Selection mechanisms that could identify the best candidates for the civil service are the first step towards the effective and efficient public administration. The competitive examinations, specific competitions for senior servants and selection available on the labour market are the forms of meritocracy, so the question is not to abolish or sustain them, but to know which of them the most expresses talent, effort, and achievement. And this knowledge is the aim of this paper. Merit seems intuitively the best option for the selection of the best public sector employees, but it is questionable

Abstract:
Women exhibit a higher susceptibility to nodules compared to men, attributed to factors such as genetics, physiology, and the dual pressures of managing both home and work. A nodule, defined as a diseased mass in human tissue or organs with a diameter of less than 3 cm, necessitates thorough follow-up testing for early detection and cancer treatment. Notably, breast and thyroid nodules, predominantly located in superficial tissues, can be initially screened through palpation. Breast and thyroid cancers, the most prevalent solid malignant tumors among women, continue to show an increasing incid

Assessing the Readiness of Filipino MRA-supported Professions To Participate in the Mobility of Skilled Labor in the ASEAN Region: Lessons for APEC Economies. Abstract:
As a single market and production base, the ASEAN Economic Community (AEC) enabled ASEAN Member States (AMS) to take advantage of the free flow of goods, services, funds, and labor. The free movement of labor, particularly skilled, to economies with lucrative opportunities allows them to realize higher returns on their investments in human capital. Such movement is facilitated by mutual recognition arrangements (MRAs) where AMS agreed on recognition mechanisms (i.e., equivalence of registration, licensing requirements, and reciprocity requirements) that facilitated mobility of skilled professi

Abstract:
This paper examines the effects of the introduction of mobile number portability (MNP) using data from Uruguay. MNP allows customers to switch mobile providers while retaining their phone number, thereby reducing switching costs and potentially enhancing competition. Our analysis reveals that firms responded by increasing the share of postpaid contracts, partially countering the exogenous reduction in switching costs with new endogenous barriers. We find that while market concentration increased in terms of subscriber share, it decreased for data traffic, reflecting differing customer behavior

Abstract:
Co-creation in branding and marketing strategy represents a paradigm shift from traditional, company- centric approaches to more interactive, customer-centric models. This concept involves engaging customers as active participants in the creation and enhancement of products, services, and brand experiences. Co-creation fosters deeper customer engagement and loyalty and drives innovation and competitive advantage. The theoretical foundations of co-creation can be traced to service-dominant logic, which emphasizes the role of the customer as a co-creator of value rather than a passive consumer.

The goal of this proposal was to identify proteins of BLV recognized by lymphocyte subpopulations and determine the contribution of these proteins to viral pathogenesis. Our hypothesis was that BLV pathogenesis is governed by the T-cell response and that the immune system likely plays an important role in controlling the utcome of infection. Our studies presented in ths final report demonstrate that T cell competency declines with advancing stages of infection. Dramatic differences were observed in lymphocyte proliferation to recombinant proteins encoded by BLV gag (p12, p15, and p24) and env

Background: Public behaviour and the new hostile threats • Civil contingencies planning and preparedness for hostile threats requires accurate and up to date knowledge about how the public might behave in relation to such incidents. Inaccurate understandings of public behaviour can lead to dangerous and counterproductive practices and policies. • There is consistent evidence across both hostile threats and other kinds of emergencies and disasters that significant numbers of those affected give each other support, cooperate, and otherwise interact socially within the incident itself. • In emerg
