AbstractSwitzerland is recognised as an immigration country. As in other European countries, awareness of the socio-economic costs of the non-integration of immigrants has led Swiss policy-makers to promote integration both as an individual duty (conditional on the requirements and individual responsibilities of a foreign person), as well as a policy priority for stakeholders at federal, cantonal, and communal levels. This pragmatic, yet in some cases restrictive, approach to integration has evolved gradually over time and has been strengthened by the divisive debates around foreigners that surrounded the 2014 initiative against mass immigration. In this context, we seek to provide a timely analysis of the evolving legal and policy framework that regulates the integration of migrants, refugees and asylum-seekers (MRAs) into the Swiss labour market and society. While we shed light on the development and changes pertaining to the relevant legislative and institutional framework, we also highlight key aspects that play an obstructing role to immigrants’ integration. Ultimately, we contend that not only certain legislative and administrative aspects, but also direct democratic instruments have provided important disabling barriers to migrants’ integration as they have not effectively managed to challenge ‘Fortress’ actualities and exclusionary trajectories of boundary construction.

In recent years policy analysts have come to recognize cross-national comparison as a technique for illuminating noteworthy or desirable elements of decisions in particular national contexts (Heidenheimer, Heclo, and Adams 1975). This approach has proved especially fruitful in studies of science-based regulation. Comparisons between countries have helped identify institutional, political, and cultural factors that condition decision makers' use of scientific knowledge. This research has demonstrated, for example, that the analysis of evidence, especially in fields characterized by high uncertainty, can be influenced by the participation of differing classes of professionals in the administrative process, the composition and powers of scientific advisory committees, and the legal and political processes by which regulators are held accountable to the public (Brickman, Jasanoff, and Ilgen 1985; Gillespie, Eva, and Johnston 1979; McCrea and Markle 1984; Jasanoff 1986, 1987). As a result, it is by no means uncommon to find decision makers interpreting the same scientific information in different ways in different countries. Cultural variation appears to influence not only the way decision makers select among competing interpretations of data but also their methods of regulatory analysis and their techniques for coping with scientific uncertainty. For instance, in assessing both environmental and economic impacts, U.S. regulators place a higher value on formal analytical methods, whose validity can be publicly tested and verified, than do regulators in most European countries (Jasanoff 1983; Vogel 1986). One result of such methodological divergence is that evidence considered sufficient to trigger action in one country may fail to do so in another. These findings should not be surprising to anyone familiar with the problems of policy-relevant science. When knowledge is uncertain or ambiguous, as is often the case in science bearing on policy, facts alone are inadequate to compel a choice. Any selection inevitably blends scientific with policy considerations, and policymakers accordingly are forced to look beyond science to legitimate their preferred reading of the evidence. In this quest, cross-national divergences can be expected to appear as policymakers fall back on established, possibly nation-specific, repertoires of institutional and procedural approaches to securing political legitimacy.

Abstract:
The purpose of this chapter is to argue that all open and distance learning (ODL) institutions should carry out quality assurance and accreditation processes in order for students and funders to have confidence in them. It also explains in detail what quality assurance and accreditation entails in ODL. This chapter follows a qualitative approach in understanding quality assurance and accreditation in ODL. Data were collected via literature review. During recent decades, the discourse and practices of systematic quality assurance and quality control have spread around the world, resulting to a great extent in market-based models related to the ideology and policy of neo-liberalism and expressed in economic rationalities such as new public management, total quality management, public choice, and human capital. Quality assurance and accreditation in ODL aims to maintain and raise the quality of education and to guarantee the improvement of its standards.

This research focuses on integration during and after mergers and acquisitions where one firm (Chinese) has a dominant position in comparison with another (Western firm). Using the critical incident approach, 30 interviews were conducted with representatives of 13 firms that have undergone Chinese-Western mergers and acquisitions (M&As) during the period from 2005 to 2019. This study aims to analyse the HR integration process in pre-and post-acquisition to determine the critical success factors, and present a framework that determines the success or failure factors and the actions required. The findings have important implications for an organisation post-acquisition phenomenon from a human resource point of view. As a result, it presents an overview of this critical post-HR integration phenomenon and posits that using an integrated approach from the human resources perspective is essential to ultimately enhance the acquisition integration success rate.
