Abstract:
In this review and analytical article, based on recent publications and empirical studies, an attempt is made to clarify how traumatic or mobilizing the rapid transition to distance educational technologies and online learning in the world university community and Russian universities has become in the face of curbing the spread of coronavirus disease 2019 (COVID-19). The text gives the factors of the development of crisis alarmist university futurology, substantiates the strengthening of a group of analysts - adherents of the position of inevitable fundamental and radical changes in universities. The first practices of national transitions to digital universities without additional technological equipment and advanced training of teachers, emerging existential and organizational-technical issues are considered. The statistical data of foreign and domestic empirical studies related to clarifying the features of the forced complete transition to digital educational technologies, both in the assessments of teachers and students, are presented. The conclusion is substantiated that practicing teachers assess the existing shortcomings and new resource opportunities in a rather balanced way, expressing the need for mutually complementary classical classroom and digital educational technologies, sharing the ideas about the development of hybrid education and cooperation between universities.

Abstract:
The present paper investigates the role of research and development (R&D) cooperation in firm innovation. In particular, we evaluate the direct impact of cooperation on firm innovation and its moderating effect on the relationship between internal R&D and innovation. The empirical analysis is based on a large sample of Italian firms drawn from the Sixth Community Innovation Survey. We estimate a multivariate probit model which takes into account the complementarity of different types of innovation and the heterogeneity in the choice of cooperation partners. The estimation results indicate a strong and positive effect of non-competitive collaborations with suppliers, clients and private research institutes on the different types of firm innovation. Collaborations with universities enhance organizational innovations but have weak effects on the other types of innovations. Also cooperation with competitors positively affects firms’ innovations, especially in the case of organizational innovations. On the other hand, moderating effects are scant and restricted to some forms of non-competitive cooperation.

Abstract:
The study is focused on identifying the patterns of territorial distribution of intellectual capital in the Russian Federation. The purpose of this article is to assess the level of imbalance in the geographical distribution of the leading institutions of higher education in the context of the transition to the knowledge economy and to assess their integration into the regional innovation systems. The study is based on a quantitative analysis and qualitative assessment of the statistical data of the National Universities Ranking and the Project of the Russian Cluster Observatory. A grouping of universities into quartiles according to the cumulative total score obtained in the ranking is held, with the preparation of cartographic material. The intellectual capital of the regions is compared with the specialization of regional clusters. The results of the study confirm the significant accumulation of the intellectual capital in the two largest cities – Moscow and St. Petersburg, both in quantitative and qualitative terms. At the same time, the ranking includes universities of all large urban agglomerations. A number of regions actively involve universities in cooperation with industry, while many leave this area without proper attention. At the same time, the main resource for implementing the strategy of innovation development for regional authorities is state universities. The awareness of the authorities on the complementarity and involvement of knowledge-generating institutions and sectoral clusters makes it possible to understand the actual status of the regional innovation system and ensure the effective implementation of the principles of territorial-adaptive regional policy. This is the first empirical research in the context of Russia, in which data are used to assess the quality of national universities from the perspective of knowledge geography. Universities are considered as key sources for ensuring the intellectual capital of regional innovation systems, and the applied methodological approach enables evaluating their potential and involvement in cooperation with industry clusters.

These days, small and medium-sized enterprises (SMEs) face more severe competition in foreign markets due to the globalization of the economy (e.g., FTA). They usually lack technological capabilities and often depend on external R&D activities. Thus, it is worth exploring what factors facilitate SMEs’ R&D collaboration with partners. This paper empirically analyzes the determinants of SMEs’ selections of R&D cooperation partners in Korea. According to the regression results, SMEs with a larger labor force in R&D, larger sales, younger CEOs, more advanced technologies, and less R&D equipment are more likely to cooperate with external R&D partners. When SMEs produce a product that is not easily imitated by others, they are more willing to cooperate with universities or research institutions but not with suppliers or customers. In sum, for Korean SMEs, the arguments of appropriability and resource complementarity appear to work in their R&D activities. However, the former is more important for collaborations with universities or research institutions, and the latter is more influential to those with suppliers and customers. This paper contributes to the literature in two aspects—quantitative studies on the collaborative innovation of SMEs are still limited, and the differences in cooperation determinants across types of partners are explored due to the richness of the dataset.

From 1998 to 2001 a consortium of regional partners – the University of Twente, the Enschede Foundation Business & Science Park, the Regional Development Agency, and the Municipality of Enschede – carried out a project to attract new business to the area of Twente and to the Business & Science Park in particular. In that period, a well-functioning structure for cooperation among the partners was established in order to attract companies in sectors related to the principal research areas of the university Cooperation in the consortium is analysed using the ‘4S’ model (scope of cooperation; skills; scale; social networks) to identify the added value of the partners in this endeavour. It emerges that the four parties were complementary to each other. In total, some 13 companies have been attracted to the region, 161 jobs have been created and it is expected that in the next five years those 13 companies will create around 250 new jobs. Interviews were carried out with the companies to assess the value for them of the university's technology research and facilities. The results indicate that the technological expertise of the university was and remains one of the key attractions of the region for the companies.

Abstract:
This study aimed to capture how cooperating teachers of physical education are positioned in the supervision role defined in the normative documents of the higher institutions and how they interpret their actions at school. Twenty-six cooperating teachers involved in initial training programs for physical education teachers of four public universities in Portugal were interviewed. For data analysis, the construction of situational maps (Clarke, 2003), based on two coding cycles (open and focused) were used to emerge and establish connections between the structural elements of training (Charmaz, 2006). The results indicate that the way that the cooperating teachers assume the role of mentors is guided by the normative documents and configured by the relational dynamics established with the faculty supervisor. The role that cooperating teachers assume are predominantly instrumental, of support and management of the pre-service teachers’ academic and professional learning. The partnership established between school and university based on a collaborative and complementary relationship had emerged as necessary and as a priority for the quality of the training process.

Objective: To review the development of acupuncture and moxibustion-neural network regulation research systematically and comprehensively in China. Method: This study adopted co-word analysis, cluster analysis and other bibliometric methods such as SATI3.2, Citespace and Gephi to visually demonstrate the annual publication volume, cooperation between institutions and co-authorship in the field of acupuncture-neuro immunoregulation research based on the data of more than 70 papers on related topics covering a period of 24 years from 1997 to 2020 in China. Results: The results show that there are three major research institutions in the field of acupuncture-neuro immunoregulation, namely Shanghai, Zhejiang major research institutions in the field of acupuncture-neuro immunoregulation, namely Shanghai, Zhejiang and Heilongjiang Universities of Traditional Chinese Medicine, as well as 7 clusters, including immune function, acupuncture therapy and endogenous opioid peptide. In the future research, a more comprehensive system will be constructed based on the gradually clear relationship between meridians and nerve regulation, humoral regulation, and immune regulation. Application practice will combine traditional acupuncture with modern medicine to create a variety of new therapies, such as electroacupuncture, electric acupuncture, and acupoint injection. Conclusion: The research focus will be expanded on how to improve the clinical efficacy of multiple combined therapies such as acupuncture for the prevention and treatment of diseases through the regulation of immune cells and immune molecules as well as the regulation of the "acupuncture-meridian- neuroendocrine-immune" network.

Topicality. The topicality of the research is determined by the important role of innovative forms of cross- border cooperation in improving competitiveness of peripheral boundary regions, reducing of regional differentiation between cross border and internal regions, on one hand, and immaturity of theoretical and methodological aspects of studying the cross-border cooperation mechanisms, on the other. The reforming of the system controlling of the regional development involves the implementation of new quality of the regional strategy the aim of which is both to ensure the modernization of the country’s economy and to carry out complex and balanced development of peripheral (boundary) regions.Aim and tasks. The aim of the article under consideration is to offer theoretical and methodological provisions and practical propositions to justify the improvement tools of project planning of the European regional innovative systems with Ukraine as a participant of cross-border cooperation under the conditions of EU enlargement by means of creating transnational cluster systems – network industrial integration institutions – which have become the poles of economical growth and competitiveness of peripheral economic area. The task is to work out the theoretical provisions and methodological principles of strategic planning to create and develop cross-border cluster systems in different sectors of economy taking into consideration their potential role as the systems that are able to fulfil purposes and to tackle problems with a focus on solving the task of modernization of Ukrainian peripheral regions’ economic system.Research results. The objects of strategic planning are cross-border cluster systems looked upon as territorially located socially economic systems formed by a group of independent economic agents from the both sides of the border, by the organizations of bodies of executive power of the countries-actors of the European region and civil society. They consistently interact with each other by means of information, service, human and funds exchange and provide extra efficiency as compared with other, not systematically organized objects. Cross-border cluster systems can become the centers of regional development: investments promotion, diffusion of innovations, creation of human capital of new quality, standard of business relations, development of adequate institutions geared to address the task of the country’s economy modernization. For good reason, to raise the level of innovative economy of a peripheral region it is necessary to integrate educational and scientific infrastructure with power structures and with business environment to increase the layer of development on innovative enterprises. Universities should develop cooperation with the industry, use new approaches in academic research reflecting the needs of regional firms and assisting in strengthening their central role in EU regional innovative system development.Conclusion. Formation of EU regional innovative system considerably transforms the priority of the main siting factors which changes the functions of periphery territory. The latter is transforming from physical basis – the material (resource) production factors siting – into the environment to develop human capital, innovations and providing self-development of EU region. The new postmodern reality includes postindustrial manufacturing together with network building of periphery economic area suggesting the transplantation of the institutions by means of self-organization of hybrid network clusters over the administrative boundaries which become the “growth poles”, factors of uniting and free circulation of funds in European regions. On the way towards the entry into the European Union it is necessary to generalize experience of cross-border cooperation as the previous and complementary phase of integration in regional terms. To form the complete and effective development policy of cross-border cooperation with the active participation of Ukrainian peripheral regions it is necessary to work out theoretical and methodological background of the quasi-integration of economic agents within the boundary of European regions and to justify new forms and mechanisms of its deepening with the benefit of cross-border cluster systems concept.

PurposeThis study aims to analyze the nature of challenges facing five low-tech Palestinian small and medium-sized enterprise (SME) clusters and to understand their dynamics. The study proposes a number of key policies necessary to foster start-ups and the growth of the current clusters.Design/methodology/approachFive low-tech Palestinian clusters were selected for investigation. Using multiple sources of evidence, the research questions are answered using a case study approach. Twelve semi-structured in-depth interviews were conducted with representatives from the government, private sector and universities. Content analysis was used to analyze the data obtained from the interviews.FindingsThese five low-tech clusters in Palestine are located in a complex environment that imposes a mix of challenges which adversely affect their performance. The challenges facing Palestinian clusters are different in terms of their degree of complexity. The common challenges facing the Palestinian low-tech SME clusters are the fundamental lack of innovative stimulation policies or of incentives in the Palestinian ecosystem, lack of trust, unfair competition, limited access to finance, lack of access to promising markets and the limited collaboration between different parties. More focused policies are suggested to the Palestinian authorities.Practical implicationsClusters represent a new and complementary way of understanding an economy, organizing economic development, enhancing competitiveness and innovation through sectoral specialization and cooperation and implementing public policies. In the overwhelming majority of Palestinian entities categorized as SMEs, clustering adds value to the firms from the point of view of productivity and by battling unemployment, which is rampant among Palestinian youth.Originality/valueEven though the issue of clusters in SMEs has been well researched in developed countries, empirical studies are still lacking in this developing region. The attention given to policies in this article allows using the insights gained for cluster development in Palestine.

Abstract:
This dissertation is an attempt to promote complementarity among churches in order to affect their activities in doing mission in the Vaal Triangle region. The study tends to uncover the potential of cooperation, unity and partnership in the Body of Christ in the area which may also be an example to the churches in other cities outside the Vaal Triangle. The purpose of this is to raise the consciousness of specialization of ministries in mission to achieve greater results through target evangelism. The literature review in the second chapter revealed the biblical and theological basis of the concept. In this context complementarity is explained as churches, Para church organizations, ministers and to a certain extent, government agencies, working together to complement one another with their distinctive resources, skills and abilities to tackle the crucial issues in their communities. The complementary approach that was implemented by the Apostles during the early church show case that we have different callings which when they are all put together, work in such a way that there can never be competition but partnership. Diversity of callings directs a diverse approach to a diverse society. The literature review also highlights that a complementary approach has been there even in the Old Testament and gives insight into other related concepts like stewardship and target evangelism. Due to the fact that there are diverse groups and that the Gospel must be preached to such, it becomes imperative to target such groups with 'specialists' that will meet the exact challenges among those groups. The growing understanding that Vaal Triangle with its political history is becoming a complex area with all diverse demographics, bring to light the possibility of churches working together as an organism in spite of their distinctiveness. These fast changing demographics oblige the churches to develop complementary strategies that will match the urban growth challenges in the area as well as the evolving societal problems. There are still some underlying challenges that the churches need to do in mission work to heal the traumatic effects resulting from the previous violent era. An empirical study done among few churches found out that the churches believe that a complementary approach is necessary. Although there has been a healthy cooperation and unity in the Vaal Triangle churches history, duplication and competition have also grown like weeds and has resulted in membership recycling (moving from church to church) and less fresh new conversions. As the city evolves, there are new dynamics that requires winsome partnerships, diversity, and ministry specialization as well as target evangelism. The continued threat to historically black college and universities (HBCU) survival, due to the lack of resources they need to operate and compete, is at the forefront of concerns for many HBCU presidents and supporters. Research suggests that to have success in acquiring more resources, universities will need to work with their alumni associations and foundations. The purpose of this qualitative, multi-case study was to contribute to the limited research on the relationships among HBCU leaders responsible for growing resources. Numerous aspects contribute to increasing alumni giving and this study will contribute to that knowledge. The discussion of inter-organizational relationships and how the processes of cooperation, coordination, and collaboration transpire should be a part of the dialogue. Exploration of these relationships and processes can highlight possible solutions and deficiencies in the success of institutional advancement. Sites for this study were purposefully selected to examine these inter-organizational relationships. Data included in-depth interviews and related documents and artifacts. Thirty patterns and three themes emerged from the data analysis. The three themes include an understanding that (a) “working together” enacts cooperation, coordination, and collaboration; (b) human capital and organizational structures affect coordination and the ability to reach goals; and (c) the goal for increased resource capacity focuses the efforts of cooperation, coordination, and collaboration. This study extends the discussion to looking at inter-organizational relationships as another perspective to enhance resources. This investigation also introduces dialogue about alumni association and foundation volunteerism as an important component in developing effective solutions. The understandings portrayed in the identified themes will help university officials, practitioners, advancement volunteers, and supporters of higher education enhance their institutional advancement strategies and help set forth norms for productive behaviors.

<p>Alongside the complementary and alternative medicine movements, a new concept is emerging: integrative medicine. Though more and more authors have begun to use this term, they use it to refer to widely varying concepts of health care. This study begins with a theoretical look at integration and continues with an examination of current integrative efforts. These general discussions are followed by the presentation of the situation in Sweden, and at the Vidarklinik in particular. Finally the study turns to an empirical study investigating the communication between the Vidarklinik and the outside biomedical system. The research suggests a much more comprehensive picture of integrative medicine than those put forward by most authors and finds that to create and maintain an integrative system, all the levels of health care must be actively engaged in the system and the entire spectrum of care must be coordinated for the patient. Attempts at integration are found in diverse local efforts, which are all limited by lack of cooperation between different levels of health care. The study of communication at the Vidarklinik in Sweden illustrates that communication is crucial between all levels of health care in order for even relatively localised efforts in integration, and further that various factors limit whom various individuals and groups can communicate with, while in-person dialogue mitigates some of these factors.</p>

Mäniskor som lider av kroniska sjukdomar finner ofta den västerländska medicinen oförmögen att behandla deras sjukdommar, och vänder sig istället till traditionell, komplementär och alternativ medicin [TM/CAM]. TM/CAM har visat sig vara effektiv vid prevention och behandling av kroniska sjukdomar, varför det är av stort intresse att undersöka möjligheten för ökad integration av TM/CAM inom de nationella sjukvårdssystemen. Syftet med denna studie är att undersöka de krafter som främjar respektive förhindrar kommunikation och samarbete mellan utövare av ayurveda, västerländsk och traditionell medicin, samt att se hur detta påverkar integrationen av de medicinska subsystemen på Sri Lanka. Fokus för studien är ett specifikt samarbetsprojekt, “The outcome oriented, evidence informed community health promotion program”, vars mål är att integrera ayurveda och västerländsk medicin inom primärvården. En kvalitativ studie genomfördes under tre månader på Sri Lanka med hjälp av semi-strukturerade intervjuer, deltagande observation samt analys av dokument. Paul Unschulds teori om strukturerad konkurrens, samarbete eller integration användes vid tolkningen av resultaten. Resultaten tyder på att den huvudsakliga formen för samexistens mellan ayurveda och västerländsk medicin på Sri Lanka är strukturerad konkurrens, medan samarbetsprojektet siktar mot att uppnå strukturerat samarbete. Det parallella politiska system som styr samexistenseen mellan ayurveda och västerländsk medicin tycks förhindra integration, medan en ökad professionalisering genom nationella regleringar skapar ökat samarbete och integration. Brist på kunskap om ayurveda bland medicinstudenter förhindrar samarbete. Samtidigt kan inflytandet från västerländsk medicin i den auyurvediska universitetsutbildningen till synes både främja och förhindra samarbete och integration. Genom att höja kompetensen omkring forskningsmetodik och hälsovårdsystem hos ayurvediska läkare kan samarbete främjas. Likaså är forskning utformad med hänsyn till ayurvediska grundprinciper samt närvaro av nyckelpersoner med kompetens inom både ayurveda och västerländsk medicin främjande faktorer för samarbete och integration.<br>Non-communicable diseases [NCDs] are increasing in both developing and developed countries. Western medicine is not able to offer satisfying solutions and treatments for people suffering from NCDs. TM/CAM have shown promise of effectiveness in the prevention and treatment of NCDs and many people now turn to TM/CAM. Hence it is of great interest to investigate the possibilities of increased integration of TM/CAM in national health care systems. This study was carried out in Sri Lanka, with the aim to investigate the main forces promoting and obstructing cooperation and communication between practitioners of Ayurvedic, Western and traditional medicine, in order to see how this affects integration of the medical subsystems. The focus of this qualitative study was the “Outcome oriented, evidence informed Ayurvedic Community Health Promotion Program”; a collaboration project aiming to integrate Ayurveda and Western medicine in primary health care. Semi-structured interviews, participatory observation and document analysis were carried out during three months in Sri Lanka and the results were analysed using Paul Unschuld’s theory on structured competition, cooperation or integration. The results indicate that the overall coexistence of Ayurveda and Western medicine in Sri Lanka is structured competition, while the collaboration project is aiming for structured cooperation. The results further show that the Sri Lankan parallel political approach to integration can be argued to obstruct integration, while the regulation of Ayurvedic practitioners increases cooperation through professionalization. Education is a main influencing factor for cooperation; lack of CAM-knowledge in medical students obstructs cooperation while westernization of Ayurvedic doctors both promotes and obstructs cooperation and integration. Capacity building, research based on Ayurvedic fundamentals and keypersons with knowledge of both sectors are of importance for increased cooperation and integration to come about.

<p>The study examines the relationship of these institutions with the University of Botswana within the affiliation system. The issues that were investigated were related to the affiliation system in general, and whether it was beneficial to both the University of Botswana and the affiliated institutions. It was found from the study that the relationship is a symbiotic one. Furthermore, the study looked into the articulation of the programmes of the affiliated institutions with those of the University of Botswana. The issue of the level at which diplomates from the Affiliated Institutions join a degree programme at the University of Botswana was also discussed. The current system is that after three years of doing a diploma at an affiliated institution, the diplomate will join a degree programme at the University of Botswana at year two with a diploma that was awarded by the University of Botswana. As a result the diplomate will spend three more years on the degree programme. Moreover, the issue of semesterising the affiliated institutions&rsquo<br>programmes, like those of the University of Botswana, was also looked into. Another issue considered was that of monitoring Quality Assurance in the affiliated institutions by the University of Botswana.</p>

There has been an increased focus on ICT-related projects in development cooperation in the last decade based on the assumption that ICTs expands opportunities for economic growth as well as for poverty reduction. This is also the case with the Swedish International Development Agency (SIDA). I wanted to better understand the reasoning behind the increased focus on ICT. Specifically I have chosen to look at SIDA’s policies and projects with universities in Tanzania and Nicaragua to understand how different stakeholders perceive that increased ICT use at universities can affect poverty reduction. Some questions guiding my research are: In what ways can these ICT investments meet the development goals of SIDA, and might do these ICT investments theoretically fit into a national system of innovation?
