparency. The aim of the research is to consider the current state and prospects of introducing the public compliance auditing into the practice of the Supreme Audit Institution in Ukraine. Design/ methodology/approach. The methodological basis of the study was to conduct the best practices comparative analysis in public auditing and to implement the desktop study of theoretical scientific researches, open analytical data produced by governmental and non-governmental bodies. Findings. The analysis of the Accounting Chamber of Ukraine’s reports proved that the control activities contained the compliance auditing elements. In this context, a proper legal framework for carrying out compliance auditing is not yet established and the appropriate methodological developments are not available. The author believes that implementing the ISSAI standards for the public compliance auditing may be accelerated due to the step-by-step implementation of the activities proposed. Practical implications. The specific recommendations on implementing the compliance auditing in accordance with the ISSAI standards requirements are important to regulators. Originality/value. The study can be the basis for further research in the field of the public compliance auditing theory and methodology, and the results may be useful for practitioners.

Purpose. The aim of the article is consideration of the conceptual foundations of the use of public management tools in modern conditions from the standpoint of strengthening the institutional capacity of government institutions to perform functional activities. Methodology of research. The following general scientific methods are used in the research process: system, structural analysis, grouping ‒ in the study of structural elements of public administration and public management; historical analysis ‒ when considering the scientific foundations of public management; comparative analysis of scientific schools, concepts and models of public management ‒ when choosing basic scientific concepts for the use of levers of public management. Findings. The essential determinants of public management are analysed, the objective necessity of its use in modern practice of public administration is verified. It is substantiated that the effectiveness of state transformations depends on the innovation and modernization of public administration tools. The need to study the best practices and models of public management is established in order to create a conceptual model of new public management for public institutions of the national economy. Originality. The major contradictions in the system of public management and the mechanisms of their solution are systematized. Conceptual approaches to the use of public management in the activities of public institutions as an effective functional innovative tool of public administration are substantiated. Practical value. The results of the study can be the basis for further research on improving approaches to public administration and to create an effective organizational and functional mechanism of public management. Public administration represents operations and practice of the government through management, administration and implementation of government policies having in mind public interests and the society as a whole. However, analysis of the political system and public administration in Bosnia and Herzegovina (BIH) reveals that this definition is rather “modified” when it comes to the mentioned country. Even though public administration reform is one of the priorities for BIH, the reasons why it has not been more successful are post-conflict reconstruction and state building, unique political organisation as a result of a peace agreement, veto mechanisms and ethnic quotas which makes the consensus harder to achieve and delays adoption of important strategies. Even though political elite in BIH is committed to public administration reform and the key reform institutions have been established there is a lack of necessary knowledge and skills, competences and most importantly, political will. However, public administration reform definitely represents one of the key conditions for the future of BIH and its accession to the European Union (EU). Undoubtedly, public administration reform is a complex reform, and in this paper, the focus is on the case study of BIH by identifying its key issues on the way to the EU membership. This paper is based on analytical method with an explorative and descriptive purpose, comparative legal method, literature review method, and finally, synthesis of results, combined with professional insight and conclusions.

Purpose The purpose of this paper is to explore how public cultural organizations use ambidextrous design to balance exploitation and exploration given their organizational structure that mainly stimulates exploitation. Design/methodology/approach The authors use an abductive methodology and, perform an in-depth comparative case study. The data sample consists of two Belgian public cultural centers located in the Flemish area. In all, 21 semi-structured interviews where analyzed using Nvivo. Findings Results show, first, that although both cases have the same formal organization chart, their informal structure differs. Second, both cases have a different point of view toward exploitation and exploration. Third, no “pure” ambidextrous designs were found. Finally, the paper formulates theoretical propositions for ambidexterity and public sector research. Research limitations/implications Limitations of this paper are threefold. First, the authors only compared two cases, so generalization of the findings is limited. Second, although the authors managed to make contributions to ambidexterity and public sector research, theory building is not finished. Finally, researchers have to improve empirical evidence focusing on which design elements lead toward ambidextrous public organizations. Originality/value This paper makes a threefold contribution to ambidexterity literature and public sector research. First, the focus on public sector organizations is a rarely taken approach in ambidexterity research. Second, the specific use of ambidextrous design attributes to the limited public sector research that has focused on ambidexterity. Third, the focus on small organizations with limited resources is a rarely taken focus in ambidexterity and public sector research.

Local councillor recruitment operates in such a way that it favours the possibility for individuals with certain characteristics to enter and to remain in public office. One of the central questions then becomes: what are these characteristics and how do they influence the selection chances of these specific individuals? The aim of this contribution is to comparatively study a number of these questions for the population of local councillors in Europe. It evokes questions on the similarity or divergence of social biases in political recruitment in different local political systems. Do the same social background characteristics distinguish ‘the many’ from ‘the few’ in all countries under study? Do certain patterns in the ‘skewing’ of social background emerge and to what extent can they be linked to different institutional histories in local government? As such this study is one of the first to structurally scrutinise local councillors in such a systematic variety of political systems.

Research indicates that entrepreneurial leadership is positively related to organizational innovation among central government agencies, public enterprises, and executive agencies in Korea. In addition, a performanceoriented with a humane orientation supports organizational innovation, while hierarchical culture has a negative impact on organizational innovation in Korean public sectors. Among organization types, only central government agencies have been found to have a significant moderating effect on the relationship between performance-oriented culture and organizational innovation. Given that public enterprise is more market-based and that executive agencies have great autonomy in budgeting and personnel to ensure the maximization of performance, central government agencies should adopt more practices designed to improve performance in a positive work culture.

Over the past two decades, research has emphasised a shift from city government to urban governance. Such a shift brings about its very own challenges, namely governance gaps, uncertain configurations in governance and a limited capacity to act. In this paper, we argue that the concurrent rise of strategy documents in city administration addresses these challenges. Our central claim is that strategy documents can be understood as a distinct discursive device through which local governments enact aspired governance configurations. We illustrate our argument empirically using two prominent examples that, while showing similar features and characteristics, are anchored in different administrative traditions and institutional frameworks: the city administrations of Sydney, Australia, and Vienna, Austria. The contribution of the paper is to show how strategy documents enact governance configurations along four core dimensions: the setting in space and time, the definition of the public, the framing of the res publica and legitimacy issues. Moreover, our comparative analysis of Sydney and Vienna gives evidence of differences in governance configurations enacted through strategy documents.

The article analyzes the current state and problems of information and analytical provision of localpublic government activities in Ukraine by means of comparative-critical analysis of, first of all, thestructure of relevant state administrations, and secondly, the presence of information and analytical provisiondepartments in the state administrations structure, their names and quantity, and thirdly, these divisions’functions and tasks, and, fourth, the general problems of formation and validation of the information andanalytical provision of the Ukrainian local public administration activities mechanisms.The study was aimed at comparing the current status of the information and analytical provisiondepartments tasks to their basic theoretical purpose of collecting, generalizing, processing information anddeveloping information and analytical documents which are necessary for the making effective managementdecisions.For comparative analysis of the current state of the information and analytical provision of local publicgovernment activities the two groups of local state administrations of different levels have been selected. Thecontent and trends of the current state of the processes of information and analytical provision of local publicgovernment activities are revealed by the example of eight local state administrations, regional and district levels.Based on the results of the comparative analysis, we identified important trends within the processesof information and analytical provision of local authorities activities in Ukraine: the country lacks holisticinformation and analytical provision system for local public government activities; the country's system ofpublic power needs unification or systematic regulations of structural divisions dealing with informationand analytical provision of local authorities; local state administrations have not yet built and are not evenplanning to create their own information databases covering various areas of public administration, social,political, economic and cultural situation, and databases of the regional development, of sectoral statisticsor other fields; local state administrations pay little attention to information security and protection ofinformation resources of public administration; regional and district state administrations lack separatesubdivisions that would be strictly specialized in information and analytical provision of local authorities(usually, information and analytical provision of local authorities is considered an addition to other roles,ranging from the structural and communication functions to the legal one); on the whole, the overall systemof information and analytical provision of local authorities in this country is still at the concept stage of itsdevelopment.

A considerable proportion of donor aid is dedicated to technical assistance to support developing countries in their development initiatives. The majority of this aid comes from globally-operating international donors including the World Bank and the European Union. In spite of several harmonization attempts, there still exist major differences in their procurement regulations and standard contracts. Based on an extensive literature review on consulting services and an in-depth analysis of the standard forms of contract, it was found that divergence between both forms is not only clear but also paradigmatic owing mainly to market orientation paradigm differences. The findings and recommendations help advance research on and practice of various types of consultancy services in general.

Innovation is dependent on government policy as a guide for good public service development strategies. Policy intervention in public service innovation gives special attention to the coherent implementation of public service innovations. Therefore, this research compares the innovation efforts of population administration in two different regencies to gain a better understanding of how policies intervene in public service innovation. This research was conducted in the Aceh Tenggara and Majalengka regencies in May-June 2019. Qualitative methods were used in this research with a comparative analysis (Qualitative Comparative Analysis). Data was obtained through a cross-sectional study and data analysis using a set and concept technique. With a theoretical guide developed by Hartley (2005), this research provides information that not all regency (government institutions) can innovate for a variety of reasons, and that decision-makers must be transformative leaders for their region in order to bring out the idea of innovation. In addition, managers should be able to translate policy intent and objectives with service programs. Further development of public service innovations and citizen participation is needed as respondents and external supervisors. That way policy interventions can provide opportunities for change in government institutions by reviewing policy goals and objectives, as well as the linkage factor between local and national policies being the main consideration.

The allocating revenue to the individual budgets of self-governments in the Slovak Republic is a highly sophisticated process. Redistribution of resources using fiscal decentralization is an effective instrument through which the government attempts to eliminate subsidizing of municipalities and self-governing regions from the state budget and thus achieve higher stability of the economy. The function of municipalities and higher territorial units is secured by so-called special purpose tax revenues, which do not go into the state budget but directly into the budgets of self-governments. This research contribution focuses on the revenue side of budgets of public administration institutions for the period of the last five concluding budget years. The analysis demonstrates the meaning and importance of tax revenues for the mentioned institutions as well as the expenditure side of the state budget. In this contribution, a comparative study identified the changes that occurred in the individual years of the presented range and subsequently, evaluated fiscal decentralization and its influence on the revenue side of budgets of municipalities.

Civil service systems are a key analytic unit in modern public administration, but theory about them lags behind their practical importance and the attention they have received from scholars. This article argues that theory building has focused on bureaucracy rather than civil service systems per se and that empirical research has been dominated by functionalist logic. Future research needs to define more rigorously and measure the properties of civil service systems and study them more holistically, particularly in relation to their environments. Three ideal types are discussed to illustrate some of the implications of these recommendations.

This study investigates current research trends in co-production studies and discusses conceptual approaches. The conceptual paper contains studies on co-production in the field of public administration. This study identifies significant gaps in the field of study by systematically examining 32 co-production research works. The study’s contributions include (1) defining two common characteristics of co-production, (2) classifying three forms of co-production by end-users, and (3) discovering that the aims and performance of co-production are more effective for service providers when the strategy is citizen-centric. Future research should (1) concentrate on the reasons for co-production failures or successes, (2) identify additional barriers to co-production in service production, (3) investigate influences on service providers as well as structural impacts on the co-production process, and (4) provide practical assessments of co-production research.

Preretirement planning programs are joining the expanding list of employee rights in the public sector. Programs are only mandated in slightly more than 25% of government agencies, but at least 52% of them offer programs, with more anticipated shortly. Significant differences exist among federal, state, county and city programs. This longitudinal inter-agency study provides an in-depth analysis of programs for each governmental level then compares and contrasts the findings. References to existing programs within the private sector are made. Program offerings, content, format, eligibility, funding, participation and structure are presented along with anticipated growth rates. Relationships between program availability and early retirement decisions are documented. The use of programs as a strategy to open career paths may backfire and even discourage retirement. Failure of programs to recognize growing diversity in the labor force is explored and recommendations presented for increased innovation and cross agency cooperation.

Abstract The COVID-19 pandemic has caused turmoil around the world. In Africa, some similarities and differences could be observed in the nature of the outbreak and the policy responses across the continent. This article discusses the policy responses and reflects on their effectiveness as a containment strategy. We speculate on why these strategies seem to work or not, and the lessons therein. The analysis also examines the setting up of crisis teams and whether they indicate lack of trust in the existing public administration system. The article argues that though South African cases and testing diverged significantly from the rest of the continent, a wider similarity can be observed in pandemic management across the continent. The article identifies some factors including quick and early measures, recent experience managing epidemic/health crises, and a display of some form of community resilience acquired over years of living in a state of poor governance as some of the important factors in the management of the pandemic. We find there is a dearth of scholarship on crisis management in the context of public administration and suggest this should be an object of future study in the field. The use of ad-hoc crisis teams that assume emergency powers is a common practice, but there is insufficient rigorous analysis to show their effectiveness and impact on existing bureaucratic institutions.

This study examines the behavioral aspect of Pakistan’s energy crisis by comparing electricity consumption in the public and private sectors. Specifically, we compare consumption patterns of electricity across a sample of student hostels at two public sector universities and privately run student hostels. In addition, we collect household data for a sample of students at Quaid-i-Azam University (QAU) in Islamabad and compare their average electricity consumption with that of the public sector university hostels. We find that the latter’s average consumption of electricity is significantly higher than among private hostels and households. In assessing the moral hazard problem of the public sector in this context, we test the energy conservation behavior of QAU students and the university administration. The results show that students are largely indifferent to conserving electricity, while the administration pays little attention to the use of energy-efficient lights and equipment.

Societal security poses fundamental challenges for the doctrines of accountability and transparency in government. At least some of the national security state’s effectiveness requires a degree of non-transparency, raising questions about legitimacy. This article explores in cross-national and cross-sectoral perspective, how organizations seek to manage their reputation by accounting for their activities. This article contributes in three main ways. First, it highlights how distinct tasks facilitate and constrain certain reputation management strategies. Second, it suggests that these reputational considerations shape the way in which organizations can give account. Third, it considers three domains associated with societal security, namely intelligence, flood defense, and food safety, in five European countries with different state traditions—the United Kingdom, Germany, Denmark, Sweden, and Norway. By using a “web census,” this article investigates cross-sectoral and cross-national variation in the way organizations seek to account for their activities and manage their reputation. This article finds variation across tasks to be more dominant than national variation.
