Abstract:
This book explains how Mississippi’s budget making process evolved and examines legislation and litigation, as well as those legislators and governors responsible for developing this process. This book explains in detail the significant actions taken by the legislative, judicial, and executive branches of government that affected Mississippi’s procedures. Significant legislation covered includes the passage of Senate Bill 356, which gave the governor the authority to prepare and submit a budget recommendation in 1918; the passage of the Administrative Reorganization Act of 1984; the passage of the Budget Reform Act of 1992; and the passage of the Financial and Operational Responses That Invigorate Future Years Act (FORTIFY) during the First Extraordinary Session of 2017. The first two chapters provide a historical perspective and give the reader an understanding of how legislation and litigation contributed. The book also covers interventions by the courts, which led to the unprecedented separation of powers case Alexander v. State of Mississippi by and Through Allain (1983). In addition to discussing important laws and legislators, Pugh takes a detailed look at six of Mississippi’s recent governors—Bill Allain, Ray Mabus, Kirk Fordice, Ronnie Musgrove, Haley Barbour, and Phil Bryant—to examine their methods for getting the legislature to include their ideas in the often anguished process of making a budget.

Abstract:
On the basis of the Regional Formula, Pepsu was merged with the Punjab and the new state was inaugurated on 1 November 1956. The other provisions of the Regional Formula were diluted or indefinitely delayed. Apart from the ‘Save Hindi’ agitation, Master Tara Singh differed widely with Nehru on three major issues. The first related to their understanding about the number of seats to be given to the Akali candidates. The second issue was the defection of Gian Singh Rarewala to join the Congress before the decision of the Akali Dal in favour of merger. The third issue was Nehru’s all-out support to Partap Singh Kairon despite serious charges of misuse of office. By October 1958, the Regional Formula was dead so far as Master Tara Singh was concerned.

Abstract:
State building and democratization in Africa rarely attract the attention they deserve. Few have grappled with the relationship between state building (nation-building) and democratic experiments in Africa. This collection consciously corrects this shortcoming in African political studies. Among the issues raised: Does democracy facilitate state building or does it exacerbate ethnic conflicts? Are certain modalities of democratization more likely to facilitate state-building than others? Has the era of democracy created the need for new state building strategies? Does the objective of state building require significant modifications in the essence and form of democracy? This collection combines theoretical explorations with empirical case studies. It looks at both anglophone and francophone countries of sub-Saharan Africa. While the contributors have written extensively on African issues, there is no consensus among the authors; most argue that integrating ethnic groups that already face discrimination and often are engaged in conflict requires compromise, political settlements, and new terms of incorporation into the state. These compromises, in turn, involve new arrangements in how democracy is perceived and instituted. An important collection for scholars, students, and other researchers involved with African political, social, and economic development.
