Abstract:
Les enjeux découlant de l'intensification de la mobilité internationale sont observables à l'échelle de plusieurs écoles et génèrent des défis au quotidien. Toutefois, de nombreux écrits soulignent le manque de formation des gestionnaires au regard des réalités rencontrées dans des milieux où les populations scolaires sont diversifiées. Dans la foulée de ces constats, nous avons mené une recherche-action/formation sur le leadership transformatif en milieu pluriethnique montréalais auprès de six gestionnaires en fonction. Dans cet article, nous discutons du déroulement du projet et de ses ancrages théoriques liés au leadership transformatif (Shields, 2010) et au modèle d'éducation inclusive (Potvin, 2014). Puis, nous présentons une analyse thématique d'entretiens menés auprès de directions d'école du primaire au terme des trois années du projet afin de déterminer les effets perçus de cette initiative sur leur pratique professionnelle – sur leur leadership, leurs savoirs, leur savoir-être et leurs savoir-faire. Il en ressort que les directions d'école ont développé une conscience critique d'elles-mêmes, de leur milieu et de la société, et qu'elles ont mis en oeuvre des pratiques d'équité et d'inclusion dans leur école. En conclusion, nous fournissons des pistes visant la bonification de la formation initiale des directions et de leurs référentiels de compétences au Québec.

Abstract:
La présente étude vise à examiner l’efficacité de la stratégie d’apprentissage par projets pour le développement des compétences en leadership des élèves de troisième année primaire. Les questions de recherche ont été traitées en utilisant l’approche expérimentale. Les chercheurs ont sélectionné 76 élèves de troisième année de l’école primaire mixte Al Zaitun de Gaza, et ont échantillonné au hasard deux classes de troisième année. Les participants ont été divisés en deux groupes équivalents, chacun composé de 38 élèves. La stratégie d’apprentissage par projets était utilisée pour enseigner l’anglais au groupe expérimental, tandis que la méthode traditionnelle était utilisée pour le groupe contrôle. L’outil d’étude consistait en une grille d’observation sur laquelle les compétences de leadership de l’élève étaient notées avant et après l’application. Les données ont été analysées à l’aide du logiciel Statistical Package for Social Sciences. Le test t et la taille de l’effet ont été utilisés sur les échantillons pour l’analyse. Les résultats ont révélé des notes moyennes plus élevées en matière de compétences en leadership pour le groupe expérimental sur la grille d’observation post-expérimentation. Les chercheurs ont attribué ces résultats à la stratégie d’apprentissage par projets et les résultats de cette recherche tendent à soutenir la recommandation de son utilisation dans l’enseignement de l’anglais pour développer les compétences en leadership. Des recherches supplémentaires sont nécessaires pour étudier l’effet d’autres stratégies d’apprentissage par projets sur d’autres niveaux et habiletés fondamentales.

Abstract:
The teaching assistant program at the University of Windsor facilitates opportunities for students to develop leadership capacity, creativity, and pedagogical knowledge. This study explored the skills that student workshop facilitators were developing and/or enhancing, and how these skills might be used outside of teaching-related duties. Data from former student workshop facilitators were collected through an online survey (n = 15) and semi-structured interviews (n = 6). The results indicated that participants developed a range of teaching-related skills through leading teaching and learning workshops. The knowledge and skills facilitators garnered often resulted in them being perceived as teaching and learning leaders amongst their peers. Further, participants emphasized that leading workshops provided a unique opportunity to practice, increased their confidence, and led them to apply their skills in academic and non-academic endeavours. Le programme d’assistanat d’enseignement de l’Université de Windsor aide les étudiants à acquérir des compétences en matière de leadership, de créativité et de connaissances pédagogiques. Dans notre étude, nous nous penchons sur les compétences que les étudiants animateurs d’ateliers ont assimilées ou affinées et nous nous demandons comment ces acquis peuvent être transposés à d’autres tâches en dehors de l’enseignement. Au moyen d’un sondage en ligne (n = 15) et d’entrevues semi-structurées (n = 6), nous avons recueilli les données provenant d’étudiants ayant animé des ateliers. Les résultats indiquent que les répondants ont développé diverses compétences liées à l’enseignement en animant des ateliers portant sur l’apprentissage et sur l’enseignement. Grâce aux connaissances et aux compétences acquises, les animateurs étaient souvent considérés par leurs pairs comme des leaders en matière d’apprentissage et d’enseignement. De plus, les répondants ont souligné le fait que l’animation d’atelier leur avait donné l’occasion d’exercer leur pratique, de gagner en confiance et d’appliquer leurs compétences en contexte universitaire et non universitaire.

Educational consultants participate in the implementation of Ministry of Education policies and those of their school board in matters of education in order to meet the needs of innovation, communication and collaboration of 21st century learners. Despite their pedagogical knowledge, their propensity for innovation and their interpersonal skills, however, they are unprepared to fulfill their position as an agent of change with their teaching colleagues. This article presents the results of research aimed at understanding the ways in which the transformational leadership of educational consultants is manifested in terms of their role as agents of change. Semi-structured interviews with seven educational consultants and four directors of pedagogical services from four French-language school boards in Ontario revealed links between the skills they mobilize to guide teachers towards a change in practice and the manifestations of transformational leadership as developed by Bass (1998).

Bien que le facteur humain soit au cœur de l’avantage compétitif de l’organisation (Gond et Mignonac, 2002) et contrairement à la psychologie du travail, le domaine de la Gestion des Ressources Humaines a peu exploité la question des émotions au travail. En effet, les émotions restent un sujet relativement nouveau dans le corpus théorique de la GRH (Allouche, 2012). En même temps, de nombreux chercheurs, soulignent que le leadership constitue l’un des facteurs les plus importants de la performance, concerné par la gestion des émotions au travail. C’est la raison pour laquelle les organisations exigent, désormais, de leurs leaders, non seulement, des compétences techniques et cognitives (George et Brief, 1996) mais aussi des compétences émotionnelles (Mikolajczak et al., 2014 ; Kotsou, 2016). En ce sens, notre thèse de doctorat mobilise une diversité de cadres théoriques, afin d’explorer et de comprendre dans quelle mesure et de quelle manière les compétences émotionnelles des leaders influencent le leadership. Nos travaux se sont concrétisés par une étude empirique comprenant la réalisation de 60 entretiens semi-directifs auprès de dirigeants en « position de leadership », appartenant à des secteurs d’activités et à des niveaux hiérarchiques diversifiés. Concernant l’analyse des données, nous avons opté pour une analyse thématique automatisée à l’aide du logiciel NVivo 12 et avons également fait le choix de mobiliser la théorisation ancrée (Paillé, 1996). Nos entretiens nous ont permis de mettre en lumière la perception et les pratiques des leaders vis-à-vis de la mobilisation des compétences émotionnelles dans l’exercice de leur leadership. Les principaux apports de notre thèse résident, d’une part, en la mise en exergue, à travers nos résultats, d’une grille empirique structurant le processus d’influence des compétences émotionnelles sur les dimensions de l’efficacité du leadership. Et d’autre part, en la proposition d’une modélisation du leadership émotionnel, intégrant les compétences du leader émotionnel, ses principales caractéristiques, les déterminants du style émotionnel, les dimensions de son efficacité et enfin, les conditions de la mobilisation de ce style de leadership
Although the human factor is at the heart of the organization's competitive advantage (Gond and Mignonac, 2002) and unlike industrial psychology, the field of Human Resources Management has made little use of the issue of emotions at work. Indeed, emotions remain a relatively new subject in the theoretical corpus of HRM (Allouche, 2012). At the same time, many researchers point out that leadership is one of the most important factors in performance, which is concerned with the management of emotions at work. This is why organizations now require leaders not only technical and cognitive skills (George and Brief, 1996) but also emotional competencies (Mikolajczak et al., 2014; Kotsou, 2016). In this sense, our doctoral research mobilizes a diversity of theoretical frameworks to explore and understand the extent and manner in which leaders' emotional competencies influence leadership. Our research took the form of an empirical study involving 60 semi-directive interviews with executives in "leadership positions", belonging to diversified sectors of activity and hierarchical levels. Regarding data analysis, we opted for an automated thematic analysis using NVivo 12 software and also chose to mobilize anchored theorization (Paillé, 1996). Our interviews allowed us to highlight leaders' perceptions and practices regarding the mobilization of emotional competencies in the exercise of their leadership. Our research's main contributions are, on the one hand, the highlighting, through our results, of an empirical grid structuring the influence process of emotional competencies on dimensions of leadership effectiveness. On the other hand, in the proposal of a modeling of emotional leadership, integrating an emotional leader's competencies, his main characteristics, the determinants of emotional style, his effectiveness dimensions and finally, the conditions for mobilizing this leadership style

Des conditions de fond et de forme sont exigées pour l'admissibilité de cette dérogation volontaire à la compétence naturelle des règles applicables. Mais, le déséquilibre qui caractérise la relation de travail, exige un encadrement stricte de ce choix par des mécanismes protecteurs de la partie faible. L'intervention des règles impératives du lieu de l'exécution habituelle du travail permet d'atteindre cet objectif par l'application, soit d'un critère de faveur qui consiste à appliquer la loi la plus favorable pour le salarié, soit à mettre en œuvre un critère de proximité qui permet d'appliquer la loi qui entretient les liens les plus étroits avec la situation litigieuse
In international contracts of employment, the parties’ will is significantly enhanced by the choice of competences through the insertion of clauses referring to the competent law or competent judge (private or public). But the eligibility for this voluntary exemption to applicable natural competences requires formal and substantial conditions. Indeed, the disequilibrium that inherently characterizes the employment relationship calls for a strict scrutiny. Assuring the choice made by the weaker thus necessitates protective mechanisms. The intervention of mandatory rules of the place where the employee habitually carries out his work allows the achievement of the aforementioned objective. This is done so by the application of two alternative criteria, in either the law that is the most favourable law to his interests or the law that is most closely connected to the particular situation

This study is a comparative investigation of organizational leadership internationally in Australia, Singapore and Malaysia. The thesis developed is largely based on the "PM" (Performance/Maintenance) model of leadership developed by Misumi over the last three or four decades in Japan.The Misumi model sets a precedent interesting for its Eastern juxtaposition with Hofstede and for the tension it recognizes between behaviours general to all situations of organizational leadership and those which are context-specific. In addition to the focus on this theory in particular, the study examines the relationship of national and personal values to perceptions and interpretation of organizational leadership behaviour. The underlying purpose is to increase understanding of cross-cultural variables in the field of organizational leadership.For its premise, the research undertaken makes the suggestion that leadership behaviours are influenced by national cultural variables and therefore national similarities or differences are, at least to some extent, culturally determined. It is the scope of this cultural imperative which becomes the focus for the thesis. Hypotheses developed, and the data gathered to test them, centre on the perceptions of consistency between organizational leadership in Australia, Singapore and Malaysia.

Quelles sont les juridictions nationales et internationales compétentes pour réprimer les crimes de guerre ? La présente thèse entend apporter une réponse à cette simple question. La répression des crimes de guerre nécessite tout d'abord une définition précise de l'infraction, qui satisfasse aux exigences du droit interne et international (titre préliminaire). Une fois l'infraction définie, la thèse étudie selon une approche comparative les principes régissant la compétence des juridictions nationales relativement à ces crimes (première partie) : compétence territoriale, personnelle - active et passive - réelle et universelle. Après une présentation générale, l'apport de chacun de ces différents titres de compétence à la répression des crimes de guerre est étudié d'un point de vue critique. La contribution des juridictions internationales - tribunaux militaires de Nuremberg et Tokyo, tribunaux pour l'ex-Yougoslavie et le Rwanda, future Cour pénale internationale - à la répression des crimes de guerre est ensuite étudiée (deuxième partie), en soulignant ses limites. Au total, la compétence principale des juridictions nationales pour réprimer les crimes de guerre est établie, le rôle des juridictions internationales demeurant marginal.

Diplomová práce se zabývá analýzou mezinárodního úspěchu společnosti Starbucks. Příčiny tohoto bezprecedentního úspěchu jsou nejprve detekovány ve vnějších faktorech a v odvětví samotném. Následuje pozorování strategických kroků společnosti od založení až po mezinárodní expanzi a podrobná deskripce interních praktik společnosti. V analytické části je pak vymezen a aplikován model, který byl vyvinut na Bocconské univerzitě v Miláně. Jednotlivé předpoklady modelu jsou porovnávány s postupem společnosti Starbucks. Vyhodnocením shodností a odlišností reality a modelu se pak dochází k závěrům, které vysvětlují příčiny extrémně pozitivních výsledků společnosti Starbucks a její schopnosti přeměnit stagnující neatraktivní odvětví na lukrativní obor s vysokými maržemi.

The thesis focuses on the role of leadership communication within a multinational business organization. It aims to confirm the critical importance of communication provided by leaders to their team members. The literature review will focus on the existing communication flows within organizations and the current research results and insights in the field of leadership communication, which is a new, emerging domain of study. Thanks to recent quantitative research (Men, 2014b), it has been already confirmed that leadership communication has a direct effect on employee-organization relationships and overall internal communication. However, qualitative research has been suggested for validation of how the discovered model works in concrete environments (Men, 2014b). Thus, the research section will reveal the findings of in-depth semi-structured interview analysis within a global internal IT services provider which is part of a Group enterprise operating in the logistics industry world-wide. The thesis will culminate in defining logical reasoning for adding communication skills to the company's core competencies for organizational managers and leaders.

Abstract:
Today’s youth are tomorrow’s leaders’, and for that reason, it is considered important by researchers and practitioners alike to understand how to develop effective leadership skills and characteristics. The purpose of this research was to explore concepts of leadership including leadership development (LD) within an international development through sport context. The Commonwealth Games Association of Canada’s (CGC) International Development through Sport (IDS) administration team created a program called the Capacity Support Program (CSP). The CSP is an internship program offered to recent university graduates to assist in various initiatives intended on building sporting capacity within partnering Commonwealth countries. Participants also known as Capacity Support Officer’s (CSO’s) were immersed within an international environment with a host sport organization (e.g., Barbados National Olympic Committee) for approximately fourteen-months. In this study, interviews were conducted with IDS administrators to clarify and provide further detailed information about the program. In addition, archival material (e.g., pre-departure training manual, website articles, DVDs), interviews with CSO’s, and a debrief focus group session with the CSO’s which discussed their experiences and the various concepts of leadership and LD within an international development through sport context was conducted. Data was recorded and transcribed verbatim. A grounded theory approach, specifically the inductive coding technique was utilized throughout the content analysis procedure. Findings showed that concepts of leadership and LD were 1) a fundamental component of the program and 2) linked to various existing literature on leadership theories (e.g., authentic leadership). Further, findings demonstrated the program design and training were significant components of LD and that the cross-cultural context accelerated LD. These findings and others will culminate in a discussion regarding future studies of leadership and LD.

The global call for localization and locally led emergency response acknowledges the reality that the humanitarian system is currently organized around international actors. More than the limited access to direct funding, the core issue is the power imbalance between local and international actors. In the Philippines, national and local networks of humanitarian, faith-based, developmental organizations and private sector foundations have been conducting and leading small- and large-scale disaster responses for decades. However, the discourse and struggle for localization have grown in recent years due to the prominence and dominance of international humanitarian actors, especially during large-scale emergencies. Oxfam is one of several international organizations that have signed up to the Grand Bargain, Charter for Change and other agreements that push for localization, and Oxfam in the Philippines has embraced the local humanitarian leadership (LHL) approach holistically.

This is the case for the individual affiliates that comprise Oxfam International (OI), and the Oxfam confederation as a whole. This report sets out to assist Oxfam to better understand and learn from the Confederation’s work in this area to date. The purpose of the report is to provide an initial mapping of work on transformative leadership for women's rights (TLWR) in order to offer suggestions, impetus and a programmatic framework for the development of an ambitious global program on TLWR. It is intended to complement and drive Oxfam’s efforts to bring about the transformation of the pervasive gender inequality that limits women’s wellbeing, confidence and potential, reproduces negative masculinity traits, and contributes to the inequity dominant in contemporary societies.

Abstract:
This rapid review focusses on whether there is international evidence on the role of non-partisan elections as a form of decentralised local government that improves performance of local government. The review provides examples of this from Sub-Saharan Africa and South Asia. There are two reported examples in Sub-Saharan Africa of non-partisan elections that delink candidates from political parties during election campaigns. The use of non-partisan elections to improve performance and democratic accountability at the level of government is not common, for example, in southern Africa all local elections at the sub-national sphere follow the partisan model. Whilst there were no examples found where countries shifted from partisan to non-partisan elections at the local government level, the literature notes that decentralisation policies have the effect of democratising and transferring power and therefore few central governments implement it fully. In Africa decentralisation is favoured because it is often used as a cover for central control. Many post-colonial leaders in Africa continue to favour centralised government under the guise of decentralisation. These preferences emanated from their experiences under colonisation where power was maintained by colonial administrations through institutions such as traditional leadership. A review of the literature on non-partisan elections at the local government level came across three examples where this occurred. These countries were: Ghana, Uganda and Bangladesh. Although South Africa holds partisan elections at the sub-national sphere, the election of ward committee members and ward councillors, is on a non-partisan basis and therefore, the ward committee system in South Africa is included as an example of a non-partisan election process in the review.

In the spring of 2008, WIFO, KMU Forschung Austria, Prognos AG in Germany and convelop were jointly commissioned by the Austrian Federal Ministry for Transport, Innovation and Technology and the Austrian Federal Ministry of Economy, Family and Youth to perform a systems evaluation of the country's research promotion and funding activities. Based on their findings, six recommendations were developed for a change in Austrian RTDI policy as outlined below: 1. to move from a narrow to a broader approach in RTDI policy (links to education policy, consideration of the framework for innovation such as competition, international perspectives and mobility); 2. to move from an imitation to a frontrunner strategy (striving for excellence and market leadership in niche and high-quality segments, increasing market shares in advanced sectors and technology fields, and operating in segments of relevance for society); 3. to move from a fragmented approach to public intervention to a more coordinated and consistent approach(explicit economic goals, internal and external challenges and reasoning for public intervention); 4. to move from a multiplicity of narrowly defined funding programmes to a flexible, dynamic policy that uses a broader definition of its tasks and priorities (key technology and research segments as priority-action fields, adequate financing of clusters and centres of excellence); 5. to move from an unclear to a precisely defined allocation of responsibilities between ministries and other players in the field (high-ranking steering group at government level, monitoring by a Science, Research and Innovation Council); 6. to move from red-tape-bound to a modern management of public intervention (institutional separation between ministries formulating policies and agencies executing them, e.g., by "progressive autonomy").

Abstract:
This study leveraged existing data infrastructure and relationships from the Feed the Future Senegal Naatal Mbay (“flourishing agriculture”) project, funded by the US Agency for International Development (USAID) and implemented by RTI International from 2015 to 2019. The research informed and empowered farmer organizations to track and respond to rural households in 2020 as they faced the COVID-19 pandemic. Farmer organizations, with support from RTI and local ICT firm STATINFO, administered a survey to a sample of 800 agricultural households that are members of four former Naatal Mbay–supported farmer organizations in two rounds in August and October 2020. Focus group discussions were conducted with network leadership pre- and post–data collection to contextualize the experience of the COVID-19 shock and to validate findings. The results showed that farmers were already reacting to the effects of low rainfall during the 2019 growing season and that COVID-19 compounded the shock through disrupted communications and interregional travel bans, creating food shortages and pressure to divert seed stocks for food. Food insecurity effects, measured through the Household Food Insecurity Access Scale and cereals stocks, were found to be greater for households in the Casamance region than in the Kaolack and Kaffrine regions. The findings also indicate that farmer networks deployed a coordinated response comprising food aid and access to personal protective equipment, distribution of short-cycle legumes and grains (e.g., cowpea, maize) and vegetable seeds, protection measures for cereals seeds, and financial innovations with banks. However, food stocks were expected to recover as harvesting began in October 2020, and the networks were planning to accelerate seed multiplication, diversify crops beyond cereals, improve communication across the network. and mainstream access to financial instruments in the 2021 growing season. The research indicated that the previous USAID-funded project had likely contributed to the networks’ COVID-19 resilience capacities by building social capital and fostering the new use of tools and technologies over the years it operated.

Abstract:
Business environment reform (BER) targets inadequate business regulations. It is intended to remove constraints to business investment, enabling growth and job creation, and create opportunities for international business to contribute to and benefit from this growth. However, there is a lack of detailed knowledge of the impact of BER on gender and inclusion (G&I). While a review of existing literature suggests that in general, there is no direct link between BER and G&I, indirect links are likely through the influence of BER on firm performance. Outcomes will be influenced by the differential ways in which women-led firms experience the business environment when compared to their male counterparts, with disparities based on how they are treated under the law, as well as structural and sociocultural factors. The fact that in many countries, female-led firms are fewer and smaller than those of their male counterparts, and may operate in different sectors, also affects these dynamics. This research offers new insights through an in-depth analysis of the impact of the Pelayanan Terpadu Satu Pintu (PTSP) or one-stop shop business licensing reform in 2009 on firm performance in Indonesia, and how these impacts vary based on the gender of firm leadership. The results find that on average, firms benefited from improved business performance (sales), as a direct or indirect effect of this reform, as well as an increase in the number of medium and large-scale firms. Outside Jakarta (Bali, Banten, Lampung), women-led firms experienced a small but significant benefit relative to male-led firms, related to both sales and the number of medium and large-scale firms they run. In Jakarta, women-led firms continued to lag behind men and there were no significant effects on employment, and this held across province and gender. These findings are based on an analysis of the PTSP reform using data from the World Bank Enterprise Survey (WBES), a survey of small, medium and large firms (i.e. with more than four employees) which took place in Indonesia between 2009 and 2015.
