This thesis explores public attitudes towards international development cooperation. Noting the lack of previous academic treatment of this particular topic, it includes an overview of available polling data on relevant questions, followed by a review of more general literature pertaining to public opinion towards foreign policy, as a macro-level concept. This thesis aims to shed light on this question by exploring governments' incentives that give rise to political budget cycles, i.e. fluctuations in the budget balance during election times, under different political, institutional, and economic contexts.
