Abstract:
In this review and analytical article, based on recent publications and empirical studies, an attempt is made to clarify how traumatic or mobilizing the rapid transition to distance educational technologies and online learning in the world university community and Russian universities has become in the face of curbing the spread of coronavirus disease 2019 (COVID-19). The text gives the factors of the development of crisis alarmist university futurology, substantiates the strengthening of a group of analysts - adherents of the position of inevitable fundamental and radical changes in universities. The first practices of national transitions to digital universities without additional technological equipment and advanced training of teachers, emerging existential and organizational-technical issues are considered. The statistical data of foreign and domestic empirical studies related to clarifying the features of the forced complete transition to digital educational technologies, both in the assessments of teachers and students, are presented. The conclusion is substantiated that practicing teachers assess the existing shortcomings and new resource opportunities in a rather balanced way, expressing the need for mutually complementary classical classroom and digital educational technologies, sharing the ideas about the development of hybrid education and cooperation between universities.

Abstract:
The present paper investigates the role of research and development (R&D) cooperation in firm innovation. In particular, we evaluate the direct impact of cooperation on firm innovation and its moderating effect on the relationship between internal R&D and innovation. The empirical analysis is based on a large sample of Italian firms drawn from the Sixth Community Innovation Survey. We estimate a multivariate probit model which takes into account the complementarity of different types of innovation and the heterogeneity in the choice of cooperation partners. The estimation results indicate a strong and positive effect of non-competitive collaborations with suppliers, clients and private research institutes on the different types of firm innovation. Collaborations with universities enhance organizational innovations but have weak effects on the other types of innovations. Also cooperation with competitors positively affects firms’ innovations, especially in the case of organizational innovations. On the other hand, moderating effects are scant and restricted to some forms of non-competitive cooperation.

Abstract:
The study is focused on identifying the patterns of territorial distribution of intellectual capital in the Russian Federation. The purpose of this article is to assess the level of imbalance in the geographical distribution of the leading institutions of higher education in the context of the transition to the knowledge economy and to assess their integration into the regional innovation systems. The study is based on a quantitative analysis and qualitative assessment of the statistical data of the National Universities Ranking and the Project of the Russian Cluster Observatory. A grouping of universities into quartiles according to the cumulative total score obtained in the ranking is held, with the preparation of cartographic material. The intellectual capital of the regions is compared with the specialization of regional clusters. The results of the study confirm the significant accumulation of the intellectual capital in the two largest cities – Moscow and St. Petersburg, both in quantitative and qualitative terms. At the same time, the ranking includes universities of all large urban agglomerations. A number of regions actively involve universities in cooperation with industry, while many leave this area without proper attention. At the same time, the main resource for implementing the strategy of innovation development for regional authorities is state universities. The awareness of the authorities on the complementarity and involvement of knowledge-generating institutions and sectoral clusters makes it possible to understand the actual status of the regional innovation system and ensure the effective implementation of the principles of territorial-adaptive regional policy. This is the first empirical research in the context of Russia, in which data are used to assess the quality of national universities from the perspective of knowledge geography. Universities are considered as key sources for ensuring the intellectual capital of regional innovation systems, and the applied methodological approach enables evaluating their potential and involvement in cooperation with industry clusters.

These days, small and medium-sized enterprises (SMEs) face more severe competition in foreign markets due to the globalization of the economy (e.g., FTA). They usually lack technological capabilities and often depend on external R&D activities. Thus, it is worth exploring what factors facilitate SMEs’ R&D collaboration with partners. This paper empirically analyzes the determinants of SMEs’ selections of R&D cooperation partners in Korea. According to the regression results, SMEs with a larger labor force in R&D, larger sales, younger CEOs, more advanced technologies, and less R&D equipment are more likely to cooperate with external R&D partners. When SMEs produce a product that is not easily imitated by others, they are more willing to cooperate with universities or research institutions but not with suppliers or customers. In sum, for Korean SMEs, the arguments of appropriability and resource complementarity appear to work in their R&D activities. However, the former is more important for collaborations with universities or research institutions, and the latter is more influential to those with suppliers and customers. This paper contributes to the literature in two aspects—quantitative studies on the collaborative innovation of SMEs are still limited, and the differences in cooperation determinants across types of partners are explored due to the richness of the dataset.

From 1998 to 2001 a consortium of regional partners – the University of Twente, the Enschede Foundation Business & Science Park, the Regional Development Agency, and the Municipality of Enschede – carried out a project to attract new business to the area of Twente and to the Business & Science Park in particular. In that period, a well-functioning structure for cooperation among the partners was established in order to attract companies in sectors related to the principal research areas of the university Cooperation in the consortium is analysed using the ‘4S’ model (scope of cooperation; skills; scale; social networks) to identify the added value of the partners in this endeavour. It emerges that the four parties were complementary to each other. In total, some 13 companies have been attracted to the region, 161 jobs have been created and it is expected that in the next five years those 13 companies will create around 250 new jobs. Interviews were carried out with the companies to assess the value for them of the university's technology research and facilities. The results indicate that the technological expertise of the university was and remains one of the key attractions of the region for the companies.

Abstract:
This study aimed to capture how cooperating teachers of physical education are positioned in the supervision role defined in the normative documents of the higher institutions and how they interpret their actions at school. Twenty-six cooperating teachers involved in initial training programs for physical education teachers of four public universities in Portugal were interviewed. For data analysis, the construction of situational maps (Clarke, 2003), based on two coding cycles (open and focused) were used to emerge and establish connections between the structural elements of training (Charmaz, 2006). The results indicate that the way that the cooperating teachers assume the role of mentors is guided by the normative documents and configured by the relational dynamics established with the faculty supervisor. The role that cooperating teachers assume are predominantly instrumental, of support and management of the pre-service teachers’ academic and professional learning. The partnership established between school and university based on a collaborative and complementary relationship had emerged as necessary and as a priority for the quality of the training process.

Objective: To review the development of acupuncture and moxibustion-neural network regulation research systematically and comprehensively in China. Method: This study adopted co-word analysis, cluster analysis and other bibliometric methods such as SATI3.2, Citespace and Gephi to visually demonstrate the annual publication volume, cooperation between institutions and co-authorship in the field of acupuncture-neuro immunoregulation research based on the data of more than 70 papers on related topics covering a period of 24 years from 1997 to 2020 in China. Results: The results show that there are three major research institutions in the field of acupuncture-neuro immunoregulation, namely Shanghai, Zhejiang major research institutions in the field of acupuncture-neuro immunoregulation, namely Shanghai, Zhejiang and Heilongjiang Universities of Traditional Chinese Medicine, as well as 7 clusters, including immune function, acupuncture therapy and endogenous opioid peptide. In the future research, a more comprehensive system will be constructed based on the gradually clear relationship between meridians and nerve regulation, humoral regulation, and immune regulation. Application practice will combine traditional acupuncture with modern medicine to create a variety of new therapies, such as electroacupuncture, electric acupuncture, and acupoint injection. Conclusion: The research focus will be expanded on how to improve the clinical efficacy of multiple combined therapies such as acupuncture for the prevention and treatment of diseases through the regulation of immune cells and immune molecules as well as the regulation of the "acupuncture-meridian- neuroendocrine-immune" network.

Topicality. The topicality of the research is determined by the important role of innovative forms of cross- border cooperation in improving competitiveness of peripheral boundary regions, reducing of regional differentiation between cross border and internal regions, on one hand, and immaturity of theoretical and methodological aspects of studying the cross-border cooperation mechanisms, on the other. The reforming of the system controlling of the regional development involves the implementation of new quality of the regional strategy the aim of which is both to ensure the modernization of the country’s economy and to carry out complex and balanced development of peripheral (boundary) regions.Aim and tasks. The aim of the article under consideration is to offer theoretical and methodological provisions and practical propositions to justify the improvement tools of project planning of the European regional innovative systems with Ukraine as a participant of cross-border cooperation under the conditions of EU enlargement by means of creating transnational cluster systems – network industrial integration institutions – which have become the poles of economical growth and competitiveness of peripheral economic area. The task is to work out the theoretical provisions and methodological principles of strategic planning to create and develop cross-border cluster systems in different sectors of economy taking into consideration their potential role as the systems that are able to fulfil purposes and to tackle problems with a focus on solving the task of modernization of Ukrainian peripheral regions’ economic system.Research results. The objects of strategic planning are cross-border cluster systems looked upon as territorially located socially economic systems formed by a group of independent economic agents from the both sides of the border, by the organizations of bodies of executive power of the countries-actors of the European region and civil society. They consistently interact with each other by means of information, service, human and funds exchange and provide extra efficiency as compared with other, not systematically organized objects. Cross-border cluster systems can become the centers of regional development: investments promotion, diffusion of innovations, creation of human capital of new quality, standard of business relations, development of adequate institutions geared to address the task of the country’s economy modernization. For good reason, to raise the level of innovative economy of a peripheral region it is necessary to integrate educational and scientific infrastructure with power structures and with business environment to increase the layer of development on innovative enterprises. Universities should develop cooperation with the industry, use new approaches in academic research reflecting the needs of regional firms and assisting in strengthening their central role in EU regional innovative system development.Conclusion. Formation of EU regional innovative system considerably transforms the priority of the main siting factors which changes the functions of periphery territory. The latter is transforming from physical basis – the material (resource) production factors siting – into the environment to develop human capital, innovations and providing self-development of EU region. The new postmodern reality includes postindustrial manufacturing together with network building of periphery economic area suggesting the transplantation of the institutions by means of self-organization of hybrid network clusters over the administrative boundaries which become the “growth poles”, factors of uniting and free circulation of funds in European regions. On the way towards the entry into the European Union it is necessary to generalize experience of cross-border cooperation as the previous and complementary phase of integration in regional terms. To form the complete and effective development policy of cross-border cooperation with the active participation of Ukrainian peripheral regions it is necessary to work out theoretical and methodological background of the quasi-integration of economic agents within the boundary of European regions and to justify new forms and mechanisms of its deepening with the benefit of cross-border cluster systems concept.

PurposeThis study aims to analyze the nature of challenges facing five low-tech Palestinian small and medium-sized enterprise (SME) clusters and to understand their dynamics. The study proposes a number of key policies necessary to foster start-ups and the growth of the current clusters.Design/methodology/approachFive low-tech Palestinian clusters were selected for investigation. Using multiple sources of evidence, the research questions are answered using a case study approach. Twelve semi-structured in-depth interviews were conducted with representatives from the government, private sector and universities. Content analysis was used to analyze the data obtained from the interviews.FindingsThese five low-tech clusters in Palestine are located in a complex environment that imposes a mix of challenges which adversely affect their performance. The challenges facing Palestinian clusters are different in terms of their degree of complexity. The common challenges facing the Palestinian low-tech SME clusters are the fundamental lack of innovative stimulation policies or of incentives in the Palestinian ecosystem, lack of trust, unfair competition, limited access to finance, lack of access to promising markets and the limited collaboration between different parties. More focused policies are suggested to the Palestinian authorities.Practical implicationsClusters represent a new and complementary way of understanding an economy, organizing economic development, enhancing competitiveness and innovation through sectoral specialization and cooperation and implementing public policies. In the overwhelming majority of Palestinian entities categorized as SMEs, clustering adds value to the firms from the point of view of productivity and by battling unemployment, which is rampant among Palestinian youth.Originality/valueEven though the issue of clusters in SMEs has been well researched in developed countries, empirical studies are still lacking in this developing region. The attention given to policies in this article allows using the insights gained for cluster development in Palestine.

Abstract:
ABSTRACT The Technological Research and Innovation Network RITMER was created by the French Ministry of research in 2001 after the ERIKA oil spill, in order to structure the French research, and to develop links between public and private research and development in the fight against accidental pollution domain. The network is a tool created to stimulate the innovative research and is complementary to activities carried out by Ifremer and Cedre. It brings together representatives of academic research, industry and authorities responsible for spill control preparedness and operations. Ifremer and the Brest University are the moderators of the network, and Cedre is one of its most active members. The main activity of the Ritmer is to define priority areas and to publish calls for proposals, and organize the selection of innovative projects to be supported by the French Ministries. These projects must associate research institutes or universities, with industry or other users of the R&D results, and they should have direct potential application in the fight operations. Since 2001, 25 projects have been selected, representing more than 13 million Euros of budget and 7.7 million Euros of support by the ministries. These projects concern the main problems encountered in case of accident: detection tools, evaluation, models, recovery at sea and on the coast, waste treatment, organization, communication. Two of them deal with chemical spills. The paper describes the main projects and gives more detailed description of seven of them which have already produced significant results after two years of work: remote sensing of sunken oil, thermal treatment of oily waste, oil biodegrading parameters, behavior of chemical products at sea. The future priorities for the French research are also presented in relation to two Ritmer seminars organized in 2003 and 2004, respectively on detection devices and probes, and on innovative tools and methods for the response in coastal areas. Several international actions which have been conducted for the coordination of research in Europe, and in cooperation with Japan and Spain are also described.

"Museum Marketing in the Service of the Cluj Community This paper aims to analyze the role of cultural marketing activities within the Transylvanian Museum of Ethnography and their contribution to increasing the quality of the cultural life of the Cluj community. The analysis begins with a review of the general museum offer (basic/permanent, educational, complementary and supplementary) which introduces the reader in the field of cultural marketing. It continues with the presentation of the cultural offer of the Transylvanian Museum of Ethnography (MET) during 2019-2020. Thus, the most important temporary exhibitions and cultural events organized and hosted by MET during this period are listed and described, along with the museum research, innovation and entrepreneurial projects/programmes within the national and international cooperations with museum institutions and universities. It also highlights the importance of museum marketing communication on social media during the Covid-19 pandemic. By its entire cultural offer, the Transylvanian Museum of Ethnography not only demonstrates its relevance within the cultural landscape of Cluj, but also its special contribution to enhancing the cultural life quality of the Cluj community, and also of its national and international visitors. This paper concludes with suggestions to innovate and diversify the supplementary offer, with the aim to serve the cultural and social needs of the Cluj community and of the museum’s national and international visitors as well, and also to intensify their desire to always return to this cultural institution, unique in the Cluj county. In the theoretical block of the article, the directions of application by countries of specific features of one country in the educational space of another are viewed through the prism of an agreed educational policy, complementarity of national educational systems, synchronization of actions achieved on the basis of regulation by supranational institutions. The article adapted foreign experience, including new trends in the field of education: decentralization and democratization of management, modification of educational programs and standards, the creation of non-state educational institutions, updating of the regulatory framework and the financial and economic mechanism in the field of education. Cooperation between the EAEU member states in the field of education was considered as a mechanism for the most effective development and solution of global problems. International academic mobility is analysed as one of the most important co-sponsoring processes for the internationalization of higher education and the integration of universities into the world educational space. The practical block is devoted to the problems of the formation and evolution of the educational services market in the conditions of innovative development of Russia and Belarus as members of the Eurasian Economic Union. The peculiarities of integration of education systems of Russia and Belarus in the market of educational services of the EAEU are considered. Factors leading to integration of member countries at the level of individual educational institutions are being investigated. Trends of gradual development of national educational systems of their state framework and emergence of foundations of unified educational space of the Eurasian Economic Union are analyzed. Trends are highlighted that hinder the development of the export of educational services of the Eurasian Economic Union.

The article presents experiences in developing key sustainability competences in the context of universities’ collaboration projects. Examples of education for sustainable development principles’ implications in the process of teaching foreign languages are described. The analyses of cooperation of a Russian university with a regional university and an international university are given. The emphasis is made on possibilities of using modern digital technologies and online technologies for students’ communication at distance. Students’ perception of participating in cooperation projects is outlined. Ways of teaching staff collaboration are discussed and analysed. The results demonstrate the possibility of establishing mutually beneficial academic relationships allowing effective implementing principles of sustainable development in practice.

The article explores the potential for the development of cooperative processes in Russia, including under the influence of the circular economy. The analysis of the most relevant scientific schools and approaches that reveal the circular economy model is carried out. The article revealed the actual mechanisms of cooperation between business, science and education in Russia. Based on the data of the survey of enterprises of the Kama innovative territorial-production cluster, the high potential of scientific and educational organizations for involving enterprises in the process of cooperation was determined. The author examines the extent to which university–enterprise cooperation is part of a very complex set of operations for education and economic systems. He looks at the ways in which such cooperation developed significantly in the 1980s under the impulse of national and EU programmes, which led to a whole range of institutional instruments coming into being – such as liaison centres, science parks, incubators, teaching and research staff exchange, student placement schemes, joint training programmes and continuing education centres. He further examines the extent to which the 1990s have seen a decrease in this type of partnership and lists possible reasons from the point of view of both universities and enterprises. Finally, the author provides various scenarios for the future and argues that universities will need to review the basis of their organization and redefine their own mission and partnership with enterprises.

In Korea, cooperation between university and company is mainly encouraged by government policy as the Triple Helix’s statist model. Since 2003, the government started a variety of university financial support program, and in 2014, it reached to the point that 31 ministries conducted 408 programs in total. Most projects focused on training human resources and supporting Research and development, which is considered as the core function of universities, but some of the projects are designed to support the industry–academia cooperation. For instance, the Ministry of Education ran ‘Leaders in University and Industry Cooperation (LINC)’ program. LINC is a follow-up project of Human Resources Development for the Leading Industries, Industry–Academia Cooperation-oriented University, and Focal Point Research program. Accordingly, it aimed to create university–industry cooperative models, and nurture talents based on regional economy’s demand. The program provided approximately $230M per year for over 50 universities across the country. It was one of the highly influential grant programs considering the fact that there are about 200 universities nationwide and an annual budget of university is $900 billion on average. In this context, this study is to assess the influence of resources of universities capacity on the achievement of university–industry cooperation and explore whether a government-initiated policy has a significant effect using data from government information disclosure system on education.

Purpose The purpose of this paper is to specify the conceptual foundations of educational cooperation of universities and companies of Industry 4.0 for maximizing its efficiency. Design/methodology/approach For determining the efficiency of educational cooperation of universities and companies of Industry 4.0 in modern Russia, the authors use the information and analytical materials on the results of monitoring of effectiveness of the activities of educational organizations of higher education in 2018. They use the indicators of the number of cooperation agreements and efficiency of cooperation – employment of graduates and the share of non-budget assets in revenues from the educational activities. These indicators are studied with the help of the method of regression analysis. The objects of the research are the flagship universities of the Central and the Southern Federal District of the Russian Federation. Findings Low efficiency of the educational cooperation of universities and companies of Industry 4.0 in modern Russia is observed. The authors show by the example of the flagship universities of the Central and Southern Federal Districts of the Russian Federation in 2018 that multiple agreements on their cooperation with the companies of regions in which they are located do not ensure high values of the indicators of employment of their graduates and the share of non-budget assets in revenues from the educational activities. Originality/value An algorithm of developing the educational cooperation of universities and companies of Industry 4.0 and a model of educational cooperation of universities and companies of Industry 4.0 are offered. The authors’ recommendations specify the conceptual foundations of the educational cooperation of universities and companies of Industry 4.0, as they orient the participants of this cooperation at achievement of specific formalized results and show the mechanism of achieving them.

The dissemination and transfer of knowledge are an important source of value-added in research activities, and the transfer of new knowledge to society is now seen as a key responsibility of universities. Transnational research cooperation is pivotal to European research funding and, with this in mind, the authors examine the state of cooperation among European universities in knowledge transfer activities. They identify the key modes of academic knowledge transfer as patenting and licensing; spin-offs and enterprise creation; university–industry networks; and continuous professional development. From their study it appears that, although universities wish to increase the extent of cooperation, structural cooperation in knowledge transfer does not seem to be the ambition of many universities. The study thus confirms that knowledge transfer in Europe remains largely a regional and national affair.

Purpose – The purpose of this paper is to comprehensively review one example of academic-industry cooperation, namely, the partnership arrangements between the CFA Institute and universities around the globe. There is a scarcity of literature relating to academic-industry cooperation between the finance discipline and business. Design/methodology/approach – Relevant data were hand-collected and a comprehensive analysis of individual CFA partner programs was undertaken, including the geographical distribution of the programs and program characteristics and ranking of partners programs; the motivation for and approaches of universities toward the CFA Institute partnership and program design are identified. The general findings are validated with a detailed analysis of the CFA partner postgraduate programs offered in Australian universities. Findings – The research finds that the primary focus of cooperation between the CFA Institute and universities is the adoption of practitioner-relevant academic curriculum in universities, which should assist in setting industry educational standards. The authors observed a great diversity of partner institutions and programs around the globe, their rankings and their approach to cooperation with the CFA Institute thanks to the flexibility of their partnership arrangements. This explains the rapid growth of universities seeking formal cooperation with the CFA Institute. However, this growth has created challenges for the CFA Institute in managing and delivering value in their partnership arrangements. Research limitations/implications – Due to data limitations, the research does not provide an empirical analysis of factors driving enrollments in Australian postgraduate finance programs. Practical implications – The paper serves as a guide to universities interested in engaging in cooperation with the CFA Institute. This study is also useful for the professional bodies that evaluate various models of cooperation with educational institutions. Originality/value – The paper is the first, to the authors' knowledge, to examine the practical aspects of cooperation between universities and a professional body in the finance discipline. Moreover, it is the first to evaluate perceived benefits and problems universities may experience by entering into a popular CFA Institute Partner Program.

Youth Environmental Volunteers Movement in the area of coastal oil response operations in St. Petersburg is presented in this paper as a successful initiative in the field of environmental awareness through universities and city authorities’ cooperation. Design/methodology/approach The main approach is to explore ways of environmental awareness raising through the cooperation between universities and city authorities in practice. It is shown as a system of preparation by environmental volunteers for oil recovery operations in the coastal zone of the Baltic Sea. The use of a voluntary rescue movement as an organization for support state authorities is investigated. Findings The program for environmental volunteers' tuition was created due to mutual cooperation between universities and state authorities. The purpose is to give necessary knowledge to and skills required by experts and young people on how to run together rescue and oil spill response operations. Practical field trainings with simulated oil accidents were realized in situ on the coastal zone of the Gulf of Finland. Social implications Coastal oil recovery operations are the key responsibility of state authorities and professional organizations in all countries around the Baltic Sea. Active involvement of young people in public participation helps to solve environmental problems at local and regional levels. Originality/value The Environmental Committee, City of St. Petersburg together with universities, provided practical implementation of the Youth Environmental Volunteers Movement. It contributes to the improvement of the marine environment and gives a necessary experience for implementation of new initiatives in the field of sustainable education and environmental protection in the Baltic Sea region.

The article analyses the historical experience of interaction between Russian and Chinese universities assesses the motivations and prospects of student and academic mobility between countries. The increase in the birth rate in China creates the need for highly professional education for the new generation of young people, the need to look for an opportunity to study abroad, including Russia, where the cost of education is low, while it is of sufficient quality. It contributes to the development of mutual relations between long-time partners — Russia and China. The study shows that the current trends in the complexity of technological and social relations, the confrontation in global competition with the United States and several developed countries contribute to educational cooperation and a scientific partnership of the scientific and educational community of the two countries. With the right, legally grounded, research and educational cooperation between Russia and China, there is no need to be afraid of the brain drain of Russian highly qualified personnel and technologies to the Celestial Empire — the scientific cooperation between the two countries should be seen as an opportunity for their innovative development.

The growing importance of the cooperation between enterprises and universities stems from the continuous search for new development sources and the need to ensure sustainable competitive advantages. However, research on the role of universities for service enterprises is still relatively rare. This article aims to identify the scope and character of cooperation between enterprises and universities, as well as the attitudes of entrepreneurs towards such cooperation. Based on empirical research carried out on the sample of 383 enterprises from the tourism industry, it was found that relatively high involvement (declared by 54.6% of entities) in relations with universities results mainly from the fact that they are based on less complex forms of transfer such as student internships or participation in conferences. It was also identified that the size and operating time significantly differentiate the use of academic knowledge in enterprises. The results show that service companies have a positive perception of cooperation with universities and definitely more often recognise the advantages of such collaboration. The most important of them is the increase in the employees' competences and image improvement due to universities' contacts. Intensifying the benefits of cooperation requires an increase in the importance of more advanced knowledge transfer mechanisms such as commissioned research or spin-off companies.

Due to the wide scope, Entrepreneurial University characteristics, the present research study is limited and focuses on the university providing access to students to business incubation facilities, relationships with business incubators for students, as well openness of university to collaboration and knowledge co-creation with its external stakeholders. Analyses of the experiences of universities of Latvia business incubators providing services to students, as well cooperation between higher education institutions (HEI) and local governments and entrepreneurs show that there is a positive trend. In opposite, such a trend can’t be observed towards building Entrepreneurial Universities in Latvia over the past 5 years. The results of the survey show that there is a need put higher efforts to assist young entrepreneurs in building cooperation networks and strengthening knowledge co-creation with external stakeholders.

Abstract Introduction. Tourism enterprises operating in a dynamic environment mitigate the erosion of competitive advantages by introducing new products, processes or marketing activities. Universities may serve as one of the essential sources of knowledge, enabling tourism enterprises to implement innovations. The article aims to identify the importance of cooperation with universities in driving innovation in tourism enterprises. Material and methods. To achieve the aim of the paper, an empirical study was carried out on a sample of 383 hotels and tour operators. Results. As a result, it was found that universities play a relatively minor role in innovation implementation and for inspiring innovative activity. However, the role of universities is highly diversified. For almost one-third of the entities, universities are important for innovative activities – they play a greater role in large entities, belonging to chains and operating longer on the market. It has also been identified that incremental and marketing innovations are most frequently created due to cooperation. Conclusions. Results indicate that for increased universities’ role in innovation, companies’ resources and absorption capacity are required. The article also suggests further directions of research on relations between universities and tourism enterprises.

Currently, cooperation between business community and higher education institutions is a priority trend of the Russian higher education system. We consider the European practices of cooperation between universities and potential employers which is being implemented in the Russian HEIs within the project “Evaluation of Quality of Cooperation in Education Ecosystem as a Mechanism for Building Professional Competencies - E3M” approved for funding within the European Commission Tempus IV in 2013. The paper dwells upon the state of cooperation between Nizhnevartovsk State University and local business community, considering new market conditions, and offers solutions to the challenges of productive cooperation with potential employers with the view of the best practices implemented by European partner universities and project consortium members.
