Abstract:
The concept of competitiveness describes the relative, or comparative, position (economic, social, technological, etc.) of a company, industry, region, country or a group of countries with regard to other business firms, industries, countries, and groups of countries. According to Ivanov (2008), first of all, competitiveness is a complex economic phenomenon which has at least 3 levels: macro- (national economy), mezo- (regional economy, industry), and micro- (company economy). Each of the aforementioned levels has its own specifics and unique indicators that are to be applied in the process of competitiveness evaluation. It must be emphasized that the evaluation of competitiveness is economically relevant for a number of reasons: first, it is a process which enables to identify all the strengths and weaknesses of a national economy, striving for balanced and sustainable economic growth; second, the evaluation of competitiveness provides the basis for the creation of efficient economic stimulation instruments, as it identifies the competitive advantages of goods and services, and enables to forecast their ability to compete with analogical goods and services in local and foreign markets. Various competitiveness evaluation methods, which differ in terms of scope and application aim, have an essential common feature – they enable to define the relative position of an object with regard to other analogical objects by the use of various evaluation criteria and competitiveness indicators. The main evaluation problems that arise at the theoretical, or methodological, level are: the absence of a definite, clear, and solid concept of competitiveness; and the limitations caused by various evaluation methods. Practical problems are associated with limited resources, and the quality of (as well as the access to) relevant information, used in the process of competitiveness evaluation.

Abstract:
The company's ability to offer competitive products to the market on time is a key success factor, and more and more modern Russian managers are successfully implementing integrated approaches to the formation and management of competitiveness at all stages of the life cycle. However, at the moment, both in business practice and in the economic literature, there is no single approach to the definition of the concept of "competitiveness", a single methodology for evaluation has not been developed. The conducted content analysis allowed us to identify the unconditional properties of competitive products – the ability to surpass the competitor's products in terms of price and nonprice parameters and simultaneously meet the leading and currently relevant consumer needs at each stage of the product life cycle. When implementing the competitiveness assessment procedure, it is necessary to pay attention to the regulation of all the main stages, depending on the objectives of the assessment. Taking into account the characteristics of the product, the researcher needs to solve a number of ambiguous questions: to form a base for comparison, to choose the comparison parameters, and the evaluation method. The article identifies the risks that can distort the results of the study, highlights the key shortcomings of the most common assessment methods. As promising methods, the author suggests adapting the method of analyzing hierarchies, functionalcost analysis, and structuring quality functions.

There are several defects with the current evaluation strategy for educational competitiveness of universities, namely, the lack of a well-established evaluation system and the complexity of evaluation factors. To overcome these defects, this paper analyzes the key factors affecting the educational competitiveness of universities, and establishes an evaluation system covering such three aspects as basic input, progress and output. On this basis, an evaluation model was created to assess the educational competitiveness of universities, in the light of multiple factors on varied levels. Overall, our evaluation system and its model can effectively achieve the multi-factor evaluation of the educational competitiveness of universities, providing a good solution to complex system decision-making problems.

Major features of specific services have much in common with other services, being, however, more closely related to marketing strategies. The article deals with the principles of quantitative evaluation of competitiveness of services. The complex approach to the above problems should be developed. The major goal of the present investigation is to develop basic theoretical principles for the analysis of total value and competitiveness of services and competitive advantage of service companies aimed at solving actual problems. Let us consider, for example, basic principles of evaluation of the competitiveness of road transport services. For this purpose, a new concept referred to as the total value of the transport services is offered. It reflects more detailed evaluation of services quality. For a general case, the model for the services value may be expressed as the dependence of total value vector on the vectors of local values. The index of competitiveness may be expressed in terms of the concept of total value. In determining the impact of inside factors on the performance of the services system, the emphasis should be placed on competitive advantage as a major criterion reflecting its effectiveness. The goal is to establish the relationship between them and the efficiency characteristics of the above system, as well as its competitive advantage. In the present investigation, the suggested evaluation criteria imply that competitiveness (competitive advantage) of the services system is expressed in terms of the vector belonging to a set of vectors generally describing how effectively the system performs. Competitiveness is, in turn, defined by a system of inside components: marketing management and technological competitiveness, competitiveness of services and level of diversification (differentiation).

Abstract:
The conceptual methodical approaches to the estimation of the level of competitiveness of the enterprise are investigated in the article. There is determine the main problems of the competitiveness of the company, which are faced by domestic producers, are revealed. It is substantiated that for reliable assessment of the level of competitiveness the enterprise must constantly carry out an analysis of all spheres of its activity. The main principles for determining the competitiveness of an enterprise are described, on the basis of which this indicator is calculated and analyzed. It is substantiated that the method of determining the competitiveness depends on the activity of the enterprise and manufactured products. It is determined that this indicator is significantly influenced by the competitiveness of products or a separate assortment group. The main methods of determining the competitiveness of the enterprise are described. The main advantages and disadvantages of each method are determined. It is determined that the most accurate method of determining the competitiveness of an enterprise is the effective competition method, and graphical methods are used to present the results of analysis and evaluation of the competitiveness of the enterprise. Thus, it is possible to determine which method of determination of competitiveness should be applied to the chosen enterprise. A consolidated comparative table of methods for determining the competitiveness of the enterprise is developed. Most of the methods used to assess the competitiveness of an enterprise are an element of subjectivity, since they are based on peer review.

This study examines issues of modern management and trends in its development. Its evolution from the end of the 19th century to the present is presented. The current state of management systems is analyzed, attention is paid to trends in the development of management science and practice, which have developed and are still being formed, as well as objective factors that affect the specified process. Globalization, as a phenomenon, is a complex and multifaceted process that affects various aspects of society, economy, and politics. In the context of business and management, globalization creates new opportunities for the development of international businesses, but at the same time poses challenges and threats associated with competition, cultural differences, and regulation. The main approaches to evaluating the business model of an enterprise are summarized. The principles of business model evaluation based on the principles of its innovativeness, adaptability and sustainability are defined. A system of evaluation methods and tools is formed, the conditions for their application, tasks and opportunities for making management decisions based on the evaluation are identified. A comparative assessment of the features of the formation of generations X, Y, Z, Alpha, events that formed these generations was carried out; their values, attitude to work, desire for feedback. It is noted that the theory of generations plays an important role in understanding these features and forming strategies for managing the development of human capital, since each generation has its own values, beliefs and approaches to work and learning. The issue of building an effective personnel motivation system at the enterprise is under consideration. The essence and advantages of implementing the policy of diversity and inclusion at modern enterprises are considered. It was emphasized that compliance with the policy of personnel diversity and inclusion of the workplace will allow attracting and retaining the necessary employees with high motivational readiness at the enterprise. The examines and analyzes contemporary challenges facing enterprises in a dynamic business environment, particularly in the context of the necessity for digital transformation and the formation of digital intelligence to ensure competitiveness. Proposed practical recommendations for organizations on the effective implementation of digital innovations in strategic management and achieving competitive advantage in a dynamic business environment. The study results of the influence of ESG and sustainability ratings on the multinational banks' war response strategies based on the Yale CELI database of companies leaving and staying in Russia are presented. It presents various aspects of sustainable development management in the context of modern management. The impact of globalization on the process of managing sustainable development and the role of public administration in this context are also considered. Additionally, the integration of sustainability concepts into local management practices and ethical aspects related to sustainability management are highlighted. Substantiates the importance of transition to an adaptive approach in the state regulation of investment activity and increase of the country's investment attractiveness in modern conditions. It has been established that adaptive regulation contributes to the achievement of stability and efficiency in the economic system, rapid response to external and internal challenges. The advisability of improving the methodologies of ESG rating providers is substantiated. The special importance of the leadership institute for the development of ecosocial management was revealed and, as a result, an analysis of the activities of the most successful innovative leaders of today was carried out, the result of which is the sustainable development and successful implementation of ecosocial management mechanisms at modern enterprises. It is established that today digital transformation is the use of digital technologies as a tool for reengineering business processes in higher education institutions. The main problematic aspects of the digitalization of education include the problem of adopting innovations, increasing the additional workload of teachers, shifting the vector of pedagogical work, and digital inequality. The challenges arising in the higher education system due to the development of artificial intelligence are identified in the results of scientific research. Artificial intelligence is revealed to be an important enabling mechanism for expanding teaching and learning opportunities, administering the educational process, and enhancing research potential. Higher education institutions can harness the transformative potential of artificial intelligence by using it responsibly and effectively. Based on a comprehensive analysis of real-life examples and research, the opportunities and challenges posed by MOOCs are discussed, as well as their implications for the future of quality provision in higher education.

Abstract Modern software-verification tools need to support development processes that involve frequent changes. Existing approaches for incremental verification hard-code specific verification techniques. Some of the approaches must be tightly intertwined with the development process. To solve this open problem, we present the concept of difference verification with conditions. Difference verification with conditions is independent from any specific verification technique and can be integrated in software projects at any time. It first applies a change analysis that detects which parts of a software were changed between revisions and encodes that information in a condition. Based on this condition, an off-the-shelf verifier is used to verify only those parts of the software that are influenced by the changes. As a proof of concept, we propose a simple, syntax-based change analysis and use difference verification with conditions with three off-the-shelf verifiers. An extensive evaluation shows the competitiveness of difference verification with conditions.

The chapter is devoted to the problems of civil procedure reform in the context of European integration of Ukraine.The author examines the methodological principles of civil procedure reform and notes that thorough work on evaluating civil procedure, identifying the reasons for its unsatisfactory state, and determining the most optimal ways to correct shortcomings and increase the effectiveness of civil procedural activity should be based on a solid foundation of scientific knowledge about methods and techniques of studying legal phenomenon. Without the definition of proper methods and techniques of knowledge of civil procedure, their systematic use, qualitative updating of civil procedural legislation is impossible. The researcher substantiates the need to introduce uniform methodological approaches as the basis of justice reform in civil cases.The principles of civil procedure are analyzed as key characteristics of the model of civil procedural activity. The scientist critically evaluates the current legislative decision regarding the proposed system of civil procedure principles; proves that the Europeanization of domestic civil procedure will be of decisive importance for the formation of a new system of its principles. A new system of civil procedure principles will be built around the rule of law. In this case, we are talking about several aspects of understanding the rule of law: normative, which reflects the peculiarities of the sources of civil procedural law and its system; institutional, which provides mechanisms for the interaction of participants in the legal process and the court, in particular, effective means of legal protection, judicial powers, procedural guarantees; instrumental, related to the creation of a fair judicial procedure, which covers the determination of the limits of the initiative and competitiveness of the parties, the criteria of lawful and conscientious procedural behavior; social, which is important in ensuring the accessibility of the court, the enforceability of the court decisions, and the publicity of the trial.The researcher substantiates the directions of reforming preparatory court procedures. He notes that theoretical and applied studies of the stage of preparation of civil cases for trial should be aimed at substantiating the qualitative originality of the civil procedural activity being carried out and procedural means of increasing its effectiveness. This will contribute to clarification or other determination by the legislator of the content of individual preparatory actions, their separation, and in a broader sense – proper law enforcement. The author examines some problematic aspects of preparatory court procedures that reflect the author’s ideas regarding the concentration of court evidence and the reconciliation of the parties as a possible direction for reforming the national civil procedure system.

Logistics is relevant both for its direct and indirect contribute to Italian GDP and for its impact on the country competitiveness. The weakness of Italian logistics, as reported in institutional and international documents, depends on: inadequate infrastructures; problems for connections; fragmentation of operators; inefficiency in single transportation services, lack in programming and regulation framework. This paper focuses on these subjects by presenting the results of a survey conducted on a sample of national and global forwarders. In the forwarders' view, priority should be given to the rail Trans European Network completion, which is crucial to implement cross border services; other works considered relevant by the forwarders regard the rail connections between the Northern and the Southern part of the country and the local intermodal connections. Last mile in ports areas and intermodal services represent other problematic issues. Logistics centres received a sufficient evaluation but their territorial distribution is considered too fragmented. Forwarders express adequate considerations for tariffs, timing and operators' efficiency and reliability, but not for the rail service. The supply-chain organization is not optimal due to lack of programming and to the fragmentation of operators. Endowment and use of ICT are adequate, but integration between different operators' systems is scarce. Our survey reveals some policy suggestions. Firstly, operators ask the public legislator to address innovation in the regulation framework and to select few realizable targets (in order to be selective in investments and to implement adequate incentives). Secondly, operators themselves could possibly concentrate and rationalize their supply and, where necessary, implement the logistics outsourcing. Finally, national and local logistics associations should enhance an integration of different ICT systems and promote the respect of minimum standard services.

The lean philosophy made it possible, through the identification of the most recurring problems within the company under study, to understand the restructuring needs of the organizational culture, the revision of fundamental key processes, the significant improvement in response times, and the assumption of a commitment by stakeholders from the various areas of activity in the company. In this context, this work, carried out in the scope of internship, aims to analyze and evaluate the importance of adopting the lean concept in a multinational company, inferring about the benefits achieved and the improvements felt with regard to competitiveness and service level. In this sense, it was clear that the adoption of lean allows the optimization of key processes.

In the study dedicated to analyzing recreational tourism as a tool for enhancing the competitiveness of the national economy, its theoretical foundations, current state, and development prospects in Ukraine were highlighted, along with strategies aimed at strengthening its role in shaping the country's economic competitiveness. It was determined that recreational tourism plays an important role in stimulating economic growth, creating new jobs, developing infrastructure, and enhancing the investment attractiveness of regions. The research examined key theoretical approaches to assessing tourism's impact on the economy, which allow for a comprehensive evaluation of its potential. The state of recreational tourism development in Ukraine was analyzed, focusing on its strengths, problems, and barriers restraining the industry. Prospects for adapting the international experience to Ukrainian realities were explored, emphasizing sustainable development, digitalization of services, and the integration of cultural heritage. The research findings demonstrate that the development of recreational tourism requires a systematic approach that includes investments in infrastructure, improving service quality, implementing innovative technologies, and creating an effective marketing strategy. The conclusions highlight the necessity of integrating tourism into the national economic development strategy as a key factor in enhancing Ukraine's competitiveness on the international level.

Integrity is the code that defines the personality of an institutional manager, a university teacher, a student, an economic agent, etc. Not coincidentally, the authors Ludmila Roşca and Constantin Lazari emphasize that the purpose of universities is to „seek and transmit the truth under the sign of science and morality.” In the same vein, the authors Valentin Mureșan and Mihaela Constantinescu state that universities must also create a moral context, which can be created through seven organizational virtues: 1- clarity in moral requirements; 2- consistency in the ethical regulations of the university (ethical policies and strategies); 3- feasibility (feasibility) in implementing the moral requirements of behavior; 4- motivating university members in supporting the adoption of ethical behavior; 5- visibility in monitoring immoral behaviors; 6- evaluation of the formal and informal means through which the members can openly discuss the ethical problems and dilemmas they face in the academic environment; 7- the sanctionability of immoral behaviors. The integrity of an educational organization can be created through the prism of an „organizational culture”, and the 360⁰ Feedback can serve as a way to re-evaluate the behavior of an employee / manager, etc. The integrity of an organization can also be quantified. For this purpose, for example, the IntegrityMeter Test can be applied. Integrity in the educational and professional environment can be cultivated through morality, reasoning, fairness, honesty, respectful treatment of all parties involved in educational and organizational processes, but also through the „Six-element model that can ensure integrity”, namely: ethics organizational; corruption prevention and control; organizational and business skills; competitive effectiveness and efficiency; the possibility of external control; conflict resolution. An „Integrity Agreement” or „Voices of Academic Integrity” and „Voices of Corporate Integrity” can be a true philosophy of European integration.

The secondary and non-tertiary technical vocational education institutions (TVET), were switched, from January 1st, 2019, to a financial self-management, which generated a series of problems regarding the accounting of different economic operations. In this article we will address some problematic issues regarding the accounting of income for TVET, namely: - The normative aspects that determine the income from tuition fees; - Definition, classification of revenues in TVET according to different criteria; - Revenue recognition and evaluation; Documentation and accounting of economic operations regarding income. As a methodological support of the investigation will serve the universal methods of research of phenomena, processes - the dialectical method of knowledge with its components: analysis, synthesis, induction and deduction, as well as methods inherent in economic disciplines: observation, comparison, selection, grouping and abstraction scientific. In conclusion, the authors offer solutions to the problematic issues investigated, in particular the determination of income from financing on a cost-per-student basis by state order and tuition fees under contract as well as income classification, recognition, evaluation and accounting of operations on income.

The most important feature that distinguishes the tourism sector from many sectors is that it has a labor-intensive structure. Therefore, the knowledge and skills of those working in this sector are important for the competitiveness of businesses. In this direction, tourism education curricula are developed on a practical basis. During the pandemic, the functioning of the tourism industry has come to a complete halt, so education has been moved to digital platforms. In this process, many application-based courses were suspended and these courses were started to be carried out on digital platforms. The aim of this study is to evaluate the views of students who receive tourism education in the pandemic process towards distance learning. The action research technique, one of the qualitative research methods, was used in the study. Action research is a method actively used by educators who take the role of researchers to systematically and scientifically obtain information and develop applications in various fields of education. The sample of the study consists of 24 students studying tourism in the 2020-2021 academic years. The research data were collected using a semi-structured interview technique. As a result of the research, while the students expressed positive opinions about distance learning, they stated that they lacked the application aspect, which is a necessity of tourism education. In addition, with the statements put forward, it is concluded that students improve themselves by participating in seminars and trainings with distance learning methods in many different countries in the pandemic process. Among the problems experienced, students stated that there is a lack of infrastructure.

The concept of smart cities is an opportunity to solve real problems of public administration. In Slovakia, there is a growing interest in the implementation of modern technological solutions within local governments related to public services. Some municipalities show interest in supporting critical areas such as education, mobility, environment, healthcare, security, sustainable development, as well as the engagement of citizens. The paper ́s aim is to analyse and identify the current state of development of smart cities in Slovakia, especially the city of Bratislava and to propose improvements in the quality of service provision for residents and visitors. The specific focus will be put on the analysis and evaluation of the mid-term strategy until 2030 according to the IMD index of smart cities, digitalization of public services, indicators of the digital competitiveness of Slovakia and Bratislava and the budget expenditures for 2024 priority areas.

In addition, the COVID-19 pandemic has exacerbatedthe widespread of mental health crisis, with the economic and social consequences ofthe pandemic leading to significant increase in mental health problems. The countries ofthe European Union are trying to face this challenge and are reforming their mentalhealth care systems in order to meet the contemporary demands of the population asmuch as possible and to reduce the undesirable aspects of this growing negative trend.The paper is focused on the evaluation of mental health care systems in the EuropeanUnion member countries. The evaluation is based on the selected mental health careindicators and application of selected multi-criteria decision-making method TOPSIS.As a part of the research, the results of the former Eastern and Western Bloc countriesof the Europe are compared, due to different approaches to psychiatric care in the past.The importance of international evaluation of mental health care systems lies inparticular in the possibility of developing more responsible mental health policies andmental health care systems, improving the quality of mental health care and increasingthe resilience of the health care systems in European Union member countries. Theresult of the research is a ranking of mental health care systems of the European Unionmember countries, highlighting the strengths and weaknesses of implemented mentalhealth care systems and identifying appropriate procedures and good practice for futureapplication.

Engineering design is essentially a collaborative decision-making process that requires rigorous evaluation, comparison and selection of design alternatives and optimization from a global perspective on the basis of different classes of design criteria. Increasing design knowledge and supporting designers to make right and intelligent decisions can achieve the improvement of the design and design efficiency. This paper develops a knowledge-based decision support model and framework that can be extensively applied for an engineering system, which allows for the seamless / smooth integration of collaborative product development with optimal product performance. The developed hybrid robust design decision support model quantitatively incorporates qualitative design knowledge and preferences of multiple, conflicting attributes stored in a knowledge repository so that a better understanding of the consequences of design decisions can be achieved from an overall perspective. Two new concepts and mechanisms, transforming bridge and regulatory switch, are introduced in integration of decision support models. The results of this work provide a framework for an efficient decision support environment involving distributed resources to shorten the realization of products with optimal life-cycle performance and competitiveness. The developed methodology and framework are generic and flexible enough to be used in a variety of decision problems. Case application and studies for concept evaluation and selection in design for mass customization are provided.

For nuclear power plants, the four major requirements are 1) high safety, 2) high reliability, 3) economical competitiveness, and 4) minimum environmental impact. However, it is still difficult to completely avoid problems concerning structural materials caused by stress corrosion cracking (SCC) and for piping systems caused by flow accelerated corrosion (FAC) and liquid drop impingement (LDI). Since especially FAC and LDI are uncertain phenomena as pipe wall thinning, there are the piping rupture accident risks on all piping systems under the specific conditions. In Japan, after August 2004, the accident of the secondary pipe rupture in Mihama Power Plant Unit 3, The Kansai Electric Power Co., Inc. (KEPCO), R&D projects on pipe wall thinning phenomena and mechanism have been employed by many organizations. On the other hand, evaluation of the safety and reliability of piping systems of long term operating plants and with the special attention to seismic condition have been requested. It was requested to enable evaluation of pipe wall thinning and its reliability with more accuracy. This project was programmed under the government budget from 2006 to 2010 fiscal year according to the Strategy Load-Map for Ageing Management generated by the society of industry, government and academia [1]. As the milestone for the first half decade of the load-map, the project had these achievements: 1) Establish computer program for FAC simulation, 2) Clarify droplet behavior for LDI prediction, 3) Simplified calculation model of pipe wall thinning for seismic evaluation, 4) Evaluate safety margin of thinned piping by FAC or LDI.

This evaluation reviews the relevance, efficiency and effectiveness of the IDB's Program with Ecuador for 2007-2011. The period was characterized by an important political and institutional shift in Ecuador, embodied in the new Constitution of September 2008. Working within the framework provided by the Plan Nacional para el Buen Vivir, the IDB program was in alignment with the country's agenda. IDB's efficiency has been mixed. Despite improvements in timeliness and cost, the institutional capacity of agencies responsible for the execution of IDB projects has been varied. Available outcome indicators show progress in Ecuador's development path; however, it is difficult to establish to what extent IDB's interventions contributed to those improvements. In light of the findings, the IDB is advised, as one of the country's main lenders, to engage more actively in policy dialogue; prioritize sectors that can address problems of competitiveness, inequality and social exclusion; strengthen Ecuador's planning, evaluation, and monitoring capacity; and promote the establishment of training programs for national and subnational executing agencies.

To consider the characteristics of the levels of formation of professional readiness of future specialists to pedagogical diagnostics of quality of education. Diagnostics of levels of formation of professional training of future teachers is realized through a number of research methods: observation, testing, interview, analysis of the results. The basis of the diagnostic systems research on three-level assessment scale, supplemented by «high level», which allows to adapt to local conditions and to enrich the features of a particular region. Analysis of modern works on the organization of control of educational achievements of students; the log books of progress and attendance of students in classes, conversations with teachers and our own observations have proved that in educational practice there are different models of the organization of control of educational achievements of students in pedagogical disciplines and professional subject training, validation should be carried out using various schemes and scales of evaluation present different approaches to the calculation of rating of students (in some cases even within the same University) and others. The analysis proved that the existing complex control tasks and tasks for independent work is only seventy percent of jobs differentiated by professional orientation, the rest of the job for the overall development of pedagogical competence of students. In our opinion, well developed task, that is, those that consist mainly of problems of professional and pedagogical orientation that enhance future teachers ‘ motivation to learn pedagogical disciplines. The quality of education becomes the main reference point that determines the credibility and competitiveness of educational institutions on regional, national level and international arena.
