Abstract:
The widespread adoption of open source software rests on compliance with the licensing requirements of those components. Keeping up-to-date in the rapidly evolving software and licensing landscape makes this challenging, made more difficult by the diversity of licenses and the ways that their terms and conditions can vary. This paper delves into these challenges and strategies for effectively implementing compliance, acting as a tool for organizations to mitigate any associated risks and to ensure continued benefit in their open source participation. Prichard, Wilson. Unpacking ‘Tax Morale’: Distinguishing Between Conditional and Unconditional Views of Tax Compliance. Institute of Development Studies, 2023. http://dx.doi.org/10.19088/ictd.2023.040.

Full text
Abstract:
The concept of ‘tax morale’ seeks to capture an individual’s willingness (or unwillingness) to pay taxes. The study of tax morale in lower-income countries is significant for understanding “quasi-voluntary” tax compliance, popular support for tax reform programs, and the broader character of social contracts. While interest in tax morale research has surged over the past decade, the use of the concept in research has often been relatively broad and imprecise. This risks a lack of comparability across studies. More importantly, insufficiently nuanced research risks telling an incomplete or misl

Ulloa-Suarez, Carolina, and Oscar Valencia. Sustaining Compliance with Fiscal Rules: A Future at Risk? Inter-American Development Bank, 2024. https://doi.org/10.18235/0013256.

Full text
Abstract:
Fiscal rules in Latin American and Caribbean (LAC) countries rarely have fixed objectives, exhibiting significant heterogeneity in design and implementation. This document analyzes how different factors influence the ease or difficulty of compliance with these rules and introduces an update of the Compliance dataset, highlighting new trends. The updated dataset shows that fiscal rule compliance in the region is sensitive to economic conditions, with a notable peak in 2022 due to favorable circumstances. However, the seemingly high compliance in 2022 was largely driven by favorable conditions,

NewSpace is changing the nature of the space industry, exacerbating missile proliferation risks and posing challenges for the effective implementation of export controls. NewSpace companies develop, test, produce, use and market missile-related emerging and dual-use technologies, including small and micro launchers. One of the measures states can take is to address these developments is to step up targeted outreach to NewSpace actors, raising awareness of such risks to strengthen compliance with export controls and foreign direct investment (FDI) screening mechanisms. Abstract:
To date, the Inter-American Development Bank (IDB) has considered the impact of its projects on community health and safety on an ad hoc basis. Although the IDB's 2006 Environmental and Safeguards Compliance Policy (OP-703) requires that project teams consider health and safety issues in the context of managing project impacts and risks, no specific guidance currently exists on how to do this. This Community Health and Safety Guidance Note is designed to fill that gap by providing project teams and borrowers with advice on how to systematically identify, prevent, and/or mitigate potential impa
