Abstract:
Using anonymised personnel records from the Banco de España, we examine gender differences in career progression. This institution features a complex professional development system, in which competitive calls, direct appointments and vertical promotions coexist. We document that the presence of women has increased markedly since the late 1990s, although not always in a monotonic manner. Comparing male and female potential candidates for the same process, we find no significant gender gaps in the probability of promotion in competitive calls, nor in direct appointments or in vertical promotion

Long-term trends in Nordic societies (such as ageing populations), along with rapid social transformations (like those brought about by automation and digitalisation), have resulted in increased attention being paid to skills and skills enhancement – not least from policymakers looking to cope with those challenges. However, skills are complex and many actors are involved in their promotion and provision. In this study, we focus on the regional level, which is the point of scale at which the demand for, and supply of, various skills is often articulated. In order to respond to the research que

Abstract:
Policy and interventions should be informed by the best available evidence, but evaluations are not always optimally designed to inform decisions about policies and interventions in new contexts. Learning the most possible from evaluations is important; evaluating is expensive and policy makers should be confident about their decisions. Using evidence from previous studies can lead to better policy decisions, but there have been cases where doing so has led to interventions that have not worked. Learning from evaluations for decisions elsewhere has generally been more successful for interventi

Il est donc primordial de mieux comprendre les décisions et arbitrages dans l’allocation des dépenses entre les grandes fonctions de santé publique et aussi mieux comprendre les conséquences des choix qui sont faits.
