Abstract:
The various uses of computers in instruction, faculty research, and departmental administration were assessed by a survey of the 36 psychology departments at four-year colleges in Virginia. Complete responses were obtained from 29 schools. The results indicated that many faculty and clerical staff use microcomputers for a variety of purposes, including word processing, statistical analysis, data-base management, and test generation. Students frequently use microcomputers for statistical analysis and word processing. Simulation and tutorial programs are in use at over half of the responding departments. More than 50% of the schools indicated that computer use is required in undergraduate statistics or research courses, and computers are being used in many other courses as well. Apple II computers are the most popular, although IBM and 13 other brands are also being used. Our data may be useful for academic psychologists who need to know how computers are used in psychology programs, and especially for those who are planning to expand their use of computers.

The prosecutor's office is a government institution that has the authority to delegate, prosecute perpetrators in court and carry out the decisions and decisions of criminal judges. Evidence is the object of a criminal act. Administrative processing of evidence at the East Aceh District Prosecutor's Office uses office computer applications so that the data stored is not well structured and is not centralized. This makes it difficult for evidence officers to recapitulate data quickly and efficiently. Apart from that, the risk of data loss or administrative errors is also prone to occur due to the absence of an authentication process for office computer application users for handling such evidence. The aim of this research is to build an evidence data processing application to facilitate the activities of evidence and confiscated property management section officers to manage data effectively.

Abstract:
Image processing, in the contemporary domain, is now emerging as a novel and an innovative space in computing research and applications. Today, the discipline of “computer science” may be termed as “image science”, why because in every aspect of computer application, either science or humanities or management, image processing plays a vital role in varied ways. It is broadly now used in all the industries, organizations, administrative divisions; various social organizations, economic/business institutions, healthcare, defense and so on. Image processing takes images as input and image processing techniques are used to process the images and the output is modified images, video, or collection of text, or features of the images. The resultant output by most image processing techniques creates a huge amount of data which is categorized as Big-data. In this technique, bulky information is processed and stored as either structured or unstructured data as a result of processing images through computing techniques. In turn, Big Data analytics for mining knowledge from data created through image processing techniques has a huge potential in sectors like education, government organizations, healthcare institutions, manufacturing units, finance and banking, centers of retail business. This paper focuses on highlighting the recent innovations made in the field of image processing and Big Data analytics. The integration and interaction of the two broad fields of image processing and Big Data have great potential in various areas. Research challenges identified in the integration and interaction of these two broad fields are discussed and some possible research directions are suggested.

Abstract:
Abstract Projections of forest plot characteristics were made using the STEMS individual-tree based stand growth model for jack pine, red pine, maple-birch and aspen cover types from Michigan, Minnesota, and Wisconsin for periods of up to 50 years. Tree lists were constructed from forest survey records using various plot and tree aggregation methods, then projected and compared to projections of the same data without aggregation. The loss in projection precision due to aggregation was then weighed against savings in computer processing time as compared to the unaggregated projections. Differences between aggregated and unaggregated projections increased with greater aggregation and with longer projection periods, but in most cases were less than 10% at 50 years when the plot data were aggregated by stand density class. The largest differences were observed for pulpwood and sawtimber volumes. However, these differences were in part a function of merchantability limits based on tree size. Results indicate that dramatic cost savings can be realized with little loss in precision. North. J. Appl. For. 2:121-127, Dec. 1985.

However, these methods are underutilized in clinical research, potentially due to the absence of free software geared towards clinicians with little technical expertise. The skills required for developing/using such software constitute a major barrier for medical researchers wishing to employ these methods. To address this, we have developed Canary, a free and open-source solution designed for users without natural language processing (NLP) or software engineering experience. Abstract:
Cloud computing is the de facto platform for deploying resource- and data-intensive real-time applications due to the collaboration of large scale resources operating in cross-administrative domains. For example, real-time systems are generated by smart devices (e.g., sensors in smart homes that monitor surroundings in real-time, security cameras that produce video streams in real-time, cloud gaming, social media streams, etc.). Such low-end devices form a microgrid which has low computational and storage capacity and hence offload data unto the cloud for processing. Cloud computing still lacks mature time-oriented scheduling and resource allocation strategies which thoroughly deliberate stringent QoS. Traditional approaches are sufficient only when applications have real-time and data constraints, and cloud storage resources are located with computational resources where the data are locally available for task execution. Such approaches mainly focus on resource provision and latency, and are prone to missing deadlines during tasks execution due to the urgency of the tasks and limited user budget constraints. The timing and data requirements exacerbate the efficient task scheduling and resource allocation problems. To cope with the aforementioned gaps, we propose a time- and cost-efficient resource allocation strategy for smart systems that periodically offload computational and data-intensive load to the cloud. The proposed strategy minimizes the data files transfer overhead to computing resources by selecting appropriate pairs of computing and storage resources. The celebrated results show the effectiveness of the proposed technique in terms of resource selection and tasks processing within time and budget constraints when compared with the other counterparts.

Abstract:
Signature is used to legally approve an agreement, treaty, and state administrative activities. Identification of the signature is required to ensure ownership of a signature and to prevent things like forgery from happening to the owner of the signature. In this study, data signatures were obtained from 25 people over the age of 50. The signers provided 20 signatures and were free to choose the stationery used to write the signature on white paper. The total data obtained in this study was 500 signature data. The obtained signature was scanned to create a signature image, which was then pre-processed to prepare it for feature extraction, which can characterize the signature images. The HOG method was used to extract features, resulting in a dataset with 4,536 feature vectors for each signature image. To identify the signature image, the classification methods SVM, Decision Tree, Nave Bayes, and K-NN were compared. SVM achieved the highest accuracy, which is 100%. When K=5, the K-NN method achieved a fairly good accuracy of 97.3%. Meanwhile, Naive Bayes and Decision Tree achieved accuracy significantly lower than K-NN (61%). Because the HOG method produced a large feature vector for each signature, it is recommended that important features that represent signatures be optimized or extracted to produce smaller features to speed up computation without sacrificing accuracy, and that the HOG method be compared to other extraction feature methods to obtain a better model in future research.

Abstract:
During the 1960s, many academics, consultants, computer vendors, and journalists promoted the “totally integrated management information system” (MIS) as the destiny of corporate computing and of management itself. This concept evolved out of the frustrated hopes of 1950s corporate “systems men” (represented by the Systems and Procedures Association) to establish themselves as powerful “generalist” staff experts in administrative techniques. By redefining the computer as a managerial “information system,” rather than a simple technical extension of punch-card “data processing,” the systems men sought to establish jurisdiction over corporate computing and to replace accountants as the primary agents of managerial control. The apparently unlimited power of the computer supported a new conception of information, defined as the exclusive domain of the systems men (assisted by operations research specialists and computer technicians). While MIS proved impossible to construct during the 1960s, both its dream of all-encompassing automated information systems and the resulting association of information with the computer endured into the twenty-first century.

Abstract:
Summary Background: Computerized clinical decision support and automation of warnings have been advocated to assist clinicians in detecting patients at risk of physiological instability. To provide reliable support such systems are dependent on high-quality vital sign data. Data quality depends on how, when and why the data is captured and/or documented. Objectives: This study aims to describe the effects on data quality of vital signs by three different types of documentation practices in five Swedish emergency hospitals, and to assess data fitness for calculating warning and triage scores. The study also provides reference data on triage vital signs in Swedish emergency care. Methods: We extracted a dataset including vital signs, demographic and administrative data from emergency care visits (n=335027) at five Swedish emergency hospitals during 2013 using either completely paper-based, completely electronic or mixed documentation practices. Descriptive statistics were used to assess fitness for use in emergency care decision support systems aiming to calculate warning and triage scores, and data quality was described in three categories: currency, completeness and correctness. To estimate correctness, two further categories –plausibility and concordance –were used. Results: The study showed an acceptable correctness of the registered vital signs irrespectively of the type of documentation practice. Completeness was high in sites where registrations were routinely entered into the Electronic Health Record (EHR). The currency was only acceptable in sites with a completely electronic documentation practice. Conclusion: Although vital signs that were recorded in completely electronic documentation practices showed plausible results regarding correctness, completeness and currency, the study concludes that vital signs documented in Swedish emergency care EHRs cannot generally be considered fit for use for calculation of triage and warning scores. Low completeness and currency were found if the documentation was not completely electronic. Citation: Skyttberg N, Chen R, Blomqvist H, Koch S. Abstract:
Objective ”“ The article contrasts the problem of Big Data with the possibilities and limits of personal data protection. It is an original contribution to the academic discussion about the regulation of the Internet and the management of algorithms, focusing on Big Data. Methodology/approach/design ”“ The article provides bibliographic research on the opposition between Big Data and personal data protection, focusing on European Union law and French law. From the research is possible to identify regulatory alternatives do Big Data, whether legal-administrative nature or technological nature. Findings ”“ The article enlightens that, in addition to the traditional regulatory options, based on the law, there are technological options for regulating Big Data and algorithms. The article goes through an analysis of administrative performance, such as France’s CNIL (Commission nationale informatique et libertés, CNIL), to show that it has limits. Thus, the article concludes that there is a need to build a new type of regulation, one that is open to the inputs of regulated parties and civil society, in the form of new co-regulatory arrangements. Practical implications ”“ The article has an obvious application since the production of legal solutions for Internet regulation requires combining them with technological solutions. Brazil and several Latin American countries are experiencing this agenda, as they are building institutions and solutions to solve the dilemma of personal data protection. Originality/value ”“ The article clarifies several parts of the General Data Protection Regulation (EU Regulation 2016/679) and its applicability to Big Data. These new types of data processing impose several legal and regulatory challenges, whose solutions cannot be trivial and will rely on new theories and practices.

The processing system of the administrative information for lab works and problem exercises of the student at the Department of Computer Science, Universitas Lampung, is still carried out conventionally. In this manner, the data is physically stored in the form of recorded documents and leave them on the shelf. Sometimes, data collection in this form can be lost and require a longer time to manage. For this reason, a lab assistant’s information system is developed by the waterfall approach that runs on a web-based platform. The system can provide data and generate information about lab assistants and participants faster and more accurately. It is implemented using the framework Laravel and Black Box testing as a functional test of the system. The testing indicates that the system functions work to the software requirement specification.

Abstract:
Summary Objectives: This paper must fulfill three different tasks: First, to introduce the topic “Electronic Patient Information – Pioneers and MuchMore”, second, to introduce the invited authors of the symposium, and third, to serve as the author’s academic farewell lecture as professor emeritus. Results: The electronic patient record, with all its different kinds of patient information, can be structured in many ways. Here, an historical approach is presented with a primary focus on the development of an information system for in- and outpatients in Germany, especially in Frankfurt, but also in comparison with US systems. The “Stone Age” and “Bronze Age” of patient-related computer applications started with expensive and insufficient hardware, but some years later, the first systems for patient documentation, text generation, and data acquisition could be implemented. The “iron age” and “golden age” yielded until the mid-1970s, e.g. in Oakland, Boston, Salt Lake City, and Frankfurt, quite successful Hospital Information Systems with some special emphasis on natural language processing. The following dark years were filled primarily with administrative systems, but beginning in the early 1980s, an era of enlightenment started, e.g. with rather inexpensive and easy to use PC application, broadly distributed MUMPS systems, and improved thesaurus-based text analysis. Especially in modern times, the medical text processing and classifying has been extended and successfully applied. Conclusions: Somewhat in contrast to other approaches, in the future the use of medical linguistics for the development of a successful electronic patient record should be better supported. Electronic patient information should be available wherever and whenever needed. For this, intelligent and automated reporting and controlled data exchange is necessary. The computer should do all classification, coding, and administrative work, and the physician should get all relevant information necessary for decision making.

Abstract:
The article describes an approach to the desktop geographic information system application to optimization and (partial) automation of the spatial and non-spatial medical data processing and analysis when estimating the grid of medical lots in an area of medical service, and when forming (considering current morbidity and demographic indicators) updated boundaries of medical lots. Software tools of the QGIS platform were used to process spatial data (QGIS itself and its extension modules, including the GeoMedic module designed with the participation of the authors for medical statistics data geocoding). All medical statistics data used in the study were previously depersonalized in accordance with the requirements of Russian laws. A methodology prototype is elaborated for preparation, analysis, and processing of the data on patients (potential patients) number in the medical service area, together with spatial data (geographical map) of this area. The data of the St. Petersburg city tuberculosis service were used for experimental purposes in the study. Specialists of the St. Petersburg Research Institute of Phthisiopulmonology are involved in the work. Developed methodological toolset prototype ensures partially automated processing of initial data with the formation of boundaries of the medical lots in the analyzed area of medical service. Formation of the boundaries is carried out taking into account the normative number of patients, which must be ensured for the formed lots. The study was performed on the city scale, on the example of St. Petersburg (Russia). Data analysis was performed for the Moskovsky, Petrogradsky, Primorsky and Nevsky Administrative Districts of St. Petersburg. A grid of medical lot boundaries was formed and mapped in the results of the performed analysis. The methodology prototype proposed in the result of the conducted study can be applied in the analysis of existing schemas of medical lots and their updating.

Abstract:
Discretion, namely discretionary power, indicates that administrative agencies could make modifiable decisions under personal judgment when facing situations defined in the law. It plays an essential part in an administrative practice that existing laws and regulations could hardly cover all cases. However, this may also cause the abuse of enforcement power. The rapid development of the Internet of Things (IoT) and databases has provided a powerful tool to measure discretionary power, such as judging if a given administrative punishment is appropriate, and recommending similar cases for a new law-violation record. In this paper, we develop a multi-task framework to extract contrastive patterns from historical records and recommend unprocessed penalties. There is massive ambiguity in collected records, where the limited samples of specific penalties and a large number of whole records make it hard to distinguish factors in individual administrative enforcement actions. We propose an automatic data-labeling method based on data pattern discovery, clustering, and statistical analysis to replace manual labeling under potential personal prejudice. We estimate the distribution of collected penalty records to distinguish deviated and reasonable ones, then produce contrastive samples, which are fed into different network branches. We build a complete IoT platform and collect three-year administrative penalty records nationwide as an empirical evaluation. Experiments show that our proposed methods can learn reasonable discretion by measuring the objectiveness in samples and combining it with a joint training strategy.
The final results of penalty amount forecasting and penalty reasonableness judging tasks reach ready-to-use performance.

Abstract:
The subject of this research is the interdisciplinary legal and computer research tools and methods. The authors substantiate the interdisciplinary (legal-computational) methodology for automated analysis and assessment of qualitative changes in legislation and law enforcement practice. Interim results of the research project that are of methodological nature and cover methodological paradigm, principles, means and methods of scientific research are provided. The formulated conclusions represent a summary of heuristic search and computational experiments carried out in the domain field of administrative tort law, as well as comprehension of the process and results of research from both, legal and computer perspectives. Explanation is given to the interdisciplinary paradigm in the indicated methodological area. Leaning on the empirical evidence and observations, the author formulates the three research principles: principle of heterogeneity of domain, principle of discreteness of legal practice, and principle of identity of the model. As the key research tools, the author substantiates and tests in computational experiments the scientific information-analytical system, mathematical and social indicators have been developed, justified and tested in computational experiments. Computer methods (knowledge modeling, natural language processing, machine learning) that ensure automation of identification and usage of indicators mate with the dogmatic method, systemic analysis and expert assessment responsible for legal interpretation of computations.  The legal and computer tools are determined for identification and usage of the principal indicators. In conclusion, the author outlines a number of problems and restrictions determined in the course of the conducted research.

Abstract:
Teaching administration is a teacher's needs that are recorded or recorded into files stored by the school curriculum section. Teaching administration is in the form of lesson plans per semester made by the teacher to be applied based on the planned subject matter. Archiving of learning outcomes data and teaching materials is often ignored so that teachers do not provide subject matter according to the study plan and evaluation of learning outcomes is not satisfactory. In addition, the teacher administration file is a need for school accreditation which is a benchmark for the education office's assessment, which is a serious concern for schools in making reports in their work units. To reduce administrative errors, loss of data and the effectiveness of teaching services and assist teachers in managing lesson plans and evaluating learning outcomes, a tool that is able to provide solutions is needed. Near Field Communication, abbreviated as NFC, is a development tool for Bluetooth and RFID. NFC allows the phone to store important data securely and sent to other phones equipped with NFC or read by an NFC reader. In addition, this NFC allows mobile phones to be developed for the administration of school payments as well as giving class schedules to students. In this study, a teaching administration system based on Near Field Communication (NFC) has been developed using the Raspberry Pi as a microcontroller as well as a computer capable of applying web-based programs. Electronic teaching administration with NFC is expected to replace conventional teaching administration. The advantages of NFC-based E-Teach are that it takes a short time to use, does not depend on internet access and is easy in delivering teacher administration to those in need. Study plan data processing and evaluation of student learning outcomes are faster, more accurate and integrated with the management of education providers.

Abstract:
The objective of the article is to analyze the content and particularities of the use of artificial intelligence in legal practice. Historical and legal, epistemological, and comparative scientific methods are used. It has been clarified that artificial intelligence is the ability of a computer (machine) to simulate human intelligence while solving certain tasks. This type of intelligence is also designed to solve complex integral tasks related to the collection, processing, storage, generalization, and other actions with information. It has been argued that the introduction of artificial intelligence technologies in all spheres of public life requires adequate legal regulation of all aspects of their use. The main guidelines for the development of artificial intelligence in legal practice have been identified, namely: development of innovative cybersecurity systems; determination of the list of administrative services, the decisions of which can be made by automated systems using special information processing algorithms; development of digital systems for the identification and verification of persons; use of artificial intelligence technologies to detect illegal activities in computer systems, registries, other socially dangerous phenomena; protection of personal data; development of technologies for e-government.

Abstract:
The review article is devoted to the analysis of the experience in developing a project of a Nationwide automated data processing and control system (OGAS), as well as the problems of its implementation in the national economy of the USSR. It is stated that the emergence of the very idea of OGAS and its subsequent development in the form of computable general equilibrium models (CGE models), dynamic stochastic general equilibrium models (DSGE models) and agent-oriented models are associated with the objective complication of socio-economic relations at all levels, the social nature of production, a high degree of labor differentiation and deep specialization of industries, informatization of production, as well as availability of high-performance computing systems and a widespread use of supercomputer technologies for monitoring, forecasting and planning socio-economic indicators of objects and processes of the world economy, which is reflected in the works of domestic and foreign researchers. Research methods. The main methods were literature analysis, generalization, comparison and systematization of empirical and theoretical data. Results. As the analysis of scientific literature showed, it is possible to distinguish two points of view on defining the main reasons that hindered the development of the OGAS project and resulted in its curtailment. The first point of view is based on the narrative of a "missed chance", and the departmental interest is defined as the main factor. According to the second point of view, one should be critical of the position about unrealized opportunities for the development of Soviet cybernetics, computer technology and computer science and the position about the presence of "milestone" solutions, after which this development abruptly stopped, in addition, the narrative of a "missed chance" does not make it possible to objectively assess the conditions in which this or that historical event took place, and shifts all responsibility for the failure in implementation on to specific administrative structures or persons who made the decision at that time. Conclusions. Despite the fact that the idea of developing and implementing OGAS in the national economic activity of the USSR was progressive and the administrative and command form of management contributed to this, there were still no sufficient objective conditions for its full implementation.
