This chapter describes the foundations of Material Flow Networks for environmental management and gives an overview about their application fields. Material Flow Networks describe the flow of materials and energy within a defined system. The representation and evaluation of these material flows - especially when these flows have an impact on our environment and are caused by human business activities - has become one of the most important tasks of the so-called environmental management. The more familiar we become with the material and energy flows, the more we come to understand the relationship between human activities and our natural environment. The kind of techniques and tools required for material and energy flow analysis focuses on understanding the underlying material and energy transformations and the environmental impact of the resulting material and energy flows. Given the above, a possible definition of material and energy flow analysis is the process of collecting material and energy flow data and of computing derived values from the collection of data. The resulting material and energy flow model is a representation of the underlying system. The model must allow the user to evaluate different aspects of a system (see also, Schmidt, 1997): In input/output balances of companies, plants or production processes within the system refers to a site-specific view and a certain period of time, whereas in a life cycle assessment (LCA) a product or service is the item of interest, which usually is far beyond the temporal and spatial dimension of a common input/output balance. In fact, the same system is modelled in both cases, but interpreted with regard to different perspectives and boundaries.

Today, information security is one of the highest priorities on the IT agenda. In 2003, Luftman and McLean (2004) conducted a survey of Society for Information Management members to identify the top 20 information technology (IT) issues for executives. Security and privacy issues were ranked third, after IT/ business alignment and IT strategic planning. Concept of information security applies to all the data stored in information systems or being communicated in information networks and encompasses measures applied on all layers of open system interconnect (OSI) model of international standards such as application, networking, and physical. Sophisticated technologies and methods have been developed to: • Control access to computer networks • Secure information systems with advanced cryptography and security models • Establish standards for operating systems with focus on confidentiality • Communication integrity and availability for securing different types of networks • Manage trustworthy networks and support business continuity planning, disaster recovery, and auditing The most widely recognized standards are: • In the United States: Trusted Computer System Evaluation Criteria (TCSEC). • In Canada: Canadian Trusted Computer Product Evaluation Criteria (CTCPEC). • In Europe: Information Technology Security Evaluation Criteria (ITSEC). All of theses standards have recently been aggregated into Common Criteria standards. And yet, the information systems continue to be penetrated internally and externally at a high rate by malicious code, attacks leading to loss of processing capability (like distributed denial-of-service attack), impersonation and session hijacking (like man-in-the-middle attack), sniffing, illegal data mining, spying, and others. The problem points to three areas: technology, law, and IT administration. Even prior to the drama of 9/11, several computer laws were enacted in the USA and yet more may come in the future. Still the fundamental threats to information security, whether they originated outside the network or by the company’s insiders, are based on fundamental vulnerabilities inherent to the most common communication protocols, operating systems, hardware, application systems, and operational procedures. Among all technologies, the Internet, which originally was created for communication where trust was not a characteristic, presents the greatest source of vulnerabilities for public information systems infrastructures. Here, a threat is a probable activity, which, if realized, can cause damage to a system or create a loss of confidentiality, integrity, or availability of data. Consequently, vulnerability is a weakness in a system that can be exploited by a threat. Although, some of these attacks may ultimately lead to an organization’s financial disaster, an all-out defense against these threats may not be economically feasible. The defense actions must be focused and measured to correspond to risk assessment analysis provided by the business and IT management. That puts IT management at the helm of the information security strategy in public organizations.

How has the Internet come about in Europe? How did the “network of networks” and ICTs become political stakes for EU Institutions? This chapter sheds light on facts, limits, and tensions of the building of a political union in the ICT regulation field. It analyses the role of various stakeholders, from technical experts to ordinary citizens, according to a historical approach structured around three key notions: appropriating, governing, and using the Internet. By studying a relatively long period (from the 1970s to the early 2010s) and by observing the Internet as a tool for both internal consolidation and for asserting the EU on the international stage, the authors map the main features and trends that structure the European relationship to the “network of networks.” They, thus, show that the Internet's political dimension encompasses numerous and heterogeneous issues in the European context.

The use of the Internet now has a specific purpose: to find information. Unfortunately, the amount of data available on the Internet is growing exponentially, creating what can be considered a nearly infinite and ever-evolving network with no discernable structure. This rapid growth has raised the question of how to find the most relevant information. Many different techniques have been introduced to address the information overload, including search engines, Semantic Web, and recommender systems, among others. Recommender systems are computer-based techniques that are used to reduce information overload and recommend products likely to interest a user when given some information about the user’s profile. This technique is mainly used in e-Commerce to suggest items that fit a customer’s purchasing tendencies. The use of recommender systems for e-Government is a research topic that is intended to improve the interaction among public administrations, citizens, and the private sector through reducing information overload on e-Government services. More specifically, e-Democracy aims to increase citizens’ participation in democratic processes through the use of information and communication technologies. In this chapter, an architecture of a recommender system that uses fuzzy clustering methods for e-Elections is introduced. In addition, a comparison with the smartvote system, a Web-based Voting Assistance Application (VAA) used to aid voters in finding the party or candidate that is most in line with their preferences, is presented.

Abstract:
The use of the Internet now has a specific purpose: to find information. Unfortunately, the amount of data available on the Internet is growing exponentially, creating what can be considered a nearly infinite and ever-evolving network with no discernable structure. This rapid growth has raised the question of how to find the most relevant information. Many different techniques have been introduced to address the information overload, including search engines, Semantic Web, and recommender systems, among others. Recommender systems are computer-based techniques that are used to reduce information overload and recommend products likely to interest a user when given some information about the user’s profile. This technique is mainly used in e-Commerce to suggest items that fit a customer’s purchasing tendencies. The use of recommender systems for e-Government is a research topic that is intended to improve the interaction among public administrations, citizens, and the private sector through reducing information overload on e-Government services. More specifically, e-Democracy aims to increase citizens’ participation in democratic processes through the use of information and communication technologies. In this chapter, an architecture of a recommender system that uses fuzzy clustering methods for e-Elections is introduced. In addition, a comparison with the smartvote system, a Web-based Voting Assistance Application (VAA) used to aid voters in finding the party or candidate that is most in line with their preferences, is presented.
