Abstract: The presentation of opinions and statements of financial security in the modern national and world economy is considered. It has been established that the term «financial security» has been used relatively recently and its development is conditioned by threats in the financial system of Ukraine. The analysis of the formulation of financial security from the point of view of ensuring equilibrium, resource-functional approach, stability of the financial system, protection of financial interests, a component of economic security in the context of regulatory and legal regulation has been carried out. A matrix of approaches to the definition of financial security components has been developed based on the scientists' statements regarding the determination of financial security components. Frequent crises and uncertainties that influence changes in society have been proven. The necessity of managing change as a tool for economic development and growth of the manufacturing and non-productive sectors with the branching and methodological adaptation to each branch that needs to be substantiated is substantiated. it is determined that, by their very nature and content, financial security is a complex multilevel dynamic process consisting of a number of subsystems, each of which has its own structure and logic for development. The study of the prevalence of the budget component in the structure and level of financial security of Ukraine, which speaks about the importance of budget policy in the system of ensuring the financial security of the state, and stated that the most important element of the budget policy of the country in modern conditions, should be financial security.

Introduction. The process of fiscal decentralization contributes to the transformation of territorial communities and local authorities into full-fledged members of the system of financial inter-connections. Territorial communities have individual financial interests. The need to protect them is at the heart of creating a safe environment for the functioning of territorial communities. However, financial security of territorial communities as separate economic units is not given enough attention to Ukraine. Instead, a more general notion is explored which isfinancial security of the regions. Purpose– theoretical substantiation of author's view on the content and structural components of the financial security of territorial communities, its place in the system of financial security of territories and the state as well as systematization of main threats to the financial security of communities in the context of implementing the budget decentralization policy. Results. The definition of financial security of territorial communities is substantiated. It is based on the protection of the financial interests of territorial communities. The features of financial interests of territorial communities are derived. Components of financial security of territorial communities are characterized. These include budget, tax, debt and investment security. The main threats to the financial security of territorial communities are analyzed and systematized. They are a result of imperfect institutional environment for local self-governments and the integration of territorial communities as subjects of a single (national) economic system. Furthermore, the threats are connected to the peculiarities of the territorial economy, communal infrastructure, the level of public consciousness and financial responsibility of heads of local self-overnment bodies. Conclusions.The financial security of territorial communities should be investigated as a part of the financial security of regions. Achieving a desirable state in practice requires synergy with the financial security of households and business entities located on the territory concerned. It is also necessary to seek coordination of financial interests of various territorial ommunities and the state as a whole.Local governments and central authorities are responsible for creating a safe financial environment for the functioning of territorial communities during budget decentralization. It is necessary to improve the mechanism of inter-territorial redistribution of financial resources.The list of potential threats to the financial security of territorial communities should be identified in the process of strategic development of territories and the use the SWOT-analysis for this purpose.

<strong>Financial Security &mdash; Fundamental Element of National Security</strong> The financial security turns out to be the most important element of the economic security especially, and the national security generally. As the specialty literature and the legislation in force do not provide a unanimously acceptable definition for the financial security phenomenon, we propose to review certain initiatives defining this extremely complex concept in order to identify the constitutive elements and the characteristics of the state&rsquo;s financial security. This paper analyzes the essence and the typology of internal and external threats on the national financial system and the defining elements of the concept and the strategy ensuring the financial security as efficient judicial mechanisms and tools in preventing and combating the threats and the risks related to the state&rsquo;s financial security. Securitatea financiară se dovedeşte a fi cel mai important element al securităţii economice &icirc;n special şi al securităţii naţionale &icirc;n general. Datorită faptului că literatura de specialitate şi legislaţia &icirc;n vigoare nu furnizează o definiţie unanim acceptabilă pentru fenomenul de securitate financiară, ne propunem să trecem &icirc;n revistă unele iniţiative de definire a acestui concept extreme de complex, &icirc;n vederea identificării elementelor constitutive şi caracteristicilor securităţii financiare a statului. in approaches to the study of financial security, which is explained by changes both on a global and local scale. Financial security is an important component of an enterprise&#39;s economic security, along with such components as intellectual, personnel, technical&ndash;technological, informational, political&ndash;legal, environmental, and security. In modern conditions, Ukrainian enterprises face the problem of ensuring financial and economic security through the introduction of an appropriate management mechanism and effective application of its components. The financial security of enterprises is a multifaceted system of relationships consisting in the use, reproduction and control of financial resources in the most effective way, ensuring the ability to survive and develop in conditions of internal and external threats, as well as the effects of unpredictable factors. Being a part of financial state security, it should include highly effective management decisions based on monitoring results at the existing level of financial condition. Investigating the issue of financial security in modern conditions, we consider it expedient to define methodological approaches to its study at the level of the state and the enterprise. The purpose of the research is: development and substantiation of theoretical, methodical and practical recommendations for determining the main components of the mechanism of managing the financial security of agrarian enterprises. Research methods. In the process of conducting the research, the method of analysis and synthesis, the dialectical method of cognition, the method of data summarization were used, the research is based on a systematic approach to the considered problems, the study of their relationship and development. Research results. The essence of the concepts &laquo;mechanism&raquo;, &laquo;management mechanism&raquo; and &laquo;financial security management mechanism&raquo; was analyzed. The components of the financial security management mechanism of the enterprise were studied. The management mechanism is considered as a certain system, which consists of a certain set of interrelated elements and involves taking actions to achieve financial interests by timely reducing financial risks and countering external and internal threats. Scope of the results. The proposed financial security management mechanism can be applied in the practical activities of enterprises. Conclusions on the article. Our research shows that the main task of creating a mechanism for managing the financial security of the enterprise is to determine the financial interests in the form of the mission and main goals of the company, as well as to determine the main tasks, the implementation of which is aimed at ensuring financial security based on the minimization of risks and threats of activity.

Abstract:
The article defines the meaning of the concept of "critical infrastructure". It is proposed to interpret it in the theoretical aspect (in terms of importance in the infrastructure as a whole and to ensure the development of the country), as well as for the use in regulation and management decisions. Particular attention is paid to determining the functional purpose of critical infrastructure, the characteristics of the criticality of its elements, as well as determining their effects on economic development and financial security. Issues related to the application of measures to support the development and protection of critical infrastructure by public administration are covered. Approaches to the classification of the main components of critical infrastructure, determining their criticality and functional purposes in foreign countries are identified. The issues of carrying out purposeful activities to determine and adopt national priorities for the development and protection of critical infrastructure, implementation of state programs and medium-term plans for their implementation are revealed. Attention is drawn to the need to clearly define the content and components of critical infrastructure in Ukraine, as well as the development and adoption of the necessary regulations that guide public administration bodies to apply them in practice. It is noted that the solution to such problems is intensified in connection with the fight against the spread of the COVID-19 pandemic, which requires changes in the components of critical infrastructure, the application of additional measures to maintain its functionality and at the same time strengthen financial security.

Abstract:
Globalization has a dual effect on the world financial system, contributing to its development and simultaneous occurrence of potential threats to financial security of states. Despite their rapid escalation to the real ones, most countries in the world do not perceive these threats as serious. Enhancement of the latter necessitates studying the problems of providing for the budget safety under conditions of world globalization, redefining directions when forming effective budgetary system in terms of secure development, strengthening the fiscal security of state. It is necessary to explore in detail the drivers that influence the level of budget safety and its interrelations with other components of economic security. The aim of present work is to examine relationships of budget safety taking into account effect of the process of financial globalization and to assess its level by the principles of retrospective analysis. We proposed our own interpretation of the concept of budget safety as the level of capability of a budgetary system to ensure solvency and financial stability of the state, effective use of budget funds taking into account strategic development priorities of budgetary relations and potential capability to resist and predict the threats of internal and external origin. Results of analysis of economic security indicate the highest rate of decline in financial security in 2015 by 14.1 percentage points to the level of 36.7 % among all the components of economic security. It was established that this situation is due to a decrease in revenues from basic budget-forming taxes with strengthening fiscal pressure on the economy, a sharp devaluation of the national currency, a significant growth of the state and the state-guaranteed debt with increased risk of default, illiquidity and insolvency of financial institutions, shrinking resource base of banks, problems with their capitalization. This determined critical and close to critical state of almost all the components of&nbsp; financial security. We analyzed current status of indicators in budget security. The correlation links are assessed between the integral level of budget safety and other components of economic security. The factors and interrelations of impact on the level of budget safety were defined. Direct dependence and the largest impact on the poor level of fiscal security were caused by absolutely dangerous levels of currency and debt security. We substantiated the need to improve a methodological approach to determining the level of safety with regard to the globalization processes and drivers of exogenous and endogenous origin, which reflect the share of the shadow economy, debt and fiscal burden on the budget, inflation processes and other indicators, key to providing revenues to the budget. The scientific novelty of present research is in the following: based on the results of analytical assessment of interrelations in budget security, we defined methods, means and tools for state regulation over risks and threats, we performed a strategic monitoring, prediction and implementation of measures of preventive nature to ensure economic security. A practical significance of the results obtained is the verification of provisions to improve scientific and methodological principles for the assessment of level of budget security of the state taking into account the budget safety interrelations with other components of economic security. Results have practical value to the bodies of state administration when compiling strategic and program documents to ensure the economic security of the state.

Abstract:
The article defines the components of financial and economic security of economic entities. It was noted that the formation of the system of financial and economic security of economic entities depends on many factors of the external and internal environment, the main among which are: war, unfavourable macro-economic conditions, underdevelopment of markets, information danger, unfair competition, reduction of investment attractiveness, outflow of qualified personnel, etc. It is understood that the system of financial and economic security of the entity consists of a combination of interrelated structural elements and measures that ensure the achievement of strategic and tactical goals of the enterprise’s economic and financial security and its ability to predict, prevent and overcome the negative consequences of destabilizing external and internal threats and risks both in the current and future periods. A conceptual model of financial and economic security of the entity is proposed. It was established that the achievement of a stable financial situation for enterprises is one of the most important problems of ensuring economic growth. Therefore, special attention in the formation of the FEB system of the entity needs constant monitoring of its financial and economic condition. It has been proven that the effectiveness of business entities depends to a large extent on how well they work in an unstable and competitive environment, under the influence of both internal and external factors. Identification and generalization of the components of financial and economic security of the enterprise will allow to introduce modern technologies of management of FEB. It was concluded that financial and economic security is one of the important components of ensuring economic security of the entity. Thus, the formation and functioning of the operational system of financial and economic security of economic entities should take place taking into account the requirements and properties of enterprises, and be aimed at the comprehensive ensuring of its stability.

Finnerty, Jai K. Shim, Ukrainian scientists, the main ones are: A. G. Belaya, O. V. Arefieva, I. T. Balabanov, I. A. Blank, Yu. M. Vorobyov, T. A. Kirsanova, V. M. Grineva, V. V. Kovalev, L. A. Ligonenko, G. A. Kramarenko, E. S. Stoyanova, L. A. Shvaiko, O. E. Chernaya, V. M. Sheludko and others. In conditions of financial instability of the national economy, the volatility of transformation processes, the emergence of financial and economic imbalances and uncertainty begins. Consequently, the efficiency of the functioning of the financial system, both at the macro and micro levels, is unsatisfactory and in modern conditions is characterized by numerous shortcomings, problems and contradictions. For the effective functioning of enterprises, it is necessary to increase the level of their financial security. Improper attention to the process of managing financial security in an enterprise leads to the emergence and development of crisis phenomena, complicates the process of getting out of them and hinders the process of economic growth of enterprises. In addition, in conditions of a low level of financial security, the financial stability, competitiveness and financial independence of business entities are deteriorating. Therefore, the key to the progressive development of the enterprise and the main prerequisite for its stable operation is the development of an effective system for assessing the level of financial security of the enterprise, the study of the main risks, dangers and threats that can affect the state of its financial security, and subsequently the formation of a strategy for managing the financial security of the enterprise. Therefore, the problem of managing the financial security of a business enterprise remains relevant. The purpose of writing this article is a theoretical substantiation of the main threats to the financial security of enterprises and the advisability of introducing the necessary measures to minimize existing risks and threats. The subject of the study is a set of theoretical and methodological approaches to assessing the level of enterprise security and identifying ways to strengthen it.

Abstract:
Many college students across the nation are going hungry and struggling with food insecurity, as their access to food is becoming more challenging to attain. The purpose of this study is to explore the experiences of college students and components that lead them to becoming food insecure. Studies indicate that food insecurity is a critical issue in a college students’ life, but there is not an established approach to adequately help the students address this issue. The data will be collected through self-administered surveys and participant ratings will be reviewed for any common themes and correlations. Results from this study will provide significant material to assist social workers in addressing food insecurity with a systematic approach and influence further research. This study will also present findings to universities to secure supplementary resources and services to prevent food insecurity on campus.

Механізм формування потенціалу економічної безпеки підприємств: дисертація на здобуття ступеня доктора філософії за спеціальністю 051 – «Економіка» / Копча Юрій Юрійович. – Київ: Національний авіаційний університет; Львівський державний університет внутрішніх справ МВС України, 2020. - 277 с.<br>У дисертаційній роботі вирішено важливе науково-практичне завдання, пов’язане з теоретико-методичним обґрунтуванням положень і розробкою практичних рекомендацій щодо розробки механізму формування потенціалу економічної безпеки підприємства та використання системи оцінювання його складових. Доведено, що проблема визначення особливостей ідентифікації економічної стійкості підприємства як основи його потенціалу економічної безпеки дасть змогу виявити дві номенклатурні групи дослідження, а саме – економічну стійкість і потенціал економічної безпеки, які використовуються як ключ до категоризації основного завдання. Аналізуючи внутрішні та зовнішні процеси підприємства через їхні зв’язки та необхідність їхньої координації з внутрішніми складовими підприємства, створено концептуальний підхід до ідентифікації економічної стійкості підприємства як основи його потенціалу економічної безпеки. Визначені складові можна розвивати та задіювати у формуванні економічної стійкості, що реалізується за рахунок здатності мобілізації ресурсів, а отже, й створює основу для підвищення рівня потенціалу економічної безпеки. Особливістю такого концептуального підходу є система ідентифікації його складових за допомогою узагальнених і обґрунтованих ознак, що сприяє адекватному до зовнішнього і внутрішнього середовищ прийняттю рішення і впровадженню його в діяльність підприємства. Запропоновано визначення фінансового забезпечення потенціалу економічної безпеки як створення структурованих системних шляхів для безперервного спрямування різних оплачених видів ресурсів, які за допомогою переносу своїх якостей підвищують можливості підприємства до протидії загрозам його розвитку та ведення господарської діяльності. Це дозволить на підставі обраної модульної архітектоніки на єдиному підґрунті розробити інші типи забезпечення потенціалу економічної безпеки, таких як інформаційне, організаційне, кадрове та інші. Установлено, що управління підприємством як економічною системою вимагає вирішення багатьох проблем, зумовлених як зовнішніми, так і внутрішніми чинниками. Тому концепція контролінгу виступає одним із ключових факторів управління потенціалом економічної безпеки підприємства, яка дозволяє вирішувати в комплексі низку таких питань, як стабільне функціонування підприємства в довгостроковій перспективі; виявлення і приведення в дію наявних резервів; оперативне та ефективне впровадження стратегії управління потенціалом економічної безпеки підприємства та інше. Запропоновано характеризувати контролінг управління потенціалом економічної безпеки підприємством як системою, яка спрямована на досягнення довгострокових цілей шляхом координування стратегічного і оперативного рівнів управління. Мета стратегічного контролінгу – забезпечення відповідного рівня потенціалу економічної безпеки в довгостроковому періоді, мета оперативного – забезпечення відповідного рівня потенціалу економічної безпеки в короткостроковому періоді шляхом розробки та реалізації відповідних заходів щодо використання наявних ресурсів. Проаналізовано сутність організаційно-економічного механізму управління потенціалом економічної безпеки підприємства, що передбачає досягнення ефективних параметрів функціонування, збереження фінансового, виробничого і кадрового потенціалів, формування умов для надійного та конкурентоздатного функціонування. В запропонованій структурі організаційно-економічного механізму управління потенціалом економічної безпеки підприємства відображено компоненти економічної та організаційної складових, де особливе місце належить контролінгу. Виявлено, що розвиток економіки України супроводжується трансформаційними процесами, які створюють певні небезпеки для суб’єктів господарювання машинобудівної галузі, оскільки вона характеризується тривалим операційно-фінансовим циклом, що впливає на посилення ризику інвестування, не дозволяє здійснювати відтворювальні процеси та підтримувати необхідний науково-технічний рівень підприємств. Доведено необхідність упровадження механізму управління економічною стійкістю підприємств машинобудування до динамічних умов сучасної економіки, який є важливою складовою управління потенціалом економічної безпеки підприємств та однією з найважливіших умов ефективного функціонування та розвитку підприємств в економіці країни, умовою досягнення поточних і перспективних цілей, які певною мірою визначаються рівнем конкуренції на внутрішньому та зовнішньому ринках. Запропоновано теоретико-методичний підхід до оцінювання потенціалу економічної безпеки підприємств на підґрунті визначення локальних показників виробничої, фінансової та кадрової складових, що дає змогу охарактеризувати рівень достатності фінансових, кадрових і виробничих ресурсів для забезпечення розширеного відтворення та економічної безпеки підприємства, підвищити потенціал економічної безпеки у процесі діяльності, виявити основні аспекти діяльності підприємства, що негативно впливають на потенціал економічної безпеки, та забезпечити найбільш прийнятні напрями й форми управління потенціалом економічної безпеки машинобудівних підприємств. Зазначено, що підприємства функціонують як відкрита система, тобто відбувається безперервна взаємодія між компаніями і їх зовнішнім середовищем, для якого характерний надзвичайно високий ступінь складності, невизначеності та взаємопов’язаності. Це визначає кількість факторів, на які підприємство зобов’язано реагувати, а також рівень варіантності кожного з них, що визначає вплив на формування потенціалу економічної безпеки. Обґрунтовано, що з метою ефективного функціонування підприємства необхідно оцінювати вплив зовнішнього середовища на його потенціал економічної безпеки, яке може як негативно впливати на економічну безпеку, так і сприяти подальшому економічному розвитку. Найбільш доцільним підходом до визначення впливу зовнішнього середовища на функціонування машинобудівних підприємств є логістичний підхід, який дає змогу простежити зміни в межах окремих складових системи та її підсистем і взаємний вплив. Запропоновано оцінку впливу зовнішнього середовища на потенціал економічної безпеки підприємства здійснювати з використанням кваліметричного прогнозування шляхом розрахунку інтегрального показника, який характеризує вплив соціально-демографічного середовища, науково-технологічного середовища, економічного середовища, політикоінституціонального середовища на потенціал економічної безпеки. Означене дає змогу підприємству швидко адаптуватися до змін і приймати стратегічні рішення щодо подальшого розвитку. Сформовано систему стратегічного та оперативного контролінгу функціонування підприємства, в основі якої є аналіз і контроль зовнішнього середовища, визначення і контроль потенціалу та зони економічної безпеки, формулювання та контроль стратегічних орієнтирів. Це уможливлює розроблення рекомендацій щодо гармонізації управління потенціалом економічної безпеки підприємств. Розроблено та апробовано методичний підхід до оцінки потенціалу економічної безпеки підприємств за виробничою, фінансовою і кадровою складовими на основі відбору найбільш значущих показників шляхом кваліметричного прогнозування та кореляційно-регресійного аналізу. Окреслене забезпечило побудову багатофакторних моделей складових і дозволило визначити напрями підвищення потенціалу економічної безпеки аналізованих підприємств і на зовнішньому, і на внутрішньому ринках. Сформовано визначення рівня потенціалу економічної безпеки підприємств шляхом розрахунку інтегрального показника на основі кваліметричного прогнозування. Це допомагає сформувати стратегічні орієнтири управління потенціалом економічної безпеки підприємств. Запропонована оцінка рівня потенціалу економічної безпеки підприємства дозволяє: адекватно оцінити можливість і готовність підприємства до розвитку і стабільного функціонування; проаналізувати і спрогнозувати тенденції розвитку підприємства, виявити його сильні і слабкі сторони; підготувати рекомендації із підвищення потенціалу економічної безпеки підприємства та механізм їх реалізації. Запропоновано матрицю визначення зони економічної безпеки з урахування чинників зовнішнього середовища функціонування підприємств і наявного потенціалу економічної безпеки, що дозволяє розробити заходи щодо підвищення конкурентоздатності підприємств машинобудування як на зовнішньому, так і на внутрішньому ринках. Обґрунтовано доцільність здійснювати вибір стратегічних орієнтирів управління потенціалом економічної безпеки машинобудівних підприємств шляхом побудови ієрархії, проведення парних порівнянь критеріїв вибору стратегічних орієнтирів щодо фокусу ієрархії. Це дасть змогу забезпечити збалансовані темпи перманентного зростання і безпечного розвитку підприємства з урахуванням його захисту від зміни внутрішніх і зовнішніх загроз на доволі тривалий час. Розроблено модель обґрунтування вибору напрямів підвищення рівня потенціалу економічної безпеки підприємства залежно від його стратегічних орієнтирів, заснованої на визначенні відповідності рівня потенціалу економічної безпеки підприємства рівню впливу зовнішнього середовища та вибору можливих заходів. Розроблено процес формування системи енергоменеджменту машинобудівного підприємства, який ґрунтується на методології функціонального моделювання IDEF0, здійснено деталізацію процесу, ідентифіковано входи і виходи процесу, керуючі впливу і механізми реалізації (персонал, технічні засоби, організаційно-методичне забезпечення і фінанси). Це уможливлює успішну реалізацію будь-якого з вирізнених напрямів і підвищення енергетичної ефективності машинобудівних підприємств. Обґрунтовано стратегічні орієнтири диференційованого зростання і підвищення рівня зони економічної безпеки ПрАТ «Вовчанський агрегатний завод», ДП «Харківський авіаремонтний завод «Тора»», ДП «Одеський авіаційний завод», ДП «Харківський машинобудівний завод» «ФЕД»», ПрАТ «Дніпропетровський агрегатний завод», ДП «Луцький ремонтний завод «Мотор», ПАТ «Мотор Січ». Вибір стратегічних орієнтирів здійснено, спираючись на об’єктивну інформацію про стан їх потенціалу економічної безпеки, а також про фактичний рівень зони їх економічної безпеки. This thesis gives the results of solving an important scientific-practical problem related to the theoretical-methodological substantiation of the provisions and the providing of practical recommendations for the development of the mechanism of formation of the enterprise`s potential of economic security and the use of the system of evaluation of its components. It is proved in the thesis that the problem of detecting the features of identifying the economic stability of an enterprise as the basis of its economic security potential will identify two nomenclature groups of research, namely economic sustainability and economic security potential, which are used as the key to categorization of the main task. Analyzing the internal and external processes of the enterprise through their relationships and the need for their coordination with the internal components of the enterprise, a conceptual approach for identifing the economic stability of the enterprise as the basis of its potential for economic security was created. Certain components can be developed and involved in the formation of economic sustainability, which comes at the expense of the ability to mobilize resources, and therefore creates the basis for increasing the level of economic security potential. The peculiarity of such conceptual approach is the system of identification of its constituents by means of generalized and substantiated features, which contributes to the appropriate decision-making approach according to the conditions of external and internal environment and its implementation in the enterprise. The definition of financial support to the potential of economic security is proposed as creation of structured systematic ways for continuous directing of different paid kinds of resources, which by means of transfer of their qualities increase the ability of the enterprise to counter the threats of its development and conducting economic activity. This will allow, on the basis of the chosen modular architecture, to develop on a single basis other types of providing the potential of economic security such as information, organizational, personnel and other. It is established that the management of the enterprise as an economic system requires solving many problems caused by both external and internal factors, so the concept of controlling is one of the key factors of managing the potential of economic security of the enterprise, which allows to solve a number of issues in the complex, such as : stable operation of the enterprise in the long run; identification and activation of existing reserves; prompt and effective implementation of the enterprise's economic security potential management strategy and other. The author proposes to characterize controlling the management of economic security potential of an enterprise as a system that aims at achieving long-term goals by coordinating the strategic and operational level of management. The purpose of strategic controlling is to ensure an adequate level of economic security potential in the long term, the objective of operational control is to ensure an appropriate level of economic security potential in the short term by developing and implementing appropriate measures to use available resources. The organizational-economic mechanism of managing the potential of economic security of the enterprise, which envisages achievement of effective parameters of functioning, preservation of financial, production and personnel potential, formation of conditions for reliable and competitive functioning is proposed. In the proposed structure of the organizational-economic mechanism for managing the potential of economic security, the enterprises have reflected the components of the economic and organizational component and special place belongs to controlling. It is revealed that the development of the Ukrainian economy is accompanied by transformation processes that pose certain dangers for the economic entities of the engineering industry, as it is characterized by a long operational-financial cycle, which increases the risk of investment, does not allow to carry out reproduction processes and maintain the necessary scientific-technical level of enterprises. The necessity of introduction of the mechanism of management of economic stability of machine-building enterprises to the dynamic conditions of the modern economy, which is an important component of managing the potential of economic security of enterprises and is one of the most important conditions for effective functioning and development of enterprises in the economy of the country, a condition for achieving current and long-term goals, which are determined by the level of competition in the domestic and foreign markets is proved. The theoretical-methodological approach of estimating the potential of economic security of enterprises on the basis of determination of local indicators of production, financial and personnel components is offered, which allows to characterize the level of sufficiency of financial, human and production resources for ensuring extended reproduction and economic security of the enterprise; to increase the potential of economic security in the process of activity, to identify the main aspects of the activity of the enterprise, which negatively affect the potential of economic security and to provide the most acceptable directions and forms of management of the potential of economic security of machine-building enterprises. It is stated that the enterprises function as an open system, i.e. there is a continuous interaction between the companies and their external environment characterized by an extremely high degree of complexity, uncertainty and interconnection, which determines the number of factors that the enterprise is obliged to respond to, as well as the level of variability, which determines the impact on the formation of economic security potential. It is substantiated that for the effective functioning of the enterprise it is necessary to evaluate the influence of the external environment on its potential of economic security, which can both negatively affect the economic security and promote further economic development. The most appropriate approach to determining the impact of the environment on the functioning of machine-building enterprises is a logistical approach, which allows to trace changes within individual components of the system and its subsystems and mutual influence. It is suggested to assess the impact of the external environment on the potential of economic security of the enterprise using qualitative forecasting by calculating an integral indicator that characterizes the impact of socio-demographic environment, scientific-technological environment, economic environment, political-institutional environment on the potential of economic security, which enables the enterprise quickly adapting to change and making strategic decisions for further development. The system of strategic and operational control of the functioning of the enterprise is formed, based on the analysis and control of the environment, the definition and control of the potential and zone of economic security, formulation and control of strategic guidelines, which allows to develop recommendations for harmonization of the management of the potential of economic security of enterprises. A methodical approach to assessing the economic security potential of enterprises by production, financial and personnel components was developed and tested based on the selection of the most significant indicators through qualitative forecasting and correlation-regression analysis, which ensured the construction of multifactor models of components and allowed to determine the directions of increasing the potential of economic security of enterprises both on the domestic and foreign markets. The definition of the level of potential of economic security of enterprises is formed by calculating the integral indicator on the basis of qualimetric forecasting, which makes it possible to form strategic orientations for managing the potential of economic security of enterprises. The proposed assessment of the level of potential of economic security of the enterprise allows: adequately assess the ability and readiness of the enterprise for development and stable functioning; analyze and forecast trends in the enterprise development, identify its strengths and weaknesses; to prepare recommendations for enhancing the economic security potential of the enterprise and the mechanism for their implementation. The matrix of determination of the economic security zone based on the factors of the external environment of functioning of enterprises and the available potential of economic security is offered, which allows to develop measures to increase the competitiveness of machine-building enterprises both in the external and internal market. The choice of strategic guidelines for managing the potential of economic security of machine-building enterprises is substantiated by constructing a hierarchy, making pairwise comparisons of the criteria for choosing strategic benchmarks with respect to the focus of the hierarchy, that allowing to ensure a balanced rate of permanent growth and safe development of the enterprise, taking into account its protection against changes in internal and external threats for a rather long period of time. The model of substantiation of choice of directions of increase of level of enterprise`s potential of economic safety depending on its strategic orientations based on determination of correspondence of level of potential of economic security of enterprise to the level of influence of external environment and choice of possible measures is developed. The process of forming the energy management system of a machine-building enterprise based on the IDEF0 functional modeling methodology has been developed, the process details have been identified, the process inputs and outputs, control influences and mechanisms of implementation (personnel, technical means, organizational-methodological support and finances) have been carried out, which allows successful implementation of any of the selected areas and increase the energy efficiency of machine-building enterprises. Strategic orientations for differentiated growth and increase of the level of economic security zone of PJSC "Volchansk Aggregate Plant", SE "Kharkiv Aircraft Repair Plant "Tora", SE "Odessa Aviation Plant", SE "Kharkiv Machine Building Plant" "Fed", SJSC "Dnipropetrovsk repair plant”, SE "Lutsk repair plant "Motor", PJSC "MOTOR SICH" are justified. Strategic guidelines were selected based on objective information about the state of their economic security potential as well as the actual level of their economic security zone.

Security is a critical concern for any information system. Security properties such as confidentiality, integrity and availability need to be enforced in order to make systems safe. In complex environments, where information systems are composed by a number of heterogeneous subsystems, each subsystem plays a key role in the global system security. For the specific case of access-control, access-control policies may be found in several components (databases, networksand applications) all, supposedly, working together. Nevertheless since most times these policies have been manually implemented and/or evolved separately they easily become inconsistent. In this context, discovering and understanding which security policies are actually being enforced by the information system comes out as a critical necessity. The main challenge to solve is bridging the gap between the vendor-dependent security features and a higher-level representation that express these policies in a way that abstracts from the specificities of concrete system components, and thus, it's easier to understand and reason with. This high-level representation would also allow us to implement all evolution/refactoring/manipulation operations on the security policies in a reusable way. In this work we propose such a reverse engineering and integration mechanism for access-control policies. We rely on model-driven technologies to achieve this goal.

The challenge is that these programs tend to fall between agriculture and homeland security programs. This research involved interviewing representatives of 24 state departments of agriculture to identify success factors and barriers related to homeland security programs. Respondents reported multi-state agriculture groups, public-private partnerships, and organizational structure as success factors in building successful homeland security programs. This research found that lack of information sharing, a disconnect between the federal and state government, and inadequate funding created barriers to the implementation of constructive homeland security programs. To better position the homeland security programs within state departments of agriculture, this research provides several recommendations. Given the diversity of the roles and responsibilities in agriculture agencies, it is not possible to develop a model program for every state. These recommendations identify components of a model program that agencies could selectively use to enhance the effectiveness of homeland security programs.

Recently, Web3 has gained massive attention by major analysts such as Gartner, Forrester, Forbes Technology Council and the Harvard Business Review. Albeit the current enthusiasm about Web3, we are lost in a state of confusion about what Web3 actually is – or could be. In this paper, we take an engineering approach. We discuss a potential foundation of Web3 in terms of fundamental components, architectural principles and a Web3 design space. We conclude that, from an engineering viewpoint, the Web3 can be characterized as the integration of digital rights exchange into the (application layer) internet protocols. Finally, on the basis of these findings, we discuss the Alphabill platform as a Web3 enabling technology.

AbstractThe Ukrainian reconstruction project is a complex and ongoing endeavor, requiring a thorough evaluation of the initial stages of the process. The first stage involves assessing the war scenarios while addressing the societal harm done while fighting to counter Russia’s aggression. The definition and implementation of victory will establish the primary goals for rebuilding Ukraine’s socioeconomic and political future. This study employs theoretical frameworks for international conflict management to give an early knowledge of the present conflict, state players’ goals, and methods of defining victory. The research identifies two crucial components that the West and Russia share in defining victory: (1) the avoidance of direct conflict between NATO and Russia’s military force, and (2) the post-war reconstruction process, which includes not just Ukraine but also Russia. Using the geoeconomic framework to address the Ukraine reconstruction project, the research aims to establish the main layers of the peacebuilding process on both warring sides, which include economic (short and long term) support, financial infrastructure maintenance, and infrastructure investment. Finally, the paper discusses the difficult decisions and sacrifices that must be taken to assist Ukraine’s reconstruction process, resulting in efficient and robust infrastructure that can adapt to changing conditions.

AbstractSince the turn of the twenty-first century, the growth of the globalized economy and trade has accelerated, and the cross-border payment system, which is an essential component of the international financial infrastructure, has played a significant role in the global economy and trade. However, traditional cross-border payments present risks and challenges, such as expensive processing fees, limited payment efficiency, information asymmetry in the trade process, and reliance on a highly centralized cross-border payment system. This chapter is based on consortium blockchain technology and utilizes Polkadot’s Parachain, Relay chain, and cross-chain technologies as references; a scalable, high-efficiency, high-security, and privacy-protecting central bank digital currency cross-border payment model is designed. Analyzed the usage of hash digest technology and CoinJoin technology to avoid the tracing of transactions in order to protect privacy. The issuance of multi-country central bank digital currency or stablecoin anchored to a basket of fiat currencies is discussed as the currency in circulation in the model. Finally, the central bank digital currency cross-border payment development trend is summarized and forecasted.

Abstract Fuelled by recent technological advances, Machine Learning (ML) is being introduced to safety and security-critical applications like defence systems, financial systems, and autonomous machines. ML components can be used either for processing input data and/or for decision making. The response time and success rate demands are very high and this means that the deployed training algorithms often produce complex models that are not readable and verifiable by humans (like multi layer neural networks). Due to the complexity of these models, achieving complete testing coverage is in most cases not realistically possible. This raises security threats related to the ML components presenting unpredictable behavior due to malicious manipulation (backdoor attacks). This paper proposes a methodology based on established security principles like Zero-Trust and defence-in-depth to help prevent and mitigate the consequences of security threats including ones emerging from ML-based components. The methodology is demonstrated on a case study of an Unmanned Aerial Vehicle (UAV) with a sophisticated Intelligence, Surveillance, and Reconnaissance (ISR) module.

Abstract:
The paper is aimed at quantitative evaluation of the level of countries’ financial solvency based on the use of a multidimensional methodical toolkit for evaluating financial indicators of a country’s development, which results in the construction of the appropriate integral security indices. Unlike other methods to assess the level of security, the proposed approach makes it possible to determine not only the integrated level of a financial component of the economic security but also to calculate the quantitative thresholds of the financial indicators aggregated in the integral index (gold and currency reserves, external debt per capita, changes in the official local currency rate, budget deficit/surplus to GDP); going beyond the threshold values is a signal of the increased risk and lack of solvency. Comprehensive consideration of the financial indicators, taken from the official statictic databases or calculated basing on the official statictics, in the structure of the integral index helps quantify the level of a financial component in the system of ensuring countries’ economic security. The proposed approach is approbated in terms of the countries for which the level of a component of the financial solvency (critical, dangerous, unsatisfactory, safe, and optimal) has been calculated. From the practical viewpoint, the proposed toolkit makes it possible to identify actual and potential threats to the countries’ sustainable development. The obtained integral indices of security can be used as the variables in economic and mathematical models while evaluating the effect of security status on the global economic development and positions of certain countries, communities, and regions in the system of world economic relationships.

Renewable energy is a key component of global energy transitions. To better identify its dynamics, this study constructs a composite index to measure countries’ renewable energy transition potential. Based on two decades of academic research, we identify 45 main enabling factors of the renewable energy transition. We classify these factors into seven subindices: economic factors, financial development, human capital, energy access, energy security, environmental sustainability and institutional infrastructure. We then aggregate the subindices into a composite index, which we call the renewable energy transition potential index. This index and its subindices are available for 149 countries for the period from 1990 to 2018.

This document describes the foundations of cybersecurity practices in the Republic of Korea, specifically laws, regulations, governance, and foundational infrastructure, which comprise the core components of its cybersecurity practices. It also highlights a number of important lessons for improving cybersecurity practices in the country. The first lesson is that laws and regulations are essential for the deployment of effective responses to future cyber threats. Korea has enacted many national laws related to cybersecurity, these laws have been revised to reflect current realities in Korea. These laws form the basis of national policy and governance for effective cybersecurity responses. Second, the Korean government has implemented a pan-government national cybersecurity plan, which delineates the development of a national pan-government information protection system encompassing the public, private, national defense, and financial sectors. Under the National Security Council, Korea's top administrative entity for dealing with national cybersecurity, several agencies work closely to protect the country against cyber threats. The Inter-American Development Bank member states should promote and nurture special cybersecurity-related institutions.
